Abstract:
The unconventional nature of Holy See diplomats rests in the composite character of their ecclesiastical role as the Pope’s representatives and their legal diplomatic status and commencement to ordinary diplomatic practice. Holy See diplomacy is a form of conduct created by a set of mixed secular and religious standards in which agents are guided by practices. I locate this argument within a classical English School and a conventional understanding of practice, diplomacy, and agency while incorporating understandings of the diplomat as a stranger. The article situates a Holy See diplomat’s mode of agency as a hybrid one by nature, located at the intersections of political and religious modes of agency and substantial and relational conceptions of international politics. I probe this conceptual framework of hybrid agency by analysing episodes involving papal diplomats in turmoil-ridden historical episodes, and correspondence with informed agents.

Abstract:
Diplomacy of the Holy See is the diplomacy which kept its continuity for the longest period of time, and at the same it was considered to be the best one in the world. During its secular activity the diplomacy collected a huge quantity of files. They are mainly stored in the Vatican Archive, in the papal Secretariat of the State, and the Archive of the Sacred Congregation for the Propagation of the Faith. All papal diplomats were usually very well prepared to perform their functions, and at the same time, they were both educated very well and had wide intellectual horizons.The reports are not only a priceless source, but sometimes the only source, giving information about many events. They also complement the knowledge gained from other sources concerning people, events, and times they come from in a superb way. For these reasons after opening the Vatican Archive in 1881 many scientific institutions troubled themselves to publish the files.

AbstractIn the fifteenth and sixteenth centuries popes increasingly depended on clerical and lay kin to supervise the implementation of papal policy. This article argues that the charge of papal nepotism is a result of the continuing idealization of the pope as separate from the issues of work and family. By acknowledging that the preoccupations of the early modern pope extended beyond pastoral activities into a world of administration, legislation, militarism, and diplomacy, historians can better understand the pope’s use of and observers’ criticism of nepotism.

ABSTRACTThe Vatican is often cast as a marginal player in the reshaping of the European international order after the First World War. Drawing on new archival material, this article argues for a reassessment of the content and consequences of papal diplomacy. It focuses on the years between 1917 and 1929, during which time the Vatican used the tools of international law and state-to-state diplomacy to expand its power in both eastern and western Europe. The Vatican's interwar activism sought to disseminate a new Catholic vision of international affairs, which militated against the separation of church and state, and in many contexts helped undermine the principles of the League of Nations’ minority rights regime. Thanks in no small part to the assiduity of individual papal diplomats – who disseminated the new Catholic vision of international affairs by supporting anti-communist political factions – the Vatican was able to claim a more prominent role in European political affairs and lay the legal and discursive foundations for an alternate conception of the European international order, conceived in starkly anti-secular terms.

This article examines the ceremonial reception of papal legates in the early Middle Ages. It offers a precise, distinctive and normative portrait of their ritualised practice well before the existence of written canonical rules and procedures. The customs, principles, gestures and symbols conditioning legatine activities in this historical era became necessary pre-conditions to political communication, interaction and exchange. Their expression and representation, it is argued, help to explain the manifestation of Roman authority in distant Christian provinces, its varied meaning to contemporaries and the formative rules of political governance and diplomacy.

We are presenting a new issue of the Ignatianum Philosophical Yearbook to the Readers, this time largely devoted to ecclesiastical matters, and in particular to papal diplomacy. In the first article, Dorota Gregorowicz presents an analysis of how the international authority of the Holy See developed in the sixteenth and seventeenth centuries, based on the principle of the so-called active neutrality. The core of papal diplomacy in the modern era were apostolic nunciatures – permanent diplomatic representations in the capitals of Catholic countries. However, the nuncios, while staying in constant contact with Rome, had a lot of freedom of action, acting as mediators, arbitrators and overseers of the religious life of the faithful in their subordinate area.

