In 1880, following a two-generation-long civil war, Argentina embarked upon a critical period of nation-building, which culminated in the centennial celebrations of 1910. In The Argentine Generation of 1880: Ideology and Cultural Texts, David Foster has commented upon the inconclusiveness of national cultural formation as Argentina turned from the nineteenth to the twentieth century, the uncertainty of how much from the provinces would be incorporated into the elite-constructed culture emanating from the port city of Buenos Aires. The recently published work of Roy Hora, The Landowners of the Argentine Pampas: A Social and Political History 1860-1945, and the work of Tulio Halperin, “The Buenos Aires Landed Class and the Shape of Argentine Politics (1820-1930),” which preceded it, further heighten the significance of provincial-porteño interaction at this point in Argentine history. Halperin and Hora find that during these years, and beyond, the socio-economic and the political elite of Argentina was not a unified whole, but rather two distinctive groups. In the leadership of the socio-economic elite was a landed class based on the estancias of the Argentine pampa and overwhelmingly porteño in character. Provincials dominated the political elite, as the provinces ‘captured’ the federal government in the years following their reunification with the province of Buenos Aires in 1861. Participation in the federal government brought the provincial political elite into contact with the porteño estancieros who dominated the socio-economic elite, as these were almost universally resident in the federal capital. But Roy Hora has described the relationship between the two groups as “problematic.”

Abstract:
The changing status of the Indian population in postindependence Spanish America has been a major theme of historical research and writing, with primary emphasis for obvious reasons on the cases of Mexico and Peru. Bolivia and Guatemala have received a secondary share of attention, but other countries have been relatively ignored. Certainly the case of Argentina is seldom cited save in connection with the ebb and flow of the frontier between Creole settlements and semiautonomous native peoples of the Pampa and Patagonia. The latter story, of course, has more in common with that of westward expansion in the United States than with the situation of settled Indian communities in Mexico or the central Andes. But there are some exceptions even in Argentina, involving native communities more akin to those of Cuzco or Chiapas than to the original inhabitants of Kansas and Wyoming or of the Argentine Pampa.

Abstract:
This book is a collection of articles dealing with the phonology and dialectology of Wichí (referred to in the past as Mataco) and Mapuzungun (also called Mapudungun or Mapuche), two unrelated Amerindian languages of South America. Published by the Universidad Nacional de La Pampa, it is the end result of a three-year project funded by the Argentine government, the purpose of which was to study dialect variation in these languages. All of the authors are specialists in the indigenous languages of Argentina, and all but one are teachers or researchers at Argentine universities or research institutions. Adopting the “dynamic synchrony” approach of the French functionalist school as a methodological-theoretical perspective, the book pretends to give an overall view of the dialectical continua of the Argentine varieties of the languages under study and at the same time to provide some understanding of sociolinguistic variation and ongoing phonological change in both languages. The four articles on Wichí and the single article on Mapuzungun found in this volume, while falling short of constituting a systematic survey, make significant steps toward achieving these difficult and important goals.

En Amérique du Sud, depuis une quarantaine d’années, le soja s’est imposé dans les régions rurales historiquement consolidées (Pampa argentine, Sud du Brésil, Ouest uruguayen, Est paraguayen) ainsi que dans les zones de fronts agricoles (Cerrado brésilien, Chaco argentin,Orientebolivien). Il entre dans les schémas de double culture annuelle sur la même parcelle et il a accéléré le délaissement de la combinaison élevage-agriculture au profit d’une agriculture en continu. Ainsi, cinq pays se sont progressivement spécialisés dans la production de ce protéagineux : Brésil tout d’abord, Argentine et Bolivie ensuite, Paraguay et Uruguay enfin. Cependant, au-delà d’une apparente convergence sous-continentale, certaines modalités régionales et locales diffèrent. De plus, au côté des États-Unis, ces pays constituent l’autre grand pôle sojicole du continent américain, qui s’est à son tour rendu incontournable sur le marché mondial des quatre co-produits : graines, protéine, huile brute et biodiesel. En effet, si le Brésil possède un marché national conséquent, les autres pays produisent du soja pour l’exporter.

