Desde una aproximación neoinstitucionalista presentamos el OCI Los Cabos como una nueva organización para la participación ciudadana; según la clasificación de North, es un nuevo cuerpo político, que enfrentando los mismos retos para su autogobierno que Ostrom define para otras organizaciones en El Gobierno de los Bienes Comunes, propone además una nueva institución, el estándar internacional ISO 18091, para la gestión de calidad de los gobiernos locales, con el objetivo de promover la eficiencia y la participación ciudadana en el gobierno del bien común local, y global, según la Agenda 2030. En esta interacción compleja entre organizaciones (OCI Los Cabos) y organismos (gobierno local) con las viejas y nuevas instituciones se requiere de una participación ciudadana consciente y competente que desarrollando una inteligencia política colectiva contribuirá, sin duda, a un cambio institucional hacia una mejor gobernanza local global.

O interesse desse trabalho volta-se para o ensino superior e sobre o curso de Jornalismo, onde os estudantes aprendem desde cedo a lidar com os meios de comunicação e as novas tecnologias. Como fruto do meu estágio de pós-doutoramento na Faculdade Cásper Líbero, a pesquisa pretende refletir sobre a relação Comunicação e Educação nos próprios cursos de comunicação, ou seja, se a apropriação das tecnologias da informação forma cidadãos críticos e conscientes de sua participação na sociedade. Este trabalho aborda a importância da gestão participativa como pré-requisito para o desenvolvimento de uma educação intertranscultural. Inicialmente propõe uma análise acerca da evolução dos estudos culturais no campo educacional, procurando delimitar teoricamente alguns conceitos relevantes como: multiculturalismo, interculturalismo, transculturalismo e, sobretudo, intertransculturalismo. Em seguida, discute a relação entre a realização da intertransculturalidade e a prática da gestão democrática e participativa, no contexto do projeto de escola cidadã. Por fim, aborda o planejamento participativo e, consequentemente, o projeto político-pedagógico como mecanismos de promoção de uma educação intertranscultural e da formação de cidadãos conscientes, críticos e participativos.

Las ceremonias que se tenían lugar cuando se producía el fallecimiento de un monarca de la casa de Austria, tanto las pre como las post mortem, eran el vehículo de un lenguaje simbólico cargado de representaciones y emblemas que le recordaban al súbdito tanto el poder del rey muerto como el que iba a tener su sucesor y asimismo ponían de manifiesto la unión de la dinastía con la Iglesia Católica. Enfermedad, muerte y exequias se convierten, con estos monarcas, en un espectáculo fastuoso que requiere escenografía, actores, vestuario, guion y un público –los súbditos- del que se busca una participación ya sea consciente y activa o pasiva, como mero espectador, pero en todo caso necesario para que el espectáculo cumpla su objetivo: persuadir del poder real. Abstract The ceremonies around the death of a Habsburg king in Spain, where the vehicle to a symbolic language, full of representations and emblems, used to remind to his loyal subjects not only the power of the dead king and the one his heir and successor was going to hold, but also the relationship between the dynasty and the Roman Catholic Church. With the Habsburg’s, the illness, death and exequies of the monarch were converted into a sumptuous show that needed: a set, actors, lavish costumes, script and audience –the loyal subjects- to which audience participation, whether it be active or passive, was essential to fulfill its objective: to be persuaded of the king’s power.

ResumenEl presente artículo analiza los criterios y conceptos que configuran la lectura crítica en contexto, con el objetivo de aportar al enriquecimiento de la discusión en torno a la concepción de la lectura como una herramienta social y cultural que le permite al individuo resignificar su mundo dentro y fuera de la universidad. Se empleó el enfoque cualitativo y método documental con análisis intra e intertextual aplicado a las fuentes bibliográficas relacionadas con el objeto de estudio. Como conclusión general, se plantea que la lectura crítica apunta hacia el desempeño social y político del individuo al interior de su comunidad, orientando la proyección del proceso lector hacia la esfera de los asuntos públicos y de participación ciudadana activa y consciente. Es una práctica que tiene como base la aprehensión y comprensión del contexto, que es donde, finalmente, recae la acción transformadora del individuo. AbstractThis article analyzes the criteria and concepts that shape critical reading in context, with the aim of contributing to the enrichment of the discussion around the conception of reading as a social and cultural tool that allows the individual to resignify their world within and Out of college. Methodologically, it is based on a documentary review of various available texts that deal with the subject. As a general conclusion, it is argued that critical reading points to that social and political performance of the individual within his community. It guides the projection of the reading process towards the sphere of public affairs and active and conscious citizen participation. It is a practice that is based on the apprehension and understanding of the context, which is where, finally, the transforming action of the individual falls.Key words: critical reading, context, culture, communication, individual.

