Abstract:
In 2004, a new movement began. It was one that promised democratization of media production tools and the means to freely distribute work. Using domestic tools and open source software, the pioneers threatened to disrupt the top-down media ecosystem that we were used to. That movement was podcasting. In the 10 years that have passed since we first heard the word ‘podcast’ thousands of podcasts have started, audiences have grown steadily, technologies have evolved and the medium has become increasingly professionalized. By 2015, the medium had become a significant talking point through the success of podcasts such as Serial, Start-up and WTF, suggesting that podcasting may have reached maturity.

AbstractBased on a novel dataset, the ‘German Management and Organizational Practices’ (GMOP) Survey, we calculate establishment-specific management scores following Bloom and van Reenen as indicators of management quality. We find substantial heterogeneity in management practices across establishments in Germany, with small establishments having lower scores than large establishments on average. We show a robust positive and economically important association between the management score and establishment level productivity in Germany. This association increases with establishment size. Comparison to a similar survey in the United States indicates that the average management score is lower in Germany than in the United States. Overall, our results point toward lower management quality being at least in part to blame for the differences in aggregate productivity between Germany and the United States.

We study the correlates of the monthly establishment wage—the average monthly wage at the establishment level—and changes in wage dispersion between plants using a model of manufacturing developed by Goldin and Katz and data from manuscript censuses of manufacturing. We find that wages were decreasing in establishment size, but increasing in capital intensity and use of steam power. We also find an increase in inequality in the establishment wage between 1850 and 1880. Most of the increase occurred below the median wage and can be attributed, in part, to the growing concentration of employment in large establishments.

