Abstract:
Most analysts study leadership succession in communist states as a "crisis" which ensues after the death of a dominant leader. This study takes an alternative approach. It is a survey of provisions for leadership succession in the People's Republic, of China. This involves a comparison of the strategies and motivations of Mao Zedong and Deng Xiaoping in providing for their own succession. Deng Xiaoping's more extensive provisions for leadership succession during the CCP's transition towards a more institutionalized one-party bureaucratic rule are likely to be more durable than Mao's provisions in the earlier period. Nevertheless, guarantees of smooth and regularized succession, especially of protégés promoted on the basis of personal ties within the leadership core, may be impossible to obtain. Mao's provisions were aimed largely at what he saw as a probable, but deplorable, bureaucratic future of the PRC. Deng, on the other hand, perceives an element of opportunity in the succession process. He has tried to provide leadership that will, in his estimation, be better able to bring about China's modernization. In both leaders' provisions for succession, the elevation to the status of "heir apparent" of individuals has been a political liability to those individuals, especially when their promotion is perceived to be based largely on personal ties to the dominant leader. This liability becomes more pronounced in a period of bureaucratic, collective leadership. Because of his shifting policy preferences, his status as charismatic leader, and the ambitious nature of his protégés, Mao Zedong was unsuccessful in providing for his own succession. Deng Xiaoping, on the other hand, has been successful in cultivating a reserve of young, well-educated cadres. These provisions, because they are extensive and exist in a more subdued, consensus-oriented political environment, may well be Deng's most enduring legacy.<br>Arts, Faculty of<br>Political Science, Department of<br>Graduate

Abstract:
In this article, the author reports the attitudes of Psychology students towards their professional formation. A Likert scale was administered to 13 7 students of Psychology and of General Studies at the Catholic University of Perú. An ANOVA was used to analyze the data. The results indicate that when students are finishing their formation, the attitude towards their professional studies is lower. Among the variables that explain the greater variance are the currículum, the first two years of studies and the professors.<br>En el presente artículo, la autora relata las actitudes de los estudiantes de Psicología hacia su formación profesional. Se administró una escala Likert a 137 estudiantes de la especialidad de Psicología y de Estudios Generales de la Pontificia Universidad Católica. Para analizar los datos se aplicó un ANOVA. Los resultados indican que hay un declive actitudinal conforme se va ascendiendo en la culminación de la carrera. Entre las variables predictoras que explican la mayor varianza están el currículum, la Formación Básica y los docentes.

Expression globalisante des moyens d’action du secteur privé au service du secteur public, le partenariat public-privé pourrait être appréhendé comme révélant l’effritement des catégories notionnelles des contrats de commande publique. Cependant, le partenariat public-privé n’a pas remis en cause l’unité de la matière. Au contraire, les instruments juridiques du P.P.P. la renforcent. Cette analyse se vérifie aussi bien en France qu’en Italie et cette étude se propose d’analyser la signification juridique du phénomène dans ces deux pays. Les évolutions induites par la notion s’inscrivent dans cette logique. La démarche comparatiste utilisée permet alors de comprendre les tenants et les aboutissants de cette évolution et s’inscrit dès lors comme une contribution à la théorie générale des contrats publics<br>Holistic expression as a means of action by the private sector to further the public sector, the publicprivate partnership could be perceived as revealing the erosion of the notional categories of public procurment contracts. However, the public-private partnership has not called into question the subject unity. In fact, on the contrary, the legal instruments of the PPP strentgthen it. This analysis can be verified in France as well as in Italy and the present study offers to analyse the legal signification of the phenomenon in both countries. The development induced by this notion confirms this trend. Abstract:
This was an exploratory study which used Flanagan's Critical Incident Technique to find out the factors which hinder or facilitate the psycho-socio adjustment of students from The People's Republic of China to Canada. The 21 subjects for the sample were drawn at random from a name list provided by the Chinese Visiting Scholars and Students Association at University of British Columbia. All of the subjects were graduate students or visiting scholars and had been in Canada for 9-12 months at the time of the interviews. All subjects were able to identify incidents which hindered or facilitated their first year psycho-socio adjustment to Canada. The total of 385 incidents, 175 facilitating and 210 hindering incidents, were reported. The average number of incidents reported per student was 19.2. Ten major categories which facilitate or hinder PRC students' psycho-socio adjustment to Canada have been found through this research. Considering the number of incidents reported by the participants, Academic Study & Research was ranked the first place among 10 categories. According to the rate of participation, Language Barriers & Improvement was listed the highest among 10 categories. Considering the number of facilitating incidents reported by the participants, Initial Settlement was placed the highest. In the number of hindering incidents, category of Language Barriers & Improvement was listed the highest among the 10 categories. Abstract:
Translation/interpreting has long been one of the media for spreading and (re)shaping ideology in the battlefield of ‘power’. The inextricable relationships between power and translation/interpreting also contribute to hegemony and resistance demonstrated through translation and interpreting or by translators and interpreters. While the link between ideology and translation in unequal power relations has almost been fully disclosed in translation studies, the same issue in interpreting remains much less explored. To address ideology issue in interpreting, this study chooses to put such research in the setting of the status quo across the Taiwan Strait, with China and Taiwan on either side. China, as an overwhelming hegemony in terms of politics, economy and culture, has always reiterated its One China policy on international occasions, insisting that Taiwan, an island off southeast China, has long been part of it. Yet, it is undeniable that Taiwan and China, in both of which Mandarin is used as the official language and Chinese culture is practiced and developed, are two separate political and economic entities at present. In light of the power inequality and linguistic resemblance between the two entities, this study uses ‘hegemony’ and ‘resistance to hegemony’ as two analytical dimensions in examining whether signs of hegemony or resistance to hegemony are embodied in simultaneous interpreting renditions of the student interpreters from China and from Taiwan through critical discourse analysis (CDA). By uncovering the embodiment of political ideologies in simultaneous renditions of Mandarin-speaking student interpreters and how national identities are discursively constructed through SI, this study hopes to raise awareness of interpreting as a site for different ideologies and identities to compete against one another in relations between hegemony and resistance and provide some constructive thoughts of investigating the relationship between ideology and interpreting in a scientific and systematic manner.