Las Radios Comunitarias surgieron en América Latina, como medios alternativos a la radio comercial y la radio estatal. Se posicionaron como una herramienta indispensable en el debate de temas emergentes desde la comunidad en un contexto marcado por principios de unidad, consenso, participación, discernimiento y diálogo. No obstante, hoy esos contextos han cambiado, por lo que se hace inevitable abrir el debate y discutir las condiciones actuales de las Radios Comunitarias, bajo la premisa de re-significarlas desde nuevos escenarios desafiantes. Con este propósito surge el ensayo: “La Radio Comunitaria: ¿Cómo resignificarla hoy?”.Esta es una propuesta que nace consciente del escenario complejo en que operan las Radios Comunitarias en América Latina, criminalizadas, marginadas e invisibilizadas por los Estados, los monopolios, los oligopolios y por los grupos de poder. A este panorama nada sencillo, se suma que también son radios divididas por geografía, edad, cultura, idioma, estilos de vida y formas de concebir el mundo.SummaryThe Community Radio’s emerged in Latin America as alternative means to commercial radio and state radio. They were positioned as an indispensable tool in the debate of emerging issues from the community in a context marked by principles of unity, consensus, participation, discernment and dialogue. However, today these contexts have changed, so it is inevitable to open the debate and discuss the current conditions of community radio stations, under the premise of redefining them from new challenging scenarios. With this purpose the essay appeared: "The Community Radio: How can we redefine it?"This is a proposal that came out aware of the complex situation in which the community radio stations operates in Latin America, as they are criminalized, marginalized and invisibilized by States, monopolies, oligopolies and power groups. In this panorama which is not so easy, we add the fact that they are radios that are also divided by geography, age, culture, language, lifestyles and ways of conceiving the world.

AbstractVatican II left Catholicism with some unresolved tensions: on the one hand between the authority of conscience and the teaching authority of the church and, on the other hand, concerning the proper relationship between the hierarchy and the laity. Such unfinished business continues to play itself out in public and political life. This article traces developments in the Catholic understanding of conscientious participation in public life, stretching from John F. Kennedy’s presidential candidature in 1960 up to the present writings of Pope Benedict XVI. In the post-Vatican II era, Popes John Paul II and Benedict XVI have emphasized the strong correspondence that should exist between church teaching and the Christian conscience.

The author of the article attempts to determine the nature of conscience tecnicalization in the unity of mechanisms, processes and results while bringing in the philosophic and historical concepts of O. Spengler. Conscience technicalization at the ordinary level is caused by the reflection of exchange models, established in their turn in the core of civilization with direct participation of power actors. Civilization preparedness for the new cycle and the choice of historical way are determined by mass conscience tecnicalization. Yet, expedited and total techicalization in the globalized world causes general conscience degradation, its axiological and intellectual simplification, as well as the collapse of its integrity.

INTRODUÇÃO: Ao debater as questões ambientais, apresentamos o trabalho interdisciplinar de educação física e geografia no montanhismo. OBJETIVO: Apresentar a experiência de uma proposta pedagógica interdisciplinar na prática corporal de aventura de montanhismo no CEFET/RJ campus Petrópolis. MÉTODOS: Pesquisa de caráter qualitativa descritiva, onde debatemos as atividades interdisciplinares realizadas no projeto de extensão Expedições do CEFET/RJ campus Petrópolis, com a participação de alunos do Ensino Médio e graduandos em Turismo. Os dados foram obtidos a partir de relatórios individuais, os quais foram analisados, ordenados e classificados de acordo com Gomes (2002). RESULTADOS: São relatadas, avaliadas e discutidas sete atividades desenvolvidas no ano de 2018 - trilhas e caminhadas no Morro Meu Castelo por duas vezes, Pedra do Quitandinha, Travessia Cobiçado-Ventania, Travessia Uricanal, Travessia Petrópolis-Teresópolis e Caminho do Ouro; onde foram arrolados os temas, na educação física: frequência cardiorrespiratória, percepção de esforço, recreação e lazer, turismo de aventura, compreensão dos limites individuais, hidratação, monitoramento da frequência cardíaca, escala modificada de Borg, alimentação, história do montanhismo, combate ao sedentarismo e práticas corporais de aventura; na geografia: ecossistemas, urbanização, paisagem antropizada, geociências, relevo, bacias hidrográficas, patrimônio natural e contexto histórico; em ambas as disciplinas: saúde, educação ambiental, justiça ambiental, interpretação ambiental, sustentabilidade, preservação e conservação da natureza. O imaginário, os riscos, a prática regular de atividade física e consciência ambiental foram os resultados mais apontados. CONCLUSÃO: A educação física escolar resignificou conteúdos e processos de ensino-aprendizagem de forma interdisciplinar a partir de aspectos que procuraram influenciar os participantes em termos pessoais, escolares, físicos e também emocionais, na busca da formação de um cidadão mais consciente e participativo na sociedade. ABSTRACT. Mountaineering: an experience report of interdisciplinarity between physical education and geography. BACKGROUND: When discussing environmental issues, we present the interdisciplinary work of Physical Education and Geography in mountaineering. OBJECTIVE: To present the experience of an interdisciplinary pedagogical proposal in the corporal practice of mountaineering of adventure at CEFET/RJ, campus Petrópolis. METHODS: This is a descriptive qualitative research, in which we discuss the interdisciplinary activities carried out in the extension project Expeditions of CEFET/RJ at the campus Petrópolis , with the participation of high school students and undergraduate students in Tourism. The data were obtained from individual reports, which were analyzed, ordered and classified according to Gomes (2002). RESULTS: Seven activities developed in 2018 are reported, evaluated and discussed - trails and hikes in Morro Meu Castelo - twice, Pedra do Quitandinha, Travessia Cobiçado-Ventania, Travessia Uricanal, Travessia Petrópolis-Teresópolis and Caminho do Ouro; being listed the following themes, in physical education: cardiorespiratory frequency, perception of effort, recreation and leisure, adventure tourism, understanding of individual limits, hydration, heart rate monitoring, modified Borg scale, eating habits, history of mountaineering, combating physical inactivity and adventure bodily practices; in geography: ecosystems, urbanization, anthropized landscape, geosciences, terrains, river basins, natural heritage and historical context; in both disciplines: health, environmental education, environmental justice, environmental interpretation, sustainability, preservation and conservation of nature. The imaginary, the risks, the regular practice of physical activity and environmental awareness were the most highlighted results. CONCLUSION: School physical education reframed contents and teaching-learning processes in an interdisciplinary way from aspects that sought to influence participants in personal, educational, physical and also emotional terms, in the search for the formation of a more conscious and participative citizen in society.

