ENGLISH ABSTRACT: Since the advent of democracy in 1994, domestic and international expectations have steadily grown regarding the role of a new South African as a responsible and respected member of the international community. These expectations have included the hope that South Africa will playa leading role in a variety of international, regional and sub-regional forums and that the country will become an active participant in attempts to resolve various regional and international conflicts. The nature of international activities aimed at international conflict prevention, management and resolution has changed dramatically over the past decade. A radically post-Cold War security environment has seen the transformation of classical peacekeeping operations into complex, multi-dimensional conflict management activities with a political focus in which the military is but one of many participants. Whilst South Africa has, as a member of bodies such as the United Nations, the Organisation of African Unity, the African Union and the Southern African Development Community, begun to play an active role in diplomatic resolution initiatives, the country is also expected to contribute to wider multi-national peace missions. Contemporary peace missions are fundamentally political initiatives, despite the complex mixture of political, humanitarian and military concerns and means. South Africa must therefore make a careful appraisal of the political and strategic environment within which peace missions are to be launched and the principles governing South African participation in such efforts. A clear understanding is required of the type of mandate, which governs peace missions in order to facilitate a detailed articulation of acceptable entry and exit criteria and to determine the scope, level and type of resources that South Africa is willing to commit to future peace missions. This will provide a clear indication to the international community and the regional and sub-regional partners of South Africa's stance on participation in peace operations. South Africa has limited but valuable resources to offer the international community for the conduct of peace missions. These include civilians with a diverse range of skills and experience appropriate to peace processes, professional and experienced police officers and well trained and disciplined military capacity. If these resources are to be utilised by the international community in the cause of peace, their approximate nature and size must be defined through an appropriate readiness system for each component. On the other hand, a number of key conditions must be met before these potential resources are deployed in support of a particular peace mission. Some of the responsibility for meeting these conditions lies at the level of the international community - such as the formulation of a clear and realistic mandate. On the other hand, it is a national obligation to support and budget for such participation. After an assessment of the South African National Defence Force, operation BOLEAS in Lesotho, a clearly articulated Aide de Memoire is recommended as a model for Peace Support Operations, which will cover all aspects in relation to South African National Defence (SANDF) participation in peace initiatives. This Aide De Memoire aim to set conditions that should be met before any peacekeeping operation can be implemented. It will provide clarity on matters relating to the scope of South African peace missions; the question of mandates, joint task organisation and legal responsibilities.
AFRIKAANSE OPSOMMING: Sedert die aanvang van demokrasie in 1994 was daar 'n stelselmatige groei in eie en internasionale verwagtinge oor die rol van 'n nuwe Suid-Afrika as verantwoordelike en gerespekteerde lid van die internasionale gemeenskap. Hierdie verwagtinge het die hoop ingesluit dat Suid-Afrika "n leidende rol sou speel in 'n verskeidenheid van internasionale, streek en sub-streek forums en dat die land 'n aktiewe rolspeler sal word in pogings om oplossings te vind vir verskeie streeks- en internasionale konflikte. Die aard van internasionale bedrywighede, wat gemik was op die voorkoming van internasionale konflik, bestuur en besluitneming, het oor die laaste dekade drasties verander. The focus of this research will be on the question as to whether the South African Police Service adequately prepares its police officials for the functions they will be performing in Sudan: Darfur. This broad question leads to further questions that include the following: What are the peacekeeping recruitment and selection criteria for the South African Police Service members who need to be deployed in Sudan: Darfur? Is the South African Police Service peacekeeping training curriculum adequate enough to prepare its members for their deployment in Sudan: Darfur?  Does the South African Police Service have any measures to evaluate the role played by its members in Sudan: Dafur? What measures have been introduced to utilise the new skills brought by members that have been deployed? Are there any properly posted members with mission experience, who are capable of presenting and further developing peacekeeping training in the South African Police Service? Does the South African Police Service senior management have knowledge of generic peacekeeping concepts?.

ENGLISH ABSTRACT: The South African Navy (SAN) was created after the First World War as an indigenous naval capability for South Africa was deemed necessary. Its roles and responsibilities through the years have depended on both the requirements of the state, and the political realities of the time. Possible future roles in peace support would therefore depend on political requirements as well as the capabilities and composition of the SAN. To date, the SAN has only contributed to peace support by way of the patrols carried out by the SAN Operations Boat Squadron on Lake Tanganyika, and assistance from the Maritime Reaction Squadron in VIP protection duties in Burundi. The seemingly minor nature of this contribution is disconcerting, because the contributions of the SANDF in present (ongoing) peace support are very highly rated by the South African Government. To enhance its visibility, the SAN should preferably play a more visible role in peace support in Africa, and generally in assisting in the maintenance of good order at sea around the African coastline. The potential contributions to or during peace support activities should therefore not only be seen as the direct support which the SAN can give to land forces carrying out peace support in a specific country, but also the support the SAN can give to maintaining good order in the corresponding, and other African, maritime zones. Potential contributions and roles of the SAN in particular therefore need to be interrogated more comprehensively to foster a deeper understanding of this unexplored field of study within the peace support environment, and that of Africa in particular. To determine the possible contributions and roles of the SAN, the traditional roles and the doctrines of navies (specifically those involved in peace support operations) were investigated. It was found that the roles emanating from the traditional roles for navies were assimilated into navies. doctrines, roles and tasks. Possible roles and missions for the SAN are reflected in the SAN Maritime Doctrine. Regional expectations have added more roles and missions like the sharing of training, assets, expertise, information, the requirement of maintaining maritime security and the maintenance of good order at sea. The assets available in the SAN (and the future assets) seem to be adequate to carry out possible peace support activities. However, the potential roles and contributions of the SAN to peace support will be limited by the scope of future budgets and the shortages of skills, equipment and capacity. The foreseen budgets available will not allow participation in activities beyond those being undertaken at present. Unless more funding is received, the potential roles and contributions of the SAN towards peace support activities in Africa will probably not extend beyond some lake patrols and VIP protection.
AFRIKAANSE OPSOMMING: Die Suid Afrikaanse Vloot (SAV) het na die Eerste Wêreld Oorlog tot stand gekom omrede so 'n inheemse vloot as broodnodig vir Suid Afrika beskou was. Die SAV se rol en verantwoordelikhede was deur die geskiedenis gerig deur die behoeftes van die regering van die dag en van die politieke oorwegings van die oomblik. Toekomstige verantwoordelikhede vir vredesteun sal insgelyks afhang van politieke oorwegings, sowel as die aard van, en bates beskikbaar vir, die SAV. Abstract:
International peacekeeping has gained a high profile in international relations and more so, in the post cold war era. The profound increase in the occurrence of civil wars globally and the consequent high demand for the UN to intervene has compelled the world body to delegate its peacekeeping powers to regional organisations. SADC is one of many regional organisations around the world which are faced with the challenge of developing peacekeeping capacities to resolve local conflicts. This thesis endeavours to investigate the prospects of peacekeeping in Southern Africa with specific reference to the involvement of South Africa as a regional power with the wherewithal to play a leadership role in this regard. This is done within the theoretical framework that is provided by the Realist school of thought in international relations. Furthermore, the concept of national interest as defined by Realism will be utilised to explain why countries in Southern Africa in general and South Africa in particular become involved in regional peacekeeping initiatives. The issue of whether the Republic should be involved and how much it should be involved has provoked an intense debate within the country. This debate will therefore be instructive in understanding the dynamics that influence the country's foreign policy behaviour towards the region in relation to playing a leadership role in regional peacekeeping initiatives. The central issue implicit in the debate is the fact that most of the SADC member states that are expected to contribute towards these initiatives have weak economies. This economic weakness in turn leads to the thorny issue of having to seek foreign assistance from western countries from which the region is trying to gain greater independence. This presents the region with a paradox because foreign assistance has serious implications for the SADC countries' sovereignty. It is in this context therefore, that this thesis examines economic development in individual SADC countries and in the region as a whole to establish whether they are in a position to develop a sustainable regional peacekeeping capacity. The contention of the thesis is that economic development is closely related to peacekeeping because without a sound economic base Southern Africa or any other region for that matter, will not be able to develop a viable peacekeeping capacity. On the other hand, keeping the peace in the region is itself important for economic development because it is only in a peaceful environment that economic development can take root.

