Abstract:
The object of the study of this article is the social relations arising from the issuance and use of newly introduced electronic passports in the passport system of the Russian Federation; the subject of the study are the rules of law governing the introduction and circulation of electronic passports. The purpose of the study is to analyze modern legal acts regulating the passport system of the Russian Federation and to develop measures to improve the passport system for the effective introduction of electronic passports. Based on the purpose of the study, the article analyzes the international experience of the introduction and use of machine-readable and electronic passports, as well as the foreign experience of the CIS countries in the use of biometric passports. The normative legal acts regulating the passport system in the Russian Federation are investigated, as well as gaps in the legislative framework that prevent the effective implementation of the electronic passport system in Russia are identified. The methodological basis of the research is the dialectical method of scientific cognition of phenomena and facts of objective reality in their dynamics and development, as well as general and private scientific research methods. The novelty of the study lies in the fact that attempts to introduce electronic passports into the current Russian passport system have been made since 2013. Pilot projects were proposed to create and implement universal electronic cards, but the projects were closed due to a number of problems. Currently, by Presidential Decree No. 695 of September 18, 2023, the process of introducing electronic digital passports has been resumed, however, for the successful and effective introduction of electronic passports, the modern passport system requires modernization, including in the field of law regulation. The article draws attention to the problems of using electronic passports in relation to the passport system of the Russian Federation. At the same time, based on the purpose of the study, the author analyzes the main regulatory and social problems that arise when introducing electronic passports into life and also suggests a number of measures that contribute to effective electronic passport document management.

Still, in its implementation at the Immigration Office Class I NoNon-Non-TPIgerangrospective, Indonesian migrant workers, especially in the formal sector, often do not take care of issuing recommendation letters for issuing passports from the Manpower Office for various reasons. Therefore, it is explained that the implementation of regulations for PMI candidates who register for passport issuance at the Class I Non-TPI Tangerang Immigration Office is explained whether the rules for PMI candidates in the formal sector are optimal. Therefore, it is necessary to optimize the laws governing the requirements for issuing passports for prospective Indonesian migrant workers, especially in the illegal industry, whiwhiwhicis optimal. This can be seen from the immigration system at the time of data entry; only prospective migrant workers in the informal sector are required to input PMI ID, while profuturedonesian migrant workers in the formal sector do not enter PMI I, D so the data entry process can continue. Thereforeurgente copy of the recommendation letter for passport issuance from the Manpower Office is only focused on prospective Indonesian migrant workers in the informal sector, not on prospfuturenesian migrant workers in the formal sector.

This study aims to predict the Kurdistan state passport power rank. The study idea began in July 2017, and it became a very important topic especially when the first Kurdistan region independence referendum held on the 25th of September 2017. The main question is “will the power of the Kurdistan state passport in the future exceed the current Iraqi passport power?”. A structured questionnaire distributed to foreign academician who works in Kurdistan academic institutions, universities and who visited the region for academic, research and diplomatic purpose, 115 questionnaires distributed online through the Google forums, only 85 responded accurately. Most of the response ranked the future Kurdistan passport within the best 75 passports among 200 passports for countries and regions according to the Henley and Partners methodology and the Nomad Passport Index measurements for best passports.

“The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to 22 United States Code Section 212b(c)(l).” International Megan’s Law (IML), passed in 2016, prohibits the State Department from issuing passports to individuals convicted of a sex offense against a minor unless those passports are branded with this phrase. The federal government's decision to brand its citizens’ passports with this stigmatizing message is novel and jarring, but the sole federal district court to consider a constitutional challenge to the passport identifier dismissed the plaintiffs’ First Amendment claim, deeming the provision government speech. This Note argues that this passport identifier is more appropriately analyzed as a form of compelled speech, triggering strict scrutiny review that the IML’s passport identifier would not survive.

AbstractThis article, on the basis of a consideration of the development of the law relating to the use of passports as a tool of national security in the United Kingdom, Canada, Australia and New Zealand, challenges the common law conception of passports, arguing that passports effectively confer rights and so, consequentially, that the refusal or withdrawal of a passport represents a denial of rights. From this conclusion a number of points flow. Though these consequences are most acute for the United Kingdom and Canada, in which passports remain regulated by, and are issued under, prerogative powers, there are also a number of points of significance for Australia and New Zealand, where passports have a statutory basis.

