The tutorial uses practical examples to describe the technology of developing and analyzing acceptable investment projects, as well as the process of creating business plans for these projects using the popular Project Expert 7 program.
 The issues of computer implementation of financial management elements in the MS Excel PPP environment related to investment design are considered. 
 To understand the methods used in the Project Expert 7 program, the issues of calculating performance indicators and financial indicators of investment projects using MS Excel PPP using financial reporting tables that are automatically created by the Project Expert 7 program are studied. The risks of investment projects in the MS Excel PPP environment are analyzed.

Abstract:
The textbook extensively covers the most pressing issues of antimonopoly and tariff regulation.
 The basics of antimonopoly and tariff regulation are outlined, the main activities of the Federal Antimonopoly Service as a state regulator, its functions, powers and responsibilities in the implementation of state antimonopoly control and tariff policy, as well as issues of sectoral tariff regulation and control over economic concentration are considered.
 Separate chapters are devoted to: types of unfair advertising and measures of responsibility for its placement; control of procurement activities. Various approaches to assessing the prospects for the development of corporations in a competitive environment are presented, for example, PPP, which, on the one hand, acts as a development tool, and on the other — as an object of antimonopoly regulation. The essence of the antimonopoly compliance method, which is used to prevent regulatory risks, is disclosed.

Abstract:
How can we reasonably justify a climate policy goal if we accept that only possible consequences from climate change are known? Precautionary principles seem to offer promising guidelines for reasoning in such epistemic situations. This chapter presents two versions of the precautionary principle (PP) and defends one of them as morally justifiable. However, it argues that current versions of the PP do not allow discrimination between relevant climate change policies. Therefore, the chapter develops a further version of the PP, the Controllability Precautionary Principle (CPP), and defends its moral plausibility. The CPP incorporates the following idea: in a situation when the possible outcomes of the available actions cannot be ranked with regard to their value, the choice between available options for action should rest on the comparison of how well decision makers can control the processes of the implementation of the available strategies.

Abstract:
This book describes the new Poverty-Aware Paradigm (PAP), which was developed in Israel through intense involvement with the field of social work in various initiatives. The paradigm was adopted in 2014 by the Israeli Ministry of Welfare and Social Services as a leading paradigm for social workers in social services departments. The book draws from the rich experience of the implementation of the PAP in practice and connects examples of practice to theoretical ideas from radical/critical social work, critical poverty knowledge, and psychoanalysis. The PAP addresses poverty as a violation of human rights and emphasizes people’s ongoing efforts to resist poverty. In order to recognize these sometimes minor acts of resistance and advance their impact, social workers should establish close relationship with service users and stand by them. The book proposes combining relationship-based practice and rights-based practice as a means of bridging the gap between the emotional and material needs of service users. In addition to introducing the main concepts of the PAP, the book also contributes to the debate between conservative and cultural theories of poverty and structural theories, emphasizing the impact of a critical framework on this debate. The book consists of four parts. The first, “Transformation”, addresses the transformational nature of the paradigm. The second, “Recognition”, is based on current psychoanalytic developments and “translates” them into social work practice in order to deepen our understanding of relationship-based practice. The third, “Rights”, describes rights-based practice. The fourth, “Solidarity”, presents various ways in which solidarity might shape social workers’ practice. The book seeks to reaffirm social work’s core commitment to combating poverty and furthering social justice and to offer a solid theoretical conceptualization that is also eminently practical.

Abstract:
This chapter focuses on DART, a Bus Rapid Transit project (BRT): the new face of public transport in Dar es Salaam since operations started in 2016. A PPP funded by the World Bank, DART aimed to transform public transport through large-scale infrastructural work and the introduction of new buses, phasing out daladala from the city’s main public transport routes. The chapter challenges the presentation of BRT as the ‘win–win’ solution to tackling the crisis of public transport in developing countries. A contextualized political economy of DART highlights why the project proceeded so slowly (implementation began in 2002), documenting the capacity of some Tanzanian actors to resist. Tensions over the displacement of existing paratransit operators by foreign investors, the inclusion of the existing public transport workforce, employment destruction, affordability of the new service, and their management by the government are a window into ‘actually existing neoliberalism’ and post-socialism in Tanzania.

Programmable Integrated Photonics (PIP) is a new paradigm that aims at designing common integrated optical hardware configurations, which by suitable programming can implement a variety of functionalities that, in turn, can be exploited as basic operations in many application fields. Programmability enables by means of external control signals both chip reconfiguration for multifunction operation as well as chip stabilization against non-ideal operation due to fluctuations in environmental conditions and fabrication errors. Programming also allows activating parts of the chip, which are not essential for the implementation of a given functionality but can be of help in reducing noise levels through the diversion of undesired reflections. After some years where the Application Specific Photonic Integrated Circuit (ASPIC) paradigm has completely dominated the field of integrated optics, there is an increasing interest in PIP justified by the surge of a number of emerging applications that are and will be calling for true flexibility, reconfigurability as well as low-cost, compact and low-power consuming devices. This book aims to provide a comprehensive introduction to this emergent field covering aspects that range from the basic aspects of technologies and building photonic component blocks to the design alternatives and principles of complex programmable photonics circuits, their limiting factors, techniques for characterization and performance monitoring/control and their salient applications both in the classical as well as in the quantum information fields. The book concentrates and focuses mainly on the distinctive features of programmable photonics as compared to more traditional ASPIC approaches.
