Full textStudies comparing two technological institutes in Mercosul -The Industrial Technologic Institute, in Argentina, and the Technological Research Institute, in Brazil - focus on management projects in research and Development, in institutional level. Through the literature, it is identify, areas and subjects that allow the analyses of institutional management R&D projects (IMRDP). The history of the two institutes was study to identify the similarity and the differences of them. The field research is composed by an interview which was framed through literature subjects and documents in the following topics: general vision and IMRDP operations in the institutes; institutional management; process effectives results; people´s communication involved with projects and the institution; experiences acquired in the institutions. Of all interviews, one quarter was directed to high management, one quarter to functional gerency and two quarter to project managers. The discussion results, thanks to the methodology and schedule, determined that institutions did not have IMRDP, although both institutions considered the importance of its implementation. It was clear that the IMRDP structure, in any institution, have to consider the institutional culture, history, staff, structure and market, even though there are similar subjects and areas between the two institutions.
Estudo de casos comparativo de dois institutos tecnológicos em países do Mercosul o Instituto de Tecnologia Industrial (INTI), na Argentina e o Instituto de Pesquisa Tecnológica (IPT), no Brasil com foco na gestão de projetos de Pesquisa e Desenvolvimento (P&D), no nível institucional. Identifica na literatura áreas e temas pelos quais é possível analisar a Gestão Institucional de Projetos de P&D (GIPPD), para então voltar-se ao estudo da história das duas instituições, contextualizando-as e identificando pontos de identidade e diferenciação. Elabora uma pesquisa de campo utilizando-se de entrevista estruturada, a partir do mapeamento que resultou na solução gráfica representativa dos temas identificados no estudo da literatura e dos documentos: visão geral da GIPPD e seu funcionamento em cada instituição; estrutura organizacional; projetos de P&D e o planejamento institucional; Gestão Institucional; resultados efetivos dos processos; comunicação entre os atores dos projetos e a instituição e experiências adquiridas na instituição. As entrevistas foram dirigidas numa proporção de um quarto à Alta Direção (AD), um quarto aos Gerentes Funcionais (GF) e dois quartos aos Gerentes de Projeto (GP). A discussão dos resultados, facilitada pela metodologia e a tabela dinâmica empregadas, permitiu que se concluísse pela nãoexistência de uma GIPPD estruturada nas instituições estudadas, embora os entrevistados considerem válida a sua implantação nas suas organizações. Observa-se que a estruturação de GIPPD em qualquer instituição deverá levar em conta sua cultura institucional, sua história, seu quadro funcional, sua estrutura e seu mercado, no sentido amplo, embora elas venham a ter sempre um conjunto básico de áreas e temas comuns.

FAPEMIG - Fundação de Amparo à Pesquisa do Estado de Minas Gerais
Este trabalho tem por objetivo sugerir uma adaptação do modelo de Silva & Santiago (2009) para projetos com market share garantido, aplicando a modelagem para analisar a viabilidade de um projeto de P&D incubado pelo CRITT da UFJF. Além disso, algumas críticas foram apontadas em relação ao modelo dos autores, tais como a inflexibilidade de alguns parâmetros e à insensibilidade dos custos em relação ao tempo e a performance do produto/tecnologia, quando grande parte dos custos das empresas são fixos. A fim de contornar esses problemas alguns testes de sensibilidades foram realizados garantido maior confiabilidade dos resultados: (i) análises da probabilidade de sucesso; (ii) análise dos parâmetros de forma e escala, e; (iii) análise do desvio padrão do tempo. Com respeito ao projeto estudado (o HBDO), este se mostrou mais promissor diante do tratamento múltiplo da incerteza, apresentando um valor superior ao valor calculado pela análise tradicional. Com relação ás análises de sensibilidades sobre o projeto, observou-se que os parâmetros sensibilizados impactaram significativamente o valor do projeto, indicando que uma análise cautelosa deve ser feita em relação aos mesmos. Além disso, uma análise do valor do projeto com o tempo seguindo uma distribuição uniforme também foi realizada, apresentando valores menores que os estimados anteriormente com a distribuição triangular, mas seguindo as mesmas conclusões anteriores sobre a importância de se considerar as incertezas na análise de valoração. Por fim, conclui-se que a análise de valoração de projetos de P&D ainda é um desafio e, por isso, o desenvolvimento e/ou aprimoramento de modelos que captem as incertezas e flexibilidades gerenciais que os gestores enfrentam justifica a escolha dessa unidade de estudo.
This work suggests an adaptation of Silva & Santiago (2009) model for treat projects with guaranteed market share and we intend to apply it to analyze a R&D project, which is incubated by CRITT at UFJF. Moreover, some critics were made about authors' model, such as the inflexibility of some parameters and the insensitivity of costs on time and product/technology performance, when most costs of the companies are fixed. To ride out these problems some sensitivity tests were performed to guarantee higher reliability of the results: (i) analysis of the success probability; (ii) analysis of the parameters of shape and scale; (iii) analysis of the standard deviation of time. With respect to the project that we studied (the HBDO), it was more promising over multiple uncertainties, presenting a value higher than that calculated by traditional analysis. With respect to sensitivity analysis performed, it was observed that the sensitized parameters had a significantly impact on the project value, which indicate that a careful analysis should be done for those. Furthermore, an analysis of the project value with the time following a uniform distribution was performed too and it showed lower values than those estimated previously with triangular distribution. It also showed the same previous conclusions about the importance of considering the uncertainties in the valuation analysis. Finally, we concluded that the analysis of the valuation of R&D projects is still a challenge and, therefore, the development and/or improvement of models that capture the uncertainty and managerial flexibility faced by the managers, justifies the choice of this study.

