Abstract:
One of the South Africa's great soft power attributes has been the attraction and power of its transition to inclusive democratic governance after a long period of apartheid rule. This gave South Africa a certain moral authority and prestige to play very significant roles in conflict resolution and mediation through peacekeeping operations. Every government in an ever-changing and dynamic geopolitical environment ensure that its defence force cum foreign policy conform to the international environment while aiming at the defence and protection of its national interests. Using interpretive approach; this work argues that; fundamentally, there are three basic factors that reinforce South Africa’s participation in peacekeeping which are politics, economy and security. By extension these three elements is considered a transformational agent of South Africa’s economy. SANDF is, therefore, considered a dynamic and exceptional foreign policy tool that complements and at same time enhances South Africa’s diplomatic manoeuvrings and influence within the wider international developments. It is concluded that South Africa’s multilateral and foreign policy agendas have been driven by the pursuit of its national interest while trying to ensure peace in other African states.

Abstract:
After the peacekeeping tragedy in the Central African Republic (CAR) in March 2013, South Africa’s participation in peacekeeping missions on the African continent is under investigation. Military personnel of the South African National Defence Force recently took part in both conventional and unconventional, asymmetric warfare in two peace missions, one in the CAR and one in the Democratic Republic of Congo (DRC). In the CAR a unilateral military agreement between states existed, while in the DRC a United Nations (UN) mandate for multilateral offensive peacekeeping was authorised. The rationale for South Africa’s participation in African missions is important while the country is serving as a non-permanent member of the UN Security Council. Its role as one of the leading nations in Africa to deploy peacekeepers is central to its foreign policy. The article focuses on contrasting operations, and diverse challenges such as the authorisation of mandates, funding, logistics and shortcomings in asymmetric training for irregular “new wars” where peacekeepers are required to protect civilians in countries to which they owe little allegiance. Lessons learnt from the widely differing operational experiences in these recent peace missions are discussed.

Abstract:
This article analyses the peacekeeping efforts of Brazil, an emerging power for which peacebuilding is a key element of its international presence, and which has been strongly critical of the dominant liberal paradigm. Peacebuilding is key to Brazil’s approach, as the country by tradition participates (with the contested exception of MINUSTAH) only in Chapter VI peace operations, abjuring the robust use of force. An activity such as peacebuilding which marries development and security concerns is an ideal setting for Brazil’s foreign policy aims; in order to gain a seat in global decisionmaking bodies, in the absence of hard power and the will to use it Brazil turns to peacebuilding to transform its domestic development successes into action in the security arena. The South American giant has also placed significant emphasis on Africa in part as a means to the end of underscoring – as a voice for the global South – its claim to greater international influence. This article will examine the motivations that underpin Brazil’s commitment to peacebuilding operations, as well as its commitment to that practice in Africa, which has taken place largely on a bilateral basis.

This article examines the factors that inhibit the ability of female peacekeepers to make a unique contribution to peacekeeping operations based on their gender. The debates are examined in relation to the claims made about their ability to enhance operational effectiveness and reach out to the local population as women, compared to the actual experiences of South African peacekeepers’ deployed in the Democratic Republic of Congo (drc) and in Darfur/Sudan. The argument is made that factors stemming from both the military and operational context affect the optimal utilization of women in various ways. As most national armed forces tend to draw their peacekeeping troops from the infantry, women come under tremendous performance pressure when deployed and are obliged to assimilate masculine values in order to be recognised as ‘good’ soldiers. It is argued that this, coupled with the hyper-masculine peacekeeping environment which is hostile to women, undermines their optimal utilization, as well as their ability to infuse a more gendered approach in peacekeeping.

United Nations (UN) peace operations are once again at a crossroads, partly due to overstretched capacities. In the meantime, there are indications that peacekeepers face a new and perhaps less expected challenge. Over the last few years, rulers in Burundi, Chad and the Democratic Republic of the Congo (DRC) have pushed through the reduction of peacekeeping personnel or forced the wholesale withdrawal of peace operations – despite the concerns of the UN. This paper explores whether there is a new hostility to peacekeeping in Africa’s weak states. What should and can the UN do if the assistance they offer in support of peace consolidation is rejected by their putative national ‘partners’, especially when the countries in question continue to face serious post-conflict challenges? Using the cases of UN missions in the DRC and South Sudan, this article examines why the well-established principle of consent of host state governments cannot any longer be taken for granted by peacekeepers. It argues that the increasing hostility towards peace operations is a function of their becoming actors in the domestic power game, as a result of their ever longer and intrusive presence.

Abstract:
The paper presents the existence of a conflict between local ownership and the introduction of gender equality in situations of post-conflict peace-building under the control of international actors, mostly UN peacekeeping forces. The authors present the essential meanings of the term ?local ownership? and understanding of its importance for the success of peacekeeping missions and reforms of the security sector in post-conflict societies in achieveing lasting peace. Local civil or military leaders can actually consider that gender equality is not needed in their culture, and that the participation of women in the security sector is not socio-culturally acceptable. That is why various international actors may be reluctant to advocate for gender equality, considering it as an imposition of foreign cultural values that could potentially destabilize the security sector reform process. The paper presents examples of Sahel region, South Sudan, South Africa, East Timor and Sri Lanka, ilustrating that women and men have different experiences of conflict, and that women in conflict and post-conflict situations are especially vulnerable to sexual and other forms of gender-based violence. Therefore, women?s active participation in peace-building and ending violence and conflicts is essential for peace, security and general cessation of further victimization of women. Supporting the existing power relations characterized by structural gender inequality and violence diminish the value of security sector reform. Moreover, the process of peace-building is destabilized by maintaining permanent sources of victimization of women, discrimination and easy outbreak of armed conflict. This might result in the poorly reformed security sector, which only fits the needs of male local dominant groups and protects their interests, leaving majority of women still in a situation of high risk from various forms of victimization.