La fabrication des circuits intégrés est réalisable en maîtrisant la planéité des couches de matériaux. Ainsi, le procédé de polissage mécano chimique (PMC) s'avère indispensable afin d'aplanir, révéler, isoler les interconnexions et d'optimiser les performances électriques, coûts de fabrication. Les travaux ont consisté à caractériser, modéliser les évolutions topographiques à la surface des interconnexions après le PMC, et à proposer des règles de dessin pour la conception des circuits. De plus, du fait de la réduction des dimensions et l'augmentation de la rapidité des circuits, la fiabilité des interconnexions devient un facteur limitant pour leur durée de vie. L'une des défaillances est la formation de cavités dans le cuivre. Les travaux ont consisté à caractériser le cuivre électrolytique et les cavités formées, calculer la dilatation volumique des matériaux, et simuler leur comportement thermo-mécanique. Ceci nous a conduit à déterminer la cause de la formation de ces cavités<br>The fabrication of intagrated circuits requires a control of material planarization. Thus Chemical Mechanical Polishing (CMP) process appears necessary to planarize, to reveal and insulate copper interconnections, and to optimize electrical performance and fabrication cost. The aim of this study is to characterize, to build a model of copper planarization, evolution of dishing copper lines and érosion diélectric lines after CMP, and then to propose design rules. Moreover, electromigration and stress-induced voiding are becoming key issues to determine the reliability of copper dual damascene metallization of integrated circuits. However, stress voiding has been observed in the copper lines after their fabrication. Therefore, copper voids and materials of interconnects have been characterized. In addition, mechanical stress distribution and volume dilatation in a copper line are determined. This résults brings to light the probable cause of these void in the copper line

La presente tesis de investigación tiene un enfoque cualitativo que resuelve el problema de las empresas consultoras, que no establecen un Plan de Gestión de Calidad (P.G.C.) en diseño y dificultan la ejecución de un Proyecto de Edificación. Por lo cual se trazó el objetivo de elaborar un Plan de Gestión de Calidad en diseño de Proyectos de edificación, con el fin de optimizar el control de los procesos de diseño y de su documentación resultante. Para ello se utilizó la metodología de diseño no experimental, de tipo exploratorio y descriptivo-correlacional. Donde la observación, inspección y registro de cualidades cualitativas en los procesos de diseño y su documentación; fueron analizadas. Obteniéndose los siguientes resultados: El control de procesos de diseño y su documentación, optimiza el diseño del proyecto, y es necesaria para la aprobación del proyecto. El cumplimiento de los requisitos del PGC asegura la validación del diseño del proyecto. This thesis is a qualitative research approach that solves the problem of consulting firms, not establish a Quality Management Plan in design and difficult to execution of a building project. Therefore the objective of developing a Quality Management Plan in projects design of building, in order to optimize process control and its design resulting documentation. For this purpose we used the non-experimental design methodology, type exploratory and descriptive-correlational. Where observation, inspection and registration of qualitative attributes in the design process and its documentation; were analyzed. Then the following results were obtained: Process control and documentation design, optimizes the design of the project, and is necessary for the approval and validation of the project. Compliance with the requirements of Q.M.P ensures the validation of the project design.