Abstract:
The humanist Biondo wrote three different narratives of the Fourth Crusade aimed at establishing the legitimacy of western claims to lands in the east. Biondo had played an integral part in the ephemeral reunification of the Greek and Latin Churches at the Council of Florence in July 1439. Biondo blamed the Greeks for the failure and thus did not mourn the loss of their empire to the Ottoman Turks in 1453. However, Biondo did urge several states in the Italian Peninsula to set out en mass to fight the Turks. He viewed the fall of Constantinople as an opportunity for the Latin West to reestablish its rightful empire in the east. He explicated this opinion in at least two different treatises dedicated to rulers shortly after the fall of the ancient city. To Alfonso of Aragon, Biondo argued that the King could establish a peaceful and prosperous extension of his maritime holdings to include a fallen empire with no legal ruler. To the Venetians, he presented the Fourth Crusade as a glorious victory that established their legal claim to rule the now-lost remnants of the Byzantine Empire. Biondo shaped his source material of the Fourth Crusade into an historical narrative that made this primary argument and urged powerful rulers in the Italian peninsula to take back what was rightfully theirs.

Abstract:
In the early modern period the Holy See refused to mediate between Catholic and Protestant sovereign powers by formal diplomatic peace missions. As a consequence, scholarly research on the early modern papacy as a peacemaking force tends to concentrate on peace negotiations between Catholic powers. This doctoral thesis, in contrast, analyses the attitude of the Holy See towards political reconciliation across confessional boundaries in a case study of Pope Clement VIII Aldobrandini (r. 1592–1605). It places papal politics and diplomacy at the centre of three conflicts which had a confessional dimension: the war of the Catholic Spanish Habsburgs with Protestant England, the Spanish attempts to suppress the rebellion of the predominantly Calvinist United Provinces in the Low Countries and the power struggle between the Catholic king of Sweden and his Lutheran uncle, Duke Charles of Södermanland. This doctoral research analyses the role which Clement VIII's contemporaries expected the pontiff to fulfil in transconfessional peace processes and how far Clement VIII complied with such expectations. It sheds new light on the pope's interpretation of his traditional duties as the spiritual head of the respublica christiana to protect Christendom against those whom the papacy regarded as 'heretics', 'schismatics' and 'infidels'. This study will argue that Clement VIII followed a flexible religious policy and that, if necessary, the Aldobrandini pontiff was willing to promote the idea of a reconciliation between Catholic and Protestant powers. The transnational approach of this thesis will demonstrate that the response of the Holy See to regional and confessional conflicts needs to be understood as part of a wider strategy of the papacy which aimed at retaining the Catholic religion in the short-term and at restoring it throughout Christendom in the long-term.

Tra il 1927 e il 1932 un doloroso conflitto tra Chiesa e Stato a Malta, cattolicissima colonia britannica, si trasformò gradualmente in un aspro scontro diplomatico tra la Segreteria di Stato di Sua Santità ed il Foreign Office. I legami tra Regno Unito e Santa Sede si indebolirono ulteriormente nel biennio 1935-1936, durante la Guerra d’Etiopia: a torto, Londra interpretò l’iniziativa di pace della diplomazia pontificia come funzionale a sostenere le rivendicazioni imperiali dell’Italia fascista. Nel 1937, a seguito della pubblicazione dell’enciclica “Mit Brennender Sorge”, ebbe principio un effettivo riavvicinamento: gli inglesi percepirono il Papato allineato alle democrazie e contrapposto ai totalitarismi, ovverosia Germania e Italia. L’istituzione della Delegazione apostolica in Gran Bretagna (novembre 1938) costituiva sintomo e manifestazione concreta di tale nuova e profonda armonia.

In 1937, following the publication of the Encyclical “Mit Brennender Sorge”, a factual rapprochement started: the British perceived the Papacy as lined up with democracies and opposed to Totalitarian States, that is to say Germany and Italy. The institution of the Apostolic Delegation to Great Britain (November 1938) constituted symptom and concrete manifestation of a new and deep harmony.

