Abstract:
Less than a decade ago Robin Seager wrote that further discussion of the Peace of Callias would be inexcusable. Needless to say, discussion has continued. Wherever one stands, on the problem as such, it ought to be admitted that new ideas have been put forward, or (since it seems unlikely, on a topic so much discussed, that anything new can now be said) at least old and forgotten ones have been revived and put in new perspectives. Meiggs's estimate of a special treatment to be expected every two years has stood up well enough: Klaus Meister's bibliography lists twenty special treatments between 1945 and 1982, and one (by S. Accame) appeared in the same year (1982) as Meister's own.

Abstract:
This paper gives an over-view of the many areas in which polymer concrete technology can create opportunities for developing and manufacturing products of immediate and local interest. It is postulated that such opportunities, if grasped and sensibly addressed will create sustainable employment which in turn will lead to prosperity throughout the world and the creation of world peace. An extensive Bibliography is provided to enable the interested reader to access further and more detailed information on the various application areas and also to study the state-of-the-art R&D in these areas involving various types of polymer concrete.

Bibliography dealing with the armed conflict in Central America, aptly called crisis literature, was abundant until the latter part of the 1990s, although North American academi- cians paid little attention to Guatemala. The peace process that concerns Susanne Jonas corresponds to the termination of the violent revolu- tion in Rachel McCleary's work.

Abstract:
Kashmiri female freedom fighters have remained at the forefront of the resistance movement, rallies, protest marches, and sit-ins. Unfortunately, their activism is invisible, and they have lagged during the dialogue process. The peace negotiations go awry to address the concerns, specific needs, approaches, views, and grievances of women during and after conflict situations. The UN has long been trying to address the concerns of women through varied resolutions, but the implementation of these mandates remains a formidable challenge. This research paper, therefore, aims to analyse the resistance and activism of Kashmiri women for their inalienable right of self-determination against the Indian Illegal Occupation of Jammu and Kashmir. The problem of Kashmiri women’s visibility in the resistance movement and their invisibility in the peace process is seen through the theoretical framework of Feminist Security Studies. For the textual interpretation and contextualization of data, Qualitative Content Analysis is employed. A way forward to address women’s issues and approaches during conflict situations is to implement the UN landmark Resolution-1325 on ‘Women, Peace, and Security’ by involving women in all stages of conflict resolution and post-conflict reconstruction. Abstract:
In November 2010, the Library of the Peace Palace in The Hague acquired a copy of Hugo Grotius’s seminal study on the law of war, De iure belli ac pacis (Paris: Nicolas Buon, 1625). The purchase represents the very rare first state (issue or printing) of the first edition, item no. 565-I in the well-known bibliography of Grotius’s works by Jacob Ter Meulen and P.J.J. Diermanse. This article is an adapted version of a speech held in the Peace Palace on 21 February 2011, when the copy of De iure belli ac pacis was presented to the public. After a short survey of the genesis, printing history and early reception, the article goes into the differences between the three states of the first edition and their significance for the interpretation of Grotius’s work. A provisional checklist of copies in public libraries is added in an appendix.

Between 1995 and 1999, the United Nations established transitional administrations over four war-torn territories – East Timor, Bosnia-Herzegovina, Eastern Slavonia, and Kosovo. These transitional civil administrations began as part of a peace agreement and have or will end with either independence of the territory, as with East Timor, or the reuniting of a war-torn state, as with Eastern Slavonia's return to Croatia. As of this writing, the United Nations’ mission in Kosovo has not ended.

Full text
Abstract:
The Songhay Empire was a remarkable west African state, flourishing in several areas including territorial and trade expansion, development of a strong military and centralized government, unprecedented support for learning and scholarship, and skilful relations with the greater Sudanic and Islamic lands. Songhay arose out of the remains of the Mali empire under the rule of Sonni Ali ca. 1464. Yet it was the empire's second ruler, Askiya Muhammad, who initiated the century-long golden age of peace and stability, bringing Songhay to its zenith. This era was particularly fruitful for the cities of Gao, Timbuktu, and Jenne, the empire's administrative, scholarly, and trade centers respectively. Timbuktu soared to preeminence in the Sudan and became known in other parts of the Muslim world, producing many respected scholars. However, by the later part of the sixteenth century fractious disarray among the descendants of Askiya Muhammad weakened the state, ultimately leading to the Moroccan invasion of 1591. Songhay's capitulation to the invaders ended the age of the great medieval west African states.