O sector agrícola português vai enfrentar novos desafios a partir do início do século. A nova Política Agrícola Comum, cuja proposta consta do documento "Agenda 2000", penaliza os agricultores portugueses. O aumento da pressão concorrencial nos mercados dos produtos agrícolas, devido à maior abertura ao mercado mundial, por força dos compromissos assumidos nos acordos assinados no quadro do "Uruguay Round" pela União Europeia, e pelo alargamento a Leste da União, promoverá a queda dos preços internos no produtor. A conjugação do cumprimento dos compromissos assumidos no "Uruguay Round" pela União Europeia e das medidas da nova Política Agrícola Comum levará a quebras no rendimento dos agricultores portugueses, com consequências negativas na ocupação do espaço rural, no emprego e no equilíbrio social e ambiental. A quebra do rendimento dos agricultores portugueses constitui o problema deste trabalho de investigação. A sua delimitação e identificação permitiu explicitar três objectivos principais. 0 primeiro objectivo pretende desenvolver um modelo de programação matemática para avaliar o impacte de algumas medidas da nova Política Agrícola Comum (PAC) e do aumento da pressão concorrencial no mercado interno dos produtos agrícolas, na produção, na utilização dos factores e no bem-estar, no sector agrícola, avaliado pelos excedentes do consumidor e do produtor. 0 segundo objectivo pretende quantificar os efeitos da extinção do subsídio cofinanciado, da eliminação do pousio obrigatório e do estabelecimento de uma ajuda específica de 66 ecus/tonelada, multiplicada pelos rendimentos regionais, na produção, no uso dos factores e nos excedentes do consumidor e do produtor. 0 terceiro objectivo pretende avaliar o impacte, em cada um dos cenários propostos no segundo objectivo, num regime de maior concorrência no mercado dos produtos agrícolas, naquelas variáveis e agregados. O estudo do problema deste trabalho de investigação é feito através de um modelo de programação matemática desenvolvido para o sector agrícola português. A função objectivo é uma função quadrática, inclui o risco e maximiza a soma dos excedentes do consumidor e do produtor. Este modelo é utilizado para simular cada um dos cenários propostos em cada um dos objectivos deste trabalho de investigação. Os resultados do modelo base foram comparados com as estatísticas oficiais e permitiram validar o modelo para o ano base de 1994. A análise dos resultados do modelo, para cada um dos cenários propostos em cada um dos objectivos, permite quantificar os efeitos na produção, na utilização dos factores e nos excedentes do consumidor e do produtor de cada uma das políticas alternativas e do aumento da pressão concorrencial no mercado interno dos produtos agrícolas. A principal conclusão é que, segundo este modelo, o sector agrícola vai ser penalizado com todas as medidas da nova Política Agrícola Comum estudadas neste trabalho. O aumento das trocas e da pressão concorrencial nos mercados dos produtos agrícolas, resultante da maior abertura destes mercados, provoca o aumento do excedente do consumidor, em todas as políticas estudadas, que se reflecte no bem-estar. Contudo, a redução da protecção aduaneira e o alargamento da União Europeia amplia as variações negativas no excedente do produtor, as quais absorvem os ganhos de bem-estar induzidos através do excedente do consumidor, excepto no caso do cenário 111, no qual este agregado aumenta 4,52%, em relação ao mesmo cenário antes da modificação das condições do mercado. Segundo os resultados do modelo, os produtores agrícolas são extremamente penalizados com o reforço da reforma da PAC de 1992 e com as novas condições de mercado. Os resultados do modelo, para cada um dos cenários propostos, no quadro do segundo e do terceiro objectivos, permitem concluir que a tendência decrescente do rendimento dos agricultores pode ser contrariada pela aposta em actividades alternativas. Esta conclusão fortalece a tese das ajudas aos produtos mediterrânicos, defendida pelos agricultores portugueses e pela Confederação dos Agricultores Portugueses (CAP), para diminuir as injustiças de que a agricultura portuguesa tem sido alvo. Os resultados do modelo sugerem ainda que as decisões das empresas e as medidas específicas necessárias ao desenvolvimento do sector agrícola devem privilegiar as actividades em que a agricultura portuguesa tem vantagem comparativa.

