Quadratic optimization is the classical approach to optimal control of pension funds. Usually the payment stream is approximated by a diffusion process. Here we obtain semiexplicit solutions for quadratic optimization in the case where the payment process is driven by a finite state Markov chain model commonly used in life insurance mathematics. The optimal payments are affine in the surplus with state dependent coefficients. Also constraints on payments and surplus are studied.

“Federal-aid swap” programs allow states and local governments to bypass federal Davis-Bacon prevailing wages and Disadvantaged Business Enterprise (DBE) goals by exchanging federal funds that have been allocated to highway projects with state funds. The Iowa Department of Transportation approved a federal-aid swap program in February 2018. Using data on more than 1,200 highway construction projects in Iowa from 2016 to 2020, I find that the cost of projects in the federal-aid swap program are not statistically different from those that were not swapped, after accounting for project size and c

Although a variety of payment mechanisms have been developed, payment by credit cards remain the leading mechanism for online payments. For real-time online credit card processing, a merchant needs to install a third-party proprietary software in the merchant e-commerce server. However, many issues need to be resolved before integrating a third-party payment solution to a merchant e-commerce sys

Abstract This article examines the system of military payment in the early Islamic state (c. 650–900 A.D.) and its effect on the economy. It is argued that early Islamic armies were paid in cash salaries, rather than land grants or kind. This meant that a massive amount of coinage was put into circulation and spent by the soldiers in the markets of the developing towns of the Middle East. The system of military payment played an important part in creating the urban, cash based market economy of the early Islamic world which contrasts so sharply with the land and kind based economies of the con
