Abstract:
En un momento histórico tan crucial para Túnez como el del protectorado francés, el ambiente cultural era un crisol donde multitud de ideologías, internas e importadas, pugnaban por ganar el terreno intelectual y político. Por una parte, teorías como la salafiyya, el reformismo islámico y el panarabismo entraron con fuerza desde territorios de mayoría islámica; por otra, llegaron de Europa, con los colonos y los trabajadores, numerosas ideologías de izquierda, como el marxismo, el anarquismo o el socialismo. En este artículo se analiza el ambiente intelectual y político de Túnez durante la primera mitad del protectorado francés, con especial atención a estos dos grupos de ideologías.

Abstract:
La experiencia nasserista durante el período 1952-1970 permitió formas alternativas de desarrollo económico a las que existían hasta ese momento en la región, constituyendo, además, la génesis del panarabismo entendido como la expresión de un deseo de desarrollo independiente y nacional que rompiera con la dominación occidental e imperialista a la que estaban sujetos la mayoría de los países árabes durante estos años.
 A lo largo de esta investigación abordamos el análisis de la experiencia nasserista en términos de posibilidades y límites, así como sus especificidades a nivel económico. A partir del marco teórico del paradigma de la modernización y mediante el examen de las principales estrategias implementadas, defendemos la existencia de una forma egipcia de intentar superar el subdesarrollo. Lejos de ser un modelo de desarrollo perfecto, su impacto en la economía fue positivo pero limitado: permitió un proceso de modernización económica, pero no logró un cambio estructural de la economía.

Abstract:
This article analyses and describes the political thought of Mīšīl ʿAflaq, the founder—together with Ṣalāḥ al-Dīn al-Bīṭār—and the main ideologue of the Arab Baʿṯ Socialist Party (Ḥizb al-Baʿṯ al-ʿarabī al-ištirākī).1 Mīšīl ʿAflaq was an atypical figure in his contemporary Middle Eastern society, who differ from the strongmen that typified his era such as Ǧamāl ʿAbd al-Nāṣer and Qaḏḏāfī. He was an intellectual, a philosopher, who, with his ideas of Panarabism and Arab socialism affected more than a generation of Arab youth. His dream of Arab Unity became a reality from 1958-1961 with the merger of Egypt and Syria into the United Arab Republic, and the Panarabist Party he created became one of the key players in Middle East from the 1940s onwards. This paper, after sketching a brief biography of Mīšīl ʿAflaq, focuses on his understanding of Nationalism and Arab Socialism, on which his ideology is grounded. By connecting these two ideas, he created a monist ideology in which the mission of Arab Unity is both the starting point and the final goal.

Abstract:
The renaissance of Islamism is often interpreted as a counteraction against modernization pressures or as a reaction to western, »«orientalistic« stereotypes on Arabic societies. However, a differenciated analysis shows that fundamentalism was preceded by a failed 'Arabic Socialism' which benefitted the bureaucratical and military elites. Tue economic liberalization (»infitha«) that was initiated in the 70s demanded victims, from whose ranks fundamentalism recrutes its followers. Socialistic alternatives have been discredited by the tactical alliance between the Communist Parties and the old nationalistic parties.

