Full textNowadays, information technology outsourcing (ITO) represents an established business practice in which a considerable number of companies are involved. Since the success of ITO is highly dependent on the exposure to ITO risks, studying the very risks is of great importance. The aim of this thesis consists in revealing the occurrence of specific ITO risks: supplier lock-in, hidden costs and the loss of control over outsourced IT. Further aims of this work are the revelation of measures which can be taken in order to face these risks and of the influences these risks have on backsourcing considerations. The first part of this thesis constitutes the theoretical framework which is based on the review of relevant literature. Within this part of the work, transaction cost theory and resource-based theory are presented and applied for the discussion of the specific ITO risks under consideration. Furthermore, a multidimensional approach is utilized in order to illustrate the various dimensions of ITO. By this means, the identification of situations in which the ITO risks under consideration appear is enabled. The empirical part of this exploratory research is based on a multiple case study. The data necessary for this qualitative research was gathered from telephone interviews conducted with both ITO clients and IT suppliers. The results of this study indicate that the ITO risks under consideration all pose considerable threats to ITO operations and that there are both internal and external measures ITO companies can take in order to face these risks. Furthermore, the risks under discussion influence backsourcing considerations.

IT Outsourcing (ITO) in the public sector is a constantly growing management practice, but a significant part of outsourcing agreements still fails or suffers serious problems. ITO is far from an easy-to-run practice. In recent years, ITO has changed from a formal contract-based practice - contractual governance - to a relationship-based practice - relational governance - and the ITO literature in the public sector reveals that quality of the relationship is an important success factor. However, specific studies on this subject are rare in the literature. In this context, this exploratory study aimed to analyze the outsourcing governance of IT services in a Brazilian public company, investigating aspects of relational governance present in the relationship between a public-sector customer and private-sector suppliers. For this purpose, a literature review was conducted on ITO governance (focused on relational governance) and international standards were analyzed on the theme of outsourcing and collaborative relationships. Questionnaires and interviews with managers of the public organization. A manager of an IT supplier company was interviewed. The results showed that relational governance plays an important role in the execution and success of ITO agreements in the public sector. However, some precautions must be taken to avoid excessive use of relational aspects that could put companies at risk. The results of this work support the understanding of previous research on bureaucracy and restrictions related to the public sector, which makes relations between public clients and private IT suppliers more complex. In these circumstances, the use of relational governance, risk-weighted, is even more important for the success of the agreements.
Terceirização de serviços de TI no setor público é uma prática de gestão em constante crescimento, mas uma parte significativa dos acordos ainda falha ou sofre sérios problemas. A terceirização de serviços de TI (em inglês Information Technology Outsourcing – ITO) está longe de ser uma prática de fácil execução. Nos últimos anos, ITO mudou de uma prática formal, baseada em contrato – governança contratual – para uma prática também baseada em relacionamento – governança relacional – e a literatura sobre ITO no setor público revela que a qualidade do relacionamento é um importante fator de sucesso. No entanto, estudos específicos sobre esse assunto são raros na literatura. Nesse contexto, este estudo exploratório teve como objetivo analisar a governança de terceirização de serviços TI em uma empresa pública brasileira, investigando os aspectos da governança relacional presentes na relação entre um cliente do setor público e fornecedores do setor privado. Com esse objetivo, foi realizada revisão de literatura sobre governança de ITO (com foco na governança relacional) e foram analisadas normas internacionais sobre o tema governança de terceirização e relacionamento colaborativo. Foram aplicados questionários e entrevistas com gestores da organização pública. Um gestor de uma empresa fornecedora de TI foi entrevistado. Os resultados demonstraram que a governança relacional desempenha importante papel na execução e sucesso dos acordos de ITO no setor público. Contudo, alguns cuidados devem ser observados, buscando evitar que o uso excessivo dos aspectos relacionais resulte em riscos para as empresas. Os resultados deste trabalho apoiam o entendimento de pesquisas anteriores, sobre a burocracia e as restrições relacionados ao setor público, que tornam mais complexas as relações entre clientes públicos e fornecedores privados de TI. Nessas circunstâncias, o uso da governança relacional, ponderado pelos riscos, é ainda mais importante para o sucesso dos acordos.

