Abstract:
Bengkulu city has abundant solar energy that has not yet been utilized to optimize. Bengkulu people, especially the Muara Bangkahulu district, do not yet have the skills and knowledge to use solar panels to meet their daily electricity needs. In this activity, the workshop was carried out on the use and solar panel installation technique that could be used as an alternative source of electricity. Participants were the residents of RT.20/01, Pematang Gubernur sub-district, Muara Bangkahulu district, Bengkulu City. The workshop consisted of three main parts; they were filling out the questionnaire, presentation, and practice of installing a solar panel. The questionnaire was given at the time before and after the material and practice were done. Some household products that are using solar energy were delivered during the presentation. The next step was the installation practice of solar panels and their components. The questionnaire result shows that participants are attracted to use the solar panel as alternative electric energy. In addition, the community who initially has a limitation of knowledge to install a solar panel, after the workshop is carried out, they have the skill for that installation.

Abstract:
This paper examines the variation of agglomeration across districts over time in Punjab and analyses the effects of agglomeration on socio-economic outcomes in terms of social inclusion and efficiency of firms at the district level in Punjab. Earlier studies in this regard faced multiple problems since they used cross-sectional data. To bridge the gap, a newly constructed panel data from CMI is used. Factor Analysis technique is used to analyse socialinclusion variable, in addition to some other control variables as well. Data Envelopment Analysis (DEA) with bootstrap technique (performed in R) is used to calculate district-wise firm efficiency. The study argues that agglomeration is a logical consequence of China Pakistan Economic Corridor (CPEC) through an increase in the economic activity in various districts of the province. The results show that district agglomeration has a positive effect on the average district-wise efficiency of firms and has a positive statistically significant relation with social inclusion. Interesting implications arise from results, setting up clusters in urbanised rather than highly urbanised areas under CPEC can be a game changer for the economy of Pakistan especially Punjab since it has significant potential positive effects on the economy of Punjab. Abstract:
The ability of public organizations under fiscal stress to achieve their goals and maintain public service delivery warrants attention. Using an eleven-year panel of school-district data from New York State, this study examines how different dimensions of financial condition affect district performance. The findings indicate that increasing debt burdens have immediate negative impacts on school-district performance. These adverse impacts may be driven by the cutback strategies that districts choose in response to declining financial conditions. These findings have practical implications for how public organizations can best cope with rising debt while maintaining high performance.

China’s direct investment overseas reaches US$170.11 billion and is US$44 billion more than the actual use of foreign investment, which makes China a net capital exporter. Large scale of Outward Foreign Direct Investment also has a great influence on the export. This article made an estimation on the export effect of Outward Foreign Direct Investment through fixed effect model and Generalized Method of Moment based on the provincial panel data from 2004 to 2014. The result shows Outward Foreign Direct Investment has a positive effect on export whether in the whole country or in different districts, every 1% increase of Outward Foreign Direct Investment will lead to about 0.1% rising in export, and moreover positive effect of Outward Foreign Direct Investment in the middle and western districts is stronger than that in the eastern district.

Abstract:
This study is to examine the effectiveness of lesson study on differentiated instruction among Mathematics headpanels in district of Port Dickson, Malaysia. Teachers who received substantial professional development canboost their students’ achievement. The effectiveness of professional development practice is being measuredby the heads of panel understanding about differentiated instruction and the application of differentiatedinstruction in the classroom. Teachers often struggle to deliver mathematics lesson effectively in classroom dueto different learning styles and students’ mixed abilities in the classroom. Some students learn at a slower paceand some in advance stage. The activities provided by teachers may work best for some students but will notwork for others. During lesson, teachers often assign tasks, which many students end up with disappointmentand confusion. Students become passive learners and teacher felt frustrated. Therefore, differentiatedinstructions make sense because it offers different paths to understand content, process and product. The aimof the present study was to obtain information from the school teachers in the implementation and planning ofdifferentiated instruction in teaching and learning. Moreover, the research team were interested in knowing thestrategy of differentiated instruction used in teaching and learning that support quality teaching. This studyinvolved 33 mathematics head panels from national primary schools in district of Port Dickson who volunteeredto participate in this study. In this programme, heads of panel will be able to share their experiences inconducting and implementing differentiated instructions in classroom among peers in the district. Structuredquestionnaires and interviews were used in this qualitative study to collect data. Results indicated that thelesson study carried out by the Port Dickson District Education Office is effective. Furthermore, the lessonstudy that were carried out by heads of panel in theirs school managed to boost self confidence among theseheads of panel. In fact, they showed willingness to share best practices to all mathematics teachers in the district205

