Це зумовлене насамперед економічною кризою, яка суттєво позначилася на економіці в цілому. Одним із наслідків світової фінансової кризи є послаблення національної системи масових електронних платежів. Abstract:
Due to the current health crisis caused by COVID-19, the Water Utilities that provide Water and Sanitation services have seen their financial capacity affected to ensure the adequate provision of services, linked among other factors to reductions in their operating revenues and collections related to the temporary exemption from the payment of water and sanitation services for some users, deferral of bill payments, freezing of tariffs, reduction of the collection rate and prohibition of cutting services, among others. This study assesses the payment system of the Pantawid Pamilyang Pilipino Program (4Ps or Pantawid Pamilya) in terms of the amount, frequency, and mode of payment delivery of the cash transfers. The study is an early attempt of the Institute to examine the Pantawid Pamilya implementation and recommend improvements in its payment system in light of the enactment of Republic Act 11310 which institutionalized the program and identified the Philippine Institute for Development Studies to conduct regular assessments on the programs implementation and impact. The underlying framework for the study i

Abstract:
Mobile wallets replicate physical wallets on a mobile device, in which users can store different payment instruments (e.g., cards, transfers) to make mobile payments. As the mobile wallet is adopted, a mobile payment scheme emerges, with its users as elements in a network of transfers. In this article, I study the mobile payment scheme of Movii— the first fintech firm in Colombia operating under a financial non-banking license for electronic deposits and payments. Based on a unique dataset of bilateral transfers between Movii’s mobile wallet users, I build, visualize and analyze Movii’s networ

As users of forest products and guardians of traditional knowledge, women have always been involved in forestry. Nevertheless, their access to forest resources and benefits and participation in forest management is limited compared to mens despite the fact that trees are more important to women, who depend on them for their families food security, income generation and cooking fuel. This guide aims to facilitate the incorporation of a gender lens in climate change mitigation and adaptation operations in forests, with special attention to those framed in REDD. Abstract:
The 4Ps grievance redress system (GRS) is designed to facilitate due process in resolving the concerns and complaints about the program of beneficiary households, program stakeholders, and the general public. As with other social programs globally, the 4Ps GRS serves as a social accountability measure in response to risks of error, fraud, corruption, and leakages due to the intensive requirements and complexity of its operations. This study investigates the 4Ps GRS by analyzing grievance case data from 2010 to 2022. Key patterns and challenges emerged, with a notable increase in grievance volu

More than 60 countries in the world have already implemented instant payment systems (IPS). However, in many cases they have been operational mainly for person-to-person transactions. This study looks at the challenges IPS may face in developing economies like Colombia as they advance further into the person-to-business transactions space. Using a survey on Colombian merchants (IV-2020), the study explores the factors associated with merchants´ propensity to adopt instant payments and those associated with the adoption of current electronic payment alternatives. It shows that IPS will need to

Niesten, Hannelore. Taxation Policies, Processes, and Performances of Mobile Money Providers in Côte d’Ivoire. Institute of Development Studies, 2024. http://dx.doi.org/10.19088/ictd.2024.030.

Abstract:
This policy brief examines the effects of cumulative, specific 7.2 per cent taxes on mobile money (MM) service providers in Côte d’Ivoire. It assesses the unique tax framework, which deviates from the consumer-centric trend observed in many African countries, where end-users typically bear the burden. Initially targeting telecom companies, the tax expanded to encompass MM providers created by licensed telecom operators (Orange Money, MTN Money, and Moov Money) and, later, all companies providing MM operations. Concerns over potential investment declines persist, yet concrete evidence is absent

African governments are increasingly digitalising their tax systems, with the hope of raising more revenue through digitalisation. This paper investigates the adoption and impact of electronic services on tax outcomes, focusing on small and medium enterprises (SMEs) in Burkina Faso. We focus on three indicators of e-service adoption by taxpayers – namely registering for the eSINTAX platform, using it for e-filing (called eSINTAX filing), and paying taxes digitally (called tax epayment). We rely on survey data from 1,090 SMEs and tax administrative data of about 17,000 SMEs on eSINTAX, tax retu

Abstract:
Between 1985 and 2006, a total of 96 central banks implemented Real-time Gross Settlement (RTGS) systems. The adoption of this technology was driven to reduce risks inherent in the then-predominant Deferred Net Settlement (DNS) systems. However, because RTGS systems consume large amounts of liquidity when each payment is settled individually, many RTGS systems (e.g., CHAPS and Target2) implemented Liquidity-Saving Mechanisms (LSMs) of varying complexity, with most deploying variations of the algorithm presented by Morten Bech and Kimmo Soramäki (the co-author) in 2001. Many of these systems ar
