Full textThe aim with my essay is to find out if illegal migrant`s have the right to medical care. My material consists of interviews together with literature, and internet sources. They are main sources. The result of my study is that illegal migrant´s doesn’t have the right to medical care in practice, but they have so legally. Conclusions in my essay are: that people who work with medical care, must be able to give their patient medical care according to medical rules. The rules are that those who are in need of medical care should be given medical care. The criteria should not depend on whether a patient can pay or if they stay in the country legally. The people, who work with medical care, must be educated in illegal migrant’s right to medical care, and about how to act according to different rules, when illegal migrant´s visit a hospital. The Swedish council and government are responsible for illegal migrant´s medical care. They must take their responsibility and give them the right to medical care on the same conditions as those who stay in Sweden legally, and even pay for their medical care. Every person has the right to basic medical care needs, and to have them fulfilled.

Full textIn the beginning of 2002 a new kind of debate started inside the Swedish trade unions that also were published in the newspapers. The debate was about if the Swedish trade union
should organize the undocumented workforce or not. In this thesis I will deal with this issue and also investigate what kind of solutions the trade unions in Sweden use on this new
phenomenon, a phenomenon that recently have become a social and political problem during the last years. This is a new subject within political science and there is limited research made before. Because of that, this thesis will be empirical, inductive and exploring by its nature. The main question in this essay is “How do the Swedish trade unions think about organizing the undocumented workers and what do they believe that the union can do to make the undocumented workers circumstances easier?” In order to answer that I had to used four additional questions; which are the main trade unions in Sweden and which of them are in
contact with the undocumented workers? Who are undocumented and what does it mean? Which are the trade unions standpoints and arguments in the organization question? What do the Trade unions believe that they can do to make the situation easier for them who are undocumented?
Briefly are my conclusions that the trade unions in Sweden are divided about if they should organize or not. Sveriges Arbetares Centralorganisation is the only trade union that
organizes the undocumented workers today but Fastighetsanställdas Förbund express that they want to do it too. In the latest month, a new cooperation have started between undocumented workers and the trade unions LO, TCO, Fastighetsanstaälldas, Hotell och
Restaurang and SEKO. Perhaps this cooperation will make the situation at work and life a little bit easier for the undocumented.

Full textJuly 1 2013 a new law entered into force in Sweden. The new Education Act gives undocumented children in Sweden right to education. This is regardless whether the child has been rejected by the Migration Board on their residence permit application and shall be rejected or if the child lives in hiding and has not applied for a residence permit. Today, undocumented children's right to education does not mean that undocumented children have a school attendance, this determines the child himself or the family of the undocumented child´s the right to be utilized. This choice leads too many undocumented children do not exercise their right to education. There are several reasons for this, such that many undocumented families are not aware of the new Education Act, but also that the police actually have the right to seize an undocumented student from school. Then there exists no guarantee that the undocumented student's safety at school, many undocumented families declines this right because of the fear of being found and cared for by the police. In connection with this issue, we have identified various dilemmas for teachers, dilemmas that arise when there is a clash between teachers' professional ethics' and teachers' statutory obligations such as notification requirements to authority. In Sweden, teachers have an obligation to notify if they suspect or become aware that a child is being abused to social services. This notification requirement causes a big dilemma for teachers as the consequence of a notification can be devastating for the individual undocumented student and their family. To get a view of the teacher's dilemmas, we conducted interviews with teachers from Skåne. In the interviews we got told by teachers that the dilemma with the notification requirements and protection of undocumented students is something that teachers fear. Thanks to the Convention of Children´s Rights, teachers' professional ethics, teacher´s obligation to observe silence and confidentiality that exists at the school, teachers can protect the individual undocumented student. However, there are fears remain in the teachers about what happens if it comes to the situation where a claim must be made to social services. The results of the analysis gave us that the teachers' professional ethics is not as strong as other professional ethics so that teachers can stand up to other authorities and deny their request for the entry of the school.

