The aim of this thesis is an analysis of activities of the Parliamentary Institute (PI) which serves as an expert base for the Parliament of the Czech Republic. At the conclusion of his last speech as President of the Royal Anthropological Institute of Great Britain and Ireland (RAI) in 1872, Sir John Lubbock announced his intention to try to introduce legislation that would protect the ancient monuments of Great Britain. He was optimistic about his chances for success: ‘As there seems to be a general wish throughout the country to take some adequate steps for the preservation of these ancient monuments and graves of our forefathers, I am not without hope that the bill may meet with favourable reception’ (Lubbock 1872: 442). It transpired that the Ancient Monuments Protection Bill (AMPB) was to sorely try Lubbock’s patience and sap his optimism, because the Ancient Monuments Protection Act (AMPA) was not to receive royal assent until 1882, ten years after Lubbock’s resignation from the presidency of the RAIGBI. The long battle to get the first AMPA onto the statute books had entailed a great many compromises concerning the machinery of protection and the degree of state interference in the property rights of landed citizens. The most important of these compromises was made in 1881, when Lubbock changed his parliamentary tactics. After years of obstruction in the House of Commons, Lubbock abandoned his Private Member’s Bill and carried a resolution through the house that forced the Gladstone Liberal government to introduce a public bill of its own. This bill became the basis of the first AMPA, and it was a pale reflection of Lubbock’s own proposed measure, even exempting the monuments of Ireland from protection until the Ancient Monuments Protection (Ireland) Act 1892. In the second reading debate of the government’s bill (August 11, 1882) Lubbock observed: . . .As regards the present bill, while it was, no doubt, a step in the right direction, especially in providing for the appointment of an inspector, he could not hope that it would prove altogether effectual. It was natural that he should prefer the bill that had been before the house in previous sessions. . . . . . .

Until 1774, farmers passively observed the agitation against parliamentary taxation rather than actively engaging in the anti-Parliament agitation. One reason was that the Stamp Act affected them far less directly than it did urban populations. The Stamp Act was an excise tax, a type which farmers had always favored over taxes on persons and property which bore more heavily on rural society. Farmers mobilized at last in 1774 after the Boston Port Bill closed the port as punishment for Bostonians dumping tea in their harbor. Rural towns and counties formed committees, passed resolutions, and organized militia companies. Farmers’ economic interests were not directly affected; they were soon to accept the Association which voluntarily closed American ports to put pressure on Britain. They seemed rather to see the Port Bill as a government attack on the people in contradiction of its primary obligation to protect. Farm areas in Pennsylvania and throughout North America formed committees to speak and act for the people. They enforced the Association which forbade exports to Britain and organized militia companies in preparation for an expected British effort to enforce the laws. Farm areas demonstrated their capacity for acting as a body and so were not dismayed when Independence was declared in 1776 and government by the people instituted.

Abstract:
Chapter 2 is a retelling of nearly two hundred years of pre-Victorian Indian colonial education, presented to aid interpretations of American missionary action in the Victorian period. The chapter shows how, despite their “universal” Christian intent, mission schools were closely allied with colonial authority and deeply racialized in their functioning. Extensive archival data (1708–1849) is used to describe the typical composition of the student body, syllabi, classroom techniques, and examination methods in mission-run schools. Missionaries used the very “heathen” curricular material and pedagogical practices they denounced. And they deliberated over the advantages of establishing schools that would further the interests of the East India Company. In the other direction, British parliamentary papers show official colonial thinking on how Western education could serve the colonial cause, and on whether a part of the teaching endeavor could be delegated to Christian missionaries. The chapter summarizes the decline of indigenous education under colonial rule as reported by Company officials just as evangelicals, chiefly, educated and ambitious middle-class people in Britain and America, began to express interest in Indian education. Between 1833 and 1854, mission schools were widely established, filling the void in indigenous education. The chapter considers the problematic of the language of education, recounting the Anglicist/Orientalist debate. It then discusses the “Woods Despatch” of 1854, the new education law, which called for a secular curriculum and for inspections to be instituted in private schools seeking government grants-in-aid. The chapter ends with a discussion of American missionary thought and practice of exploring new ways of attracting student audiences to the evangelical cause.
