- Cesira Filesi Fredrik Bajer, chairman of the International Office for Peace place in Bern, sent a note to the Italian Minister of Foreign Affair on march 1907, concerning the request made at XV Universal Peace Congress, which took place in Milan on 1906, thanks to Mr. Ernesto Teodoro Moneta who was also at its top. It was a very important proposal, which could change European great Powers' action in Africa. The international Office held it in great esteem and tried to spread the proposal to all European Governments. Congress activities were focused on opposing the exploitation policy managed by the Belgian king: they were supported by a European campaign against this conduct. Focus was on the Congo basin: the Congress asked colonial Powers to convene a new conference to revise and complete the decisions taken on 1884-85 at Berlin International Conference. This article inspects the international approach against colonialism, sustained by the Congress and Moneta, examining African state of affairs and European great Powers reaction to the proposed revision of Berlin General Act. .

Ciň puň avvenire sottolineando i seguenti punti salienti: 1) attenzione ai pronunciamenti internazionali, 2) rilievo degli aspetti spirituali, storici e culturali di Gerusalemme, 3) inclusione non solo dei monumenti ma anche dell'insieme della Gerusalemme storica, 4) presenza delle diverse comunitŕ religiose che vi vivono, 5) esigenza di trovare un modo concreto e giusto per tutelare i diversi diritti di tutti con uno speciale "statuto internazionalmente garantito", 6) distinte fedi religiose ma insieme l'identitŕ religiosa della cittŕ sotto il profilo della comune "fede monoteistica", 7) necessitŕ di pace e riconciliazione tra Stato di Israele e popolo palestinese. Il tema viene affrontato alla luce degli avvenimenti storici che hanno caratterizzato le vicende della Chiesa in Italia dal 20 settembre 1870, occupazione di Roma da parte dell'esercito italiano, fino ai nostri giorni. L'esposizione si fonda sull'analisi di documenti ufficiali. La storia del muro tra Vaticano e Italia č proposta in tre fasi. La prima, definita di conflittualitŕ insanabile, descrive la situazione venutasi a creare con la breccia di Porta Pia, che determinň l'opposizione assoluta del Papa al nuovo assetto della cittŕ di Roma e dell'Italia. Iniziň da questo evento la cosiddetta "questione romana", incentrata sul mancato reciproco riconoscimento delle due istituzioni (la Santa Sede e il Regno d'Italia). Inoltre, il Papa rifiutň la tutela unilaterale proposta dal governo italiano formulata con la cosiddetta Legge delle Guarentigie. La seconda fase, caratterizzata da reciproco riconoscimento e collaborazione, inizia l'11 febbraio 1929, data in cui furono sottoscritti i Patti lateranensi con i quali fu sancita la riconciliazione tra l'Italia e il Papato. Dopo una trattativa lunga e complessa, si pervenne alla soluzione della questione romana, formalizzata nel "Trattato" e nella "Convenzione finanziaria", documenti che sancirono la nascita dello Stato della Cittŕ del Vaticano e ne riconobbero l'indipendenza e la sovranitŕ, garanzie per l'esercizio libero del ministero del Papa, capo della Chiesa universale. A ciň si aggiunse la sottoscrizione del "Concordato", con il quale furono regolamentate le materie di competenza mista tra Stato e Chiesa. La terza fase č quella della revisione concordataria, motivata dagli eventi seguiti al Secondo conflitto mondiale (caduta del regime fascista e instaurazione di uno stato democratico repubblicano, fondato su una nuova Costituzione) e segnata anche dagli eventi che caratterizzarono la vita ecclesiale (celebrazione del Concilio ecumenico Vaticano e promulgazione di un nuovo Codex iuris canonici). In questa fase, il 18 febbraio 1984 fu sottoscritto l'"Accordo di revisione del Concordato lateranense", con il quale la normativa pattizia fu adeguata alle mutate condizioni sociali, culturali e religiose del Paese della Chiesa.