Master thesis ExxonMobil International Marketing Strategy deals mainly with brand management and communication strategy of ExxonMobil Corporation and its selected competitors (Royal Dutch Shell plc, BP p.l.c.). Elements of these strategies are compared and based on the SWOT analysis strengths, weakness, opportunities and threats of ExxonMobil strategy are identified. In conclusion, the thesis introduces recommendations for possible changes in ExxonMobil marketing strategy. The work itself is divided into 4 chapters. The first chapter introduces the corporation, its structure and strategy. Second part describes ExxonMobil's brand management and communication strategy. The following part is focused on the description of the selected aspects of marketing strategy within the competitors - Royal Dutch Shell plc and BP p.l.c. The final chapter presents comparison of the competitors' strategies, SWOT analysis for ExxonMobil marketing strategy and offers recommendations for possible changes in the corporation strategy.

Στην παρούσα διπλωματική εργασία μελετάται η ικανότητα μόνωσης των γραμμών μεταφοράς του ελληνικού δικτύου μεταφοράς και διανομής ηλεκτρικής ενέργειας, καθώς και η αντικεραυνική συμπεριφορά τους. Αρχικά, γίνεται μια μικρή ιστορική αναδρομή και παρουσιάζονται κάποια στοιχεία τα οποία αφορούν το ελληνικό σύστημα μεταφοράς. Στη συνέχεια γίνεται μια πιο αναλυτική περιγραφή των γραμμών μεταφοράς, παρουσιάζοντας τις κατηγοριοποιήσεις στις οποίες και υπόκεινται, με κύρια κριτήρια αυτών να είναι η ονομαστική τάση υπό την οποία είναι φορτισμένες, το μήκος, αλλά και την ικανότητά τους στην μεταφορά ηλεκτρικής ενέργειας. Επίσης, γίνεται αναφορά στις καταπονήσεις τις οποίες δέχονται οι γραμμές αλλά και στην μόνωση, όπως και στα χαρακτηριστικά τους. Έπειτα, εξετάζονται οι κεραυνοί και παρατίθεται μια ενδελεχής παρουσίαση των ειδών των κεραυνικών αλλά και των ατμοσφαιρικών εκκενώσεων, προχωρώντας μετά στην αναφορά των κύριων χαρακτηριστικών των κεραυνών, των αποτελεσμάτων τα οποία προκαλούν, αλλά και των παραμέτρων από τις οποίες εξαρτούνται και χαρακτηρίζονται. Πιο κάτω, μπορούμε να δούμε ποια είναι τα κύρια είδη σφαλμάτων στις εναέριες γραμμές μεταφοράς και από ποιά αίτια αυτά προκαλούνται. Το επόμενο κεφάλαιο πραγματεύεται τη μόνωση των γραμμών αλλά και τα πλήγματα από τους κεραυνούς. Πιο αναλυτικά, εξετάζονται οι μηχανισμοί που προκαλούν την παραγωγή υπερτάσεων στις γραμμές, ενώ γίνεται ιδιαίτερη μνεία στο φαινόμενο της ανάστροφης διάσπασης της μόνωσης των γραμμών, καθώς και στα σφάλματα θωράκισης. Έπειτα, για το καθορισμό της θέσης του αγωγού προστασίας της γραμμής παρουσιάζονται οι μέθοδοι της μέγιστης γωνίας και η ηλεκτρογεωμετρική μέθοδος, ενώ για την πρόβλεψη του πιθανού αριθμού σφαλμάτων στην γραμμή από ανάστροφα βραχυκυκλώματα παρατίθενται δύο μέθοδοι: η απλή και η βελτιωμένη μέθοδος ANACOM. Τέλος στο τελευταίο κεφάλαιο, υπάρχει μια εκτενής αναφορά στο πρόγραμμα ΑΤΡ-ΕΜΤΡ και τα στοιχεία του καθώς και τα συνεργαζόμενα με αυτό προγράμματα. Αυτό γίνεται γιατί παρουσιάζεται μια προσομοίωση μιας πραγματικής γραμμής του δικτύου της Δ.Ε.Η, της R-37, η οποία βρίσκεται στην περιοχή Λάππα Αχαΐας, με τη χρήση του συγκεκριμένου προγράμματος και κύρια του γραφικού προεπεξεργαστή του, που είναι το πρόγραμμα ATPDraw. Η προσομοίωση αυτή γίνεται για διαφορετικών εντάσεων κεραυνικά ρεύματα τα οποία πλήττουν τον αγωγό προστασίας ή τον αγωγό φάσης της γραμμής σε διάφορα σημεία αυτής, και μελετά τις παραγόμενες εξαιτίας αυτών των κεραυνών υπερτάσεις και το βαθμό επικινδυνότητάς τους για τον παρακείμενο σταθμό διανομής της ιδίας περιοχής.<br>In this diploma thesis the insulation capability of the transmission lines of the Greek transmission and distribution system of electric energy is studied, as well as their lightning behavior. Initially, there is a little historical background and it is also presented some details concerning the Greek transmission system. Afterwards a more detailed description of the transmission lines, showing the classifications in which they are subject to, with main criteria, the nominal voltage in which they are charged, the length, but also their ability of electricity transmission. Moreover, there is a reference to the stresses in which the lines are subjected to, as well as their insulation level and their characteristics. Next, there is a study about lightnings and it is provided a thorough presentation of the types of lightning and atmospheric discharges, moving afterwards to the reference of the main lightning features, the results that they rise, as well as the parameters that they depend on and described from. Below, we can see what the main types of outages in air transmission lines are and which are the causes that generate them. The next chapter deals with the isolation of lines the, as well as with lightning strokes. More specifically, the mechanisms which cause the overvoltages on transmission lines are described, making a special reference to the backflashover phenomenon on the insulation of the lines, and the proofing outage. Then, in order to determine the position of the line protection conductor, the maximum angle method as well as the electrogeometrical method are presented, while, in order to anticipate the likely number of outages due to backflashover the following two methods are represented : the simple and improved ANACOM method. Finally, the last chapter contains an extented reference to the ATP-EMTP program and its components, as well as its affiliate programs. This is because a simulation of a real line network of the electricity company is represented, the R-37 distribution line, which is located in the region of Lappa Achaia, with the use of this program and mainly its graphic preprocessor, which is the program ATPDraw. This simulation has been done for different intensities of lightning currents, which strike at the protection conductor or the phase conductor of the line at various points on the line and it is also studying overvoltages which are produced due to these lightning currents and the risk rate for the nearby service station, which is located in the same area.