Abstract:
I investigate a possible unintended consequence of Proposition 2½ override behavior—that it led to increased segregation in school districts in Massachusetts. This can occur because richer, low-minority towns tend to have more successful override votes that attract similar households with relatively high demands for public services who can afford to pay for them. To evaluate this hypothesis, I collect panel data on override behavior from 1982 to 2012 and merge this with data on school district enrollments and other district- and town-level characteristics. I find evidence that passing overrides earmarked for schools results in a significant decrease in the percent of nonwhite students enrolled in Massachusetts school districts. This happens in districts with below-average nonwhite school enrollments, and hence increases segregation.

Abstract:
We examine the effect of the expansion of charter schools on socioeconomic segregation in American public education. Using a district-level panel data set from 1998 to 2015, we describe and model changes in within-district segregation of low-income students, proxied by free-lunch eligibility (FLE). We show that the segregation of FLE students from non-FLE students increased by about 15% in large school districts and find that charter school penetration and growth played a role in increasing socioeconomic segregation within districts. We estimate that a one standard deviation increase in charter enrollment rates increases the dissimilarity index in a district by 6% of a standard deviation. Although this impact is modest, we do find that segregation is more pervasive in the charter sector. So, continued growth of charter schools could exacerbate socioeconomic segregation.

Abstract:
We examine the relationship between district level student achievement and teacher average salary in Ohio from academic year 2013-14 to academic year 2018-19. Utilizing panel data, the following district level characteristics were controlled for: average teacher experience, average teacher degree-level, student socioeconomic status, race, student attendance rate, pupil support expenditure per equivalent pupil and administration expenditure per equivalent pupil. Using a random effects regression our findings suggest that higher pay can impact student growth. When we partition our sample quintiles by poverty level, we find that teacher salary is only significant for the top quintiles. Our results suggest that for some districts (i.e., wealthy districts) teacher salaries’ impact on student performance is something that can be controlled, for other districts (i.e., poorer districts), teacher salary is another variable that shows no relationship to student performance.

Full text
Abstract:
The Panel of Assessors for District Nurse Training (Panel) existed during the period 1959-1983, as a national training body for district nursing. Initially, its remit was for England and Wales but in 1969 this was extended to the United Kingdom. The Panel owed its existence to the introduction of the National Health Service and the political climate which existed in the late 1940's and early 1950's. Its presence contributed to the demise of the Queen's Institute of District Nursing and the Ranyard Nurses as district nurse training bodies. For the period 1959 - 1979 the Panel was accountable to the relevant Government Department. From 1979 onwards it functioned as an independent training body. The Panel's demise resulted from the 1979 Nurses, Midwives and Health Visitors Act which replaced nine existing training bodies with the United Kingdom Central Council for Nursing, Midwifery and Health Visiting and the four National Boards. Over the years the Panel's responsibilities were enlarged to include the education and training of district enrolled nurses, district nurse tutors, practical work teachers, supervisors of supervised practice. Increasingly the Panel became drawn into developments initiated by other organisations. These included: community nursing experience in general nurse training; interdisciplinary and multidisciplinary training for members of the Primary Health Care Teams. Practice nurses and community psychiatric nurses were not eligible for district nurse training, therefore training programmes were developed to meet their specialist needs. The Panel was represented on the Steering Group which developed the practice nurse curriculum. The Panel became increasingly involved with research projects, first as a result of its contacts with Higher Education and then because of the appointment of its Research Officers. During the 1970's and 1980's the Panel was politically active in its bid to safeguard district nursing interests, especially to ensure its successor bodies had a District Nursing Joint Committee.