The political practice of students in the 2019 simultaneous elections formed by mobilization carried out by candidates for legislative members from various electoral districts together with the winning team and from the party's elite forms a stimulus so that student political participation is deliberately formed according to the political wishes of the legislative members who carry out mobilization. Mobilization results in political participation arising from students no longer based on conscience. This study aims to Political Participation of Students in 2019 Simultaneous Elections. This study uses a qualitative method. Qualitative research is aimed at describing and analyzing phenomena, events, social activities, attitudes, beliefs, perceptions and human thoughts individually or in groups. The results showed that the students' political practice in the 2019 simultaneous elections formed by the mobilization carried out by legislative candidates from various electoral districts together with the winning teams and from the party's elite formed a stimulus so that student political participation was formed in accordance with the political desires of legislative members who mobilize. Mobilization results in political participation arising from students no longer based on conscience.

Interventions aiming to constructively address stress of conscience are rare. The aim of the study was to compare assessments of stress of conscience, perceptions of conscience, burnout, and social support among health care personnel (HCP) working in municipal residential care of older adults, before and after participation in a participatory action research (PAR) intervention aiming to learn to constructively deal with troubled conscience. Questionnaire data were collected at baseline and at follow-up (1-year interval; n = 29). Descriptive statistics and nonparametric statistical tests were used to make comparisons between baseline and follow-up. HCP gave significantly higher scores to the question, “Are your work achievements appreciated by your immediate superior?” at follow-up compared with baseline. No significant differences in levels of stress of conscience and burnout at follow-up were found. The results suggested that a PAR intervention aiming to learn HCP to deal with their troubled conscience in difficult situations could be partially successful.

Background and objectives: Conscience is a cornerstone of ethics, affecting both our private and professional lives. Everyday health care practice raises questions about conscience and how to understand its role. Conscience has also been described as inducing self-growth and protecting personal integrity. Nurses views on their reactions to behaviors consistent or contrary to conscience could therefore help us to understand the meaning of the reactions of conscience. This study aimed to illuminate meanings of nurses lived experience of conscience reaction in their daily practices.Material and methods: Interviews with nine nurses were interpreted using a phenomenological hermeneutic (Colaizzi, 1978) method. Data was collected in 2010 among nurses working in various hospitals in Kermanshah. The nurses were selected for participation purposively.Results: The nurses lived experience of conscience reaction was formulated in three themes and ten sub-themes. The first theme is ‘being peace, which includes three sub-themes: Being calm, being pleased, and being satisfying. The second theme is ‘trouble conscience’ which includes four subthemes: guilt, thinking engagement, discomfort, and fretfulness. The third theme is responding which includes three sub-themes: expressing, compensation, and lack of repeat.Conclusions: The nurses lived experience of conscience reaction showed that nurses considered conscience reaction to be an important factor in the exercise of their profession, as revealed by the descriptive categories: being peace when they act consistent with conscience; trouble conscience when they act contrary on conscience; and responding after doing an anti conscience practice. They perceived that conscience played a role in nursing actions involving patients and next of kin, and guided them in their efforts to provide high quality care. Dans toute agglomération polyethnique, l'impact de la participation sociale sur l'identité du groupe s'avère être un facteur critique dans la survivance d'une minorité ethnique. Puisque l'identité est formée et maintenue par un processus d'interaction, la participation sociale, qu'elle se situe à l'intérieur ou à l'extérieur des limites ethniques, peut favoriser la conservation ou la dissolution de l'identité ethnique. L'image du Soi est façonnée par ces personnes et ces groupes avec lesquels les membres d'une minorité ethnique « participent fréquemment et partagent d'étroites similitudes de comportement ». D'autres ont déjà appelé ce processus, « l'identification participationnelle ». L'appartenance à un groupe qui s'identifie lui-même comme tel et qui est identifié de la même façon par les autres caractérise le groupe ethnique. Une telle identité ethnique comprend non seulement la conscience de la communauté d'origine, de tradition, de langue et de culture, mais aussi une conception de ce qu'on représente aux yeux de la population environnante. Quoiqu’éprouvée d'une manière subjective, la conscience d'une identité ethnique ne se développe que par l'interaction sociale à l'intérieur des structures institutionnelles et des organisations communautaires de la société d'origine. La conscience d'une identité commence au sein de la famille ; elle est ensuite renforcée par l'interaction sociale à l'intérieur du contexte plus vaste de la communauté et se maintient grâce à une participation soutenue dans les structures sociales communautaires. Les modèles de participation traduisent l'ensemble des croyances, des valeurs et des buts communs aux membres de la communauté ou de la société et se manifestent extérieurement dans les rôles et statuts sociaux qui constituent le genre de vie particulier de la société. Une telle participation est un phénomène social essentiel à la formation et au maintien de l'identité ethnique.