The standard of public service for the Class II TPI Merauke Immigration Office in providing passport-making services, the procedure for making passports for the Class II TPI Merauke Immigration Office is currently said to be good and in accordance with the SOP. The completion time for making passports takes a maximum of 3 (three) days but at the Class II Immigration Office of TPI Merauke there is an innovation so it is only 2 (two) days. Regarding the cost of services provided by the Immigration Office to applicants (community), passport makers are sufficient to fulfill because passports are indeed important things that are urgently needed by applicants (community) to travel abroad, which is Rp. 350,000 for a 48 page passport. Facilities and infrastructure have also been very supportive in the needs of making passports. Likewise, the competence of officers in providing services is good. Factors that affect the process of making passport services at the Immigration Office Class II TPI Merauke. These factors consist of supporting factors such as office infrastructure and innovations. Meanwhile, the inhibiting factor is public awareness, lack of public awareness in completing files so that services cannot be carried out are the main triggers because people are less aware that in passport processing it is necessary to prepare to complete the necessary files.

The COVID-19 pandemic has led a number of countries to introduce restrictive ‘lockdown’ policies on their citizens in order to control infection spread. Immunity passports have been proposed as a way of easing the harms of such policies, and could be used in conjunction with other strategies for infection control. These passports would permit those who test positive for COVID-19 antibodies to return to some of their normal behaviours, such as travelling more freely and returning to work. The introduction of immunity passports raises a number of practical and ethical challenges. In this paper, we seek to review the challenges relating to various practical considerations, fairness issues, the risk to social cooperation and the impact on people’s civil liberties. We make tentative recommendations for the ethical introduction of immunity passports.

The article examines the passport of the municipality as a comprehensive source of data on various characteristics of the territory. The purpose of the article is to analyze the opportunities and problems of using the socio-economic passport of the municipality as a comprehensive source of information for different groups of users interested in the territory. The study of passports of municipalities of the Republic of Khakassia has been carried out. To source the information we used official websites of municipalities of the Republic of Khakassia and the database of municipalities of Rosstat. The data of passports of municipalities were compared with the data of official statistical information. We have analyzed the passports' indicators for their sufficiency to characterize the natural, industrial, financial, human, social and infrastructural capital of the territory. The conclusion is made that the existing system of passports of municipalities does not solve the problem of informing the interested users about the territory. It is proposed to develop a new approach to the formation of territorial reporting, based on the principles of integrated reporting.

The Constitution of Bosnia and Herzegovina, Article 2 defines human rights and fundamental freedoms that are guaranteed in the territory of Bosnia and Herzegovina, and in paragraph 3 of this Article is enumerated a catalog of guaranteed human rights and freedoms. The right to liberty, security, privacy and family life and the right to freedom of movement and residence are consumed in an environment that is regulated by a number of laws and regulations in the legislation of Bosnia and Herzegovina. Fundamental human rights and freedoms cannot of absolute and may be limited realization of the right to a safe environment. Constitution of Bosnia and Herzegovina regulates that will establish a central register of all passports, which implies the establishment of the register persons who are citizens of Bosnia and Herzegovina, and for issuing passports. Freedom of movement is therefore limited by the obligation to persons registered and issued them passports. In the process of issuing passports citizen submits biometric data, in accordance with international standards. This shall be done for the purpose of regulating the right to freedom of movement with the guarantee of the right to a safe environment. Passports must be made in accordance with international recommendations and standards defined by the UN specialized agency for air traffic ICAO. The passports are entered biometric and other data of the passport holder in such a way that they must be machine-readable and electronic readable. According to ICAO standards are created and readers at border crossings to ensure an efficient and quick readability of passports. Each state must provide mechanisms that guarantee the identity of each holder of the passport. Every single issued passport in every country is the guarantor of international security, and each piece of data, including biometric must be kept in a way that guarantees the right to privacy. This paper presents an overview of the optimal relationship that is necessary to establish a basic human rights, and limitations of these rights in the allocation of a small security using biometric data and are presented with safeguards against abuse of biometric data.