Full textDenna avhandling undersöker stora privata företag i Sverige som har outsourcat sin IT verksamhet. Som vi uppmärksammade har en stor del av IT-outsourcingen (ITO) misslyckats. För köparen av IT-tjänsten kan det leda till bristande IT funktionalitet med allvarliga konsekvenser som i värsta fall leder till förlorade kunder och betydande kostnadsökningar. Därför är det övergripande forskningsmålet är att analysera och fastställa hur ITO:n för köparen av IT tjänsten kan förbättras. För att lösa det övergripande forskningsmålet forskningen undersökte: 1) Utvecklingen av en metod för att bedöma riskerna med IT-outsourcing; 2) Identifiering av de viktiga faktorerna inom IT-outsourcingsrelationer; och 3) Identifiering av en lista över framgångsfaktorer i IT-outsourcing. De använda forskningsstrategierna för att genomföra forskningen var ”design science research" och kartläggning. För att uppnå först huvudforskningsmålet, har en metod tagits fram för att bedöma riskerna och vägleda hur man kan minska dem. Den här metoden kan hjälpa både forskare och de som utövar IT-outsourcing med att bedöma ITO-riskerna och på så sätt förbättra sina IT-outsourcing. En programvara baserad på den metoden har utvecklats för att underlätta testningen av metoden vilket har genomförts med IT beslutsfattare på stora organisationer, beträffande användbarhet, korrekthet och funktionalitet. Dessutom har en studie utförts för att bedöma om programvaran kan accepteras av IT beslutsfattare och få reda på om de skulle använda metoden för att bedöma ITO riskerna. Det andra forskningsmålet har undersökt hur köparna av den outsourcade IT-tjänsten kan förbättra relationen med sina leverantörer. En bra ITO-relation är en avgörande faktor för en framgångsrik ITO och den är viktig för hela livscykeln. Forskningsmålet har uppnåtts genom analys för att hitta de viktigaste faktorerna ITO-relationsfaktorer, som studien rekommenderar för att skapa och underhålla en bra ITO relation. Det tredje forskningsmålet har undersökt hur ITO kan förbättras genom att identifiera och prioritera framgångsfaktorerna i ITO. Studien har identifierat framgångsfaktorerna i stora företag och tagit fram en lista med prioriterade framgångsfaktorer som bör implementeras i de undersökta företagen. Dessutom så har nyttan av dessa framgångsfaktorer beskrivits under ITO livscykeln. Dessutom har de identifierade framgångsfaktorerna från stora företag jämförts med framgångsfaktorerna som har identifierats för medelstora företag. Denna jämförelse ger en indikation till forskarna på det här området att prioriteringen av framgångsfaktorerna är beroende av företagsstorlek. Sammanfattningsvis, den beskrivna forskningen i den här uppsatsen bidrar med: 1) En metod för att bedöma risker och förslag på hur minska dessa risker; 2) En lista med de viktiga faktorerna för att förbättra ITO relationen inom IT-outsourcing och; 3) En prioriterad lista av framgångsfaktorer som kan förbättra IT outsourcing.

