Abstract:
With more than 600 annual South African festivals to choose from, the ongoing sustainability of established festivals is uncertain. The rationale of sustainability usually rests on what renewable social, economic and cultural benefits the festival offers the community. However, changing visitor characteristics and economic difficulties putting more strain on the disposable income of households compel organizers and marketers to rethink their strategy in order to ensure the sustainability of festivals. This novel and exploratory study utilized a multistage DEA model to identify the presence of tendencies to overspend and budget mismanagement exhibited by visitors at the Innibos National Arts Festival. By identifying the sources of these inefficiencies, this study was able to formulate a framework that can guide organizers and marketers to develop price discounts or package combos that will ensure greater satisfaction which is a vital contributor to sustainability. The results accentuated the need to tailor these package combos to both male and female attendees, with the emphasis on improving satisfaction by limiting the tendencies to overspend that relate to paying for entrance fees, food and drinks.

Abstract:
Financial distress has been frequently addressed in the sports business and management literature; however, surprisingly little attention has been devoted to implications for financial viability derived from funding beyond what the Union of European Football Association (UEFA) defines as relevant income in football, henceforth referred to as extraordinary funding. This study critically discusses and reflects upon whether extraordinary funding can contribute to financial viability. To address this issue, we draw on approximately 100 financial statements for Norwegian top division clubs and their cooperating companies for three fiscal years. Results indicate that, although extraordinary funding contributes with sorely needed funds, thus from the outset contributing in making clubs more robust, the manner in which extraordinary funding occurs is still of great importance from a viability perspective. In this respect, it is useful to distinguish clearly between ex ante and ex post funding. While ex post funding can be argued to be counter-productive to financial viability (e.g., cloaking inadequate finances, providing incentives for overspending, and rewarding clubs that overspend), ex ante funding is more in line with sound financial management (e.g., funds that are contingent upon a history of sound finances, incorporated in budgets). One important implication of this study is that ex post funding can contribute to crowding out of good practices, as clubs that overspend can be rewarded for their actions by having funds injected ex post.

Loewenstein and Simonsohn (2006) found that movers across US cities anchor their rental choices to rents in the city of origin, but subsequently converge to comparable local households. We explain this finding using the authors' (2019) model of memory and attention. Rents in the destination city cue recall of “normal” rents in the city of origin, making the former surprisingly high or low, causing movers to under- or overspend, respectively. Over time, experience with new city rents allows the memory database to adapt, and the effect fades away. The model yields two new predictions, for which we find supportive evidence.

Governments are present-biased toward spending. Fiscal rules are deficit limits that trade off commitment to not overspend and flexibility to react to shocks. We compare coordinated rules, chosen jointly by a group of countries, to uncoordinated rules. If governments’ present bias is small, coordinated rules are tighter than uncoordinated rules: individual countries do not internalize the redistributive effect of interest rates. However, if the bias is large, coordinated rules are slacker: countries do not internalize the disciplining effect of interest rates. Abstract We study legislators who have a present bias for spending: they want to increase current spending and procrastinate spending cuts. We show that disagreement in legislatures can lead to policy persistence that attenuates the temptation to overspend. Depending on the environment, legislators’ decisions to be fiscally responsible may either complement or substitute other legislators’ decisions. When legislators have low discount factors, their actions are strategic complements. Thus, changes of the political environment that induce fiscal responsibility are desirable as they generate a positive responsibility multiplier and reduce spending. However, when the discount factor is high, the same changes induce some legislators to free ride on others’ responsibility which may lead to higher spending.

Abstract:
Employed in tidal turbines, overspeed power regulation (OSPR) can improve the structural robustness and decrease the complexity associated with active pitch methods, while removing the diffculties of operating in stalled flow. This may be a method by which the cost of tidal energy can be brought down. The aim of this research was to investigate the OSPR method, increase understanding of associated benefits and constraints, and develop a methodology for the design of suitable blades. It is identified that: the challenges to OSPR are higher rotational velocities, leading to increased voltage levels, an increased chance of cavitation on the rotor, and potentially detrimental thrust forces; these challenges may be best overcome with blade design alterations limiting the maximum rotational velocity. The blade design methodology uses a design platform to set boundary conditions, an existing blade design as the base case, and a blade element momentum theory (BEMT) tool as the modelling method. Blade root pitch setting, twist and chord length distribution are the variable parameters investigated. A set of ospr performance metrics and a design space sensitivity analysis, with whole-blade cavitation analyses and diagnostic plots of torque and angle of attack, are used to ascertain how function-based and then precise blade design alterations affect rotor performance. Tow tank tests defined base case rotor performance and verified the BEMT tool. Tests on the new blades allowed comparison to the base case test performance and to the BEMT prediction. Simulations showed that the new blade design regulated power without cavitation inception, without an increase in the thrust forces and with only a 3.6% drop in efficiency - as per the set boundary conditions and design requirements. The blade design methodology can be used to overcome challenges associated with overspeed and produce blades which give significant performance improvements for use in OSPR.