Introduction: Discharge communication in the emergency department occurs frequently and has been identified as an important, underestimated problem. Tools, such as patient or caregiver-held passports have been used in other departments to improve communication and facilitate provider and patient decision making. The objective of this review was to identify what modalities, methods and designs have been used and evaluated when implementing a communication tool or passport type document in the emergency department setting. Methods: This review was conducted following Joanna Briggs Institute methodology. Iterative steps included identifying the research question, identifying relevant studies, data extraction and synthesis. Keywords and indexed terms were used to search PubMed, Cinahl, Embase and Web of Science. The reference list of all identified reports and articles from that search were reviewed for additional studies and a hand search of the last 5 years of Annals of Emergency Medicine and the Canadian Journal of Emergency Medicine was completed. Inclusion criteria were set to select studies investigating either patients, caregivers or health care providers use of passports, communication documents or journals with the goal of improving any aspect of communication in the emergency department setting. Results: Of the 81 potential publications screened, only 4 met inclusion criteria for extraction. 1 reviewed a passport that aimed at pediatric pain management in settings that include the emergency department, 2 of the publications reported on the same project which developed a passport for asthma patients and 1 discussed a passport for patients with learning disabilities. All the included publications were published in and discuss passports that were developed for use in the UK. Descriptions of implementation, evaluation and perception of the passports in these publications was limited. Conclusion: This scoping review has revealed a major gap in the current literature on communication tools in the emergency department, a department where communication, especially about discharge is of utmost importance. The included studies focused on very different patient populations and aim to improve different outcomes and therefore dont allow us to make for passports aimed at helping the general emergency department population.

Travelling is becoming available for more and more people. Millions of people are on a way every day. That is why a better control over global human transfer and a more reliable identity check is desired. A recent trend in a field of personal identification documents is to use RFID (Radio Frequency Identification) technology and biometrics, especially (but not only) in passports. This paper provides an insight into the electronic passports (also called e-passport or ePassport) implementation chosen in the Czech Republic. Such a summary is needed for further studies of biometric passports implementation security and biometric passports analysis. A separate description of the Czech solution is a prerequisite for a planned analysis, because of the uniqueness of each implementation. (Each country can choose the implementation details within a range specified by the ICAO (International Civil Aviation Organisation); moreover, specific security mechanisms are optional and can be omitted).

A passport is an identity given to an individual by his country, to travel to other countries. With globalisation, ‘passports’ that were papers stamped at the entrance and exit by customs during the past centuries have increasingly become critical documents. It is not only a personal document, but it also represents the country to which it belongs. The designs should reflect the cultural identity of a nation, in the form of visual elements, illustrations and photographs. Countries that are aware that their passports reflect their cultural values are able to combine their passport designs with the modern design concept of the times creatively and stylishly, as an artistic work. This qualitative study is aimed at evaluating passport designs in terms of being a representative of a cultural identity and examining passport designs that are re-examined with innovative and modern understanding cultural identity. Like us, some kinds of animals require passports to enable movements across national borders. Passports tell all kinds of multispecies stories, in which humans and nonhumans are entangled in myriad ways. But what is a passport — human or nonhuman? What kind of symbolic, legal, material, relational identity and not least control and disciplinary work do they “do”? The article departs from autoethnographical notes in a European context, and discusses these questions in dialogue with animal studies literature and actor network theory. So, what kinds of stories do passports tell? In the article, the authors consider first what role passports serve, and then analyze their function, in various forms of surveillance — around disease and global bio-security, around mobility/travel, and around identities. Finally, some issues raised about technologies of identification, and what these say about identity and belonging, particularly with respect to human-animal relationships, are discussed. For all that these passports signify human-animal separation, they also signify the shared, mobile enmeshment of humans and animals in citizenship as well as social life.

This study aims to determine the Analysis of Service Quality in Applications for Making Passports Using M Passports at the Class 1 Immigration Office of TPI Banda Aceh. In this study, the researcher used a qualitative descriptive approach. The data collection technique in this study was the direct observation method, namely the researcher conducted interviews to obtain information, documentation of data collection such as document recording forms, available notes or documents and documents in the form of images or photos. The research informant method is the subject who provides data in the form of information to the researcher. In this study, the researcher used a purpose sampling technique in which the researcher chose Key Informants and Informants whom the researchers considered to know about the research problem. The place of this research is at the Immigration Office Class 1 TPI Banda Aceh. From the results of the researcher's analysis, Overall, M Passport at the Immigration Office Class 1 TPI Banda Aceh currently provides good benefits in service, queuing passports using M Passport saves time, queuing services are more regular. The simplicity of the service flow using information technology makes it easier for people to get passport-making services and the services provided are clearer and less complicated, while after the M Passport the service is better, people can adjust their arrival schedule. But apart from the researchers found the inhibiting factor for the application of M Passport at the Immigration Office Class 1 TPI Banda Aceh, the inhibiting factor of the application of M Passport was the network, and sometimes M Passport errors.