ABSTRACT Introduction Since its detection in the early 1980s, HIV and AIDS have claimed 32.7 million lives. The HIV epidemic continues to plague the world with its most devastating effects felt in Eastern and Southern Africa. The exposure, vulnerability, and impact of HIV have been prominent among military personnel due to environmental, demographic, and socioeconomic characteristics. Policies have been developed to mitigate its exposure, vulnerability, and impact on the military. However, there are disparities across these policies, especially on recruitment, enlistment, and deployment. These contentions inspired this evaluation, which was designed to provide vital information and insights for militaries developing new HIV policies, for example, the Ghana Armed Forces (GAF). Materials and Methods Content analyses of key documents and secondary resources from South Africa (SA), the USA, and the United Nations and International Labour Organizations were undertaken. The key documents evaluated included HIV and AIDS policies of the SA National Defence Force (SANDF), the U.S. DoD, UN Department of Peacekeeping Operations, and International Labour Organization (ILO); national HIV and AIDS policies; and legislations of SA and the USA. Results The SANDF policy permits the recruitment of HIV-positive applicants while the U.S. DoD policy does not. Mandatory pre-employment health assessments including HIV testing is conducted for prospective applicants. Again, discrimination against persons living with HIV (PLHIV) is discouraged by national policies and legislations of both countries and the ILO policy. At the same time, the SA national policy permits discrimination based on requirement of the job.On deployment, the SANDF policy explicitly permits deployment of HIV-positive service members, while the U.S. DoD policy cautiously does so. Both policies support mandatory pre-deployment health assessments in line with the UN peacekeeping policy and medical standards even though voluntary confidential HIV counseling and testing is recommended by the UN. All HIV-positive service members are retained and offered treatment and care services; however, the U.S. DoD policy retires unfit service members after 12 months of consecutive non-deployment. Further, the UN policy repatriates service members with pre-existing medical conditions and pays no compensation for death, injury, or illness, which is due to pre-existing medical conditions or not mission-related. Conclusions First, the contents of the military policies are not very diverse since most militaries do not enlist or deploy PLHIV except few countries including SA. Implementation and interpretation is however inconsistent. Some militaries continue to exclude PLHIV despite the existence of policies that permit their inclusion. Second, discrepancies exist among the military policies, national legislations, and international policies. The UN policy is not coherent and empowers the military to exclude PLHIV. Also, potential costs to be incurred, in the form of compensation and repatriation, seem to be a major factor in the decision to deploy HIV-positive service members. Harmonization of military HIV policies to ensure uniform standards, interpretation, and implementation and the coherence of the UN policy are essential to guide countries developing new policies, for example, GAF.

Abstract:
Since 1987, the Lord’s Resistance Army has continued systematic human rights violations in the Central African region. Cases of kidnapping, village raids, mass rapes, and murders, have become defining factors to the urgency of resolving the crisis. In an attempt to respond to the conflict, the United Nations Security Council has initiated a number of political and military-based resolutions to control the conflict since 2008, which includes extending UN peacekeeping mandates in Uganda, Democratic Republic of Congo, and South Sudan, as well as coordinate efforts with relevant African Union bodies. However, its success is far-reached, urging the need to contextualize the forms of hindrances that the UN faced in responding to the crisis. Employing Rourke and Bouyer’s (1996) concept of collective security and measures of response success, with a research limitation set to 2008-2012, a qualitative research utilizing secondary data is implemented, concluding the following hindrances that can be categorized into the following; (1) Implementation of the additional mandate of the UN Peace Forces, (2) Application of the AU Regional Task Force, and (3) Implementation of the Disarmament, Demobilization, Repatriation, Resettlement, and Reintegration program. The National Peacekeeping Force (NPKF) was designed to meet a serious security challenge anticipated in the run-up to South Africa's first democratic elections in April 1994. Its establishment was an imaginative and constructive, but ultimately disastrous initiative. Its failure – however inevitable in retrospect – constituted a major tragedy, less as it proved for the free and fair conduct of the elections than for the longer-term prospects of forging a truly national army. This study seeks to explore: (i) the genesis and evolution of the concept of an integrated South African peacekeeping force; (ii) its character, composition, command structure, and cohesion; and (iii) the causes and consequences of its fateful deployment on the volatile East Rand.