The important element of this task was evaluate contemporary conditions of publick spaces in Slovak nanel districkts, if it possible to use them and what is their activity range, because natural givennes of panel districts markedly enfluent oportunities and ways how to regenerate spaces for recreation. I made two evaluations, which are aimed at of panel districts recreation atraction for dwellers. The second evaluation searched public spaces of panel districts in detail, their conditions and use range of dwellers. On base of these evaluations I created four recreation potential categhories of panels districts and we tried to find the infuence of this recreation potential to creating of public spaces. On the base of our results from choosed panel districts we found out, that panel districts, which care about their natural givennes are more often used by dwellers, than panel districts which created new artificial public spaces. Abstract:
This Ph.D. Dissertation examines how the transformation of the economic base of the city of Barcelona had a transformative impact on its physical configuration, and therefore on its public space. This phenomenon is linked to urban regeneration processes, common to the dynamics that occur in other cities. We believe it is important to analyse such processes, as they allow us to relate the economic and political assumptions with the results in the territory. Beyond this general interest, the specific characteristics of Barcelona make it stand out in relation to the operations in other cities, therefore ensuring the commitment of this research. By characterizing Barcelona as a creative city, we then analyse the deindustrialization and subsequent re-industrialization of the Poblenou derived of the 22@ plnn, which transforms the old manufacturing industries in knowledgerelated industries, where culture is predominant. We use an innovative methodology, consisting of implementing a multi-scale analysis in space, and time, focusing on both economic and territorial policies in Poblenou. To contextualize this analysis, we first examine the general evolution of cities' cultural policies, in order to articulate the concept of “creative cities” with the process ot urban regeneration. Then, we look at the linkage between the uses evolution of the physical territory of Poblenou, and the progress of cultu.ral policies in Barcelona. Finally, we deepen the study of the 22@Barcelona project in its general context and, in particular, we evaluate the public space adjacent to buildings used for creating new productive activities. We analyse the intervention in Palo Alto by considering it esp«ially characteristic of this physical, productive and cultural transformation processes. This appreciation of Poblenou includes elements of continuity and rupture. On the first onc, wc observe the integration of its physical territory, in relation to the whole city; the continuity of its conceptualization as an industrial district, including the :ldaptation of the first industrialization buildings to new uses and valued an heritage; the attempt to keep the resident population; and finally, by the introduction of new physical and social infrastructures, providing an equivalence within the city. We consider the overall configuration of the public space designed for 22@ as qualitatively positive, by encouraging its integration in the city and its urban cohesion. But we also identify a break in the built environment: especially in the vertical plane, the intent of introducing new differentiators in the urban landscape results in a mundane image and on a cultural resources trivialization. On the ambiguity of these results, we highlight the value and integration and of these Poblenou's newly designed public spaces in the historical and territorial continuity of the whole city, emphasizing this aspect of excellence and as a representative of the contemporary Barcelona.

Abstract:

Behaviour problems have been on the rise in Kenyan schools for some time now. Various maladaptive behaviours found among school children include bullying, vandalism, stealing, alcohol and drug abuse, truancy, not completing homework assignments and other forms of problem behaviours. These problem behaviours impact negatively on the teaching and learning enterprises of schools as well as on the safety and security of the school environment. As consequence, schools have to develop student behaviour management practices aimed at addressing student problem behaviours. Corporal punishment was a major means by which schools dealt with students&rsquo
problem behaviours. However, because of the human rights abuses associated with corporal punishment, the Kenyan Ministry of Education had to abolish corporal punishment in 2001 and instructed schools to evolve more effective student behaviour management practices with strong emphasis on positive student behaviour development. student behaviour management practices including policies on student behaviour expectations, school rules and regulations as well as counselling services are all to be coordinated by each School Disciplinary Panel. A School Disciplinary Panel is to be composed of small group of teachers as a way of emphasizing the latter&rsquo
s roles in student behaviour development and not just student academic or educational development. The central concern of this study was to investigate the Kenyan schools&rsquo
behaviour management practices as being implemented by School Disciplinary Panels especially in the latter&rsquo
s responses to students&rsquo
problem behaviours. The study investigated processes of decision making by Kenyan secondary school disciplinary panels for the management of student behaviours and the contribution of this to student behaviour development. Mixed methods research design was adopted for the study. The adoption of both quantitative and qualitative approaches was to ensure the collection of comprehensive information for better understanding of the behaviour management practices of Kenyan schools. The population for the study comprised all Kenyan schools with behaviour management practices and School Disciplinary Panels. Rongo District, one of the largest education districts in Kenya was chosen for the study. Ten of the schools in this district were actually involved in the study. The selection of the schools took into consideration the three different types of schools in Kenya (Girls&rsquo
Only, Boys&rsquo
Only and Co-educational schools) as well as other variables of particular interest to the study. Seventy-eight (78) disciplinary panel members from the ten selected schools were the participants of the study. Data collection was by use of questionnaire method (the Modified Choice Dilemma Questionnaire, MCDQ) and interview protocol.

