As narrativas focalizam a mulher das classes pobres no universo feminino paraguaio e, nesse sentido, o estudo em questão abrange as relações entre a literatura e a vida social paraguaias, levando em consideração várias tendências teóricas literárias, culturais, especialmente no que concerne ao estudo das representações das relações entre o gênero feminino e os vários segmentos socioculturais do entorno local. Como referencial teórico nos valeremos dos estudos de Oscar Tacca(1983), Jonathan Culler(1999), das abordagens feministas de Michelle Perrot(2005), Elaine Showalter(1994), Ruth Silviano Brandão(1995, 2006) e Susana Moreira de Lima(2007), dos estudos culturais com Angel Rama(1982) e Cornejo Polar (2000) e da crítica sobre Josefina Plá e a literatura paraguaia com Ángeles Mateo del Pino(1994), Francisco Pérez-Maricevich(2009), Hugo Rodriguez-Alcalá (2000) e Miguel Ángel Fernández(2004). Com base nessas abordagens e diante de um contexto formado por confrontos culturais e por uma identidade configurada pelo hibridismo e por valores históricos, políticos, estéticos, religiosos e sociais em constante transformação, demonstramos que os contos de Plá apresentam como denominador comum as mulheres pobres vivendo papéis diversos e importantes na formação do processo identitário cultural paraguaio, principalmente as mulheres guaranis e mestiças. The present work is a reading of ten story by Josefina Plá(1909-1999), writer little-known in the Latin American context, especially regarding to the prose. The narratives focus on women from the poorer classes in the female Paraguayan universe and, accordingly, the study in question concerns to the relationship between literature and social life in Paraguay, taking into account various theoretical literary, cultural trends, especially in relation to the study of representations of the relations between female and various socio-cultural segments of the local environment. How we use of theoretical the studies by Oscar Tacca (1983), Jonathan Culler(1999), feminist approaches Michelle Perrot(2005), Elaine Showalter(19994), Ruth Brandão(1995, 2006) and Susana Moreira Lima(2007), cultural studies with Angel Rama(1984) and Cornejo Polar (2000) and criticism about Josefina Plá and Paraguayan literature with Mateo Ángeles del Pino(1994), Francisco Pérez-Maricevich(2009), Hugo Rodríguez-Alcalá(2000) and Miguel Ángel Fernández(2004). Based on these approaches, and in the presense of a context formed by cultural confrontations and identities shaped by hybridity and by historical, political, aesthetic, religious and social values in constant transformation, we have shown that Plá’s stories have as a common denominator poor women playing diverse and important roles in the shaping of cultural paraguayan identity process, mainly the guarani women and mixed-race. We also observed the representation of a different woman from that that was dealt with exclusively by the local historiography as heroin or muse, as the Paraguayan woman, and the women represented by the Romantic school, were always masked and idealized by the image... Credit risk is often a critical risk in the financial sector. Therefore, how a financial institution manages its credit risk is an important determinant of profitability and solvency. In this regard, the identification and measurement of credit risk is the first component of efficient risk management. Correct and timely credit ratings are important for risk management systems, and for informing regulators about financial system risks. Credit risk is the main risk faced by the Paraguayan financial sector. Effectively managing it requires banking supervision and regulation in line with international best practices. As a step in that direction, this research assesses the Paraguayan banking regulation of credit risk and compares it to the principles and the best practices about credit risk management issued by the Basel Committee. I propose principles to guide the implementation of statistical models for better measurement of credit risk in Paraguayan financial institutions.