A aquisição de Língua Portuguesa pelo aluno surdo na proposta educacional bilíngue se constitui como um desafio na atualidade. Na presente pesquisa mergulhamos no universo educacional bilíngue: Língua de Sinais como primeira língua (L1) e Língua Portuguesa como segunda língua (L2) observando como se dá o ensino de Língua Portuguesa para o aluno surdo com idade de cinco anos e 11 meses a oito anos, filhos de pais ouvintes, matriculados em turmas dos anos iniciais do ensino fundamental, em três ambientes educacionais distintos, no município do Rio de Janeiro. As visitas aconteceram numa escola especial, em duas escolas públicas inclusivas e numa escola particular inclusiva, com participação de seis profissionais e 12 crianças. Foram realizadas filmagens das atividades pedagógicas para ensino de Língua Portuguesa, anotações de campo, entrevistas com os profissionais e orientações aos familiares. Para responder a pergunta principal do estudo: “Como se dá o ensino da Língua Portuguesa para a criança surda na proposta educacional bilíngue?” foram categorizadas as principais atividades realizadas para o ensino da Língua Portuguesa e obtivemos dados a respeito da comunicação destes alunos. Foi utilizada análise qualitativa dos resultados, demonstrando que a participação no estudo levou os profissionais envolvidos a refletirem sobre o tema, reverem as suas atuações e as suas crenças. O estudo conclui que a educação bilíngue é um caminho promissor para a criança surda desenvolver plenamente suas habilidades e potencialidades, crescendo consciente dos seus direitos e deveres, com autonomia e independência. In the present study we dive in bilingual educational universe: Signals Language as their first language (L1) and Portuguese as a second language (L2) observing how is the teaching of Portuguese language for deaf students aged five years and 11 months to eight years, children of hearing parents, enrolled in classes in the early years of elementary school, three different educational settings, in the municipality of Rio de Janeiro. The visits happened in a special school in two inclusive public schools and a private school inclusive, with the participation of six professionals and 12 children. Filming was carried out pedagogical activities for teaching Portuguese, field notes, interviews with professionals and guidance to families. To answer the study's question: "How does the teaching of the Portuguese language for deaf children in bilingual educational proposal" were categorized the main activities for the teaching of Portuguese and obtained data regarding the communication of these students. It was used qualitative analysis of the results that show that participation in the study took the professionals involved to reflect on the theme, review their actions and their beliefs. The study concludes that bilingual education is a promising avenue for deaf children fully develop their skills and potential, growing aware of their rights and duties with autonomy and independence. En el presente estudio nos sumergimos en el universo educativo bilingüe: Lenguaje de señales como primera lengua (L1) y el portugués como segunda lengua (L2) observando cómo es la enseñanza de la lengua portuguesa para estudiantes sordos de entre cinco años y 11 meses a ocho años, hijos de padres oyentes, matriculados en clases en los primeros años de la escuela primaria, en tres ámbitos educativos diferentes en el municipio del Rio de Enero. Las visitas tuvieron lugar en una escuela especial, en dos escuelas públicas inclusivas y una escuela privada inclusiva, con la participación de seis profesionales y 12 niños. Fueron realizadas rodaje de las actividades pedagógicas para la enseñanza del portugués, notas de campo, entrevistas con profesionales y orientación a las familias. Para responder a la pregunta principal del estudio: "¿Cómo se sucede la enseñanza de la lengua portuguesa para niños sordos en propuesta educativa bilingüe?", se clasificaron las principales actividades para la enseñanza del portugués y obtenido los datos con respecto a la comunicación de estos estudiantes. Se utilizó el análisis cualitativo de los resultados, lo que demuestra que la participación en el estudio se llevó a los profesionales implicados a reflexionar sobre el tema, revisar sus acciones y sus creencias. El estudio concluye que la educación bilingüe es una vía prometedora para niños sordos desarrollan plenamente sus habilidades y potencial, creciendo consciente de sus derechos y deberes con autonomía e independencia. Objectives: The current study assessed nurses’ experiences to explore factors affecting conscience in nursing practice. Research design: This qualitative content analysis study employed purposive sampling to reach 14 nurses working at educational hospitals in Tabriz and Urmia, Iran. Data were analyzed using inductive and conventional analysis. Ethical considerations: This research was approved by the Ethics Committee of Urmia University of Medical Science. Voluntary participation, anonymity, and confidentiality were considered. Finding: Two themes emerged from our analysis for enhancing conscience in nursing practices, including environment of professional performance and personal factors. Discussion: The two important factors for enhancing conscience in nursing practice are environment and personal factors. Conclusion: It is necessary to emphasize on religious beliefs, professional commitment, and communication skills in educational training structure. Also, establishing appropriate management systems will help nurses to provide moral care.