Pozornie sprzeczne, wzajemnie wykluczające się idee arabskiego nacjonalizmu oraz panarabizmu, w okresie dwudziestolecia wojennego występowały symultanicznie i stanowiły podwójny opór względem rosnącej na świecie dominacji państw Zachodu (Płanowski 2006: 252). Kiedy już w trakcie światowego konfliktu na konferencjach w Jał­cie, Teheranie i Poczdamie przygotowywano grunt pod utworzenie nowego ładu w re­lacjach pomiędzy Stanami Zjednoczonymi, państwami Europy Zachodniej oraz ZSRR, w państwach arabskich dojrzewała koncepcja utworzenia dużej, wspólnej organizacji panarabskiej, realizującej ich partykularne interesy gospodarcze i polityczne. Drogą roz­mów multilateralnych wypracowano model współpracy międzynarodowej o nazwie Liga Państw Arabskich, a od pierwszych dni istnienia owej organizacji szczególne miejsce zajęła w niej Arabska Republika Egiptu. Dokonując analizy systemowej i historycznej, w niniejszej publikacji zwrócono uwagę na działania, jakie podjął Egipt, które przyczyniły się do zrodzenia arabskiego nacjonalizmu. Podjęto również próbę odpowiedzi na pytania, dlaczego to właśnie Egipt – potocznie nazywany krajem faraonów – odegrał tak znaczącą rolę w krzewieniu idei panarabizmu w drugiej połowie XX w., jakie zastosował środki, aby zachować względną niezależność polityczną i gospodarczą w okresie kolonializmu, a także w jaki sposób przyczynił się do powstania Ligi Państw Arabskich i jakie zajął w niej miejsce.

AbstractMedia scholarship has mostly focused on the regional and global dimension of the 'satellite revolution' in Arab news, insisting on concepts such as the 'pan-Arab public sphere' and 'media panarabism.' Taking Egypt as a case study, this article moves from a 'purely' pan-Arab perspective to a broader approach that examines the complex relationship between pan-Arab satellite news media and national media systems. Through a discussion of journalists' representations of their professional community, I investigate how far the coverage and practices of pan-Arab all-news broadcasters have blurred the borders of national media systems, creating new hybrid spaces. My findings show that both satellite broadcast journalists and national media journalists define themselves and their work practices in terms of mutual relationships. The idea of a hybrid space is, at least in the journalists' self-representations, in some way confirmed: a space encompassed by a transnational framework in which 'the national' still maintains its specificities. The article is based on multi-sited research and observation in the headquarters of Gulf-based pan-Arab satellite news media and in Egyptian newsrooms.

Il Baʿth, o Partito della Resurrezione Araba Socialista (PRAS), è considerato dalla pubblicistica uno dei più importanti movimenti politici a matrice non religiosa del mondo arabo del XX secolo. Esso si fece promotore di un progetto rivoluzionario, quasi utopico: l’unificazione del mondo arabofono in unico stato regolato da un’economia di stampo socialista. Il presente studio intende ripercorrere l’evoluzione del partito da un punto di vista politico e ideologico, analizzando il corpus letterario prodotto da fondatori e iscritti, le sue particolarità e le criticità e, infine, le conseguenze che tali idee e teorie ebbero sul partito e sulla politica siriana. Dopo aver esaminato il milieu storico e culturale in cui si formarono i concetti pivotali del baathismo, nazionalismo e socialismo, la ricerca si concentrerà dapprima sulla nascita dei movimenti proto-baathisti e, in seguito, sull’evoluzione del corpus ideologico e della struttura partitica interna. Verrà successivamente data attenzione ai mutamenti dell’apparato teorico nel “periodo nasserista” della Repubblica Araba Unita (1958-1961) e durante gli anni Sessanta, quando al fallimento del progetto unionista si aggiunse la competizione intra-baathista. La dimensione storica verrà completata con un’analisi storiografica che proporrà e discuterà nuove suddivisioni delle stagioni del PRAS. Verrà approfondita anche la terminologia politica, sulla base e lo spoglio delle fonti primarie in lingua araba.<br>The Baʿth, or Arab Socialist Resurrection Party, is considered to be one of the most important non-religious political movements in the Arab world of the 20st century. It promoted a revolutionary, almost utopic, project: the unification of the Arab-speaking territories in a single state. The present study aims to explain the evolution of the Baʿth from a political and ideological point of view, analyzing the party literature written by the founders and members, highlighting its main characteristics, the critical points and, finally, the impact that these ideas and theories had on party and Syria political course. After examining the historical and ideological milieu in which the pivotal concepts of Baathism, nationalism and socialism, developed, the research will first focus on the birth of proto-Baathist movements, and then on the evolution of the ideological corpus and party structure. The thesis will also investigate the changes in the theoretical apparatus occurred both during the “Nasserist period” of the United Arab Republic (1958-1961) and in the 1960s, when intra-Baathist competition escalated after the failure of the unionist project. The historical dimension will be completed with a historiographical analysis that will propose and discuss new subdivisions of the PRAS seasons. Political terminology will also be explored on the basis and the analysis of primary sources in Arabic.

