Abstract:
The digital divide in Indonesia is a wicked problem that requires a collaborative process to solve it. In this case, the government implements a National Strategic Project consisting of the construction Palapa Ring’s optical fiber backbone network infrastructure that uses the concept of PPP (Government and Business Entity Cooperation). This study aims to analyze how to manage the collaborative governance of the Palapa Ring’s Project. The research method used was qualitative descriptive with post positivist that used the collaborative governance theory of Emerson and Nabatchi (2015) as knife analysis. The results showed that based on the results of the research and discussion it could be concluded that the collaborative governance process in the Palapa Ring Optical Fiber Backbone Network Implementation Project in Indonesia had not run optimally because there are several dimension of collaboration that have not been well fulfilled. The recommendation for the next study is that collaborative research also looks at the outcomes of ongoing infrastructure development.

Abstract:
This study examines the impact of existence of the Indonesian Palapa Ring Project (PRP) infrastructure on connectivity and economic activities in 46 districts in the West, Central, and East package of PRP in 2015-2020. Connectivity is an internet activity that measured by using percentage of internet use and economic activity is measured by using Gross Regional Domestic Product (GRDP). The fixed effect staggered difference-in-difference is utilized to analyze the panel data obtained from Badan Pusat Statistik (BPS)-Statistics Indonesia. An examination of parallel trend assumptions, robustness check, and heterogeneity analysis are also presented. The results show that PRP infrastructure has a positive and significant impact on connectivity; yet has no significant effect on economic activity. In response to the findings, the policy should be designed by intensifying coverage and quality of the internet; proliferating Information Communication Technology (ICT) facilities in rural areas; and expanding education and digital literacy programs.

Abstract:
The Palapa Ring Western Package is the first Public Private Partnership infrastructure project in Indonesia implementing Availability Payment (AP). Prevailing regulations allow the Government Contracting Agency (GCA) and Implementing Business Entity (IBE) to determine the system of incentives and penalties of AP in their project contract. This research explores two main issues: (1) whether the IBE has obligation for contingent cost liabilities outside of the contractually determined AP amount in the occurrence of damage caused by a third party which interrupts or disrupts infrastructure service availability and (2) whether the GCA has the right to penalize AP amount to the IBE in the occurrence of damage by a third party which interrupts or disrupts service availability. By applying normative legal research using the statute approach, this research concludes that in this project, the IBE has obligation for contingent cost liabilities outside of contractually determined AP amount in the occurrence of damage by a third party and the GCA has the right to penalize AP amount if the IBE fails to maintain service availability. The contractual allocation of operational and maintenance risk to the IBE creates obligation to bear costs during the project lifetime including those due to third-party risk. Further, the use of formula to calculate AP to IBE is solely based on performance data in maintaining service availability according to contractually agreed standards. Thus, the use of AP in the Palapa Ring Western Package may be a point to reference for future Public Private Partnership infrastructure projects.

Today's computer is a human need in completing various activities, combined with the presence of data innovation that is increasingly taking part in the realm of work. Utilizing the right data innovation instruments, it will create fast and precise data as needed so that choices can be made quickly. The design of making a Room Reservation Information System at the Palapa Tarutung Hotel is an element that greatly influences the smooth operation of the hotel's operational tasks. Information that is less-accurate, less efficient, and less effective can be solved by implementing this system. In the preparation of this final project, the author's goal is to simplify and speed up room reservations. The author uses PHP (Hypertext Processor Programming) as a programming language, Xampp is used to run the web server, and MySQL is used for database management which is currently quite in demand.