Les étudiants collégiaux rapportent vivre de l’anxiété qui affecte leur rendement scolaire, et les demandes d’aide psychologique chez ces étudiants sont en hausse. Cette étude a pour objectif d’évaluer les effets du volet ciblé indiqué d’un programme de prévention sur la diminution de l’anxiété et du perfectionnisme ainsi que le rôle médiateur de la pleine conscience sur l’anxiété et le perfectionnisme des étudiants suite à leur participation au programme. Les résultats montrent que les participants au programme (n = 22) rapportent moins d’anxiété relativement au groupe de comparaison (n = 19) et que ces effets sont maintenus dans le temps. Les effets sur la pleine conscience, sur le perfectionnisme, ainsi que le rôle médiateur de la pleine conscience ne sont pas confirmés. Bien que cette étude confirme l’effet du programme sur l’anxiété, la pleine conscience n’a pu être identifiée comme une composante essentielle du programme. Les limites quant à la difficulté à mesurer la pleine conscience sont discutées.

O presente estudo tem por objetivo diagnosticar ambientalmente uma área na comunidade indígena Xucuru-Kariri, na zona rural do município de Caldas/MG. O trabalho aborda a utilização da metodologia participativa ‘Diagnóstico Ambiental Participativo (DAP)’, como instrumento de levantamentos ambientais com foco na sensibilização para a preservação ambiental. O DAP mostrou-se muito eficiente e prático para diagnosticar ambientalmente uma área com base na visão dos envolvidos. O valor dado aos recursos naturais, por diversas vezes, é quase insignificante e compreendido erroneamente pela sociedade. A metodologia participativa tende a trabalhar os valores relacionados aos seres humanos e uso dos recursos naturais, objetivando o consumo consciente. No levantamento, constatou-se que a destinação correta dos resíduos, por muitas vezes, é falha e, em decorrência, é possível avistar depósitos irregulares dos mesmos nas dependências da aldeia. Desta forma, essa análise busca trazer a reflexão do uso do DAP a respeito da gestão dos resíduos sólidos em locais mais distantes, com o uso de práticas e técnicas participativas, construindo coletivamente o conhecimento para ações futuras em busca de uma vida sustentável.

In this article I offer an historically situated model of the self as an alternative to liberal, communitarian, and Foucauldian conceptions. Through the example of John Milton, I show that the conscience gave rise to a self that was jointly individual and ethical. By participating in public debates at the behest of his conscience, Milton recognized himself as an individual possessor of moral authority. Conscience thus liberated Milton from traditional identifications and beliefs as it bound him to act for his society. The self founded on conscience therefore differs from both communitarian and liberal variants. Moreover, whereas conscience in the Foucauldian account renders the self docile, it empowers the self in my account. I conclude that the self predicated on conscience challenges the divisions between private and public realms, self-regarding and prosocial actions, and self-creating and culturally determined persons.

Background: Conscience is an important concept in ethics, having various meanings in different cultures. Because a growing number of healthcare professionals are of immigrant background, particularly within the care of older people, demanding multiple ethical positions, it is important to explore the meaning of conscience among care providers within different cultural contexts. Research objective: The study aimed to illuminate the meaning of conscience by enrolled nurses with an Iranian background working in residential care for Persian-speaking people with dementia. Research design: A phenomenological hermeneutical method guided the study. Participants and research context: A total of 10 enrolled nurses with Iranian background, aged 33–46 years, participated in the study. All worked full time in residential care settings for Persian-speaking people with dementia in a large city, in Sweden. Ethical considerations: The study was approved by the Regional Ethical Review Board for ethical vetting of research involving humans. Participants were given verbal and written study information and assured that their participation was voluntary and confidential. Findings: Three themes were constructed including perception of conscience, clear conscience grounded in relations and striving to keep a clear conscience. The conscience was perceived as an inner guide grounded in feelings, which is dynamic and subject to changes throughout life. Having a clear conscience meant being able to form a bond with others, to respect them and to get their confirmation that one does well. To have a clear conscience demanded listening to the voice of the conscience. The enrolled nurses strived to keep their conscience clear by being generous in helping others, accomplishing daily tasks well and behaving nicely in the hope of being treated the same way one day. Conclusion: Cultural frameworks and the context of practice needed to be considered in interpreting the meaning of conscience and clear conscience.