As características da regeneração natural no sub-bosque de comunidades florestais em processo de restauração expressam os principais indicadores de sucesso dos projetos de restauração ecológica, sendo que a ausência ou a baixa qualidade de regeneração natural são os principais gargalos para a perpetuação de projetos inseridos em paisagens muito fragmentadas. No entanto, condições adversas de micro-sítio de regeneração sob plantios de restauração podem restringir a colonização do sub-bosque por espécies nativas, comprometendo a sua perpetuação no tempo. O objetivo desse estudo foi avaliar se, e como, as condições físico-químicas do micro-sítio de regeneração, no sub-bosque de áreas em processo de restauração com diferentes idades, podem limitar o estabelecimento de espécies arbóreas nativas, restringindo assim, a restauração da dinâmica florestal. O estudo foi desenvolvido em três áreas em processo de restauração com diferentes idades (10, 22 e 55 anos), implantadas via reflorestamentos de alta diversidade. Foi realizada a caracterização físico-química do micro-sitio de regeneração das áreas de estudo, avaliando-se o grau de compactação, porosidade, umidade, conteúdo de matéria orgânica e nutrientes e granulometria do solo, bem como a massa seca de serapilheira, e a cobertura do dossel. Em cada área de estudo, foram alocados 10 blocos experimentais, cada um constituído por 4 parcelas de 1 m x 1 m, onde foram semeadas nove espécies arbóreas nativas regionais. Nessas parcelas foram estabelecidos três tratamentos e um controle: A) semeadura na condição natural da área, sem qualquer alteração das características do micro-sítio de estabelecimento (serapilheira autóctone), B) semeadura sobre a serapilheira e o solo transplantados de floresta nativa (serapilheira alóctone), C) semeadura sobre bagaço de cana triturado e compostado e D) controle (sem semeadura). A coleta dos dados de emergência e mortalidade de plântulas foi feita por um período de 6 meses. Ocorreu um gradiente de aumento da cobertura do dossel, da porosidade, da umidade, do conteúdo de argila e matéria orgânica e uma diminuição da compactação do solo das áreas restauradas mais novas para as mais velhas. A emergência de plântulas não diferiu entre as áreas de estudo, porém, a sobrevivência de plântulas foi significativamente menor na restauração mais antiga, de 55 anos. Constatou-se uma correlação positiva entre a mortalidade de plântulas com o aumento da cobertura do dossel e com a quantidade de matéria orgânica no solo. A emergência e a sobrevivência de plântulas foram estatisticamente maiores no tratamento onde as sementes foram aplicadas sobre serapilheira autóctone. Assim, conclui-se que apesar das condições de micro-sítio de regeneração de florestas em restauração tornarem-se, com o tempo, mais semelhantes à de florestas naturais, tornam-se cada vez mais restritivas ao estabelecimento de plântulas. Além disso, o estabelecimento de plântulas é favorecido nas condições locais de substrato de florestas em processo de restauração florestal, sem limitação evidente para que a sucessão secundária avance. Conseqüentemente, a limitação de dispersão deve ter influência maior nessas condições para o avanço inicial da restauração do que a limitação de micro-sítios favoráveis de estabelecimento.<br>The characteristics of the natural regeneration of restoration plantings understory express the main indicators of success of ecological restoration projects, in which the absence of regeneration indicates a bottleneck for the perpetuation of forest communities inserted into highly fragmented landscapes. Nevertheless, adverse conditions of the micro-site of regeneration in restoration plantings may hamper the colonization of the understory by native species, which in turn collapse its perpetuation along the time. We sought to evaluate if, or how, the physical-chemical conditions of the micro-site of regeneration of restoration plantings with different ages can limit native tree species establishment and therefore, the dynamic of forest restoration. The study was developed in three areas under restoration with different ages (10, 22 and 55 years). The physical-chemical characterization of the micro-site of regeneration of the study areas was carried out by evaluating the soil compression level, porosity, humidity, organic matter and nutrients content and granulometry, as well as litter dry mass and canopy cover. In each area, we set 10 experimental blocks, each one consisting of four 1 m x 1 m plots, in which nine tree species were sown. In each plot we established three treatments: A) direct seeding in the natural condition of the area, without any alteration in the characteristics of the micro-site (indigenous leaf litter), B) direct seeding on the leaf litter and soil transplanted from a native forest (allochthonous leaf litter), C) direct seeding on grounded and composted sugarcane bagasse and D) control (no seeding). Seedling emergence and mortality were observed through six months. An increase on the canopy cover and soil porosity, humidity, clay and organic matter content were observed in the oldest areas, as well as a decrease in soil compression. Seedling emergence did not differ among the studied areas; however, seedling survival was significantly lower in the oldest reforestation, with 55 years. A positive correlation was observed between seedling mortality with the increase of canopy cover and soil organic matter content. Seedling emergence and survival were statistically higher in the treatment A (indigenous leaf litter). Thus, although the micro-site conditions for seedling establishment become even more similar to reference ecosystems as restoration planting evolve, it also becomes more restrictive. In addition, seedling establishment was favored in the conditions of local substrate of restoration plantings, without evidence of limitation for the progress of secondary succession. Consequently, dispersal limitation may play a higher influence in this condition for the advance of restoration process.

Abstract:
The purpose of this study is to explore critical aspects in the establishment of an open innovation arena. This study considers only the perspective of science parks as the establisher and facilitator of the open innovation arenas. By understanding these critical aspects science parks and its participants can benefit from improved innovativeness. Using existing theories, a theoretical framework illustrating critical aspects for the establishment of an open innovation arena was created and subsequently tested through a qualitative research strategy. The research design included case studies into four science parks, three in Sweden and one in the UK, at various stages of establishing and facilitating open innovation arenas. The primary data comprised interviews with top management at each of the science parks, as well as one interview with a committee overseeing science parks in Sweden. The locations for the case study selection were based on Sweden and United Kingdom’s current prominence and success in fostering collaborations. The results of this study indicate that there are a number of critical aspects important during the establishment of open innovation arenas by science parks. Among these critical aspects are the selection of participants, a neutral and passive stance on formalization of contracts and IP, the creation of trust and motivation within the arena, the importance of the physical arena setting and the benefit of an arena topic area prominent amongst the surrounding participants. In addition, this study shows the importance of science parks’ neutral position, as well as the influence of the participants throughout all aspects. Based on these findings, practical and theoretical implications are presented and discussed in the paper. The key implications of this study are that science parks should play an active role to select appropriate projects and participants in order to create trust and motivation within the arena, provide a physical meeting place and access to specialized equipment that fosters communication and encourages collaboration among participants, as well as sourcing projects close to the science park’s geographical proximity. Additionally, they should choose one or more topic area and utilize networks in order to build up expertise, While science parks should play a passive role regarding formalization and IP regulations, it is important that they know how to assists the participants when requested.