ENGLISH ABSTRACT: Since the advent of democracy in 1994, domestic and international expectations have steadily grown regarding the role of a new South African as a responsible and respected member of the international community. These expectations have included the hope that South Africa will playa leading role in a variety of international, regional and sub-regional forums and that the country will become an active participant in attempts to resolve various regional and international conflicts. The nature of international activities aimed at international conflict prevention, management and resolution has changed dramatically over the past decade. A radically post-Cold War security environment has seen the transformation of classical peacekeeping operations into complex, multi-dimensional conflict management activities with a political focus in which the military is but one of many participants. Whilst South Africa has, as a member of bodies such as the United Nations, the Organisation of African Unity, the African Union and the Southern African Development Community, begun to play an active role in diplomatic resolution initiatives, the country is also expected to contribute to wider multi-national peace missions. Contemporary peace missions are fundamentally political initiatives, despite the complex mixture of political, humanitarian and military concerns and means. South Africa must therefore make a careful appraisal of the political and strategic environment within which peace missions are to be launched and the principles governing South African participation in such efforts. A clear understanding is required of the type of mandate, which governs peace missions in order to facilitate a detailed articulation of acceptable entry and exit criteria and to determine the scope, level and type of resources that South Africa is willing to commit to future peace missions. This will provide a clear indication to the international community and the regional and sub-regional partners of South Africa's stance on participation in peace operations. South Africa has limited but valuable resources to offer the international community for the conduct of peace missions. These include civilians with a diverse range of skills and experience appropriate to peace processes, professional and experienced police officers and well trained and disciplined military capacity. If these resources are to be utilised by the international community in the cause of peace, their approximate nature and size must be defined through an appropriate readiness system for each component. On the other hand, a number of key conditions must be met before these potential resources are deployed in support of a particular peace mission. Some of the responsibility for meeting these conditions lies at the level of the international community - such as the formulation of a clear and realistic mandate. On the other hand, it is a national obligation to support and budget for such participation. After an assessment of the South African National Defence Force, operation BOLEAS in Lesotho, a clearly articulated Aide de Memoire is recommended as a model for Peace Support Operations, which will cover all aspects in relation to South African National Defence (SANDF) participation in peace initiatives. This Aide De Memoire aim to set conditions that should be met before any peacekeeping operation can be implemented. It will provide clarity on matters relating to the scope of South African peace missions; the question of mandates, joint task organisation and legal responsibilities.
AFRIKAANSE OPSOMMING: Sedert die aanvang van demokrasie in 1994 was daar 'n stelselmatige groei in eie en internasionale verwagtinge oor die rol van 'n nuwe Suid-Afrika as verantwoordelike en gerespekteerde lid van die internasionale gemeenskap. Hierdie verwagtinge het die hoop ingesluit dat Suid-Afrika "n leidende rol sou speel in 'n verskeidenheid van internasionale, streek en sub-streek forums en dat die land 'n aktiewe rolspeler sal word in pogings om oplossings te vind vir verskeie streeks- en internasionale konflikte. Die aard van internasionale bedrywighede, wat gemik was op die voorkoming van internasionale konflik, bestuur en besluitneming, het oor die laaste dekade drasties verander. This broad question leads to further questions that include the following: What are the peacekeeping recruitment and selection criteria for the South African Police Service members who need to be deployed in Sudan: Darfur? Is the South African Police Service peacekeeping training curriculum adequate enough to prepare its members for their deployment in Sudan: Darfur?  Does the South African Police Service have any measures to evaluate the role played by its members in Sudan: Dafur? What measures have been introduced to utilise the new skills brought by members that have been deployed? Are there any properly posted members with mission experience, who are capable of presenting and further developing peacekeeping training in the South African Police Service? Does the South African Police Service senior management have knowledge of generic peacekeeping concepts?.

ENGLISH ABSTRACT: The South African Navy (SAN) was created after the First World War as an indigenous naval capability for South Africa was deemed necessary. Its roles and responsibilities through the years have depended on both the requirements of the state, and the political realities of the time. Possible future roles in peace support would therefore depend on political requirements as well as the capabilities and composition of the SAN. To date, the SAN has only contributed to peace support by way of the patrols carried out by the SAN Operations Boat Squadron on Lake Tanganyika, and assistance from the Maritime Reaction Squadron in VIP protection duties in Burundi. The seemingly minor nature of this contribution is disconcerting, because the contributions of the SANDF in present (ongoing) peace support are very highly rated by the South African Government. To enhance its visibility, the SAN should preferably play a more visible role in peace support in Africa, and generally in assisting in the maintenance of good order at sea around the African coastline. The potential contributions to or during peace support activities should therefore not only be seen as the direct support which the SAN can give to land forces carrying out peace support in a specific country, but also the support the SAN can give to maintaining good order in the corresponding, and other African, maritime zones. Potential contributions and roles of the SAN in particular therefore need to be interrogated more comprehensively to foster a deeper understanding of this unexplored field of study within the peace support environment, and that of Africa in particular. To determine the possible contributions and roles of the SAN, the traditional roles and the doctrines of navies (specifically those involved in peace support operations) were investigated. It was found that the roles emanating from the traditional roles for navies were assimilated into navies. doctrines, roles and tasks. Possible roles and missions for the SAN are reflected in the SAN Maritime Doctrine. Regional expectations have added more roles and missions like the sharing of training, assets, expertise, information, the requirement of maintaining maritime security and the maintenance of good order at sea. The assets available in the SAN (and the future assets) seem to be adequate to carry out possible peace support activities. However, the potential roles and contributions of the SAN to peace support will be limited by the scope of future budgets and the shortages of skills, equipment and capacity. The foreseen budgets available will not allow participation in activities beyond those being undertaken at present. Unless more funding is received, the potential roles and contributions of the SAN towards peace support activities in Africa will probably not extend beyond some lake patrols and VIP protection.

Toekomstige verantwoordelikhede vir vredesteun sal insgelyks afhang van politieke oorwegings, sowel as die aard van, en bates beskikbaar vir, die SAV. Tot dusver was die SAV bydrae aan vredesteun beperk tot patrollies deur die SAV Operasionele Booteskader op die Tanganjika meer in Burundi, en bystand deur die Maritieme Reaksie Eskader met BBP werk in Burundi. Hierdie geringe bydraes is onstellend omrede vredesteun pogings belangrik geag word deur die Suid Afrikaanse regering. Om hierdie potensiële bydraes te bepaal, is die tradisionele rol en doktrines van vlote (veral die wat betrokke is by vredesteun) ondersoek. Daar is bevind dat die huidige doktrines, rol en take van vlote voortgevloei het uit die tradisionele rol van vlote. Moontlike rolle en bydraes van die SAV is reeds beskikbaar in die SAV Maritieme Doktrine (2006). Verdere moontlike bydraes spruit voort uit die verwagtinge van die verskillende streke in Afrika soos die deelname in Suid Afrikaanse opleiding, kundigheid en informasie, en die behoefte aan instandhouding van maritieme veiligheid en goeie orde op see. Die huidige en toekomstige bates van die SAV (insluitende skepe, eenhede en personeel) blyk voldoende te wees om by te dra tot moontlike vredesteun aktiwitiete. Die moontlike bydraes sal egter beperk word deur ontoereikende toekomstige begrotings en tekortkominge met betrekking tot kundigheid, toerusting en kapasiteit. Trouens, die huidige en toekomstige begrotings is ontoereikend vir verdere vredesteun bydraes buiten dit wat tot dusver gelewer word. Sonder 'n toename in die begroting sal die vredesteun pogings van die SAV beperk bly tot patrollies deur die SAV Operasionele Booteskader op die Tanganjika Meer, en bystand deur die Maritieme Reaksie Eskader in BBP werk.