The findings of the study revealed the existence of the phenomenon of group polarization in decision making processes of disciplinary hearings conducted by the School Disciplinary Panels. Study findings also revealed that the nature of information shared during disciplinary hearings, group members&rsquo
motivation for approval of others and their concern for their status in the group as well as the personality characteristics of the members of the disciplinary panels (including gender, age, teaching experiences and school affiliation) were the major influences responsible for the existence of group polarization in the disciplinary processes of the Kenyan secondary school disciplinary panels. Since group polarization is about consensus decisions with characteristics of being collective decisions as well as greater support and acceptance for the decisions the conclusion of the study is that good quality decisions of Kenyan secondary school
disciplinary panels have great potentials for effective management of student behaviours and for positive behavioural development of students as an important objective of education and or the schools.

Serani, Danilo. "Political distrust and support for anti-establishment parties in hard times: panel and longitudinal evidence of the association between political distrust and voting for anti-establishment parties." Doctoral thesis, Universitat Pompeu Fabra, 2020. http://hdl.handle.net/10803/668986.

Full text
Abstract:
This thesis revolves around the relationship between distrust in the main actors of political representation (political parties and politicians) and voting for anti-establishment parties (AEP). While the research does not deny the argument according to which support for AEP largely depends on political distrust, it sheds new light on this association. First, the political attitude has not only a direct, but also a conditional effect on the voting behavior, especially when considering other factors like the economy. Second, supporting an AEP leads to a further political distrust. In other words, the political attitude and the voting behavior reinforce each other, by activating a ‘spiral of distrust’. These arguments are developed in three empirical chapters. In the first article, based on pooled surveys from the European Social Survey (2004-2016) and macroeconomic data gathered from the Eurostat, we performed a multilevel analysis to analyze the individual and contextual factors of the voting for AEP. In the second paper we analyze, with an original panel survey conducted in Spain between 2014 and 2016, the rise of Podemos and Ciudadanos at the 2015 elections. Instead, the third study, based on a comparative analysis of five panel studies, evaluates the impact of having voted for an AEP on the change in the levels of distrust.

Abstract:
This study is the result of an internship conducted at the Industrial Association of the Aveiro District (AIDA). Its main purpose was to understand the role of business and industry associations for the business fabric of the Aveiro District. We sought to understand: the type of services companies look for in associations, the reasons behind those choices and the degree of satisfaction with the services provided; the advantages and disadvantages of belonging to a business or and industry association; and the changes perceived as necessary to improve the quality of the services provided by business and industry associations. In order to accomplish the aforementioned aim, a qualitative methodology was used. Data was collected through mixed methods, which comprised documentary analysis, participant observation and semi-structured interviews to the Director-General of AIDA and eight companies belonging to business and industrial associations. This study begins by presenting the evolution of Portuguese industry and industrial associations, focusing on the most significant changes that occurred and on the functions performed by these associations. Subsequently, the host institution – AIDA – is described and the activities carried out during the internship on the institution are presented. Then, after explaining the methodology used, the data collected during the interviews conducted to businesspersons is analysed. Finally, conclusions are drawn and scenarios for the future are foreseen. This study allowed us to recognize the important role that business and industrial associations play for companies and regions. However, there are still changes to be made, in order to improve the work of these organisations and meet the aspirations and company’s needs.

Abstract:
In an attempt to improve the efficiency and effectiveness of the professional development activities offered to help teachers improve their use of technology, the leaders of a rural school district participated in a design process modeled after the Delphi technique. Leaders from the schools summarized past efforts and created plans for future professional learning. Those summaries and plans were critiqued by a panel of experts through multiple iterations. The documents created through that process along with transcripts of the discussions of the panel of experts were analyzed to identify the factors that affected the group's decisions. Three dimensions were identified, and variation in those were used to define three types of professional development activities.