Full textENGLISH ABSTRACT: Paraguayan Justice has been going through a period of deep transformation. The Justice has many challenges to face. Those challenges should be regarded as opportunities for transformation and not as threats. It is a fact that information and communication technology (ICT) per se cannot solve all current challenges; however, it can offer solutions to the many problems that confront the judiciary. In that sense, ICT development becomes the best ally of Justice. The Information, Technology, Processes, Objectives and values, Staff and skills, Management systems and structures, and Other resources (ITPOSMO) dimensions described by Heeks (2006) are applied as the basis for evaluating ICT in the judicial sphere. This research validates the opinion of the users with regard to ICT projects. Judges, court and administrative officials, managers and lawyers constitute the unit of analysis of this study. These stakeholders were interviewed and requested to complete a survey. The study reveals the high level of relevance that ICT holds for the judiciary, in the sense of providing information and tools for interacting with different users. The objective of ICT is to act as support for improving court and administrative performance through the different ICT systems. Nonetheless, this research has also uncovered limitations and flaws in the current information systems. These flaws tend to turn the benefits that ICT systems can bring into constraints. This study makes various suggestions on how to overcome those flaws. The most important suggestion is the development of a holistic approach when ICT projects are conceived. Likewise, the early involvement of stakeholders who will be influenced by any ICT initiative should be encouraged.
AFRIKAANSE OPSOMMING: Paraquay se Justisie het deur ‘n moeilike transformasie tydperk gegaan. Die Justisie het met baie uitdagings te doen gekry. Hierdie uitdagings moet beskou word as geleenthede vir transformasie en nie as bedreiginge nie. Dit is ‘n feit dat inligting en kommunikasie tegnologie (IKT) op sigself nie alle huidige uitdagings kan oplos nie, alhoewel dit oplossings kan verskaf vir baie van die probleme wat die regbank ondervind. In hierdie opsig is IKT ontwikkeling die beste roete vir Justisie. Die Inligting, Tegnologie, Prosesse, Doelwitte en waardes, Personeel en vaardighede, Bestuurstelsels en –strukture, en Ander hulpbronne (ITPDPBA) dimensies wat deur Heeks (2006) beskryf word, is gebruik as basis vir die evaluering van IKT in die regterlike omgewing. Hierdie navorsing staaf die opinie van die gebruikers wat betref IKT projekte. Regters, regs- en administratiewe beamptes, bestuurders en regsgeleerders vorm die eenheid van analise in hierdie studie. Onderhoude is met hierdie rolspelers gevoer en hulle is versoek om ‘n vraelys te voltooi. Die studie het die hoë vlak van toepaslikheid wat IKT vir die regbank bied deur die voorsiening van inligting en hulpmiddels vir interaksie met verskillende gebruikers, onthul. Die doel van IKT is om as ondersteuning te dien om howe en die administrasie se werkverrigting te verbeter met behulp van verskillende IKT stelsels. Nogtans het hierdie navorsing ook beperkinge en foute in die huidige inligtingstelsels bloot gelê. Hierdie foute neig om die voordele wat IKT stelsels kan bring, in beperkinge om te skakel. Hierdie studie maak verskeie voorstelle oor hoe om daardie foute te oorkom. Die belangrikste voorstel is die ontwikkeling van ‘n holistiese benadering wanneer IKT projekte bedink word. Terseldertyd moet die vroeë betrokkenheid van rolspelers wat deur enige IKT inisiatief beïnvloed sal word, aangemoedig word.

Full textThis research aims at describing the relationship between the sentence intonation of the Paraguayan Guarani and the melody of Paraguayan popular songs. Ferreira Netto (2006) model of analysis was used. He analyzed the Portuguese prosody considering the fundamental Frequency as a temporal series. The data were collected through field research. Analysis and tabulation of data were conducted using the software ExProsodia. The analysis focused specifically the end of sentences of spoken Guarani and the melody of songs. The results pointed out that the end of the spoken sentences as well as songs were similar and mainly plagal.

Full textThe purpose of this research is to analyze and interpret the political and economical thought of Dr. José Gaspar Rodríguez de Francia [1766-1840], a recognized intellectual, leader of the Paraguayan independence and countrys Supreme Dictator between 1814 and 1840. From personal correspondence, orders and decrees written by the Paraguayan dictator, the research aims at understanding different aspects of his thought and, to some extent, compare them with certain actions of his government. This objective is contextualized by an overview of the economic, political and social features of Paraguay, from the colonial period to the beginning of the process of South American independence and the subsequent political rise of Dr. Francia, determined, in turn, by the vicissitudes of the regional crisis that led to the forming of national states on the Río de la Plata Basin.