Local participation in nature conservation has gained more attention over the last decades due to international conventions as well as local and national initiatives. This development can be seen as a reaction to a more expert oriented nature conservation characterized by centralized control and strict preservation of so called "original" nature. The overall objective of this thesis is to contribute to research on new forms of conservation where democracy and local participation is included. The case study focuses on the process of producing a pre-study for a suggested national park in southern Jämtland in the Swedish mountain region, and aims to investigate to what extent local participation was included. The pre-study was led by the Swedish Environmental Protection Agency (SEPA) and the County Administrative Board (CAB) in Jämtland. The thesis is to some extent grounded in a political ecological perspective, which highlights connections between politics, societies and the environment. The methods used are semi-structured in-depth interviews and literature studies. The results show that although the stakeholders interviewed to some extent share views on the process, there are also differences. The SEPA and the CAB are generally satisfied with the result while there is some dissatisfaction among others. However, all stress that respect and dialogue are important and most actors see zoning and channeling within a potential park as part of a solution to past conflicts in the area. How the management structure will take form and to which extent it will include local participation has not been discussed in detail so far, although the Sámi demand to be included in any future management. These questions will be further investigated by the SPEA if they decide to proceed in a national park process.<br>Bortom konflikter: utmaningar och möjligheter i svenska fjäll

This study departs from the notion that permaculture is a method for implementing systemic change, with the objective of curbing the negative trends associated with industrial food production on a local level. Thereafter, the city of Uppsala, Sweden is examined in order to determine the opportunities and constraints in establishing and supporting a public permaculture park. This is accomplished by identifying to what extent permaculture currently is being used in Uppsala. In addition, the municipality’s priorities and vision for the future of the city, as well as their policies and goals concerning the use and development of public green spaces, are examined. Furthermore, the ways in which the city‘s legislation facilitates and/or hinders such a project and the start-up and continuation costs of such a project in the short term are determined. These factors are then used to examine two case studies, which were conducted on potential locations for such an initiative. Upon analysis it is determined that creating a public permaculture park in Uppsala is feasible, though obstacles exist. The study also provides suggestions for improving existing infrastructural hurdles in order to facilitate implementation.

Mestrado em Engenharia Agronómica - Horticultura e Viticultura - Instituto Superior de Agronomia<br>Focusing cork-oak breeding, we assayed in vitro establishments of apical and nodal segments from mature trees of Quercus suber L. collected directly from the field, in order to reach a prompt method for controlled pollinations of female flowers established in vitro. The plant material used for in vitro establishment was sampled between April and September 2013 from a plot in south of Setúbal peninsula. In this context, phenology was monitored in a population of 31 trees from the same plot and the ontogenic development of reproductive female structures and acorns of one tree was histologically studied. The in vitro development of explants was very difficult, due to contaminations, tissue oxidation and low reactivity of explants, looking more promising the use of shoots in mouse-ear phenological stage (at the beginning of axis elongation) collected in spring, superficial sterilizations with solutions of calcium hypochlorite and fungicides and culture in agar water, with foliar fertilizer applications, prior being transferred to nutritive medium. Phenological data showed intraspecific variation and sporadic flowering, outside spring. Relationships between phenology and ontogeny were recognized, and a long progamic phase (80 days) and an early full differentiation of embryos have been documented

