O Equador sobressai na América Latina pela intensidade do indigenismo. A Confederação de Nacionalidades Indígenas do Equador e o Movimento de Unidade Plurinacional Pachakutik – Novo País são pilares desse destaque. Concebido como história do tempo presente, o artigo examina a trajetória desse indigenismo, discutindo alguns dos seus principais resultados, como a inclusão da referência à plurinacionalidade e interculturalidade do Estado e da sociedade na Constituição do país. Utilizando fontes orais, com testemunhos vivos, o estudo ocupa-se de uma história em construção e em devir, e mostra que esse indigenismo enfrenta desafios que clamam por equacionamento.

En este artículo paso revista a lo que ha sido uno de los más importantes movimientos indígenas de América Latina en los últimos 25 años. Después de abordar la protesta de los huasipungueros en 1961, examino, con mayor detenimiento, el levantamiento indígena de 1990, verdadero punto de quiebre en la historia de dicho movimiento. Ese evento catapultó a la CONAIE, y luego al Movimiento Pachakutik, a ocupar un lugar importante en el escenario político ecuatoriano hasta ganar inesperadamente las elecciones en alianza con Lucio Gutiérrez en el año 2003. Su participación en un gobierno, con el cual rompió a los pocos meses, por estar en oposición a la política neoliberal que implementó, le produjo un desgaste político enorme, del cual viene recuperándose.

PachaKuti significa la transformación del todo, un cambio general del orden, una inversión, donde lo que esta ”arriba” pasa a “abajo” e inversamente igual. Es un cambio que, según los pueblos andinos, ha ocurrido otras veces. El último Pachakuti aconteció con la llegada de los españoles, hace más de 500 años, y la leyenda oral andina nos habla de uno nuevo, que estaría sucediendo nuevamente en estos tiempos, donde lo que originalmente estaba arriba vuelve a su lugar. He llamado a este trabajo así pues al observar la separación de los humanos de su entorno natural, y mirar cómo, a través del desarrollo de la sociedad moderna hemos ido dejando a la naturaleza excluida de todo, cómo desconocemos sus ciclos, y además los alteramos con nuestras formas, creo que un cambio es inminentemente necesario, en casi todo orden de cosas: social, cultural y ambiental esencialmente.

Abstract:
This thesis focuses on cinema and video made by and about indigenous or subaltern people and communities in Bolivia and Colombia, and discusses the interaction between different cultural notions of social change and of aesthetic representation. It centres on the productions of Jorge Sanjines' Bolivian Ukamau Group, and of Marta Rodriguez's Fundaci6n Cine Documental in Colombia. Previous studies of these filmmaking collectives have tended to view them under the banner of either national cinematic traditions; the artistic and political avant-garde often termed as the 'New Latin American Cinema'; or a longer history of indigenous film and media. This thesis is bound by none of these categories, but asks how they overlap, mutually inform and alter one another. By combining close textual analysis with wider contextual and historical accounts of the films' production and distribution, it examines the linkages between aesthetic form, cultural memory and political action. It thus begins with an account of the national and international circulation of militant avant-garde indigenista and revolutionary cinema in the 1960s and 1970s, showing how these groups inserted their work into existing and nascent political and cultural movements, infrastructures and networks. It discusses how the film collectives' early works converted existing national tropes of the primitive into potential subjects of continental revolution. It argues that methodological and textual innovations have increasingly opened films up to the cultural and political expressions of their participants, and converted them into fields of intercultural dialogue and debate. It proposes that even videos made by indigenous people themselves are inevitably mediated by aesthetic, technological and institutional structures, and considers some of the strategies that indigenous intellectuals and video-makers have employed in response. This thesis concludes that the most effective political cinemas have been those that have acknowledged and gained strength from their own status as mediations between different political, cultural and ideological spheres; between European-derived notions of social change (revolution) and Andean ones (pachakuti).