Full textSammanfattning Syftet med studien är att undersöka hur irreguljära migranter, eller ”papperslösa” flyktingars situation konstrueras diskursivt i svensk massmedia. Syftet är även att studera hur ”papperslösa” flyktingars villkorade mänskliga rättigheter i Sverige legitimeras diskursivt i massmedia och hur konstruktioner av motmakt görs. Följande frågeställningar behandlas i uppsatsen: - Hur konstrueras ”papperslösa” flyktingar och deras situation diskursivt i svensk massmedia?- Hur konstrueras samhällets roll i situationen? Följande underfrågor är relaterade till frågeställningarna:- Hur legitimeras situationen som ”papperslösa” ställs inför i Sverige diskursivt?- Vilka sociala konsekvenser kan konstruktionerna ha för ”papperslösa” och för samhället? Frågeställningarna besvaras genom en diskursanalys av ett empiriskt urval bestående av tio nyhetsinslag som sänts i Sverige Television och tio nyhetsartiklar från Dagens Nyheter, Svenska Dagbladet, Aftonbladet och Expressens Internetupplagor. Analysen genomförs med diskurspsykologiska analytiska verktyg utifrån de befintliga sociologiska teorierna. Resultatet visar att situationen konstrueras enligt skilda tolkningsrepertoarer som bygger på humanitära och ekonomiska diskurser som leder till olika sociala konsekvenser och ideologiska kategoriseringar av ”vi och dom”. Resultatet visar även att retoriska konstruktioner av situationen i massmedia bidrar till att legitimera att ”papperslösa” individer marginaliseras i Sverige genom att fokus i rapporteringen ligger på politiska och ekonomiska aspekter samt ”papperslösa” individers legala status framför mänskliga rättigheter.

Full textBackground: A person without a residence permit, often lacks certain rights to care. Health professionals encounter undocumented patients in different contexts which generates a large variety of perceptions of their right to health care. Clear guidelines and flexibility is required by the nurse in order to achieve a fair and effective care for this vulnerable group. Aim: To describe the experiences and ethical arguments of health professionals and nurses in particular in the care of undocumented migrants. Method: A literature review based on eleven scientific articles were used and selected from the databases SwePub, CINAHL plus with Full Text and Academic Search Premier. The articles have been reviewed and analyzed by the Friberg model (2012a). Results: The results are presented in five main categories and two subcategories. The first main category Health professionals’ attitudes towards caring for undocumented migrants indicates that opinions differ about their rights and access to health care. Ambiguities towards the regulations are shown in the second main category Experiences surrounding regulations. The third category Caring relationship shows that flexibility is required by the nurse when caring for undocumented migrants. The fourth category presents Barriers perceived by health care professionals. The fifth and final category Organizations and cooperation demonstrates a need for health care institutions, government agencies and NGO’s to collaborate. Discussions: The result is analysed according to Beauchamp and Childress (2013) care ethical theory concerning the four principles: respect for autonomy, non-maleficence, beneficence and justice. The discussion shows that conflicts occur between the principles. Laws and limits lead to ethical stress and costs.

Full textIn Sweden, a non-regulated labor market is growing, with workers standing outside both the state’s and the labor unions’ protection. The question regarding undocumented workers’ rights has become a complex issue for Swedish labor unions. This paper clarifies what the unions do for undocumented workers. The answer investigates a wider understanding based on what deep-seated assumptions they base their organizing on. The empiric material is mostly interviews and articles from the labor unions membership publications. The wider understanding of what they do for undocumented workers is derived from Carol Bacchis method What's the problem represented to be? It is also complemented with Dvora Yanows method interpretive policy analysis. The results show that the organizing of undocumented workers is mainly through the organization Fackligt center för papperslösa (Union center for undocumented workers) and is often motivated by assumptions of uneven competition. Parallels are also drawn between Hannah Arendt and her theories about pariah and Wendy Brown and Jason Reads view of neoliberalism and its penetration of the labor market. The examined labor unions are Svenska Byggnadsarbetareförbundet Stockholm-Gotlands, Stockholms LS av Sveriges arbetares centralorganisation, Hotell- och restaurangfacket, Svenska kommunalarbetareförbundet and Fastighetsanställdas förbund.