Abstract:
The hypothesis underlying this research is that Africa's leaders are under a moral/political imperative to summon the will to develop a capacity to intervene in conflicts, possibly with external assistance, but without direct extra-continental intervention. This begs two questions. Is Africa right — politically and morally – to assume this task? And should the rest of the world, particularly the traditional intervening powers, accept and/or promote and/or assist African self-pacification? A trend toward subsidiarity and the regionalisation of conflict management in the African context followed reversals for United Nations and Western policy in the early 1990s, notably in Somalia and Rwanda. In the wake of these setbacks the universal impulse to intervene wherever necessary was overshadowed by a particularist/relativist position that distinguished Africa and African conflicts as cases apart. This translated in theoretical terms to a switch away from a cosmopolitan position allowing of international intervention to a communitarian position that promotes the African 'community' or African sub-regional 'communities' as the primary loci for addressing conflict. The continental organisation, the Organisation of African Union (0AU), has been hampered in assuming this task by its strict Charter adherence to state sovereignty and non-intervention in the internal affairs of its member states. As a result the logic of subsidiarity devolved on Africa's sub-regional organisations, in particular the Economic Community of West African States (ECOWAS) and the Southern Africa Development Community (SADC). However, these organisations have found development of a security framework problematic, suffered from internal rivalries and have been hindered by paucity of funds and logistics. Interventions undertaken under the auspices of these bodies have often been of dubious legitimacy under international law. Viewed from the perspective of the 'just war' tradition these interventions also invariably seem morally suspect. Unwilling to intervene directly, the United States, France and Britain have established a joint initiative to enhance peacekeeping capacity in Africa. This project, under funded and ill considered, has proven inadequate from the perspective of both African participants and its sponsors. The research examines two case studies — intervention by the OAU in Chad in 1980-1982 and the peacekeeping operation undertaken by ECO WAS in Guinea-Bissau in 1998-1999. These cases confirm that existing mechanisms are ineffective for addressing African intra-state conflict. Moreover, they show that extra-African involvement remains an enduring feature of conflict on the continent. A return to the universal/cosmopolitan impulse in terms of international intervention in African conflicts seems unlikely in the short to medium term. In view of this neglect Africa must continue the project of self-pacification. The West is under a moral duty to set aside narrow national interests and expand and improve its existing peacekeeping capacity enhancement programme.