ENGLISH ABSTRACT: This study describes a process used to determine critical success factors that are felt to be predictive of timely completion of projects within Kumba Resources. A comprehensive literature review and the knowledge of full time line and project managers who have had experience with projects were used to generate critical success factors that was felt to be crucial to timely completion of projects within Kumba Resources. Eleven items were discovered within Kumba Resources that relate well to the available literature on the subject. These were the personal skills of the project manager, project management skills, overly optimistic estimates to obtain project approval, organisational culture, vague and conflicting scope definition, no proper project planning, project control and visibility, no proper risk management communication management not up to standard, changes to orders and contracts took longer than planned and delays caused by poor project integration. In addition, these eleven items have been reduced to six factors with the use of factor analysis. The six factors found were (1) Organisational culture, (2) Technology management, (3) Contract management, (4) Autocratic behaviour, (5) Project design and development and (6) Role clarification. Of these six factors, only technology management proofed to be well managed within Kumba Resources. This study has provided the basis for developing an intervention through which the performance on project management within Kumba Resources will be improved.
AFRIKAANSE OPSOMMING: Hierdie studie beskryf die proses wat gevolg is om die kritieke suksesfaktore vir tydige voltooiïng van projekte binne Kumba Resources uit te lig. 'n Omvattende literatuurstudie en die kennis van voltydse projekbestuurders en lynbestuurders, wat ondervinding in projekbestuur het, is gebruik om die vraelys saam te stel. Hieruit is die kritieke suksesfaktore vir tydige voltooiïng van projekte binne Kumba Resources geïdentifiseer. Elf items het na vore gekom uit die studie wat baie goed vergelyk met die literatuur beskikbaar. Die elf items gevind in Kumba Resources is die persoonlike vaardighede van die projekbestuurder, die projekbestuur vaardighede van die projekbestuurder, oor optimistiese beramings om projekgoedkeuring te verkry, organisasie kultuur, 'n vaag of swak definisie van die omvang wat die projek behels, geen ordentlike risiko analises word gedoen, die bestuur van kommunikasie is nie op standaard nie, veranderings aan kontrakte en bestellings neem langer as beplan en vertragings word veroorsaak deur swak bestuur van projekintegrasie. Hierdie elf items is daarna saamgevoeg in ses faktore deur gebruik te maak van faktoranalise. Die ses faktore wat gevind is, is (1) Organisasie kultuur, (2) Tegnologie bestuur, (3) Kontrak bestuur, (4) Outokratiese gedrag, (5) Projek ontwerp en ontwikkeling en (6) Roluitklaring. Van die ses faktore blyk dit dat slegs tegnologie bestuur baie goed gedoen word binne Kumba Resources. Hierdie studie verskaf dus die basis en motivering vir die ontwikkeling van 'n interfensie om die prestasie in terme van projekbestuur binne Kumba Resources te verbeter.

In electric power generation facilities, steam turbine disk rupture due to overspeed can produce high-energy projectiles that may penetrate the turbine casing and damage other plant systems. While such projectiles could seriously damage a fossil fired plant, the risks are even greater for nuclear plants where a projectile could strike safety related systems. Plant maintenance personnel routinely test overspeed protection systems according to the manufacturer’s recommended schedule, but such tests require interruptions in normal steady state operation, and sometimes lead to undesirable events such as reactor SCRAMs. This risk evaluation of steam turbine destructive overspeed for nuclear power generation units reexamines the probability of an overspeed protection system failure, with the goal of optimizing maintenance practices and providing a basis for overspeed trip system testing intervals. Industry reliability databases and plant maintenance records are utilized to develop component and system failure probabilities and models that account for the impact of condition monitoring and periodic testing on overspeed protection system availability.