As Comissões Locais de Saúde - CLS, em cada Unidade Básica de Saúde – UBS, constituem-se espaços participativos do Sistema Único de Saúde de Belo Horizonte –SUS/BH, mais próximos da população. O objetivo do artigo é analisar o impacto da prática participativa exercida pelas CLS na dinâmica de funcionamento das UBS. Foram entrevistados 21 Conselheiros Locais de Saúde utilizando-se a técnica de entrevistas baseada em roteiro semiestruturado, sendo os dados analisados pela técnica do Discurso do Sujeito Coletivo. Verificou-se nos discursos dos usuários o reconhecimento das melhorias advindas das CLS. Os trabalhadores não reconhecem as melhorias resultantes das CLS. Já os gestores, através de uma participação compulsória percebem a importância desse fórum para os usuários. Conclui-se que a prática participativa exercida pelas CLS impacta positivamente a vida da UBS, pois através do exercício da cidadania e do fomento de uma cultura política democrática tem-se a possibilidade de formar cidadãos mais informados e conscientes, em busca do direito a ter direitos.

Em Portugal Continental, ao longo dos últimos quarenta anos, tem-se verificado um aumento significativo tanto do número de incêndios florestais, como da dimensão das áreas ardidas. Ora, conscientes da importância da nossa floresta e preocupados com a sua preservação, implementámos, no ano letivo 1993/94, o PROSEPE, um Projeto de Sensibilização e Educação da População Escolar, que hoje se apresenta como o maior e mais longo projeto de Educação Florestal jamais existente em Portugal. Prestes a completar vinte anos de existência, foi-se adaptando e resistindo às vicissitudes dos tempos, o que explica a sua longevidade. Dirige-se a professores e a alunos dedicados à causa de preservação da floresta e da sua defesa contra os incêndios. Trata-se, pois, de um projeto educativo, de sensibilização e de responsabilização, que visa a integração dos alunos num processo de cidadania consciente, participativa e responsável, ao mesmo tempo que pretende despertá-los para um melhor conhecimento do ambiente que os rodeia e, muito em particular, do ambiente florestal, incutindo-lhes conceitos, princípios, valores e atitudes comportamentais que lhes permitam viver em harmonia com a floresta e com os espaços com aptidão florestal. Foundation stones in the resource mobilization theory of social movements are the notions of “conscience adherents” and “conscience constituents,” first introduced by McCarthy and Zald in 1977. In this article, we revisit the concept of conscience adherent, by applying it to individuals and groups that are direct supporters of an LGBT movement, but who do not stand to directly benefit from the success should the movement accomplish its goals. Using quantitative data collected during Pride parades in Stockholm, Haarlem, London, and Warsaw, we analyze the group of participants who reported that they were lesbian, gay, bisexual, or transgender and compare them to heterosexual and gender-conforming participants, identifying factors that explain why people in the latter category participate in Pride parades. We argue that experiences of discrimination, knowing people from the beneficiary group, and/or subscribing to general principles of justice, contribute to conscience adherent participation. Furthermore, based on interviews with Pride parade organizers, we argue that mobilizations based on a more inclusive political strategy will attract more non-LGBT participants.

Just as physicians can object to providing services due to their ethical and/or religious beliefs, medical students can have conscience-based objections to participating in educational activities. In 1996, the Medical Student Section of the American Medical Association (AMA) introduced a resolution calling on the AMA to adopt a policy in support of exemptions for students with ethical or religious objections. In that report, students identified abortion, sterilization, and procedures performed on animals as examples of activities that might prompt requests for conscience-based exemptions (CBEs). In response to the student initiative, the Council on Medical Education recommended the adoption of seven “principles to guide exemption of medical students from activities based on conscience.” The House of Delegates adopted these principles in their entirety.

Cities are particular spaces in which such a fight for territory occurs. By their own nature, cities imply a work of transformation and appropriation of territory into a narrative construct or text. In the 19th and early 20thcentury, Trieste underwent a transformation of its own urban space that expressed the existence and concurrence of different national narratives. In the 18th and 19th centuries the Trieste's coastline performed the cosmopolitan elite's identity by highlighting the relation between social status, ethnic origins of elite's member, and the individuals’ conscience of participating in the exceptionality of a city ‘without history.’ As the elite's economic ground changed, the representation of identity in space changed consequently. The consolidation of fascist regime supported the construction of a new myth of Trieste characterized by an old Roman origin and the heroic efforts of its inhabitants to join the ‘Motherland’ that led to the creation of a new main urban axis constellated with sites highly representative of Trieste's ‘Latinity’ and permeated by a sense of collective participation in historical continuity.

