first, ‘peaceful rise’ was the theme of a keynote speech to a regional policy forum created by the chinese government, aptly named the bo’ao forum for asia, then it was an emphatic point made by china’s premier wen jiabao in a speech at harvard university, and still later it was a key feature in china’s president hu jintao’s talk at a gathering to mark the 110th anniversary of mao zedong’s birth. the phrase ‘peaceful rise’ (heping jueqi) has caught the imagination both inside china and abroad partly because all three events took place within a short two-month period beginning at the end of 2003. the chinese leadership seems to have a well-coordinated campaign to officially present the notion to the country and the world.

Abstract:
This research paper maintains the notion the “Rise of China” at its core, while attempting to theoretically conceptualize its implications toward the current world order. It has also put a strong emphasis on the various relevant elements, which have mainly shaped the behavior of China in the global arena in various time periods. The theoretical framework used in this paper has been largely based on the school of thought of “Political Realism, where questions such as “Is China a status quo or revisionist power?” and “Is China’s Economic interdependence with other countries and the attitude of China neighbors reason enough to permit its peaceful rise?” have been analyzed accordingly following the guidelines and principles of that specific school of thought. Lastly, this paper proposes that China’s rise cannot be peaceful unless the world leadership will facilitate its further incorporation in the international system and perceives China as part of the solution instead of the problem.

In the last four decades, China has transited from a closed country to major power status by adopting pragmatic policies. This article analyzes the transformation in Chinas foreign policy with its futuristic plan of building a harmonious world through peaceful co-existence and win-win cooperation. This article tackles the question: has China become more proactive and willing to resolve regional problems unilaterally, bilaterally or multilaterally? It suggests that, while China has clearly become more proactive in facilitating regional stability and co-operation, it still has to overcome certain perceptual hurdles and constrain its impulse to be the ‘centre’ of the world. Consisting of three sections, this article first discusses the nexus between post-Mao China's ‘new’ diplomacy and Beijing's proactive posture towards Asia and notes the troublesome nature of the regional dynamics in Northeast Asia. It then explores three case studies in which China's activism has varied in resolving intricate regional and inter-state problems: namely, Sino—Japanese discord, the Koguryo controversy between South Korea and China and the North Korean nuclear conundrum. The final section offers some concluding observations regarding China's diplomacy towards Northeast Asia.

Abstract:
This article aimed to elaborate China’s foreign policy towards Zimbabwe under Hu Jintao’s leadership. Based on the “social construction” logic, it was a logical consequence influenced by intersubjective factors and also formed and defined based on the actor’s social identity. In this case, historical power influenced a positive intersubjective and form an established structure of China “amity” towards Zimbabwe. It can be understood how China perceived Zimbabwe as a “friend”. Besides, China’s identity transformation as a “peaceful rise” country, defined the interest formation towards economic and development cooperation manifested through strengthening cooperation in the China-Zimbabwe Strategic Partnership’s scheme. Thus, Hu Jintaos foreign policy towardsZimbabwe was not only determined by the material dimension, but strongly determinedby the ideational dimension where China under Hu Jintao’s leadership was strivedto represent of a “peaceful rise” identity that cannot be separated from the values of“friendship, peace, cooperation, and development.

