Abstract:
Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Abstract:
How does an institution navigate current societal pressures and historical social inequities to move toward a partnerism system? Partnersim is defined as a socio-economic system that values and rewards caring for one another, nature, and our collective future. This article provides a preliminary look at two examples in which the University of Minnesota Extension is moving toward a partnership system. An analysis of results from surveys of two units, one of staff from the Center of Family Development and one of staff and board members from the Regional Sustainable Development Partnership, revealed four factors that influence organizations toward either a domination system or a partnership system. A discussion of the four factors addresses the challenges and the benefits of moving toward a partnership system.

Family-school-community partnerships are critically important for the academic success of all students. Unfortunately, in the face of specific barriers, Mexican immigrants struggle to engage in partnership efforts. In the hopes of promoting the engagement of Mexican immigrant families in partnerships, this article presents the findings of a transnational ethnography, exploring family-school-community partnership experiences of Mexican nationalists in Veracruz and Mexican immigrants in North Carolina. A portrait of partnerships in Mexico is contrasted with a portrait of partnerships in the United States, highlighting similarities and differences in role, structure, and function. School counselors are offered strategies for utilizing the knowledge of partnerships in Mexico to promote and support the engagement of Mexican immigrants in partnerships in the United States.

Abstract:
Partnership models have been effective across many areas of higher education such as involving students as teaching and learning consultants, in course design and redesign, and as co-instructors. However, there are few systems-level (i.e., entire programs or institutions) examples of partnership work and virtually none in systems-level assessment. Systems-level assessment models, such as program-level assessment in the United States, are used to inform broad changes to academic programs. Thus, student input may be crucial. This study sought to explore the broad factors that underlie potential student-faculty partnership efforts in systems-level assessment. Participants were faculty and staff members based in the United States and the United Kingdom who engaged in student-faculty partnerships at the program and/or classroom level. Qualitative coding and analyses of interviews with participants resulted in seven primary themes. This study examines patterns evident in student-faculty partnership work across several areas of higher education and begins to lay the foundation for a theory of student-faculty partnership in systems-level assessment.

Globally the developed countries economies exist in conditions of ever-increasing competition. In recent decades, the states whose economy is based on modern technologies, the introduction of innovations and the creation of a favorable environment for their emergence has gained some advantage. Venture investment is an important component of the innovation economy, without which it is difficult to imagine the rapid development of new technologies. Under these conditions, the task of the legal systems of developed countries has become to create a legal framework for venture investment: convenient, transparent and understandable for national and international investors.In Russia, an important stage in the creation of a legal infrastructure for investment was the adoption of the Federal Law “On Investment Partnership” in 2011, designed to provide the investment community with contractual organizational and legal forms of collective investment activity, taking into account the specifics of the implementation of venture (especially risky) business projects. The Russian investment partnership is a direct analogue of the American limited partnership (limited partnership).The paper considers the main advantages of an investment partnership over other forms of collective investment activity, as well as analyzes some aspects of the regulation of investment partnerships in Russia and limited partnerships in the United States. The author concludes that an investment partnership is the optimal form of collective investment activity provided for by Russian legislation. There is no doubt that the general proximity of the construction of an investment partnership and a limited partnership, common in the United States (and other common law countries), makes an investment partnership the most attractive form of attracting foreign investment to the Russian market.

The past year witnessed a broad range of cooperation between the US and Asian states. As tensions with China and Russia and threats from North Korea continued to mount, the Biden administration’s strategic goal of a free and open Indo-Pacific gained ground in many Asian states, and strategic partnerships were formed based on various interests. The trilateral partnership between the US, South Korea, and Japan and deepening ties between the US and India were notable. While US–China relations deteriorated, there was a glimpse of positive adjustment in their competition. However, uncertainties and skepticism were raised regarding shared interests or values. Worries about the rise of a new Cold War intensified. The third year of the Biden administration continued to see persistent challenges to its Asia policy.

