Full textThis thesis proposes to analyze the communication around and about national parks highlighting the actors' strategies, power relations and communication strategies used. Recurrent conflicts in the creation and management of national parks and political developments have led to increased consideration of local actors by proponents of the parks. This research shows the role of these actors, particularly through the communication of public institutions of national parks and participatory mechanisms that are implemented. This thesisalso attempts to show territorial issues of national parks. These "protected areas" contribute to the construction and promotion of the territories. The "national park label" distinguishes the environmental value of the territory. Finally, we propose to understand politics of national parks through the construction of the environment as public intervention sector and throughthe approches of nature and its protection. Therefore, parks' communication policies reconcile the nature patrimonialization and sustainable development

Full textNature conservancy is the main goal of wilderness protected areas. Some conservation strategies, focused on concepts such as ecological integrity, ecosystem management, connectivity, buffer zones, or charismatic megafauna protection have been elaborated in the recent years to reach this goal. The American black bear is a good model to evaluate the efficiency of these conservation strategies since many factors can affect the demography of this species, such as hunting and trapping, habitat loss, and forest exploitation. The central question of my thesis is then the following: “Can a protected area such as La Mauricie National Park of Canada be able to maintain ecological integrity of a large mammal such as the American black bear?”. I used data from the long-term (1990-2005) monitoring of the black bear population in La Mauricie National Park of Canada. In the first chapter, I evaluated the influence of hunting and trapping in the periphery of the park, as well as the influence of poaching and nuisance kills on the survival of bears. Main results indicated that human-caused mortalities have a significant effect on this bear population. In the second chapter, I undertook a population viability analysis. The growth rates estimated with survival and reproduction data indicated that the number of females appears stable in the population, but that the number of males would decline if the population became isolated. In the third chapter, I emphasized the importance of accounting for sampling error in population viability analysis. Finally, in the fourth chapter, I determined the size of the greater ecosystem of La Mauricie National Park of Canada, based on the study of the movements of bears. The results of this thesis show the importance of the territory located outside of a protected area. In my opinion, we will not be able to achieve the long-term protection of the integrity of a bear population in a park of the size of La Mauricie National Park of Canada as long as conservation objectives, supported by the establishment of buffer zones around protected areas, are not integrated in a large-scale greater ecosystem management plan.

Full textThis thesis is focused on the conflictual relationships between the Environmentalists (State of Cameroon; Project Waza-Logone, parc agents, international NGOs) and the half-nomad pastors by the name of mbororo, to whom the same territory is an environnemental bank for the former and a social bank for the latter. This contribution goes from the protagonists, to question the conflicts, in order to encompass their producers that are the representations. Thus, out of ethnography and of the analysis, are created these main conflicts due to nomad pastoralism, to the collection of material of constructions, food products, and traditional therapists. This latter are brought about by a flagrant ignorance that faces the mbororo with the tryptic protection-conservation- valorization of the ecology holders. However, this situation makes that the level of coercition is confronted to the permanent violation of the norms to be upheld. By exploring the conflicts, the parc represents to the Environmentalists a bank of genetic biodiversity in situ; all the biodiversity stays there. It is a business product valuable by tourism, without omitting that there is also a space appropriated by the State of Cameroon, which is the legal owner of the space. On the mbororo side, it is about an expropriated space and the orchestrated expulsion by the Environmentalists is a vibrant proof. The plantation and the place of memory are two others representations, validated by the fact that they are refuelled in diverse products to meet their needs, then it is inside that space that the connection with their lives and nature is made. Having measured the conflicts and the visible limits as far as the solution is concerned, we argue about some hypothesis proper to engage the protagonists toward the new understanding of the respective stakes. At last, they are located at different registers, translated into practical propositions capable of allowing a truly co-management

Full textThis thesis offers a comparative environmental history of French, Ethiopian and Canadian national parks. It rests upon an analysis of laws, management plans, tourist documentation and archive produced by the managers of Cévennes, Semën and Forillon national parks. This research questions the "national park" object as a territory of heritage and identity manufactured by power to promote a national belonging feeling. Using comparison, this work shows that beyond the context, invention of nature is dedicated to the reinforcement of the material and ideal edges of the nation. In France, the Cévennes national park serves as a symbol of a rural, nostalgic and traditional nation. In Canada, Forillon participates to the naturalization of a nation that gives herself to see as a virgin, a-temporal and a-political nation in order to overcome a past lacking of depth but overflowed by conflicts. In Ethiopia, the State adopts the eco-racist representations of international institutions such as IUCN, UNESCO and WWF for being recognized on the international scene and established, therefore, on a territory namely "national". Thus, in these three countries, national park appears as a place of struggle. Space of daily life converted in a space of temporary visit, it legitimates the exertion of a concrete and symbolic violence on local and surrounding populations