A ciência e a tecnologia têm relação direta com o desenvolvimento de um país. Os projetos de pesquisa e desenvolvimento na CNEN são financiados pelos recursos diretos do orçamento da União e das Agências de Fomento como a FINEP e o CNPq. De um modo geral os gerentes de projetos acreditam que conseguem ter sucesso quando completam um projeto no prazo programado, no orçamento e nos requisitos previstos, que é comumente conhecido como “restrição tripla” ou “triângulo de ferro”. Entretanto, na revisão da literatura verificou-se outros critérios de avaliação do sucesso nos projetos, como os benefícios gerados à sociedade, o desenvolvimento das capacidades da equipe, as oportunidades futuras, novas tecnologias, entre outros. Diante dessa questão, buscando auxiliar o gestor na avaliação dessa tipologia de projetos, a pesquisa propôs um modelo com critérios e requisitos baseado na revisão da literatura e buscou através de um questionário medir os graus de importância e de utilização desses critérios junto aos especialistas da CNEN, que atuam diretamente na execução desses projetos. Os resultados revelaram que os critérios propostos no modelo possuem um grau de importância alto, com uma queda em relação à utilização, indicando que os critérios utilizados no modelo podem auxiliar os gestores na avaliação dessa tipologia de projeto.
Science and technology are directly related to the development of a country. The research and development projects at CNEN are financed by the direct resources of the budget of the Union and of the Development Agencies such as FINEP and CNPq. In general, project managers believe they can succeed when they complete a project within the programmed schedule, budget, and anticipated requirements, which is commonly known as a "triple constraint" or "iron triangle." However, in the review of the literature, other criteria for evaluation of success in projects, such as the benefits generated by society, the development of the team's capabilities, future opportunities, new technologies, among others, were verified. Faced with this question, seeking to assist the manager in the evaluation of this typology of projects, the research proposed a model with criteria and requirements based on the literature review and sought through a questionnaire to measure the degrees of importance and use of these criteria with the specialists of CNEN , Which act directly in the execution of these projects. The results showed that the criteria proposed in the model have a high degree of importance, with a decrease in relation to the use, indicating that the criteria used in the model can help managers in the evaluation of this type of project.

Full textThis work studies the R&D project portfolio composition process in cases of the Brazilian tangible products industry. For this purpose, a bibliographic review was done, and then, an holistic multi-case exploratory study, to identify the procedures, criteria and participants involved in the process, as well as the difficulties faced. A study presents a research reference model, constructed from the theory contributions, and involves several approaches of the portfolio composition process. The model is also useful as a framework for data collection, classification, analysis and comparison, and provides the flexibility needed for developing this kind of research. The study shows that the project portfolios result from a process where the project portfolio assessment is mostly informal or doesn?t exist. Additionally, the study shows that the process involves participants of several hierarchical levels in companies, where each participant contributes in a direct or indirect way, in decisions of the portfolio composition process decisions. Finally, the results identify that reliable and complete data collection, resources distribution and bureaucracy are the main difficulties faced along the process.

Full textThis paper aims to understand the dynamics involved in the project management at IPEN. To reach this goal, the method chosen was research along with academic literature of models that could serve as a base that after modifications and adjustments could reflect the reality of projects from the Public Institute of Research & Development. After undergoing statistical treatment of the data, some hypotheses were validated and showed positive influence on the project management performance, such as the influence of people who make up the teams, the leadership effect, among others. In fact, the model was found to be valid in explaining which factors are relevant for the success of the projects. One of the main goals was exactly the use of the project management evaluation model, submitted to statistical validation and not to use one available on the market, such as the P3M3 and OPM3, in order to assure the statistical control and confirmation of the results. Another goal was to use a model whose statements reflected the nature of the Research & Development project managed by researchers at IPEN. In fact, the aforementioned statements were formulated and sent via a web survey and answered by almost one hundred IPEN professionals who work on R&D projects. The following dissertation, along with the recommendations at the end, was included to serve as contribution to work developed by the IPEN Project Offices. The evaluation model included in this paper can be applied in other R&D organizations in Brazil, to evaluate the way their projects are managed.