Abstract:
Over the past decade, well-organized mobilizations have brought groups of Bolivian miners, urban workers, farmers, and especially indigenous peoples together in identification with and response to the rhetoric of indigenous self-recognition. These events culminated in the election of Evo Morales in 2005 as the country's first indigenous president. The contemporary resurgence of indigeneity has been perceived by many as either revolutionary or apocalyptic. My thesis examines why a country with an indigenous population of some 80%, has now decided to politically voice their indigeneity after years of silence. My paper begins with an analysis of the history of indigenous peoples in Latin America and shows that since colonization, Bolivia, like other countries in the region, has struggled with the question of how to "incorporate" indigeneity into the project of national identity formation. I argue that there is no one concept to identify clearly or unequivocally what being "indigenous" means. Indigeneity is therefore not something set; its meaning changes according to personal identification, the perceptions of others, and the social, cultural, political, and economic circumstances at hand. This conceptual problem makes it difficult to determine who is authentically indigenous, or what the demands of indigenous people really are. Within this complex scenario, Evo Morales has laid out a political strategy and agenda organized around the concepts of ethnicity and identity. To analyze Morales' platform and examine its relative success among indigenous Bolivians, I compare and contrast his work with that of another indigenous leader, Felipe Quispe. Quispe, who is a well-known figure across Bolivia, became involved with the indigenous cause in 1978, when he joined Indianist Movimiento Indio Tupak Katari. Quispe is not only an activist but also a prolific scholar who has written several works on issues related to indigenous oppression. Since beginning his career as an activist, Quispe has put forth a well-defined ideological project to form a separate indigenous nation and identity. However, the comparatively radical understanding of indigenous identity and the exclusiveness of his project (which only included self-identifying indigenous peoples and aimed to "indianize" non-Indians) limited his support among the general Bolivian electorate. In contrast, Morales' agenda as President of Bolivia has drawn on a diverse and pluri-cultural national identity in which "Indian element" can be incorporated and represented alongside whites, mestizos, blacks, and other historically marginalized groups. Morales' model breaks with previous understandings of Bolivian and indigenous identities as mutually exclusive and recognizes that these identities can be inclusive and in fact complementary. I argue that the project proposed and developed by Morales is compatible with the project of building a democratic society in Bolivia and consider the viability of that project in light of the many social, political, and economic challenges now being faced by his administration.