Abstract:
La thèse a pour objectif de décrire et d’analyser, de manière ethnographique, à partir des pratiques et de diverses relations de soin (care), l’agentivité (agency) des femmes en milieu rural. L’étude se fonde sur l’analyse d’un travail de terrain ethnographique, effectué entre 2014 et 2017, dans un district rural de la province de Buenos Aires qui s’organise autour de la culture et de la commercialisation du soja. Durant ce travail de terrain, j’ai observé et travaillé avec les coordinatrices et les participantes de trois espaces d'intervention sociale différents: un groupe de théâtre communautaire (comunitario), un groupe de médecine comunitaria et un groupe de promotion de l’horticulture familiale agro-écologique. La perspective théorique de ce travail s’inspire de, mais aussi nuance et diversifie les études féministes du care et dialogue avec certaines théories sociales relatives à l’agentivité humaine.Dans la province de Buenos Aires, la vie professionnelle, économique et domestique a été directement impactée par le modèle de sojización. Cette nouvelle dynamique de production a entraîné une transformation de l’agentivité des femmes. De même, le développement d’espaces communautaires (comunitarios) sur lesquels repose le travail de terrain ethnographique de cette thèse, influence la capacité d’agir de ces femmes, en promouvant une politique dissidente des femmes et en contribuant à leur constitution en tant que sujets politiques. On a pu constater que ce sont principalement les femmes –qui s’occupent de leurs filles et de leurs fils, des personnes des quartiers (barrios), de l’environnement, et d’elles-mêmes– qui franchissent les limites de la «discrétion» et, comme elles le disent elles-mêmes, «n’ont plus honte”» de proposer des répertoires moraux alternatifs pour transformer la vie de la communauté.Fruit d’une rencontre heuristique avec des théories émiques, fondé sur une ethnographie fine, ce travail ouvre une discussion d’une part avec les propositions informées par les «regards métropolitano-centriques» et de l’autre, avec celles résultant des désirs académiques ou politiques des féminismes euro-centrés. En dialogue avec le féminisme postcolonial, il invite à penser l’agentivité et la politicité des femmes-mères-soignantes (mujeres-madres-cuidadoras) dans des univers ruraux, à partir de perspectives socio-anthropologiques, historiques et situées.À l’époque où le féminisme et les inégalités de genre sont placées à l’agenda des politiques, cette thèse se présente à l’encontre des sens communs et universitaires qui soutiennent que le care –sous toutes ses formes– ôterait seulement des possibilités aux femmes. Au contraire, à partir d’une vision dichotomique des relations de genre, ce travail soutient que certaines caractéristiques attribuées aux femmes, et relatives au soin/care, alimentent l´agentivité de ces femmes et constituent leur source de potentiel pouvoir. Elles leur permettent de devenir «dissidentes» étant généralement perçues comme des personnes «qui prennent soin», «qui ne font que de bêtises» et «qui ne sont pas dangereuses». Se construit ainsi une division sexuelle de la participation et du travail social et moral, les femmes étant celles qui peuvent rendre leur critique publique, avec un risque social moindre que pour les hommes
This dissertation presents an ethnographic description and analysis of women’s agency in a soy-producing district of the rural interior of the province of Buenos Aires, as observed through diverse care practices and relationships. The study is based on the analysis of ethnographic fieldwork carried out between 2014 and 2017, which followed the coordinators and participants of a community theater group, a community medicine group, and a group of advocates and practitioners of agroecological family farming. The theoretical framework of the study takes its inspiration from feminist studies on care, adding nuance and expanding upon these, as well as discussing certain social theories regarding human agency.The expansion of soy cultivation has impacted economic, domestic and working life and, as a consequence, the new production model in the interior of Buenos Aires province has enabled a transformation in the agency of women. Likewise, the community development spaces discussed in this dissertation also influence women’s agency by promoting political dissent among women and contributing to their emergence as political subjects. Thus, it is mainly women—who care for their children, for those from outlying neighborhoods, for the environment and even for themselves—that break the barrier of “discretion” and, as they say, “lose their sense of shame” and propose alternative moral repertoires for a community in transformation.A product of the heuristic encounter with the native theories of this ethnography, this dissertation challenges metropolitan-centered viewpoints and the academic and political longings of Eurocentric feminism. In dialogue with postcolonial feminism, it encourages a consideration of the agency and political activism of women-mothers-caregivers in the rural world from a historically-situated socio-anthropological perspective. At a time when feminism and gender inequality are very much present in the public agenda, this dissertation challenges certain common sense and academic notions that maintain that care, in all its diverse forms, only limits a woman’s possibilities. In contrast, this dissertation argues that certain characteristics of caregiving that are attributed to women through a binary vision of gender relations serve to mobilize the agency of women and function as a source of potential power thereby enabling women—who are often perceived as “caregivers” that do “menial tasks” and are not “dangerous”—to become dissidents. In this way, participation, social and moral work are divided along gender lines, wherein women are able to make their criticisms public as they experience less risk to their reputations than men

