Abstract:
Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Abstract:
How does an institution navigate current societal pressures and historical social inequities to move toward a partnerism system? Partnersim is defined as a socio-economic system that values and rewards caring for one another, nature, and our collective future. This article provides a preliminary look at two examples in which the University of Minnesota Extension is moving toward a partnership system. An analysis of results from surveys of two units, one of staff from the Center of Family Development and one of staff and board members from the Regional Sustainable Development Partnership, revealed four factors that influence organizations toward either a domination system or a partnership system. A discussion of the four factors addresses the challenges and the benefits of moving toward a partnership system.

Family-school-community partnerships are critically important for the academic success of all students. Unfortunately, in the face of specific barriers, Mexican immigrants struggle to engage in partnership efforts. In the hopes of promoting the engagement of Mexican immigrant families in partnerships, this article presents the findings of a transnational ethnography, exploring family-school-community partnership experiences of Mexican nationalists in Veracruz and Mexican immigrants in North Carolina. A portrait of partnerships in Mexico is contrasted with a portrait of partnerships in the United States, highlighting similarities and differences in role, structure, and function. School counselors are offered strategies for utilizing the knowledge of partnerships in Mexico to promote and support the engagement of Mexican immigrants in partnerships in the United States.

Abstract:
Partnership models have been effective across many areas of higher education such as involving students as teaching and learning consultants, in course design and redesign, and as co-instructors. However, there are few systems-level (i.e., entire programs or institutions) examples of partnership work and virtually none in systems-level assessment. Systems-level assessment models, such as program-level assessment in the United States, are used to inform broad changes to academic programs. Thus, student input may be crucial. This study sought to explore the broad factors that underlie potential student-faculty partnership efforts in systems-level assessment. Participants were faculty and staff members based in the United States and the United Kingdom who engaged in student-faculty partnerships at the program and/or classroom level. Qualitative coding and analyses of interviews with participants resulted in seven primary themes. This study examines patterns evident in student-faculty partnership work across several areas of higher education and begins to lay the foundation for a theory of student-faculty partnership in systems-level assessment.

Globally the developed countries economies exist in conditions of ever-increasing competition. In recent decades, the states whose economy is based on modern technologies, the introduction of innovations and the creation of a favorable environment for their emergence has gained some advantage. Venture investment is an important component of the innovation economy, without which it is difficult to imagine the rapid development of new technologies. Under these conditions, the task of the legal systems of developed countries has become to create a legal framework for venture investment: convenient, transparent and understandable for national and international investors.In Russia, an important stage in the creation of a legal infrastructure for investment was the adoption of the Federal Law “On Investment Partnership” in 2011, designed to provide the investment community with contractual organizational and legal forms of collective investment activity, taking into account the specifics of the implementation of venture (especially risky) business projects. The Russian investment partnership is a direct analogue of the American limited partnership (limited partnership).The paper considers the main advantages of an investment partnership over other forms of collective investment activity, as well as analyzes some aspects of the regulation of investment partnerships in Russia and limited partnerships in the United States. The author concludes that an investment partnership is the optimal form of collective investment activity provided for by Russian legislation. There is no doubt that the general proximity of the construction of an investment partnership and a limited partnership, common in the United States (and other common law countries), makes an investment partnership the most attractive form of attracting foreign investment to the Russian market.

The past year witnessed a broad range of cooperation between the US and Asian states. As tensions with China and Russia and threats from North Korea continued to mount, the Biden administration’s strategic goal of a free and open Indo-Pacific gained ground in many Asian states, and strategic partnerships were formed based on various interests. The trilateral partnership between the US, South Korea, and Japan and deepening ties between the US and India were notable. While US–China relations deteriorated, there was a glimpse of positive adjustment in their competition. However, uncertainties and skepticism were raised regarding shared interests or values. Worries about the rise of a new Cold War intensified. The third year of the Biden administration continued to see persistent challenges to its Asia policy.

In the arena of international system, every state tries to maximize its own power for its self-survival. States are enhancing their power to increase their hegemony. That is why India and United States have led to a strategic partnership due to mutual interests in global politics such as promoting democracy and fighting terrorism. After that, they extend their collaboration across the economy, technology and atomic energy. In the South Asian security environment, the United States of America (USA) and India have a strong bond of strategic partnership due to the power struggle between the regional powers. India and USA started nuclear deal on 2005 which was completed on 2006. Behind this deal, both states increase their influence in this region. India seeks lasting partnerships with USA to achieve its strategic ambitions. The partnership of nuclear agreement between the USA and India will gain long-term national interests. This research highlights complex present-day demonstration of demonic incidence which emerged after this relationship and its implications on Pakistan.