Risk Management A Tecnologia da Informação (TI) pode contribuir significativamente e ser usada como ferramenta para impulsionar o desenvolvimento das pessoas e das organizações. Para favorecer a eficácia deste ambiente, é conveniente que a área de TI defina e disponibilize um portfólio de serviços alinhado aos objetivos organizacionais. Implantar e manter tal portfólio envolve a mobilização de recursos e capacidades e é importante definir uma estratégia de provimento (sourcing) que seja compensadora em termos de resultados para os negócios. Quando uma organização não possui os recursos e as capacidades de TI próprios, em quantidade e/ou qualidade suficiente para o provimento de todos os serviços de TI integrantes do seu portfólio, ela pode buscar organizações externas capazes de suprir esta carência. Tal prática é conhecida como terceirização de TI, ou Information Technology Outsourcing – ITO. No contexto das organizações públicas brasileiras, é observado um alto grau de terceirização de TI, sem a devida análise dos benefícios e dos riscos envolvidos ou sem o alinhamento desta iniciativa com os objetivos organizacionais. Este trabalho faz a suposição de que uma das causas de tal problema é a deficiência no entendimento, por parte dos tomadores de decisão, da complexa rede de interações não lineares, sujeitas a feedbacks e atrasos de diversas magnitudes, existente entre a gestão de capacidades próprias de TI, de sourcing e de benefícios. No intuito de preencher esta lacuna no conhecimento organizacional, o objetivo desta pesquisa foi o de analisar a dinâmica complexa do emprego de capacidades essenciais de TI e da interação destas com as capacidades de fornecedores durante a execução de contratos de terceirização, com o propósito de subsidiar decisões que favoreçam o alcance dos resultados pretendidos pela adoção de ITO. Para isto, um modelo de simulação baseado na dinâmica de sistemas, batizado de ITO-CapSim, foi desenvolvido e validado através de estudos de casos em duas organizações públicas da esfera estadual em Alagoas. No processo de validação, o modelo foi utilizado para analisar diferentes políticas de sourcing e riscos inerentes à adoção de ITO, envolvendo as capacidades essenciais de TI Monitoramento de Contratos e Entrega de Serviços de Desenvolvimento de Sistemas. A eficácia do ITO-CapSim foi avaliada pelos gestores das organizações pesquisadas através de questionários e entrevistas. Após análise quantitativa e qualitativa das respostas obtidas, os resultados sinalizaram que o uso do ITO-CapSim como ferramenta de aprendizado organizacional aperfeiçoou o entendimento dos decisores sobre a complexidade inerente à gestão estratégica de sourcing de capacidades essenciais de TI, gerando insights que podem resultar em um processo mais bem sucedido de ITO.
Information Technology (IT) can contribute significantly and be used as a tool to boost the development of people and organizations. To promote the effectiveness of this environment, it is appropriate that the IT department define and deploy a portfolio of IT services aligned with organizational objectives. Implement and maintain such a portfolio involves the application of resources and capabilities, implying in operational costs. It is essential define a most profitable sourcing strategy in terms of business results. When an organization lacks the internal IT capabilities, in terms of quantity and quality, required for the provision of all of its IT services portfolio, it must look for external organizations able to fill the gap. This practice is known as Information Technology Outsourcing - ITO. In the context of Brazilian public organizations, a high degree of IT outsourcing is observed without proper analysis of the benefits and risks involved or without aligning this initiative with organizational goals. On this research, it is assumed that among the causes for this problem is the poor understanding, on the part of decision makers, of the complex network of nonlinear interactions existing between IT capabilities management, sourcing management and benefits management activities, subject to feedbacks and delays of several magnitudes. In order to fill this gap in organizational knowledge, this research aims to analyze the complex dynamics existing on employing core IT capabilities and on the interaction of these capabilities with the suppliers' ones during ongoing outsourcing contracts, to support decisions that promote the achievement of expected ITO results. With this purpose, a system dynamics simulation model, called ITO-CapSim, was developed and validated through case studies in two public organizations in Alagoas state. Along validation process, the model was used to analyze different sourcing policies and risks inherent in the adoption of ITO, involving two core IT capabilities: ITO Contracts Monitoring and Systems Development Service Delivery. The effectiveness of ITO-CapSim was evaluated by IT managers from public organizations through questionnaires and interviews. After quantitative and qualitative analysis of the responses, the results indicated that the use of ITO-CapSim as organizational learning tool has improved the understanding of decision-makers on the complexity of strategic sourcing management IT core capabilities, generating insights that can result in a more successful ITO process.