L’élevage familial gaucho, une catégorie spéciale dans le monde de l’agriculture familiale, a été longuement ignoré par le milieu académique et par les décideurs. Le scénario où se déroule l’élevage familial gaucho – la Pampa – est un biome en profonde transformation qui, même riche, a le plus petit pourcentage de surface légalement protégée, en plus des passifs environnementaux à réversibilité difficile. Cette dévalorisation naît du manque de politiques d’appui au secteur et à l’exode massif des éleveurs familiaux qui, marginalisés ou forcés à choisir un système d’élevage en confinement des animaux [feedlot], finissent par louer ou vendre leurs terres à des entreprises multinationales dédiées aux monocultures de soja ou eucalyptus. Dans ce travail, nous analyserons les perceptions et les stratégies d’adaptation des éleveurs familiaux de viande bovine du biome Pampa de l’Argentine, de l’Uruguay et du Brésil face à la concurrence entre l’élevage traditionnel et l’agriculture à grande échelle. On utilise les concepts de vulnérabilité, résilience, adaptation et de double exposition aux risques climatiques et socio-économiques comme l’explication théorique plus consistante pour la réalité trouvée. Comme données primaires, nous avons interviewé 75 familles d’éleveurs [25 par pays] avec des formulaires semi-structurés qui cherchaient à identifier, à travers la méthode de l’analyse thématique, leurs modes de vie. C’est à partir de ces données que nous avons conclu que l’élevage familial gaúcho constitue un lien important entre emploi, production, durabilité et contention sociale
Gaucho family livestock producers are a special social category in the family agriculure world. They have been traditionally ignored by researchers and decision-makers. Like their livelihoods, the context in which gaúcho family farming takes place – the Pampa biome – is also experiencing deep transformations. In spite of its rich biodiversity, the grasslands of the Pampas have one of the smallest areas of legally protected land in the world and is subject to environmental passives of difficult reversibility. This lack of interest in the Pampas and its family livestock producers has led to the absence of public policies tailored to that sector and the massive exodus of family farmers to the cities. Thus marginalized, and forced to intensify their production through systems such as feedlots, many of them choose to rent or directly sell their land to multinational soybean or eucalypt companies. We have conducted a thematic analysis of 75 semi-structured interviews to family livestock producers [25 per country]. The semi-structured questionnaires aimed at discovering their livelihoods and adaptation strategies. We use the concepts of adaptation, resilience, vulnerability and the double exposure framework as theoretical tools to explain this complex reality. We conclude that gaucho family livestock production is a positive link between employement, production, sustainability and social contention

