Abstract:
- Cesira Filesi Fredrik Bajer, chairman of the International Office for Peace place in Bern, sent a note to the Italian Minister of Foreign Affair on march 1907, concerning the request made at XV Universal Peace Congress, which took place in Milan on 1906, thanks to Mr. Ernesto Teodoro Moneta who was also at its top. It was a very important proposal, which could change European great Powers' action in Africa. The international Office held it in great esteem and tried to spread the proposal to all European Governments. Congress activities were focused on opposing the exploitation policy managed by the Belgian king: they were supported by a European campaign against this conduct. Focus was on the Congo basin: the Congress asked colonial Powers to convene a new conference to revise and complete the decisions taken on 1884-85 at Berlin International Conference. This article inspects the international approach against colonialism, sustained by the Congress and Moneta, examining African state of affairs and European great Powers reaction to the proposed revision of Berlin General Act. .

Abstract:

Abstract:

Abstract:
Abstract The paper examines the Dialogue De pace fidei written by Nicolaus Cusanus in 1453 to settle disputes arising from events that triggered religious unrest, such as the fall of Constantinople in May 1453, the invasion and massacre of the Turks led by Sultan Mehmed II and the defeat of the Christians. Following the disintegration of medieval Christianity, Cusanus, instead of promoting a crusade, as Cardinal Bessarione did, proposed a more suitable way to make the major exponents of different religions interact in a fruitful dialogue, hoping for the peace of a single universal faith. The arguments through which Cusanus claimed the concept of a concordance and pacification of the faith reveal the originality and topicality of the message communicated by the humanist, founded on the doctrine of peace in the faith, overcoming inter-confessional barriers and religious divergences. The author contrasts the divergences, massacres and wars with a doctrinal comparison among different religions through dialogue. The paper invites reflection upon the religious struggles that still spread discord in the world.

AbstractGrammatical constructions in course titles and research agendas reflect particular theoretical orientations in the study of religion. Privileging one construction over the others amounts to a politics of grammar. Two constructions are examined here—the conjunction and the genitive: “Religion and. . .” and “. . .of Religion.” Whereas non-reductive methods such as theology/phenomenology and cultural anthropology endorse the conjunction, reductive methodologies such as biological anthropology invoke the genitive. With the evidence amassing in favor of natural, human universals (pace cultural anthropology) and against supernatural realities (pace theology/phenomenology), the essay argues that only the genitive construction has a place in the study of religion.

Paco Roca (b. 1969, Valencia) creates stories that tackle the universal through the local. He examines historic and social conflicts through the everyday experiences of his characters, whom he treats with affection, detail and respect. His works explore personal concerns and relationships without falling into melodrama, always looking for a balanced and sober style. Arguably, the most successful aspect of his work is the harmonious, beautiful drawing, which makes it accessible and appealing to a wide audience. As is common in today’s graphic novel, his stories feature losers: characters whose struggle is finally defeated by greater forces but whose trajectory tells us about dignity, friendship and courage. In this interview, we talk about his major graphic novels, and we are given access to his methods of work.

Abstract:
Abstract:
Traditional economic growth regressions are not adequate to identify the role of political institutions because they assume a universal growth paradigm exists. Instead, there are distinct paradigms of investment- and innovation-based growth, and the effects of political institutions vary across them. Using a dataset covering 83 countries from 1965–2008, this study employs a mixture models estimation to identify these paradigms. It finds that state authority is critical for countries engaged in investment-based growth, and competitive political participation tempers the pace of capital accumulation but increases productivity growth. Conversely, where innovation-based growth predominates, state authority has little effect and competitive political participation slows the pace of growth. Constraints on rulers do not support investment in either paradigm.

Song, Jae Jung. "The translatability — universals connection in linguistic typology." Babel. Revue internationale de la traduction / International Journal of Translation 51, no. 4 (December 31, 2005): 308–22. http://dx.doi.org/10.1075/babel.51.4.03son.

Abstract:
Abstract Linguistic typologists (e.g. Ramat 1987, Seiler 1995) tend to assume that there is a close connection between translatability and language universals (research) but this assumption has recently been called into question by Comrie (1986, 1989, 1998), who claims that such a connection should be ignored in the practical enterprise of doing linguistics or will have a debilitating effect on the progress of linguistics as a discipline. This paper will demonstrate that translation is not only possible in principle but also has much relevance to language universals (research). First, to argue that translation is, in principle, not possible is to deny the basic relation between cognitive-conceptual content and language, mediated by translation. Moreover, the question of translatability is no longer looked upon as something either possible or impossible but translation is recognized as a process in which optimal solutions to translation are sought. Comrie’s argument for the impossibility of translation is based on formal equivalence, a concept which is highly debatable, particularly within Translation Studies. Second, translation has much relevance to language universals (research), because universal constraints (for example, on relative clause formation) are formulated or defined in terms of grammatical context, which will only come to light through translation. This does not come as a surprise because the mediation between language and cognition is also done through translation. The role of translation in language universals (research) is, pace Comrie (1986, 1989, 1998), much more than a mere heuristic. Translation is crucial to language universals (research), as recognized by Ramat (1987) and Seiler (1995).