La neurosémiotique s’intéresse au(x) bouddhisme(s) dans le cadre d’un dialogue entre la science et la conscience. La neurosémiotique envisage un rapport fonctionnel entre la représentation qui découle du rapprochement Sa/Sé et l’émergence d’un état de conscience, de sorte que la manière de penser le réel détermine la façon de le vivre. Il en découle un paradoxe qui consiste à envisager la fiction comme précédant la réalité. Dès lors, la neurosémiotique propose d’expliquer l’émergence du sens à partir de l’élaboration de champs énergétiques formant une structure tensive articulant la mimesis à la semiosis à travers la diegesis. Le questionnement du rapport du sujet observant à l’objet observé intègre les données de la physique quantique afin d’expliciter le phénomène de participation au réel avec lequel le cerveau entre en connexion dans sa quête de compréhension. Cela conduit donc à s’interroger sur la nature même de la conscience qui s’auto-organise dans une coproduction conditionnée. Le dialogue interculturel qui s’établit à partir de résonances entre les investigations de la science et les pratiques du bouddhisme finit par devenir transculturel dans la mesure où la conscience de la science a son origine dans l’absence de ses assises, car l’univers évacue peu à peu le sujet et l’objet qui le forment dans le je(u) complexe des représentations en régime sémiotique.

Los procesos de evaluación de los contenidos de aprendizajes en el ámbito universitario operan mediante automatismos académicos. El profesorado asume en exclusiva la potestad sancionadora de certificar las competencias del alumnado. Se desvirtúa así la operatividad educativa de la evaluación, convirtiéndola en un elemento coercitivo donde el alumnado apenas tiene capacidad de intervención. Instrumentos como el portafolio o la revisión de exámenes en tutorías tratan de acercar a los estudiantes a los procesos evaluativos, pero es finalmente la heteroevaluación quien fija la nota final en las actas. Sin embargo, llega un momento en la vida del estudiante universitario, sobre manera en los últimos años de los estudios de grado, en que es consciente del nivel de compromiso que asume con su propio aprendizaje. Sabe qué está aprendiendo y qué le falta por aprender y cuenta con elementos de juicio empíricos suficientes como para realizar una autoevaluación objetiva y honesta de sus producciones académicas.

Dans le cadre de cette étude, nous analysons l’engagement citoyen au Mali. Pour ce faire, nous commençons par discuter du concept de la société civile qui lui est associé. Ensuite, nous mobilisons deux sources de données (les données de l’Enquête légère intégrée auprès des ménages maliens de 2006 et les rapports administratifs des élections nationales) afin d’analyser la participation à la vie politique et associative. Les résultats montrent que même si la plupart des Maliens ont déjà participé à des activités politiques, la participation aux scrutins, qui constitue un moment majeur, n’est que l’apanage d’une faible minorité. Un autre résultat interpellant est que ce sont les catégories sociales favorisées qui participent plus aux activités politiques alors que les moins favorisées sont plus nombreuses à participer à la vie associative. Enfin, la participation associative semble favoriser la participation politique, sûrement parce que participer à des activités associatives peut faire émerger la conscience politique, mais aussi probablement parce que participer à des associations peut permettre d’accroître son influence politique.

Too often, western thinking about the Polish theatre is limited by its ‘exportable’ names – or, more insidiously, by the expectation that it should satisfy our own assumptions about how theatre ‘ought’ to be participating in the national struggle. Zygmunt Hubner is probably more typical of theatre professionals in Poland. As director of the Powszechny Theatre in Warsaw, he neither supports the government, nor regards himself primarily as a maker of ‘political’ theatre: and here he describes the dilemma of the theatre worker who, while depending on state subsidy, nevertheless wishes to speak to his audiences in ways that matter. It is a dilemma which seems scarcely less conducive to arousing a ‘professional's guilty conscience’ in the theatre of the so-called ‘free world’.

Participatory action research (PAR) is an approach for dealing with problematic areas in practice. Follow-up studies in which participants describe their participation in PAR in detail are rare. This follow-up study aimed to describe care providers’ (CPs) experiences of having participated in a PAR intervention designed to assist them to constructively deal with troubled conscience. Twenty-nine CPs who participated in a PAR intervention were interviewed 2 to 4 months post-intervention. Content analysis was used to analyze the data. The analysis revealed three main categories: the importance of having a communal and collaborative meeting place, perceived changes in daily life, and “It has been good, but it has not solved all of our problems.” Using PAR to deal with troubled conscience might be an important organizational investment for the future that can help prevent ill health among CPs and maintain or improve the quality of care.

Se presenta el concepto de metacognición institucional como proceso que permite generar un aprendizaje consciente, dialógico y participativo en educación. Esta mirada organizacional del conocimiento y la metacognición es relevante para el ámbito de gestión escolar, porque implica la necesidad de construir una nueva visión de la escuela como una organización que no solo enseña, sino que aprende y, en consecuencia, entrega herramientas novedosas y pertinentes a las actuales necesidades sociales de comunicación y participación que tensionan, hoy en día, a las organizaciones educativas.