Lee brought up an idea that the cross-strait relationship is "as a state-to-state relationship or at least a special state-to-state relationship." Thus, the statement caused different reflection from internal and international. The statement of "a special state-to-state relationship" that represents in sovereignty and the statehood between the cross-strait relationship abandons the "one China" principle that R.C.C.insisted in the past but differs from the view of P.R.C.. Certainly, P.R.C. criticized such kind of statement that violates "one China" principle and blocks the process of the national unification.Soon, P.R.C. unilaterally declared the fundation of the exchange and the discussion not existed any more. After a series of verbally disparaged and militarily intimidated from P.R.C. and not supported from U.S.A. government, R.O.C. has obviously shrunken back in the statement of "a special state-to-state relationship".Even after the D.D.P. which was definded independential party won the president campain of 2000, the president elect Cheng didn't show out his view of suportting "a special state-to-state relationship" and amending constitution and as soon as possible that brought up before the president campain. Therefor, in the process after bringing up "a special state-to-state relationship", it show out an epitome of the sovereignty conflict between the cross-strait. In fact, the statement of sovereignty that the R.O.C government declared from 1949 had been suppressed by P.R.C.. In the international politics, it bulges out the difficult position of R.O.C.'s sovereignty. The thesis, "the sovereignty between R.O.C. and P.R.C.", investigates the sovereignty issue between the cross-strait from 1949 to 2000. It founds on an approach of international politics and international law. Though sovereignty is the issue of international law. But the thesis supposes an idea that the sovereignty issue between the cross-strait is an political issue more than a legal. The thesis would prove this view by describing the international political events and bringing up a series of international contracts, official proclamation of the sovereignty issue between the cross-strait from 1949.So, the conclusion of the thesis would bring up a point, that is the difficult position of R.O.C.'s sovereignty.