Abstract:
This study has been primarily concerned with the pattern of economic development and the role of the multinational corporations (MNC's) in that process in the Kingdom of Saudi Arabia. Two contrasting theoretical frameworks were adopted to assess the pattern of economic development followed in the Kingdom of Saudi Arabia from 1970 through 1983. The first theoretical perspective is the neoclassical approach to economic development which postulates that the productive resources at the disposal of a country and the institutions developed to guide the prudent use of them are paramount to a balanced development. On the other hand, Hymer's contrasting perspective is based on the Law of Uneven Development. Essentially, Hymer claimed that inequality is built into the growth mechanisms of the present day world capitalist economic system that shapes the international economy through the agency of the multinational corporations. Therefore, any involvement by the MNC's is necessarily hierarchical, and characterized by dominance and dependence as well as wealth and poverty, particularly between the industrial countries of Western Europe and North America and the less developed countries in the Third World societies. Ironically, the Saudi Arabian case shows that Hymer's Law of Uneven Development is questionable. First, instead of the location of a country in the international economic system as the determinant of high standards and even development, the natural endowment translated into surplus capital must be viewed as the key to that process. Second, Saudi Arabian surplus capital was aided by foreign technologies, especially from multinationals based in the United States. In this connection, the MNC's played a positive role through their supplies of skilled manpower and efficient technologies to transform the desert of Saudi Arabia into a world class center of modern infrastructures and industrial complexes. Thus, the intervention of the multinationals in Saudi Arabian economic development has led to a situation of shared benefits; in which the interests of both the host country and the transnational enterprises have been well served. Finally, the Saudi Arabian experience demonstrates that it is possible for the parent country, the host country and the multinationals as parties to the investment process to adjust to each other with mutual trust instead of conflict and confrontation which had characterized many Third World countries' and multinationals' dealings in recent years.

Abstract:
Public-private partnerships (PPPs) are a 21st century solution to not only fund the infrastructure projects needed in the United States but also provide long-term insight and management. The large-scale infrastructure projects of the 20th century were distinctly a product of the federal government. That traditional model of government-financed infrastructure has proven to be unsustainable as mandatory entitlement spending strains additional federal dollars needed for infrastructure investment. Given the potential of PPPs to rebuild the nation’s roads, bridges, ports, transit, and other infrastructure, this thesis looks at several cities in the U.S. administering PPPs to consider what is required for their successful implementation. Transparency must be expected and metrics must be incorporated so that the ultimate beneficiary of the partnership is the public.

Abstract:
This thesis explores the prospects for a U.S./Brazilian naval partnership for the twenty-first century. It examines the viability of existing multilateral agreements between the United States and Latin American countries for maritime defense of the South Atlantic. It argues that the existing agreements are outdated and ineffective, primarily due to a reduction in cold war threat. With a naval capability ranked among the highest in the third world, and historical naval ties to the United States from both World Wars, the Brazilian navy offers the possibility to assume a greater role in western defense. As a possible means to cultivate this beneficial relationship, a shift in emphasis from the current posture of U.S./Latin American multilateral hemispheric defense, to a focused bilateral U.S./Brazilian naval partnership is suggested. The thesis also suggests that national security threats to the hemisphere have changed to terrorism, narco-trafficking, the spread of high technology weapons, and the rise of ethnic tensions. These threats affect both the United States and Brazil, and could lead to closer cooperation in U.S./ Brazilian naval relations.

Abstract:
The purpose of this dissertation is to describe the transfer of a specific technology to a program intended to benefit a segment of the older population. The study interprets the implications of this transfer process for human service programs responsive to the public interest. This provides a lucrative realm for examining the process as an outgrowth of public-private partnerships. Analysis of a partnership in five case studies illustrates the dynamics between nonprofit and for-profit organizations and potential tensions related to differing goals, means, and values. Theoretical grounding draws on relevant organization theory that guides the consideration of prominent concepts, such as responsiveness to the public and the potential for cooptation of public goals in public-private organizational partnerships. With this as a base, the dissertation provides implications for the development of theory on technology transfer in the delivery of human services.