Full textEste trabalho propõe analisar o fenômeno da terceirização desenvolvido ao longo das duas últimas décadas em Bio-Manguinhos. Trata-se de um estudo de caso realizado na unidade de produção de vacinas e reagentes para diagnóstico da Fundação Oswaldo Cruz. Inicialmente foi realizado um estudo de cenário, analisando a política de gestão do trabalho desenvolvida pelo Estado brasileiro para as instituições públicas. A seguir, a análise passou a verificar a inserção da Fiocruz nessas políticas, desde a sua criação e no decorrer de vigência de diferentes formas de contratação, alternando da extrema rigidez para a total flexibilidade sempre com foco na gestão do trabalho, e, como essas políticas se refletiram no desempenho de Bio-Manguinhos. Baseado no contexto da conformação do Estado e na análise do desempenho da unidade, o trabalho critica a falta de planejamento e de prospecção dessas políticas, que favoreça a inovação de processos, produtos e procedimentos e o desempenho pleno de uma unidade de produção de insumos para a saúde, tão necessários ao atendimento das necessidades da população brasileira. Critica também, a ausência de um modelo de Estado consolidado que sirva de arcabouço à formulação dessas políticas. Devido às fortes críticas dos órgãos de controle acerca da extrapolação dos limites da terceirização praticada nas últimas duas décadas e à falta de definição clara desses marcos legais, o trabalho apresenta uma metodologia baseada nas atribuições dos cargos do plano de carreiras da Fiocruz e culmina com a apresentação de uma matriz de atribuições passíveis de serem realizadas por contratação indireta. Conclui pela necessidade de convivência de dois quadros de trabalhadores: um permanente formado por servidores, estáveis e de carreira e outro flexível, executado por contratação indireta, de caráter eventual, temporário ou de apoio às atividades relacionadas à missão de Bio-Manguinhos. O trabalho ainda sugere a aplicação da mesma metodologia às demais unidades da Fiocruz e que a instituição afirme, frente aos órgãos de controle, quais atividades que ela precisa manter no quadro de servidores permanente e quais ela quer delegar a terceiros sem contudo, ferir a legislação vigente. Por fim, constata-se que a metodologia apresentada ameniza, mas não resolve o problema, dessa forma, recomenda-se à Fiocruz buscar mecanismos que altere o modelo de gestão pelo qual está submetida a fim de viabilizar as duas formas de incorporação de mão-de-obra.

Full textInformation systems outsourcing (ISO) is the management of information systems operations performed by an external organization. It has an enormous potential and capability to improve business processes and technological innovations for companies. However, the adoption rates of ISO are still lower than expected. It is therefore desirable to make more efforts to identify determinants of ISO adoption. Based on the combination of a technology-organization-environment (TOE) framework and diffusion of innovation (DOI) theory, we develop a conceptual model to study the determinants of the ISO adoption. Data collected from 261 firms in Portugal were used to test the proposed research model. Based on logistic regression we find five contextual factors (relative advantage, firm size, top management support, perceived benefits, and competitive pressure) to be determinants of ISO adoption. Among them, perceived benefits was found to be the most significant driver, followed by competitive pressure. Overall, these results indicate that the adoption of ISO is affected mainly by the organizational context, compared to the remaining contexts proposed (technology, environment, and individual leader characteristics). These findings are particularly useful for managers, suppliers, and academics, since they provide important insights when focusing mostly on the organizational field.

Full textEste artigo analisa as características de Portugal e identifica as suas vantagens competitivas existentes para a criação de um Centro de Nearshoring Europeu neste país. A presença no Mercado Único Europeu aliada a uma força de trabalho com baixos custos face às qualificações oferecidas, a uma rede de transportes bem desenvolvida e a infraestruturas de IT de qualidade são indicadores do potencial de Portugal para atrair investimentos de Nearshore e para se tornar o maior fornecedor deste tipo de serviços para os países europeus. Estas características intrínsecas da economia portuguesa foram comparadas com 3 outros países bem reputados em atividades de Outsourcing. A comparação dos indicadores com a India e as Filipinas revelam as vantagens competitivas e os benefícios que Portugal pode oferecer a um investimento de Nearshore, demonstrando também as áreas que carecem de alguma atenção e investimento por parte do Governo Português para melhorar a competitividade do país nesta área. De seguida, uma comparação com a Roménia, permitirá evidenciar o posicionamento de Portugal no mercado de Nearshoring ao nível Europeu. Sendo a Roménia um dos possíveis concorrentes de Portugal em alguns mercados de Nearshore, serão analisadas as melhorias necessárias e as áreas aonde Portugal oferece uma estabilidade e mais-valia que colocam o país numa primeira linha neste tipo de serviços. Finalmente, alguns depoimentos serão usados para demostrar a real perceção das vantagens competitivas de Portugal por parte de algumas empresas multinacionais, e perceber as razões pelas quais estas empresas escolheram Portugal como seu parceiro de Nearshoring.