Abstract:
International peacekeeping has gained a high profile in international relations and more so, in the post cold war era. The profound increase in the occurrence of civil wars globally and the consequent high demand for the UN to intervene has compelled the world body to delegate its peacekeeping powers to regional organisations. SADC is one of many regional organisations around the world which are faced with the challenge of developing peacekeeping capacities to resolve local conflicts. This thesis endeavours to investigate the prospects of peacekeeping in Southern Africa with specific reference to the involvement of South Africa as a regional power with the wherewithal to play a leadership role in this regard. This is done within the theoretical framework that is provided by the Realist school of thought in international relations. Furthermore, the concept of national interest as defined by Realism will be utilised to explain why countries in Southern Africa in general and South Africa in particular become involved in regional peacekeeping initiatives. The issue of whether the Republic should be involved and how much it should be involved has provoked an intense debate within the country. This debate will therefore be instructive in understanding the dynamics that influence the country's foreign policy behaviour towards the region in relation to playing a leadership role in regional peacekeeping initiatives. The central issue implicit in the debate is the fact that most of the SADC member states that are expected to contribute towards these initiatives have weak economies. This economic weakness in turn leads to the thorny issue of having to seek foreign assistance from western countries from which the region is trying to gain greater independence. This presents the region with a paradox because foreign assistance has serious implications for the SADC countries' sovereignty. It is in this context therefore, that this thesis examines economic development in individual SADC countries and in the region as a whole to establish whether they are in a position to develop a sustainable regional peacekeeping capacity. The contention of the thesis is that economic development is closely related to peacekeeping because without a sound economic base Southern Africa or any other region for that matter, will not be able to develop a viable peacekeeping capacity. On the other hand, keeping the peace in the region is itself important for economic development because it is only in a peaceful environment that economic development can take root.

Abstract:
The hypothesis underlying this research is that Africa's leaders are under a moral/political imperative to summon the will to develop a capacity to intervene in conflicts, possibly with external assistance, but without direct extra-continental intervention. This begs two questions. Is Africa right — politically and morally – to assume this task? And should the rest of the world, particularly the traditional intervening powers, accept and/or promote and/or assist African self-pacification? A trend toward subsidiarity and the regionalisation of conflict management in the African context followed reversals for United Nations and Western policy in the early 1990s, notably in Somalia and Rwanda. In the wake of these setbacks the universal impulse to intervene wherever necessary was overshadowed by a particularist/relativist position that distinguished Africa and African conflicts as cases apart. This translated in theoretical terms to a switch away from a cosmopolitan position allowing of international intervention to a communitarian position that promotes the African 'community' or African sub-regional 'communities' as the primary loci for addressing conflict. The continental organisation, the Organisation of African Union (0AU), has been hampered in assuming this task by its strict Charter adherence to state sovereignty and non-intervention in the internal affairs of its member states. As a result the logic of subsidiarity devolved on Africa's sub-regional organisations, in particular the Economic Community of West African States (ECOWAS) and the Southern Africa Development Community (SADC). However, these organisations have found development of a security framework problematic, suffered from internal rivalries and have been hindered by paucity of funds and logistics. Interventions undertaken under the auspices of these bodies have often been of dubious legitimacy under international law. Viewed from the perspective of the 'just war' tradition these interventions also invariably seem morally suspect. Unwilling to intervene directly, the United States, France and Britain have established a joint initiative to enhance peacekeeping capacity in Africa. This project, under funded and ill considered, has proven inadequate from the perspective of both African participants and its sponsors. The research examines two case studies — intervention by the OAU in Chad in 1980-1982 and the peacekeeping operation undertaken by ECO WAS in Guinea-Bissau in 1998-1999. These cases confirm that existing mechanisms are ineffective for addressing African intra-state conflict. Moreover, they show that extra-African involvement remains an enduring feature of conflict on the continent. A return to the universal/cosmopolitan impulse in terms of international intervention in African conflicts seems unlikely in the short to medium term. In view of this neglect Africa must continue the project of self-pacification. The West is under a moral duty to set aside narrow national interests and expand and improve its existing peacekeeping capacity enhancement programme.