Abstract:
Seek ye the political kingdom and all shall be yours. No minority tyranny in history ever survived the opposition of the majority. Nor will it survive in South Africa. The end of white tyranny is near.In their Portraits of Nobel Laureates in Peace, Wintterle and Cramer wrote that “the odds against the baby born at the Seventh-Day Adventist Mission near Bulawayo in Rhodesia in 1898 becoming a Nobel Prize winner were so astronomical as to defy calculation. He was the son of a proud people, the descendant of Zulu chieftains and warriors. But pride of birth is no substitute for status rendered inferior by force of circumstance, and in Luthuli's early years, the native African was definitely considered inferior by the white man. If his skin was black, that could be considered conclusive proof that he would never achieve anything; white men would see to that. However, in Luthuli's case they made a profound mistake--they allowed him to have an education.”If there is an extra-royal gentry in Zulu society, then it was into this class that Albert John Luthuli was born. Among the Zulus, chieftainship is hereditary only for the Paramount Chief; all regional chiefs are elected. The Luthuli family though, at least through the 1950s, monopolized the chieftainship of the Abasemakholweni (literally “converts”) tribe for nearly a century. Luthuli's grandfather Ntaba, was the first in the family to head the tribe and around 1900, his uncle Martin Luthuli took over.

Abstract:
Two years after Brazil's independence, and in the period following the war that broke out in the context of Brazilian political emancipation, diplomats from the Empire of Brazil and the Kingdom of Portugal, supported by the mediation of the Austrians and the English, began conversations, in 1824, which aimed to carry outan act of reconciliation between Brazil and Portugal regardingthe recognition by Portugal of Brazilian sovereignty. In this article, bibliography and various documentation, namely official, are used to clarify thecontext of Brazil’s independence, as well as to analyze itsobject of study: the Protocol of Conferences and the Treaty of Peace and Alliance between Brazil and Portugal, a legal instrument through which Portugal recognized the Independence of Brazil. Therefore, the content transcribed in the aforementioned documents, inserted in the time frame between the years 1824and 1825, is analyzed. A certain neutrality of the Austrian delegation during the negotiationswas revealed, in contrast to the commitment ofthe English delegation to an agreement between Brazil and Portugal. It was established that, despite the dispute over the authority of D. Pedro I and his title of Emperor of Brazil, and the high degree of disagreement between the negotiators of Brazil andPortugal, the negotiations were finally crowned with success in 1825, with the Treaty of Peace and Alliance and the Recognition by Portugal of Brazilian sovereignty.

Abstract:
UN peacekeepers serve under harsh and dangerous conditions to help and support the most vulnerable people in conflict zones. The UN recognizes the importance of gender responses in peacekeeping engagements. It has expanded the role and contribution of women in peacekeeping and considers their role critical to enhancing overall peace and security. This paper, therefore, aims to study the cost-benefit analysis of the UN peacekeepers in terms of their services. The study is based on qualitative research using Pakistani female peacekeepers as a case study to draw analysis based on informal conversation/interviews with the former female peacekeepers, officers, and trainers. It also examines the current UN peacekeeping training module. This paper argues that the cost and benefits of the peacekeepers should be in line with the services required and concluded that focusing on peacekeeping operations is impractical without proper training and facilitation. Abstract:
The end of World War I brought the issue of the borders of the reborn Poland on the agenda. Their shaping was a long and dramatic process. Among the numerous disputes and conflicts, the Polish-Russian war occupies a special place. Its effect was the defense of the reborn state and the establishment of the eastern border of Poland. The war began in February 1919. However, it ended with the signing of the preliminary treaty on October 12, 1920, and the peace treaty on March 18, 1921 in Riga. The peace treaty eliminated the state of war and established the border line between Poland and Russia, Belarus and Ukraine. Its precise delimitation in the field and placing border marks on it was carried out by a special mixed border commission consisting of two delegations - Polish and Russian-Ukrainian-Belarusian. The content of this article is an attempt to look at one of the most important events in the modern history of Poland from the perspective of 100 years, which was the establishment and guidelines of the eastern border of Poland by a mixed border commission. The aim of the paper is to present the work of the committees which took place in an atmosphere of constant dispute and conflicts between representatives of the delegations of both countries. Both parties repeatedly threatened to terminate or suspend the works. Due to the volume framework, it is not possible to fully characterize the archival sources and the published publications. It could be a topic of a separate study. I hope that the bibliography attached to the article will help to provide a thorough and comprehensive presentation of the topic.