Abstract:
The Indonesian Telecommunications Industry Development The Republic of Indonesian government launched the program has a noble goal of ensuring that telecommunications infrastructure reaches all parts of Indonesia. To achieve this goal, several telecommunications companies joined the Parapa Ring consortium and organized the Parapa Ring project which aims to expand telecommunications networks throughout Indonesia. In handling bid manipulation cases, the Komisi Pengawasan Persaingan Usaha Perusahaan (KPPU) applies two main principles, namely the principle of per se illegality and the principle of reasonableness. However, the application of these principles is often challenged and flawed, as evidenced by Decision No. 36/KPPU-L/2010 on alleged discriminatory practices and collusion in the tender for the procurement of the Palapa Ring Mataram-Kupang cable system project. The doctrine of unlawfulness states that a particular agreement or business activity is unlawful if there is no further evidence of its effects. On the other hand, the rule of reason requires further evidence to determine whether an action inhibits or promotes competition. In a tender conspiracy, KPPU applies the rule of reason because it needs to be proven in more depth the effect of the act on business competition. Decision Number 36/KPPU-L/2010 highlights the misapplication of the principle of reason.

Public libraries can use digital oral history projects (1) to teach digital literacy skills to teens in accordance with national and state information literacy standards and (2) to develop local digital collections. The technical standards for such projects are modest, and the Library of Congress Veterans History Project provides an ideal template with which to begin. This article highlights the benefits of using the Veterans History Project for library programs and events and summarizes how the Veterans History Project can be collaboratively implemented across libraries. Suggestions for curriculum-based program development for young adult users of public libraries are also outlined.

Abstract:
During the 2016 election, Pennsylvania was viewed as a crucial state not only for the presidential race, but also for a Senate seat, seats in the House of Representatives, and for state-specific positions. In response to the attention placed on Pennsylvania during the election, Penn State University Libraries undertook a project to document the discourse that occurred online. The resulting project, “Pennsylvania Perspectives on the 2016 U.S. Election,” collected websites and Twitter data in order to document the people, voices, moments, and prominent issues in Pennsylvania. In this practice paper, we describe the project background, scope, collection methodology, lessons learned, and best practices that we discovered, in the hopes that it will inspire others to undertake similar projects to document important societal events at local, state, national, and international levels.

Abstract:
How does future shopping look like? At the moment the physical shopping spaces are threatened by the e-commerce – A type of shopping that very often is a cure of boredom. It’s not a memorable experience, no story surrounding the object creating added value neither for the object or to the story connecting it with yourself. This thesis have been an investigation of physical retail architecture followed by a proposal: A 500 meter long railway tunnel, like a very long arcade, turned into a space for textile exhibitions, shopping and performance. Like an inverted Crystal Palace. All interior built up by scaffolding, ready to be torn down for the tunnel to once again serve the military in case of emergency. The walls are not made by glass, but lit up rock, reflecting the artificial light. It’s a linear experience. It goes from light to dark to colour. Dusk to dawn. The hidden becomes reviled, the unfocused becomes clear. It’s a space for your imagination, to experience new things, deepening your knowledge and escapism.

Basarrate, Iñigo. "An English architect in Spain : five projects by Edwin Lutyens." Thesis, University of Edinburgh, 2017. http://hdl.handle.net/1842/25690.

Full text
Abstract:
Although the work of Edwin Lutyens has received much careful scholarly study since the 1980s his important projects in Spain remain very little known. Presently, only a brief article by Gavin Stamp and Margaret Richardson is devoted solely to Lutyens' work, and they are merely touched on in his published biographies, especially that by Christopher Hussey. Unfortunately, Lutyens was unable to complete his Spanish commissions, mostly because of the deterioration of Spain’s economy and social order in the 1930s, and this has played a major role in keeping these projects in the dark. Furthermore, the devastation caused by the Civil War obliterated most of the evidence once held in Spanish archives. Some of the projects of Edwin Lutyens in Spain are remarkable and unique for their use of what may loosely be termed a ‘Spanish style’. The identification of this characteristic can be understood as demonstrating a growing knowledge of and appreciation for Spanish architectural heritage on the part of British architects and architectural historians by the end of the nineteenth century. At the same time, the fact that the design of important private residences in Spain were commissioned to an English architect shows the growing anglophilia of Spanish economic and political elites under Alfonso XIII's reign. During these years, the economic and political ties between Britain and Spain became closer than ever before, which also had an impact on the architecture of the time. Ultimately, this dissertation is predicated on the assumption that it is important to study further, and understand better, the Spanish projects of Edwin Lutyens in order to gain fuller and further insight into his methods as a designer. The first three of them (the first project of the Palace of El Guadalperal, the Palace of La Ventosilla and the Palace for the Count de la Cimera) cast light on Lutyens´s work during the Great War years, a relatively obscure period of his career which was, however, extraordinarily fruitful. The second project for the Palace of El Guadalperal is even larger than his previous Spanish projects, approaching the grandeur and magnificence of the Viceroy’s House in Delhi. In this respect there may be seen to be a correspondence between these otherwise discrete and apparently un-related projects, running from Britain, through Spain, all the way to India. Moreover, given their scale, along with the design input required to make them successful and coherent buildings, they must be appreciated as pivotal moments in the design development, if not built oeuvre, of Edwin Lutyens as an architect. Finally, the Reconstruction of Liria Palace, is not only his last commission in Spain but it can also be considered as the last building he designed. Only when these projects are brought to the fore and analysed properly can a full understanding of Lutyens as an architect be reached.