The objective of this study is to examine the relations between Brazil and Paraguay during the political negotiations on the construction of Itaipu, which had their beginning in 1962 with the release of the Octavio Marcondes Ferraz project, and ended in 1979, with the signing of the Tripartite Agreement, which has consolidated a legal framework in the hydroelectric exploitation in the watershed of ―Rio da Prata‖. Full textThis study discusses Augusto Roa Bastoss novel Vigilia del Almirante (1992). The thematic axis and theoretical grounds of this dissertation were established with the purpose of investigating the relations between reality and language in the scope of historical fiction more specifically, in metafictional historical novel, a genre that problematizes its own discursive nature, establishing itself as a linguistic construction and directly opposing the classical model that values a realistic account of historical deeds and processes in a fable that is verisimilarly and linearly developed. This Romanesque project is summarized by Roa Bastos himself, in a sentence extracted from Yo el Supremo (1974): Writing does not mean to turn what is real into words, but to make words real. This research emphasizes the use of mythical discourse and transcendental exile (a rupture between life and language) as fundamental elements of structure in Vigilia del Almirante. Roa Bastos explores the inconsistency between reality and words experienced by the historical Columbus, correlating it to two other transcendental exiles: D. Quixotes and that of the guarani civilization. In addition, in this work the author reuses some constructions from Yo el Supremo, a novel that is also structured around myth and whose protagonist, who is in transcendental exile, is also associated to Cervantes roving rider. These choices are combined to originate an unlikely, non-linear novel, without the predominance of dramatic evocation, marked by the presence of different conflicting voices. This characterizes Vigilia del Almirante as a complete, ambiguous, polyphonic and self-critical work that does not present itself as the only possible standpoint on the theme. This fictional strategy aims to question traditional, conservative and mythicizing portrayals and historiographies on Christopher Columbus, unveiling their purely linguistic nature and not accepting them as a universal truth.

Full textThe aim of this paper is to analyze the strategies developed by slaves to free themselves on the southern border of Brazil, along with daily experiences of these captives in the city of Jaguarão between 1865 and 1888. This proposals aim is to better understand slaves as historical subjects who managed to negotiate their own freedom through strategic battles in the border region between Brazil and Uruguay, in the midst of the Paraguayan War and the abolition of slavery in Brazil. Therefore, to develop this thesis we seek to grasp the daily dynamics of slaves in the resort town of Jaguarão before and during the international armed conflict with Paraguay, in order to understand the relationships between masters and slaves along the border. It is pertinent to also point out the effects of the impact of the Triple Alliance War on the southern society, focusing on the return of freed blacks to Jaguarao in order to emphasize the problem of including these men in the netting of the social web of this southern region. Issues such as the re-enslavement of black soldiers, the effectiveness of the combatants in the armed forces, and also the important role of the soldiers released in the process of the abolition of slavery in Jaguarão will be assessed and intertwined in this research.

Full textThe speeches given by Pedro Segundo and Getulio Vargas during wartime not only reveals their orientation of leadership but in turn provides something else. These discourses gives one a unique window into not only how these leaders chose to perceive the challenges of wartime but how to address them to the national populace. The rhetoric they used had to transform for purposes of mobilization while adapting to shifting political environments. Among one of the features of this adaptation was the choice of which aspects of the national consciousness to stress at pivotal moments. By examining the public speeches of Pedro Segundo and Getulio Vargas one can see the political orientation of both leaders, understand the political climate of both periods, and witness how much Brazil had changed in the eighty-one years between the beginning of the Paraguayan War and the end of WWII.

One may approach the Kinikinau through its pottery. The pottery produced currently by their women, is an example of the strategy driven by them to make it less invisible in the context of indigenous peoples of Mato Grosso do Sul. Without land of their own, living for nearly a century on lands of others for years such as the Kadiwéu Indian Reserve - the Kinikinau people were discovered to be Chané-Guaná or Terena. Nowadays, a small portion of the population struggle for an identity that might be legitimately Kinikinau. This study aims to discuss the aspects that led to the alleged disappearance of the Kinikinau looking for reference in ethnological literature of the twentieth century aiming to partially map their territorial dislocations both in past and present, as well as the intersocietal relations established with the Mbayá-Guaicuru people and finally exploring the role of its pottery as a material evidence that consolidates them their own existence today
Foi através da cerâmica que se chegou aos Kinikinau. Procurando dar visibilidade à sua existência, este povo indígena proveniente do Chaco Paraguaio, hoje instalado em Mato Grosso do Sul, criou e recriou estratégias de sobrevivência para não ser apagado de sua própria história, obtendo em tempos recentes um reconhecimento que lhe havia sido negado. A cerâmica elaborada atualmente por suas mulheres é um exemplo da estratégia acionada por este povo para se fazer menos invisível no contexto das populações indígenas de Mato Grosso do Sul. Sem uma terra própria, vivendo há aproximadamente um século em terras alheias, como, por exemplo, na Reserva Indígena Kadiwéu, os Kinikinau foram referenciados como Chané-Guaná ou Terena. Nos dias de hoje, uma pequena parcela de sua população luta por uma identificação que seja legitimamente Kinikinau. Este estudo visa problematizar aspectos que levaram ao suposto desaparecimento dos Kinikinau, conforme bibliografia etnológica do século XX, procurando percorrer parcialmente seus deslocamentos territoriais, no passado e presente, as relações intersocietárias estabelecidas com os povos Mbayá-Guaicuru e, finalmente, o papel da cerâmica enquanto evidência material que comprova a sua existência nos dias atuais