ENGLISH ABSTRACT: This thesis explores the feasibility of the concept Developmental Peace Missions (DPMs). It seeks to answer the question whether DPMs is an ambitious construct or a feasible ideal and whether DPMs could be effectively applied during peace missions. The study takes the form of a descriptive analysis of the theoretical underpinnings of the concept of DPMs, and includes the analysis of various relevant case studies in terms of the application of the concept of DPMs. The study further explores the evolution that has taken place in terms of United Nations peace missions, in that most modern peace missions include both peacekeeping and peacebuilding initiatives. The study also illustrates the modern approach to peace missions, based on an integrated systems-thinking approach by means of which the activities of all relevant role-players are integrated and fused towards a common end state: that of sustained security and development. In order to analyse the concept of DPMs, the theoretical underpinnings of the concept human security, the security-development nexus and peacebuilding were researched in depth. These concepts were then coupled to the concept of DPMs in terms of their utility during current complex peace missions, both internationally and on the African continent. The concept of DPMs was studied in the context of contemporary peacekeeping in terms of three case studies, namely the peace missions in Kosovo, Sierra Leone and the DRC. The DPMs concept was applied to these case studies and analysed in terms of the extent to which the peace interventions in these countries were conducted in accordance with the philosophical and theoretical underpinnings of DPMs. The study concludes that DPMs, in terms of its theoretical basis, is indeed a feasible ideal for peace missions, as it is based on and in line with the approved current UN- and AU-integrated planning processes. However, in terms of its practical utility in Africa, it currently remains an ambitious construct, given the limited capacity and resources of the AU and regional organisations. Therefore, DPMs should not be viewed as a short-term solution to, or panacea for, all intra-state wars. The study proposes that the UN, the AU, as well as relevant regional organisations will have to adjust and make changes in terms of their institutions, structures, funding and the provision of resources in order to operationalise the concept of DPMs successfully. This is especially true as far as the AU is concerned, as the AU currently experiences severe limitations in both material and human resources. However, the fact that both the UN and the AU have adopted the Integrated Mission Planning Process concept as planning tool for their respective missions is an indication that progress is being made towards the achievement of establishing a more holistic and integrated approach to finding sustainable solutions to global conflict. Ultimately, the success of DPMs will be determined by the will and commitment of all the relevant role-players involved in finding a lasting solution to intra-state conflicts. The concept itself cannot provide sustainable peace and development.
AFRIKAANSE OPSOMMING: Dié tesis verken die lewensvatbaarheid van die begrip Ontwikkelingsvredesendings. Daar sal gepoog word om ‘n antwoord te kry op die vraag of Ontwikkelingsvredesendings ‘n ambisieuse konstruk of ‘n haalbare ideal is. Verder sal gepoog word om te bepaal of dit effektief tydens vredesoperasies toegepas kan word. Die studie neem die vorm aan van ‘n beskrywende analise van die teoretiese grondbeginsels van die begrip Ontwikkelingsvredesendings en sluit die analise van verskeie relevante gevallestudies ten opsigte van die begrip in. Die studie ondersoek die evolusie wat plaasgevind het ten opsigte van vredesendings wat deur die Verenigde Nasies (VN) onderneem word, naamlik dat die meeste moderne vredesendings, vredesbewarings, sowel as vredesbou (nasiebou) inisiatiewe insluit. Die studie illustreer ook die moderne benadering wat ten opsigte van vredesendings toegepas word, naamlik dat die aktiwiteite van al die betrokke rolspelers geïntegreer word en op ‘n gedeelde einddoel gefokus word. Die teoretiese grondstelllings van die begrippe veiligheid en ontwikkeling, die veiligheid-ensekuriteit- neksus, sowel as die begrip van vredesbou (nasiebou) is in diepte ondersoek ten einde die begrip Ontwikkelingsvredesendings te analiseer. Hierdie begrippe is daarna in verband gebring met die begrip Ontwikkelingsvredesendings soos wat dit tans tydens moderne komplekse vredesendings toegepas word – beide internasionaal sowel as op die Afrika kontinent. Die begrip Ontwikkelingsvredesendings is bestudeer teen die agtergrond van eietydse vredesbewaring ten opsigte van drie gevallestudies, naamlik die intervensies in Kosovo, Sierra Leone en die Demokratiese Republiek van die Kongo. Hierdie drie gevallestudies is gekies aangesien dit die eerste sendings was waartydens die VN die nuwe geïntegreerde benadering tot vredesendings, soos in die Brahimi-verslag aanbeveel, toegepas is. Die studie het bevind dat Ontwikkelingsvredesendings, wat betref die teoretiese grondstellings inderdaad uitvoerbaar is, aangesien dit gebaseer is op en in ooreenstemming is met die huidige aanvaarde beplanninsprosesse van die VN en die AU. Ten spyte van laasgenoemde uitdagings dui die aanvaarding van die Geïntegreerde Sendingbeplanningsproses as besluitnemings-meganisme deur beide die VN en die AU op die vordering wat gemaak word ten opsigte van die daarstelling van ‘n meer holistiese en geïntegreerde benadering vir volhoubare oplossings vir konflik. ENGLISH ABSTRACT: Although there has been a shift from state security to human security, feminist scholars pointed out the missing gender dynamic of a human security approach. The inclusion of a gendered lens has allowed for peacekeeping to come under scrutiny on how it affects the human security of the host society. Due to increased allegations of sexual exploitation of locals by male peacekeepers, the UN and scholars alike have advocated the increasing recruitment of women in peacekeeping operations, claiming that they have a number of unique contributions which improve the operational effectiveness of a peacekeeping unit and the human security of vulnerable populations. Broadly, the unique contributions women make to peacekeeping is: 1. They have a calming effect on men which decreases violence by peacekeepers; 2. Women are more inclined to interact with locals; 3. They are better respondents to victims of sexual violence; and 4. Women are inspirational to local women. However, women have faced a number of challenges which inhibit them from fulfilling these unique contributions. This project contributes to this line of inquiry and, by conducting focus group discussions with women soldiers in the 9 South Africa Infantry (9 SAI) base, this study provides further understanding on the challenges women peacekeepers face in realizing their value to peacekeeping missions. The evidence presented in this article suggests that even though women can have a positive impact on the operational effectiveness of a unit, the broadly advocated unique contributions of women peacekeepers presents a false holism of women in the military. In the South African case, patriarchal beliefs define gender perceptions and create a self-perception amongst women which inhibit them from realizing their contributions to peacekeeping missions beyond patriarchal lines. Furthermore, the South African National Defence Force’s (SANDF) liberal feminist approach to recruiting women in the military is based on gender equality, which has come at the expense of valuing gender difference. Considering the South African case, and more broadly, the hegemonic masculine culture of military institutions allows for the creation of a soldier identity which only features masculine qualities. Therefore, both men and women do not value feminine qualities which are useful and needed in peacekeeping operations. In the end, women dilute their femininity to fit into this male domain, defeating the point of adding more women to peacekeeping operations for their feminine qualities. This study shows that, ultimately, the correlation between recruiting more women and improving the human security of vulnerable citizens is hazy. Depending on the context in which peacekeepers are deployed, women peacekeepers may exacerbate the insecurity of the locals, the unit, and themselves. To overcome these challenges, this paper advocates the creation of a new soldier identity which should be championed by the SANDF. Furthermore, gender training should be done on a regular basis. In addition, recruitment processes should especially target women and emphasize the value they may add to the military and peacekeeping operations. Finally, ongoing challenges difficult to overcome are the deeply entrenched patriarchal beliefs in the South African society, and the hegemonic masculine culture of the SANDF.