ENGLISH ABSTRACT: This thesis explores the feasibility of the concept Developmental Peace Missions (DPMs). It seeks to answer the question whether DPMs is an ambitious construct or a feasible ideal and whether DPMs could be effectively applied during peace missions. The study takes the form of a descriptive analysis of the theoretical underpinnings of the concept of DPMs, and includes the analysis of various relevant case studies in terms of the application of the concept of DPMs. The study further explores the evolution that has taken place in terms of United Nations peace missions, in that most modern peace missions include both peacekeeping and peacebuilding initiatives. The study also illustrates the modern approach to peace missions, based on an integrated systems-thinking approach by means of which the activities of all relevant role-players are integrated and fused towards a common end state: that of sustained security and development. In order to analyse the concept of DPMs, the theoretical underpinnings of the concept human security, the security-development nexus and peacebuilding were researched in depth. These concepts were then coupled to the concept of DPMs in terms of their utility during current complex peace missions, both internationally and on the African continent. The concept of DPMs was studied in the context of contemporary peacekeeping in terms of three case studies, namely the peace missions in Kosovo, Sierra Leone and the DRC. The DPMs concept was applied to these case studies and analysed in terms of the extent to which the peace interventions in these countries were conducted in accordance with the philosophical and theoretical underpinnings of DPMs. The study concludes that DPMs, in terms of its theoretical basis, is indeed a feasible ideal for peace missions, as it is based on and in line with the approved current UN- and AU-integrated planning processes. However, in terms of its practical utility in Africa, it currently remains an ambitious construct, given the limited capacity and resources of the AU and regional organisations. Therefore, DPMs should not be viewed as a short-term solution to, or panacea for, all intra-state wars. The study proposes that the UN, the AU, as well as relevant regional organisations will have to adjust and make changes in terms of their institutions, structures, funding and the provision of resources in order to operationalise the concept of DPMs successfully. This is especially true as far as the AU is concerned, as the AU currently experiences severe limitations in both material and human resources. However, the fact that both the UN and the AU have adopted the Integrated Mission Planning Process concept as planning tool for their respective missions is an indication that progress is being made towards the achievement of establishing a more holistic and integrated approach to finding sustainable solutions to global conflict. Ultimately, the success of DPMs will be determined by the will and commitment of all the relevant role-players involved in finding a lasting solution to intra-state conflicts. The concept itself cannot provide sustainable peace and development.
AFRIKAANSE OPSOMMING: Dié tesis verken die lewensvatbaarheid van die begrip Ontwikkelingsvredesendings. Daar sal gepoog word om ‘n antwoord te kry op die vraag of Ontwikkelingsvredesendings ‘n ambisieuse konstruk of ‘n haalbare ideal is. Verder sal gepoog word om te bepaal of dit effektief tydens vredesoperasies toegepas kan word. Die studie neem die vorm aan van ‘n beskrywende analise van die teoretiese grondbeginsels van die begrip Ontwikkelingsvredesendings en sluit die analise van verskeie relevante gevallestudies ten opsigte van die begrip in. Die studie ondersoek die evolusie wat plaasgevind het ten opsigte van vredesendings wat deur die Verenigde Nasies (VN) onderneem word, naamlik dat die meeste moderne vredesendings, vredesbewarings, sowel as vredesbou (nasiebou) inisiatiewe insluit. Die studie illustreer ook die moderne benadering wat ten opsigte van vredesendings toegepas word, naamlik dat die aktiwiteite van al die betrokke rolspelers geïntegreer word en op ‘n gedeelde einddoel gefokus word. Die teoretiese grondstelllings van die begrippe veiligheid en ontwikkeling, die veiligheid-ensekuriteit- neksus, sowel as die begrip van vredesbou (nasiebou) is in diepte ondersoek ten einde die begrip Ontwikkelingsvredesendings te analiseer. Die begrip Ontwikkelingsvredesendings is bestudeer teen die agtergrond van eietydse vredesbewaring ten opsigte van drie gevallestudies, naamlik die intervensies in Kosovo, Sierra Leone en die Demokratiese Republiek van die Kongo. Hierdie drie gevallestudies is gekies aangesien dit die eerste sendings was waartydens die VN die nuwe geïntegreerde benadering tot vredesendings, soos in die Brahimi-verslag aanbeveel, toegepas is. ENGLISH ABSTRACT: Although there has been a shift from state security to human security, feminist scholars pointed out the missing gender dynamic of a human security approach. The inclusion of a gendered lens has allowed for peacekeeping to come under scrutiny on how it affects the human security of the host society. Due to increased allegations of sexual exploitation of locals by male peacekeepers, the UN and scholars alike have advocated the increasing recruitment of women in peacekeeping operations, claiming that they have a number of unique contributions which improve the operational effectiveness of a peacekeeping unit and the human security of vulnerable populations. Broadly, the unique contributions women make to peacekeeping is: 1. They have a calming effect on men which decreases violence by peacekeepers; 2. Women are more inclined to interact with locals; 3. They are better respondents to victims of sexual violence; and 4. Women are inspirational to local women. However, women have faced a number of challenges which inhibit them from fulfilling these unique contributions. This project contributes to this line of inquiry and, by conducting focus group discussions with women soldiers in the 9 South Africa Infantry (9 SAI) base, this study provides further understanding on the challenges women peacekeepers face in realizing their value to peacekeeping missions. The evidence presented in this article suggests that even though women can have a positive impact on the operational effectiveness of a unit, the broadly advocated unique contributions of women peacekeepers presents a false holism of women in the military. In the South African case, patriarchal beliefs define gender perceptions and create a self-perception amongst women which inhibit them from realizing their contributions to peacekeeping missions beyond patriarchal lines. Furthermore, the South African National Defence Force’s (SANDF) liberal feminist approach to recruiting women in the military is based on gender equality, which has come at the expense of valuing gender difference. Considering the South African case, and more broadly, the hegemonic masculine culture of military institutions allows for the creation of a soldier identity which only features masculine qualities. Therefore, both men and women do not value feminine qualities which are useful and needed in peacekeeping operations. In the end, women dilute their femininity to fit into this male domain, defeating the point of adding more women to peacekeeping operations for their feminine qualities. This study shows that, ultimately, the correlation between recruiting more women and improving the human security of vulnerable citizens is hazy. Depending on the context in which peacekeepers are deployed, women peacekeepers may exacerbate the insecurity of the locals, the unit, and themselves. To overcome these challenges, this paper advocates the creation of a new soldier identity which should be championed by the SANDF. Furthermore, gender training should be done on a regular basis. In addition, recruitment processes should especially target women and emphasize the value they may add to the military and peacekeeping operations. Finally, ongoing challenges difficult to overcome are the deeply entrenched patriarchal beliefs in the South African society, and the hegemonic masculine culture of the SANDF.