Thesis (MPhil)--Stellenbosch University, 2003.<br>ENGLISH ABSTRACT: This study is titled "Community participation and sustainable development in the establishment of the IAi-IAis/Richtersveld Transfrontier Conservation Park". lt encompasses the area and stakeholders on the South African side of the Transfrontier Conservation Park (TFCP), which falls within the Richtersveld municipal area. lt covers the whole process of the development of the IAi-IAis/Richtersveld TFCP, from its Conceptual Phase to the signing of the International Treaty to formally establish the IAi-IAis/Richtersveld TFCP1 . This development is expected to hold numerous benefits for the stakeholders that are involved in its process, especially job creation through increased tourism. lt is an exceptional project, as the main stakeholders are the communities who are the legal landowners of the Richtersveld National Park. The management structure of the IAi-IAis/Richtersveld TFCP allows full participation by the local communities through elected members from the four towns in the surrounding area (Khuboes, Eksteenfontein, Lekkersing and Sanddrift) as well as local pastoralists. The theoretical approach that will be used in this study is that of sustainable development. The key components required for sustainable social, economic, and environmental development will be discussed, and are used as yardsticks against which the actual process of establishment of the TFCP will be 'measured'. Participation is regarded as a main aspect of sustainable development and is highlighted in this study. The methodology that was employed included interviewing and participant observation as well as an in-depth documentary analysis of aspects of the TFCP. The benefits and value of the methods used is discussed, as well as the limitations of the study.<br>AFRIKAANSE OPSOMMING: Die titel van die studie is "Community participation and sustainable development in the establishment of the IAi-IAis/Richtersveld Transfrontier Conservation Park". Dit omvat die area en rolspelers aan die Suid-Afrikaanse kant van die oorgrenspark, wat binne die Richtersveld Munisipale area val. Dit dek die volledige proses van die ontwikkeling van die oorgrenspark, vanaf die Konsepsuele Fase tot en met die ondertekening van die lnternasionale Verdrag om die IAi-IAis/Richtersveld Oorgrenspark formeel tot stand te bring2 . Die verwagting is dat hierdie ontwikkeling veelvoudige voordele sal inhou vir diegene wat in die proses betrokke is, veral deur middel van werkskepping as gevolg van toenemende toerisme. AbstractIn this chapter, we turn our attention to cash transfer (CT) as an instrument of humanitarian assistance for forced migrants in Turkey. We first consider the emergence of CT as a priority instrument for humanitarian assistance in the twenty-first century. We then sketch the political background of humanitarian assistance in Turkey for persons displaced by internal conflicts in Syria focusing in particular on the EU–Turkey agreements that led to the establishment of the Facility for Refugees in Turkey (FRiT) in 2016. In a final section we focus on the establishment as part of FRiT of the Emergency Social Safety Net (ESSN), the largest humanitarian CT program ever established by the European Union. We discuss in particular the program’s institutional complexity and the resulting risk of ambiguous consensus and conflicts of interest among the agencies involved in its design and implementation.

The text of the Book of Common Prayer as it now stands in the Church of England was established in 1662 as part of the Restoration settlement of religion. A great many amendments were included in the final version of the text, notably the adoption of the Authorized or King James Version for many of the biblical extracts. Some of the revisions had been agreed to by both parties at the Savoy Conference, convened in response to long-standing puritan objections to the Prayer Book. While most of the changes had no effect on the meaning of the text, a few did modify the Communion service in a conservative direction. A number of new services were added as well; and with that the Book of Common Prayer arrived at the form it has had in England ever since.