O escritor Wilson Bueno (1949 – 2010) pode ser considerado uma referência na produção literária brasileira das últimas três décadas. Todo o seu legado literário pode ser caracterizado como uma travessia nas fronteiras dos gêneros e do experimentalismo linguístico, e tem em Mar paraguayo (1992) um dos principais representantes desse trânsito entre as fronteiras. Nesse sentido, a partir dos pressupostos teóricos e críticos de autores como Gerard Genette (2006;2009), María Rosa Lojo (2011), Anselmo Peres Alós (2011; 2012), Néstor Perlonguer (1991;1992), Néstor García Canclini (2015), Irlemar Chiampi (1996), a abordagem será feita através da estruturação de três particularidades observadas no romance: a questão do gênero como gender, nas fronteiras entre o masculino e o feminino, na definição do (trans)gênero e da (trans)língua na invenção de uma linguagem, herdeira de Macunaíma, do Manifesto Antropófago e de Guimarães Rosa; a relação híbrida entre a poesia, a prosa, a fusão de culturas, ressaltando as fortes influências do neobarroco e do concretismo; e as conexões intertextuais, no reconhecimento dos diálogos com a tradição literária e com a cultura popular. Por fim, a hipótese é que tanto o discurso da protagonista quanto toda a estruturação do romance apontam para um hibridismo de gêneros e para a fronteira, entendida como um ponto para o qual os limites convergem e confundem-se. Tal hipótese se confirma e reflete um processo de criação artística que, por sua vez, não é inédito no sentido dos caminhos que foram escolhidos para a construção desse romance, mas reflete de certo modo uma tendência e estabelece, portanto, diálogos significativos com outras obras, em uma constante ruptura e re-leitura da tradição literária e cultural.
The writer Wilson Bueno (1949 - 2010) can be considered a reference in Brazilian literary production of the last three decades. All of his literary legacy can be characterized as a crossing on the borders of genres and experimental language, and has in his Mar paraguayo (1992) one of the main representatives of this traffic across borders. In this sense, departing from the theoretical assumptions and critics by such authors as Gerard Genette (2006, 2009), María Rosa Lojo (2011), Anselmo Peres Alós (2011; 2012), Néstor Perlonguer (1991; 1992), Néstor García Canclini (2015), Irlemar Chiampi (1996), the approach will be made by structuring three particularities observed in the novel: the question of gender as a genre, the borders between male and female, in the definition of (trans) gender and (trans)language in the invention of a language, heir to Macunaíma, the anthropophagic Manifesto and Guimarães Rosa; the hybrid relationship between poetry, prose, fusion of cultures, highlighting the strong influences of Neo-Baroque and Concretism; and intertextual connections in the recognition of dialogues with literary tradition and popular culture. Thus, the hypothesis is that both the speech of the protagonist and the whole structure of the novel point to a hybridism of genres and towards the border, understood as a point to which the limits converge and get confused. This hypothesis is confirmed and reflects the process of artistic creation which, in turn, is not unheard of in terms of the paths that have been chosen for the construction of this novel, but it reflects something of a trend and thus establishes meaningful dialogues with other works in a constant disruption and re- reading of literary and cultural tradition.