Since then there have been two independent political powers on both sides of the Taiwan Strait. The relationship between the cross-Strait has been staying at the same stage of war. Meanwhile, whether Taiwan will declare independence or not become the only factor that could pull the trigger and Beijing will decide how far they are willing to go if there is a war, and U.S will be the game changer if they decide to interfere in order to protect their benefits in the Asia-Pacific region; As the cross-Strait are more willing to open up multiple conversations with each other, they came up with the idea of confidence-building measures (CBMs). At this moment, Taiwanese government’s reaction will decide whether the confidence-building measure will be happening or not, PRC will set the rules, and obviously U.S will be extremely concerned about their benefits in the Asia-Pacific region. Whether there will be a war or not, they are all connected to the strategic triangle relations between U.S, Taiwan and China; the change of situations from wartime to easement, and re-open for conversation, these changes explain that the cross-Strait relation shift as time goes by. The main focus of the paper is to discuss the possibility to use confidence-building index as a measuring tool to over view the changes of the cross-Strait relation from different perspectives. The changing of the relationship between the cross-Strait is not only the matters between the Nationalists and Communists. U.S.A.─A third-party has also been deeply involved and had great influences to both sides. Lowell Dittmer’s Strategic Triangle theory – interactions between a trio-relation that have strong influence on the balance between two powers under the game theory, and it differentiate the shifting of situation between these three parties into four types, which are menage a trios, romantic, marriage, and unit-veto, and use each one of them as an independent variable to explain the change of cross-Strait relation. Base on the interactions between the cross-Strait from different periods of time, and the analysis on the differences of the CBMs index from each period, we can contrast them and explain our result. Base on the analysis, we can come up with a further assumption on the opportunities, challenges, and executions brought by the trust-building measures between the cross-Strait. Non-official contact is not the only way to open up the conversation between the cross-Straits, but also through economical and cultural channels, and include comprehensive and insensitive topics in the discussion. Besides that fact that they are part of the CBMs, most importantly, it will help the cross-Strait develop Military-trusting agreement, and peace treaties. These important contents can be use to define the Strategic-Traingle relation from different periods of the cross-Strait relation completely. By studying the result, and return to the Strategic-Triangle relation between the U.S, China, and Taiwan; whether they will be a trust-building measure between cross-Strait or not depends on Taiwan, as China will take the lead, and the duration will depends on how deep U.S is willing to be involved in. Within the changing of all these different variables under the Strategic-Triangle relation, Taiwan can manage to find a way to be involved in setting the guidelines, and more overly, to organize it. Through our research, we are expecting to find the answer for these three questions: 1) The Confidence-building measures and its influence to the cross-Strait. 2) The effectiveness and applicable area of the Strategic Triangle theory, and see if the size of the nation will become a factor on the effectiveness of the theory. 3) Are cross-Strait’s different perspectives on CBMs bringing any influences to the explanatory of the Strategic Triangle theory? In other words, through a provable topic, which are the differences on CBMs for both sides, are being used to examine the persuasiveness of this contest from a gaming-interactive-rational choice framework.

Both PLA and its traditional strategic thought of ”People War” are not able to keep out of impacts brought by RMA, to against High Tech War in the future. Thus, PLA brings this slogan” RMA with Chinese Characteristics” in, and devotes itself into military reform, in order to reach the goal of” Winning High Tech Local War”. PLA hopes to accelerate its step for constructing military information platform, and, at the same time, to reinforce army mechanization. In the end, PLA wants to be as strong as U.S. troops in the year of 2050. In the age of Chinese Reform, Chinese economy is growing incredibly fast, and this economic power turns and pours into its military budget, for constructing modern army forces and transforming military structure. It is obvious to observe, especially taking Chinese Navy’s strategy which changed from” coastal defense” to” offshore defense” and the pinpoint” consolidating naval and air supremacy and executing strategic counter attack” in China’s White Paper on National Defense for two examples, China is seeking to expand its naval capability and to realize its plan for modernization, in order to reach the goal of 2050. 碩士<br>逢甲大學<br>財經法律研究所<br>105<br>The policy of “One Belt and One Road,” is comprised of two ideas of “the Silk Road Economic Belt” and “the 21st Century Maritime Silk Road.” In 2013, Chinese President Xi Jin-Ping proposed the strategy of “Silk Road” when he visited Kazakhstan. In 2014, Chinese government decided to adopt the policy of “One Belt and One Road” aimed for the future development of Eurasian market. President Xi hoped to utilize Chinese economic advantages and spend 400 billion US dollars to implement the policy. In addition, Chinese government has established the “Asian Infrastructure Investment Bank” (AIIB), and pictured the new proposed agreement “Regional Comprehensive Economic Partnership” (RCEP). Except for economic consideration, the policy is designed to support the surrounded developing countries for infrastructure projects and the main function of AIIB is providing the loan and financial help to those lack of capital countries. Because of geographical factors, the “One Belt and One Road” involves many countries so that certain conflicts and controversies are unavoidably aroused during countries’ trade and investment interconnections. On the other hand, due to the different legal systems among states, many international legal issues have evoked and demand the dispute settlement mechanism; e.g. the use of international trade law, bilateral agreements, or international arbitration as the way for solving legal conflicts. The United States had proposed the strategy of “West-shrink and East-ward” against China, attempted to trap China within Asian from the Sea of Japan, Yellow Sea, East China Sea and South China Sea. As for Japan, the government offered “Official Development Assistance” (ODA) to resist Chinese ambition. ODA is one of Japanese diplomatic measures to obstruct “One Belt and One Road” and expedite the TPP negotiations. Whether Taiwan should join the future projects of “One Belt and One Road” or AIIB, the Taiwanese government should evaluate it carefully and entirely so that the position of Taiwan in the matter could be clearly defined.