This chapter investigates the spillover effects of Foreign Direct Investment (FDI) on innovation capability in four competing emerging economies in the district of Eastern Europe, the Czech Republic, Hungary, Poland, and Turkey, for the period 1995-2008. Panel data models are employed to test two competing hypotheses regarding the impact of FDI on innovation capability: it may improve the innovation capability of host countries via spillover channels, or may lead to the crowding-out effect through the importation of technologies via joint ventures. The empirical evidence corroborates that FDI inflows generate spillover effects on domestic innovation capability in competing emerging countries, supporting the hypothesis that inward FDI brings knowledge spillovers, new technologies, and products into the host country and promotes the innovation capability of domestic firms. In addition, the level of human capital stock and qualified researchers play a crucial role in stimulating innovative capability and technological progress.

Abstract:
Set at the September 4, 1991, congressional hearing at the Rayburn Office Building, Washington, D.C., the chapter uses Lieutenant General John Shalikashvili’s testimony to a House Armed Services Committee defense panel on military operations other than war (MOOTW) to thumbnail how Operation Provide Comfort was successfully concluded. It also describes how the success of the mission led to Shalikashvili’s current position as Assistant to the Chairman of the Joint Chiefs of Staff, General Colin Powell. It also flashes back to Shalikashvili’s tour as a major in the Vietnam War, when he served as a senior district advisor for Military Assistance Command, Vietnam (MACV). In that posting he was heavily involved in pacification efforts (increasing rice production, building roads, constructing hospitals, etc.) as well Operation Fisher, another significant refugee resettlement program. Shalikashvili’s Vietnam experience would be a major developmental step leading him to being more open to the use of force than Colin Powell.

Abstract:
Chapter 5 evaluates the core assumption underlying the argument that voters in Africa engage in evaluative voting and condition their support on the provision of public goods and services. This assumption is crucial because without it there would be no reason to think that politicians should implement pro-rural policies in order to win rural votes. Moreover, it is not obvious that the assumption holds, because existing work on the determinants of voter choice in African elections has focused predominantly on issues of clientelism and ethnic voting. In examining whether voters in Africa use elections to hold governments accountable for their performance in office, Chapter 5 narrows the focus to a single country, Ghana. Doing so accounts for important contextual variations in how goods are provided, which influence the extent to which responsibility for this provision can be attributed to political action. The analysis uses data on two types of goods to investigate whether Ghanaian voters are evaluative. First it looks at education, considering a range of inputs at the district level. Usefully, analysis of this data supports the idea that voters are more likely to condition their support on the provision of goods and services which can be attributed to political action than on those which cannot. Acknowledging limitations to inference resulting from aggregation to the district level, the chapter then turn to roads. Analysis of an original panel dataset containing detailed information on road conditions throughout Ghana provides even more robust evidence that electoral support is affected by the provision of public goods.

Abstract:
The main objective of this chapter is to take a deeper look into the infrastructural condition of the hospitals across the districts of West Bengal, India. There is a liaison between various variables and the infrastructural growth of the public healthcare centres. In this chapter, the authors have formed a panel data from the year 2004 – 2017, consisting of 17 districts across West Bengal. They have assessed the random effect model on the data to choose their respective hypothesis. A Bayesian risk analysis had also been carried out on the mortality rate of the patients on which factors it depends. Next, a Poisson distribution model is being fit to get some insights into the data. Afterward, they predicted the number of patients who will arrive in 2020 and the shortfall of hospitals is also being projected. The remedies to these have also been suggested in that section. At last, they carried out an econometric analysis in the healthcare domain and took a closer look at how healthcare expenditure affects our focus variables performance.

The epilogue probes the anxieties at the root of Soviet cinema authorities’ distrust towards ‘excessive’ emotionality. Contemporary discussions and reviews repeatedly conflated bourgeois filmmaking with the cultivation of ‘thoughtless’, ‘mechanical’, and ‘empty’ affective responses. Soviet cinema, by contrast, emerged as the cinema of reasoned emotion and a sense of measure. Examining the writings of Leonid Sobolev and Béla Balázs on sentimentality, as well as the psychologist Pavel Iakobson on ‘meaningful’ aesthetic emotions, the epilogue shows how the Stalin-era suspicion of ‘unruly’ forms of emotional response was fuelled by affective life’s uncoupling from the domain of the body and its investment with social and political significance.

