Abstract:
This article compares ethnic cleansing with genocide. Since the 1990s, ethnic cleansing has become one of the most widely known forms of violence directed against groups. Ethnic cleansing is related to genocide, but ethnic cleansing is focused more closely than genocide on geography and on forced removal of ethnic or related groups from particular areas. The greatest overlap between ethnic cleansing and genocide takes place when forced removal of population leads to a group's destruction. Ethnic cleansing is often a policy carried out by strong states to mould the population map, especially of border zones, but the breakup of such states also generates power struggles that can lead to ethnic cleansing. Another paradox is that partition or division of ethnically or religiously mixed states has been identified both as a cause of ethnic cleansing and as a possible remedy for ethnic cleansing.

Much scholarship has been devoted to Jewish relations with and attitudes toward gentiles in different periods. This book explores the category itself and its formation. The concept of the goy divides humanity in a binary manner, separating Jews from all non-Jews, and lumping the latter together into one group. This division also assumes, tacitly or explicitly, God, His Law, and His relation to one people. Such naming, partition, and structure is anything but self-evident, and was not always a part of the thinking patterns and discursive practices of Jews. Where did it come from? What forces made it possible? How and why did it overcome alternative categorizations? What happened to other discursive formations once the Jew/goy opposition won the day? This introduction documents the scholarly lacuna, presents the novel perspective, details the questions asked, and defines the various tools—historical, philological, and philosophical—used to tackle them.

It offers a succinct account of the key recommendations of the landmark Sarjent Committee on Post-War Educational Development, the Radhakrishnan Commission on University Development, and the Mudaliar Commission on Secondary Education, of the drafting history of the provisions relating to education in the Constitution, the spectacular expansion of access after Independence, the evolution of regulatory policies and institutions like the University Grants Commission (UGC), and of the delicate compromise over language policy.

Despite its Catholicism, Fribourg, as a former subject, sought to revenge itself upon Savoy by laying claim to the northern Chablais (with covert backing from the Catholic Valais) and to Gruyère, whose counts were Savoy vassals. Bern was prepared to accede to some of Fribourg’s demands, but denied it Vevey, which would have given Fribourg a port on Lake Geneva. Fribourg was exposed as a fickle defender of Gruyère, where plans already envisaged partition of the county with Bern. Bern expelled the bishop from Lausanne and annexed his territory, though some communes were later ceded to Fribourg and remained Catholic. Deep divisions over territory saw Fribourg vainly claim half the Vaud. The Vaud communes were ransomed, though former Lausanne episcopal communes and the three common lordships were exempted.

Abstract:
Chapter 2 expands the analysis of the acceptance of parties by signalling the distinction between theoretical speculation and party politics ‘on the ground’. After the ideological and practical acceptance of parties in late eighteenth-century Britain, parties found their first operation on the ground in revolutionary France and the United States. Particular attention is devoted to the events of the French revolution where the Jacobin clubs set up, albeit for a very short period, the first ever nationwide, organized political party. In the nineteenth century the appearance of political parties was still regarded with suspicion and caution, and they were not yet fully endorsed even by liberal thinkers. The idea of partition and division was still held back by the advocacy of unity and uniformity. By the end of the nineteenth century parties had been ideologically tamed by the rise of the holist dominant value of the nation (France) and state (Germany, and to a lesser extent Italy).