I cattolici spesso si trovano esclusi ed emarginati dai dibattiti politici pubblici sull’aborto e l’eutanasia. Questo perché i sostenitori dell’aborto e dell’eutanasia legalizzati nelle attuali democrazie secolari e pluraliste hanno con successo definito l’opposizione cattolica come “fondata sulla religione, e quindi base rischiosa per la politica”. I cattolici, so sostiene, non dovrebbero cercare di imporre le loro opinioni sugli altri, ma dovrebbero rispettare l’autonomia degli individui a scegliere come reputano meglio per se stessi . In realtà sono i sostenitori dell’aborto e dell’eutanasia che cercano di attaccare i valori comunemente condivisi grazie ai quali le persone nelle società civili sono capaci di vivere insieme in pace e giustizia. la Dichiarazione Universale dei Diritti dell’Uomo e gli altri strumenti per i diritti umani testimoniano per gli inalienabili ed inviolabili diritti alla libertà e alla vita del nascituro. Questi stessi documenti vietano la legalizzazione della eutanasia volontaria in quanto qualsiasi concessione ad uccidere un innocente e la tratta degli schiavi (anche quando accettati volontariamente dagli individui) rappresentano una minaccia alla vita ed alla libertà di cittadini innocenti. I Cattolici possono entrare nei dibattiti politici pubblici sulle questioni della vita sulla base dei valori internazionalmente accettati, i quali sono in armonia con la tradizione morale cattolica.

El presente estudio es el resultado de la investigación que se desarrolló desde el mes de Mayo 2010 a marzo del año 2011, con el objetivo de identificar y analizar los elementos comunicacionales y de la cultura organizacional que fortalecen el capital social de organizaciones religiosas, surgidas en la segunda mitad del siglo XX, con características del denominado postmodernismo. La investigación consideró como caso de estudio a la paradigmática Iglesia Universal del Reino de Dios (IURD) –fundada en 1977 y presente en casi todos los continentes- cuyo nombre oficial en Perú es Comunidad Cristiana del Espíritu Santo (presente desde 1995), conocida popularmente a través de los medios de comunicación como Pare de Sufrir y autodefinida como “Centro de Ayuda Espiritual”. El interés por esta investigación surgió en el año 2009 por la fuerte presencia de estas organizaciones religiosas en la radio y la televisión peruana; y en consecuencia, la pertinencia de hacer un análisis desde la óptica de comunicación social, en tanto fenómeno social, religioso y comunicacional. Es así entonces que la importancia de la investigación radica en dos principales cuestiones: la adopción que muchas organizaciones religiosas con base pentecostal han asumido de la cultura de la imagen, como estrategia y como parte de su cultura organizacional; y la aceptación por parte de poblaciones vulnerables de este formato religioso para afrontar sus problemas, sueños y temores.

La mission Herschel est un des projets phare du programme scientifique de l'agence spatiale européenne (ESA). Son objectif est d'explorer le ciel dans l'une des régions du spectre électromagnétique les moins connues à ce jour : l'infrarouge lointain. Sa résolution, sa sensibilité mais aussi son domaine spectral font de Herschel un observatoire unique et parfaitement adapté à l'étude des mécanismes de formation d'étoiles et d'évolution des galaxies. Parmi les autres thµemes scientifiques qui bénéficieront des observations Herschel se trouvent les noyaux actifs de galaxie, les disques circumstellaires ou encore les comµetes de notre systµeme solaire.
De nombreux instituts de recherche ont participé à l'élaboration de ce projet ambitieux, notamment le CEA qui a développé un nouveau type de détecteur bolométrique pour le photomµetre de l'instrument Herschel/PACS.
Ce manuscrit rend compte du travail de recherche que j'ai effectué au Service d'Astrophysique du CEA dans le cadre de ma thµese de doctorat. Ma tâche a consisté d'une part à développer une procédure de caractérisation adaptée aux nouvelles matrices de bolomµetres du CEA, et d'autre part à réaliser l'étalonnage du photomµetre PACS et à optimiser ses performances dans les différents modes d'observation ouverts à la communauté astronomique.
Dans ce manuscrit, je présenterai les grandes lignes de l'astronomie infrarouge de la découverte du rayonnement infrarouge par William Herschel à la réalisation de l'Observatoire Spatial Herschel. Je décrirai également les développements d'hier et d'aujourd'hui dans le domaine de la bolométrie refroidie afin de mettre en perspective les innovations apportées par le CEA, à savoir la fabrication collective de bolomµetres, la thermométrie haute impédance, le multiplexage à froid et l'absorption du rayonnement par cavité résonante. J'exposerai ensuite le principe de fonctionnement des matrices de bolomµetres, étape nécessaire pour comprendre la problématique de la procédure de caractérisation que nous avons mise au point. Puis je présenterai et analyserai en détail les résultats obtenus lors de la campagne d'étalonnage du Photomµetre PACS qui s'est achevée en Juin 2007. Enfin, je traduirai les mesures réalisées en laboratoire en terme de performances "observationnelles" du Photomµetre PACS.

