Abstract:
Linguists who have studied the Afro-Colombian creole language Palenquero — which shares a lexicon highly cognate with Spanish — have noted the introduction of Spanish elements, ranging from conjugated verbs and preverbal clitics to more complex morphosyntactic constructions. The apparent mixing has variously been attributed to decreolization, language attrition, code-switching, interference from Spanish, performance errors, and the possibility that such configurations have been an integral part of Palenquero since its origins. The present study reports the results of experiments conducted in San Basilio de Palenque, to probe Palenqueros’ implicit partitioning of Spanish and Palenquero. The results suggest that the Spanish incursions are not all feasibly characterized as code-switching, and do not meet the criteria for decreolization. The introduction of Spanish elements may be the residual effect of a return to the active use of a language that had lain effectively dormant for many years.

A partir de fuentes primarias recogidas en campo por los autores, complementadas por fuentes escritas en circulación en archivos y bibliotecas, se constituyó un corpus representativo de la oralitura palenquera. Este artículo es parte de una investigación mayor que emprende la difícil tarea de trasladar la expresión oral a la escritura. La triple operación de codificación (oral), recodificación (escrita) y decodificación (científico-crítica) que organiza vertebralmente nuestro trabajo, constituye una nueva puesta a punto del discurso especializado (académico) sobre Palenque, a partir del cual los mismos palenqueros han reinventado incesantemente su tradición. Apoyados en las notas etnolingüísticas y el análisis literario, hacemos una distinción entre los elementos hispanos, los elementos congoleses y los elementos originales, desarrollados in situ por esta comunidad afrocriolla del Caribe colombiano.

Summary A principal aim of this paper is to show that (1) the Palenquero (Colombia) pronominal system in toto needs to be revised in the direction of greater Africanicity, and (2) speakers of Kikongo must have played a dominant role in the formation of Palenquero. This study offers evidence for the multiple (European, African, and Euro-African) origins of the Palenquero person/number markers. I argue that the traditional etymological analyses of these markers are fundamentally flawed in two respects: First, i- (1sg.), o- (2sg.), and e- (3sg.) — allegedly Spanish-derived pronouns — are actually of African rather than European descent; and second, the genesis of y- ‘I’ involved convergence instead of direct linear descent from a single language (i.e., Spanish yo). This investigation revindicates earlier studies that have sought to emphasize the importance of the African substrate to the evolution of Atlantic contact vernaculars in general. Résumé Le but principal de cet article est de montrer (1) que le système pronominal du palenquero (Colombie) est globalement plus africain qu’on ne l’admet généralement, et (2) que le kikongo a dû jouer un rôle important dans la formation de cette langue. Cette étude offre des arguments en faveur d’origines multiples (européennes, africaines et euro-africaines) pour le système pronominal palenquero, et montre que les analyses étymologiques traditionnelles des pronoms palenqueros souffrent de plusieurs défauts (par exemple, je montre que i- (1sg.), o- (2sg.) et e- (3sg.) ne sont pas d’origine européenne, mais africaine). Cet article tend donc à confirmer les études antérieures qui ont cherché a souligner l’importance du substrat africain dans l’évolution des langues de contact atlantiques en général. Zusammenfassung Ein Hauptziel dieser Studie ist zu zeigen, dass (1) das Pronominalsystem im Palenquero (Kolumbien) in toto stärker von afrikanischen Sprachen als bisher angenommen beinflusst wurde, und (2) Kikongo eine wichtige Rolle in der Genese des Palenquero gespielt hat. Dieser Beitrag liefert Beweise für den unterschiedlichen (afrikanischen, europäischen, und euroafrikanischen) Ursprung verschiedener Palenquero-Pronomen. Die Studie zeigt auch, dass die traditionellen etymologischen Analysen dieser Pronomen revidiert werden müssen (die Pronominalformen i- (1sg.), o- (2sg.), und e- (3sg.) zum Beispiel haben keinen europäischen sondern einen afrikanischen Ursprung). Meine Schlussfolgerungen unterstützen diejenigen Studien, die versucht haben, die Wichtigkeit des afrikanischen Substrats in der Genese der atlantischen Kontaktsprachen ganz allgemein hervorzuheben.