Full textNote: Thesis restricted to on campus access. Facility Management (FM) is an emerging industry in Australia and in various nations throughout the world. The annual Australian national investment of the FM industry contributes approximately 4% to GDP and there are more than 404,000 people working in FM service industries. Some conjecture exists to whether or not FM is a discipline in its own right. However, a review of FM history reveals its existence embedded within various organisational operating environments, however, under differing labels. The creation of an acceptable global FM definition is yet to be achieved. The procuring and delivering of FM services is an activity that is predominantly managed from inside an organisation through direct employment (in-house), or by others outside the organisation (outsourcing). The latter has gained considerable popularity of late, yet it is argued that it remains an ill-defined term, resulting in its possible incorrect application to the FM function. Further, there has been some suggestion as to the existence of indiscriminate cycling through these two main forms of FM procurement and delivery methods by organisations that has attracted some debate. Limited research has been performed on the dynamics associated with the decision to manage FM in-house or to outsource the function. It is argued that on a medium to long-term basis there may exist an inadequacy in identifying and associating the drivers of value and costs, as they are perceived by organizations, for the two main procurement and delivery methods of FM. By researching organisational operating environments it was found that in-house and outsourced methods may have different cost and value drivers. Further, each method, under certain conditions, was found to produce a different set of percieved value and costs, seemingly independent from each other. Also, these operating environments seemed to change over time, influencing the percieved FM value and cost levels. This apparent link with organisational operating environments and perceived FM procurement and delivery value and cost suggests that neither method may be regarded as a permanent solution. Thus, under certain conditions, the dynamic alteration of outsourcing levels during these changes in organisational operating environments may capture this value for longer periods of time, whilst minimising the costs associated with FM procurement and delivery.

When the computing ability of the user equipment is insufficient, apart from upgrading hardware devices, cloud computing services may adopt the outsourcing of complex operations to the cloud server. In cryptography, the exponential calculation is one of basic and often used operations, but has expensive computational cost. Outsourcing techniques can focus on correctness and security. Correctness refers to whether the calculation results are correct. The cloud server may carelessly or maliciously return incorrect computation share results due to executing wrong computational algorithm, being infected with malware, or suffering from other situations. Since the actual computation results are concealed during outsourcing, even if the cloud server cannot be trustworthy, the outsourcing of secret-related operations to the cloud will still not leak any secret information. This thesis proposes two kinds of verifiable outsourcing algorithms, fixed base-variable exponent and fixed exponent-variable base batch exponentiations. The exponential operations can be outsourced to the cloud servers, which may be untrusted or malicious. In addition, the proposed algorithms will be applied on Ciphertext Policy Attribute-based Encryption (CP-ABE). We design a new outsourced encryption algorithm with checkability and also propose its application on a secure communication protocol under the environment of Internet of Things (IoT).

For the changes of industry environment and gradually violent competition in international markets, enterprises focus on the capability of core competitiveness an important trend in operation of enterprises. And, one of the government’s policies is to assist developing civil companies for military industry outsourcing. So, the navy logistics maintenance factories authorize civil companies to take charge of outsourcing of non-core engineering to compensate for the shortage of overwhelmed loading. This study aims at making managers and decision makers know the influence degree and key guidance of the outsourcing strategy by analyzing the ship maintenance outsourcing authorized by navy logistics maintenance factories. This study discusses the evaluation criteria of outsourcing strategy inducted to civil enterprises and ship maintenance engineering by reviewing related documents. Using questionnaire designed by experts, Fuzzy Delphi Method and interpretive structural modeling, we finds out the important factors and their correlations in the process of ship logistics maintenance outsourcing. And, the relative weighted values of the evaluation criteria was calculated by Analytic Network Process. This study’s purpose is to make maintenance managers and decision makers notice the key guidance factors and to assist them to find out the priority of important factors and relative weighted values by demonstrating stratum''s structure chart and Analytic Network Process. In this way the outsourcing would be under the control effectively and finished on time efficiently. Furthermore, the result of this study could provide the guidance about outsourcing strategy in improvement and performance evaluated by follow-up managers and decision makers.

Network technology has been widely used in modern life. The information security issues that its evolution is continuing to threaten the stable development of society and economy. With the activation of Internet activities, Web Services became more flourishing. The popularity of online banking, e-commerce, and other services has led to an increasing number of attacks and security incidents. For instance, in 2016, a domestic bank ATM theft led to a considerable wave in the country, and it also made people gradually pay attention to what is information security. After referring to multi-party documents and interviews with experts, this study will further explore the institutional aspects of ISO 27001 control areas and target measures, and add technical information security service sub-projects for AHP analysis to achieve the purpose of information security decision-making assessment and discussion. It is also the study motivation of this thesis.