Nos últimos anos o termo diplomacia presidencial tornou-se conhecido por todos devido a sua presença tanto na mídia, quanto nos meios acadêmicos e diplomáticos. O objetivo do presente trabalho é analisar o conceito de diplomacia presidencial no Brasil, cunhado por estudiosos para nomear a nova atitude – mais ativa – de alguns presidentes em política externa. Essa análise é importante para uma melhor compreensão da ação dos chefes de Executivo nacionais no cenário externo. Para isso, comparam-se publicações que abordam o conceito e aquelas que o definem, o que contribui para a compreensão do seu estatuto teórico. Além disso, confronta-se o conceito de diplomacia presidencial com outras abordagens que tratam da ação da Presidência da República na formulação de política externa.
In recent years the term presidential diplomacy has become widely known due to its constant presence in the media, the academic and diplomatic circles. This paper aims to analyze the concept of presidential diplomacy in Brazil, coined by researchers to describe the new and more active attitude toward foreign policy of some presidents. This analysis is important to better understand the actions executed by the head of the Executive in the international arena. Publications that approached the concept and those that defined it were compared in order to contribute to the comprehension of its theoretical statute. Furthermore, the concept of presidential diplomacy was confronted with other approaches that deal with the direct intervention of the Chief-of-State in the formulation of foreign policy.

Nas últimas décadas, deu-se uma mudança no paradigma internacional e na maneira como os países se interrelacionam. Estas relações, cada vez mais económicas, exigem uma nova abordagem por parte dos países. Neste sentido, o conceito de soft power de Joseph Nye, enquanto poder de atracção de um país e que pode ser encontrado na sua cultura, valores e políticas externas, ao invés de hard power, considerado como poder de coerção e que pode ser económico ou militar, ganha uma maior relevância. Neste contexto, o papel do country branding enquanto ferramenta utilizada pelos países para a prossecução da sua própria agenda tem vindo a ser desenvolvido, pretendendo o presente estudo analisar o papel do mesmo com o objetivo de atrair Investimento Directo Estrangeiro e a existência de evidências de soft power e hard power nessas estratégias. Para isso, foram desenvolvidas categorias e sub-categorias de soft e hard power, baseadas na visão de Nye, que são aplicadas a uma análise qualitativa dos sites oficiais de atracção de Investimento Directo Estrangeiro das economias emergentes denominadas de BRIC (Brasil, Rússia, Índia e China). As conclusões apontam para uma forte interdependência entre as dimensões de soft power, assim como o papel que as mesmas desempenham na construção da imagem de um país.
It has been a change, in the last decades, in the international paradigm and in the way countries relate. These relationships, increasingly economic, require a new approach by countries. In this sense, the concept of soft power by Joseph Nye, as the attractiveness of a country that can be found in their culture, values and foreign policies, rather than hard power, considered coercive power and that can be economic or military, gains greater relevance. In this context, the role of country branding as a tool used by countries to pursue its own agenda has been developed, pretending this study to examine its role with the objective of Foreign Direct Investment attraction and the existence of evidence soft power and hard power in these strategies. For this, we developed categories and sub-categories of soft and hard power, based on the vision of Nye, who are applied in a qualitative analysis of the official websites for Foreign Direct Investment attraction of the emerging economies known as BRIC (Brazil, Russia, India and China). The conclusions suggest a strong interdependence between the soft power dimensions and also the importance of their role in the image construction of a country.