Abstract:
A conspicuous feature of Palenquero (P) morphosyntax is the unusual, though by no means unique, often clause-final or sentence-final placement of the predicate negator nu 'not', e.g., i [NU] kelé bae aya NU 'I don't want to go there'. Previous descriptions, often cited in the literature, present oversimplified (and, therefore, misleading) accounts of the data. This paper attempts to rectify the descriptions found in Bickerton & Escalante [B&E] (1970), Lewis (1970), Friedemann & Patino Rosselli [F&P] (1983), and Megenney (1986). Based on an extensive corpus of informal spoken data, it is demonstrated that Palenqueros (Ps) systematically use not one but two basic creole negation patterns — preverbal and postverbal nu — and that the selection of construction signals important discourse pragmatic information. The study goes beyond earlier accounts by providing evidence that the syntax of postverbal nu is not, as generally claimed, utterance-final. The frequent placement of this negator at the end of a clause or sentence depends rather on the absence of constructions which occur infrequently. Such facts, together with the argument that a preverbal negation strategy cannot be viewed as a simple case of interference from Spanish (S), show that, contrary to the opinion of previous investigators, P negation exhibits virtually no signs of decreolization.

Este artículo se da a conocer la importancia del kuagro para los integrantes de la comunidad del Palenque de San Basilio en el departamento de Bolívar en Colombia; es una instancia social-administrativa donde sus miembros sienten su vida social potencializada, allí fortalecen la cultura que los caracteriza, su identidad como palenqueros. Además, les facilita el respeto por las diferencias y el reconocimiento de los otros. Los kuagro hacen parte del patrimonio inmaterial de San Basilio de Palenque, fueron conformados durante la época de la colonia como mecanismo de resistencia ante las condiciones infrahumanas que les tocó vivir a los esclavizados africanos. Son grupos etario conformado por mujeres y hombres alrededor de los seis a nueve años de edad, que se fortalece en la pubertad y perdura hasta la muerte. Un kuagro Puede estar conformado por mitad masculina, mitad femenina, solo por hombre o solo por mujeres. Para la comunidad palenquera ser miembro de un kuagro, es contar con el apoyo incondicional de hombres y mujeres que basados en unas reglas intrínsecas de la organización siempre estarán para apoyarse en cualquier circunstancia teniendo en cuenta los valores que los caracteriza. Entre estos tenemos: Respeto, solidaridad, consideración, amor y lealtad entre otros. El kuagro conformado desde la época de la colonia como una estrategia militar para defenderse de los esclavizadores europeos, hoy pervive como un legado ancestral que dinamiza toda la cultura de la comunidad de San Basilio de Palenque.

El enfoque diferencial étnico logra cierta trayectoria entre algunas instituciones del Estado que atienden asuntos sociales, culturales y de reparación. El artículo propone una guía para la implementación de dicho enfoque -incluyendo el aspecto racial- para personas, colectivos, comunidades y pueblos negros afrocolombianos raizales y palenqueros. Para ello, retoma y analiza el discurso institucional de dicho enfoque e invita a las instituciones a construir derroteros con acciones puntuales, planeadas y reflexivas. Se concluye que este tipo de intervención debe incidir en la transformación de las injusticias socioeconómicas, raciales y culturales que sufren las y los afrodescendientes en Colombia.

Abstract:
The least understood aspect of Palenquero phonology is its intonational system. This is a serious gap, as it is precisely in the realm of prosody that the most striking phonological differences between Palenquero and (Caribbean) Spanish are apparent. Although several authors have speculated that African influence may be at the source of Palenquero’s peculiar intonation, to date published research offers no detailed information about the intonation of the creole. The goal of this study is to remedy this situation. Here we identify several specific intonational features where conservative (or older-generation) Palenquero differs from (Caribbean) Spanish. One of these features is a strong tendency to use invariant word-level contours, with a H tone on the stressed syllable and L tones on unstressed syllables, in all sentential contexts, including prenuclear positions. A second feature that we have identified is the use of a sustained phrase-final high or mid level contour in declaratives accented on the final syllable, and a long fall in declaratives accented on the penult. The final section addresses the issue of the possible origin of these intonational features. We point out similarities with Equatorial Guinea Spanish and conclude that, at some point in the history of Palenquero, the Spanish prosodic system was interpreted as involving lexical tone, in conformity with claims in the literature regarding several Atlantic creoles.