Full textBackground: A review of the laws and guidelines describing the scope of quality of care create a disinclination towards limiting the care for undocumented immigrants. The staff within primary care in Region Skåne should work in accordance with laws and the proffered guidelines. The nurse managers have an overriding view of the unit and should lead the development work at the health centre. This appears to be a challenge and a depiction of how this is done is lacking, specifically revolving the care of undocumented immigrants. Aim: The aim of this study was to examine how to offer undocumented immigrants a care in accordance to swedish laws and ethical codes on a unit level within primary care. Method: An interview study was conducted with six informants. The data were analyzed with content analysis. Results: The question of how nurse managers perceive the guidelines of Region Skåne and how a care that cannot be deferred is turned into practice resulted in these categories: connection to health care, definition of patient community, assessment of health needs and interpretation of care that cannot be deferred. The challenges that the nurse managers perceived they are facing regarding the implementation of guidelines were: problematic factors in establishing a connection to health care, difficulties to define the patient community, patient safety and practical problems of administration, difficulties to interpret care that cannot be deferred, consensus through the care chain, values among the heath care staff, resources versus human dignity, required knowledge among health care staff and lacking information to the patient. Conclusion: Throughout the result was an inconsistency found to permeate the care. Hence, the quality of care for these patients can not be ensured.

Full textBackground: In general, refugees, asylum seekers and undocumented migrants are considered to be a vulnerable population. With regards to the increasing number of asylum applicants during the last decade in Sweden, health care staff is likely to encounter individuals with a refugee background. Although, many working in health care have limited knowledge about the effects of migration and legal rights. Nurses are required to have the ability to meet patients’ physical, psychological, social, spiritual as well as cultural needs, and to deliver the care in a culturally sensible way. Aim: The aim of this bachelor’s thesis was to illustrate nurses’ experiences of caring for refugees, asylum seekers and undocumented migrants. Method: A literature review according to Friberg’s method was conducted. Twelve scientific articles of both qualitative and quantitative design are the foundation of this paper. Data was collected from the databases CINAHL and PubMed. Themes and subthemes were then formed after analyses of the material. Results: The results are presented in two main themes along with their subthemes. The first main theme Experiences of obstacles in caring describes various difficulties the nurses encountered while caring for patients who are refugees, asylum seekers and undocumented migrants. The second main theme The nurses’ emotional reactions describes subjective feelings the nurses expressed while working with patients who have this background. Discussion: The results show that nurses experienced difficulties in the communication and difficulties giving care related to different cultural views on health. Stereotyping and bias of patients could also occur among nurses, which affected the care negatively. These consequential findings are discussed in relation to Leininger’s theory of transcultural nursing.

Full textBackground: Immigrants, refugees, asylum seekers and undocumented migrants belong to society's most vulnerable groups and are at high risk of developing mental health problems. The groups are underrepresented in psychiatric care and there is a disproportion between the need and the availability of care for these patient groups. Aim: The aim was to examine the experience of mental illness and barriers for access to healthcare of immigrants, refugees, asylum seekers and undocumented migrants from a transcultural nursing perspective. Method: Ten qualitative studies and two mixed-method studies were reviewed and analysed. Leiningers transcultural nursing theory was applied to enable a higher level of abstraction. Results: Three themes were identified: The mental illness, Barriers for care and Culturally influenced attitudes. The result showed that the groups suffered from mental illness related to experiences through the migration process. Inadequate information, communication difficulties and a lack of trust in the medical staff led to obstacles in healthcare. Stigma, religious beliefs and gender roles affected the focus group's view of mental illness. Conclusion: Immigrants, refugees, asylum seekers and undocumented migrants are at high risk for developing mental illness but structural and personal factors preventing them to receive treatment. Nurses should take an active role and gain knowledge about experiences and culturally conditioned attitudes about mental illness among patients. Clinical significance: Highlighting the experience of living with mental illness and obtaining care in a new cultural context, increases the nurses’ knowledge about the marginalized patient group.