At the initial stage of China’s reform, textile and apparel product is the only item of China capable of competing against United States of America; that is, global textile, which is like an orphan in international trade regime, has been dominated by United States of America and become a unique domain in international trade. With the frequent Sino-US trade, it gives rise to serious conflicts of textile trade. The purpose of the current study is to investigate the conflicts of Sino-US textile trade in terms of law. In addition, the current study attempts to exemplify Sino-US textile trade negotiation of 2005 as a case study and puts focus on the interaction between international negotiation and domestic politics.

碩士<br>國立中山大學<br>政治學研究所<br>94<br>From the historical point of view, the overseas Chinese was contributory to the Republic of China: not only with respect of lasting traditional culture and holding national consciousness, but also with respect of politics, that is, assisting diplomacy, no matter official or unofficial. However, the overseas Chinese became doubtful about the policies of the new Government, governed by the D.P.P. since 2000, putting the People''s Republic of China aside in making policies to serve for its ideology of Taiwan independence, and so making its policies themselves bonded by the ideology and the backward relationship between R.O.C. and P.R.C. On the contrary, different from the period of the Culture Revolution, the attitude of Chinese abroad to P.R.C. has been changed from rejection to acceptance since 1980s. Because of the open policies, the Mainland China works on protecting its foreign residents and to release the customs inspection especially for studying abroad, in order to promote interflow on international trade, information, and culture. And, it spreads Chinese language and Sinology by taking advantage of its highly economic development. The P.R.C. hence gradually be accepted by the overseas Chinese all over the world. To contrast foreign residents'' policies of R.O.C. with P.R.C., it changed a lot recently. As a result, the foreign residents'' recognition of nation and culture is toward the Mainland China gradually. Therefore, policies of Chinese abroad are much more important than ever. In my opinion, most researches, which focus on the overseas Chinese history, immigration, or the criticism and suggestion of recent policies, do not inquire into the political reasons behind policies and do not evaluate the possible effect from policies, neither. The immigration in the era of globalization is more common than before. Lots of new overseas Chinese immigrate into many different countries around the world to exploit new fields of diplomacy, affairs, and education concerning nationals living abroad. The contradiction is that the intercourse among the cross-strait people is improved, but the official contact is demoted. I think the Government has to establish a cooperative institution for the cross-strait relationship, e.g., a community of the same culture, democratic consciousness, or economic cooperation, then it can fulfill the need of foreign residents.

Especially in the era of globalization, the internationalization of domestic politics, international politics of the country is increasingly clear that any country&apos;&apos;s internal politics and the economy and world politics and economy are closely linked. Therefore, regardless of the CCP&apos;&apos;s political and economic development, social change, or security, diplomatic, trade and unification problems, which the United States are deeply involved, with an impact on "the rise of China" the biggest external factors. This paper focused on the mainland, "China Reform Forum," Zheng Bijian in April 2003 in the "Boao Forum" published "China&apos;&apos;s peaceful rise and Asia&apos;&apos;s Future" speech, first proposed a "peaceful rise" concept, to fight back. In the next period of time, the international strategic situation the same, "and" there will be no major breakthrough in US relations, the United States to "China" policy and will not be a substantial adjustment in the U.S. global strategic situation of Taiwan&apos;&apos;s status has not changed, still important "system in" effect. But the current U.S. itself bogged down in Iraq, Afghanistan and other counter‐terrorism quagmire, "in"‐US military exchanges have gradually returned to normal, the recent high‐profile deal to be Buzhi Yu arms sales to Taiwan, causing a serious setback for bilateral relations. I suggest the Government should continue support for the U.S. to resolve its doubts arms sales to Taiwan, to serve in cross‐strait negotiations living initiative.

碩士<br>淡江大學<br>美國研究所<br>89<br>This thesis is aimed to explore and to discuss the decision making process of the normalization of U.S.-PRC relation through Graham Allison’s three decision making models and Morton Kaplan’s international system theory. Besides, the author tries to prove the self-presented hypothesis after exerting above two mentioned theories. The author also tries to unveil and to analyze the decision making processes of Nixon Administration, Ford Administration, and Carter Administration in sequence and respectively. At last, the author concludes his analyses and provides some findings. The role of National Security Council (NSC) in Carter’s administration is the same as it in Nixons’, and Department of State (DOS) is always the secondary unit in this case. The responsibilities of DOS is largely shared by NSC reluctantly. The chaotic political circumstances within U.S. and PRC hinder both from recognizing each other during the Ford Administration period. And due to the changing of international politics, U.S. also started to break the borderline between the capitalism and communism to ensure its interests in 1970’s. In a few words, American presidents will protect U.S. interests depends on their different decision styles and on then different international situations.