Arabisme, panarabisme et pansyrianisme dans l’engagement palestinien de Darwaza et de ses amis 1908 – 1948 est le titre d’une thèse de doctorat en histoire consacrée à l’apparition d’un sentiment national palestinien de l’Empire ottoman à la fin du mandat britannique à une époque de luttes entre le mouvement sioniste et les nationalistes arabes à la recherche de l’unité. Durant cette période ont également eu lieu des conflits entre les Arabes et les pouvoirs français et britanniques, détenteurs de mandats de la Société des Nations pour administrer la Palestine et la Syrie. Et parmi les dirigeants nationalistes, qui ont combattu en Palestine contre le mandat et le mouvement sioniste encouragé par lord Balfour en 1917, Darwaza et ses amis ont joué un rôle très important, des dernières années de l’Empire ottoman jusqu’à la naissance d’Israël, contre le régime Jeune Turc, la France, la Grande-Bretagne et bien sûr contre le Foyer National Juif. Dès lors, cette thèse consacrée au nationalisme arabe en Palestine et en Syrie constitue une tentative de description de l’apparition d’un panarabisme sui generis en Palestine qui a essayé de libérer la vie politique locale du pouvoir des notables des villes en Syrie et en Palestine parmi lesquels l’on observe le Grand Mufti al Hâj Amîn al Husayni, Râgheb an Nachâchibi, Jamîm Mardam bey et d’autres dirigeants moins importants<br>Arabism, panarabism and pansyrianism in the palestinian engagement of Darwaza and his friends 1908 – 1948 is the title of a P. During this period took place also in the Middle East, conflicts between french power and british power with the Arab, who obtained mandate of the League of Nations to administrate Palestine and Syria. And among the nationalist leaders, who faught in Palestine against the mandate and the sionist movement heartened by Lord Balfour in 1917, Darwaza and his friends played a verty important part for the defense of the Arab’s cause from the last years of ottoman Empire, the first world war 10 Israël’s birth in 1948. En 2003, la chaîne d’information en continu Al Arabiya, qui est le fruit d’un investissement privé des capitaux saoudiens, commence la diffusion de ses programmes. Elle vient dans le cadre des stratégies du développement des activités du groupe MBC, qui est le pionnier dans la diffusion par satellite au Moyen-Orient. C’est pourquoi, Al Arabiya peut représenter une certaine vision saoudienne, d’abord sur l’Arabie Saoudite et ensuite sur « le monde arabe ». Cette vision est véhiculée par la chaîne au profit de ses acteurs financiers, les propriétaires du MBC, qui réagissent selon leurs propres intérêts, qui peuvent coïncider avec ceux du pouvoir saoudien. Ses acteurs qui viennent de la proximité de la sphère politique saoudienne comme du monde des affaires ont leurs propres motivations qui justifient leur participation dans la sphère médiatique dans l’espace arabe. Ils ont besoin d’un appui politique. L’Arabie Saoudite officielle, qui est en état de guerre contre les fondamentalistes, a également besoin d’une nouvelle tribune qui défende son point de vue, qui justifie sa politique et qui reconstruit une opinion favorable à sa politique auprès des populations arabes. Il s’agit par conséquent d’une rencontre entre des intérêts économique et des bénéfices politiques<br>In 2003, the news channel Al Arabiya continuously, which is the result of a private investment Saudi capital, began broadcasting its programmes. It comes in the framework of development strategies of the group's activities MBC, which is the pioneer in satellite broadcasting in the Middle East. Né au Liban trois décennies avant le démantèlement de l'Empire ottoman dont il a été un des plus fidèles serviteurs, l'émir ʿAdil Arslan (1888-1954) s'est, dès 1918, engagé dans un dévouement absolu à la cause arabe. Il apparaît dans le premier Gouvernement arabe de Faysal à Damas (1918-1920), comme conseiller auprè́s de l'émir ʿAbdallah à Amman (1920-1924), comme chef d'une unité de combattants druses durant la grande Révolte syrienne (1926-1929), et sera, à l'indépendance de la Syrie, Ministre de l'Instruction Publique et Vice-président de la délégation syrienne à l'ONU, député du Golan, Ministre des Affaires étrangères et Vice-président de la République sous Husnî-z-Zʿaîm, et Ministre plénipotentiaire syrien en Turquie. Adversaire du Mandat français au Levant, il l'est tout autant du sionisme en Palestine. De longues années d'exil en Iraq (1933-1937) et en Turquie (1941-1945) ont complété l'image de figure de proue du nationalisme de l'émir. Mais elles ont aussi contribué à le faire disparaître de l'histoire nationale syrienne. Son parcours politique illustre à lui seul le hiatus entre, d'une part, le contexte d'élaboration et d'exaltation du nationalisme arabe, et, d'autre part, l'affirmation des États et de leurs frontières. Les Mudhakkirât (sorte de journal de bord en l'occurrence) que ʿAdil Arslân a rédigées entre 1934 et 1953 en témoignent. Elles permettent aussi de comprendre la propre représentation que cet émir druse aux origines arabes nobles a eue de lui-même. A celles-ci correspondent des devoirs qu'il s'attribue, et qui, dans une large mesure, constituent le moteur de son action à l'intérieur de régimes dont il dénonce le fonctionnement et la politique. Son rôle s'inscrit dans les coulisses de la politique, que son témoignage révèle<br>Emir ʿAdil Arslân was born in Lebanon three decades before the dismantling of the Ottoman Empire, and was one of its most loyal supporters. As early as 1918 he devoted himself to the Arab cause. He appeared in the first Arab government headed by Faysal in Damascus (1918-1920), as a counsellor of Emir ʿAbdallaj in Amman (1920-1924), as the chief of a unit of Druze fighters during the Great Syrian Revolt (1926-1929) and was to be after the independence of Syria, Minister of Public Instruction, Vice President of the Syrian delegation at UNO, a representative for Golan, Minister of Foreign Affairs and Vice President of the Republic under the rule of Husnî-z-Zaʿîm, and, finally plenipotentiary Minister of Syria in Turkey. He opposed the French Mandate in the Levant and Zionism in Palestine with equal vigour. Long years of exile in Iraq (1933-1937) and in Turkey (1941-1945) completed his image of figurehead of Arab nationalism, but they also contributed to make him disappear from Syria's national history. The Mudhakkirât (a sort of logbook as it is) that Emir ʿAdil Arslân wrote up between 1934 and 1953, go to show. They also enable to understand the representation that this Druze emir of noble Arab descent had of himself. These origins entailed duties that he attributed to himself, which, to a large extent, constitute the driving force behind his action within regimes the functioning and the policies of which he denounced. This social status, that the Ottoman Empire did recognize and promote was also an instrument kept alive by the emir to make a name for himself on the Eastern political scene as well as in relation to Western interlocutors. His role was played in the corridors of power which is what his account reveals