Abstract:
Increasingly, states are relying on creative financing and asset management to maintain and improve the nationâ s transportation infrastructure since budgetary challenges constrain potential options. One method of tapping into alternative sources of capital is the public-private partnership (PPP or P3). A public-private partnership is a long-term contractual agreement in which the public sector authority assigns a traditionally public responsibility (such as operations and/or financing) to the private sector participant, in hopes of achieving mutual benefit. First employed in the contemporary era in the late 1980â s by California and Virginia, the public-private partnership has continued to become a more popular delivery method. A thorough review of the literature on the subject reveals both academic and institutional material covering a wide variety of P3 topics. Garvinâ s (2007) P3 Equilibrium Framework supplemented the current body of knowledge by building upon past research to better analyze the performance of existing and proposed PPPâ s or serve as a resource when developing future projects. The Framework allows the user to assess a project or program and determine its potential for producing desirable results. This research utilizes case studies to gain further insight into P3 projects and programs, as well as the performance of the original P3 Equilibrium Framework. The cases include the evolution of legislation in California and Virginia, and four projects that resulted from these programs: the State Route 91 Express Lanes, Dulles Greenway, Pocahontas Parkway, and failed I-81 Improvement proposals. Application of the original framework to the case studies led to several refinements. The changes provide more comprehensive appraisal mechanisms and improve the applicability and consistency of the P3 Equilibrium Framework. In addition, the concept of â tensionâ is introduced, which in effect is a means of describing the stress between the interested parties of a P3 arrangement. Ultimately, the revised Framework helps to structure perspectives of P3 arrangements and is underpinned by the notion that these strategies must balance the interests of society, the state, industry, and the market for ultimate success.

AbstractSmoke from wildland fire is a significant concern to resource managers who need tools, knowledge, and training to analyze, address, and minimize potential impacts; follow relevant rules and regulations; and inform the public of possible effects. Successful navigation of competing pressures to appropriately use fire on the landscape to manage fire-adapted and fire-dependent ecosystems, while protecting public health and other air quality values, depends on credible science and tools conceived of and developed in partnership between managers and the research community. Fire and smoke management are made even more complex by the current condition of ecosystems as a result of fire exclusion and the future implications of a changing climate. This chapter describes the scope of smoke management, social and regulatory contexts, and pathways through which scientific information and tools can improve the accuracy and timeliness of management and communication with the public.

The TTIP is expected to have important social, economic and political benefits for the European Union and the United States. In this respect, following a short description of the TTIP, the possible effects of this agreement on the European Union, the United States as well as on world trade will be described. The effects of such an agreement on Turkey will also be examined both with respect to Turkey’s already existing relations with the European Union and the United States. In parallel with these, the advantages and disadvantages of the existing Customs Union Agreement between Turkey and the European Union will be evaluated with respect to the TTIP. Based on this analysis, some policy alternatives for Turkey will be proposed that might help Turkey to overcome the current disadvantages that will result from the TTIP and that might strengthen its trade relations with both the European Union and the United States by transforming those disadvantages into advantages.

The United States` Critical Infrastructure System (CIs) represents an umbrella concept grouping all those resources that are essential for national economic, financial, and social system. These critical infrastructures are vital and without them, or with any damages to them, would cripple the nation, states, and/or local communities and tribes. Based on a systematic review approach (methodology), this paper aims to review the United States’ Critical Infrastructure Protection System (USCIPS) at tree aspects. In section one, the policy pillars of USCIPS are outlined based on studding Presidential Policy Directive 21 (PPD-21) and National Infrastructure Protection Plan (NIPP). Section two discusses the interdependent nature of the sixteen critical infrastructure sectors and identified the further designation of life-line sectors. Final sector introduces USCIPS stakeholders, collaboration and partnership across between the private sector and public sector stakeholders.