The purpose of this study is to find out how the forms of falsification of the Travel Documents of the Republic of Indonesia, how the application of criminal sanctions for the forgeries of the Travel Documents of the Republic of Indonesia according to positive Indonesian law and how immigration actions in overcoming the fraudulent Travel Documents of the Republic of Indonesia occur. The research method used in this research is descriptive analysis, data collection techniques with literature studies and interviews, the types of data are primary data and secondary data, while the data analysis using descriptive cumulative data analysis is descriptive. From the results of research that cases of forgery of Travel Documents of the Republic of Indonesia (passports), can be classified into four forms of forgery of Travel Documents of the Republic of Indonesia (passports): original documents obtained illegally (using false or incorrect data), original documents that have been subjected to changes, documents that are completely falsified (duplication), original documents used by others (Impostor). Articles used in the crime of forgery of passports are article 119, article 126, article 127, article 129. Countermeasures to prevent the falsification of Travel Documents of the Republic of Indonesia, such as by: Issuance of Electronic Passport (e-passport), Photo and fingerprinting process finger recording the applicant's data, interview process when the applicant submits a passport application, Provision of Passport Safety Features.

Based on previous studies, the latest of this study is in the addition of trust and public satisfaction variables in the electronic passport (e-passport) service administration system. Method: This study falls under the category of descriptive quantitative research. This research was conducted on consumers making electronic passports (E-passports) in the West Nusa Tenggara area. The sampling technique in this study was simple random sampling with a research sample of 100 respondents. The data analysis technique in this study was Partial Least Square (PLS). Result: It explores how the perception of the ease of e-passport service affects public trust, the ease of service e-passport affects public satisfaction, the practicality of e-passport service affects public trust, the expediency of e-passport services affects public satisfaction, public trust affects public satisfaction, public trust can mediate the perception of ease of e-passport service towards public satisfaction, community trust can mediate the perception of the practicality of e-passport services to public satisfaction. Conclusion: the perception of specific and valuable e-passport services can increase public satisfaction and trust.

245 Background: Clear patient-centered recommendations for follow-up and health maintenance is a primary goal of ASCO’s model for survivorship and palliative care. The Commission on Cancer also sought to improve the quality of survivorship care by requiring accredited programs to implement survivorship care plans (SCPs) and treatment summaries by 2015. Our aim is to describe the SCP's components and metrics collected in 12 survivorship clinics of an academic cancer center. Methods: A multidisciplinary team was convened to develop clinical practice tools to guide providers on transitioning patients to a survivorship clinic. These tools were based on 4 IOM's domains: surveillance, risk reduction, late effects management, and emotional function.Algorithms are supported with a Passport Plan for Health (Passport) specifically designed for each disease. These clinical tools allowed clinicians to provide recommendations for each survivor. Tools were electronically available to survivors and their primary care providers. Descriptive statistics were used to summarize metrics in this analysis. Results: To date, 44 cancer-site specific algorithms and 19 Passports have been launched and used by clinicians in 12 survivorship clinics.Metrics collected are: a) number of Passports completed, b) providers’ completion of SCPs, and c) dates with counseling recommendations outlined in the treatment pathways. Since FY08, 25,912 Passports were distributed to 13,105 survivors. In FY14, 6,160 Passports were issued (80.7% provider completion rate). Passport completion varied by provider (7%-97%). Survivors were counseled for recommendations related to colonoscopy (97% of the time), skin screening (98%), mammogram (97%), gynecological screening (95%), and prostate screening (74%). Conclusions: Algorithms and SCPs serve as clinical tools to help providers and survivors manage physical and emotional issues. These tools increase standardization in the delivery of survivorship care, safety, quality, and promote communication among survivors and providers across clinical settings.