Abstract:
Dissertação apresentada na Faculdade de Ciências e Tecnologia da Universidade Nova de Lisboa para a obtenção do grau de Mestre em Conservação e Restauro, especialização em pintura sobre tela<br>This thesis concerns the study of the materials and techniques of the painting on canvas “Interior de um Convento” belonging to the Portuguese monument Pena National Palace (PNP) and the description of the conservation treatment carried out. The study required the use of several examination and analysis tools such as OM (Optical Microscopy), UV (ultraviolet) and IR (infrared) photography, μ-EDXRF (Energy Dispersive X-ray Fluorescence), μ-Raman (Raman spectroscopy) μ-FTIR (Fourier Transform Infrared Spectroscopy) and SEM-EDX (Electron Scanning Microscopy with Energy Dispersive X-ray Spectroscopy). The conservation treatment focused on minimal intervention with the purpose of maintaining the integrity of a nineteen century painting that has never been restored until the present date. Simultaneously, a project to investigate the best back and front protection system for the PNP’s paintings collection was initiated. Relative Humidity (RH) and temperature fluctuations were measured in the Palace and inside the half-closed and fully closed systems used to protect twelve model paintings constructed for the purpose. The objective was to choose the best protection system for dampening RH and temperature fluctuations while preventing the risk of mould occurrence. The preliminary results (4 months of readings) showed that the risk of mould growth requires further study for in a more prolonged period which encompasses seasonal changes.

Abstract:
This paper investigates the variational behavior of the palatal lateral in the brazilian southern region, from the transcript of the VARSUL Project Database samples (Varsul – From the Portuguese “Variação linguística no Sul”- Linguistic Change in the Brazil Southern). This research aims to investigate the distribution of initial accomplishment of three variants of the lateral palatal variation: dispalatalization, vocalization and erasure. In a second step, we chose dispalatalization as a variant of the application of the variable rule of the lateral palatal variation, wich have not been properly researched in other studies on variational issue. The statistical results showed that the dispalatalization variant is not very productive, but very usual in the speech of individuals with higher educational level. We also analyzed the frequency of the lexical item as possible favors the rule of the palatal variable. The results showed that the use of variants occurs in accordance with the incidence of the lexical item in the data.

Abstract:

