Abstract:
This chapter provides a detailed example of participatory environmental governance. The experience of the community forest movement and its participatory governance practices in Nepal offers important insights into the broader tensions between democratic participation and technical expertise in climate change policy, especially the role of facilitating public engagement. It explains how a federation established by political activists set up a civil society association that challenged the national Ministry of Forestry and its scientific practices. It also presents the role of a civil society think tank that supported these activities. The efforts of this community forest movement are especially important given the crucial role of forests in reducing carbon emissions. For this reason, it has become a model for global protection of forests in countries around the globe. The chapter presents this development and interrogates its lessons about participatory governance, advanced as an alternative approach to environmental democracy.

Abstract:
Prevention science recommends that EBIs should be based on theories that describe the causes of behavioral health problems. They should also be evaluated in high-quality research studies that examine implementation and outcomes both under ideal conditions, like scientist-led efficacy trials, and naturalistic conditions, such as effectiveness trials that rely on community agencies and staff. This chapter reviews the theories guiding the development of the CTC system, including life-course developmental theory, the Social Development Model, social disorganization theory, and the Diffusion of Innovations theory. CTC has been created and evaluated using a community-based participatory approach. The benefits and challenges of this approach are also discussed.

This chapter focuses on the rise of the participation paradigm from the early 1980s through the end of the 1990s, noting that it is still the dominant discourse within the field of communication for development (c4d) today. The idea of people participating in their own development goes back to the beginning of communication for development and social change. This approach refocused the effort of c4d on people as the engines of change, and trusting them to be up to the challenge. This chapter first considers different kinds of participation and what they might mean, along with the context for participatory communication in c4d during the period 1970–1990s. It then turns to pioneers of participatory communication in development and goes on to address the question of whether the approach deserves the title of paradigm, much less that of a dominant one. It also examines a case that illustrates both the problems and the successes of the application of the participation paradigm: Canada's Challenge for Change initiative, implemented by the National Film Board in Fogo Island.

The approach of this article is to look at participation against the canvas of the employment relationship, its organization, core processes, and their outcomes for organizational performance and social well-being. The article starts with a brief historical overview of developments over the past forty years because it is useful to set theories in their wider historical context: why people posed the questions they did at a particular time. It then reviews a selection of the major theoretical approaches that illustrate the broad tent which encompasses the ‘economic approach’. The article considers the diffusion and the ecology of participatory practices and how these have been interpreted. Next, it presents a partial survey of recent quantitative work on the performance effects of participatory practices updating that of Levine and Tyson. Finally, the article examines some of the conceptual problems posed by these studies.

Abstract:
Community-based adaptation (CBA) to climate change is an approach to adaptation that aims to include vulnerable people in the design and implementation of adaptation measures. The most obvious forms of CBA include simple, but accessible, technologies such as storing freshwater during flooding or raising the level of houses near the sea. It can also include more complex forms of social and economic resilience such as increasing access to a wider range of livelihoods or reducing the vulnerability of social groups that are especially exposed to climate risks. CBA has been promoted by some development nongovernmental organizations (NGOs) and international agencies as a means of demonstrating the importance of participatory and deliberative methods within adaptation to climate change, and the role of longer-term development and social empowerment as ways of reducing vulnerability to climate change. Critics, however, have argued that focusing on “community” initiatives can often be romantic and can give the mistaken impression that communities are homogeneous when in fact they contain many inequalities and social exclusions. Accordingly, many analysts see CBA as an important, but insufficient, step toward the representation of vulnerable local people in climate change policy, but that it also offers useful lessons for a broader transformation to socially inclusive forms of climate change policy, and towards seeing resilience to climate change as lying within socio-economic organization rather than in infrastructure and technology alone.