Although partnerships between researchers and police practitioners have increased over the last few decades in some of the largest police agencies in the United States, very few small agencies have engaged in a partnership with a researcher. Of the 18,000 local police agencies in the United States, small agencies with less than 25 sworn officers make up about three quarters of all police agencies. To support future collaborations between researchers and smaller police agencies, like those in Douglas County, Kansas, this article identifies challenges that researchers can address and explores how these relationships can benefit small police agencies across the United States.

The United States, as a superpower, after the collapse of the former Soviet Union, plays a significant role in shaping international politics. Its actions and decisions have a major impact on global and regional events. It establishes strategic partnerships with regional allies and powers to maintain its hegemony across the world. The United States has recently established partnerships with India to keep its influence in the region and counter emerging forces like China and Pakistan. This study examines the impact of the Indo-US strategic partnership since the Trump era and its impact on Pakistan. The analysis focuses on the political, economic, and security aspects of the relationship and how they have affected Pakistan. The study finds that the partnership poses a major security threat to Pakistan, particularly in terms of economic relations and security cooperation. Through an examination of primary and secondary sources, the study aims to provide a comprehensive understanding of the strategic partnerships established between India and the US during this period and their impact on the region.

In this paper, we aim to analyze the evolution of the Strategic Partnership between Romania and the United States of America. Launched on 11 July 1997, the partnership was a political and diplomatic platform for cooperation between the two countries. The novelty of this article is the SWOT analysis of the Strategic Partnership but also it's deepening. We propose that the Strategic Partnership be institutionalized and instrumentalized in the form of a new format for cooperation and collaboration. One of the three pillars of our country's foreign policy is the privileged relationship with the United States of America, which must be deepened and developed. The Strategic Partnership concluded between Romania and the United States of America is the only certitude for our country to survive as a state, and to preserve its entire territory. This year we celebrate 25 years since this partnership emerged on the stage of History. Now, as we experience uncertain times marked by fierce geopolitical competition, it is high time we developed and formalized our Strategic Partnership. Not that we want to minimize NATO’s role, but the Alliance without the United States does not have the strength to oppose multiple challenges at international level. The Strategic Partnership strengthens our country’s profile, while being the certitude of our country’s preserving its territorial integrity, and full sovereignty. The bilateral relationship has become a model of diplomatic cooperation and has manifested itself in various domains, political, military, economic, informational, environmental, social, and cultural.

Strong partnerships between academic health professions programs and clinical practice settings, termed academic-clinical partnerships, are essential in providing quality clinical training experiences. However, the literature does not operationalize a model by which an academic program may identify priority attributes and evaluate its partnerships. This study aimed to develop a values-based academic-clinical partnership evaluation approach, rooted in methodologies from the field of evaluation and implemented in the context of an academic Doctor of Physical Therapy clinical education program. The authors developed a semi-quantitative evaluation approach incorporating concepts from multi-attribute utility analysis (MAUA) that enabled consistent, values-based partnership evaluation. Data-informed actions led to improved overall partnership effectiveness. Pilot outcomes support the feasibility and desirability of moving toward MAUA as a potential methodological framework. Further research may lead to the development of a standardized process for any academic health profession program to perform a values-based evaluation of their academic-clinical partnerships to guide decision-making.

Rural schools play central roles in their communities, and rural education scholars advocate for rural school-community partnerships to support school and community renewal. Across the United States, including in rural areas, formal models for school-community partnerships have been scaled up. The literature on rural principals highlights their roles in developing school-community partnerships, yet questions remain as to how school leaders engage in such partnerships. Using boundary-spanning leadership as a theoretical lens, this descriptive study examines the role of district and school leaders in a regional school-community partnership, including as founding members, champions of collaboration, cheerleaders for the partnership, and amplifiers of often excluded voices.

Abstract:
This article reports an analytical review of research and policy concerning the qualities that create, sustain, and enliven academic partnerships between universities in different countries. This review provides context for a discussion of the development of the institutional partnership between the Universität Mozarteum Salzburg (Austria) and Georgia State University (United States of America). A scoping review of the literature suggests that such partnerships are viewed differently by those responsible for the legal agreement establishing the partnership, the faculty and students who are tasked with implementing the partnership, and outsiders who view the results of the partnership via publications, presentations, and performances. This review situates the analysis of the partnership with the identification of themes consistent with the broader literature, including a reflection on cultural awareness, access and equity, institutional and human capacity building, and ethical dilemmas. Implications include a reflection on the collaboration’s COVID-19 era development, with the suggestion that the shift to virtual communication enhanced the partnership even as it disrupted the planned implementation.

