Abstract:

El libro del profesor Avendaño cubre un amplio período (1946-1973) de la historia política del siglo pasado y varios de los gobiernos que se fueron sucediendo: Gabriel González Videla, Carlos Ibáñez, Jorge Alessandri, Eduardo Frei y Salvador Allende. En aquel período el problema agrario fue candente en las luchas sociales y políticas por la sindicalización campesina y la reforma agraria. Ambos temas fueron objetivos programáticos de los partidos de izquierda y de la Falange Nacional, así como posteriormente del Partido Demócrata Cristiano (PDC), siendo resistidos por los partidos de derecha.

La presente selección de textos de Patricio Aylwin dista mucho de formar parte de una “historia B” u “oculta” de su actuación en el proceso político que tuvo a la Unidad Popular (UP) en el gobierno de Chile entre 1970 y 1973. El lector interesado en profundizar sus conocimientos sobre este tema, podrá hallar en el sitio web de la Biblioteca del Congreso Nacional de Chile el registro digitalizado de las sesiones del Senado que extractamos aquí. Junto a la recuperación de estas fuentes parlamentarias –cuya publicación en diarios de circulación nacional, por lo demás, era una práctica común en el Chile de los 1970 y antes– hemos desempolvado de archivos periodísticos dos entrevistas que se ubican, respectivamente, en ambos extremos del período.

Abstract:

Invitado por el CEP en octubre de 1996, el embajador de Estados Unidos en Santiago entre 1967 y 1971, Edward M. Korry, entregó su testimonio de los años críticos en que estuvo al mando de la misión estadounidense en Chile, situándolo en el contexto más amplio de las conexiones chileno-estadounidenses durante los años sesenta y primera mitad de los setenta. El embajador Korry destaca aquí la ayuda financiera de enormes dimensiones —que habría llegado a bordear los 20 millones de dólares (de ese entonces)— proporcionada por el gobierno de John F. Kennedy al Partido Demócrata Cristiano en Chile, y cuyo objetivo, según el embajador, era establecer en este país una “dinastía democratacristiana” que constituyera un polo de atracción opuesto al ejercido por la Revolución Cubana en América Latina —una iniciativa muy similar a la llevada a cabo en Italia en 1948. A fines de 1967, con la llegada del embajador Korry a Chile, se pone fin a esa ‘relación incestuosa partido-partido’ y se restablecen las relaciones Estado-Estado. En las elecciones de 1970, afirma el embajador, apenas se habrían canalizado a través de la CIA 125 mil dólares para la llamada ‘campaña del terror’. Sin embargo, tras el triunfo de Salvador Allende en las elecciones presidenciales, se aprobaría un vasto programa destinado a “facilitar los medios que permitieran la supervivencia de órganos de prensa, medios de difusión y una oposición democrática”, y de este modo contrarrestar las medidas adoptadas por el gobierno de la Unidad Popular para asumir el control de los medios de comunicación. A su vez, junto a otras revelaciones de sucesos anteriores y posteriores al triunfo de Allende el 4 septiembre, el embajador se refiere a las motivaciones que habrían llevado a los principales órganos de la prensa occidental a describir a Salvador Allende como un socialdemócrata asesinado “por un Ejército represivo”, y a la investigación (o Hearings) efectuada por una Comisión del Senado de Estados Unidos (conocida después como Comisión Church) respecto de las operaciones encubiertas de la CIA en Chile entre los años 1963 y 1973, de la cual fue excluido el embajador Korry, impidiéndosele así que diera su testimonio. Esta exclusión, según el embajador, tuvo por finalidad ocultar la ingente ayuda proporcionada por los demócratas a la DC chilena en la primera mitad de los años sesenta. El texto que aquí se reproduce corresponde a la versión escrita que entregó el embajador Korry. Esta versión incluye largas notas en las que el embajador agrega otros antecedentes y pormenores, así como cuatro apéndices, al final, que expanden los siguientes temas: i) la ayuda militar soviética (1971-1973); ii) las actividades de la CIA en Chile entre 1969 y 1976; iii) el gobierno de Eduardo Frei Montalva, el cardenal Raúl Silva Henríquez y la Isla de Pascua, y iv) las negociaciones sostenidas en 1971 con el gobierno de Salvador Allende.

En nuestro caso, la exploración de la categoría militante en la UDI y la DC será la llave de acceso que utilizaremos para comprender cómo esas relaciones políticas que poseen los actores locales, determinan la interacción con lo que ambos partidos plantean como “modos de organización” a nivel nacional. Es decir, cómo moldean su forma de implantación territorial-local con respecto a los tipos de reclutamiento y militantismo de los que disponen las organizaciones, traduciéndolas en dos formas particulares de compromiso militante.