In the history of the porphyrian problem of universals, nothing is known about the way this problem was treated by the philosophers of the Paris University between 1230 and 1260. Our thesis attempts to fill in this lack of knowledge, following a three steps development : first, we offer a critical edition of a substantial part of the hitherto unedited Pseudo-Robertus Anglicus' commentary on Porphyry's Isagoge, along with a French translation ; secondly, we carry out a survey of the internal architecture of this commentary and some other similar texts written by contemporary philosophers, namely Jean le Page, Nicolas de Paris and Robert Kilwardby ; finaly, through a comparative and historical study of these unedited documents, we bring out and discuss the philosophical content of the Pseudo-Robertus Anglicus' porphyrian commentary

Cette these presente l'etude experimentale de certaines proprietes de fluctuations universelles de conductance dans des systemes mesoscopiques. Nous decrivons tout d'abord le transport coherent qui est l'approche du transport electronique, permettant de rendre compte du phenomene que sont les fluctuations universelles de conductance. Nous nous attacherons ensuite a montrer les differentes methodes experimentales mettant en evidence les proprietes de ces fluctuations (universalite, dependance en temperature, en champ magnetique, effets non locaux, etc). Enfin, nous nous interesserons a l'etude de ces fluctuations dans des systemes mesoscopiques qui contiennent des impuretes dont certaines portent des moments magnetiques. Nous presenterons les mesures effectuees a la fois dans des systemes paramagnetiques et dans des systemes verres de spins. Pour interpreter les resultats obtenus, nous avons developpe un modele permettant de rendre compte de l'evolution de l'amplitude des fluctuations en fonction de la temperature, du champ magnetique et de la concentration des impuretes magnetiques. Dans le cas des verres de spins, notre modele nous a aussi permis de predire dans quelles conditions la conductance sera sensible a la dynamique lente des verres de spins (retournement de paquets de spins). Nous analyserons pour terminer les raisons probables qui n'ont pas permis l'observation dans de tels systemes des sauts de conductance attendus lors des retournements de paquets de spins