Abstract:
Pavel Pavlovitch shows how the sense of a genuinely early saying might change as the concerns of Muslims changed over time. The example is a saying from Ibn Shihāb al-Zuhrī (d. 124/742?). It originally expressed distrust of al-Ḥajjāj ibn Yūsuf’s imposition of a particular edition of the Qurʾan (‘We used to dislike the Book’) at the behest of the caliph ʿAbd al-Malik ibn Marwān. In time, that edition of the Qurʾan ceased to be controversial, so al-Zuhrī’s statement was joined with others pertaining to the newer controversy as to whether traditionists should keep written notes, not trusting to their memories alone. It was reinterpreted to be relevant to the newer controversy (‘We used to dislike writing’) and sometimes reworded. Additional versions even connected it with the controversy over the claims of non-Arab clients (mawālī) to equality with Arab Muslims.

Abstract:
Now-a-days the field of applied mechanical systems opens new horizons for the use of orientation mechanisms. The opportunity to use mechanisms with a “sustainable purpose” leads to new approaches in the development of renewable energy systems design. The evaluation of the existing products shows that the tracking mechanisms for solar energy conversion systems may improve the efficiency of the solar energy conversion systems up to 30% to 50%. Applications of solar energy for domestic and industrial heating purposes have been becoming very popular. However the effectiveness of presently used fixed flat plate collectors, PV panels and parabolic collector are low due to the moving nature of the energy source. The presents research was carried out in the field of increasing the efficiency of the solar energy received by the solar collectors like PV panels, Flat plate collectors, Cylindrical Parabolic collectors using tracking systems by changing the position of the solar collectors correlated to the sun position for getting maximum radiation use of beam radiation falling on the solar collector. Two main aspects are taken into consideration, one optimizing the interaction between the mechatronic system components by integrating the analog electronic system by using a 555 timer in the mechanical model, and secondly by reducing the cost & time for the design process. The research work was carried out for location in chickballapur district at BGS R&D centre in Karnataka State, India. The results obtained in work is 24% increase in tracking efficiency of experimental model of flat plate collector, 30% increase in tracking efficiency in working model flat plate collector, 39 % increase in tracking efficiency of cylindrical parabolic collector and 36% increases in tracking efficiency of the Photovoltaic panel is found when compared to the non-tracking systems respectively. This paper presents the results of PV panel collector in detail for increasing the efficiency of the PV panel collector by tracking system with comparison of non-tracking system.

Abstract:
This paper presents the development of a new experimental facility for analysis and optimization activities on smart polygeneration grids. The test rig is being designed and built in the framework of the European project “Energy-Hub for residential and commercial districts and transport” (E-HUB), which targets optimal energy management of residential and commercial districts. The experimental rig, named “Energy aNd Efficiency Research Demonstration District” (E-NERDD), is located inside the University campus in Savona, and is based on four different prime movers able to produce both electrical and thermal energy: a 100 kWe micro gas turbine, a 20 kWe internal combustion engine, a 3 kWe Stirling engine, and a 450 kWe fuel cell/gas turbine hybrid system emulator based on the coupling of a micro gas turbine with a modular vessel. While the electrical side is based on the connection with the campus grid (further developments are planned for a local electrical grid including storage units), thermal energy is managed through a dual ring-based water distribution system. The facility is also equipped with thermal storage tanks and fan cooler units to study and optimize different thermal management algorithms generating different thermal load demands. The facility also includes an absorption chiller for cold water generation. As a result, trigeneration operation is possible in a physically simulated urban district. Moreover, the rig is equipped with six photovoltaic panels (significant for the electrical aspects) and 10 kWp of thermal solar panels to be integrated in the grid. Further technologies to be considered for the E-NERDD are power plants based on other renewable resource (e.g. with biomass fuel). These systems are planned to be analyzed through real plants (remote connection with the field) or through virtual models based on real-time dynamic approaches. Experimental tests related to the performance of the micro gas turbine are reported and discussed in this paper. The focus here is on machine correction curves essential to evaluate factors for quantifying ambient temperature influence on machine performance. This analysis is essential for setting the thermal distribution grid and for future optimization tests.