Full textUndocumented people are a vulnerable group in our society who often live in a precarious situation as regards to their future, living, work, social intercourse and the access to health care. Undocumented peoples meeting with the Swedish health care system often differ from others. Their constant fear of being denied care, being violated in consultations with the health care, fear of the nursing staff contacting police or the Immigration Service often results in the delay of seeking medical care, or that they avoid it completely (Urrutia-Rojas, Marshall, Trevino, Lurie & Munguía-Bayona, 2006). When we, as future nurses, will meet people who are undocumented in our profession, it is important to have an understanding of how they experience the encounter with the Swedish health care system. The aim was to describe undocumented people’s experiences of the Swedish health care system. The study has a qualitative method and the stories were analyzed with content analysis. The results showed that undocumented people’s experiences of the Swedish health care system are often negative, however there were positive examples occasionally. The categories that emerged from the results were: Hopelessness, Frustration, Not to be taken seriously, Fear, The importance of security and Lack of assurance. The conclusion displays the uncertainty and constant insecurity that these people live with on a day to day basis, which in turn often leads to illness and needs of care.

Full textBackground: Undocumented migrants and asylum seekers are part of society’s most vulnerable groups which the UN Human Rights seeks to protect. Swedish legislation does not comply with these rights. Undocumented migrants and asylum seekers often suffer physical and psychological problems and the road to health care is paved with obstacles. The Swedish Ethical Code for nurses describes a professional duty to provide care for all under the same conditions. Factors that prevent nurses from providing equitable care, cause problems and dilemmas. Aim: The aim of this study is to describe nurses' experiences of undocumented migrants and asylum seekers in the health care system. Method: Literature review with qualitative approach. Ten articles were reviewed and formed the basis for this study. Result: The findings of this study revealed four major themes Flying blind, Frustration, Cultural competence and An emotional challenge with eight subthemes. Conclusion: The lack of / ignorance of guidelines were clear. The writing and implementation of guidelines is therefore essential. Leininger transcultural nursing theory can inspire nurses to develop cultural appropriate care. Published research in this subject was limited therefore suggesting a lack of interest in this area of research. Clinical significance: By studying nurses' experiences, organizational barriers were identified. These may possibly be eliminated by clear guidance and knowledge. Highlighting this problem can lead to structural changes, thereby helping to incorporate equitable health care for all.

Resultatet av denna studie visade att debattens huvudsakligen förs av journalister och politiker men även av andra aktörer såsom läkare, olika typer av organisationer och till viss del privatpersoner. Kärnan i debatten visade sig bestå av huruvida sjukvård skall betraktas som en mänsklig eller medborgerlig rättighet och tre ideologiska block urskiljdes i analysen. Dessa rör medborgarskap, mänskliga och medborgerliga rättigheter samt välfärdsstatens roll. Konklusionen blev att detfinns en tydlig ideologisk skiljelinje mellan de som åberopar mänskliga respektive medborgerliga rättigheter i debatten om papperslösa personers rätt till vård.

Hur talas det kring människor utan uppehållstillstånd? För att få svar på mina frågor analyseras, med diskursteori som både metodologisk och teoretisk utgångspunkt, de politiska debatter som tar plats i riksdagens kammare.
Uppsatsen redogör för och diskuterar den asyldiskurs som regeringspolitikerna försöker göra gällande i den politiska debatten. Analysen visar på att kriminaliseringen av papperslösa och gömda samt framställningen av Sverige som öppet och generöst utgör en utgångspunkt för diskursen.