Su legado literario puede ser caracterizado como una travesía en las fronteras de los géneros y del experimentalismo lingüístico, y tiene en Mar paraguayo (1992) uno de los principales representantes de ese tránsito en las fronteras. A partir desse referencial, aborda-se a estrutura estabelecida para a logística mobilizada pelas forças militares terrestres brasileiras para suprir as demandas do esforço de guerra. Busca-se compreender melhor a estrutura militar organizada pelo Império para atender às necessidades da guerra, o panorama dessa estrutura ao final do conflito, considerando elementos como o comando militar de d’Eu, a ação diplomática e por vezes até militar de José Maria Paranhos (futuro visconde do Rio Branco) e a interação entre ambos diante dos percalços logísticos enfrentados pelas forças militares terrestres brasileiras para finalização do conflito. Estes entraves logísticos afetaram e comprometeram ora a intensidade e estratégias da ação militar, ora a ação diplomática da representação brasileira, com reflexos marcantes na dinâmica política imperial desse período
The present study aims at deepening the studies regarding the final period of the event known in Brazilian history as the Paraguayan War, particularly from its the end in 1868 and after the departure of Caxias - a period that includes the command of Count d'Eu, by the end of the campaign in 1870. Based on this framework, the study deals with the structure established concerning the logistics employed by Brazilian military land forces to meet the demands of the war effort. Thus, we aim at providing a better understanding of the military structure organized by the Empire to meet the needs of the war as well as a broader view of this structure at end the conflict. Factors such as the military command of d'Eu, the diplomatic and sometimes even military role played by José Maria Paranhos (soon to become Viscount of Rio Branco) and their interaction before the logistic troubles faced by Brazilian land forces in order to put an end to the conflict were considered. Such logistic barriers affected and jeopardized either the intensity and military action strategies or diplomatic efforts of Brazilian representatives, reflecting remarkably the political dynamics of the Empire throughout this period

Full textDuring the 19th Century, several adventurers, mainly European, roamed the Brazilian territory, producing countless reports which are used as sources for the study of the land, people and nature or the time, since such travel literature deals with the experience of contact. Such reports are not only sources of information about Brazil, but also indicate important interpretative lines of Brazilian history. As such, this work tries to study one of the most noteworthy scholars of the 19th Century, Richard Francis Burton, born in 1821 in Torquay e deceased in 1890, in Trieste. This voyager lived during a very important time in politics for his country, the Reign of Queen Victoria of England. He was a military, diplomat, scientist, naturalist, author translator, and so on, and a known explorer of the African continent, where he involved himself in daredevil expeditions beside John Hanning Speke, being at the center of the debates about the source of the Nile. In Brasil, Burton was the British consul at Santos, between 1865 and 1869, writing several important voyage reports and a narrative on the Paraguayan war and the Brazilian context of the time, in the form of letters, sent to an anonymous character: “Z...”. In the work Letters from the Battlefield of Paraguay, published in London (1870), Richard Burton gathered 27 letters, the first one written in Montevideo in August 11, 1868, and the last one written in em Buenos Aires in April 21, 1869, after he visited the battlefields twice (from August 17 to September 5, 1868) and from April 4 to 18, 1869). We will analyze the peculiar trajectory of this traveler, as well as his “social place”, his reports which go beyond picturesque observation and are historical sources for studies about the people, landscape, nature, social relations, conflicts, etc. We will study the interests he had which made him travel through Brasil and the Plata region, where the Paraguayan war took place, as well as his representations and relationships established in these territories.
No século XIX, diversos aventureiros, principalmente europeus, percorreram o território brasileiro, produzindo, inúmeros relatos os quais nos servem de fontes para o estudo da terra, da gente e da natureza da época, uma vez que estas literaturas de viagem tratam da experiência do contato. Tais relatos não são apenas fontes de informações sobre o Brasil, mas apontam para importantes linhas interpretativas da nossa história. Nesse sentido, o presente trabalho pretende abordar um dos mais marcantes intelectuais do século XIX, Richard Francis Burton, nascido em 1821 em Torquay e falecido em 1890 em Trieste. Este viajante viveu numa época de grande importância política para seu país, período de reinado da Rainha Vitória na Inglaterra. Ele foi militar, diplomata, cientista, naturalista, autor, tradutor etc., e um conhecido explorador do continente africano, onde empreendeu ousadas expedições ao lado de John Hanning Speke, estando envolvido nos debates sobre a nascente do Rio Nilo. No Brasil, Burton foi cônsul inglês em Santos entre 1865 e 1869, deixando importantes relatos de viagem, uma importante narrativa sobre a Guerra do Paraguai e sobre o contexto brasileiro da época, sob forma epistolar. As cartas-reportagens de Burton eram endereçadas a um destinatário anônimo “Z ...”; Na obra Letter From the Battlefield of Paraguai, publicada em Londres (1870), Richard Burton reuniu 27 missivas, a primeira datada de Montevidéu em 11 de agosto de 1868, e a última escrita em Buenos Aires em 21 de abril de 1869, depois de visitar os campos de batalha por duas vezes (de 15 de agosto a 5 de setembro de 1868 e de 4 a 18 de abril de 1869). Analisaremos a trajetória peculiar desse viajante, bem como seu “lugar social”; seus relatos que vão além da observação pitoresca e nos servem de fonte histórica para estudos sobre a gente, a paisagem, a natureza, as relações sociais, os conflitos, etc. Analisaremos os interesses que motivaram Burton a percorrer o Brasil e a região platina onde se deflagrou a Guerra do Paraguai, bem como suas representações e as relações estabelecidas nesses território.