Este artículo analiza el impacto de la identidad palenquera en las reivindicaciones del movimiento social afrocolombiano y sus perspectivas políticas en el contexto de la democracia en Colombia, los retos y desafíos para transformarla a favor de la pluralidady diversidad cultural como principio que fundamenta el ejercicio de la alteridad y las diferencias. En ese orden de ideas, el Proceso de comunidades negras, como expresión del movimiento social afrocolombiano, desde la identidad palenquera, articula el devenir delas diferentes formas organizativas propias que la integran, surgidas al calor de los procesos de concertación con el Estado e iluminados por la ley 70 de 1993, decretos, pactos y acuerdos convergentes. La relación dialéctica identidad y movimiento social, permite dimensionar el papel de este como escenario principal donde confluyen los distintos quehaceres del pueblo afrocolombiano, negro y raizal, palenquero, para preservar y fortalecer sus referentes culturales de raigambre africano, gestionando el cumplimiento de sus derechos sociales, económicos, territoriales, ambientales y políticos, como soportes de la pluralidad y diversidad democrática.

Ao fazer uma pesquisa em perspectiva comparada, o objetivo foi analisar se os marcos normativos de educação específica conquistados nos dois países pelos movimentos quilombolas e palenqueros preveem orientações para a “descolonização dos currículos”, fundamental para o que entendo, em conjunto com essas comunidades, como práticas educativas antirracistas e emancipatórias. Para isso, estabeleço como objetivos específicos: a) historicizar o tema da educação e da luta dos povos negros no Brasil e na Colômbia por escolarização e enfrentamento ao racismo; b) interpretar nos documentos elaborados pelas e pelos quilombolas de Conceição das Crioulas (Brasil, Pernambuco) e palenqueros da região de Nariño (Colômbia) como as dimensões culturais, a memória, a ancestralidade, as identidades são articuladas em seus projetos de escolarização; c) refletir sobre como as dimensões culturais desses grupos, isto é, seus projetos de sociedade fazem parte dos processo de elaboração e de expressão das suas soberanias intelectuais. É, portanto, um estudo qualitativo desses documentos, que retrata os desafios ainda enfrentados pelas e pelos quilombolas e palenqueros para terem projetos de educação respaldados pelos seus conhecimentos e de acordo com suas demandas e projetos de sociedades.<br>In this thesis, I will compare the public policies emphasizing on the curricular guidelines that are oriented towards the rural black communities in Brazil and Colombia. In order to do a research in a comparative perspective, the main goal was to analyze whether or not the regulatory frameworks from specific education achieved in both countries by Quilombolas and Palenqueros envisage orientations to the “decolonization of the curriculum”. This assertion is fundamental to what I understand, together with these communities, as emancipatory and anti-racist educational practices. To achieve this fundamental process, I have established some specific goals: a) to historicize the education theme and the struggle of black people for schooling and for confronting racism in Brazil and Colombia; b) to interpret from the documents elaborated by Quilombolas from Conceição das Crioulas (Brazil, Pernambuco) and Palenqueros from the region of Nariño (Colombia) how the cultural dimensions, namely, the memory, the ancestry, the identities were articulated in their schooling projects; c) to reflect how the cultural dimensions from these groups, such as their societal projects, may be integrated into the process of elaboration and expression of their intellectual self-determination. Therefore, it is a qualitative study from these documents which depicts the challenges still tackled by Quilombolas and Palenqueros to have schooling projects supported by their own knowledge and according to their own requirements and projects of societies.