Abstract:
This thesis examines so called folding neural networks as a mechanism for machine learning. Folding networks form a generalization of partial recurrent neural networks such that they are able to deal with tree structured inputs instead of simple linear lists. In particular, they can handle classical formulas - they were proposed originally for this purpose. After a short explanation of the neural architecture we show that folding networks are well suited as a learning mechanism in principle. This includes three parts: the proof of their universal approximation ability, the aspect of information theoretical learnability, and the examination of the complexity of training. Approximation ability: It is shown that any measurable function can be approximated in probability. Explicit bounds on the number of neurons result if only a finite number of points is dealt with. These bounds are new results in the case of simple recurrent networks, too. Several restrictions occur if a function is to be approximated in the maximum norm. Afterwards, we consider briefly the topic of computability. It is shown that a sigmoidal recurrent neural network can compute any mapping in exponential time. However, if the computation is subject to noise almost the capability of tree automata arises. Information theoretical learnability: This part contains several contributions to distribution dependent learnability: The notation of PAC and PUAC learnability, consistent PAC/ PUAC learnability, and scale sensitive versions are considered. We find equivalent characterizations of these terms and examine their respective relation answering in particular an open question posed by Vidyasagar. It is shown at which level learnability only because of an encoding trick is possible. Two approaches from the literature which can guarantee distribution dependent learnability if the VC dimension of the concept class is infinite are generalized to function classes: The function class is stratified according to the input space or according to a so-called luckiness function which depends on the output of the learning algorithm and the concrete training data. Afterwards, the VC, pseudo-, and fat shattering dimension of folding networks are estimated: We improve some lower bounds for recurrent networks and derive new lower bounds for the pseudodimension and lower and upper bounds for folding networks in general. As a consequence, folding architectures are not distribution independent learnable. Distribution dependent learnability can be guaranteed. Explicit bounds on the number of examples which guarantee valid generalization can be derived using the two approaches mentioned above. We examine in which cases these bounds are polynomial. Furthermore, we construct an explicit example for a learning scenario where an exponential number of examples is necessary. Complexity: It is shown that training a fixed folding architecture with perceptron activation function is polynomial. Afterwards, a decision problem, the so-called loading problem, which is correlated to neural network training is examined. For standard multilayer feed-forward networks the following situations turn out to be NP-hard: Concerning the perceptron activation function, a classical result from the literature, the NP-hardness for varying input dimension, is generalized to arbitrary multilayer architectures. Additionally, NP-hardness can be found if the input dimension is fixed but the number of neurons may vary in at least two hidden layers. Furthermore, the NP-hardness is examined if the number of patterns and number of hidden neurons are correlated. We finish with a generalization of the classical NP result as mentioned above to the sigmoidal activation function which is used in practical applications.

The concept of the literary canon is one of the most debated and controversial in the western intellectual tradition. This book offers ten contributions by Italian scholars of Anglo-American culture addressing the way in which the concept of the literary canon holds out against areas traditionally considered as external or extraneous to it. The essays range over different topics: the etymological analysis of the term "canon"; the relations between canon and performativity; paraliterature – a universe populated by non-hierarchic genres; the relations between post-colonial literature and the canon; postmodern biofiction; studies on translation and finally gay and lesbian literature. The book ends with a meditation on the innovations wrought on the Anglo-American canon by the virtual world of Internet and with a reading proposal originating from a different area of literary studies. Taken as a whole, the intention of the book is to pave the way to democratisation and pluralism in literary studies, going beyond the limitations set by the traditional scale of values of the "western canon". It proposes a frequentation of the geographical and cultural borderlines and hence of the areas of resistance that such borderlines pose to the dominant conceptual hierarchies within and around us, enabling us to glimpse an original future for literature and for western culture in a broader sense.

Abstract Sustainable development is nothing new, but it has proven notoriously difficult to implement in practice. The 2030 Agenda for Sustainable Development, with 17 goals, 169 targets and 232 associated indicators, was approved at the 2015 UN General Assembly and addresses the economic, social and environmental pillars of development, aspiring to attain by 2030 a sustainable future that balances equitable prosperity within planetary boundaries. While the goals are universal (i.e., applicable to both developing and developed countries), it is left to individual countries to establish national Sustainable Development Goal (SDG) targets according to their own priorities and level of ambition in terms of the scale and pace of transformation aspired to.

This chapter focuses on how the Republican Party’s band of political operatives navigated the rise of Donald Trump. Political operatives are the professional campaign consultants, pollsters, media experts, fundraisers, and staffers who make a living by providing key services to their party and its candidates. Unlike the GOP national security experts or the conservative movement’s intelligentsia, Republican operatives who were publicly Never Trump cut against the grain of their professional network. Despite near-universal, albeit largely silent, opposition to Trump initially, most operatives dutifully fell in line once he became the presumptive nominee. Yet the small minority within the political operative world that refused to make their peace with him emerged as one of the brightest constellations in the Never Trump universe.