Abstract:

How are Centre parties distinct from Left and Right parties in term of their policy preferences? The scholarship on political parties either ignores Centre parties or treats them as a residual category. In this study, I attempt to rescue Centre parties from obscurity by looking at a quintessential Centre party: the Chilean Christian Democratic Party (PDC). Between 1990--2000, the PDC led two centre-left Concertacion coalition governments under Patricio Aylwin (1990--1994) and Eduardo Frei (1994--2000). It was the PDC's responsibility to negotiate the 'Chilean paradox': a country that had achieved economic success with neoliberalism and become a "model" for Latin America but where the "social debt" increased exponentially during 17 years of military rule under Augusto Pinochet (1973--1990). Health was one of the main concerns for Chileans through the decade but there was little headway made in the policy arena. My study seeks to explain why this was so.<br>I make a distinction between (1) the "defensive" Centre which aspires to be neither left nor right; and (2) the "encompassing" Centre parties that are both left and right. Christian Democratic parties are "encompassing" Centre parties par excellence since they incorporate elements of both left and right ideologies in a manner consistent with their social Catholic beliefs. They are known to combine a conservative position on social and moral issues with a pro-poor orientation on welfare issues. The main policy dilemmas of the PDC emerged from its status as an "encompassing" Centre Party as it sought to reconcile left and right. During the 1990s, the PDC shifted allegiance from state-led development policies to neoliberalism. As a result, the scope of the party's commitment to welfare issues was defined within the range of options available within the neoliberal model. However, while neoliberals dominated key policy positions, statists retained influence in the Congress and within the party organization. The uneven nature of adaptation to neoliberalism became one of the main obstacles in reaching a consensus for reform. My study also gives due emphasis to the constraints introduced by the country's institutional framework, notably the 1980 Constitution inherited from the military regime.

Abstract:

Cette thèse analyse les interdépendances historiques et institutionnelles du Parti Démocrate Chrétien (PDC) et le mouvement Action Catholique (1931 à 1971) au Chili. La thèse explore l'hypothèse selon laquelle pendant cette période l'Eglise chilienne (à travers l'AC) et le PDC s'engagent dans la mise en oeuvre d'un projet de formation des élites issues du peuple par le biais d'une politique éducative commune. Combinant une approche historico-institutionnelle, ainsi comme lm'analyse des trajectoires militantes dans une localité rurale du Chili, cette thèse tente d'expliquer le rôle de cette politique éducative dans l'implantation sociale et territoriale du parti dans le milieu rural. Cette politique éducative s'est consolidée dans les programmes d'éducation de masses du gouvernement de Frei Montalva (PDC, 1964-1970). Ces programmes ont été basés sur deux axes principaux - le développement associatif (la "promotion populaire") et l'éducation de masse, agissant comme une fabrique de militants. Elle a contribué d'une part à l'homogénéisation partisane du PDC par la mise en conformité des dirigeants paysans autour de valeurs de conciliation face au conflit agraire, et d'autre part à la différentiation de ces militants proposant des voies de professionnalisation diversifiées, et en encourageant de multiples trajectoires de mobilité sociale au niveau local. Toutes ces instances socialisatrices vont entrainer des formes de politisation variées chez les membres de l'AC (engagement au PDC ou aux mouvements de la gauche Chrétienne révolutionnaire) tout en renouvelant les élites dirigeantes du PDC au niveau local<br>This thesis analyzes the historical and institutional linkages between the Christian Democratic Party (PDC) and the Catholic Action Movement (CAM) between 1931 and 1971 in Chile. During this period, through the CAM the Chilean Catholic Chruch and the PDC became involved in the implementation of a trining project that aimed to form elites from the popular milieu. Based on an historic and institutional approach as well as the analysis of trajectories of social activists in a rual community of Chile, it seeks to explain the role of this educational policy in the social and territorial implantation of this party in rural areas. This educational policy was consolidated in the mass education programs to the government of Frei Montalva (PDC 1964-1970). These programs were based on two main pillars: development of different organizations involved in "Popular promotion", and mass-education that togrther produced the activists. They both contributed to the homogenization of the PDC by forming peasant leaders around values of conciliation as against notions of agrarian conflict, but also to the professional and social differenciation of activists by engaging diverse trends of professionalization and promoting multiple trajectories of social mobility at the local level. All these socialization instances have rezulted in diverse forms of politicization among the members of the AC (engagement in the PDC and in the movement of the revolutionary left Christian) while renewing the local elites of the PDC