O contexto sociopolítico Latino-Americano vem se modificando nas duas últimas décadas por conta de processos de redemocratização política que evidenciaram as seguintes questões: 1)Estados que se reconheceram como multiculturais e pluriétnicos; 2) Estados que adotaram políticas públicas de reconhecimento de direitos culturais e etnicorraciais direcionados às populações negras e indígenas. Esse é o caso de Brasil e Colômbia, países em que as ideologias de mestiçagem e democracia racial vêm perdendo espaço para a problematização das desigualdades sociorraciais e políticas de reconhecimento. A partir desse quadro situacional analiso os processos de construção e desenvolvimento das políticas públicas para comunidades negras (quilombos) no Brasil e palenques na Colômbia. Nesse objetivo estão enquadradas a construção e aplicação do Programa Brasil Quilombola (2004) e a Lei 70 colombiana (1991), mais conhecida como a Lei dos Negros, entre ambas há um ponto em comum: a garantia de direitos territoriais para populações negras. Isso faz com que Estado e sociedade enfrentem problemáticas sociais, até então, ignoradas ou minimizadas: territorialidade e racismo. Esse entrelazamiento de questões cruciais nos faz refletir sobre como isso está ocorrendo? Quais são as dificuldades? Quem são os atores sociais envolvidos? Essas questões motivaram a elaboração da tese de doutorado Entre Quilombos e Palenques: um estudo antropológico sobre políticas públicas de reconhecimento no Brasil e Colômbia.<br>The Latin American sociopolitical context has been changing in recent decades because of sociopolitical processes that have brought: 1) states that if recognized as multicultural and pluriétnicos; 2) states that adopted policies for the recognition of cultural rights and etnicorraciais directed at black populations and indigenous. From this situational context this paper seeks to present an anthropological analysis of the processes of construction and development of public policies on land rights for black communities in Brazil and Colombia through Brazil Quilombola Program and Law 70 Colombian, more known as the \"Law of the Blacks\", between the two there is a point in common: the guarantee of territorial rights for black populations. This makes the state and social problems facing society, hitherto ignored or minimized: territoriality and racism. This \"interlacement\" crucial issues makes us reflect on how this is happening? What are the difficulties? Who are the actors involved? These issues motivated the development of the doctoral thesis \"Between Quilombos and palenques: an anthropological study on public policy recognition in Brazil and Colombia.\"

Abstract:
The subject of this thesis is the temporary and travelling exhibition Velorios y santos vivos: comunidades negras, afrocolombianas, raizales y palenqueras [Wakes and living saints: Black, Afro-Colombian, Raizal and Palenquero communities]. ‘Velorios,’ as many people involved in the project referred to it, portrayed Afro-Colombian funerals and devotions to Catholic saints, and was on display in the temporary exhibitions hall in the National Museum of Colombia, in Bogotá, from 21 August to 3 November 2008. Before it closed, a travelling version was designed that began to go around the country in 2009. When I wrote this thesis, ‘the Itinerante,’ as the travelling version was referred to at the Museum, was still available as one of the displays that its Travelling Exhibitions Programme (TEP) offered to the public. I use Velorios and the Itinerante as the main ‘characters’ in an ethnography of the National Museum of Colombia, where I explore the different instances in which this major exhibition produced visibilities and invisibilities regarding the place of Afro-Colombian people in the nation. As a museum, this institution is responsible for managing, researching and displaying its four collections (of art, history, ethnography and archaeology) but also, as one of the Ministry of Culture’s ‘special administrative units,’ it is in charge of designing and implementing policies that regulate all the other museums in Colombia. This is in keeping with national and international official legislation regarding cultural heritage, like the National Culture Plan and UNESCO’s resolutions, and in support of the development and strengthening of museums, museology and museum design in the whole country. Here I show what these responsibilities and duties translate into on the ground. The themes that the thesis explores are i) (in)visibility, ii) participatory collaboration and, also as the means to approach these themes, iii) documents and documentation. They are all components of the kind of curatorship that this museum exhibition conveyed.