AFRIKAANSE OPSOMMING: Alhoewel daar ʼn verskuiwing in fokus vanaf staatsveiligheid na menslike veiligheid plaasgevind het, lewer feministiese teorie steeds kritiek op menslike veiligheid omdat dit faal om ʼn geslagsaspek in ag te neem. Die insluiting van ʼn geslagsaspek het veroorsaak dat navorsing oor die maniere waarop ʼn vredesoperasie die menslikesekuriteit van die plaaslike bevolking beïnvloed gedoen word. As gevolg van toenemende bewerings van seksuele uitbuiting van plaaslike inwoners deur manlike vredebewaarders het beide die VN en ander geleerdes aanbeveel dat meer vroue gewerf moet word vir deelname aan vredesoperasies. Hul beweer dat vroulike vredesmagsoldate ʼn aantal unieke bydraes kan maak tot die effektiwiteit van vredesmageenhede, asook die menslike sekuriteit van kwesbare bevolkings. ENGLISH ABSTRACT: This thesis examines the prospects of an effective African peacekeeping capability in light of the developing peace and security architecture of the relatively new continental body, the African Union (AU). The primary aim is to determine the nature and severity of those challenges that currently face the organization’s ambition of realizing this Pan-African dream. This study is a qualitative analysis that comprises both descriptive and exploratory aspects. The thesis begins by discussing the development of peacekeeping in conflict management. It establishes that peacekeeping emerged as an ad hoc response by the UN to address the growing issue of inter-state conflict during the Cold War, but has evolved into one of the primary tools used by the international community to manage complex crises. The advent of new security threats in the post-Cold War era, spurred on by the dynamic process of globalization, necessitated that peacekeeping adapt and is commonly perceived in contemporary discourse as a multidimensional practice. Central to this development was the shift in focus from international to human security and the recent development of the Responsibility to Protect doctrine. The study then goes on to explore the process that has ultimately led to the establishment of the AU’s proposed peacekeeping capability, the African Standby Force (ASF). With a dramatic increase in incidences of violent conflict across the globe in the 1990s, the UN’s limited resources were pushed to the limit, thus paving the way for regional organizations to play a more important role in ensuring international peace and security. The establishment of the AU in 2002 was meant to put to bed the inability of its forerunner, the Organization of African Unity (OAU), which had suffered from limited financial, logistical and structural competence, while its political and institutional authority was hampered by dissent and the qualified support of member states. However, as the African Union Mission in the Darfur region of Sudan (AMIS), highlights, the AU’s peacekeeping capacity is hamstrung by a lack of political will on the part of African leaders, weak institutional capacity, severe financial constraints as well as an overly militaristic approach that neglects the essential multidimensional nature of peacekeeping.
AFRIKAANSE OPSOMMING: Die tesis ondersoek die vooruitsigte van ‘n effektiewe Afrika vrede-bewaringsmag, binne die konteks van die huidige Afrika Unie (AU) se raamwerk vir vrede en sekuriteit. Die primêre navorsingsdoel is om vas te stel wat die AU se belangrikste uitdagings is, om die die strewe na Pan-Afrikanisme te bewerkstellig in die area van vrede-instandhouding op die kontinent. Eerstens word ‘n oorsig gegee oor die ontwikkeling van vrede-instandhouding binne die konteks van konflikbestuur. Die afleiding word gemaak dat vrede-instandhouding ontstaan het as ‘n ad hoc proses binne die Verenigde Nasies ten einde inter-staat konflik tydens die Koue Oorlog, te besleg. Dit is later binne die internasionale gemeenskap aanvaar as die primêre strategie vir die oplossing en hantering van internasionale konflik. Na die einde van die Koue Oorlog, en tesame met die dinamiese proses van globalisering, het vredeinstandhouding egter verder ontwikkel en ’n multi-dimensionele proses geword. Push- and pull forces are considered the most important motivational factors in driving tourism demand. Push forces are motivational forces that arise due to the individual’s need to travel, while pull forces are destination attributes which pull the traveller to the specific destination and in doing so they satisfy the need of the traveller. Understanding why people travel, how they go about selecting their holiday destination and why one country is preferred to the other, is vital to the continued success of the tourism industry. The needs and wants of travellers are constantly changing, therefore, it is imperative that tourism businesses excel at developing new products and services which are better suited to the needs of consumers. The primary objective of this study was to determine the push- and pull forces that influence outbound destination choice in Nelson Mandela Bay Metropole. The study investigated and analysed how the independent variables (push- and pull factors) influence destination choice (dependent variable). From a comprehensive literature review, a hypothetical model was developed to test the relationships between push-and pull forces and destination choice. Twelve hypotheses were formulated to test the relationship between four push forces, eight pull forces and destination choice. The study sought the perceptions of Nelson Mandela Bay Metropole residents and utitised the quantitative research paradigm. A survey was conducted with the aid of a structured self-administered questionnaire, distributed via e-mail and as a hard copy. A combination of convenience- and snowball sampling was utilised. The final sample comprised 302 respondents. The validity of the measuring instrument was ascertained by using exploratory factor analysis. The Cronbach’s alpha values for reliability were calculated for each of the factors identified during the exploratory factor analysis. The top ten destinations visited and intended to be visited were indicated. United Kingdom was the most visited international destination for both leisure and business purposes, while The United States of America was the most popular international destination to visit next for both leisure and business purposes. Pearson product-moment correlation and multiple regression analysis were used to test the correlation and significance of the relationships hypothesised between the various independent and dependent variables. Three statistically significant relationships were found between the push forces (physical and stature motivators and destination accessibility) and destination choice. Four statistically significant relationships were found between the pull forces (events, natural attractions, political issues and general infrastructure) and destination choice. The empirical findings further confirmed that an inter-relationship between push- and pull forces within destination choice does exist. However, pull forces influence push forces to a larger extent. Analysis of variance calculations were used to identify if significant relationships exist between the twelve demographic variables and nine reliable and valid independent variables. Furthermore, post-hoc Scheffè tests identified where the significant differences occurred between the different categories. Cohen’s d-values were calculated in order to assess the practical significance of the mean scores. A total of sixteen practical significant relationships were identified. Travel companies should compile travel packages and tours that serve the needs of both leisure- and business travellers. They can use social media as a communication- and promotion tool to entice travellers to specific destinations. The business travel packages should be all inclusive and include transportation, accommodation and even entries to events. The visual aids, utilised within the marketing material, should entice travellers to want to visit these destinations, and outline the favourable general infrastructure available. When marketing outbound destinations, travel service providers must pay attention to demographical variables such as gender, age, ethnical affiliation, income and marital status to compile travel packages that satisfy the needs of specific groups.