L’article fait état des liens qui peuvent être établis entre les stratégies métacognitives, les états affectifs et la performance des étudiants universitaires. Il présente une analyse qualitative d’autoévaluations produites par des étudiants du premier cycle, dans le cadre d’un cours d’introduction à la statistique, au terme de la réalisation d’une situation d’évaluation comportant une tâche complexe. Les résultats suggèrent que l’engagement cognitif de l’étudiant dépend de sa prise de conscience et de sa participation active tant sur le plan motivationnel que sur le plan des actions à entreprendre. En outre, ils mettent en évidence l’importance de la mise en œuvre de situations d’évaluation qui privilégie l’autonomie, l’apprentissage en profondeur et la participation active des étudiants dans leurs propres évaluations visant à favoriser l’autorégulation ainsi qu’à encourager l’accessibilité, l’inclusion et le succès académique des étudiants universitaires.

The right to inheritance represents one of the basic human rights. As such this right is regulated by the law. The Law on Inheritance in Kosovo regulates substantially, all the issues related to inheritance. In this context, this Law contains numerous rules that proclaim full equality of women with men to inheritance.Regardless of equality proclaimed by law practical reality of life indicates a different situation. This reality proves that women participation to inheritance nevertheless is very small. The reasons for this situation are numerous and diverse, but mostly they have to deal with the still existence in people's conscience of many customary rules, which constantly treated women as a subject of second hand. In this article a modest attempt is made to reflect besides legal aspect also the practical situation indicating the degree of women participation to inheritance in Kosovo, in all grades that she may appear as heir.

Las personas con enfermedades crónicas y graves, necesitan ser escuchadas, entendidas y atendidas a su ritmo. Los profesionales necesitan herramientas sencillas y eficientes que les faciliten una buena comunicación con sus pacientes, en el menor tiempo posible. Ojetivo: describir un protocolo sistemático de comunicación en cinco pasos. Método: Se ha diseñado un enfoque cualitativo basado en la revisión documental, que ha incluido la revisión bibliográfica y de evidencias para apoyar el análisis y poder llegar a conclusiones con la información extraída del proceso. Resultado: Como resultado se propone un protocolo básico de comunicación fundamentado en el counselling y en los principios de la bioética moderna, capaz de facilitar las funciones de informar, motivar la adhesión terapéutica, promover cambios de conducta, abordar situaciones de comunicación difícil y, especialmente, de tener un encuentro auténtico con el paciente y su familia. Por conclusión sin comunicación eficaz no hay encuentro, y sin encuentro, la relación clínica entre profesional y paciente se puede convertir en un intercambio de palabras vacías, de imposiciones de tratamientos, que difícilmente el paciente va a cumplir adecuadamente. Los tiempos cambian y la Medicina participativa va encontrando un lugar más adecuado en el entorno clínico.

The article deals with the evolution of views of the Brazilian authors on the role, played by the Soviet Union in the WWII and its contribution to the victory of the anti-Hitlerian coalition. It contains a historiographical review of the works, written by the Brazilian authors on the theme, beginning from 2004. One follows the process of their growing interest towards clarifying the real contribution of the Soviet part to the common victory, along with the rise of the international authority of Brazil and strengthening of the Russo – Brazilian ties. One reveals the modern attitude of Brazilian authors towards such dubious or scarcely known themes as the Molotov – Ribbentrop pact, the battles for Smolensk and Rhzev, town–bound fights in Stalingrad, liberation of the Baltic republics, the Soviet war with Japan, etc. The author comes to conclusion, that in spite of the Western efforts to infuse the people`s conscience with the elements of the “post – truth” in this respect, the correct treatment of those events acquires priority even in such a far off from Russia state, as Brazil.

Este estudo pretende descrever os elementos – contexto e recursos – que influenciam a participação social em um Conselho Municipal de Saúde (CMS). Trata-se de pesquisa descritiva com abordagem qualitativa. Os dados foram coletados por meio de observação direta da dinâmica do CMS estudado e de entrevistas semiestruturadas com seus membros. A análise dos dados baseou-se na análise temática, visando aproximar as categorias obtidas com as categorias estabelecidas pela OMS sobre as dimensões do contexto e dos recursos que influenciam a cultura participativa, quais sejam: i) políticos conscientes da questão da participação; ii) organização da sociedade civil; iii) estruturas e espaços; iv) recursos; v) conhecimento; e vi) impacto das políticas e práticas anteriores. Como resultado, constatou-se que os componentes são deficientes e a participação popular é ainda precária, e os maiores obstáculos são aqueles relacionados à comunicação entre vários atores e instituições sociais.

A participação popular, forma direta de concretização da soberania popular, é hoje uma realidade que se estrutura no Estado Socioambiental. No entanto, para a materialização de uma democracia participativa e efetivamente ativa nas questões ambientais é indispensável uma atuação consciente e informada da sociedade sobre os mecanismos processuais que lhe são disponibilizados. Em contrapartida é fundamental a politização do Poder Judiciário no trato com a matéria ambiental, devendo assumir uma postura mais ativa. Assim, o artigo discorre sobre a imprescindível relação entre uma democracia participativa que busca preservar o meio ambiente e um Poder Judiciário que se espera dinâmico, criativo e garantidor do direito ao meio ambiente ecologicamente equilibrado, bem de uso comum do povo e essencial à sadia qualidade de vida. Para esta pesquisa foi utilizado o método hermenêutico. Já a técnica utilizada foi a de pesquisa bibliográfica.
