Abstract:
Abstract This paper reports results from a reinvestigation of multilingualism in postcolonial Palau, conducted twenty years after the first study. The first-ever ethnographic language survey conducted in 1997–1998 highlighted the diglossic nature of Palau where English replaced Japanese as the ‘high’ language, while indigenous Palauan remained as the ‘low’ spoken language. It indicated three possible future scenarios: (a) shift from multilingualism to bilingualism after the older Japanese-speaking generation passes away; (b) stability of diglossia with a clear social division between an English-speaking elite and a predominantly Palauan-speaking non-elite; (c) movement towards an English-speaking nation with Palauan being abandoned. The restudy conducted in 2017–2018 provides real-time evidence to assess the direction and progress of change, whilst the ethnographic analysis of recent changes in language policies and the linguistic analysis of teenagers’ narratives reveal the unpopularity of Palauan as a written language and the emergence of their own variety of English.

Abstract:
In this paper, I argue that this apparent problem is accounted for by the interaction of constraints. For the fixed segment [ɛ] in Cɛ-reduplication, I argue that [ɛ] is the second least marked vowel in Palauan, which appears when the default vowel [ǝ] cannot appear. I show that the Palauan facts are not only consistent with the proposals of Urbanczyk (1999) and Alderete et. al (1999), but they actually provide support of their claims. In the following section, I discuss Urbanczyk's (1999) arguments concerning ROOT faithfulness in reduplication and possible asymmetries between affix reduplicants and root reduplicants. In Section 3, I introduce Palauan reduplication and discuss Finer's (1986) observations on the resulting state verb (RSV) form. I show that the RSV forms support the classification that Cɛ-reduplicants are affixes, and CVCV -reduplicants are roots. In Section 4, I discuss the shape and vowel quality of the two reduplicants. The CVCV-reduplicant has three variants: CǝCǝ, CǝC and CV. I explain this variation, illustrating why [ǝ] appears in the first two variations. Then, I discuss the shape and vowel quality of the Cɛ-reduplicant, arguing that the fixed segment [ɛ] in Cɛ-reduplication is a special case of TETU. I show that root faithfulness constraints are crucial in determining the shape and vowel quality of the reduplicants. Section 5 is the conclusion.

Abstract:
Archaeological investigations in the Republic of Palau, Micronesia, have produced 409 radiocarbon age determinations from cultural contexts, indicating a range of Palauan occupation from about 3000 yr ago into the modern era. However, these dates are scattered among numerous sources (many difficult to obtain) and are presented in a number of different formats and calibrations. The goal of this paper is to compile a usable, systematic database of all of these Palauan cultural 14C assays. This database will be suitable for developing and evaluating chronological models, an effort being undertaken as a separate paper. Prior to constructing prehistoric colonization and cultural chronologies for Palau, the validity of each assay and the relative adequacy in sample size per cultural and environmental zones must be examined. After systematic recalibration, the reliability of the dates is evaluated in light of sample material, cultural context, and site formation processes. A method for dating monumental earthwork complexes through site formation analysis is presented. Sets of 237 valid and 58 potentially valid 14C dates remain to develop chronological models. The representation of Palau's environmental zones, site types, and regions within the dating pool is examined and compared to ensure meaningfulness in these chronological models. Newly obtained 14C age determinations are also provided.