Dans la perspective de l'etude de l'estancia en tant qu'entreprise capitaliste produisant pour le marche et de ses proprietaires comme veritables hommes d'affaires, on propose leur analyse sur la base des sources comptables (livres de comptes, correspondance, successions, inventaires). Les documents conserves pour ces domaines nous ont permis le regard microspique qui nous permet de focaliser et de traiter certains problemes classiques de l'histoire rurale : l'organisation de la production (specialisation de la production et incorporation de la technologie), l'organisation du travail (structure socio-professionnelle), l'organisation de la commercialisation (marches et mecanismes de commercialisation), et au terme de ces analyses l'evaluation et la valorisation de la rentabilite de l'estancia en tant qu'entreprise capitaliste rationnelle et de son proprietaire comme un veritable homme d'affaires. L'etude inclut en outre l'analyse de l'estancia en rapport au processus de concentration et de fragmentation de la propriete de la terre en liaison avec les variables que sont la structure familiale et les relations de parente. Ce qui permettra de rendre compte des formes prises par le processus de conservation et de transmission des biens fonciers. L'objectif est, a travers la "biographie" de certains de ces cas particuliers d'estancias, de parvenir a une meilleure comprehension des caracteristiques de la structure interne de notre espace regional en tant que matrice ou convergent les dimensions physique, economique et sociale dans un temps determine. We propose to analyse estancias based on the study of accountacy sources (books, letters, inventories and inheritances), considering both the estancia as a capitalist enterprise which produces for the market, as well as their owners, who behaved as real businessmen. In this respect, records kept allowed us a microscopic analysis which led us to center our study in some classical problems organization of the production (specialisation of the production and adoption of new technologies), and organization of commercialization (markets and distribution mechanismes). After our analysis, we are in a position to evaluate and valorize the rentability of the estancia, a capital enterprise whose owner acted as a true businessman. We also analyze the role of estancias in the real estate processes of concentration and fragmentation, in relation with families structures and parenthood links. We can thus show the multiple ways taken by process of preserving and transmitting the properties. Our objective is to use the biography of some particular estancias as a way to achieve a better understanding of the defining caracteristics and internal structure of the region, considered as a matrix where physical, economical and social dimensions converge at a fixe to remark and put in perspective regional and temporal variations

Abstract:
More than two million people in the Chaco-Pampean plain in central Argentina are affected by high As levels in groundwater. The concentrations of As are far exceeding the WHO standard limit for safe drinking water of 0.1 μg/L and the provisional Argentinean limit of 0.5 μg/L. The NE of La Pampa province is one of the areas affected with geogenic As in shallow aquifers within the Chaco-Pampean plain. These aquifers are in closed basins and they are only available water resource of the region for drinking and agriculture purposes. The Pampean aquifer is composed of a multi-layered system of Quaternary loess deposits covered by aeolian sands and also containing layers of rhyolitic volcanic ash, which is considered the primary source of As. Volcanic ash layers can be visible in the shallow sediments or intermixed in the loess. During the weathering of volcanic ash sediments As is dissolved to the aqueous phase and can be quickly adsorbed or co-precipitated on secondary Fe, Al and Mn oxy-hydroxides under favourable conditions. Also, previous more arid climatic conditions have led to the formation of carbonate "calcrete" layers in the top sequences of the loess and this has affected the geochemistry of the aquifer. Two sites were investigated in the NE of La Pampa province in order to assess (i) the quality of groundwater for drinking water use, (ii) the distribution of As and other trace elements in shallow aquifers and (iii) to understand better the factors controlling its mobility in groundwater. The results showed that groundwater was circum-neutral to alkaline and under moderate oxidizing conditions. The predominant groundwater composition was of Na-HCO3 for fresh water and Na-Cl-SO42- for brackish water types. High salinity levels are evidenced by the high Electrical Conductivity and might be explained by to the high evaporation rates. Groundwater sampled in both areas was enriched with As, F and other trace elements at different ranges of concentration. From the total As concentrations, arsenate As(V) predominated over arsenite As(III) species. Shallow groundwater is also enriched with fluoride exceeding the WHO standard limit of 1.5 mg/L and placed in the same As hotspots. One possible factor controlling the mobility of As is the high pH of groundwater, which is controlled by the carbonates equilibrium. Under this high pH conditions As is less strongly bind to Fe, Al and Mn oxy-hydroxides and can be easily mobilized to groundwater when other competing ions are getting adsorbed on the surface sites of binding minerals.