AFRIKAANSE OPSOMMING: Alhoewel daar ʼn verskuiwing in fokus vanaf staatsveiligheid na menslike veiligheid plaasgevind het, lewer feministiese teorie steeds kritiek op menslike veiligheid omdat dit faal om ʼn geslagsaspek in ag te neem. Die insluiting van ʼn geslagsaspek het veroorsaak dat navorsing oor die maniere waarop ʼn vredesoperasie die menslikesekuriteit van die plaaslike bevolking beïnvloed gedoen word. As gevolg van toenemende bewerings van seksuele uitbuiting van plaaslike inwoners deur manlike vredebewaarders het beide die VN en ander geleerdes aanbeveel dat meer vroue gewerf moet word vir deelname aan vredesoperasies. Hul beweer dat vroulike vredesmagsoldate ʼn aantal unieke bydraes kan maak tot die effektiwiteit van vredesmageenhede, asook die menslike sekuriteit van kwesbare bevolkings. Die unieke bydrae wat vroue kan maak tot vredesendings sluit die volgende in: 1. Hulle het ʼn kalmerende effek op mans wat dus lei tot minder geweld deur manlike vredesmagsoldate; 2. Op die ou einde is die toevoeging van vroue tot die weermag as gevolg van hul vroulike eienskappe onnuttig, aangesien hul hierdie eienskappe ‘opgee‘ om in te pas by die manlike kultuur van die SANW. Hierdie studie trek die stelling dat meer vroue in vredesoperasies tot die verbetering van menslikeveiligheid lei in twyfel. In teendeel, afhangende van die konteks waarin vredesmagte ontplooi word, kan vroulike vredesmagsoldate die menslike sekuriteit van die plaaslike bevolking, die vredeseenheid, en hulself in gedrang plaas. Om hierdie uitdagings die hoof te bied, stel hierdie studie voor dat die SANW ʼn nuwe soldaatsidentiteit wat manlike en vroulike eienskappe insluit, skep en bevorder. ENGLISH ABSTRACT: This thesis examines the prospects of an effective African peacekeeping capability in light of the developing peace and security architecture of the relatively new continental body, the African Union (AU). The primary aim is to determine the nature and severity of those challenges that currently face the organization’s ambition of realizing this Pan-African dream. This study is a qualitative analysis that comprises both descriptive and exploratory aspects. The thesis begins by discussing the development of peacekeeping in conflict management. It establishes that peacekeeping emerged as an ad hoc response by the UN to address the growing issue of inter-state conflict during the Cold War, but has evolved into one of the primary tools used by the international community to manage complex crises. The advent of new security threats in the post-Cold War era, spurred on by the dynamic process of globalization, necessitated that peacekeeping adapt and is commonly perceived in contemporary discourse as a multidimensional practice. Central to this development was the shift in focus from international to human security and the recent development of the Responsibility to Protect doctrine. The study then goes on to explore the process that has ultimately led to the establishment of the AU’s proposed peacekeeping capability, the African Standby Force (ASF). With a dramatic increase in incidences of violent conflict across the globe in the 1990s, the UN’s limited resources were pushed to the limit, thus paving the way for regional organizations to play a more important role in ensuring international peace and security. The establishment of the AU in 2002 was meant to put to bed the inability of its forerunner, the Organization of African Unity (OAU), which had suffered from limited financial, logistical and structural competence, while its political and institutional authority was hampered by dissent and the qualified support of member states. However, as the African Union Mission in the Darfur region of Sudan (AMIS), highlights, the AU’s peacekeeping capacity is hamstrung by a lack of political will on the part of African leaders, weak institutional capacity, severe financial constraints as well as an overly militaristic approach that neglects the essential multidimensional nature of peacekeeping.
AFRIKAANSE OPSOMMING: Die tesis ondersoek die vooruitsigte van ‘n effektiewe Afrika vrede-bewaringsmag, binne die konteks van die huidige Afrika Unie (AU) se raamwerk vir vrede en sekuriteit. Die primêre navorsingsdoel is om vas te stel wat die AU se belangrikste uitdagings is, om die die strewe na Pan-Afrikanisme te bewerkstellig in die area van vrede-instandhouding op die kontinent. Eerstens word ‘n oorsig gegee oor die ontwikkeling van vrede-instandhouding binne die konteks van konflikbestuur. Die afleiding word gemaak dat vrede-instandhouding ontstaan het as ‘n ad hoc proses binne die Verenigde Nasies ten einde inter-staat konflik tydens die Koue Oorlog, te besleg. Dit is later binne die internasionale gemeenskap aanvaar as die primêre strategie vir die oplossing en hantering van internasionale konflik. Na die einde van die Koue Oorlog, en tesame met die dinamiese proses van globalisering, het vredeinstandhouding egter verder ontwikkel en ’n multi-dimensionele proses geword. Hierdie ontwikkeling is hoofsaaklik gekenmerk deur ’n fokus wat wegbeweeg het van tradisionele soewereiniteits-sekuriteit na menslike sekuriteit. Dit het gepaardgegaan met die gelyktydige ontwikkeling van die Verantwoordelikheid om te Beskerm doktrine. Die studie ondersoek verder die prosesse wat bygedra het tot die AU se voorgestelde vredesmag – die Afrika Bystandsmag (ASF). Push- and pull forces are considered the most important motivational factors in driving tourism demand. Push forces are motivational forces that arise due to the individual’s need to travel, while pull forces are destination attributes which pull the traveller to the specific destination and in doing so they satisfy the need of the traveller. Understanding why people travel, how they go about selecting their holiday destination and why one country is preferred to the other, is vital to the continued success of the tourism industry. The needs and wants of travellers are constantly changing, therefore, it is imperative that tourism businesses excel at developing new products and services which are better suited to the needs of consumers. The primary objective of this study was to determine the push- and pull forces that influence outbound destination choice in Nelson Mandela Bay Metropole. The study investigated and analysed how the independent variables (push- and pull factors) influence destination choice (dependent variable). From a comprehensive literature review, a hypothetical model was developed to test the relationships between push-and pull forces and destination choice. Twelve hypotheses were formulated to test the relationship between four push forces, eight pull forces and destination choice. The study sought the perceptions of Nelson Mandela Bay Metropole residents and utitised the quantitative research paradigm. A survey was conducted with the aid of a structured self-administered questionnaire, distributed via e-mail and as a hard copy. A combination of convenience- and snowball sampling was utilised. The final sample comprised 302 respondents. The validity of the measuring instrument was ascertained by using exploratory factor analysis. The Cronbach’s alpha values for reliability were calculated for each of the factors identified during the exploratory factor analysis. The top ten destinations visited and intended to be visited were indicated. United Kingdom was the most visited international destination for both leisure and business purposes, while The United States of America was the most popular international destination to visit next for both leisure and business purposes. Pearson product-moment correlation and multiple regression analysis were used to test the correlation and significance of the relationships hypothesised between the various independent and dependent variables. Three statistically significant relationships were found between the push forces (physical and stature motivators and destination accessibility) and destination choice. Four statistically significant relationships were found between the pull forces (events, natural attractions, political issues and general infrastructure) and destination choice. The empirical findings further confirmed that an inter-relationship between push- and pull forces within destination choice does exist. However, pull forces influence push forces to a larger extent. Analysis of variance calculations were used to identify if significant relationships exist between the twelve demographic variables and nine reliable and valid independent variables. Furthermore, post-hoc Scheffè tests identified where the significant differences occurred between the different categories. Cohen’s d-values were calculated in order to assess the practical significance of the mean scores. A total of sixteen practical significant relationships were identified. Travel companies should compile travel packages and tours that serve the needs of both leisure- and business travellers. They can use social media as a communication- and promotion tool to entice travellers to specific destinations. The business travel packages should be all inclusive and include transportation, accommodation and even entries to events. The visual aids, utilised within the marketing material, should entice travellers to want to visit these destinations, and outline the favourable general infrastructure available. When marketing outbound destinations, travel service providers must pay attention to demographical variables such as gender, age, ethnical affiliation, income and marital status to compile travel packages that satisfy the needs of specific groups.