States with shared interests and values may form a collective identity to enact their vision and achieve security objectives against those they view as threats. Similarly, US-Japan relations have progressed for a long, not just due to the dangers posed by China and North Korea but because of their shared values of democracy, human rights, peace, and global prosperity. They share the vision of a Free and Open Indo-Pacific by forming bilateral and multilateral alliances. The US and Japan are also engaged in strategic partnerships for traditional and non-traditional security in the region, including maritime, cyber, space, and energy. This paper, therefore, focuses on East Asia due to its vulnerable security architecture and explores how the US and Japan’s security cooperation strengthens regional security by sharing values and security concerns. Russia has re-emerged as an important global actor after the advent of the post-Soviet era. Kremlin’s repositioning in the global affairs under President Vladimir Putin has led to a geopolitical and geostrategic transformation of its foreign policy. It follows multilateralism with active outreach in different parts of the world. In contemporary Russian foreign policy, there are tangible determinants that call for multipolar world order including realignment of foreign relations and consolidation of great power status. This paper, therefore, examines Russian foreign policy in the post-Crimean annexation era, where Moscow launched various campaigns through active engagements with the world’s larger economies and strategically important countries, such as China, India, Pakistan, and Afghanistan. The paper also highlights Russia’s evolving bilateral relations with these countries, especially in economic, political, and military spheres. Following the current global geopolitical realities, it also attempts to mark clear adjustments in Moscow’s foreign policy with respect to its power, responsibility, and ambitions for international peace and stability. Abstract:
The complex Pakistan-Afghanistan relations always engage policymakers on both sides of the border. Their concerns towards each other have been changing the socio-political environment intermittently due to internal and external dynamics coupled with historical legacies. This study, therefore, covers the post-independence period, the Soviet Union’s communist influence in Afghanistan, the rise of the Taliban, and the post-9/11 era. It employs Lao Tzu’s philosophy which advocates the overarching features of domestic politics, global governance, and statecraft to address the prevailing intricacies in Pakistan and Afghanistan foreign policies. It discusses vital concepts and approaches of softness, normalness, and actionless action at the individual, state, and system levels while carving out institutionalized foreign policy orientations between the two neighbours. The paper also considers the western thought of realism paradigm through which peace in the region remained elusive. It deliberates upon Lao Tzu’s philosophy which lays down the foundation of the political order in a natural, peaceful and balanced way. Bibliography Entry Mirza, Zahid Latif. 2021. Abstract:
Transitional justice deals with the question of how States, a war or dictatorship ended, confront a situation of past-large-scale human rights violation in a period of transition to peace and democracy. Although the situations differ widely from one case to another, International Law has contributed to define the core elements of transitional justice. From this viewpoint the Spanish case is considered.

Abstract:
The introduction problematizes the contradiction that has developed between modern reading practices, which are relevant for today’s schoolchildren, and an approach to the study of an epic work, which relies on almost a two-century tradition. The study argues that the modern methodology of literature cannot ignore the change in the way the text and the reader interact; it must look for new approaches and technologies, and show their resources. Materials and methods. The longrеаd technology is considered to be the one whose potential as a reading practice and methodological technology is considerable. This was shown by the researchers who “brought” it from journalism to education. The study also suggests that the acquisition of any technology is possible only in practice, and ideally, in the space of horizontal professional relationships that arise informally. The latter criterion was met by the Summer School for Teachers of Literature in Yasnaya Polyana, where the author was invited as a teacher. The methodological class involved acquainting listeners with a new technology (in this case, a longrеаd) for working with a classical text and mastering the technology in practice. It also offered the opportunity for the author of the paper, as a developer and presenter of the class, to talk with teachers, survey them, and monitor their group work, whichmade it possible to evaluate the technology resources objectively. A bibliographic review. In the process of developing a methodological lesson, examining the longread, and comprehending the results obtained by researchers and practical teachers, the conclusion was drawn that this technology was especially effective for the study of voluminous epic works, primarily the novel “War and Peace” by L.N. Tolstoy, whose poetic style is characterized by contrasts and juxtapositions of heroes, events, situations, changes in viewpoints (from the heroes and from the author) and which is sufficiently cinematic, which allows the use of longread technology, implying a change in “subjective viewpoints,” and the access to multimedia reading as an actual reader’s practice. The conclusion is based on the analysis of carefully selected philological and methodological studies, included in the bibliography. Results. This part of the paper presents the results of the work of groups, who, reading and analyzing the text of the hunting scene (“War and Peace” by L.N. Tolstoy, vol. 2, part 4, Chapters 3-5), offered their options for constructing a longread. The above description shows the potential and educational capabilities of the technology, and demonstrates different approaches to determining the content of the longread and its structure. The paper presents and comments on interesting and sometimes unexpected methodological solutions that have become a kind of result of the work of Literature teachers in the class at school. Conclusion. Based on the analysis of the questionnaires of the school students, the conclusion is made that Literature teachers unequivocally recognize the potential of the technology and are ready to introduce this technology into practice of their work. However, the assessment of what is happening through the “subjective” prism of a methodologist researcher suggests that in the process of comprehension and practical mastering of the longread technology, teachers create its new “educational” version ‒ a longread navigator ‒ that “grows out” of the text, further work on which allows students to master new reading practices relevant to a voluminous epic text, in particular, a multimedia one. Keywords: reading practices, subjectivity (agency) of the reader, longread technology, “War and Peace” by L.N. Tolstoy, hunting scene, practice of mastering technology, longread navigator as a type of longread