In March 2002 the United States and Uzbekistan signed a Declaration of Strategic Partnership. This document marked a qualitative break in the international relations of Uzbekistan and, to some degree, the United States' relations with Central Asia. Uzbekistan had sought closer relations with the United States since its independence in September 1991. But the course of U.S.-Uzbek relations was not smooth. Various obstacles hindered Tashkent's progress in making a positive impression on successive U.S. administrations in the last decade of the twentieth century. Tashkent's abysmal human rights record and the snail's pace of democratic reforms made the notion of closer ties with Uzbekistan unsavoury for U.S. policy makers. At the same time, Washington was more concerned with developments in Russia. Other former Soviet republics, especially the five Central Asian states, were relegated to the periphery of the U.S. strategic outlook. But the dramatic events of September 11 and the subsequent U.S.-led “war on terror” changed the geopolitical landscape of Central Asia. The consequent development of ties between Tashkent and Washington was beyond the wildest dreams of Uzbek foreign policy makers. Virtually overnight, Uzbek leaders found themselves in a position to pursue an ambitious foreign policy without being slowed by domestic considerations.

With its enormous natural and human resources, a growing economy and adjacency to Iran’s security and strategic environment, India is considered one of the most important options with which the Islamic Republic of Iran can establish stable and reliable, if not strategic, relations. Despite this, all economic, trade and cultural capacities as well as diplomatic initiatives have not elevated the mutual relations higher than ‘cordial and friendly’. The present article discusses the reasons behind Indo-Iranian failure to create a once desired strategic partnership. The main idea is that differences in the direction and objectives of the relations between Iran and India, that is, balancing the United States for the former and cooperation with Iran besides the United States for the latter, have led to failure of the efforts to establish a strategic partnership. The theory of soft-balancing is used to analyse Iran–India relations when United States as a factor affecting bilateral relations is concerned.

Abstract. The article evaluates the funding structure and partnership models in ensuring human resource productivity. The government’s main task is to implement the economic policy that would stimulate the growth of the country’s economy, which is achieved through the active participation of human resources in social production and can be identified by their productivity. Increasing labor productivity requires both fundings for human resources development programs, namely education and health care, and the formation of models of partnerships between the subjects of its provision (government, business, and households). Revitalization of human resources involves meeting the essential human needs, which are defined in the concept of human development, the highest priority of which is education and health. Each country forms its own partnership model of subjects for financing to ensure economic growth and productivity of human resources. The object of the study is the model of partnership in providing the growth of productivity of human resources in the economies of countries that have excellent tools for financing human development programs, namely the United States, Great Britain, Germany, Sweden, and Ukraine. In this study, we used correlation regression analysis to evaluate the models of a partnership between households, government, and businesses in financing education and health to ensure increasing productivity of human resources. We proved the crucial role of public funding of health care systems in ensuring the growth of human productivity in Germany, the United States, Britain, and Ukraine, and in Sweden — socially responsible business. With regard to education, the priority in the partnership model in the United States belongs to the business, in Germany to the state, and in other countries, the participation of all partners is equal. Ukraine has relatively low productivity of human resources. Therefore, it is essential to implement measures to improve it and transform the existing funding structure for human development programs and partnership models to ensure its growth. International relations scholarship overwhelmingly expects that relatively rising states will threaten and challenge declining great powers. In practice, however, rising states can also cooperate with and support declining powers. What explains the rising state's choice of policy? When do rising states support or prey on declining great powers, and why do such strategies vary across time and space? The answer depends on the rising state's broader strategic calculations. All things being equal, a rising state will generally support a declining power when the latter can be used to offset threats from other great powers that can harm the rising state's security. Conversely, when using a declining state to offset such challenges is not a plausible option, the rising state is likely to pursue a predation strategy. The level of assertiveness of support or predation, meanwhile, depends on the declining power's military posture: the stronger the declining state is militarily, the less assertive the rising state tends to be. A review of the strategies adopted by two relatively rising powers, the United States and the Soviet Union, toward a declining Great Britain after 1945, and of a rising United States vis-à-vis a declining Soviet Union in the late Cold War, illustrates how this argument outperforms explanations that focus instead on the importance of economic interdependence and ideology.