In sub-Saharan African countries that have made democratic transition from military rule and military-backed authoritarian regimes, state elites have embarked upon strategies aimed at demilitarising the new democratic political process. Demilitarisation of the state and politics has become an imperative because it is decisive for consolidating democratic politics and for ensuring improvements in public safety and security. Yet the process of such demilitarisation in these countries has often generated a paradox, whereby the reduction of the political influence of state institutions of violence has been associatedw ith rising civil militarism and the prevalenceo f organised violence in the wider society. In these circumstances, taking cognisance of the dangers of civil militarism and other forms of private violence is a priority for designing and implementing demilitarisation strategies and other security reforms in post-authoritarian African states. Reformminded political elites and external supporters need to be sensitive to these dangers or risk perpetuating the shell of electoral democracy that cannot deliver the goal of human security in the region. This dissertation explored how the current approach to demilitarisation is related to the problem of civil militarism by examining the case studies of Nigeria and South Africa. It explains that given the condition of the state in Africa, demilitarisation of politics after transition from military or military-backed authoritarianism contributes to the emergence of civil militarism. Based on this finding, it argues for a comprehensive approach to demilitarisation as a strategy that caters to both state and societal violence in order to mitigate the risks of civil militarism in the process.

It is commonly understood that the adoption and development of technological marketing capabilities by firms provides them with immense opportunities to transform their business practices and strategies, so as to strategically position themselves in the market and enhance firm performance. Nevertheless, little attention has, thus far, been given to the empirical investigation of the impact of adopting and developing the technological marketing on Porter‟s five competitive forces and firm performance of SMEs. The principal objective of this study was to fill this void by investigating the influence of the technological marketing on Porter‟s five competitive forces model (industry structure) of SMEs in the Buffalo City Metropolitan Municipality. Secondarily, the study sought to determine the influence of technological marketing capability on firm performance of SMEs in the Buffalo City Metropolitan Municipality; in order to ascertain whether or not the competitiveness of SMEs impacts on their firm performance; to determine whether or not SMEs adopt new and advanced technological capabilities when marketing their products/services and to examine whether or not SMEs adopt new and advanced technological capabilities in order to enhance their performance. The study employs a quantitative method in data collection. Sample data from 211 SME owners/managers in the retail and manufacturing sectors of Buffalo City Metropolitan Municipality was collected for the final data analysis of this project. The sample data was analysed by performing a Confirmatory Factor Analysis (CFA) and Structural Equation Modeling (SEM) using AMOS 7 Statistical Analysis software. The principal finding of this study reveals that technological marketing has no significant impact on Porter‟s five forces. In addition, the results showed that technological marketing capability has a positive and significant influence on firm performance. The findings also revealed that SMEs adopt new and advanced technologies when marketing their products and services. The conclusions and implications of the research findings are provided and recommendations are suggested. The researcher recommended non technological strategies for improving SMEs‟ competitiveness and the following technological strategies to boost performance: creating a customer-centric e-commerce strategy, embracing outsourcing, joining e-business community and integrating information management into new marketing technologies. Strategies were also recommended to the government as the policy maker. These include introducing e-business finance arrangement, marketing hubs for SMEs and promoting synergies between technology vendor companies and the small enterprises. The study tried to address marketing technologies‟ policy deficiencies on the side of both SMEs and the government.

ENGLISH ABSTRACT: This thesis evaluates and explores the function of Private Military Companies (PMCs) on the African continent. The phenomenon of PMCs evolved after the end of the Cold War. This study focuses on the relevant international and national legislation regulating PMCs that conduct active military assistance operations. These PMC operations have a strategic impact on the political, social, economical and security environments of the areas in which they are contracted to operate. The purpose of the thesis is to assess whether PMCs are efficient and cost effective, can be held accountable and to whom, and if current legislation (national and international) regulating PMCs is sufficient. This thesis is a literature survey that seeks descriptive and comparative information relevant to the purpose of this study. It deals with that information qualitatively. No empirical research has been conducted. It is therefore not an opinion survey as no questionnaires have been completed, although interviews with knowledgeable people have been conducted. The thesis focuses on the operations conducted by the now defunct Executive Outcomes (of the Republic of South Africa), a combat type PMC in Angola and Sierra Leone and Military Professional Resources Incorporated (of the United States of America), a non-combat type PMC in Equatorial Guinea. The study concludes that PMC operations through legitimate government contracts at international level are indeed legitimate. The regulations (international and national, if they exist) regarding PMCs are not sufficient, and allow for many grey areas. PMCs that operate in this sphere of grey areas are unacceptable for the international community in the current milieu. PMCs are, however, operating in a vacuum of accountability and regulation (international and national). With sufficient legislation, PMCs could be the new peacemakers.
AFRIKAANSE OPSOMMING: Hierdie tesis evalueer en ondersoek die funksionering van Privaat Militêre Maatskappye (PMM’e) en hul werksaamhede in Afrika. Die PMM-verskynsel het voortgespruit uit die stilstand van die Koue Oorlog. Die tesis fokus op die relevante internasionale en nasionale wetgewing rakende PMM’e wat aktief in een of ander formaat by militêre operasies betrokke is. Hierdie PMM-operasies het ’n beduidende strategiese impak op die sosio-politiese, ekonomiese en sekuriteitareas van die gebiede waartoe hul gekontrakteer is. Die doel van die tesis is om die effektiwiteit en koste-effektiwiteit van PMM’e te evalueer, asook om uit te vind of hulle aanspreeklik is en aan wie hulle verantwoording moet doen. Daar is ook gefokus op huidige wetgewing (internasionaal sowel as nasionaal) rakende PMM’e om die doeltreffendheid van sodanige wetgewing te bepaal. Peacekeeping is a means by which international or regional organizations control conflict situations that are likely to endanger international peace and security. Most scholars have viewed the contributions of peacekeeping forces only in terms of failures, and they have not investigated fully the political-military circumstances" under which conflict control measures succeed. This dissertation is an attempt to bridge this gap and to show how the OAU compares with the UN in carrying out peacekeeping missions. The method of research was the case study method in which primary and secondary data was used to describe the situations in which six peacekeeping forces operated. The content of resolutions, official reports and secondary data were examined for non-trivial evidences of impediments to implementation of mandates. Findings from the research indicate that peacekeeping missions not properly backed by political efforts at settlement of disputes, cooperation of the superpowers, and financial and logistic support were ineffective and usually unsuccessful. Lack of consensus and pursuit of national interests have resulted in ambiguous or unrealistic mandates and have reduced the effectiveness of peacekeeping operations. Moreover, parties to a conflict were interested only in solutions that favored their interests and were often skeptical about the role and credibility of peacekeeping forces. But the continued violations of ceasefire agreements in defiance of the presence of peacekeeping forces were due partly to the force's inability to use force except in self-defense , Most of the forces operated under serious operational and logistical difficulties and they were inadequately funded. But none of the three factors has been responsible alone for the failure of peacekeeping missions. The coordination of UN operations has been better than that of the OAU. In civil war situations, national governments have requested peacekeeping forces because they could not, unaided, put down their opponents. The UN has deployed its forces only as a means of relaxing tensions while member-states have pursued other interests.