This chapter, about Two-Lane Blacktop’s post-production and release, relates how Monte Hellman cut together a European-style, slow-paced film. Esquire magazine had put the movie on its cover, calling it “the movie of the year,” and raising expectations. Universal executives ask for a more traditional ending and want James Taylor to sing in the movie or at least contribute a tune to the soundtrack, but Hellman refuses to budge. Preview audiences are confused by the film, and Universal doesn’t market the movie to people who actually would appreciate it. Audiences at theatres, who expect another fast-paced Easy Rider, are disappointed and reviews are mixed. Hellman blames the failure on Universal’s animosity to the film and excessive publicity, and others blame Hellman for using untrained actors, failing to use a finger-snapping soundtrack and making the film too slow and quiet for American audiences.

This chapter examines how The Mummy (1932) took shape at Universal Pictures, and the significant transformations that it underwent along the way. When Howard Carter discovered Tutankhamun's tomb in November of 1922, he started a wave of cultural enthusiasm for all things ancient Egyptian. ‘Tutmania’ had peaked by the start of the 1930s, but it was sufficiently fresh in the public mind for Universal's head of production, Carl Laemmle Jr., to sense a commercial opportunity. And so, in early 1932, Laemmle decided that Universal's next horror film would have an Egyptian theme. The first requirement was to produce a plot, and Laemmle handed this assignment to a pair of writers: Universal scenario department head Richard Schayer, and established novelist Nina Wilcox Putnam. They responded with a nine-page synopsis entitled Cagliostro. Despite its glaring differences from the finished product, the synopsis planted the seed for what would become The Mummy.

This chapter describes the design and development of a self-paced, online instructional unit that was designed to provide just-in-time support for students enrolled in legal-studies-related courses (interpreted to include justice studies, criminal justice, and business law coursework). The instructional unit provides an orientation to legal terminology, legal research, and legal writing. The instructional unit also serves as an optional, web-accessible, self-paced orientation. Universal design for learning principles guided the design of the instructional unit as well as all supporting materials and exercises. The chapter presents an overview of how universal design for learning informed and influenced the design and development of the instructional unit. Findings from an associated mixed-methods research study are also shared.

The NASA Ames Research Center (NASA Ames) Center Chief Technologist (CCT) Office sponsors the Advanced Digital Materials and Manufacturing for Space (ADMMS) Initiative, which focuses on advanced manufacturing technologies for space, including identifying several target products, areas and applications, approaches for advanced manufacturing, mechanisms for collaboration, and complementary facilities. The pilot project for this initiative is the Multi-Purpose Avionics Core Element (M-PACE). The primary goal of M-PACE is to demonstrate advanced manufacturing techniques, such as additive manufacturing and Digital Materials, to minimize the cost of cube satellites and increase their modularity. M-PACE will be designed and built at the NASA Ames’ SpaceShop, which is a state-of-the-art advanced manufacturing facility built for NASA researchers to formulate ideas for projects. The final products of M-PACE are several completed side panels of a one-unit (1U) (10 cm cube) cube satellite prototype built using commercial off-the-shelf (COTS) components, which will show the basic functionality of the internal payload by connecting it to the side panels for power and other subsystem capabilities. Within the structure, we are investigating the use of Digital Materials, which are universal building materials with the ability to increase precision and ease of assembly and disassembly of three dimensional (3D) objects. M-PACE will use COTS power systems and open-source hardware and software to distribute data through Ethernet through the use of snap-fit card connectors. Similar to Peripheral Component Interconnect (PCI) Express cards, we envision the spacecraft subsystems and payloads to be on a PC104-like board that will slide into the side panel connectors to enable distribution of power and data. This design has the potential to greatly reduce the cost of Cube Satellite testing and integration due to the absence of wires and ease of access to internal boards for any necessary modifications.

Product platform concepts are often deployed to achieve product variety and hence effective product customization. One of the popular methods to achieve product variety is to scale one or more design variables called the scaling variable(s). This necessitates efficient methods for identifying the values for scaling variables. This paper presents a graph-based optimization method called Platform Ant Colony Optimization (PACO) for identifying the values of the scaling variable(s) for platform formation. In PACO, the overall decision is a function of the cumulative decisions of simple computing agents called the ‘ants.’ The method employs an autocatalytic mechanism using a probabilistic search to improve the solution iteratively. We use a universal electric motor example cited in the literature to test the efficiency of the proposed method. Simulation results on the example problem indicate that the PACO method produces promising results.