Full textThis thesis seeks to identify the main intellectual and political objectives of Juan Natalicio González (1897-1966), a Paraguayan writer who played an extensive variety of activities (journalist, essayist, editor, politician, Colorado Partys member and diplomatic). From the analysis of their biographies, their own texts (autobiography, essays and magazine Guarania) and the study done by historians we consider that Gonzalez partially achieved his political ambitions, because he became president of his country but he was deposed and did not return to play a leading role in the national political scene. He succeeded in spreading and consolidation of the revisionist interpretation of Paraguayan history, after participating in various groups of Latin American intellectuals who widely reproduced his version of the history.

This work is linked to the History Teaching and Historical Knowledge research line of the Graduate Program in History at the Federal University of Paraíba, which has Historical Culture as area of concentration. Our goal was to analyze, in a comparative study, the approaches on previously selected issues of History textbooks, produced in the 1980s, 1990s and 2000s, concerning a specific subject: the war in Paraguay. Considering the debate about this theme carried on the academic level and in the light of new historiographical studies, we emphasized two moments for the analysis of textbooks, the first of which falls on those whose authors (Nelson Piletti and Joana Neves & Elza Nadai) wrote at least since the 1980s, submitting to periodic reviews their works which were published and used until the late 1990s meaning that these school textbooks have passed through the period of the so-called revisionism and neorevisionism regarding the historiography of the Paraguayan War. We stress that, precisely because of the comparative character of the study, we used the 1980s and 1990s editions of the these works. The second stage of analysis investigates the book of the professor Gilberto Cotrim, in editions of 1999 and 2005. In the 1990s, when the first edition of Cotrim was published, the discussions about the Paraguayan War between the so-called revisionist and neorevisionists were intensified. Therefore we attempted to correlate such subject in the selected textbooks, in its various editions, with the bibliography and academic production of the time, and observe the historiographical influences for its production, noticing if there were changes in the concepts of the text and in the interpretation of the authors of textbooks, as a consequence of the historiographical renewal and revisionism, especially of those concepts which concern the causes of conflict. For this purpose, we discussed various aspects that support this objective, such as the transformations in the very materiality and design of textbooks over the issues analyzed, without, however, having the intention to deepen or focus on this latter discussion.
Este trabalho dissertativo está vinculado à Linha de Pesquisa Ensino de História e Saberes Históricos, do Programa de Pós-Graduação em História da Universidade Federal da Paraíba, cuja Área de Concentração é Cultura Histórica. Nosso objetivo foi analisar, em um estudo comparativo, as abordagens em edições previamente selecionadas de livros didáticos de História, produzidas nas décadas de 1980/90/2000, no que concerne a um assunto específico: a Guerra do Paraguai. Levando em conta o debate que se travou a nível acadêmico acerca dessa temática e à luz dos novos estudos historiográficos, privilegiamos dois momentos para as análises dos livros didáticos, em que o primeiro enquadra-se naqueles cujos autores (a saber: Nelson Piletti e Joana Neves & Elza Nadai) escreviam desde pelo menos a década de 1980, passando suas obras por revisões periódicas e sendo publicadas e consumidas até o final dos anos 1990. Isso equivale a dizer que esses livros escolares atravessaram o período dos chamados revisionismo e neo-revisionismo no que se refere à historiografia da Guerra do Paraguai. Destacamos que, justamente por se tratar de um estudo comparativo, usamos as edições das décadas de 1980 e 1990 dessas obras. O segundo momento de análise investiga o livro do professor Gilberto Cotrim, nas edições de 1999 e 2005. Na década de 1990, quando da publicação da primeira edição do livro do professor Cotrim, intensificaram-se as discussões entre os chamados revisionistas e neo-revisionistas sobre a Guerra do Paraguai. Assim, buscamos relacionar o referido conteúdo nos livros didáticos selecionados, em suas diferentes edições, com a bibliografia e produção acadêmica da época e observar as influências historiográficas para sua produção, percebendo se houve mudanças na formulação do texto e interpretação dos autores dos livros escolares a partir da renovação historiográfica e dos revisionismos, especialmente ao que concernem as causas do conflito. Para tal, procedemos a reflexões sobre variados aspectos que corroboram com esse objetivo, a exemplo das transformações na própria materialidade e concepção do livro didático ao longo das edições analisadas, sem, contudo, ter a intenção de aprofundar, ou mesmo se deter nesta última discussão.