Abstract:
The Internet continues to grow at a fast pace with over 1.5 billion websites in 2019 as compared with only one in 1991. The emergence of enormous websites of various complexities and types makes assessing the quality of these sites a vastly important, difficult and complicated task. With this concern, the current paper proposes a novel approach for website assessment by developing a new Website Quality Evaluation Methodology Universal Star (WQEMUS) with a theoretical and empirical basis. It became possible through the employment of the grounded theory methodology that enables relevant concepts to emerge from data. To improve the reliability and validity of the findings, an extensive literature review, in-depth and qualitative interviews, and a user evaluation survey were conducted and associated together. In this way, the study presents the results of the selection and categorization of generic quality attributes for WQEMUS with a three-tier structure, consisting of top-level quality criteria, sub-criteria and indicators. These quality dimensions are grounded on a combination of subjective and objective indicators. Consequently, WQEMUS becomes capable of estimating a wide range of different websites irrespective of domain affiliation and services they provide, including Web 3.0 sites.

Hartmut Rosa argues that three systems of social acceleration (technical acceleration, the acceleration of social change and the acceleration of the pace of life) have emerged as fundamental to the human experience of late modernity. It is here argued that the digital imaginary, specifically curated by the “universal” social media platforms causes what Dominic Pettman has dubbed the “hypermodulation” of the subject, which contributes to the reproduction of the capitalist status quo. Consequently, I here argue that a socialist approach to the digital must commit to what Rosa would term an ideological (oppositional) deceleration to counteract such tendencies.

Abstract:
The research is devoted to the actual problem of health saving/preservation/. The change in the social situation associated with the spread of digital technologies has led to the emergence of new opportunities and new risks in socialization. The high rhythm of life leads to frequent stress. Frequent stress causes disease and anxiety. In such conditions, the competence of health saving becomes important. The research is dedicated to revealing the peculiarities of attitudes to a healthy lifestyle among modern youth. The novelty of the research is to consider health from the standpoint of the concept of wellbeing, which meets the needs of modern youth. The request for wellbeing is reflected in the fact that people are looking for activities, products, services that create an internal balance, despite the employment and fast pace of life. The research was conducted by the method of questioning students of two universities - Yaroslavl state pedagogical University named after K. D. Ushinsky and Riga Stradin University. The study involved 635 people, 315 students from Latvia and 320 students from Russia. The study obtained new scientific data on the desire of young citizens of Russia and Latvia to preserve health. It is revealed that young citizens of Latvia and Russia adequately assess their lifestyle: health-saving behavior of students wishing to maintain health is significantly different from the behavior of students who do not lead a healthy lifestyle.

Abstract:
The classic conception of human rights, expressed in the Universal Declaration of Human Rights signed in Paris on December 10, 1948, has been receiving attempts at reinterpretation in the recent 50 years. The appearance of the concept of “new human rights” in the public sphere serves as an example here. However, the scope of the term “new rights” and the precise meaning of “reproductive and sexual rights” are not entirely known. The change in perception of human sexuality, the affirmation of sexual liberation, and the acceptance of violating social taboo in the name of the “new human rights” invites reflection on how the concept of sexual rights relates to the ban on sexual contacts between relatives. Does a ban on incest lose its rationale in modern times, and does the penalisation of such acts constitute merely anachronistic oppression? Are the currently enforced normative solutions clear and free of questions and controversy in this matter? Lastly, one is compelled to inquire whether sexual contacts between relatives are perhaps already among the “new human rights.” The present article endeavours to answer these questions.

Abstract:
AbstractThis article describes the development of alkylated S-benzimidazolyl (SBiz) imidates as versatile building blocks for chemical glycosylation. The SBiz imidates have been originally developed as a new platform for active-latent glycosylations and its utility was further extended to other common strategies for oligosaccharide synthesis. This article expands upon the utility of these compounds. We developed a general protocol for the synthesis of a series of N-alkylated SBiz glycosides from N-protected SBiz aglycones by Lewis acid-mediated coupling with glucose pentaacetate. The N-alkylated SBiz moiety was found to be stable under strong basic conditions which allowed us to obtain both armed and disarmed N-alkylated SBiz donors. These donors showed good reactivity at a variety of activation conditions, and generally provided high yields in glycosylations.