Throughout the COVID-19 pandemic governments across the world including in France, Canada, Lithuania, Austria, Italy, and Ireland imposed ‘vaccine passports’ on the premise that they would curtail transmission of the virus, reduce COVID-19 related mortalities, and enable society to return to neoliberal normality. However, vaccine passports raise several important and troubling issues that have not been given sufficient attention within the social sciences. Therefore, this article offers a critique of vaccine passports. It is structured into three key themes: (a) scientifically and ethically problematic, (b) the death of the social and the ‘Other’, and (c) digital surveillance and freedom. The article begins by exploring how vaccine passports make little scientific sense and further entrench some unvaccinated peoples’ sense of political and medical mistrust. It then discusses how they amplify social divisions, creating the unvaccinated Other in society and intensifying the neoliberal shift towards a post-social, contactless world. The paper closes with an outline of how vaccine passports were cast as enabling a return to neoliberal normality and freedom, hinging upon an assumption of harmlessness while cementing the negative ideology of capitalist realism.

abstractThis article sheds new light on the opening of Japan in the late nineteenth century focusing on the legalization of overseas travel and the introduction of passports. It argues that the Tokugawa shogunate introduced passports as a belated endorsement of the increasingly common practice of undercover border-crossing as it feared losing the political grip. Once the new regulation was in place, most travellers went to China or Korea as petty merchants or low-skill labourers, in part recruited by Western merchants and consuls. The foreign ministry, fearing that unrestricted emigration of labourers and mercenaries might harm the country's international reputation and political stability, limited the number of passports to distribute to the treaty ports. Japan's passport system thus focused more on regulating the overseas travel than promoting it, in contrast to the positive light in which the opening of Japan is commonly portrayed. The government largely succeeded in preventing the unwanted emigration, but never fully controlled the process because of the less vigilant port officials and the ambiguity on some of the borders' exact location. Overall, the investigation into the first two decades of the Japanese passport travellers leads to a more complex understanding of modern Japan's opening of borders.

The focus of the study aims to determine and analyze the ability of service quality to affect the satisfaction of passport making at the Class I Immigration Office Polonia Medan. The population in this study is people who make passports, both for new applications and extensions, the number of which is not known with certainty. The formula used in determining the number of samples refers to the Lameshow formula so that a total sample of 96 respondents is obtained. The sampling technique used is non-probability sampling with an accidental approach. Testing data used include simple linear regression analysis, t test and coefficient of determination (R²). The results showed that the quality of service affects the satisfaction of making passports at the Immigration Office Class I TPI Polonia Medan with a coefficient of determination (R²) of 0.374 which means that service quality ability is only able to explain variations in the formation of passport making satisfaction of 37.4% while the remaining 62 ,6% was formed by other variables not examined. Suggestions for the continuation of research that aims to determine other variables that play a role in realizing satisfaction in making passports should be expanded by adding other variables such as facilities.

The Eazy Passport service can be submitted by agencies, government offices, or communities who wish to submit a collective passport application. Data collection and other necessary things that are usually done at the Immigration Office can be done easily at a mutually agreed location. Eazy Passport activities that have been submitted to the Immigration Office will be carried out on the specified date by bringing the necessary equipment and supplies. This activity was carried out at the Regional Office of the Directorate General of Taxes in East Kalimantan, Ministry of Finance. This activity was welcomed by employees and their families and relatives who registered with the Immigration Office regarding the issuance of their passports. These passport applicants no longer need to carry the necessary files and equipment when carrying out biometric data collection activities so that the implementation runs effectively and efficiently and speeds up the passport issuance process

Nowadays the times continue to develop, public services are increasingly being improved so that the index of public satisfaction with the government especially those providing services continues to increase. Immigration as one of the government institutions that provide services makes breakthroughs related to the manufacture of passports, namely by the publication of an application called APAPO (Online Passport Registration Application). To carry out its duties as a public service, the Bogor Class I Non-TPI Immigration Office creates the latest service with innovative passport retrieval services through Drive Thru. However, there are obstacles as the Drive-Thru passport collection service goes on, namely vehicle queues due to service mismatches with the implementation of the SOP (Standard Operating Procedure) and the lack of public understanding regarding the implementation of Drive-Thru passport retrieval. The purpose of this study was to determine the implementation of Drive Thru passport retrieval service innovations at the Bogor Non-TPI Class I Immigration Office in improving public services by identifying supporting and inhibiting factors and producing Drive-Thru passports retrieval services. This study uses an approach with formative evaluation, there is data collection through semi-structured interviews with informants, observation, and study documentation to obtain credible data. The results of this study prove that some undoubted strengths and opportunities have not been maximized in the Drive Thru passport retrieval service, using SWOT analysis and SWOT Matrix. Therefore, to look for strengths and opportunities, there is a recommendation that contains efforts to service Drive Thru passports using the SO (Strength-Opportunity) Strategy, namely for a recommendation to be used in the innovation of Drive Thru passport retrieval services to maximize public services by service standards public.