Cette étude se situe au point de rencontre de deux domaines de recherche intéressés par l'analyse des politiques au Moyen-Orient à savoir : les études des relations internationales, et les études du Moyen-Orient. Dans ce cadre général, nous proposons une analyse de double dimension micro et macro analytique. D'une part elle effectue une macro analyse de la ligne principale de la politique étrangère syrienne comme étant un processus qui est issue d'un effort continu de conciliation entre la raison d'Etat et son appartenance régionale arabe dite : la raison de la Nation. Cet effort est mis en oeuvre pour consolider la légitimité de l'Etat et assurer la survie du régime. Et d'autre part, nous effectuons une micro analyse pour analyser les dynamiques causales de décision de la restructuration stratégique dans la politique étrangère syrienne de la guerre à la paix en 1991. Cette analyse s'intéresse aux déterminants de la décision en politique étrangère syrienne ainsi qu'au contexte extérieur et intérieur de cette décision. Par conséquent, cette étude reconnaît en ce qui concerne le façonnage du comportement de la politique étrangère, l'importance du "niveau étatique" et du niveau "sous-étatique" comme elle la reconnaît pour le "niveau du système"<br>This study connects two fields of research interested in the analysis of the policies in the Middle East, namely the Studies of International Relations, and the Studies of the Middle East. Within this general framework, we propose both macro and micro analysis. First, we carried out a macro analysis of the principal line of the Syrian foreign policy as a process which has resulted from an uninterrupted effort of conciliation between the raison d'Etat and its Arab regional membership known as the raison de la Nation. This effort is implemented to consolidate the legitimacy of the State and to ensure the survival of the regime. Then, we did a micro analysis to analyze the causal dynamics of the decision of the strategic reconstruction in the Syrian foreign policy from the "war to peace" in 1991. This analysis is based on the determinants of the Syrian foreign policy decision as will as to the external and internal context of this decision. Consequently, this study recognizes with regard to the shaping of the behaviour of the foreign policy, the importance of the "state level" and the "sub-state level" as it is recognized in the "level of the system"