Realistic modeling of cost of manufacturing is essential for estimating cost of a product as well as for optimizing alternate manufacturing strategies. There are many factors that affect cost of manufacturing but the single most important parameter for estimating the cost of manufacturing is tolerance (deviation from the nominal size). In the past, most of the cost formulations were based on some inverse power function of a single tolerance parameter. However, it has been shown in our earlier work that when geometric tolerances are used to control the features, it is very difficult (and may not always be feasible) to establish a single tolerance parameter that can be used for estimating the cost. In our earlier work, we have established generic cost formulations based on the deviations of all features of a part and the mating relations between parts. It has been shown that the deviation based cost formulations could be used to establish cost of manufacturing at various geometric tolerancing conditions and the deviation parameters could be mapped to the geometric tolerancing specifications as per ASME Y14.5. In this paper results from manufacturing experiments carried out to establish process-specific machining parameters for the cost functions are presented. The parameters that have been considered are: turning operations at various combination of speed, feed and depth of cut on cylindrical rods (planar circular face) of specified nominal size and tolerances. The deviations of the machined surfaces (surface roughness) are then measured using a digital profilometer and the data from these measurements are analyzed for generation of best fitted planes for establishing the deviation parameters for the specified tolerance conditions. Results from these experiments are presented and applicability and limitations of these cost models are discussed. Future research steps for development of parameters for other remaining features (conical, spherical, etc.) are discussed.

This paper has two major goals. First, we present an algorithm for establishing planar datums suitable for a default in tolerancing standards. The algorithm is based on a constrained minimization search based on the L1 (L1) norm after forming a convex surface from the original surface or sampled points. We prove that the problem reduces to a simple minimization search between the convex surface and its centroid. The data points in the discrete case do not need to have any corresponding weights provided with them, as appropriate weighting is part of the algorithm itself, thereby making the algorithm largely insensitive to nonuniformly sampled data points. Terse Mathematica code is included for the reader. The code is sufficient for constrained and unconstrained planar fitting as well as a 3-2-1 datum reference frame generation. The second goal of this paper is to compare this new method with several other possible means for establishing datum planes, ultimately showing several appealing characteristics of the proposed algorithm. Since both the ISO and ASME standardization efforts are actively working to establish datum plane definitions, the timing of such a study is opportune.

The authors present the application of a method for gas turbine analysis, that they have recently introduced, based upon the selection of rotating components and on the study of off-design behaviour. The paper deals with an aero-derivative gas turbine, whose operating field is evaluated by an advanced cycle calculation which takes into account the fluid-dynamic and mechanical matching of the turbomachines. Different regulation systems are considered, like variable-geometry compressor and turbine vanes, whose effect is combined with the variations in rotational speed of the gas generator device. The simulation model allows definition of a performance map of the gas turbine, not only in terms of mechanical output and efficiency but also of pollutant emissions, as a result of the prediction of thermal NO formation inside the combustor. The method leads to the establishment of an optimal control and regulation strategy with respect to a prescribed objective, i.e., either for maximum in energy saving or for the best compromise between performance and emission levels. Cases are examined with reference to both mechanical energy production and combined heat and power generation.

The article discusses the methodology for determining the time of erection of architectural monuments, which is based on the proportions of the volumetric-spatial structure of buildings. In all historical periods, the architecture of buildings was created based on mathematically precise calculations, known as architectural proportions, which acquired metaphysical properties under the influence of ancient philosophy and continued to be used until the late Middle Ages. Depending on the archetype of buildings, the relationship between structural and architectural parts came from a certain part of the building, the so-called module, which changes over time and geographical areas. There are two main types of architectural proportions: constructive and artistic, the first being the most conservative, and the second varying, determining stylistic temporal preferences. In the process of studying the architectural heritage of medieval Moldavia, both types of proportions were identified, amenable to numerical and metrological measurements. In the examples given, the proportions were used to determine the architectural form and antiquity of the buildings.