Full textThe study aims to develop recommendations in order to reduce the number of claims regarding not delivered goods during Volkswagen Group Sverige AB’s distribution of spare parts. By mapping the material and information flow, in the supply chain can be identified, and based on a further investigation of its causes useful proposals of actions can be presented. Part Logistics (henceforth VPL) is a part of Volkswagen Group Sverige AB‘s aftermarket function and distribute spare parts to around 250 dealers in Sweden, Finland and Norway. Every day, VPL supplies 15 000 order lines with spare parts for Volkswagen Passenger Cars, Volkswagen Commercial Vehicles, Audi, Skoda, SEAT and Porsche. VPL has identified deviations regarding the deliveries to the retailers which they consider important to investigate, since errorfree deliveries is a central part of customer satisfaction for retailers as well as end customers in the aftermarket. The deviations are internally referred to as claims and of the reported cases, 32 percent consist of situations where VPL fails to deliver an order line in time or at all. Those cases measure up to the type of claim that occurs to the greatest extent on VPL and is internally labelled as Not delivered. The theoretical framework includes theory within three main areas that are considered necessary for the further investigation. The aftermarket is one of the main areas, which partly includes general theory about the aftermarket and its characteristics, but also a framework adapted to the current study. Furthermore, mapping is presented as one of the main areas which includes practical approaches for mapping based on a number of theories. In the current study, the work of improvement also constitutes a central theoretical area and the third main area therefore includes the theory of how companies can accomplish continuous work of improvement based on several different methods. Based on VPL‘s current situation and acquired theory the task could be pinned down to a number of key issues including related questions and detailed questions, that serve as a tool for the further study. Based on the mapping of the supply chain as well as the acquired data from VPL, a number of scenarios could be formulated that represent different situations from where the claims labelled as Not delivered may occur. Through a data analysis regarding the formulated scenarios, it was found that the largest share of claims labelled as Not delivered is a result of unaccomplished order picks. By a further investigation of the causes regarding the presence of unaccomplished order picks, the root cause of the problem could be determined which is considered to be a lack of implemented technology and structured work with improvements. Based on the identified root causes recommendations are formulated including two action proposal expected to reduce the number of missed out deliveries. VPL is recommended to introduce more technological solutions in the business to ensure that order picking is performed. An introduction of more technology such as scanning and RFID would not only reduce the presence of unaccomplished order picks, it would further eliminate situations considered critical regarding the occurrence of other claims in the supply chain. Furthermore, VPL is recommended to implement a structured way of working with improvements which partly means that they will work actively to adjust and in a long-term prevent occurrence of deviations in the business.

Full textThe aim of this study was to investigate knowledge and opinions concerning undocumented migrants’ access and right to health care among employees within the primary health care sector in the county council of Uppsala. An additional aim was to investigate whether there is information available about management of undocumented migrants at the workplaces, and if so what the employees think about it and what kind of information they wish to receive. The study is quantitative with a descriptive design. 86 employees at primary health care centres within the county of Uppsala answered questionnaires concerning knowledge and opinions about legislation as well as access to and demand for information concerning undocumented migrants. Collected data was compiled using Microsoft Excel and was then presented in tables and diagrams. The result of the study indicates that there is a lack of knowledge among employees within the primary health care sector concerning legislation on undocumented migrants’ access to health care. According to the employees’ knowledge there is no information available at the workplace concerning undocumented migrants, and nearly everyone requested information of some kind. The majority of the employees are of the opinion that undocumented migrants should have the same right to health care as Swedish citizens. The conclusion of this study is that there is a need for information and guidelines concerning management of undocumented migrants in the county council of Uppsala.

Full textThe post-modern western city is going through two central changes in the organization of paid labour. One is the switch from production of goods to production of services, and the other is the increasing rift between well-paid labour with permanent jobs, and temporarily employed workers with low wages. Both of these processes are rasified and gendered, and strike harder against women, young persons and people of emigrant background. The flexible capitalism creates an informalization of the economy, breaking with earlier regulations of the labour markets, in which workers also need to find informal strategies in their individual and collective struggles. In this paper, I search for these “new” experiences of living and working in late capitalist society, by doing open interviews with three women of Latin-American origin, working without official permission (without documents) in the informal economy of Stockholm. Analyzing their narratives, I look for the agency and resistance that, according to my theoretical perspective, is part of everyday life of all suppressed subjects. I come to the conclusion that irregular systems of recruitment and other forms of interdependency could be useful for other groups of precarious workers. The interviewed women also use strategies such as fantasizing about a reversed world or focusing their thoughts on the future, and deceiving or avoiding the power(full), to cope with their everyday work situations and the contradictory class mobility they experienced in the migration. However, these strategies often reproduce an acceptance of power more than a resistance to it, and show us how the capitalism works as an hegemonic ideology incorporated in us all.