Full textParaguayan guarani is an amerindian living language spoken by most of the population of paraguay ( approximately four million people ). This language belongs to the linguistic family of tupi-guarani which prevailed over vast areas of south america, from the atlantic coast to the andes, when the conquest of this continent started. At the present time this language is one of the official languages in the republic of paraguay where it coexists with spanish, the second official language of this bilingual state. Guarani is mainly a language of oral tradition. It draws its sources from the different prehispanic tupi-guarani dialects, as well as from "guarani jesuitico", language standardized from the 16th century by the jesuits in their "reductions" and finally from colonial guarani, common language used by the new half-breed population. The roads that led paraguayan guarani from an oral to a written language were riddled with great battles in order to survive. For five centuries it has been alternating between a falling back to an oral language and the investing in writing. This enabled guarani to adapt itself to various situations in taking in some elements of spanish without modifying the essential structures of the language. Guarani of paraguay, the first amerindian language spoken by nonindians is reaching the status of an official state language on the american continent. Nowdays it is facing a new challenge: becoming again a literary language able to cover the spaces of communication of the modern world

Full textThis thesis is a study of the transformation of a region of Paraguay thought of as extremely peripheral and under-populated. The primary goal is to understand the economic actors and strategies involved in these processes of territorial construction, and to link them to specific territorial configurations. The analysis is specifically interested in the major transformations in the use of productive resources in recent years (1998-2008). With its geographical, and more specifically its use of geo-historical and geo-economic, the study was developed within a theoretical framework centered on the concepts of space and territory. Data was gathered through semi-structured interviews with different groups of socioeconomic actors from the region, aimed at understanding the logic of their economic activities, their ties, articulations and different modes of occupying, exploiting and organizing space. In the end, the thesis reveals the conjuncture of social, economic, productive, commercial and integrative transitions that transformed the territorial structure of the Chaco, turning it from a forgotten periphery before 1990, into a group of active and networked territories by 2008. These phenomena were reinforced by the construction of continent-wide corridors for regional physical integration. Through spatial fragmentation and specialization, the Chaco gave way to several Chacos, substantially modifying the territorial configuration of both the region and Paraguay as a whole
Esta tesis se enfoca en el estudio de los procesos de construcción territorial del Chaco, región concebida como hiper periférica y muy poco poblada de Paraguay. El objetivo principal es comprender las estrategias económicas de los actores y de vincularlas a las distintas configuraciones territoriales. Específicamente nos interesamos en analizar las fuertes transformaciones en la ocupación del espacio y el uso de los recursos productivos en los últimos años (1998-2008). Con un enfoque geográfico y dentro de este, geohistórico y geoeconómico, la investigación se realizó con un marco teórico que gira principalmente en torno a los conceptos de espacio y territorio. En términos metodológicos, se aplicaron encuestas semi directivas a los diferentes grupos de actores socioeconómicos de la región para comprender las lógicas de las actividades económicas, los vínculos, las articulaciones y las diferentes formas de ocupar, explotar y organizar el espacio. A lo largo de la tesis demostramos el conjunto de transiciones de índole social, económica, productiva, comercial y de integración que transformaron la estructura territorial del Chaco, pasando de una periferia olvidada, característica que primó hasta 1990, a un conjunto de territorios activados y en red en 2008. Estos fenómenos se refuerzan con la construcción de corredores de integración física a nivel continental. De esta forma, la otrora región del Chaco cede lugar a varios Chacos, surgido por la fragmentación y especialización espacial, modificando sustancialmente la configuración territorial tanto del Chaco como de Paraguay