One interesting fact to note about China’s expanding partnership network is the inclusion of many security allies of the United States. China’s partnership network (CPN) and the U.S. alliance system (UAS) are quite different in nature, with the former emphasizing economic cooperation and the latter focused on security deterrence. Due to such factors as the geographical locations of U.S. allies, strategic positions, and perceptions of external threats, China’s partnerships with U.S. allies are generally more successful in Europe than in the Asia-Pacific. Based on an analysis of the dynamics of interaction between CPN and UAS, this article categorizes their past interaction into two basic models: coexistence (both easy and hard) and confrontation. With regard to the growing uncertainties in the global economy and global politics, the interaction between CPN and UAS may either create a platform for enhanced cooperation or an arena for escalating contention among related countries. To avoid the latter scenario, China must remain prudent in expanding its partnership network, and try to strengthen mutual security reassurance with the United States and its allies through more win-win cooperation in all areas.

Indonesian political and strategic relations are quite good with the United States, especially since the New Order regime in Indonesia, namely in the 1960s. But economic ties the two sides have not grown enough in comparison with the United States economic relations with neighboring Indonesia, Singapore and Australia. In terms of political and strategic aspects in the relationship between the two countries produced in the United States and Indonesia are less developed the economic potential between the two. Both countries have significant potential to further enhance the bilateral relations to the mutual interest through the establishment of a comprehensive partnership (Comprehensive Partnership) is a strategic step in improving relations of cooperation in politics, economy, security, environment, energy, education and other areas of life other. Efforts to improve relations between the two sides appeared in recent years because of the encouragement of the government of Indonesia and US efforts to seek larger markets in order to restore its economic crisis. In November 2010 the leaders of both countries signed the US-Indonesia Compherensive Partnership Agreement (US-Indonesia CPA) which is a long-term commitment of both countries to enhance and deepen bilateral relations. One sector that is the focus of the cooperation is the economic sector.

This article discusses the public-private partnership that exists in Chile and in the United States to collaborate on issues of child welfare. By comparing both countries, we look at ideologies and economic issues that have historically shaped the contemporary perspective of public-private partnerships in child welfare. Additionally, we probe the role of social work in this area to see its current position within the public and private sectors in child welfare provision. Some conclusions are that neoliberalism and a residual worldview about childhood have shaped this public-private partnership. Also, social work has historically played a relevant role in advocacy and development of child policies and in both countries, private sector primarily implements child welfare policies and public sector funds them. Some of the lessons for critical social work include the importance of promoting a change in the way we address social phenomena in child welfare, and demanding an effective installation of the human rights approach to guide public-private partnerships on child welfare in both countries.

This article aims to analyze the historical trajectory and current state of relations between India and the United States, spanning from India's independence in 1947 to the present, with a focus on identifying key stages of development, outcomes, and prospects. The establishment of a strategic partnership between the two countries has evolved through various phases, driven by economic, political, and ideological factors. However, certain limitations hinder the further deepening of this partnership, including disagreements on international political issues, India's pursuit of an independent foreign policy and reluctance to assume a subordinate role, inadequate US support on critical matters, and India's continued cooperation with Russia. Conversely, factors stimulating the growth of the strategic partnership encompass India's robust economic growth, its potential role as a counterbalance to China's expanding influence in Asia, shared interests in maintaining peace and stability in the Indo-Pacific region, mutual concerns about regional security, recent progress in nuclear policy agreements, and expanding avenues for cooperation in diverse domains. The article further examines the unique characteristics of India's relationship with the United States, which shape the nature of their existing strategic partnership, such as the shifting focus from the political and strategic realm to economic interactions, India's commitment to maintaining "strategic autonomy" and non-alignment in its deepening cooperation, its ability to differentiate between political partnership and economic collaboration, and the preservation of a multi-vector foreign policy approach. Based on the analysis, the authors assert that while a strategic military and political alliance between the two powers is unlikely in the near future, their relationship will continue to evolve within the framework of a strategic partnership. The findings of this study will provide insights for policymakers in the South and Southeast Asia region to anticipate developments and adjust their policies accordingly.

Worldwide interest in improving family-school interactions sets the stage for examining how national reform policies have influenced the promotion of family and school partnerships. I examined the history of changing policies concerning home-school relations in five countries: The United States, Australia, Canada, Finland and Sweden. Common themes emerged that reflect two co-existing educational ideologies across the nations—collaboration and consumerism. The contradictory nature of these ideas and the ensuing confusion can weaken the implementation of family-school collaborations. Researchers in the United States, Canada, Australia, and Sweden have already raised concerns about the weak effects of partnership policies on parent-school relations for families of diverse ethnic and linguistic backgrounds. In addition to promoting family-school collaborations, policy makers should consider developing resources and strategies for facilitating partnerships.