Abstract:
UKAEA’s mission at its Dounreay establishment in the north of Scotland is to restore the site so that it can be used for other purposes, with a minimal effect on the environment and requiring minimal attention by future generations. A Dounreay Site Restoration Plan (DSRP) has been produced. It sets out the decommissioning and radioactive waste management activities to restore the site within the next 60 years. Management of solid low level radioactive waste (LLW) that already exists, and that which will be produced as the DSRP progresses is an essential site restoration activity. Altogether around 150,000m3 (5.3Mft3) of untreated LLW could arise. This will then need to be treated, packaged and managed, the resulting volume being around 200,000m3 (7Mft3). A project to develop a long term strategy for managing all Dounreay’s existing and future LLW was initiated in 1999. The identification of complete solutions for management of LLW arising from the site restoration of Dounreay, an integrated reactor and reprocessing site, is novel in the UK. The full range of LLW will be encountered. UKAEA is progressing this specific project during a period when both responsibility and policy for UK decommissioning and radioactive waste management are evolving in the UK. At present, for most UK nuclear operators, there are no recognised routes for disposing of significant volumes of decommissioning LLW that has either lower or higher radioactivity than the levels set by BNFL for disposal at the UK national LLW disposal site at Drigg. A large project such as this has the potential to affect the environmental and social conditions that prevail in the area where it is implemented. Local society therefore has an interest in a project of this scale and scope, particularly as there could be a number of feasible solutions. UKAEA is progressing the project by following UK established practice of undertaking a Best Practicable Environmental Option (BPEO) study. UKAEA has no preconceptions of the outcome and is diligently not prejudging issues prematurely. The BPEO process draws experts and non-experts alike into the discussions and facilitates a structured analysis of the options. However to permit meaningful debate those options have to be at first generated, and secondly investigated. This has taken UKAEA two and a half years in technical assessment of options at a cost of around £23/4M. The options and issues have been investigated to the depth necessary for comparisons and valid judgements to be made within the context of the BPEO study. Further technical evaluation will be required on those options that eventually emerge as the BPEO. UKAEA corporate strategy for stakeholder participation in BPEO studies is laid out in “Restoring our Environment”, published in October 2002. This was developed by a joint approach between project managers, Corporate Communications, and discussion with the regulators, government departments and Scottish Executive. An Internal Stakeholder Panel was held in March 2003. The Panel was independently facilitated and recorded. Eight Panel members attended who provided a representative cross-section of people working on site. Two External Stakeholder Panels were held in Thurso at the end of May 2003. A Youth Stakeholder Panel was held at which three sixth form students from local High Schools gave their views on the options for managing Dounreay’s LLW. The agenda was arranged to maximise interactive discussion on those options and issues that the young people themselves considered important. The second External Stakeholder Panel was based on the Dounreay Local Liaison Committee. Additional participants were invited in acknowledgement of the wider issues involved. As the use of Drigg is an option two representatives from the Cumbrian local district committee attended. From all the knowledge and information acquired from both the technical and stakeholder programmes UKAEA will build up the objective line of argument that leads to the BPEO emerging. This will be the completion of this first stage of the project and is planned for achievement in March 2004. Once the BPEO has been identified the next stage will be to work up the applications for the authorisations that will be necessary to allow implementation of the BPEO. Any facilities needed will require planning permission from the appropriate planning authority. The planning application could be called in by a Minister of State or a planning inquiry convened. During this next stage attention will be paid to ensure all reports and submissions are consistent and compliant with regulations and possible future legal processes. Stakeholder dialogue will continue throughout this next stage moving on from disussion of options to the actual developments. The objective will be to resolve as many issues stakeholders might raise prior to the submissions of applications and prior to the regulators’ formal consultation procedures. This will allow early attention to those areas of concern. Beyond the submission of applications for authorisations it is unwise to speculate as nuclear decommissioning will be then organised in the UK in a different way. The Nuclear Decommissioning Authority will most probably be in overall control and, particularly for Dounreay, the Scottish Executive may have developed its policy for radioactive waste management in Scotland.

Abstract:
This paper deals about the application of MILP for economic optimization of complex cogenerative systems. In particular, it optimizes both the size and operating strategy of CHP systems and the lay-out of micro district heating networks applied to a urban contest. The proposed model considers the possible adoption of a set of micro-cogeneration gas turbines located in different buildings, and of a centralized cogeneration system thus allowing part of the required thermal energy to be produced in a single site. In addition, thermal and photovoltaic panels can be integrated into the system to improve thermal and electrical energy production, respectively. Each site can be connected to the others through district heating micro-grids. Hence thermal energy can be distributed inside the system. A further objective of the paper is to evaluate the effect of different economic support policies on the optimal solution, and to relate the economic effort implied in each support policy with the expected results in terms of CO2 emissions reduction and primary energy savings.