Thesis (MA)--Stellenbosch University, 2012.<br>ENGLISH ABSTRACT: Soft power is more relevant now than ever before. In fact, in the current world system it has become an important element in exercising state power and mapping out leadership strategies. This assignment attempts to analyse the use of soft power as a post-Cold War foreign policy strategy on the part of China. Chinese relations with the African continent are assessed to prove the increasing rate at which China has expended trade and diplomatic relations in the past two decades, and to determine the degree to which soft power is contributing to China’s prospects of a harmonious rise to a position of global power. China’s foreign policy is ideologically underpinned by nationalism and confucianism. This stance is based on the need to protect and promote the economic and social stability of the state, as well as to secure a sound diplomatic identity in the international arena. For this reason, China has expanded economic interests abroad, particularly, looking upon Africa as a source of mutual development and investement, economic cooperation and an enhanced network for trade. This has lead to the growth of ‘soft’ ties between the Chinese nation and many African states, through the provision of aid, diplomatic cooperation on policy issues and the sharing of cultural values and institutional norms. In this way, China has been able to promote the perception of a peaceful rise to power and make a valuable contribution to the Chinese goal of constructing a harmonious world. Concluding a thorough analysis of China’s foreign policy behaviour it is determined that China-Africa relations are based, at least in part, on soft power, as a means to gain increased international influence. This is contended by the likeness between the behaviour advocated by soft power theory and that of Chinese interaction with African states. Furthermore, this partnership can be understood as a potential global shift towards multilateralism and the belief in an emerging international order that organised by regionalised powers that cooperate with each other on international platforms. The theory of constructivism, particularly its emaphasis on the roles of ideas, identities and institutions, is a valuable perspective to consider in approaching this discussion of China as a peacefully emerging global power.<br>AFRIKAANSE OPSOMMING: ‘Sagtemag’ is nou meer relevante vandag as ooit tevore. Dit is inderdaad ‘n belangrike element in die uitoefening van staat mag en leierskap strategieë in die huidige wêreld. Hierdie werkstuk poog om die gebruik van sagte mag te ontleed as ‘n buitelandse beleid strategie op die deel van Sjina sedert die einde van die Koue Oorlog. Sjinese verhoudings met Arika word geassesseer om te bewys die toenemende tempo waarteen diplomatieke betrekkinge in die afgelope twee dekades bestee het, en die graad aan wat sagte mag dra Sjina se vooruitsigte van ‘n harmonieuse aanleiding tot wêreld mag te bepaal. Sjina se buitelandse beleid is ideologies ondersteun deur nasionalisme en Confucianisme. Hierdie standpunt is gebaseer op die behoefte om die ekonomiese stabiliteit van die staat te beskerm en om ‘n gesonde diplomatieke indentiteit te verseker op ‘n internasionale vlak. The great strategic distrust between the two world largest economic and military powers is one of the most debated topics in contemporary international relations. This thesis question if the current hegemon view its new competitor as an offensive or defensive realist state and which policies should consequently be taken. China’s policy of peaceful coexistence and the U.S attempt of global integration may not be fully compatible and the thesis illuminates the contradicting notions of China Confucius values and how they are visible in its foreign policy rhetoric. The thesis conclude by stating that the China’s ambitions in not seen as following the guidelines of a defensive realist state in the eye of the United States and that China’s so called unique characteristics and values are mere rhetoric that does not seem to shape its current foreign policy. The U.S response is so far a passive containment by increasing cooperation with other actors in the region as a balancing act while simultaneously cautiously engage and try to influence China to adopt policies fitting a global player and work for peaceful solutions to international problems. Thus China is not seen as either a friend or a foe but is currently viewed as being in a grey area of competitor and cooperator.

Orientador: Carlos Eduardo Ferreira de Carvalho<br>Resumo: A rápida ascensão da China e seu crescente poderio vêm ampliando os questionamentos sobre o que fará para atingir a proeminência que julga merecer: se continuará aceitando a ordem internacional a que se ligou e na qual desenvolveu seu caminho de crescimento acelerado, ou se vai preferir contestar essa ordem, ou alguns de seus componentes básicos. A dissertação analisa as relações da China com o Vietnã, em especial o conflito em torno das ilhas do Mar do Sul, para os chineses, ou do Mar do Leste, para os vietnamitas. O objetivo é verificar como se aplica nesse caso a diplomacia de "ascensão pacífica", expressão adotada em 2003, e que quer sinalizar o interesse da China em ascender sem causar danos a outros país e sem abalar a ordem internacional, ou seja, o compormisso da China de promover o desenvolvimento do seu país e dos demais por meio de cooperação e paz. Os dois países têm disputas territoriais antigas em torno de ilhas localizadas em região de grande interesse para a segurança e para a projeção externa da China. A dissertação analisa a política externa o peso do nacionalismo na questão e examina os desdobramentos diplomáticos da dispouta sobre as ilhas.<br>Abstract: The rapid rise of China and its growing power have broadened the questions about what he will do to achieve the prominence that judges deserve: whether to continue accepting international order that is called and in which developed its accelerated growth path, or if you prefer vai contest this order, or some of its basic components. The dissertation examines China's relations with Vietnam, especially the dispute over the islands of the South Sea, to the Chinese, or East Sea, to the Vietnamese. The goal is to see how it applies in this case diplomacy of "peaceful rise", expression adopted in 2003, and wants to signal that China's interest in ascend without causing damage to other country without undermining international order, ie the compormisso China to promote the development of their country and the other through cooperation and peace. Both countries have ancient territorial disputes around islands located in a region of great interest to the security and the external projection of China. The dissertation examines the foreign policy of nationalism in the weight issue and examines the ramifications of diplomatic dispouta on the islands.