Abstract:
Mehedinţi County impresses with the specificity of its traditions, with its heritage that speaks of a time of peace and order, through a horizon full of special symbolism. The study is organized on two coordinates with the intention of briefly presenting the issues addressed. , On the one hand, the elements of ethnography of traditional housing will be analyzed, on the other hand, it is intended to present some aspects of authentic Romanian spirituality manifested in the area of Mehedinţi, that of the local ‘nedei’. Regarding the ethnographic aspects of the traditional house, an attempt will be made to create a typology of houses with vernacular architecture in Mehedinți County, as well as to mention their conservation and restoration actions in the conditions of contemporary research. Among the calendar customs specific to the area, the most spectacular are the ‘nedeile’, because they represent the meeting between an ancient pre-Christian substratum with certain holidays and / or church feasts, i. e. with the Christian religion. The distinction between fairs and ‘nedeile’ will be discussed extensively, bringing arguments selected from specialized bibliography. At the same time, the important role of the ‘Iron Gates’ Museum from Drobeta Turnu Severin will be mentioned in the conservation and patrimonialization of the material and immaterial culture specific to the Mehedinți ethnographic region.

Abstract:
ABSTRACT Marjorie Barnard (1897–1987) and Flora Eldershaw (1897–1956) were prolific Australian authors who co-wrote, under the pseudonym “M. Barnard Eldershaw,” five novels and four works of nonfiction published between 1929 and 1947. Their final collaboration, a future fiction entitled Tomorrow and Tomorrow, first appeared in Melbourne in 1947 and was reissued by the London feminist publisher Virago in 1983. Lyman Tower Sargent’s bibliography of Australian utopian fiction describes the novel thus: “Dystopia. Public opinion sampling used to limit liberty.” This is a reasonable enough shorthand description of the novel’s frame narrative, set in the “Tenth Commune” located somewhere in what is now the Riverina district on the border of New South Wales and Victoria, at some time in the twenty-fourth century. This article will argue, however, that the Tenth Commune is closer to a flawed eutopia than an outright dystopia; and that the novel’s truly dystopian content lies in its core narrative, Knarf’s novelistic account of mid-twentieth century Australia, which culminates in a quasi-apocalyptic destruction by fire of the city of Sydney. The extraordinary violence of this account will be contrasted to the essentially nonviolent character of the Tenth Commune and both will be situated in relation to Barnard’s growing involvement in the pacifist Peace Pledge Union.

Abstract:
Sports can influence people like all other cultural activities. They act as a diplomatic tool to alleviate tensions and improve ties between states. Millions worldwide follow their favourite sports passionately; however, states and leaders sometimes exploit these feelings to further their political agenda. There are examples of cricket diplomacy when relations between states (Pakistan and India) were tense, and it helped normalize the situation but never securitised itself. Securitization of sports is a recent phenomenon that, unfortunately, has marred the beauty of cricket. Political theorists suggest that existing issues of even low politics can hold more sway and attention among the masses if proponents of these issues succeed in securitizing them. Hence, by securitizing an innocuous subject like cricket, matters of low politics have been dragged into the domain of high politics. The recent abandonment of cricket tour to Pakistan by the New Zealand cricket team is an example of getting high politics into sports. This article, therefore, explores the dynamic power of sports in international relations besides analysing the role of high politics in cricket. It accentuates that punishing a country politically by depriving it of hosting international teams can disservice cricket, though it is a diplomatic tool for peace. Abstract:
In the half-century before the Great War, collaborative international ventures in science became increasingly common. The trend, manifested in scientific congresses and attempts to establish agreement on physical units and systems of nomenclature, had important consequences. One was the fear of information overload. How were scientists to keep abreast of the growing volume of books, journals, and reports? How were they to do so in an era without a common language? Responses to these challenges helped to foster new departures in cataloguing, bibliography, and an interest in Esperanto and other constructed languages. By 1914, the responses had also become involved in wider movements that promoted communication as a force for peace. The Great War dealt a severe blow to these cosmopolitan ideals, and the post-war reordering of international science did little to resurrect them. A “national turn” during the 1920s assumed a darker form in the 1930s, as totalitarian regimes in the Soviet Union, Italy, Germany, and Spain associated science ever more closely with national interests. Although the Second World War further undermined the ideal of internationalism in science, the vision of science as part of a world culture open to all soon resurfaced, notably in UNESCO. As an aspiration, it remains with us today, in ventures for universal access to information made possible by digitization and the World Wide Web). The challenge in the twenty-first century is how best to turn aspiration into reality.