Abstract This article sketches a short history of the Covid-19 passport by examining its earlier iterations, including the “sanitary passport” (passeport sanitaire), an epidemiological tool officially introduced on the global stage by the French delegation during the 1893 International Sanitary Conference in Dresden. The sanitary passport shares with the Covid-19 passport two features. First, a similar aim, that of controlling the movement of potentially infected individuals across borders. Second, a similar condition of possibility, that of being the product of a pandemic crisis. The article identifies key characteristics as well as departures with the reinvention of the Covid-19 vaccine or immunity passport. The paper also situates the birth of the sanitary passport within a security context of increasing use of national passports as a means for the continuous surveillance of criminals and vagabonds as well as a scientific context marked by a key mutation: the birth of the immunized self.

AbstractStudies of the history of print in Russia tend to focus on the printing of books, and to a lesser extent pictures. However, the implications of the spread of information technologies extend beyond their cultural uses. In particular, the adoption of printing (like the spread of writing before it, and the spread of electronic and digital technologies in recent decades) has potential implications for administration and social control. This study – the first in a series on related themes – considers the introduction and uses of print in one category of document, the passport, in the 18th and early 19th centuries. The main sources are legislative. The printing of passports was not just an administrative practice but a legislative issue and a recurrent problem. The use of print for specified types of passport was first decreed in 1726, as an anti-forgery measure, but successive revisions and modifications of the legislation show that precisely the feature which made print attractive as a device to combat fraud - centralised State control of the means of production - also created logistical difficulties which could obstruct the effective operations of the passport system itself. The final section of the survey is comparative, setting Russia's practices and preoccupations in the printing of passports in a wider European and American context, in order to identify what may have been distinctive to Russia.

This study aims to investigate the effects of the accounting information system and accountability on passport replacement incomeat the Ministry of Law and Human Rights of South Sumatra. The population was all 152 employees at the Ministry of Law and Human Rights. This study collected data by distributing questionnaires to 48 respondents. Data were analyzed using multiple linear regression with SPSS software version 23.The results revealed that the partial test using the t-test, the accounting information system variable has a t count of 2.625 with a significance of 0.000 below the 0.05 significance. Thus, t count > t table or 2,625 > 1,677. Thus, it can be concluded that the accounting information system affects the passport replacement income. These results prove that the hypothesis is accepted, the accounting information system has a significant effect on replacement of damaged passports, and the effect of damaged passport income accountability shows that the accountability variable has a t count of 2.827 with a significance of 0.003 below the significance of 0.05. Thus, t count > t table or 2.827 > 1.677. Therefore, it can be concluded that accountability affects the passport replacement income. These results prove that the hypothesis is accepted, accountability has an effect on replacing damaged passports.

In accordance with the International Code of Nomenclature for Cultivated Plants, five nomenclature standards were prepared for five potato сultivars* bred in the Omsk Agrarian Research Center: ‘Alena’, ‘Bylina Sibiri’, ‘Večernij Omsk’, ‘Triumf’, ‘Hozâûška’. Genetic passport of these five cultivars were carried out according to the new integrated strategy developed at VIR. According to the strategy, the plant material donated by the author of the cultivars to the VIR Herbarium was used for molecular genotyping. Genetic passports included data of allelic composition of eight chromosome specific microsatellite loci, markers of different types of organelle DNA, as well as data about diagnostic fragments of 15 markers of 11 R-genes conferring resistance to the most dangerous diseases and pests of potato: late blight, nematodes, potato X and Y viruses. Data from the developed genetic passports of five Omsk cultivars were compared to the results of genotyping of samples of the same cultivars obtained from different sources. Based on the analysis of pedigrees and genetic passports of these five cultivars we established the origin of their resistance to harmful organisms.