ENGLISH ABSTRACT: This study traces the development of the welfare state in Mauritius and South Africa from the early 1900s until the present, with specific reference made to the non-contributory old-age pension scheme. It seeks to understand the intersections between big capital, the state and broad-based social forces in heralding different welfare outcomes in the two countries. Mauritius has retained its long-standing traditions as a social democratic welfare state stretching back to the late 1950s. In contrast, the current welfare model of South Africa continues to be the embodiment of the liberal welfare state, similar to that of the ancien regime set up in 1928, even though it has maintained a generous social grants system since the advent of democracy in 1994. As a result it is important to unravel patterns of historical evolution that are responsible for different welfare outcomes in seemingly identical socio-political contexts. Similarly, it is important to scratch below the surface of these historical patterns of evolution to account for these disparate welfare frameworks which, nonetheless, exhibit identical outcomes in the social security sector in terms of their unfaltering commitment to old-age pensions. To this end the dissertation employs the comparative historical analysis approach in a bid to draw cross-national parallels between the social processes that unfolded and consequently underpinned development paradigms over time. This study suggests that accounting for the divergent policy outcomes is the disproportionate powers being wielded by neoliberal market forces within the main arteries of the South African economy, which hindered the state from defining the policy direction of its welfare framework to dovetail with expansive social reforms. This restraint was compounded by the left as a 'labour aristocracy', whose alliance with the political ruling class compromised their ability to champion the pro-poor agenda with as much vigour as they would have if they had pursued an independent course. This is a far cry from the welfare trajectory of Mauritius, in which a mutual understanding between the state, cross-class movements and capitalist market forces bridged contesting class interests by reconciling market economics with social fundamentals. Unlike in South Africa, the independence of the working classes in Mauritius – whose mobilising traditions cut across the class spectrum – has added special impetus to the social reform movement, having served as the bulwark against welfare retrenchments and/or less egalitarian reforms in the past. That the universal pension scheme and the state’s commitment to the pro-poor cause remain intact in Mauritius is a result of these pro-active class contestations. On the other hand, the absence of the balance of power struck between social actors and the economic élite in South Africa propelled a class compromise that allowed for the dominance of pensions to come at the cost of extensive social reforms. Such outcomes would not have come into effect in South Africa had the playing field for all relevant stakeholders been level, as in Mauritius.
AFRIKAANSE OPSOMMING: Hierdie studie volg die ontwikkeling van die welsynstaat in Mauritius en in Suid-Afrika vanaf die vroeë 1900’s tot op hede, met spesifieke verwysing na die nie-bydraende ouderdomspensioenskema. Dit poog om die snypunte tussen groot kapitaal, die staat en breë-basis maatskaplike kragte wat gelei het tot verskillende welsynuitkomstes in die twee lande te begryp. Mauritius het sy langdurige tradisie as ’n sosiale demokratiese welsynstaat, wat sedert die 1950’s bestaan, behou. In kontras gaan die huidige welsynmodel in Suid-Afrika voort as die beliggaming van die liberale welsynstaat, soortgelyk aan die ancien regime wat in 1928 ingestel is, selfs al het dit ’n vrygewige stelsel van maatskaplike toelae sedert die vestiging van demokrasie in 1994 onderhou. As gevolg hiervan is dit belangrik om die patrone van historiese evolusie te ontsyfer wat verantwoordelik is vir verskillende welsynuitkomstes in blykbaar identiese sosiaal-politiese kontekste. Eweneens is dit belangrik om onder die oppervlak van hierdie historiese patrone van evolusie te krap om hierdie uiteenlopende welsynraamwerke te verklaar wat nietemin identiese uitkomstes in die maatskaplike sekuriteitsektor vertoon in terme van hulle onwrikbare verbondenheid tot ouderdomspensioene. Ten einde dit te bereik gebruik hierdie proefskrif die benadering van vergelykende historiese analise in ’n poging om dwarsliggende nasionale ooreenstemmings te vind tussen die maatskaplike prosesse wat gelei het tot die skep van ontwikkelingsparadigmas oor tyd en hulle gevolglik onderskraag het. Hierdie studie stel voor dat die verklaring vir die uiteenlopende beleidsuitkomstes berus in die ongelyke magte wat binne die belangrikste kanale van die Suid-Afrikaanse ekonomie deur neoliberale markkragte beheer word, wat die staat daarvan weerhou het om ’n beleidsrigting vir sy welsynraamwerk te definieer wat by die breedvoerige maatskaplike hervormings pas. Sulke uitkomstes sou nie in Suid-Afrika ingetree het nie as die speelveld vir al die relevante belanghebbers gelyk was, soos in Mauritius.