Abstract:
In sub-Saharan African countries that have made democratic transition from military rule and military-backed authoritarian regimes, state elites have embarked upon strategies aimed at demilitarising the new democratic political process. Demilitarisation of the state and politics has become an imperative because it is decisive for consolidating democratic politics and for ensuring improvements in public safety and security. Yet the process of such demilitarisation in these countries has often generated a paradox, whereby the reduction of the political influence of state institutions of violence has been associatedw ith rising civil militarism and the prevalenceo f organised violence in the wider society. In these circumstances, taking cognisance of the dangers of civil militarism and other forms of private violence is a priority for designing and implementing demilitarisation strategies and other security reforms in post-authoritarian African states. Reformminded political elites and external supporters need to be sensitive to these dangers or risk perpetuating the shell of electoral democracy that cannot deliver the goal of human security in the region. This dissertation explored how the current approach to demilitarisation is related to the problem of civil militarism by examining the case studies of Nigeria and South Africa. It explains that given the condition of the state in Africa, demilitarisation of politics after transition from military or military-backed authoritarianism contributes to the emergence of civil militarism. Based on this finding, it argues for a comprehensive approach to demilitarisation as a strategy that caters to both state and societal violence in order to mitigate the risks of civil militarism in the process.

Abstract Peacebuilding is less likely to succeed without the participation and consideration of women. In the last two decades, peace operations deployed on the African continent under the banner of the United Nations and the African Union have included mandates focused on strengthening women’s participation in peace processes, ensuring the protection of women and girls, and integrating gender considerations into the approach of missions at building sustainable peace. This chapter examines the approaches undertaken in two case study countries—Liberia (where a long-standing UN peace operation has recently departed) and South Sudan (where a UN peace operation continues to operate with significant constraints)—in order to examine some of the challenges and opportunities that UN engagement has offered in terms of advancing equality and women’s security in each country.

This chapter examines the main trends and issues of South–South development cooperation, using India as a case study. Over the last few decades, India has been both a recipient of foreign aid and a provider of concessional loans, grants, technical assistance, peacekeeping forces, humanitarian assistance, debt relief, and so on. The chapter explores how and why India, a country that still has more absolutely poor people than the whole of sub-Saharan Africa, gives development assistance to countries in Asia, Africa, and beyond. It first considers the issue of the ‘(re-)emerging’ development actors before discussing India’s development cooperation. It then shows how India and other developing countries are becoming bigger players in the international foreign aid regime. It also analyses India’s South–South relations and suggests that the benefits of India’s development cooperation are shared unevenly, both domestically and abroad.