Ce travail original fait la lumière sur l'origine et l'évolution du cheval de race Criolla en relation avec l'origine et l'évolution de la culture des Indiens Pampas. Ces indigènes américains, venant généralement de l'actuel territoire chilien, ont adopté le cheval arrivé d'Europe dans la pampa à partir du XVIe siècle et ont développé une culture dont le centre était le cheval. Cet animal a également connu une évolution : originaire d'Europe, la vie dans la grande plaine argentine l'a modifié mais c'est surtout le travail de sélection inconscient fait par les Pampas qui va permettre l'apparition du cheval Criollo, récupéré et organisé, au début du XXe siècle, en tant que race par le Professeur Solanet et ses amis. L'influence des indigènes dans le processus de formation de la race Criolla est désormais claire ainsi que les fondations de la culture des Indiens Pampas
This original work explains the origin and the evolution of the Criollo horse in relation to the Pampa Indian 's culture. The Native Americans, generally coming from the actual Chilean territory, adopted the horse arrived from Europe in the Pampa from the 16th century and developed a culture which center was the horse. The animal suffered an evolution as well : coming from Europe, the life in the great Argentine plain modified it but it is especially the work of unconscious selection done by the Pampas that is going to allow the apparition of the Criollo horse, got back and organized as a breed at the beginning of the 20th century by Professor Solanet and his friends. The influence of the Native Americans in the formation of the Criollo breed is now clear as is the foundations of the Pampa Indians' culture

Cette thèse porte sur l’étude de la gestion du combustible osseux et végétal dans différents exemples de sites archéologiques de l’Holocène, en Argentine. Nous avons, d’une part, développé une approche ethnoarchéologique et expérimentale complétée par une analyse anthracologique des charbons de bois, une description des os brûlés, des analyses physico-chimiques (MEB, CHN-RC, diffraction des rayons X) et la caractérisation des propriétés du combustible ligneux de la Puna (taux d’humidité et taux de cendres). D’autre part, nous avons réalisé l’étude des résidus de combustible (charbons et os brûlés) provenant d’occupations archéologiques de groupes de chasseurs-cueilleurs de la Pampa et de la Puna et de groupes agro-pastoraux de la Puna. Nous avons pu ainsi émettre différentes hypothèses de gestion du combustible dans ces groupes lié au type de sociétés, à la fonction du site, au type de combustible et à l’environnement

On the one hand, we developed an ethnoarchaeological and experimental approach completed by a charcoal anthracological analysis, a description of burnt bones, physical and chemical analyses (SEM, CHN-RC, X-ray diffraction) and characterisation of Puna fuelwood properties (moisture and ash). On the other hand, we carried out the study of fuel residues (charcoal and burnt bones) from archaeological occupations of hunter-gatherers groups of the Pampa and Puna and agro-pastoral groups of the Puna. We were able to make different assumptions on fuel management in these groups linked to the type of society, the site functionality, the type of fuel and the environment

Abstract:
Soils of the Argentine Pampas have been developed over same parent material (loess), but evolved under different topography and land use. This led to different soil structural behaviour. In the flooding Pampa of Argentina soils (Solonetzes) are flooded each winter-spring and dried each summer, and are grazed by livestock all year round. Little is known about cattle trampling effects under these environmental conditions. In the nearby rolling Pampa, there are silty loams affected by physical deterioration and water erosion losses after long term conventional tillage (CT). After continuous zero tillage (ZT) these soils often develop shallow compaction. Little is known about abiotic and biotic mechanisms of structural recovery. The general objective of this thesis was to analyze comparatively natural and made-man factors affecting soil structural behaviour in soils with similar parent material (loess) and vegetation (grassland), but later affected by different relief and soil use factors. In the flooding Pampa results showed the occurrence of significant soil volume changes by swelling and shrinking. Soils swell during flooding because of a process of air entrapment. Livestock trampling causes the mechanical destruction of surface macropores in summer when soil dries. The regeneration of damaged pores takes place during flooding, when soils swell at maximum. Droughts -and not floods- cause negative environmental effects in this area. In the rolling Pampa similar soil macropore volumes were determined in pasture, CT and ZT situations, showing none effect from soil management. Topsoil hardening was often found after short term ZT. Results from a greenhouse experiment showed that aggregate stabilization requires a previous fragmentation by short wetting-drying cycles. Clod shrinkage curves and soil cracking studies showed that silty loams do not have the expected poor response to W/D cycles. However, their air filled porosity increases little during drying. Results showed topsoil aggregation to be mainly abiotic in the flooding Pampa, and abiotic and biotic in the rolling Pampa, showing different structural behaviour in soils evolved from same parent material but different relief and land use.