Abstract:
Due to the continual increase in competitive pressure from international organisations, it has become necessary to assess the degree of transformational change within South African organisations to overcome the effect of global forces. Transformation was investigated in terms of organizational restructuring and the various work designs that are utilised by organisations to deal with the effect of global forces. To examine the main problem, three sub-problems were identified. The first sub-problem that had been identified dealt with the extent of which global forces impacted on the business environment. It was investigated by evaluating various economic, technological and sociopolitical forces. From the results it may be concluded that global forces have a large impact on the local business environment. The second sub-problem looked at the degree to which work designs assisted organisations to manage the effect of global forces. It was evident that the flexible types of work designs were more readily utilised to optimise productivity and employee moral. Finally, the third sub-problem investigated the various structures that organisations could adopt to deal with the effect of global forces. Organisational structures were analysed in terms of customer orientation, fulfilment of company objectives and the types of structures that are used within organisations. The results showed that 75% of the sample population believed that their organisational structures co-ordinated all activities within their organisations. Feedback on the type of structures that were used by organisations revealed that various types are being used.

ENGLISH ABSTRACT: Private Military and Security Companies (PMSCs) are fast becoming a permanent structure in international security. PMSCs are made up of two groups, namely Private Military Companies (PMCs) and Private Security Companies (PSCs). Antagonism towards their existence and involvement in African civil wars is the result of some damaging effects of PMSCs- more specifically PMCs- including misconceptions. Both PMCs and PSCs are compared to mercenaries and definitional issues plague the private security industry. Private Military and Security Companies however are legal entities, different to mercenaries. This is why PMCs are sometimes referred to as "corporate warriors". As private companies PMCs often fill the security gaps left by international responses to African civil wars. Their contracts with legitimate governments offer a cheap and effective end to the violence of civil war. In recent years the use of PMSCs has increased among both weak and strong states. Antipathy however remains the prominent attitude in the international community, thus challenging the use of PMSCs. From this point of view, they are a ¡°scourge¡± because PMCs are not only likened to mercenaries of old who fight for private gain, but the arguments are also that they undermine the sovereignty of weak states, that they are unaccountable to the citizens of these states, that they violate human rights, that they don't solve root causes and that they contribute to militarization. The increase of civil conflicts in Africa and the surplus of military professionals after the Second World War meant that mercenaries became involved in African liberation struggles. By the end of the Cold War however- in an era that favours liberal economic practices and privatisation- professional legal Private Military and Security Companies were established to supplement the security gap left at the end of the Cold War. As mentioned, these are legal companies that don.t breach international conventions; are accountable to some home state legislation's and brought peace to Angola and Sierra Leone. International responses to security concerns- especially those in Africa- are burdened by the plethora of complex civil conflicts that simultaneously demand attention from the United Nations. PMCs may be equipped to execute Chapter VII mandates of the UN Charter, as these deal with robust enforcement functions at a time when the West is reluctant to intervene. What is perhaps required is more accountability (also to host state legislation) and oversight. The services of PMCs are beneficial to a number of stakeholders. These include the states in which they are registered, the states in which they operate, the citizenry that they protect, and they are profitable to the shareholders of the PMCs and diamond and oil companies they are contracted to. It is thus the conclusion of this thesis that Private Military Companies provide a faster and more cost- effective option for peacemaking in Africa. As private companies they are not bound by protocols and conventions but they must satisfy the company and its shareholders. And although the use of Private Military Companies is not dependent on the regulation of the industry, the PMSC industry would benefit from more self- regulation in the market place. Thus with relevant and more effective regulation, PMCs could become Africa's solution to her civil conflicts. Unlike in the Ballesteros report, the UN has to recognise this role.
AFRIKAANSE OPSOMMING: Private Militere- en Sekuriteitsmaatskappye (PMSMe) is vinnig besig om 'n permanente struktuur in privaatsekuriteit te word. Skadelike uitwerkings van hierdie PMSMe, wanpersepsies ingesluit, is 'n gevolg van die antagonisme teenoor die maatskappye en hul betrokkenheid in burgeroorloë. PMSMe word met huursoldate vergelyk en gevolglik word die privaatsekuriteitsindustrie met kwessies rondom definiering gekwel. PMSMe, anders as huursoldate, is egter wettige entiteite. Om hierdie rede word PMSMe dikwels as "korporatiewe krygsmanne" (corporate warriors) beskryf. PMSMe, as private maatksappye, vul dikwels die sekuriteitsgapings wat deur die internasionale reaksies tot burgeroorloë in Afrika gelaat is. Hul kontrakte met legitieme regerings bied 'n goedkoop en effektiewe middel om die geweld van burgeroorloë te beëindig. Die toename in burgerlike konflikte in Afrika, tesame met die oorskot militêre vakkundiges na die Tweede Wereldoorlog, het gemaak dat huursoldate in Afrika se vryheidstryde betrokke geraak het. Teen die einde van die Koue Oorlog - gedurende 'n tydperk waar liberale ekonomiese praktyke en privatisering voorrang geniet het - was professionele wettige PMSMe byderhand om die sekuriteitsgaping aan te vul. Hierdie is dus wettige maatskappye wat nie internasionale konvensies skend nie, wat verantwoordbaar is aan sekere tuisstaatwetgewing, en wat vrede in Angola en Sierra Leone meegebring het. Die rede hiervoor is dat die PMSMe wel toegerus is om robuuste toepassings funksies te verrig. Dit het veral vorendag gekom gedurende 'n tydperk toe die Weste huiwerig was om by sekuriteitskwessies in te meng. Hoer vlakke van verantwoordbaarheid en oorsig word moontlik meer vereis. Die dienste van PMSMe is voordelig vir vele belanghebbendes. Hierdie sluit die state in waar hul gekontrakteer het, die state waarin hulle optree, die burgers wat hulle beskerm, die winsgewendherd vir aandeelhouers van die PMSMe en die diamant- en oliemaatskappye deur wie hul gekontrakteer mag wees om installasies te beskerm. Die gevolgtrekking van hierdie tesis is dus dat PMSMe 'n vinniger en meer koste-effektiewe opsie vir vredemaking in Afrika bied. Al is die gebruik van PMSMe nie afhanklik van die regulering van die industrie nie, sal die PMSMe-industrie by 'n verhoging in self-regulering in daardie sektore baat vind. Met relevante en meer effektiewe markregulering, kan PMSMe dus as 'n oplossing in Afrika se burgerlike konflik dien. Anders as in die Ballesteros verslag, sal die VN dit moet erken.