碩士<br>國立臺灣海洋大學<br>水產養殖學系<br>94<br>Abstract Since 2001, the artificially reproduced Small abalone Spats Suffered from albinism, falling off and mass mortalities during 10 to 21 days post substratum settling. These phenomena seriously affected the spat production, its price and the survival of the small abalone aquaculture industry in Taiwan. This study investigated the etiology of withering adults, the control measures using disinfectants to reduce bacterial counts on the surfaces of Gracilaria spp. and fertilized eggs and the use of different nursery systems to improve spat settlement. No virus particles and rickettsia-like bacteria were found in the withering adults of small abalone as examined by using histopathological technique, TEM observation and PCR reactions. However, the three commonly found pathogens Vibrio alginolyticus, V. carchariae and V. parahaemolyticus, were isolated from the withering adults with V. alginolyticus as the dominant species isolated. For the improvement of spat settling, flow-filter tank, ozone exposure mixed with flow-filter tank, UV treatment and protein skimmer added systems were employed in this study. The results revealed that all the systems employed could improve spat setting rates except UV treatment. Various disinfectants including ClO2, KMnO4, iodophor and ozone were used to reduce bacterial counts on the surfaces of Gracilaria spp. and fertilized eggs of small abalone. The results revealed that the treatment using concentration of KMnO4, ozone and iodophor higher than 2ppm could damage the Gracilaria spp. and fertilized eggs. The use of KMnO4 and ozone exposure exhibited best bacteriocidal effect while the ClO2 exposure exhibited apparent improvement of spat settling.

Because Taiwan is located at the main route of the marine transportation, the ships transportation is frequent, and shipwreck therefore occur in a high frequency. This not only causes the ships personnel to live with the cargos loss, but also if the shipment contains high pollutant materials such as crude oil, chemical etc, which will cause the marine environment pollution and the serious ecological damage. Therefore, if we can establish the complete marine salvage system, it is possible to avoid loss of lives and cargos, and prevent or reduce the environmental pollution. Taiwan’s maritime law is based on Convention for the Unification of Certain Rules of Law Respecting Assistance and Salvage at Sea 1910. Although it is revised and added some articles in 1999, it is still incomplete in the marine salvage part's articles. For example when occurs after the perils of the sea we do not have related articles to rule about whether the salvor shall owe a duty to the owner of the vessel or other property in danger and the owner and master of the vessel or the owner of other property in danger shall owe a duty to the salvor. There is also a lack of articles apply for criteria for fixing the reward(the reward shall be fixed with a view to encourage salvage operations, to take into account the following criteria without regard to the order), apportionment of reward among salvors、prevention or lessening the impact of the environmental pollution(the salvor by his salvage operations has prevented or minimized damage to the environment, the special compensation payable by the owner to the salvor may be increased up to a maximum of 30% of the expenses incurred by the salvor and in no event shall the total increase be more than 100% of the expenses incurred by the salvor)and so on. Thus we have the necessity to expand these articles for completing our marine salvage system. Along with economic reform and open policy made by the Mainland China in recent years, Cross-Strait seaborne trade contact hastens frequently. Although Taiwan’s and Mainland China’s maritime law both take International Convention On Salvage 1989 as legislative foundation, Mainland China’s maritime law in the related marine salvage's articles and International Convention On Salvage 1989 uniformity is very high- altogether has twenty two articles. As there are only nine articles, which are also incomplete in content comparing Mainland China’s maritime law and International Convention On Salvage 1989 with Taiwan’s maritime law. Therefore, this thesis attempts to take International Convention On Salvage 1989 as foundation for making the introduction and analysis of Taiwan present maritime law in relation with marine salvage articles. Comparison between Taiwan and Mainland China on the salvage system in maritime law shall be made as well. Due to insufficiency of Taiwan present marine law related to marine salvage articles, and the article of meaning is unclear, suggestions shall be made in hope that they can provide the bigger safeguard and the convenience for the related seaborne trade's participants of the close Cross-Strait trade relation.

碩士<br>國立東華大學<br>國際企業學系<br>95<br>People’s Republic of China(P.R.C.) textile could not stop surge export to United States(U.S.)although the final removal of all quotas on January 1, 2005. U.S. limited this growth by establishing export quota. For solving this problem, P.R.C. and U.S. had 7 round talks for textile issues. The study investigated the relationship among negotiation power, tactics and outcomes in the P.R.C.-U.S. negotiation. The findings indicated U.S. has sought favorable result on the P.R.C.-U.S. textile negotiation given its stronger power structure. Symmetrically, larger variety and number of tactic options can be possessed over P.R.C.. U.S. uses threaten tactics to achieve gains by forcing concessions from P.R.C.. In order to reach the win-win agreements, U.S. and P.R.C. are using benefit-off strategy finally.