For years (decades, in fact) a definition for datum planes has been sought by ASME and ISO standards writers that combines the contacting nature of traditional surface plate mating with a means of balancing rocking conditions when there is a centrally positioned extreme point or edge on the datum feature. This paper describes a completely self-balancing method for datum plane establishment that matches traditional surface plate mating while automatically stabilizing rocker conditions. The method is based on a constrained L2 (L2) minimization, which, when seen mathematically, elegantly combines the desirable contact properties of the constrained L1 (L1) minimization with the stable properties of the unconstrained least-squares and does so in a manner that avoids the drawbacks of either of those two definitions. The definition is shown along with proofs of a mathematical development of an algorithm that relies on a strategically chosen singular value decomposition that allows for an elegant, robust solution. Concise code is included for the reader for actual use as well as to full clarify all the algorithmic details. Testing has shown the definition defined here does indeed provide attractive balancing of full contact with rocker stability, leading to guarded optimism on the part of the key standards committees as an attractive default definition. Since both the ISO and ASME standardization efforts are actively working to establish default datum plane definitions, the timing of such a rigorously documented study is opportune.

A new test case for very high lift LP turbines has been investigated. The interaction with incoming wakes has been experimentally assessed at two Reynolds number values (13 and 30 × 104) and two inlet turbulence levels (0.8 and 3.5%) for an exit Mach number equal to 0.7. The blade performance was discussed in part 1 of the paper. Part 2 investigates the boundary layer transition and its interaction with the incoming wakes. The intermittency factor was computed from fast response wall heat transfer signals. In presence of passing wakes, the modeling was particularly improved by considering the effect of the velocity gradient on the wake impact. The space-time diagrams revealed complex multiple interaction zones. The calming phenomenon appeared weak compared to the influence of the wake negative jet and the re-establishment process of the separation region.

In this working paper, our focus is on the constitutional debates and case law regarding the right to privacy, adopting a method that is largely theoretical. In an accompanying separate working paper, A South African Public Law Perspective on Digitalisation in the Health Sector, we employ the analysis developed here and focus on the specific case of digital technologies in the health sector. The topic and task of these papers lie at the confluence of many areas of contemporary society. To demonstrate and apply the argument of this paper, it would be possible and valuable to extend its analysis into any of numerous spheres of social life, from energy to education to policing to child care. In our accompanying separate paper, we focus on only one policy domain – the health sector. Our aim is to demonstrate our argument about the significance of a public law perspective on the constitutional right to privacy in the age of digitalisation, and attend to several issues raised by digitalisation’s impact in the health sector. For the most part, we focus on technologies that have health benefits and privacy costs, but we also recognise that certain technologies have health costs and privacy benefits. We also briefly outline the recent establishment (and subsequent events) in South Africa of a contact tracing database responding to the COVID-19 pandemic – the COVID-19 Tracing Database – a development at the interface of the law enforcement and health sectors. Our main point in this accompanying paper is to demonstrate the value that a constitutional right to privacy can bring to the regulation of digital technologies in a variety of legal frameworks and technological settings – from public to private, and from the law of the constitution to the ‘law’ of computer coding.

International maritime shipping is an essential part of global business. Since the establishment of the current international tax regime in the 1920s, there has been a consensus that profits generated by this business are taxable only in the residence state –the state where the shipowners are located. Source states – the port states where business physically takes place – are generally expected to exempt income from international shipping. This standard is currently reflected in Article 8 of the OECD Model and Article 8 (Alternative A) of the UN Model, and is incorporated in the vast majority of bilateral tax treaties currently in force. Exclusive residence state taxation of shipping profits is problematic when the size of mercantile fleets and shipping flows between two states are of unequal size. This is often the case in relations between a developed and developing country. The latter often lack a substantial domestic mercantile fleet, but serve as an important revenue-generating port state for the fleet of the developed country. To come to a more balanced allocation of taxing rights in such a case, a source taxation alternative has been inserted in UN Model Article 8 (Alternative B). From its inception, Article 8B has been labelled impractical due to the lack of guidance on core issues, like sourcing rules and profit allocation. This gap is said to explain the low adoption rate of Article 8B in global tax treaty practice. In reality, tax treaty practice regarding Article 8B is heavily concentrated and flourishing in a handful of countries in South/South-East Asia – Bangladesh, India, Indonesia, Myanmar, Pakistan, the Philippines, Sri Lanka and Thailand. All these countries subject non-resident shipping income to tax in their domestic income tax laws. Except for India, all countries are able to exercise these domestic tax law rules in relation to shipping enterprises located in the biggest shipowner states, either because they have a treaty in place that provides for source taxation or because there is no treaty at all and thus no restriction of domestic law. None of the relevant tax treaties contain a provision that incorporates the exact wording of Article 8B of the UN Model. If other countries, like coastal countries in sub-Saharan Africa, are looking to implement source taxation of maritime shipping income in the future, they are advised to draw on the South/South-East Asian experience. Best practice can be distilled regarding sourcing rule, source tax limitation, profit attribution and method of taxation (on gross or net basis). In addition to technical guidance on tax, the South/South-East Asian experience also provides important general policy considerations countries should take into account when determining whether source taxation of maritime shipping profits is an appropriate target for their future tax treaty negotiations.

