Shortly after publishing Jocelyne Cesari’s edited Handbook of European Islam(Oxford University Press: 2014), Oxford University Press more or less roundsoff the topic of Muslims in the western world with this volume on the UnitedStates. The editors, Yvonne Y. Haddad and Jane I Smith, have made amplecontributions on this topic during the last twenty years at least. This volume,to some extent, updates their previous works that have followed the evolutionand changes seen by the country’s Muslim communities (e.g., Muslim Communitiesin North America [Albany: SUNY Press, 1994], edited by both, andThe Muslims of America [New York: Oxford University Press, 1991], editedby Haddad). This may not be the last step in this direction, but it is certainlythe most comprehensive and ambitious one so far.The titles of their previous works, and indeed of this volume, touch on apreliminary problem. As a matter of fact, the volume should have borne thetitle Islam in the USA, since Central and Latin America and even Canada arenot mentioned. Many reasons, in any case, justify this circumscribed focus.As rightly pointed out in the “Introduction” (p. 4), American Islam is the mostheterogeneous in the world and no doubt constitutes the main issue when dealingwith Islam in North, Central, and South America. It is also the most heterogeneousand the most complex. Municipal Reform in Canada: Reconfiguration, Re-Empowerment, and Rebalancing, Joseph Garcea and Edward C. LeSage, Jr., eds., Toronto: Oxford University Press, 2005, pp. ix, 350.This book will be an essential reference for students of local government in Canada. It deals with the most recent period of municipal reform, from 1990 onwards. There are chapters on each of the ten provinces, plus a combined chapter on the northern territories. The editors establish an analytical framework for the book in their introduction, and then try to bring things together in a long concluding chapter. The individual chapters differ somewhat in approach, but the editors were fairly successful in getting the contributors to keep to a common analytical framework. Reading the whole book straight through is a bit of a slog, because there is so much detail; on the other hand, it is handy to have all this material collected together. It will stimulate useful reflection, as much about what is not here as what is.

The Postgraduate Medical Education Office at the University of Toronto has implemented a range of faculty development initiatives targeted at supporting the full implementation of CanMEDS roles and competencies in the day to day learning, teaching and evaluation of residents across the highly distributed postgraduate medicine training programs. In October 2005, the Royal College of Physicians and Surgeons of Canada (RCPSC) released a revised version of the CanMEDS roles. In June 2006, the RCPSC accreditation standards for postgraduate medicine changed some standards which result in an increased expectation of implementation of the CanMEDS roles in teaching and evaluation of residency programs. 
 From 2005 to 2007, there have been numerous initiatives by the Postgraduate Medical Education Office to support the understanding and implementation of the CanMEDS roles into the learning, evaluation and outcomes of postgraduate training at the University of Toronto. The PGME Office supported the ‘CanMEDSification’ or integration of the CanMEDS framework by: 1) Supporting the development of teacher/faculty teaching and evaluation resources; 2) Providing faculty development in the understanding of these competencies; 3) Providing explicit program feedback through the Internal Review process
 The CanMEDS roles have been widely integrated into teaching and evaluation at the University of Toronto. The high attendance rates at workshops and positive workshop evaluations indicate the value of centralized faculty development initiatives and also indicate an increasing confidence in using CanMEDS. The workshop evaluations also indicate a need for additional faculty development in evaluating the non Medical Expert roles.

The Politics of the Welfare State: Canada, Sweden, and the United States, Gregg M. Olsen, Toronto: Oxford University Press, 2002, pp. vi, 258This book presents a familiar puzzle in comparative politics: how are we to understand variation in the design and scope of social programs and substantive outcomes for citizens in the three welfare states under scrutiny. As Olsen argues, all three cases are “advanced, industrialized, and highly affluent capitalist nations…. and all three nations enjoy average per capita incomes and standards of living that are among the highest in the world” (10). Yet we find great variation on a number of social indicators such as poverty levels, and income and wealth disparities. All three have also “experienced marked increases in inequality and welfare state retrenchment in recent years” (11) but yet “they continue to differ along these dimensions, even in the face of similar domestic strains and other exogenous pressures related to global integration” (11). The question is how do we account for the variation in the use of social policy to assuage inequalities and respond to these exogenous pressures.

Abstract:
This article is a book review of Peter C Oliver The Constitution of Independence: The Development of Constitutional Theory in Australia, Canada, and New Zealand (Oxford University Press, Oxford, 2005) (367 + xx pages). The book is a contribution to the area of domestic constitutional law of the Commonwealth. Oliver addresses the question: are the former colonies of Britain ever truly independent, or is that independence illusory? He also asks how such colonies seek to understand and explain their constitutional history. Morris argues that the book had a great deal of potential but has been left unrealised. As a legal historiography, the book does not always satisfactorily explain how people involved in creating that legal history (or in analysing it since) understand it. As an exercise in constitutional theory, the book merely suggests that there is nothing much to choose between theories as a matter of logic. The book also suffers from very dense prose and a number of distracting metaphors for the process of constitutional independence. Morris ultimately concludes that the book fails to provide useful insight into New Zealand's constitutional theory.