Abstract
Problem: The desire for development in less privileged countries like Uganda has created the need for the privileged countries like Sweden to embark on external knowledge transfer through different projects, as one of the objectives to achieve development. However, some factors tend to limit the success of this external knowledge transfer process.
Purpose: The purpose of this research is to find out the factors that lead to the barriers and limitations of knowledge transfer in development projects. Since there are differences in objectives between nonprofit and profit making projects, the research is also aimed at highlighting the extent to which the affecting factors hinder the achievement of objectives and goals.
Method: Qualitative methods were used in this research. Telephone interviews were conducted after sending questionnaires to four respondents from different organizations that were actively involved in the projects. In order to have balanced results, two respondents each from Uganda and Sweden were interviewed. Trustworthiness and ethical issues were put into consideration while conducting the interviews, in a bid to create a desirable atmosphere for conducting the study.
Result: External knowledge transfer is affected by factors like culture, individual factors, and knowledge management factors. Apart from the mentioned factors, research found that instead of organizational factors that would affect profit making projects to a greater extent, factors like the political will, ownership and local needs are the ones that affect development projects.
Conclusion: The factors that affect the external knowledge transfer process are to a greater extent human, and are controllable. In development projects, the recipient country should identify the needs that would initiate the external knowledge transfer process. Most of the affecting factors would be controlled through building of relationships and strong ties, local ownership, and political considerations. All this put into consideration, external knowledge transfer between developed and developing countries stand a high chance to succeed.

Successful research and development is critical in ensuring firms continue to meet customer needs and stay ahead of their competition. Hundreds of billions of dollars are spent every year on these R&D pursuits. It may seem logical that the more money a company spends on R&D, the more successful they will be. However, multiple studies have shown there is no significant correlation between a firm's R&D expenditures and its financial performance. The key to effective R&D is not how much a firm spends, but how well the money is spent. There are two sides of doing R&D effectively-doing the right projects and doing projects right. This thesis focuses primarily on the first side, creating a process to help a company choose the best projects to pursue. A significant amount of literature exists in this area, however that literature mostly focuses on R&D performed at original equipment manufacturers (OEMs). For OEMs, R&D is the first step in a product development process where the company has the ultimate decision over the form their product takes. This thesis expands on that literature to focus on R&D project selection for firms that act as suppliers to OEMs. Suppliers performing R&D are faced with significant additional challenges due to the OEM having final say over the product configuration. Suppliers have uncertainties about whether they are pursuing the right technology along with whether they will actually win business to utilize that technology. This fact often forces suppliers to adopt a conservative R&D strategy with a fairly secure likelihood of adoption over speculative R&D that might not come to fruition. Because every company and every industry is different and has different priorities for their R&D activities, there is no single process that will work at every company to help them choose a better portfolio of R&D projects. Instead, this thesis presents a set of guidelines that can be used to help companies (especially suppliers with conservative R&D strategies) design their own process. Along with those guidelines, a case study is presented based on implementing an R&D project selection process at Spirit AeroSystems. The process that was implemented, along with problems encountered with that process and ideas for further improvements are discussed. Lessons learned from Spirit AeroSystems can further be utilized to help companies create better project selection processes.

Full textThe objective of this thesis is the study of the unconscious value of the liquid element in marcel proust's "a la recherche du temps perdu" (rtp), starting with the theme of the aquarium. This research stands on a psychanalytic approach to a litterary text and refers to the method invented by professor jean bellemin-noel. The rtp's aquarium is an imaginary space, transparent, closed in a general way but not systematically shut in. It is filled with artificial water, either fresh or marine, in which bathes a simpling of an amphibian population of varied origins : terrestrial, marine, or mythological. This aquarium secretes a damp and sparkling atmosphere, and exhales a sensation of deep azure, coolness and pleasure. The image of the aquarium happens to be subjacent to several key spots where the rtp takes place. The rtp appears to be deeply tied up to the themes of nourishment and of women. As a matter of fact, the aquarium is the structure that reveals the narrator's intimate life and with which his hidden conflict between the desire for his mother and her inacessibility can be expressed. In this respect, it not only has the appeal of a luminous universe but also opens on to disquieting depths. A solution of compromise, the aquarium is in short, the symbol of the failure whose ascertainty may be the decisive resort that leads the narrator to undertake his written work