Les caractéristiques de M101 sont déjà exploitées ou évaluées à des fins médicales par la société HEMARINA pour la préservation des organes dans les cas de transplantation (HEMO2life®, Thuillier et al, 2011, Teh et al, 2017 ; Mallet et al., 2014), en tant que pansement actif favorisant la cicatrisation et loxygénation de plaies hypoxiques (HEMHealing®, brevet international Ref. WO2009/007532, intitulé « Utilisation d’une hémoglobine pour la préparation de pansements, et pansements ainsi preparés »), comme transporteur doxygène universel en transfusion (HEMOXYCarrier®, Rousselot et al., 2006), et comme activateur de croissance cellulaire in vitro (HEMOXCell®/HEMUPStream®, Le Pape et al, 2015). Depuis 2018, HEMARINA a élargi son champ dapplication en souvrant au domaine dentaire. Les maladies parodontales en tant quinfections polymicrobiennes sont un danger pour la santé surtout chez les patients à risque. Elles sont impliquées dans la survenue ou laggravation des certaines situations pathologiques tels que les cardiopathies, les maladies respiratoires, le déséquilibre du diabète et les accouchements prématurés (Ide et al, 2011, Detert et al., 2010, Huck et al., 2011). Les parodontites sont un enjeu de santé publique et leur traitement vise non seulement à conserver les organes et implants dentaires fonctionnels, mais surtout à protéger lorganisme contre les pathologies générales associées (Fremont et al, 2008). HEMARINA développe HEMDental-Care, M101 formulé sous forme de gel, destiné à ê tre utilisé comme adjuvent aux traitements parodontaux pour ses propriétés antibactériennes. En plus d’un possible effet sur les dysbioses, M101 pourrait in vivo favoriser les processus de réparation des tissus (mous et durs) (HEMDental-Regenerativ). En effet, il a été démontré que lajout de M101 dans les milieux de culture favorise la croissance de lignées cellulaires in vitro (Le Pape et al., 2017 a) et favorise la recolonisation de greffons osseux allogéniques par les cellules souches mésenchymateuses ( Le Pape et al., 2017 b).

As 2020 draws to a close, the economic devastation caused by the COVID-19 pandemic shows no sign of abating. Without urgent action, global poverty and inequality will deepen dramatically. Hundreds of millions of people have already lost their jobs, gone further into debt or skipped meals for months. Research by Oxfam and Development Pathways shows that over 2 billion people have had no support from their governments in their time of need. Our analysis shows that none of the social protection support to those who are unemployed, elderly people, children and families provided in low- and middle-income countries has been adequate to meet basic needs. 41% of that government support was only a one-off payment and almost all government support has now stopped. Decades of social policy focused on tiny levels of means-tested support have left most countries completely unprepared for the COVID-19 economic crisis. Yet, countries such as South Africa and Bolivia have shown that a universal approach to social protection is affordable, and that it has a profound impact on reducing inequality and protecting those who need it most. In addition to the full paper and executive summary, an Excel file with the data analysed by Oxfam and Development Pathways is available to download on this page, along with an annex on the crisis in Latin America and the Caribbean.

«The electronic magazine with rating system of an estimation of individual and collective work of students» (EM) is developed in document Microsoft Excel with use of macros. EM allows to automate all the calculated operations connected with estimation of amount scored by students in each form of the current control. EM provides automatic calculation of rating of the student with reflection of a maximum quantity of the points received in given educational group. The rating equal to “1” is assigned to the student who has got a maximum quantity of points for the certain date. For the other students the share of their points in this maximum size is indicated. The choice of an estimation is made in an alphabetic format according to requirements of the European translation system of test units for the international recognition of results of educational outcomes (ECTS - European Credit Transfer System), by use of a corresponding scale of an estimation. The list of students is placed on the first page of magazine and automatically displayed on all subsequent pages. For each page of magazine the optimal size of document printing is set with automatic enter of current date and time. Owing to accounting rate of complexity of task EM is the universal technical tool which can be used for any subject matter.