D.)--Massachusetts Institute of Technology, Dept. of Political Science, 2006.<br>Vita.<br>Includes bibliographical references (v. 2, p. 483-517).<br>The study seeks to explain the rise of "China threat" arguments in the United States and Japan in the 1990s by using three theories of states behavior- realism, organization theory, and democratic peace theory. The rise of "China threat" arguments occurred in the United States and Japan because of a convergence of several factors, the most important of which was the increase of China's relative power after the Cold War. The distribution of power among states strongly affects their intentions and military capabilities. The study introduces and suggests the importance of the strategic safety-net in shaping threat perception. A strategic safety-net emerges when state's survival depends on cooperation with another state. When the strategic safety-net exists, states suppress self-interested behavior and the ally's intentions are perceived as benign. Interviews with former government officials in the United States and Japan confirmed that strategic necessity restrained U.S. and Japanese behavior towards China during the Cold War and limited suspicion of China. The fraying of the strategic safety-net led to the advent of "China threat" arguments.<br>(cont.) The main difference between the United States and Japan was that whereas in the U.S. case threat perception was shaped by a primacy strategy, Japan had to face a preponderant United States and a rising China at the same time. "China threat" arguments were suppressed in Japan while Japan was unsure about its relationship with the United States. The consolidation of Japan's relationship with the United States led to a surge of"China threat" arguments in Japan in 2000. The interests of domestic organizations were not the major cause of the initial rise of "China threat" arguments. The relevant organizations, including the military services, made "China threat" arguments only after they gained currency within the society. Abstract:
This thesis is concerned with the rise of independent booksellers in China since the late 2000s. Drawing on the findings of a qualitative study I conducted with 55 independent booksellers between 2014 and 2015, I argue that independent bookselling in China is an economic activity politicized, and the emergence and development of independent booksellers has been a process shaped by both economic and socio-political factors stemming from both inside and outside the book industry. Studying independent bookselling, a significant change in the Chinese book industry in recent years, my thesis advances our understanding of the transformation of the book industry in China. The notion of ‘politicization’ provides a useful analytical framework for understanding bookselling and publishing in parallel contexts. Finally, by elucidating the distinctive relationship between the evolution of the book industry and some wider social, political and economic processes in China, my thesis adds to the political economy of the media industry in non-Western societies and contributes to the de-Westernization of this long-dominant and yet problematic approach to the study of the media and media industries.

Abstract:
Since mid-1990, it has been discussed that China’s economic rise would affect political space. There are some worries that the “rejuvenation” of China as economic, politic, geo-strategic power could challenge to the current international system. Hence this rising has been called “China threat theory” and it could cause a conflict in international system. According to realist school, China’s peaceful rise is almost impossible, so China will threat to the current international system and clash with hegemonic power. They also provide some empirical evidence from history. On the other hand, Liberals expresses that trade provides valuable benefits to any particular states. So, China as a dependent state should avoid from war or conflict, since peaceful trading gives it all the benefits of close ties without any of the costs and risks of war. This paper attempts to examine ‘China’s peaceful rise’ based on interdependence and trade expectations theory within the context of international political economy. To analyze whether China threat or not to the world, we have to know the relationship between economic and politics. Trade expectations theory could explain the rise of China with establishes bridge between incompetence of realist and liberal theories. According to trade expectations theory, the rise of China will be peaceful because of China’s expectations as economically are positive. For this reason, China as a rational actor chooses win-win without risk instead of win-lose or lose-lose. If China’s expectations turn into negative in future, its policies could change from cooperation to conflict.

Whilst nuclear power does not seem to have the support of public opinion in many parts of the world China is forging ahead with its ambitious nuclear programme. Some might argue that this is to support their weapons programme but that clearly is not the case and is undoubtedly to provide a stable source of energy for the generation of electricity but also for alternative peaceful uses such as desalination. This paper covers the history of nuclear power in China over more than thirty years and addresses what impact, if any, their policy of continued expansion of nuclear power will have on the rest of the world. The different reactor types installed in China is reviewed, the infrastructure and the overall strategy is surveyed.