Statistics from the Department of Health showed that the number of people being treated for drug addiction in Taiwan is growing at a staggering rate. In 2005, the number of people found guilty of drug related offenses showed an increase of 19.44% over the previous year and reached 16,615 persons. Drug abuse and addiction has now become a major social problem in Taiwan. When the September 21 Earthquake struck, the Ministry of the Interior’s Nantou Education and Nursing Institute (NENI) was badly damaged. After taking into account plans to expand the student intake at the campus, NENI was moved in November 2004 to its new campus in Mingjian Township. The land and buildings in Zone A and Zone B of the old campus are now unoccupied with ownership split between the National Property Bureau and the Nantou County Government. The “Law For Promotion Of Private Participation In Infrastructure Projects” took effect in 2000. The spirit of the Act was to “Create benefits for the people” by encouraging the private sector to become partners in national development. Due to the complexity of legislation and significant risks associated with health and medicine related development projects, an appropriate evaluation method is required. If no such method is available then the uncertainties increase and the resultant lack of interest will make the projects hard to realize. This study uses the Law For Promotion Of Private Participation In Infrastructure Projects as its basis with the Ministry of Interior’s vacant NENI campus as the proposed site . The study looks at the introduction of a professional drug addiction rehabilitation team based on an “OT” outsourcing model for The Nantou Drug Addiction Rehabilitation Center to study its feasibility legally, financially and commercially. Check up the law, market and the finance feasibility examining process and form to examine through The Nantou Drug Addiction Rehabilitation Center of the valuation analysis as successful of. The study establishes a range of feasibility assessment processes and forms.that government agencies or private sector organizations can refer to in the future when handling similar cases. This will help to promote health and medicine related public projects and create new business opportunities.

Under these agreements, and service providers to assess the future of services provided have reached, in order to improve service standards as a reference basis, and thus enhance user satisfaction.

The use of information systems is an absolutely necessarily in a modern business operations, however, application development usually is not a core competency of the most of enterprises, thus making development outsourcing becomes the most common option for the most of enterprises while they are establishing information systems. But, before the enterprises move forward development outsourcing, they may not align the establishment of information system with the strategies of business operations, or lack of rational processes and evaluation criteria in vendor selection, or only solely consider the lowest-priced while in contract negotiation, thus wrongly selected an unqualified contractor. In addition, if users cannot express requirements clearly, the developers’ quality and quantity do not match the requirement, no consensus on respective responsibilities of the parties, and project management skills shortage, etc., then this kind of development outsourcing shall have problems at every moment, and they will definitely end in failure. To increase the success rate of development outsourcing, this paper firstly redefines “Application Development Outsourcing” (ADO) as "Under a contractual relationship, the contractor shall, pursuant to customer’s requirements, performing the tasks of planning, developing, implementing, and maintaining of the required application system. In the course of the system development, the customer’s key personnels must actively participate in the contractor's development activities, including provide requirement specification, verify and validate the correctness and usability of the output by phases, etc., to ensure that the contractor will be able to deliver the deliverables and service on time, as required quality, as required functionalities, and within budget." The purpose of this redefinition is going to correct perceive of ADO. And then thru the content of “ADO project business and development process”, describes, from the point of view of the customer and the contractor, the “shall-be” business and development process, for closing the gap of the parties, to reached a consensus, and proving the success of ADO, must rely on the concerted efforts of both sides. When the contractor realizes custome’s problems and concerns while deal with ADO decision, then can based on 4C strategic marketing analysis theory, design the solution that can reolving customer’s misgivings scenario, to build consensus, to reduce the transaction costs of both sides and risks, to ensure that outsourcing cooperation there is a good start. This paper, from the point of view of the contractor, based on 4C marketing strategic analysis theory, resulting 46 strategies, and classify them in accordance with the project life cycle, to assist the contractor can also be easily to review the various strategic groups, as alogn with the project progress, thus making even in a multiple project circumstance, still be able to keep track of the implementation of various policies, to improving the success rate ADO projects.