Full textThe question of transport infrastructures construction is often associated to the issue of territory development policies, especially in developing countries. In a country as Mauritania, immense, arid and mainly inhabited by nomads, transport and mobility constitute a major issue for everyday life. The opening in 2004 of the Nouakchott-Nouadhibou road not only takes on geostrategic, political and socioeconomic dimensions, but also has impacts at three levels: international, national and local. Furthermore, the road gives structure to the Mauritanian space, linking up the two national economic and political capitals. The road lies within the framework of great trans-African road projects, reason of its importance in terms of regional integration. At the local scale, the road runs along the eastern border of the Banc d’Arguin National Park (PNBA). Our surveys’ findings show that this road has brought about organizational changes structured around the question of accessibility. On the one hand, the road has increased the movements of persons inside the protected area (fishermen, herders, sub-Saharan migrants, tourists, etc. ) and at the same time it has accentuated the sedentarization process at the PNBA peripheries, which remains difficult to manage. On the other hand, it has made easier for the local population the access to social services (health, water and education) and to markets. This new spatial dynamic, inside a territory normally dedicated to Nature conservation, is both considered as a source of environment damaging and as a way of socioeconomic development. This contradiction reveals the difficulty to dissociate the “negative” impact of transport on environment from the “positive” one on human living conditions. It also sheds new light on the difficulty to manage the degree of opening and closing of a protected area. In this research, space is apprehended in its social, mental and natural dimensions. In other words, the thesis explores the different fields of public policies, actors’ representations and practices, without forgetting the physical field which constitutes the support of actions

This work attempts to contribute to the analysis of the knowledge and know-how of the actors involved in biodiversity management, as well as to links established between knowledge action, erudite knowledge and indigenous knowledge in la Vanoise National park. Cultivated for the ones, naturalness for the others, the park is at the crossing between domestic and wild space. Therefore, it is the place and the object of conflicts between social actors having different interests and different knowledge (the managers for the Park and their partners, scientific and amateur naturalists, members of associations of nature protection and space users, in particular stockbreeders)

Full textAmerican Samoa is a small American associated territory in the pacific. The colonial history and the american influence have caused many social transformations. However, ninety percent of the land is still communally owned by samoan extended families or aiga. In 1994, the national park of American Samoa was established by the US government. Most of the protected land is owned by local Samoan aiga, which not only receive rent from the National Park Service but also continue to live on their communal land inside the park. My thesis is the study of the interactions between the Park and the local populations, and the possible impacts the former may have on the local social organisation, notably the rent paid to local aiga. Traditionally, any asset in an aiga is shared between relatives, by their senior matai, the head of the family. This person is also in charge of managing the rent from the Park and redistributing it. The matai may, howerver, keep for himself a part of this income if not all. This creates conflict within the aiga. Moreover, the National Park having fixed a monetary value to land, which had a symbolic value before, participates in the shift of the meaning of land for American Samoans and in changing their perception of it. In my analysis, I will demonstrate that the National Park of American Samoa, without such an intention, is affecting two of the pillars of the Americans Samoan social organisation; first the extended families and their matai, which are the basic social unit, and secondly the communal mand which is intrinsically associated with the aiga and its internal oraganisation. Full textCreated in 1976, the Banc d'Arguin National Park (PNBA) is a marine protected area classified as a World Heritage Site by UNESCO. The park is home to a fishing population called "Imraguen" formerly living from a traditional subsistence fishery. Over the last twenty years, fishing at the Banc d'Arguin has become a highly lucrative commercial activity leading to increased losses of a rich marine biodiversity.The thesis focuses on the understanding of the fish dynamics that have been implemented in the park since its creation. Based on the concept of the fishing system, the study proposes to describe and analyze the interactions between the ecosystem and the socio-system in its social, cultural, spatial, political, economic and regulatory dimensions. Therefore, the approach is intended to be systemic and focuses on understanding the fishery dynamics of the Banc d'Arguin as a whole.This thesis aims to rethink the management strategies of the park by trying to reduce pressure on the fishery resource. Ultimately, the results of this research will have to serve as a decision-making tool for the manager
