In line with the trend of increasing state expenditure payments, the government uses a digital system to carry out cashless-based payments. The digital system provides advantages in the effectiveness of state expenditure payments to the payee and supports the efficiency of state financial management. One of the digital systems used is the Digital Payment application developed by the Directorate General of Treasury. This study aims to review the use of the Digital Payment application in making non-cash payments to payees (suppliers) in the 2019-2021 period. This study used a qualitative method

Quadratic optimization is the classical approach to optimal control of pension funds. Usually the payment stream is approximated by a diffusion process. Here we obtain semiexplicit solutions for quadratic optimization in the case where the payment process is driven by a finite state Markov chain model commonly used in life insurance mathematics. The optimal payments are affine in the surplus with state dependent coefficients. Also constraints on payments and surplus are studied.

This study examines the effects of US bilateral foreign aid policy on the internal security dynamics of aid recipient states. I draw upon the international security and contentious politics literatures to develop a theory of the coercive effect of foreign aid. I analyze how US foreign assistance affects the state capacity of recipient countries and, as a consequence, the government's ability to employ violence as a tool for ensuring its continued tenure. I argue that as a consequence of fungibility—the ability to use foreign aid as a general government resource—foreign aid may increase the lik

Secondly, hemmed in by external developemts and internal political and economic crisis, the state is caught between survival and shrinking resources. Classically, verification costs grow linearly in either the number of transactions or blocks in the blockchain (often both). Incrementally Verifiable Computation (IVC) can be used to enable constant-time verification, but generating the necessary proofs is expensive. We introduce the notion of Proof of Necessary Work (PoNW), in which proof generation is an integral part of the proof-of-work used in Nakamoto consensus, producing proofs using energy that would ot

Abstract:
Every year, hundreds of millions of Muslims across the world pay a proportion of their wealth as zakat, one of the five pillars of Islam mandating an annual payment of a proportion of an individual’s productive wealth, broadly representing 2.5 per cent. Consequently, zakat represents a significant part of how redistribution and social protection works in practice. And yet there have been almost no empirically robust estimates of its quantum and effect. Since 2021, a partnership between the ICTD and the Lahore University of Management Sciences has enabled more systematic accounts of how zakat i

We found that the number of states with broadly worded laws that authorize a variety of

This study presents the results of the randomized controlled trial evaluating the effectiveness of such a self-regularization platform in the Brazilian State of Para. The results sho

Zakat – one of the five pillars of Islam – is an annual obligatory payment, typically equivalent to 2.5 per cent of an individual’s productive wealth, to a set of appropriate recipients, including the poor. The annual global zakat pool is estimated to make up between US$200 billion and 1 trillion. States have long sought to harness zakat for their own budgets – and legitimacy. To date, however, there has been no systematic empirical discussion of how citizens perceive and engage with state involvement in zakat and how they perceive state-run zakat funds. These perceptions and experiences are c