Full textThe objective of this work is to understand the localization of the European and the Chinese enterprises within the framework of globalization; The research is founded on three principal parts : a) the theoretical contribution with trade, IDE and globalization ; b) the principal determinants of offsourcing and localization between the European and the Chinese enterprises ; c) the activities of the enterprises localized and the consequences caused in the host countries and the countries of origin. The european enterprises, localized in China are generally attracted by the comparative advantages of this country like the low cost of labour and an immense domestic demand. The Chinese enterprises are interested to purchase the European enterprises since they could quickly control the leading-edge technology, the famous brands and the distribution network. China profited a lot from the localization of the European enterprises (the progression of technology), but it also encounters serious problems (the shortage of the raw materials). In the european countries, the localization of the enterprises in the foreign countries caused some problems such as the fall of industrial employment. Moreover, the arrival of the chinese enterprises cannot play an important role as regards creation of employment and reduction of the deficit on the side of the European Union. In conclusion, the challenges and the obstacles met in the host countries can leave the European and the Chinese enterprises to think about their strategies of localization

Full textContracts for the engineering, procurement and construction of power plants implemented under the project finance structure are subject to the ordinary law of contracts as opposed to the administrative law which may place the government in a stronger bargaining position. Regardless of the application of the private or administrative law the principle of autonomy of will may seem to be relegated to a secondary level in these transactions. Given this aspect it is interesting to evaluate what role the parties play in negotiating the contract in order to establish whether freedom of contract is a mere fiction in such transactions.

Full textNuestra finalidad es conocer, analizar y evaluar el Proyecto Àlber y en el marco del Proyecto Educ-arte – Educa (r) t como cambio educativo a través de la polifonía de voces de las personas implicadas, y en especial del alumnado. Mostramos que el Proyecto Àlber lleva desarrollándose desde el 2001-02 en condiciones de inestabilidad de los profesionales, porque ha situado la estabilidad homeostática en: un equipo directivo estable, las aptitudes y actitudes de los profesionales, las actividades típicas de aula y el espacio híbrido. Recogimos las VA de la primera generación que había experienciado el Proyecto Àlber en toda su escolaridad. Ello deviene en que orientemos los objetivos de la investigación en querer mejorar lo que hacemos, y por tanto se estructure en investigación-acción. Pretendemos movernos desde la investigación jerárquica a una más rizomática. Los resultados muestran que el Proyecto Àlber genera pensamientos y crecimientos rizomáticos. Todo ello ha favorecido dar un paso más allá y mostrar las características y los indicadores del cambio educativo de forma más rizomática y compleja.
Our aim is to understand, analyze and evaluate the Àlber Project in dynamic interaction with Educ-arte – Educa (r) t as a means of educational change, from the polyphony of voices of the people involved, especially from pupils. We show that Àlber Project has been developing since 2001-02 in terms of instability of the professionals, because it has placed the homeostatic stability in: a stable school management team, aptitudes and attitudes of professionals, typical classroom activities and hybrid space. We collected PV data of the first set of pupils that have taken part in Àlber Project since the beginning of their schooling. This led us to orient our research objectives to improve what we do. Therefore the investigation was structured as action-research. We aim at moving away from hierarchical research towards the rhizome. The findings show that Àlber Project generates rhizomatic growth and thought. All these processes favoured go beyond and show the characteristics and indicators of educational change which are more rhizomatic and complex.

Assigning project leaders a particular type of project that matches their personal traits may improve project performance. This study examines the relationship between an R&D project leader’s personal traits (creative personality and cognitive style), type of project, and project performance. Data from 205 R&D project leaders of the Industrial Technology Research Institute (ITRI) and their performance evaluations on various types of project were analyzed. Research projects were classified based on two dimensions, open vs. closed questions and proactive vs. reactive motivation. Project leaders’ personal traits were assessed by the Kirton’s Adaptor-Innovator Inventory, and Myers-Briggs Cognitive Type Indicator. Results showed that project leaders high on KAI’s originality score achieved better results on self-proposed projects with open questions. In contrast, those high on KAI’s conformity score performed better on assigned projects with closed questions. Researchers with a judging orientation as measured by MBTI also performed better when working on assigned research projects with closed questions. While those high on intuitive cognitive style performed better on self-initiated projects with open questions, researchers high on sensing style performed better on assigned projects with open questions. Finally, on the thinking vs. feeling dimension, researchers with a feeling orientation performed better on assigned projects with closed questions.

The main purpose of this paper is to discuss H^p(R^n × R^m) boundedness of Calderon-Zygmund operators. We apply vector-valued singular integral, Calderon''s identity, Littlewood-Paley theory and the almost orthogonality together with Fefferman''s rectangle atomic decomposition and Journe''s covering lemma to show that T is bounded on product H^p(R^n × R^m) for max{n/(n+ε),m/(m+ε)} <p<=1 if and only if T*_{1}(1)=T*_{2}(1)=0, where ε is the regularity exponent of the kernel of T.