Abstract:
碩士<br>國立臺南藝術大學<br>博物館學與古物維護研究所<br>100<br>The strict limitations of public works are exceedingly diverse and the related laws and regulations are vastly numerous, while the tedious examinations and the procedures often hinder personnel and the institution officer from focusing on the actual undertaken items in an operation. In addition, personnel often are unable to correctly estimate the interval of a case, resulting in wrong judgment, deferring the progress of the project and wasting funds. Therefore, the main purposes of this study are as follows: 1. Appropriately utilize Regulations for Preparing Medium-term Programming Budget, the Government Procurement Act, Implementation Directions of Preliminary Planning Process of Infrastructure Programs, Construction Cost Estimating Manual for Public Works, Public Buildings Operation Manual to understand necessary time frames and procedures. 2. Apply the author’s experience of managing the Grand Palace Museum project to brainstorm ideas through participant observation and to examine and assess entire procedures of the case to act as reference to those who encounter similar experiences, correlation procedures, undertaken items, and stipulations. Advanced knowledge of the programs, projects, and implementations will help avoid unnecessary mistakes and save time and funds to change the museum plans towards a better direction. Research Methods: 1. Analyze the ideas and understand the methods for museum planning of advanced countries by conducting correlation monographs and the referencing existing collections, also to collect the related laws, regulations, points, methods and operation manuals, etc. to formulate the standard of laws. 2. Establish basic information for the museum’s prerequisite assessment plan by obtaining audience opinions (e.g. questionnaires and internet surveys ), interviewing members of departments to understand their needs, and interviewing local residents for their opinions on the case. After forming the plan, reviews must be conducted by the construction committee, the experts and scholars committee, the local residents committee, and the Executive Yuan audit committee to provide assessment, as well as an analysis of social influences which could be the formative assessment for the plan. A comparison of the pre-planning and after-planning numbers must be done to provide the quantitative and qualitative data of planning achievement for funds, periods of time, dimension, areas, finance, personnel, and route which can be the summative assessment of the plan. 3. Stimulate, analyze, and reinterpret the difficulties of the actual operation to provide feedback for the project. The project must be investigated from the preliminary basic documents and traced back to check the tasks, goals and demands, which is called (prerequiste assessment). Although the procedure consumes much time, money and energy, it is a great opportunity to examine the museum. Through the prerequiste assessment, we may realize the merits and drawbacks of the museum plan and, moreover, we are motivated to continuously improve the museum through innovation, while maintaining the original public and social mission of providing for leisurely activities.

Abstract:
碩士<br>國立臺北教育大學<br>教育事業創新經營碩士學位在職進修專班<br>96<br>Research on the development of museum field trip instructional activities for children: an example of National Palace Museum “Wars and cultural exchanges” project Abstract In order to promote Taiwan elementary school students’ interest in learning Chinese history as well as to enhance their understanding of ancient Chinese culture and treasures, the researcher designed, delivered, evaluated and revised field trip instructional activities, the ”Wars and cultural exchanges” project, for fifth and sixth grade students based upon the collections of National Palace Museum. The researcher used wars and cultural exchanges as project theme, developed instructional activities by adopting and revising Dick & Carey Systematic Approach Model as well as the Multiple Intelligences theory. There were a total of 5 teaching sessions (40 minutes each). The activities were divided into three stages. In stage A (before visiting the museum), the researcher established student’s pre-knowledge in the school classroom. In stage B (actually visiting the museum), the researcher guided students to appreciate the exhibition in the museum. In stage C (back to school from the museum), the researcher led students reviewed their learning. The researcher conducted the formative and the summative evaluations of the “Wars and cultural exchanges” project on Nov.20th, 2007 and March 18th, 2008, each involved a class of the fifth and sixth grade of a public elementary school in northern Taiwan. The researcher revised the instructional activities and research tools after the formative evaluation. The effectiveness of the instructional activities as well as students’ involvement in the instructional activities was examined by means of observation records, paper-and-pencil test, questionnaire and interview. The research findings were as follows: 1. One of this study’s contributions was to revise the traditional Dick & Carey Systematic Approach Model so it could better serve as the instructional development model for developing museum field trip instructional activities. The nine steps of the revised instructional development model were as follows. 1. Context analysis. 2. Establishment of instructional objectives. 3. Confirmation of students’ entry behaviors. 4. Confirmation of instructional contents. 5. Development of students’ learning achievement and interest assessments. 6. Design and delivery of instructional activities. 7. Design & conduct of formative evaluation. 8. Revise. 9. Design & conduct of formative evaluation. The revised model was more appropriate for the development of field trip instructional activities, and thus provided a concrete framework for this study. 2. The other contribution of this study was the National Palace Museum field trip instructional activities developed, i.e., National Palace Museum “Wars and cultural exchanges” project. It had five features: thematic, teaching through Multiple Intelligences channels, containing three stages, the guided route refer to the instructional activities, instructional activities were formatively and summatively evaluated, which demonstrated good practices of instructional principles. The instructional time of this field trip project can be condensed to one hour to lead students understand the most interesting and wonderful part of Chinese history on wars and cultural exchanges. 3. Elementary school students’ understanding of and learning interest towards ancient Chinese history on wars and cultural exchanges were significantly promoted by the field trip project of this study. 4. Over 90% of the fifth-grade and sixth-grade students were involved in the field trip project of this study and expressed positive appraisal. Based on the above research findings, the researcher proposed recommendations for museum administrators, school teachers and future researchers.