In this paper, we present a novel solution to detect forgery and fabrication in passports and visas using cryptography and QR codes. The solution requires that the passport and visa issuing authorities obtain a cryptographic key pair and publish their public key on their website. Further they are required to encrypt the passport or visa information with their private key, encode the ciphertext in a QR code and print it on the passport or visa they issue to the applicant. The issuing authorities are also required to create a mobile or desktop QR code scanning app and place it for download on their website or Google Play Store and iPhone App Store. Any individual or immigration uthority that needs to check the passport or visa for forgery and fabrication can scan its QR code, which will decrypt the ciphertext encoded in the QR code using the public key stored in the app memory and displays the passport or visa information on the app screen. The details on the app screen can be compared with the actual details printed on the passport or visa. Any mismatch between the two is a clear indication of forgery or fabrication. Discussed the need for a universal desktop and mobile app that can be used by immigration authorities and consulates all over the world to enable fast checking of passports and visas at ports of entry for forgery and fabrication

The ‘positive list for equines’ (Regulation (EC) No 1950/2006) was implemented in the European Union in 2006. The drugs listed are approved for use in slaughter equines under certain conditions, although those drugs are not approved for use in livestock and are not listed in Table 1 of the annex to Regulation (EU) No 37/2010. The usage of such drugs has to be documented in the equine passport and a withdrawal period of six months must be adhered to before the equine can be slaughtered for human consumption. Since the withdrawal period is long, correct documentation is particularly important. This study compared the results of two sub-studies. In sub-study 1, 116 veterinarians and nine equine clinics in Germany were surveyed about the methods and drugs used for castration of equine stallions. In sub-study 2, the documentational findings of 195 equine passports, belonging to 194 horses and one donkey, were analyzed. Regarding sub-study 1, the most commonly used method for castration was reported as ‘laid down’. Drug combinations entailing at least one drug from the ‘positive list’ were used by 86.7% (91/105) of veterinarians castrating horse stallions ‘laid down’ and by 64.3% (36/56) of veterinarians utilizing this method on donkey stallions. Regarding sub-study 2, drug documentation was verified in the passports of 4.6% (9/195) of all equines and in just 12.0% (3/25) of those belonging to slaughter equine geldings. Anesthetics from the ‘positive list’ were documented in 4.0% (1/25) of equine passports belonging to slaughter geldings. Because of the high discrepancy of the drug combinations used by veterinarians and the documentation actually found in equine passports, we conclude that drug administration is very seldom documented in equine passports in Germany. This could result in drug residues in equine meat and poses a potential risk for consumers.

Abstract:
The increase in terrorism and identity fraud has forced governments worldwide to make a combined effort to enhance the security of national borders. Biometric passports are the emergent identity travel document deployed in guaranteeing the safekeeping of the entry point of the border and limiting the usage of counterfeit documents. This study analyzes users’ concerns and threats to the biometric passport delivery system in Uganda, where the first biometric passports are planned for rollout in 2019. We used a mixed approach to compute and articulate the results. Factors impacting fear of technology like disclosure of personal data, improper data transmission, and data abuse were determined. Relevance knowledge of preferred technology such as the personal experience of the technology, data privacy awareness and perceived usefulness was confirmed. Threats and attacks on the technology such as counterfeit and brute-force were identified. It is important for policymakers and security expertise to understand that biometric technologies evoke fears of privacy and public liberties infringements. Therefore, end user’s acceptance of biometric passports will be dependent on the degree of trust in the technology itself and in those operating the applications.

Abstract:
This study aimed to determine the contribution of public service innovation on customer satisfaction in issuing passports at the Office of Immigration Class I Padang. The background of this research was that there were many people complained about the queue for passport request. This study was conducted through a quantitative approach. The population in this study was all Indonesian Citizens (WNI) who had received passport request services from the Office of Immigration Class I Padang from January to June 2018 totaling 16.311. The sample in this study consisted of 390 respondents determined with Slovin Formula and through a proportionate stratified random sampling technique. Data in this study were collected through questionnaires with Likert Scale measurement. The data were analyzed using multiple linear regression tests. The partial test results showed that the novelty dimension (X1), the productive dimension (X2), the impact dimension (X3), and the sustainability dimension (X4) had a significant contribution on customer satisfaction with a significance value of 0,000. While simultaneously public service innovations (consisted of novelty, productive, impact, and sustainability) had a significant contribution on customer satisfaction in issuing passports at the Office of Immigration Class I Padang.