Abstract:
Over the past ten years, there has been a lot of talk about the importance of digital skills in the world of the future, about the ability to learn throughout life as the main quality of an employee, about how employers are increasingly beginning to appreciate the “soft” skills of employees. But few could have imagined that the future would literally come right now. Due to the introduction of quarantine in many countries around the world and the economic crisis, organizations are forced to transform in the shortest possible time, including reorganizing to remote work and mastering new digital tools for this. Even the usually conservative spheres of healthcare and education are urgently adopting telemedicine and distance learning. The success of the ongoing transformations is only partially dependent on technical readiness and digital skills. It is much more related to the extent to which managers and employees are ready to develop and make non-standard decisions, maintain communication, adapt work processes, and set priorities. The main idea is that the breakthrough development of digital technologies will not lead to digitalization of the entire economy. On the contrary, special human qualities will acquire additional value, since they cannot be automated. Another premise in favor of the gradual increase in the importance of a certain spectrum of human skills is the special conditions of the modern economy. It is very demanding on both business and society and an individual, even if we exclude the factors of crisis or force majeure. High expectations of individual performance and company results have become the new norm, and the rapid pace of change makes it impossible to predict what knowledge, skills and tools will be useful even in the foreseeable future.

Abstract:
This paper describes the redesign, field-testing, and convergent validity of a practical tool—Physical Activity Campus Environmental Supports (PACES) audit. Methods. The audit includes two parts: (1) PACES-Programs, which is comprised of questions regarding populations served, fees, programs (recreation/fitness classes and intramurals), proximity, adequacy of facilities, and marketing, and (2) PACES-Facilities, which is comprised of questions regarding built environment (aesthetics, bike racks, stairs, and universal design), recreation equipment, staff, amenities, and access. Each item criterion is specifically scored using a five-point, semantic-differential scale ranging from limited to extensive environmental support. A few questions utilize select all that apply for a summed score. PACES training, interrater reliability, and data collection are all accessible via an online portal. PACES was tested on 76 college campuses. Convergent validity was examined by comparing the PACES-Programs questions to Healthy Campus Initiatives-Programs questions (HCI-Programs) and comparing the PACES-Facilities questions to questions contained in the Physical Activity Resource Assessment (PARA) Instrument. Statistical analyses included Cronbach’s alpha, ANOVA, latent profile analysis, and Spearman correlations. Results. The PACES-Programs audit includes 10 items for a potential total of 73 points (α = 0.72) and PACES-Facilities audit includes 15 items for a potential total of 77 points (α = 0.837). Most (77.8%) of the 153 facilities assessed scored in the most healthful range (20–42), which was mainly due to the extensiveness of the aerobic equipment/amenities and the competence/accessibility of staff. Significant differences in PACES-Total and PACES-Programs scores were associated with campus size and PACES-Facilities across regions. For the paired validation assessments, correlations were significant between PACES-Programs and HCI-Programs ((n=41) r=0.498, p<0.001) and PACES-Facilities and PARA (n=29) for both features (r=0.417, p=0.024) and amenities (r=0.612, p<0.001), indicating moderate convergent validity. Conclusion. The PACES audit is a valid, reliable tool for assessing the quality of recreation facilities and programs in a variety of college campus environments.

Abstract:
The Code of Canon Law of 1983 came up with a list of obligations and duties of the Catholic faithful. This list is analogical to those of the charters of fundamental rights and freedoms found in the documents of international law and in the constitutions of democratic countries. the inspiration of church law by civilian law was a reality from the very beginnings of the development of Canon Law: first by Roman Law, in the modern world by complex codifications of civil law, and after Vatican II also the idea of universal human rights. The specifics of the Catholic Church in relation to a democratic state is the incorporation of the subject of law into the Church through baptism which brings, above all, duties and obligations. Thus the catalogue which may now be seen in the Code contains first and foremost a list of duties, not rights, which are not stressed in the modern state. In fact, the modern state has very few demands; often just the payment of taxes and compulsory school attendance. The article deals with the individual obligations and rights found in the Code of Canon Law and compares them with their analogies in constitutions. The concept of civil and canonical norms tends to get closer primarily in the case of inspiration by natural law, whereas the obligations of the faithful represent a specifically ecclesiastical goals, for which no analogy in civil law can be found. After all, the supreme law of the Church is the salvation of souls, indeed, the state does not have such a supernatural goal.