Após o período de ditadura militar, o Estado democrático brasileiro favoreceu a convergência política com a Argentina na busca de superar animosidades históricas mútuas. Na fase de negociação dos tratados de cooperação que culminaram na criação do Mercado Comum do Sul (Mercosul), dois atores emergem como figuras principais. O primeiro deles é o corpo burocrático especializado, o Ministério das Relações Exteriores (MRE) ou Itamaraty, agente tradicionalmente principal na concepção da inserção internacional do país. O segundo ator importante a intervir é o Presidente da República, assumindo um papel cada vez maior na solução de problemas, e, em certas situações, participando de negociações. A literatura sobre processo decisório, em geral, enfatiza um Itamaraty que perde seu monopólio na tomada de decisão, em favor de um Presidente da República forte e de ministérios especializados em determinados temas da agenda externa. No entanto, essas novas interpretações foram raramente testadas frente a um caso concreto. Além disso, visto que o Presidente da República responde pela política interna nacional, ele somente interfere em demandas específicas- o que certamente afeta a abrangência de sua diplomacia presidencial. O presente trabalho busca esclarecer, no âmbito da crise e reconstrução do Mercosul, entre 2001 e 2006, se é possível encontrar embasamento empírico para as assertivas estabelecidas pela literatura. Para tanto, discute-se, a partir da metodologia de estudo de caso, o papel do Presidente da República, do MRE e de outros ministérios relacionados ao tema (1) na crise dos bens de informática; (2) na manutenção de uma Tarifa Externa Comum do Mercosul e (3) na criação do Mecanismo de Adaptação Competitiva (MAC). O estudo conclui que o Presidente da República concentra a tomada de decisão quando há um conflito interministerial em questões estratégicas.

Esta tesis doctoral tiene por objetivo analizar la relevancia ideológica y política de Gregorio Magno (590-604), autor de un prolífico corpus exegético, así como de un valiosísimo Registrum epistularum que contiene buena parte de la información conocida para la Italia de su tiempo. Además, su papel en la organización de la Iglesia de Roma prefigura el poder terrenal que adquiere definitivamente el Papado en época carolingia. Ha sido nuestra pretensión considerar a Gregorio desde esta dualidad, síntesis entre Romanitas y Christianitas, para entender la globalidad de su pensamiento y la trascendencia de su política. A tal efecto, hemos estructurado la tesis en cinco partes, de las cuales, la Parte I incluye los objetivos científicos y la introducción metodológica, mientras que la Parte V expone los logros conseguidos a modo de conclusiones. Las tres partes restantes componen el grueso de la investigación y se corresponden con los tres ejes de nuestro discurso. En la Parte II, contextualizamos la figura de Gregorio en las coordenadas históricas y especialmente culturales que influyeron en su pensamiento. Nos ha parecido lógico empezar por su educación –tanto laica como religiosa–, puesto que ésta cimienta su concepción del mundo y deviene referencia ineludible para cualquier análisis de su obra. La Parte III trata del ideario de lo sacro. Analizamos ciertos componentes accesorios – pero muy relevantes– del discurso proselitista gregoriano: la música, la imagen y las reliquias. De todos ellos se sirve el pontífice en favor de la evangelización; los tres se sacralizan al tiempo que se controla su producción y uso; en conjunto, se instrumentalizan para establecer un vínculo espiritual con Roma que incida en su autoridad moral en el Mediterráneo tardoantiguo. También estudiamos la actitud resultante de esta redefinición de lo sagrado en la nueva religiosidad cristiana con respecto de la alteridad religiosa; así, abordamos las diversas actuaciones gregorianas para con los herejes y cismáticos –arrianos, donatistas y tricapitolinos– o bien ante los infieles –judíos y paganos–, evidenciando las diferencias en el trato hacia unos y otros. Incluimos, además, su obra hagiográfica, los Dialogorum libri quatuor, de discutida autoría, en la cual aparece una concepción de la santidad generada por las particulares circunstancias de una Italia escindida entre bizantinos y longobardos. En ella, habitan la Península Itálica una miríada de santos próximos y coetáneos –los uiri Dei gregorianos– que ratifican la continuidad de la intervención divina en el mundus con el propósito de dotar a las tierras italianas de un santoral propio y cercano. Dedicamos la Parte IV al análisis de la Realpolitik desarrollada por el papa ante las diferentes monarquías de la Romania del siglo VI. Dividimos esta parte en dos apartados principales: el primero se refiere a la concepción monárquica teórica de Gregorio, forjada en las virtudes bíblicas, pero actualizada según los parámetros tardoantiguos; el segundo profundiza en su obra de gobierno ante el Imperio bizantino y los reinos germánicos europeos. En cuanto a este segundo apartado, reseñamos las iniciativas diplomáticas del Magno interpretándolas en clave “hagiopolítica”, neologismo que empleamos para definir toda actuación política fundamentada en un principio hagiológico. Nos parece obvio que Gregorio se valió de su nuevo ideario de lo sacro, y especialmente las reliquias le ayudaron a ganar el favor de los poderosos del mundo en su intento por incrementar la influencia de Roma en el Mediterráneo postimperial. Por otra parte, ya fuera ante el emperador o ante los reyes germánicos, Gregorio hizo siempre gala de una ductilidad política que evidenciaba su adaptativa personalidad. Y todavía añadimos un tercer punto: la actitud de Gregorio para con las reinas. Aquí se nos revela como un papa completamente original, pues mantuvo una abundante correspondencia con diversas soberanas y patricias que le había de procurar su apoyo ante sus esposos, un elemento indispensable en la cristianización de las nuevas sociedades germánicas. Completamos nuestras aportaciones con un par de Apéndices: el primero trata de las reliquias fundacionales y personales enviadas o solicitadas por el pontífice, trazando un mapa de destinatarios que nos indica la relevancia relicaria en la política papal; el segundo elabora una lista definitiva de los uiri Dei presentes en los Dialogi con la intención de ponderar su origen social y su importancia en la cultura de la Italia bizantina.
This thesis aims to analyse the ideological and political relevance of Gregory the Great (590-604), author of a prolific exegetical corpus and a valuable Registrum epistularum which contains the bulk of the information known for the Italy of his time. It has been our intention to consider the pontiff from this duality, synthesis of Romanitas and Christianitas, to understand the wholeness of his thought and the transcendence of his politics. Thus, we have divided our thesis into three axes. In the first axe (Part II), we study Gregory’s figure in the historical and especially cultural context which influence on his discernment. Both his laic and religious education constitute the basis of his conception of the world and become indispensable for any research on his work. The second axe (Part III) deals with the ideology of the sacred. Firstly, we examine some accessory but important components of his proselytism –music, image and relics–, which the pope used to establish a spiritual bond with Rome that concerns her moral authority in the late antique Mediterranean. Secondly, we study the effect of Gregory’s redefinition of the sacred on his different attitude towards religious otherness: heretic, schismatic or unfaithful. Finally, we analyse the Dialogorum libri quatuor, whose authorship is discussed. In this hagiographical work, Italy is inhabited by many close and contemporary saints –the Gregorian uir Dei– who ratify God’s intervention to provide this land its own holy men. The third axe (Part IV) refers to the pontifical Realpolitik developed before the different monarchies of the sixth century Romania. We examine his monarchical conception and evaluate his actual and adaptive diplomacy before the Byzantine Empire or the Germanic kingdoms to interpret Gregory’s political interventions from a “hagiopolitical” point of view. It seems clear to us that the pontiff made use of his new ideology of the sacred to increase Rome’s influence, and the relics sent to sovereigns and patricians are the best example. Besides, Gregory was the first pope who kept a significant correspondence with empresses and queens, whose influence on their consorts was to become essential in the Christianisation of the late antique societies. The thesis also includes two Appendixes dealing with the relics and the uiri Dei, respectively.