Abstract:
The present study sets forth guidelines for the creation of an infrastructure with hybrid museum characteristics, with the aim of promoting the intersection of different disciplines of knowledge and artistic creation, having as its thematic axis an intangible heritage — the Word — in its most universal scope and, in particular, in the context of the Portuguese language. Casa da Palavra, as an institution, is thus a powerful tool for the preservation of the idiosyncrasies that characterize us and the consolidation of a unique cultural identity in the global world in which we live. Our study begins by identifying a set of ideas and concepts that define its parameters from the technological, sociocultural, spatial and occupational as well as economic point of view, while also considering the target publics. Next, we attempt to define its organisational model and structural subdivisions, based on the assumptions of the new museology. Finally, we propose a marketing and communication strategy and address possible sustainability issues. Lisbon, as a manifestly multicultural city, has been the target of a growing influx of tourism in search of intense and memorable experiences, and it is in this context that Casa da Palavra, powered by innovative technological resources, can play an important role, most especially by affirming the importance of an intangible cultural heritage under the aegis “Lisbon, Capital of the Word and the Portuguese Language”.

Abstract:
Abstract Technical advances in molecular genetics that were being developed in the 1970s led to the initiation of the Human Genome Project (HGP), a long-term international research effort to completely map and sequence the human genome. In 1988, U.S. Congress appropriated funds to the Department of Energy (DOE) and the National Institutes of Health (NIH) to begin the planning stages of this vast endeavor (Collins, 1999). The HGP objectives included construction of a detailed genetic and physical map of the human genome, determination of the complete nucleotide sequence of human DNA, and localization of the currently estimated 30,000 genes within the human genome. The completed HGP therefore comprises a resource of detailed information about the structure, organization, and function of human DNA. Similar analyses of the genomes of other model organisms used extensively in research laboratories are also being performed. This information will change the way medical services are provided in the future, including the treatment of individuals with oral-facial clefting disorders. In addition to promoting the development of improved technologies for biomedical research and genomic analysis, project goals included training scientists to utilize tools and resources developed through the HGP to pursue biological studies that would ultimately improve human health. Specific additional benefits include an enhanced understanding of the genetic contributions to human disease and the development of rational strategies for minimizing or preventing disease phenotypes. Sequencing the human genome greatly improves our understanding of the genetic and molecular basis of disease mechanisms and suggests new therapeutic regimens for disease prevention or, at the very least, the targeting of specific treatment modalities to the individual patient on the basis of their genotype.

Abstract:
The musealisation of Castalla Castle (Spain): a project that could have been possible Between 2009 and 2017, the Castalla Castle Heritage Site Social Regeneration Project was executed with the aim of managing its entire cultural and natural heritage. Castalla Castle was one of the basic pillars of this project, and therefore its musealisation began in 2016. In this way, the fortification was equipped and included some contents that made the visit more attractive. The abrupt termination of this social regeneration project made it impossible to continue with its musealisation, as originally planned. Thus, this paper will explain the proposals that were intended to be carried out in three parts –Palau (Palace), Pati d’Armes (Lower Ward) and Torre Grossa (Large Tower)– in order to enrich the limited offer of musealised fortifications in the province of Alicante and turn Castalla Castle into a reference.