Full textLogistics outsourcing can make a significant contribution to the competitive advantage and profitability of a company through its role in reducing costs and improving customer service. In a country such as South Africa, where companies are under increasing pressure from both customers and shareholders to improve performance, and where the growth strategy is aimed at exports, logistics outsourcing can have an important impact. However, if not undertaken properly it can result in failure with negative and far-reaching implications for a company. The main purpose of this study has therefore been to investigate logistics outsourcing practices, trends and issues within the manufacturing sector in South Africa; including a comparison with logistics outsourcing in the United States (US), as an example of a developed country. In order to fulfil this purpose, the study covers the following aspects: • The role of logistics, outsourcing and logistics outsourcing in a company • Best practice logistics outsourcing in the US including a discussion of: o The growth and extent of outsourcing o Reasons for, and for NOT, outsourcing o The number of providers used and the agreement/relationship type with the providers o The logistics outsourcing process including managerial involvement o Areas of concern with current relationships and general opinions • Logistics outsourcing service provision • Logistics outsourcing practices and trends of South African manufacturers • Impact of company size and supply chain position on logistics outsourcing • Logistics outsourcing in South Africa by successful outsourcing companies • Comparisons between US and South African logistics outsourcing The study includes detailed discussions of outsourcing options and arrangements, and their advantages, opportunities, pitfalls, and impacts. The activities most frequently outsourced are identified, as well as the levels of satisfaction estimated with respect to the South African manufacturing sector. Some of the problems experienced with regard to the outsourcing of logistics activities are identified and the levels of success and general opinions of South African manufacturing companies provided. Relationships, or the lack thereof, are also established with regard to the logistics outsourcing practices of South African manufacturing companies and their characteristics in terms of position in the supply chain, and size as determined by their number of employees. The relationship between logistics outsourcing success and the general practices of South African manufacturing companies is also established. Finally, a comparison is provided of South African experiences as opposed to international practices and trends gleaned from literature reviewed, mainly with regard to the US. Global concerns over climate change and green corporate society responsibility have sparked the need for green buildings in the construction industry. During the construction process, energy and water consumption, as well as pollution emissions result in spite of adopting low-carbon material or relevant technology. The consideration of carbon footprint as an evaluation tool should be suitable and benefit the carbon-regulated environment. The implementation of carbon tax policy imposes an additional cost to carbon-based energy sources and promotes the legislation of internalization of external environmental cost. The construction industry now focuses on accurately evaluating related green building construction costs in order to successfully develop their green core competencies. In order to satisfy the needs of the green building market, capacity expansions and technology outsourcing may be a good way to shorten the construction period and obtain market share. The purpose of this paper is to develop an ABC green building decision model incorporating carbon tax costs by using a mathematical programming approach, in order to select an optimal green building projects portfolio from the perspectives of both capacity expansion and green technology outsourcing. This paper is of benefit to industry, academics and policy makers by providing a new way to integrating carbon footprint into green building project strategy selection. (1) For the academic field, this study contributes to the innovation operation research (OR) literature, especially concerning the incorporation of the carbon footprint assessment measurement into construction cost management, by utilizing an ABC mathematical planning decision model for green building projects. (2)For the construction field, the integrated model can help construction company managers to more accurately understand how to allocate resources and funding for energy saving activities to each green building, through appropriate cost drivers. (3) For the policy field, this study has developed an optimal green building project cost assessment solution regarding the carbon tax policy for the construction industry. Policy makers should be aware of the possible effects of the carbon tax rate on different industries.

The examples of museum outsourcing have been discussed a lot as an option of museum governance modes in recent years. The museum's outsourcing management reveals that the public museum has a governance mechanism other than run by the government, providing another possibility. This study uses museum governance theory, agency theory and transaction cost theory as analysis bases. With the Tree Valley Life Science Museum and the Navy Destroyer Museum as cases, gathering first-hand data through in-depth semi-structured interviews, this study clarifies pros and cons of outsourcing and provides advices for future sustainable operation of museums. This study summarizes the findings of the museum outsourcing case as follows: the two outsourcing cases have reached the expectation of the Cultural Affairs Bureau, the expectations of the private enterprises on the commissioned case have yet to be met, and the public-private partnership has a positive impact on the establishment of the outsourcing case. A fully authorized management can promote a trust relationship between public and private. At the same time, it also puts forward suggestions for the outsourcing of museums: the entrusting unit should carefully choose the outsourcing mode, and construct the trust relationship as the basis of the entrusted case; actively integrate the resources of all parties to assist the operation of museums; the entrusted unit should maintain a smooth communication channel with the Cultural Affairs Bureau. And grasp the balance between educational quality and the pursuit of interests. The museum is not only an important social education institution, but also is expected to play the leading role of the social welfare art culture organization. It is hoped that the discussion of this research will give the government the key thinking of the implementation of the outsourcing of museums.