Abstract:
The prevalence of substandard medicines in Africa is high but not well documented. Low and Middle-Income Countries (LMICs) are likely to face considerable challenges with substandard medications. Africa faces inadequate drug regulatory practices, and in general, compliance with Good Manufacturing Practices (GMP) in most of the pharmaceutical industries is lacking. The majority of pharmaceutical manufacturers in developing countries are often overwhelmed by the GMP requirements and therefore are unable to operate in line with internationally acceptable standards. Non-conformances observed during regulatory inspections provide the status of the compliance to GMP requirements. The study aimed to identify the GMP non-conformances during regulatory inspections and gaps in the production of pharmaceuticals locally manufactured in Uganda by review of the available 50 GMP reports of 21 local pharmaceutical companies in Uganda from 2016. The binary logistic generalized estimating equations (GEE) model was applied to estimate the association between odds of a company failing to comply with the GMP requirements and non-conformances under each GMP inspection parameter. Analysis using dummy estimation to linear regression included determination of the relationship that existed between the selected variables (GMP inspection parameters) and the production capacity of the local pharmaceutical industry. Oral liquids, external liquid preparations, powders, creams, and ointments were the main categories of products manufactured locally. The results indicated that 86% of the non-conformances were major, 11% were minor, and 3% critical. The majority of the non-conformances were related to production (30.1%), documentation (24.5%), and quality control (17.6%). Regression results indicated that for every non-conformance under premises, equipment, and utilities, there was a 7-fold likelihood of the manufacturer failing to comply with the GMP standards (aOR=6.81, P=0.001). The results showed that major non-conformances were significantly higher in industries of small scale (B=6.77, P=0.02) and medium scale (B=8.40, P=0.04), as compared to those of large scale. This study highlights the failures in quality assurance systems and stagnated GMP improvements in these industries that need to be addressed by the manufacturers with support from the regulator. The addition of risk assessment to critical production and quality control operations and establishment of appropriate corrective and preventive actions as part of quality management systems are required to ensure that quality pharmaceuticals are manufactured locally.

Abstract:
To assist the Welsh Government in balancing the productivity-related objectives with the societal objectives of lifelong learning, the Wales Centre for Public Policy was asked to conduct an evidence review into lifelong learning. This review aims to inform policy discussions and support the implementation of the Tertiary Education and Research (Wales) Bill published on 1st November 2021 which renews the emphasis on lifelong learning in Wales through the establishment of the Commission for Tertiary Education and Research (CTER). The report is structured around key areas of lifelong learning: the context in which it takes place; lifelong learning in visions and strategies; rights and entitlements to lifelong learning; the need to strike the balance between targeting and universal provision; barriers to learning; balancing the economic and social objectives; the roles and responsibilities of different stakeholders and lifelong learning governance structures; effective forms of support for learning institutions; and comparing lifelong learning in Wales with other parts of the UK. The report concludes with a set of consolidated recommendations to the Welsh Government.