Abstract:
The decommissioning of major nuclear plant facilities will inevitably involve a number of project areas where significant levels of processing and manufacturing tasks are required. Typically this includes key task areas such as: • ILW materials retrievals and handling; • ILW / LLW materials processing and encapsulation; • Contaminated surfaces remediation; • Import of materials at dedicated ILW Stores. All such areas involve a series of high level project stages: 1) Design, install and commission facilities; 2) Operate facilities to complete the project tasks (retrievals, processing etc); 3) Post Operative Clean Out and final removal of plant and buildings. The time periods involved with the second (operational) stages have, in many cases, planned durations that are measured in terms of years rather than months. Variations in achieved performance levels can have a much higher impact on the project completion dates than is often appreciated. Given that material processing operations often constitute key critical path elements of the wider site decommissioning timing plans, it follows that any delays are likely to extend site completion dates and can incur costs at a rate of many millions of pounds per year. This paper outlines the often unforeseen risks inherent in the processing/manufacturing activities in this phase of decommissioning and identifies the typical root causes and issues that contribute to operational losses. This paper holds that many of these risks can be largely anticipated and mitigated in the design stages if an operational perspective is applied with appropriate tools. Since many of the projects involved in decommissioning have singular and challenging engineering requirements there is a heightened need to focus on potential processing issues from the earliest project stages. Therefore project phases from initial concept design right through to successful completion are considered. The text details a range of operational improvement methods and techniques (along with illustrations from specific projects) that are increasingly being adopted to mitigate the risks of significant project delays and overspend in the nuclear sector. Importantly, these tools are underpinned by realistic operational data to guide and support project and engineering decisions. This approach has been effectively deployed in a number of strategically important projects within the current BNFL and BNFL Environmental Services decommissioning programs. This paper argues that despite the levels of general engineering and technical excellence found within the Nuclear Industry, there remains a need to encompass ‘best practice’ methodologies from other industries. Specifically, this paper argues for the increasing adoption of manufacturing improvement methodologies that have been successfully developed in other industries (notably the automotive, pharmaceutical and technology sectors) to promote robust designs that subsequently deliver effective and efficient plants. This paper holds that these techniques can be successfully incorporated into process dependant decommissioning projects, and that, without utilisation of such methods, the taxpayers of countries participating in these programmes are unlikely to get value for money.

A load rejection disconnects the generator from the electrical grid. The resulting power excess accelerates the turbo set. Reacting to the load rejection, the turbine governor rapidly closes the steam admission valves. The remaining entrapped steam expands, thereby continuing to power the turbine. Thus the turbine speed rises till a dynamic equilibrium of accelerating and braking forces is reached. Thereafter the turbine speed decreases. If the maximally attained turbine speed remains below the trip threshold, immediate re-synchronization to the electrical grid is possible. Consequently, a forced outage of the steam turbine can be avoided and operational reliability is increased. Furthermore, functional safety requirements demand that the maximum turbine speed remains below test speed under all failure conditions. Accordingly, steam turbine design has to account for the impact of overspeed for a reliable and safe operation of the turbo set. In order to manage load rejection requirements for steam turbine operation, the design engineer applies standard rules and overspeed calculation methods. These rules limit standardized overspeed estimation by defining maximum steam volumes, valve closing times, and I&C reaction times, as well as type and number of non-return valves. A more thorough turbine overspeed investigation is necessary for several reasons, such as to evaluate this behavior under undesired failure conditions e.g. failure of non-return valves or blocking of control valves. A second justification for this investigation would be to predict changes resulting from turbine modifications — e.g. turbine upgrade or change at I&C systems. In this paper, basic and advanced overspeed calculation tools are illustrated and compared, with respect to required effort as well as accuracy of prediction. It is shown how system parameters which are most sensitive with respect to overspeed can be identified and their influence assessed. Thus, firstly it is already possible to identify and improve critical overspeed behavior during design. Secondly, the impact of particular failures can be accurately predicted, thus allowing for due implementation of appropriate counter measures. The methods, presented in this paper, were developed by the authors and their predecessors at SIEMENS AG for large steam turbo sets with a power range between 100 MW and 1500 MW.

Abstract In turbomachinery applications the possibility to reduce size and costs of main flow-path components, by increasing shaft rotating speed, has always been appealing. The technological challenge in increasing this power density capability is typically related to performance prediction, to operating stress in blades and shafts, as well as to the need for a more accurate rotor-dynamic analysis. Yet another aspect, often reduced to standard assessments in less demanding applications, is related to the analysis of overspeed scenarios where, following a sudden loss of load and/or driven inertia, the turbomachine shall maintain its mechanical integrity. Especially in steam turbines applications, where the behavior of the machine is strongly affected by the plant conditions, valves intervention time and connected volumes, the reduction of the rotor inertia, against comparable power, may produce overspeed scenarios that can become a primary design constraint and, if overlooked, may have both availability and safety implications. In this paper several approaches to the analysis of overspeed scenarios are discussed, with increasing level of detail. The energy-based overspeed analysis method, as required by API612, is first discussed against practical design cases. A more accurate dynamic model is then presented, and its results compared with those of the energy-based approach. Finally, the sensitivity analysis of the overspeed peak value with respect to critical design parameters is discussed. With respect to previous works, mostly based on load rejection scenarios, the main focus is on the scenario of sudden coupling loss.