The Trans-Pacific Partnership's Investment Chapter, and particularly its inclusion of investor-state dispute settlement (ISDS), has been the focus of considerable criticism both in the United States and New Zealand. Despite huge differences between these two potential TPP partners, the anticipated economic and political benefits offered by the pact – but also the threats to democracy posed – have been expressed in similar ways by distinct stakeholders in both countries. This essay describes how this chapter is the culmination of reforms to United States investment protection treaties that began with the investment chapter of the North American Free Trade Agreement in 1994 and that are now evident in the latest United States Model Bilateral Investment Treaty (of 2012). The TPP's Investment Chapter borrows heavily from prior United States efforts to narrow investor rights (as with respect to fair and equitable treatment), expand sovereign policy space, and incorporate certain rule of law reforms. For its critics, the pact falls far short of achieving a new "gold standard" precisely because it merely reforms – but does not abandon – ISDS for its enforcement.Editor's note: The text of this article was originally accepted for publication in March 2016. Recent statements by President-elect Donald Trump indicate that the United States will likely withdraw from further participation in the Trans Pacific Partnership and refrain from ratifying the agreed text. Without the United States' ratification, the agreement will not come into force. Despite this apparent ending to the Trans Pacific Partnership, the editors consider that Professor Alvarez's article remains an extremely useful analysis of investment provisions that may well serve as a model for the negotiation of such provisions in other mega-regional trade agreements in the future.

The study focused on the United Nations-Nigeria cooperation in correcting the skewed male-dominated educational system in the Northern states of Nigeria, characterized by extremist beliefs, inequitable education, and gender inequality. As a result, the report contends that the prevalence of sex discrimination exacerbates concerns about female child education and gender inequality. The paper investigated inequitable quality education (SDGs 4) and gender equality (SDGs 5). Furthermore, the study extracts the UN-Nigeria partnership in transforming the Northern states' male-dominated educational system. It also looked at the factors contributing to inequitable quality education and gender equality and the numerous UN-Nigeria partnerships for girl-child education and gender equality. The study collected data from secondary sources and analyzed the data using content analysis. The paper raised several questions and specifically examined issues such as: why parents in the Northern States believe that girl child education is irrelevant, why all adduction is aimed at girls and the role and challenges of the UN-Nigeria partnership in reforming the male-dominated educational system in the Northern states of Nigeria. Finally, the study concluded with policy recommendations.

The article analyses the development of China-Iceland relations which led to a full-scale political and economic partnership between the two countries, the current issues in Chinese policies towards Iceland, its plans to use the island as a starting point for expansion in Europe, Atlantic and Arctic regions. The paper explores the interests of the two states, stages of development of their relations, recent development with China's return to Iceland after three years of the pandemic, and Chinese intentions to enhance the partnership in order to extend its influence in Arctics and Euro-Atlantics. This analysis sheds light on the Chinese policy in the Arctic which is important for the future of Russo-Chinese relations in the region, and on how the Chinese entrenchment in Northern Europe may change the balance of power and interest not only in the Arctic, but in the Euro-Atlantic region. The article reveals that China, as a non-Arctic state, is striving to intensify cooperation with Iceland, but the relations in recent years have begun to sour both due to the pressure from the United States and the EU, as well as pandemic restrictions. Despite Iceland's tense relations with the European partners and the United States and the active assistance of China, in the future Iceland may be inclined to choose the United States as a strategic partner.

In high-income, low-fertility (HILF) settings, the mother’s partner is a key provider of childcare. However, it is not clear how mothers without partners draw on other sources of support to raise children. This paper reports the findings from a survey of 1532 women in the United Kingdom and the United States, in which women described who provided childcare for a focal child and how frequently they did so. We use multivariate Bayesian regression models to explore the drivers of support from partners, maternal kin, and other allomothers, as well as the potential impact of allomothering on women’s fertility. Relative to mothers who are in a stable first marriage or cohabitation, mothers who are unpartnered rely more heavily on fewer maternal kin, use more paid help, and have networks which include more non-kin helpers. Repartnered mothers received less help from their partners in the UK and less help from maternal kin in both countries, which US mothers compensated for by relying on other helpers. While repartnered mothers had higher age-adjusted fertility than women in a first partnership, allomaternal support was not clearly related to the mother’s fertility. These findings demonstrate the importance of partners but also of allomothering more broadly in HILF settings.