The structure and morphology of the SiC coating and as-received joints were analyzed by SEM and XRD; shear strength of joint was examined through the Instron universal testing tensile machine. The results show that the thickness of SiC coating prepared by CVD is about 30μm, while the thickness of SiC layer by pack-cementation is nearly 100μm, and the layer is easier to connect with LAS glass ceramic owing to the rough surface and wedge-shaped structure on the SiC coating; the shear strength of joint between SiC coating coated C/C and LAS by pack-cementation is greater than the joint of C/C- LAS with SiC coating prepared by CVD.

Abstract:
The complexity of our current healthcare delivery system has become an impediment to communication among caregivers resulting in fragmentation of patient care. To address these issues, many hospitals are implementing processes to facilitate clinical integration in an effort to improve patient care and safety. Clinical informatics, including image storage in a Picture Archiving and Communication System (PACS), represents a tool whereby clinical integration can be accomplished. In this study, we obtained intraoperative photographs of 19 cases to document clinical stage, extent of disease, disease recurrence, reconstruction/grafting, intraoperative findings not identified by preoperative imaging, and site verification as part of the Universal Protocol. Photographs from all cases were stored and viewed in PACS. Images from many of the cases were presented at our interdepartmental cancer conferences. The stored images improved communication among caregivers and preserved pertinent intraoperative findings in the patients’ electronic medical record. In the future, pathology, gastroenterology, pulmonology, dermatology, and cardiology are just a few other subspecialties which could accomplish image storage in PACS. Multidisciplinary image storage in a PACS epitomizes the concept of clinical integration and its goal of improving patient care.

Abstract:
The classic notions of antiquity had very imperfect notions of international justice. With the Greeks and Romans, ‘foreigners’ and ‘Barbarians’ or ‘enemy’ were synonymous in language and in fact. By their rude theory of public law, the persons of alien were doomed to slavery (…) piracy was unblushingly practised by the most civilized states which then existed (…) Grecian philosophers gravely assert that they (barbarians or foreigners) were intended by nature to be the slaves of the Greeks.1 ‘Colonialism’ has been the first gift of science to the non-European world. Developments in natural science through inventions set the pace for industrial revolution in Europe. The industrial revolution, further, set the sail for discovering new markets, resources and raw materials. An attempt to find markets and materials exposed the fragile Asian and African states to the imperial designs of colonisers, hidden in the garb of civilisers and merchants. The marriage of ‘mercantilism’ and ‘civilisationalism’ on the Asian and African soil fertilised by advances in science gave birth to colonialism. This ‘couple’ conceived many a time and brought forth ‘cultural’ and ‘military’ subjugation, servility, racism and interference into the sovereignty and society of the unexcavated soil of Asia and Africa. This family soon spread in the world what we now know as ‘the Empire’.

Abstract:
During the last decade, methods for detecting DNA polymorphisms have proliferated at a bewildering pace. Today the investigator must choose among various types of genetic markers as well as between a variety of methods for discovering and screening polymorphisms. Polymorphisms useful for the analysis of population structure are found in both mitochondrial and nuclear genomes. Marker development may proceed along two routes: 1) discovery of species–specific markers, and 2) application of universal methods. Species-specific markers are based on sequence data from the target species or close relatives, whereas universal markers are based on the use of polymerase chain reaction (PCR) primers targeted to regions highly conserved across diverse taxa. Markers commonly employed include mitochondrial DNA polymorphisms, microsatellites, anonymous nuclear loci and known genes (both coding and noncoding regions). Methods for detecting polymorphisms range from technically simple (RFLP analysis) to more sophisticated mutation scanning methods. We review the application of these approaches to several key Antarctic species (the Patagonian toothfish Dissostichus eleginoides, the mackerel icefish Champsocephalus gunnari, and the squid Martialia hyadesi Rochebrune & Mabille, 1889) and present preliminary data on genetic polymorphisms in toothfish and icefish.

Abstract:
With over 100 million people without access to sewage collection and treatment and over 35 million lacking access to piped drinking water, the water and sanitation services (WSS) sector in Brazil ranks last among all the infrastructure sectors. Despite previous efforts to reach universal coverage, the gap remains wide. In order to reduce this gap, the Brazilian Parliament approved the reform of the WSS sector in July 2020. This paper examines the state of the water and sanitation services in Brazil before 2020 as well as the potential effects of the recently approved reform. It demonstrates that the sector’s primary issues are the fragmented institutional arrangements and regulations, the low levels of investments by the public sector, including those made by State-owned water companies, and the barriers to entry for the private sector. The paper also discusses the new provisions included in the reform designed to remedy those issues. The authors believe that the reform has the potential to promote significant changes in the structure of the WSS towards providing a universal and equitable service in Brazil, but at a slower pace than the reformers anticipated.