Abstract:
Esta propuesta de presentación plantea un caso de estudio pedagógico que se centra en formas innovadoras de promover la alfabetización visual para estudiantes de pregrado a través de la creación de imágenes basadas en lentes y tecnologías digitales. El plan de estudios se diseñó para impartirse a lo largo de un semestre académico en el campus sur de la Universidad Tecnológica de Auckland, en la ciudad de Manukau, Aotearoa, Nueva Zelanda. El contenido está pensado para estudiantes de primer año del Diplomado en Artes avalado en Diseño de Comunicación. El Diploma en Artes es atractivo para los estudiantes que pueden estar buscando una calificación de diseño más corta. Además, el programa proporciona una opción interesante para los estudiantes que no han cumplido o han perdido por poco los criterios de ingreso a la universidad (UE). La presentación se centra en la estructura y los contenidos de la experiencia pedagógica, donde los profesores y los estudiantes están conectados en el estudio de diseño a través de la agencia y la alfabetización en lugar de simplemente observar las prescripciones pedagógicas. En este entorno activo, se valora y valida el currículo oculto que trata sobre el trasfondo cultural y las epistemologías naturales del participante. Al crear el compromiso para la alfabetización visual, el informe requiere que los estudiantes consideren aspectos de la comunidad, asumiendo el papel de un narrador equipado con habilidades para crear contenido visual significativo y real. El curso se divide en dos enfoques de estudio de diseño paralelos: uno que se ocupa de la alfabetización visual a través de la imagen y la práctica fotográfica, y otro que se ocupa de aspectos de la naturaleza de los medios, la realidad aumentada y la difusión de imágenes en plataformas digitales. La primera área se centró en la alfabetización visual a través de la práctica fotográfica, utilizando la política del lenguaje y la representación fotográfica, empleando el análisis del retrato y la creación de imágenes. Este enfoque abarca los aspectos conceptuales asociados con las imágenes fotográficas y los aspectos técnicos de la creación de imágenes basada en lentes. La segunda área se centró en comprender los medios digitales, la aplicación de herramientas y cómo aprovechar el entorno interactivo para promover la conciencia y reflejar el cambio en la comunidad. Esta parte del informe tenía como objetivo crear una comprensión de los problemas asociados con los entornos en línea, proporcionando a los estudiantes las habilidades para operar de manera creativa y fluida en respuesta a la naturaleza acelerada de las plataformas de intercambio de imágenes en línea. En este contexto, se investigaron las técnicas de construcción y manipulación de imágenes digitales a la luz de las aplicaciones de la industria y los flujos de trabajo de mejores prácticas. Estas áreas de aprendizaje fueron respaldadas por un blog en línea donde los estudiantes registraron activamente su proceso de diseño, así como las pruebas e influencias contextuales que impactaron en su práctica de diseño. El entorno del estudio fomentó una forma inclusiva y participativa de enseñanza y aprendizaje y empleó los teléfonos inteligentes de los estudiantes como una herramienta accesible para producir y comprender imágenes. El proyecto contribuye al conocimiento sobre el estudio de diseño a través de un marco para la alfabetización visual y la educación en medios, donde los estudiantes aprenden los principios de la práctica de la fotografía y las tecnologías digitales. Contribuye a las reflexiones sobre el uso de las tecnologías de la telefonía móvil como una vía de acceso común a la alfabetización visual y la generación de imágenes.