This chapter examines the impact of India's rise on United Nations peacekeeping missions in Sudan. Participation in peacekeeping has always been shaped by broader geopolitical trends. South Asian countries continue to occupy the top three spots on lists of troop-contributing countries (TCCs), while the ability to define the mandate of UN missions has long been controlled by England, France, and the United States. As India seeks a greater role on the global stage, it has destabilized this traditional binary that has defined UN peacekeeping since its inception. This chapter considers Indian involvement in UN peacekeeping in the Arab world, with a focus on the country's involvement in missions in Sudan and South Sudan. The UN currently is involved with three distinct missions in Sudan: the United Nations Mission in South Sudan (UNMISS), the United Nations Interim Security Force for Abyei (UNISFA), and the joint African Union/UN Hybrid Operation in Darfur (UNAMID). This chapter discusses India's contribution of troops to UNMISS.

Pervasive technologies such as Virtual Reality are disrupting and transforming the way we work and learn, necessitating the development of new ways of education to allow future employees to flexibly react to the future world of work and meet the demands of such a digitised working environment. By way of futures methodology, the aim of the research was to identify the present forces, trends and drivers of change that impact the future of education and the future of work. The Six Pillars of Futures Studies approach to research by Inayatullah was applied throughout the study. The mapping (environmental scanning) of Virtual Reality technologies as a driver of change was done, highlighting the impact of such technology on tertiary education and on the world of work. The purpose of the environmental scanning was to uncover existing and driving forces that will influence the future of tertiary education and the future of work. The Causal Layer Analysis (CLA) was the primary futures methodology applied in this research. CLA was used to investigate deeper causal issues from various viewpoints in order to formulate scenarios for the future. The study developed four different future scenarios and the most favourable scenario was used to formulate the recommended vision, "Future Vision of Education and Work in South Africa towards 2030" which incorporates a realistic, attainable and desirable future that could foreground the improvement of the skills gap in the South African context. This preferred future envisages an education system that broadens access to opportunities and provides the skills and competences that people need to thrive in a new sustainable economy. Background: In today’s world no nation or region is untouched by the forces of globalization and digital economy. One of the key pioneering forces of globalization is the advances of ICT like internet, social networks, etc. In the sphere of business, this pioneering force has also altered the way businesses and organizations communicate and interact with customers and society at large. Such alternation presents obvious opportunities for wealth creation and growth for businesses and organizations that are well-equipped to take advantages of them. But for those that are less-equipped, particularly SMMEs, globalization can easily lead to fore-closures and marginalization. It is a common knowledge that SMMEs entrepreneurs mostly rely on ICT gadgets like mobile phone, Laptops, Tablets to conduct their business activities as many of them don’t have enough capital to set up offices with necessary equipment. Therefore, using various ICT functions/programs on these ICT devices to enhance their business activities are critical to their businesses in the 21st century digital economies. Methodology: Purposeful sampling was used to approach fifty-four SMMEs entrepreneurs operating their businesses in underdeveloped areas locally called Townships in Buffalo City Metropolitan. Microsoft excel was used in the descriptive statistics. Contribution: This research will add to the growing knowledge ICT usage in SMMEs in the 21st century digital economies. Findings: The results indicate that the participating SMMEs entrepreneurs need to be educated, trained and supported in the use of the ICT applicable to enhance their business activities in order for them to take advantages of 21st century digital economies present. Recommendations for Practitioners: The agencies tasked with looking after SMMEs in South Africa needs to consider the lacked of utilisation of ICTs by SMMEs entrepreneurs operating their businesses in underdeveloped areas as one of the barrier to growing of their businesses and take necessary steps to address it. Recommendation for Researchers: Since age and gender have been proven to be key-moderating variables in many technology acceptance models. There is a need to explore in depth whether the factors of gender and age also act as barriers. Impact on Society: The research will assist stakeholders, policy makers and agencies tasked with looking after SMMEs to identify the barriers hindering SMMEs to grow and address them accordingly. Future Research: More work needs to be done to check whether gender, age of the SMMEs entrepreneurs have some effects on their attitude towards the integration of ICT into their business activities.

Abstract:
Currently, the conventional wave loading is the only effect considered in fatigue assessment of ships. DNV has recently confirmed that fatigue damage from wave induced vibrations may be of similar magnitude as from the conventional wave loading (Moe et al. 2005). A 40% contribution to the total fatigue damage in deck amidships is documented through extensive measurements onboard an ore carrier (the reference ship) trading in the North Atlantic. The effect of strengthening the vessel, increasing the natural frequency by 10%, is ineffective to reduce the relative magnitude of the vibration damage. The wave induced vibration, often referred to as whipping and/or springing, does contribute to fatigue damage also for other ship types and trades (Moe et al. 2005). This paper considers the effect of trade. It indicates when the wave induced vibrations should be accounted for in the design phase with respect to fatigue damage. A second ore carrier (the target ship) is monitored with respect to the wave induced hull vibrations and their fatigue effect. Stress records from strain sensors located in the midship deck region are supplemented by wave radar and wind records. Based on the measurements, the vibration stress response and associated vibration induced fatigue damage are determined for varying wind- and wave forces and relative headings. While the reference ship operates in the Canada to Europe ore trade, the target ship trades between Canada and Europe, Brazil and Europe, and South Africa and Europe. A procedure is suggested by Moe et al. (2005) to estimate the long term fatigue damage for different trades by utilizing the measured data from the reference ship. The vibration and wave damage are considered separately. By comparing the measured wave environment and the DNV North Atlantic scatter diagram, the effect of routing indicated a reduction of the fatigue damage by one third. A slightly revised procedure is applied to estimate the effect of trade for the second ore carrier, comparing the long term predicted fatigue damage with the measured fatigue damage. The importance of trade is confirmed. However, the relative contribution of the vibration damage is shown to increase in less harsh environments. The target ship vibrates more than the reference ship for the same trade and Beaufort strength. The vibration damage of the target ship constitutes 56% of the total measured damage, and the high natural frequency is observed to have no significant effect.