Abstract:
With the increased occurrence of terrorist attacks at public venues, security check systems (SCSs) for subways have attracted more attention worldwide. In China, a two-stage SCS was successfully adopted for the 2008 Olympics in Beijing and has been promoted in other cities. Because SCSs would generate additional operational costs and delays for passengers, improving their efficiency is a concern for subway managers. In this research, an attempt was made to optimize the current two-stage SCS in Beijing. The speed and accuracy operating characteristic curves, which described the relationship between inspection rate and rejection rate of the preliminary inspection, were investigated. Two types (Type A and Type B) of paced inspection processes were designed to improve the overall performance of subway SCSs. With field data collected from eight subway stations in Beijing, the proposed paced inspection SCS was verified to improve the overall performance of the current two-stage SCS. In the Type A paced scenario, there was an increase of 23.8% in capacity and 15.7% in accuracy improvement. Although no capacity increase was achieved by the Type B paced scenario, the accuracy improved by 3.8%. The paced inspection design proposed in this study would incur no additional costs while improving the efficiency for SCS and would provide a universal application form to use when conducting inspections for subway operation and management.

Abstract This study evaluated the effect of dentin biomodification on the bond strength (BS) and sealing ability (SA) of HEMA-free and multi-mode adhesives after 24 h and 6 months of water storage. Four adhesives were tested: two multi-mode (Scotchbond Universal - SU, and Prime & Bond Elect - PB) and two HEMA-free (All-Bond 3 - AB, and G-Aenial - GA). Human third molars were selected and dentin was treated with two cross-linking agents (5% glutaraldehyde and 6.5% proanthocyanidin-rich grape seed extract - PACs) for 10 min or kept untreated (control group) (n=6). Teeth were sectioned and prepared for BS test and SA analysis. The SA measurements were taken with the presence of smear layer (minimum permeability), EDTA treatment (maximum permeability), PACs application, adhesive application and after 6 months of water storage. BS data were analyzed by Proc Mixed and Tukey-Kramer test (α=5%). PACs application increased the BS for all adhesives tested at 24 h. However, BS decreased for SU and AB after six months. In general, multi-mode adhesives (SU and PB) did not differ from AB HEMA-free. GA presented the lowest BS values at both times of evaluation. Dentin permeability was reduced after PACs application and remained the same after 6 months, regardless adhesive application. PACs can increase the BS regardless the type of adhesive, however only for PB and GA the BS kept stable after 6-months of water storage. PACs was able to seal the dentin as the minimum permeability and also remained stable after 6 months.

Catalysts can, therefore, be efficiently used not only in traditional media such as methylene chloride and toluene, but also in technical-grade alcohols, alcohol–water mixtures, and in neat water. In addition, some onium-tagged catalysts can act as inisurfs (initiator + surfactant molecules), promoting metathesis under heterogeneous aqueous conditions. Finally, some of these catalysts can be used in ionic liquids. Various ring-closing-, cross- and enyne metathesis reactions were conducted with these catalysts.

Abstract:
The article considers methodological approaches to assessing the innovative development of the agricultural sector, which allowed to divide them into two groups: universal, which can be used to assess the innovative development of any type of enterprise, and specific, which are specific to certain types of enterprises depending on their activities , in particular agricultural. It is established that the most common methods of assessing the innovativeness of enterprise development are: determining the sensitivity of the enterprise to innovation, assessment of its innovation potential or innovation activity; comprehensive assessment of innovation activity; calculation of efficiency of innovative activity, etc. It is proved that the rate of innovative development of individual industries can characterize the average annual increase in yields of individual crops or animal productivity, as well as the yield of marketable products and profits per 1 ha of sown area or head of animals. Within the limits of this article only tendencies of change of productivity of agricultural crops in farms of all categories of Ukraine and the Kharkiv region as a criterion of innovative development of separate branches of agrarian sector are investigated. As a result, periods of acceleration and deceleration of the pace of innovative development of modern agricultural producers were established: in 1995-1999 the innovative development of the studied industries was absent; from 2000 to 2014 there was an acceleration of the pace of innovative development; in 2015-2019 innovation development slowed down significantly. The level of state support for the studied period as an external source of financial support for innovative development of the agricultural sector of the economy is analyzed. It is proved that as a result of changes in the tax legislation for 2015-2019 (abolition of the special regime of taxation of agricultural producers with value added tax and transformation of the fixed agricultural tax into a single tax of group 4 with a significant increase in tax rates), the financial support of agricultural producers, as a result of which their pace of innovative development has slowed down significantly.