Abstract:
Este documento de trabajo estudia el rompecabezas de la distancia entre las imágenes que la UE proyecta, de forma voluntaria e involuntaria, y las percepciones de la UE en América Latina. Después de revisar algunos de los debates relacionados con el papel de las percepciones en la política pública y la Diplomacia Pública de la UE, en el artículo se analizan algunos avances importantes en las percepciones de la UE a escala mundial a partir del estudio Análisis de la percepción de la UE y de las políticas europeas en el extranjero de 2015 (Estudio actualizado de 2021), que evaluó las actitudes hacia la UE en 13 países. La tercera sección examina algunos estudios sobre las actitudes hacia la UE en América Latina, incluidas ciertas contribuciones del Latinobarómetro. La cuarta sección recoge casos comparables de percepción de la UE en Brasil, México y Colombia a partir de los resultados del Estudio actualizado de 2021. El análisis de cada país se centra en la interpretación de las encuestas, aunque hay ciertas referencias a los métodos del análisis de la prensa y las entrevistas que se utilizaron en el Estudio actualizado de 2021. Cada caso aborda las tendencias específicas en los siguientes ámbitos: visibilidad, descriptores princi- pales, economía global y liderazgo internacional. Además, identifica ciertos patrones en las percepciones de la UE en los ámbitos del desarrollo social, el cambio climático, la investigación y la tecnología, la ayuda al desarrollo, la cultura, el caso del momento clave de la encuesta (pandemia) y la UE como referente normativo. La sección final se centra en ciertas tendencias generales en las percepciones de la UE en América Latina.