Geelong and the Surf Coast are treated here as one entity although there are marked differences between the two communities. Sitting on the home of the Wathaurong Aboriginal group, this G21 region is geographically diverse. Geelong serviced a wool industry on its western plains, while manufacturing and its seaport past has left it as a post-industrial city. The Surf Coast has benefitted from the sea change phenomenon. Both communities have fast growing populations and have benefitted from their proximity to Melbourne. They are deeply integrated with this major urban centre. The early establishment of digital infrastructure proved an advantage to certain sectors. All creative industries are represented well in Geelong while many creatives in Torquay are embedded in the high profile and economically dominant surfing industry. The Geelong community is serviced well by its own creative industries with well-established advertising firms, architects, bookshops, gaming arcades, movie houses, music venues, newspaper headquarters, brand new and iconic performing and visual arts centres, libraries and museums, television and radio all accessible in its refurbished downtown area. Co-working spaces, collective practices and entrepreneurial activity are evident throughout the region.

Religious populism and radicalism are hardly new to Pakistan. Since its birth in 1947, the country has suffered through an ongoing identity crisis. Under turbulent political conditions, religion has served as a surrogate identity for Pakistan, masking the country’s evident plurality, and over the years has come to dominate politics. Tehreek-e-Labbaik Pakistan (TLP) is the latest face of religious extremism merged with populist politics. Nevertheless, its sporadic rise from a national movement defending Pakistan’s notorious blasphemy laws to a “pious” party is little understood. This paper draws on a collection of primary and secondary sources to piece together an account of the party’s evolution that sheds light on its appeal to “the people” and its marginalization and targeting of the “other.” The analysis reveals that the TLP has evolved from a proxy backed by the establishment against the mainstream parties to a full-fledged political force in its own right. Its ability to relate to voters via its pious narrative hinges on exploiting the emotional insecurities of the largely disenfranchised masses. With violence legitimized under the guise of religion, “the people” are afforded a new sense of empowerment. Moreover, the party’s rhetoric has given rise to a vigilante-style mob culture so much so that individuals inspired by this narrative have killed in plain sight without remorse. To make matters worse, the incumbent government of Imran Khan — itself a champion of Islamist rhetoric — has made repeated concessions and efforts to appease the TLP that have only emboldened the party. Today, the TLP poses serious challenges to Pakistan’s long-standing, if fragile, pluralistic social norms and risks tipping the country into an even deadlier cycle of political radicalization.

Abstract:
The article examines the problem of the image formation of Ukraine in the international arena in the historical journalism of Timothy Snyder. The subject of the research is the historical context in the journalistic collection «Ukrainian History, Russian Politics, European Future». It identifies the main considerations of the author on the past of Russian-Ukrainian relations and the need to develop historical consciousness in the fight against Russian manipulation. Methodology: the comparative, historical, system analysis and other methods are used in the process of scientific research. The results of the study were obtained by analysing the author’s journalistic works and by considering the main historical themes raised by Timothy Snyder. Main results: The historical context in Timothy Snyder’s journalism is often focused on the Holodomor and the events of World War II. After all, these events are connected with the beginning of the image formation of the Ukrainian people as supporters of Nazism by the Russian authorities and the devaluation of the Ukrainians’ contribution to the establishment of peace during the Second World War. It is determined that the non-reflective attitude to history, the inability to draw parallels between the events of the past and the future leads to an ineffective response to manipulation and propaganda, which can threaten world peace. Conclusions: the realization that Russian aggression against Ukraine has its own history is a necessary aspect in the elucidation of this issue. The Eurasian Union and cooperation with the European far-right are Russian propaganda tools that discredit the Ukrainian state in the world community. Publicist Timothy Snyder points out that Europe’s future interconnects with the past, so he emphasizes the need to study and rethink history, which today has become the object of propaganda and manipulation. Significance: The results of our study will help journalists who study the historical aspect of journalistic materials and research foreign materials on Ukrainian issues. In addition, our research is necessary for Ukraine, because Russia’s aggression continues, as well as the aggressor’s propaganda, which is based on the distortion and falsification of historical events.
