AbstractThis article is concerned with explaining why peace endures in countries that have experienced a civil armed conflict. We use a mixed methods approach by evaluating six case studies (Burundi, East Timor, El Salvador, Liberia, Nepal, Sierra Leone) and survival analysis that allows us to consider 205 peace episodes since 1990. We find that it is difficult to explain why peace endures using statistical analysis but there is some indication that conflict termination is important in post-conflict stabilisation: negotiated settlements are more likely to break down than military victories. In pursuit of peace and development, Article 41 of the UN Charter authorises the use of sanctions to deal with any state perceived as a threat to international security and peace. In the post-Cold War era, sanctions rapidly became a tool of choice for conflict prevention and peacebuilding. Non-state armed actors (NSAAs) have increasingly become significant players in the international system as well as a target of the demands of sanctions. However, sanctions often fail to coerce NSAAs to end violence. NSAAs regularly ignore sanctions and engage the state and intervention forces in protracted w

The phenomenon of international conflict that occurred after the Cold War opens the United Nations' opportunity to play a more significant role in maintaining international peace and security. UN peacekeeping operations are one form of response to the challenges that arise at this time. This operation is a multidimensional operation that includes peacemaking, peacekeeping, and peacebuilding activities. The complexity of the conflict in Sierra Leone, West Africa, in the early 90s was caused by poor governance and illegal exploitation of diamonds, resulting in large numbers of civilian casualtie

Rape and sexual violence in an African context have transitioned from opportunistic individual attacks in the background of weak states and judiciaries, to systematized, strategic tools of war targeting specific civilian communities – so much so that “during wartime, it’s often more dangerous to be a woman than to be a soldier”. This sexual violence includes rape, mutilation, molestation, forced incest, and sexual enslavement, and is being employed not only by rebel groups, but also by state security forces and militia. The victims of sexual violence include all genders and age groups targeted

It seeks to answer the question whether DPMs is an ambitious construct or a feasible ideal and whether DPMs could be effectively applied during peace missions. The study takes the form of a descriptive analysis of the theoretical underpinnings of the concept of DPMs, and includes the analysis of various relevant case studies in terms of the application of the concept of DPMs.

Soldiers in Revolt examines the understudied phenomenon of military mutinies in Africa. Through interviews with former mutineers in Sierra Leone, Burkina Faso, and The Gambia, the book provides a unique and intimate perspective on those who take the risky decision to revolt. This view from the lower ranks is key to comprehending the internal struggles that can threaten a military's ability to function effectively. Maggie Dwyer's detailed accounts of specific revolts are complemented by an original dataset of West African mutinies covering more than fifty years, allowing for the identification

This chapter analyses the intervention by the Economic Community of West African state forces, known as ECOMOG, into Sierra Leone from 1997-1999. After a brief review of the very complex facts surrounding this intervention and the generally positive reaction from the international community, this chapter reviews the legal justifications for this intervention and tests them against the jus ad bellum existing at that time. Reasons given were the restoration of a democratically elected government, self-defence, humanitarian intervention, intervention by consent or invitation and retrospective aut