Abstract:
Abstract: The 1927 “Palace of the league of Nations in Geneva” contest meant a crucial moment for Le Corbusier in his work, amongst other things due to the subsequent raising media repercussion, helping him scheme his image to an international level. The complex palace proposal synthetizes and applies some of Le Corbusier’s main preoccupations, and opens at the same time new research fronts for future projects. An important drawing work ushers the architecture challenge. The rich design information, contained in those drawings, documents both the landscaping and the functioning proposal, as subtle constructive details. The drawings, in the formal and technical aspects, shape part of a series of proof on Le Corbusier’s representation system for these years. Although the exploration on graphic techniques risks the possibility of him winning the contest, it also gives him the opportunity to reutilize such documents for new editorial adventures such as: “Une maison, un palais”, “Vers une architecture” and “Œuvre Complète”. The study of the drawings deepens the work procedure, as well as the research he went through for an architecture project when is meant to be published in massive media. At the same time, it reasserts an innovation perspective unique of his work as an agitator and divulging person of modern architecture. Abstract:
The William Herschel Telescope (WHT) is a 4.2m telescope on La Palma, one of the Canary Islands. The University of Durham (UK) ELECTRA AO system and WHT Natural Guide Star (NGS) AO projects have entered a close collaboration to build a series of AO systems culminating in the WHT NGS system which is specified for common-user (facility) astronomical operation. The collaboration is intended to reduce technical risk through a staged development and to deliver various performance enhancements, based on the ELECTRA segmented mirror design, to the final system. The ELECTRA system, its performance and the project stages are described. The final NGS stage has an opto- mechanical design which permits AO correction to be performed at variable conjugate heights and to dither the science camera field without changing the science pupil. This system and its projected performance are described.

Daae, Helene V., M. Indriaty Susanto, and Benjamin Morgan. "Reservoir Simulation Box Model to Provide Quick-Look Forecast of Remobilizing Trapped Gas in a Gas-Water Jurassic Reservoir with Large Aquifer." In ADIPEC. SPE, 2023. http://dx.doi.org/10.2118/216281-ms.

Full text
Abstract:
Abstract Log data shows existence of residual trapped gas below the Free-Water-Level (FWL) in a high-quality (multi-Darcy) Jurassic reservoir. During reservoir depletion, it is possible for palaeo residual gas phase to remobilize. A box model was utilized, with a relatively short simulation run-time, to understand potential impacts of palaeo gas on incremental gas and condensate recovery, additional pressure support and effect on water production. Note that limited literature/field experience is currently available on this topic. This paper outlines a workflow to build a fit-for-purpose box model that represents the dynamic performance of gas, palaeo gas and aquifer zones, that contains similar volumes to the existing full field model. The box model also adopts similar fluid composition, equation of state and capillary pressure/relative permeability in the gas zone. The palaeo trapped gas and aquifer are modelled below the current FWL recognising the key uncertainties such as palaeo FWL depth, residual gas saturation, and gas remobilization saturation threshold. The box model initialization is explained to include relative permeability hysteresis, critical gas saturation and the equilibrium test parameters. The box model is a simplified representation of the full-field reservoir grid in which in-place volumes are matched. A vertical producer drains the reservoir. Homogeneous properties of net-to-gross, porosity and permeability are set using average values from the full field model, representing tank-like behaviour. The box model was first initialised and simulated without palaeo gas, to calibrate its volume to the full-field model. Three saturation regions are assumed; a live gas column, a trapped palaeo gas column and a 100% water column honouring the current and interpreted palaeo FWLs. Initialisation with palaeo gas uses a primary imbibition relative permeability model for all regions and modifies the critical residual gas saturation to match the gas remobilization saturation threshold to create secondary drainage, applicable for the trapped gas region. A residual gas saturation (Sgr) and gas remobilization saturation threshold (Sgrc) were based on analogues and literature reviews. The result shows ~50% total incremental resources and ~10 years longer production (without economic cut-off), and improved pressure support, but with additional water production. The box model was used to explore sensitivity to three critical uncertainty parameters: depth of the palaeo FWL, Sgr and Sgrc. Sensitivity shows that recovery increases with deeper palaeo FWL, higher Sgr and lower Sgrc. Trapped gas remobilization is currently treated as upside potential, rather than as inclusion to the reserves range. However, modelling trapped palaeo gas is important to give insight to how gas remobilization could increase both hydrocarbon and water production as well as pressure support, which could potentially affect fluid handling capacity, commercial negotiations, and development project economics. The ability to produce quick-look models and visualize the impact can influence the development project, especially those with marginal return.