Dans la région pampéenne, les politiques néolibérales et le développement rapide d’une agriculture de firme laissent supposer que les agriculteurs de type « familial » sont menacés du fait des nombreuses incertitudes qui pèsent sur l’avenir. Cette thèse montre au contraire en quoi ces « situations d’imprévisibilité » conduisent ces acteurs à s’interroger sur leurs compétences, à rechercher pour les activer différentes ressources construites dans l’expérience sociale ou professionnelle, pour réagir, s’adapter, résister… autant de postures d’actions décisives pour définir de nouvelles pratiques, bifurquer vers de nouvelles professions ou imaginer de nouvelles formes de penser et de pratiquer l’agriculture. A partir d’une analyse sociologique des trajectoires et des bifurcations vécues et relatées par différents producteurs d’un même territoire rural (Balcarce), cette recherche permet : 1. de reconstruire des trajectoires professionnelles qui illustrent les transformations récentes de l’agriculture pampéenne et les processus d’émergence des nouvelles identités professionnelles qui coexistent aujourd’hui dans les territoires ruraux ; 2. de mettre en lumière les stratégies ou modalités par lesquelles des acteurs construisent leurs décisions et actions pour répondre à un projet et 3. d’interroger la pertinence du concept d’adaptation que ce soit pour analyser les changements vécus par des agriculteurs ou pour penser de futurs dispositifs pour les accompagner dans leurs projets
In the Pampa neoliberal policies and the rapid development of « firm agriculture » suggest that family-type farmers are threatened due to the many uncertainties about the future. On the contrary the present thesis shows how this unpredictability leads these actors to draw on their experience in order to develop new practices and branch out into new occupations. The point is whether this reflexive capacity can be interpreted as a form of resistance, adaptation or empowerment. This thesis aims to provide a sociological analysis of the life trajectories and bifurcations as experienced and related in life narratives by different producers of the same rural area (Balcarce). The purpose is: 1. to reconstruct professional trajectories illustrating the recent transformations of Pampean agriculture as well as the emerging processes of the new occupational identities which coexist today in the rural areas ; 2. to highlight the strategies or modalities through which actors construct their decisions and actions and 3. to question the relevance of the notion of adaptation as a way to analyse the changes as experienced by the farmers or develop new schemes to support them in their projects

The GasPacífico Project involved the construction of 543 kilometres of NPS 20 and NPS 24 high pressure gas pipeline to connect the natural gas reserves in the Province of Neuquen, Argentina to the industrial and domestic demand in and near the city of Concepción, Chile. The pipeline crossed the Pampas of Argentina, the imposing Andes mountain range, the Coastal mountain range and the highly populated agricultural terrain of the Central Valley (740 individual landowners in total) leading to the west coast of Chile. TransCanada International Ltd. was responsible for the overall project management of the GasPacifico Project which included design, construction and contract administration. In March 1998, the Project Team began the procedure to pre-qualify bidders, to prepare contract documents and to call for bids in preparation for the selection of construction contractors for the project. Contracts were awarded on July 30, 1998. The proper selection of the Contractors was considered of paramount importance in the project because of the high degree of difficulty of the project, the budget constraints, and the very limited time available for construction. The details of the process established for the selection of the Contractors for the GasPacífico Project as presented in this paper include: • the criteria for the pre-qualification of the bidders; • the technical evaluation format; • the commercial evaluation format; • sensitivity studies for unit rate items and extra work; • the application of the technical/commercial evaluations to the final selection.