Mediante el análisis de cuatro poemas orales que se cantan en la huaylía, buscaremos reconocer cómo, tras la expiación de culpas, el tinkuy permite la transformación del sujeto poético que en un principio se muestra como víctima del estado de marginación y oprimido por un “otro”, pero que al final logra revertir ese estado y vencer a ese “otro” que lo oprimía: un cambio radical que en los estudios andinos en literatura se conoce como pachakuti (Landeo, 2010, p. 85). Para ello, nuestro estudio se divide en tres capítulos. En el capítulo I nos proponemos determinar qué elementos se deben tener en cuenta para analizar la poesía oral cantada desde el campo de la Literatura como ciencia humana para, luego, proponer el método de análisis más idóneo. Además, mostraremos cómo las categorías andinas pueden ser pertinentes para la interpretación de la poesía cantada en el marco de la celebración de la huaylía antabambina. En el capítulo II presentaremos los aspectos socioculturales y la tradición a partir de los cuales se realizan las huaylías antabambinas. Además, revisaremos el relato mítico que explica el origen de la Huaylía para identificar sus principales actores y las tensiones y relaciones que se establecen entre ellos. Las premisas que surjan aquí servirán como el marco de la interpretación de las huaylías que analizaremos en el siguiente capítulo. En el capítulo III realizaremos el análisis y la interpretación de cuatro poemas en orden cronológico, en la medida en que se pueda detectar la antigüedad de los cantos, para proponer una evolución del sujeto poético colectivo en los poemas. Para nuestro análisis tomaremos en cuenta aspectos pragmáticos, rítmicos y semio-narrativos, además del empleo de las categorías andinas. Esto nos ayudará a probar nuestra hipótesis central: el tinkuy en las huaylías antabambinas genera una transformación en el sujeto poético de los poemas cantados, donde se muestra un tránsito de un primer estado de sufrimiento, marginación y opresión por un “otro” hacia un estado donde consigue obtener poder y revertir su situación: una forma de pachakuti. Las huaylías que analizamos aquí forman parte de la tradición oral; sin embargo, las variantes específicas con las que trabajamos han sido tomadas de los videos que mandan a grabar cada año los mayordomos de las fiestas o que son elaborados por otro antabambino (especializado) para venderlos a otros antabambinos (público consumidor): lo que constituye a todas luces un circuito literario con una estética regional. En ese sentido, consideramos que estos videos también son otra forma de construcción textual producida por la literatura oral andina. Además, muchos fragmentos de estos videos han sido subidos por los propios antabambinos a plataformas virtuales como YouTube, gracias a las cuales el circuito literario se extiende y logra traspasar las barreras espaciales levantadas por la migración. Por último, cabe precisar que solo tomamos en cuenta las huaylías en tanto formas cantadas en la celebración de la fiesta y el rito, y dejamos de lado las versiones comerciales realizados en estudios de grabación por autores con nombre propio, acompañadas por instrumentos que no se emplean en la propia festividad de la huaylía y limitadas por el tiempo de cada tema que por norma debe durar entre tres a cinco minutos, mientras que la huaylía original puede durar hasta más de una hora.<br>Tesis

Abstract:
This chapter discusses some of the implications of the findings of the previous chapters, not only for the Pachakutik party and the indigenous movement, but for all niche parties competing in developing democracies. While ethnic parties certainly provide opportunities for increased indigenous representation, their involvement in the political arena has produced some troubling results. In particular, the chapter focuses on the fragmentation of Pachakutik, the apparent decline in support among the indigenous population, and the reliance on patronage within campaigns as indications of ethnic-party struggles. The chapter also argues that the anticipated positive effects of ethnic parties may be tempered by the barriers they face to achieving their goals of substantive representation within the formal political arena. In the process, the analysis shows how these findings fill a gap in the literatures on ethnic politics, institutions, and party evolution.

This chapter evaluates the campaign strategies used by four different traditional-party candidates in the Andean and Amazonian regions during Ecuador’s 2006 elections. The analysis focuses on the extent to which traditional-party candidates cultivate a personal vote versus a vote for their party’s label. Like the Pachakutik candidates, traditional-party nominees are highly influenced by their own personal experiences in politics, as well as district-level factors such as the incidence of poverty. However, the profiles of these four candidates illustrate the variety of techniques that can be adopted by those who campaign on non-ethnic-party labels. Together, these traditional-party candidates provide a baseline for making comparisons between candidates associated with an ethnic-party label and candidates who are not. This chapter concludes with a discussion of the similarities and differences between the Pachakutik candidates profiled in chapter 4 and the traditional candidates profiled here.

Abstract:
This chapter examines how ethnic-party candidates’ efforts to attract votes in 2006 were reflected in their campaign strategies. According to the argument of this book, ethnic-party candidates are expected to behave strategically in response to certain individual and district-level constraints, and on occasion emphasize their personal characteristics and their abilities to provide patronage in order to be competitive. This chapter evaluates this expectation using data gathered in three provinces on five different Pachakutik party campaigns during the 2006 legislative elections in Ecuador. The investigation focuses specifically on how district demographics (like district magnitude) and candidate qualities (like prior experience in politics and access to resources) affect the extent to which ethnic candidates emphasize a consistent platform for attracting voters. This qualitative analysis relies on campaign materials, campaign speeches, candidate interviews, and personal observations in order to measure how candidates generate representational relationships with their constituents.