Comme nos avons aborde brievement les principaux courants opposants au nationalisme arabe. Deuxieme partie: nous l'avons consacree a l'unite arabe sur le plan pratique. Nous avons etudie les experiences unitaires les plus marquantes connues par le monde arabe contemporain. Il s'agit de la ligue des etats arabes, l'unite syro-egytienne de 1958, la confederation des republiques arabes de 1970 et le conseil de cooperation des etats arabes du golfe. Chacune de ces experiences represente une forme et une conception unitaire differente des autres. Dans la conclusion, nous avons envisage les perspectives de l'action commune arabe. Nous avons essaye de soulever les principaux facteurs de l'echec de cette action. First part: we followed the emergence and the evolution of the arab nationalist movement during the second half of the xixth and after. We studied the main claims of the movement and particularly the one of the unity of all arab countries and the creation of a unique arab state. We introduced and analysed the theories of the main arab nationalist movements, and at the same time we studied in brief the main trends in opposition to arab nationalism. Second part: it is devoted to the different attempts of unities in the arab world. We studies the most remarquable experiences of unities known in the arab contemporary world, such as: the arab league, syro-egyptian union in 1958, the confederation of the cooperation of the gulf arab states. Each experience represents a form and a conception of unity different from the others. The conclusion includes our look for the future of the common arab action. We tried to point out the main factors of the failure of this action and to show that the arab unity is necessary to solve the political and economical problems of these countries. Finally, we underlined the main bases of the coming arab unity and put emphasis on its conception, its form and how to pave the way for its realization

Tato diplomová práce zkoumá zahraniční politiku a postavení Sýrie v regionu Blízkého východu. Její směřování bylo do značné míry ovlivňováno válečným stavem s Izraelem a panarabskou rétorikou. Tato práce určuje hlavní body zahraniční politiky Sýrie vůči sousedním státům, stejně tak vůči Íránu. Role Sýrie v oblasti Blízkého východu vyplývala z vytváření konkrétních aliancí se sousedními státy, ale do značné míry byla také ovlivněna rozpadem Sovětského svazu a přechodem k unipolaritě.