The focus of this study is the Paraguayan educational reform of 1944 during the period from 1990 to 1998. The analysis is based on the premise that every reform occurs in response to a social need, thus, the effort focuses on gauging what issue this reform method of education sought to resolve. The conclusion recorded through document and bibliographic research highlighted that the materiality of educational precariousness of the nation was real, however, the planning, elaboration and implementation of the reform process had its development and execution compromised and restricted, mostly due to the external interference, which does not constitute as a national identity, a priori, to contemplate the expectations and needs of the nation. Therefore, it was part of a set of measures designed in accordance with the interests of the USA, which imposed on education its adequacy with the development demands of capitalist society aligned with the neoliberal globalization.
Esta dissertação tem como objeto de estudo a reforma educacional paraguaia de 1994, tendo como recorte histórico o período de 1990 a 1998. A problemática parte do pressuposto de que toda reforma ocorre em resposta a uma necessidade social, assim, o esforço está em aferir qual o problema que esse procedimento reformador da educação procurou resolver. A conclusão registrada por meio da pesquisa documental e bibliográfica evidenciou que a materialidade da precariedade educacional da nação era fato, porém, o planejamento, a elaboração e a execução do processo reformador teve seu desenvolvimento e sua execução comprometidos e limitados, majoritariamente, em decorrência da ingerência externa, não se constituindo com uma identidade nacional, a priori, para contemplar os anseios e as necessidades da nação. Dessa forma, fazia parte de um conjunto de medidas arquitetadas em consonância aos interesses dos Estados Unidos, que conferia à educação a execução de determinadas ações que visavam contemplar as demandas de desenvolvimento da sociedade capitalista a luz da globalização neoliberal

Resumo: O presente trabalho refere-se a uma leitura crítica de Mar Paraguayo, obra do escritor paranaense Wilson Bueno, sob o viés do pensamento nômade de Gilles Deleuze e Felix Guattari. Essa narrativa escrita por Bueno que, apesar de breve, vem chamado atenção da crítica desde sua publicação em 1992, inicialmente, devido à linguagem com a qual foi composta: uma mistura de português, espanhol e guarani. A partir da linguagem, o trabalho se desenvolve, de início, em duas direções. Primeiro, buscando relacionar a linguagem de Mar Paraguayo com outras obras latino-americanas que também se valeram do contato entre distintas línguas para a construção de sentido. Para tanto, são mobilizados os estudos de Raúl Antelo, Richard Morse e Jorge Schwartz, os quais, cada um a sua maneira, analisaram a relação entre línguas e identidades nacionais. Depois, para entender a recepção da obra - de como a crítica construiu uma leitura a esse trabalho de Wilson Bueno - a pesquisa busca entender a associação da obra com o neobarroco e, ao mesmo tempo, com o movimento de poesia produzida em portunhol selvagem, principalmente em relação ao trabalho do poeta Douglas Diegues, que afirma ser discípulo de Bueno. Ao final, o foco principal é o aprofundamento na análise do valor que as referências à cosmogonia guarani adquire na narrativa, visto que o relato da Marafona, a personagem principal, é intitulado ñe'?, o conceito de palavra-alma que fundamenta as práticas religiosas desse grupo ameríndio. Nesse capítulo, além das transcrições dos cantos míticos realizados pelos antropólogos León Cadogan e Pierre Clastres, o pensamento de Eduardo Viveiros de Castro se mostram pertinentes. Full textIn Paraguay, from the 2000s, a reconfiguration of the urban network "from below" occurs through the growth of a multitude of small towns (for each, their population is between ten and thirty thousand inhabitants). Despite their small size, they diversify their activities and have functions that allow them to extend their radius of influence. As a result, the cities in question complement and reinforce an "intermediate" category of the national urban network whose components are still largely unknown. The activation of these centralities is not the result of voluntarist policies of spatial planning, but of the forces and inertia of the market. However, while the Paraguayan society projects itself into the city and aspires to a city life style, the economy of the country is not generating enough jobs. The current growth of intermediate cities is indicative of the deep social changes taking place in Paraguay and provides a glimpse of the challenges that lie ahead and, therefore, where public action will be needed
A partir de la década del 2000, se produce en el Paraguay una recomposición de las categorías inferiores de la estructura urbana a través del crecimiento de ciudades de pequeño porte (entre 10.000 y 30.000 habitantes). A pesar de su tamaño relativamente reducido, estas ciudades asisten a una notable diversificación de sus actividades y funciones, lo que les permite ampliar su espacio de influencia. Por consiguiente, los centros urbanos en cuestión completan et refuerzan un nivel intermedio de la red urbana del país cuyos componentes aún quedan por caracterizar. El surgimiento de dichos polos no es el resultado de políticas voluntaristas de ordenamiento del territorio sino de las fuerzas e inercias del mercado y de la masificación del consumo. Sin contar con un aparato económico generador de empleos suficientes en las ciudades, la sociedad paraguaya aspira a la vida urbana y se proyecta en ella. El fenómeno de crecimiento de ciudades intermedias es revelador de los profundos cambios sociales que operan en el Paraguay y permiten avizorar los retos que se presentan en el futuro así como los desafíos para la acción pública