The aim of this study was to assess the use of machine readable passport systems for inbound airport border security screening, from the perspective of the travelling public. Traditional stamped passports are increasingly being replaced by electronic documents, or e-passports, and associated screening technology. This reality has been examined from the users’ point-of-view. To investigate the use of e-passports, a survey was conducted on inbound international passengers arriving at Melbourne's Tullamarine Airport. Use in terms of usage rate, usability, ease of use, time, and satisfaction were investigated. In terms of gender, there was no difference in the five categories. For age, there was a statistical significant difference in terms of usage rate and clearance times, between younger (16 to 44 year olds) and older (45+) passengers. That is, 16 to 44 year olds were more likely to use the technology, and as a result, took less time to clear customs. The direct relationship between these is apparent, the fact that more 45+ passengers did not use the system resulted in their longer clearance times. More interesting is the fact that those 45+ passengers that utilised the system reported it was as easy to use as 16 to 44 year olds, and were equally satisfied when using the system.

The Directorate General of Immigration is one of the agencies within the Ministry of Law and Human Rights, Republic of Indonesia. The technical tasks carried out by an Immigration service provider is to issue the Republic of Indonesia Travel Document (DPRI) or Passport. However, in issuing passports, two functions run simultaneously, which are public service providers and immigration law enforcement. This study will identify legal obstacles in the process of issuing passports at the Immigration Office Class II Non-TPI Tasikmalaya, using passport refusal data, interview, and Customer Satisfaction Index (IKM) in the period January to November 2021, which were analyzed using qualitative doctrinal law methods, through policy evaluation with the scheme Context, Input, Process, and Product (CIPP). The results of this study are that there are no legal issues in the implementation of the passport issuance SOP, where the average evaluation score reaches 19.88 out of 20 (very good). On the other hand, several challenges need to be observed to reduce criminal acts between countries, namely: (1) The condition of the system facilities that need to be improved to support the adjudication function, which potentially slipped away the applicant who are in the blacklist (2) There is no interview guide for officers as a legal basis for justifying applicants who will work. non-procedural and other potential transnational crime, and (3) The need for confirmation through communication media regarding additional requirements, such as letters of recommendation if intending to work, to avoid potential legal claims.

In this study, we propose a blockchain-based privacy-preserving vaccine passport system for the global prevention and control of infectious diseases. The system operates a double-chain framework which consists of a public blockchain and a consortium blockchain. Among them, the combination of the immutability of the public blockchain and Internet of Things (IoT) technology in the supply chain ensures the openness and transparency of the cold chain logistics records of the vaccines covering the stages from auditing to the target vaccination hospitals. The system adopts the consortium blockchain to achieve the balance between the protection of users’ vaccination privacy and auditing by the government departments. Specifically, a distributed system-based threshold signature is adopted in the vaccine qualification phase to resist collusion between the vaccine manufacturing company and vaccine approval institutions. The cryptographic tools such as the anonymous credentials, zero-knowledge protocols, and range proofs ensure that users do not disclose any private information other than proving that they have a legally valid vaccine passport when users display the vaccine passports to customs. At the same time, customs can apply various vaccine prevention policies based on the conditions on the specific vaccine passports. Regarding the security properties of the system, a formal security model is given along with the corresponding security proofs.

The study aims to understand the approaches of Twitter users toward vaccination passports, explain the reasons for these approaches, and reveal the relationship between these approaches and sustainability. More than 104 thousand tweets and retweets from 56 different hashtags were obtained with the NVivo 12 program to achieve these goals. The analysis of these data was carried out with the inductive analysis method. According to the research results, there are three basic views on compulsory vaccination passports. These; Those who fully support vaccination passports, reject vaccination passports altogether, and reject mandatory passports. Those who fully support their vaccination passports; demonstrate this approach with the positive effect of vaccines on human health, the desire to return to social life, and the desire to revive the economy. Those who reject vaccination passports entirely and those who refuse to make these passports compulsory exhibit these approaches because of their vaccine hesitation, concerns about equality and discrimination, concerns about freedom, and the belief that new world order has been created. One of the actual results of the research is related to sustainability. According to this result, while those who support vaccination passports focus on economic and social sustainability, those who accept the social sustainability dimension associate the reason why these practices are compulsory with economic sustainability. According to them, governments, authorities and large commercial enterprises place profitability above public health.