Abstract:
Abstract A senior design team from the Milwaukee School of Engineering assisted the Milwaukee Harbor District with a trash collecting solution for the Kinnickinnic River. The design objectives were: the use of solar panels to generate charge for the continuous operation of the trash solution, an innovative and cost-efficient way to clear debris blockages from the conveyor, low cost, and a design that can operate as autonomously as possible to require the least amount of human intervention. The Kinnickinnic River experiences a reverse flow and a substantial rise in water level during and after storms. The need for a trash solution in the section of the river that passes underneath Becker St. in downtown Milwaukee is due to the extreme pollution that has collected over the years. The city of Milwaukee, through the Harbor District and other non-profit organizations, have made plans to beautify the areas that have suffered from the residual pollution and simultaneously launch a promotional campaign to raise environmental awareness. Through school programs and the reality of the team’s trash solution in the river, the Kinnickinnic River will once again flourish in both flora and fauna. The team has created a design that will fit the river’s needs taking into consideration the solar energy available and various flow simulations. A full design solution with design details and specifications for manufacturing will be submitted to the Harbor District of Milwaukee for their review. The current design makes use of a floating platform base, 24 solar panels, eight lead acid batteries, a DC motor to run a conveyor belt to pull trash out of the water and to run a rake system to aid in pushing trash onto the conveyor, a gearbox to produce the necessary torque, a boom and cable system to catch trash further in the river, and a dumpster located on a dock in front of the trash collector. Finite Element Analysis and Computational Fluid Dynamics simulations were run to test the designs developed for the conveyor mechanism and the raking system and to test the amount of force placed on the trash collector by the water and air velocities. Further simulations may be run to test more components of the trash collector as needed. A prototype of the conveyor and rake system was produced to simulate the functionality of the design. Additionally, the selected solar panels for the design were tested using a data collector and analyzed to ensure power to the design would be enough.

Abstract:
The active application of photovoltaic for electricity generation could effectively transform neighborhoods and commercial districts into small, localized power plants. This application, however, relies heavily on an accurate estimation of the amount of solar radiation that is available on individual building rooftops. While many solar energy maps exist at higher spatial resolution for concentrated solar energy applications, the data from these maps are not suitable for roof-mounted photovoltaic for several reasons, including lack of data at the appropriate spatial resolution and lack of integration of building-specific characteristics into the models used to generate the maps. To address this problem, we have developed a modeling framework for estimating solar radiation potentials on individual building rooftops that is suitable for utility-scale applications as well as building-specific applications. The framework uses light detection and ranging (LIDAR) data at approximately 1-meter horizontal resolution and 0.3-meter vertical resolution as input for modeling a large number of buildings quickly. One of the strengths of this framework is the ability to parallelize its implementation. Furthermore, the framework accounts for building specific characteristics, such as roof slope, roof aspect, and shadowing effects, that are critical to roof-mounted photovoltaic systems. The resulting data has helped us to identify the so-called “solar panel sweet spots” on individual building rooftops and obtain accurate statistics of the variation in solar radiation as a function of time of year and geographical location.

Abstract:
Findings from a joint collaborative between the Center for Equity for English Learners (CEEL) at Loyola Marymount University and the Los Angeles Unified School District (LAUSD) to provide professional development and coaching to Transitional Kindergarten (TK) teachers on the Scaffolded Dialogic Reading (SDR) are presented in this policy brief. SDR is a method to enhance language skills through dialogue and research-based scaffolds between teachers and small groups of children mediated through repeated readings of storybooks. The purpose of this brief is to: 1) state the opportunity to ensure Dual Language Learner (DLL) support within California’s TK policy; 2) provide a synthesis of research findings; and 3) provide TK professional learning and policy recommendations that would allow for the inclusion of professional development on evidence-based practices purposefully integrated with DLL supports. Policy recommendations include: 1) utilize professional learning modules such as SDR in 24 ECE unit requirement for TK teachers; 2) include individuals with ECE and DLL expertise in the ECE Teacher Preparation Advisory Panel; and 3) allocate additional funds in the state budget for training on SDR, in-classroom support for TK teachers of DLLs, and evaluation of these efforts.