As part of global trade, the emergence of free trade agreements has resulted in the removal of tariff and non-tariff barriers over the past seventy years. The major trade actors (European Union, United States, and China) have become economic rivals, which make them compete in confrontational or cooperative ways for greater benefits and welfare. This paper discusses three free trade agreements between the US‒EU‒China: the Transatlantic Trade and Investment Partnership (TTIP), EU-China Comprehensive Agreement on Investment (CAI), and the Economic And Trade Agreement Between The Government Of The United States Of America And The Government Of The People’s Republic Of China (ETA). The author’s contribution is the creation of alternative scenarios to analyse the effects of these treaties on profit from a game theoretical approach. The results of this model suggest that cooperation generates greater economic benefits in each situation compared to competitive strategy. At the same time, players’ welfare cannot be identified with profit in all cases.

The Global Nuclear Energy Partnership (GNEP), launched in February, 2006, proposes to introduce used nuclear fuel recycling in the United States (U.S.) with improved proliferation-resistance and a more effective waste management approach. This program is evaluating ways to close the fuel cycle in a manner that introduces the most advanced technologies of today and builds on recent breakthroughs in U.S. national laboratories while drawing on international and industry partnerships. Central to moving this advanced fuel recycling technology from the laboratory to commercial implementation is the development and siting of three proposed GNEP facilities: the Consolidated Fuel Treatment Center (CFTC), the Advanced Burner Reactor (ABR), and the Advanced Fuel Cycle Facility (AFCF). These three projects are envisioned to introduce used fuel separations, advanced fuel fabrication, and fast reactor technology in a manner that efficiently recycles material, produces the most energy out of the existing inventory of used fuel, and improves our ability to manage nuclear waste. The CFTC and ABR will depend on industry involvement and will not be covered by this paper. This paper will cover key considerations for the AFCF. The AFCF will provide the U.S. with the capabilities required to evaluate technologies that separate used fuel into reusable material and waste in a proliferation-resistant manner. The separations technology demonstration capability is coupled with a remote transmutation fuel fabrication demonstration capability in an integrated manner that demonstrates advanced safeguard technologies.

Abstract The automotive industry is currently experiencing a revolutionary technological transformation including electrification, connectivity, automated/autonomous, lightweighting, and sustainability. This paper presents the education and workforce development programs developed and delivered by Wayne State University and Macomb Community College partnership in meeting industry needs for future workforce in advanced automotive technology. Through funding from the National Science Foundation, a Center for Advanced Automotive Technology (CAAT) was established as an Advanced Technological Education center to support the partnering work, developing and leading systemic curricula reforms. The center worked with industry partners identifying curriculum gaps and provided professional development for teachers to fill those gaps. CAAT also supported new automotive technology university/college programs through its seed funding program which funded others to create, implement, and share new curricula. The center is a preeminent resource for educating engineers and technicians in advanced automotive technology as all materials that were developed in partnership with CAAT were reviewed by industry experts and offered as a free resource through website. CAAT continues its tasks supporting the United States in its efforts to build and maintain a competent workforce ready to use the skills of the 21st century to move industries ahead.

This case study is one of ten international studies developed by the Korea Research Institute for Human Settlements (KRIHS), in association with the Inter-American Development Bank (IDB), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. As an international destination for theme parks, sporting events and conventions, Orlando approaches the smart city operation through Orlando Operations Center (OOC), an integrated facility established in 2001 by the Mayor after the 1997 hurricane. The major features of the integrated operation include the sharing of fiber optic networks and CCTV cameras, and close cooperation between transport, police and fire departments for road, criminal and disaster incident, and the emergency operation center within the OOC taking the lead in case of special event management and large-scale natural disasters. Along with the OOC, the city hall also utilizes smart city functions such as red light violation enforcement through detectors, bus management through AVL technology, GPS garbage truck tracking, and GIS water management. Orlando has experienced significant benefits in terms of shortened decision-making and response time, reduced operation cost, and improved environmental impacts, as well as enhanced service quality and communication with citizen.