Abstract:

The dissertation examines three military interventions in Sub-Saharan Africa which took place in the mid and late 1990s in Rwanda, the DRC and Lesotho. These interventions took place despite high expectations of international and regional peace on the part of most analysts after the collapse of cold war in 1989. However, interstate and intrastate conflicts re-emerged with more intensity than ever before, and sub-Saharan Africa proved to be no exception.


The study sets out to analyse the motives and/or causes of military interventions in Rwanda in 1990, the DRC in 1996-7, and the DRC military rebellion and the Lesotho intervention in 1998. In analysing these interventions, the study borrows extensively from the work of dominant security theorists of international relations, predominantly realists who conceptualise international relations as a struggle for power and survival in the anarchic world. The purpose of this analysis is fourfold
firstly, to determine the reasons for military interventions and the extent to which these interventions were conducted on humanitarian grounds
secondly, to investigate the degree to which or not intervening countries were spurred by their national interests
thirdly, to assess the roles of international organisations like Southern African Development Community (SADC), the Organisation of African Unity (OAU) and the United Nations, in facilitating these interventions
as well as to evaluate the role of parliaments of intervening countries in authorising or not these military interventions in terms of holding their Executives accountable. In this context, the analysis argues that the intervening countries
Angola, Botswana, Burundi, Chad, Namibia, Rwanda, Sudan, South Africa, Uganda and Zimbabwe appeared to have used intervention as a realist foreign policy tool in the absence of authorisation from the United Nations and its subordinate bodies such as the OAU and SADC.

For the rational entrepreneur, the investment in the creation of a business plan should lead to some economic advantage in terms of measurable business value. Conversely, the absence of a business plan should lead to poor performance of the young enterprise. Given the ubiquity of business plans, the de facto accepted hypothesis holds that among a sample of entrepreneurs, those with business plans should outperform (e.g. survival, profit, sales, growth etc.) those without. In this study, a systematic 10-year literature review was conducted to assess the state of the empirical body of knowledge with regard to the entrepreneur's business plan. This review finds that empirical attempts to confirm the assumed relational causality in the direction from business planning to new venture performance have yielded findings that are mixed, contradictory, and inconclusive. In the absence of clear evidence to support arguments of economic rationale, researchers have argued the importance of testing alternative rationale to explain the ubiquity of the business plan. In this study, the theory of institutionalisation was tested as an alternative to economic rationale in predicting the likelihood of an entrepreneur developing a formal business plan. The specific setting for the research was South African information technology start-ups. A questionnaire was developed deriving constructs from prior studies in the domain. Entrepreneurs were approached directly, as well as through organisational stakeholders in the South African technology entrepreneurship environment. Respondents completed an online questionnaire, yielding a final sample of 80 valid responses. The profile of respondents was found to be generally consistent with other probabilistically-sampled studies in the population. Corresponding with the three institutional pressures, three hypotheses were tested. Support was found for coercive pressure originating from providers of finance. The study did not find support for the hypothesised mimetic behaviour among technology entrepreneurs (mimetic force), nor for the normative force hypothesised as resulting from a tertiary-level business education. Statistical regression analysis suggested that a range of wider factors appears to be influencing the South African technology entrepreneur's decision to write a business plan. This findings of this research offer practical implications for entrepreneurs, educators, providers of finance, and entrepreneurship researchers.

Triggered by the negative economic and social consequences of the 2008/09 global financial crisis, critical questions about how financial markets operate and how they benefit society have received renewed attention. In response to these questions, new investment strategies whose objectives go beyond pure financial return have emerged. Impact investing, a concept which closely co-exists with investment strategies such as socially responsible investing and responsible investing, is the latest attempt to combine financial return with a contribution to the sustainable development of society. Although still in the early days of its development, impact investing is a maturing field to the extent that it has developed into a global phenomenon with an emerging global support structure. While impact investing still occupies a tiny niche in South Africa's investment market, there is, at least compared to other developing countries on the African continent, a large community of South African impact investors who are looking to invest locally and beyond. This research investigates how far the understanding and practice of impact investing in South Africa is influenced by global efforts to build the field and to what extent context specific factors are shaping the way in which it is currently evolving. In other words, how both global convergence and local divergence mechanisms interplay to form what is the South African impact investing market. The research findings suggest that while the international movement towards the standardisation of impact investing practices has reached South Africa, context specific factors such as, among others, the social, racial and political legacy of apartheid and the existence of a sophisticated financial system are central to the way in which the field is taking shape.

ENGLISH ABSTRACT: It is asswned that events during the border war (SWAI Angola) had an influencelimpact on the lives of soldiers who took part in it. Some experiences have become embedded in their memories and are reflected in yams about such episodes and anecdotes that constitute a wealth of oral art. From a cultural history point of view, these therefore deserve to be recorded and conserved. The study interprets the narratives against the background of the border war and determines the relationship between these stories and the influence of the war on the lives of soldiers. Examples of war hwnour are grouped into stories about personal hygiene, misunderstandings, boyish pranks, practical jokes and other humorous incidents. As in any war, soldiers were confronted with unpleasant experiences such as bad news from home, the death of comrades and the enemy, adventures with wild animals and the loss of pets. Tales about soldiers' experiences during contact with the enemy allow one to gain insight into the functioning of the human mind. These stories are grouped into heroic deeds, narrow escapes and feelings experienced in contact with the enemy. As far as is known, no legends had their origin in the border war, but stories about quite a few legendary characters are told. Stories about helicopter pilots and trackers might eventually develop into legends, because of the fearlessness and skill of these people. Myths are stories originating in folkbelief, in which God or the gods play an important role. However, stories from the border war about chaplains and religion are not myths, but tales about personal experience with a religious inclination. It is clear from the narratives that religion played an important role in the lives of soldiers and that they had a child-like trust in a Supreme Being. Leaders, trackers and helicopter pilots were identified as important people in soldiers' battle for survival. They also had a need of female company and the presence of women. Pets played a significant role in allowing them to express their emotions. Each soldier experienced confrontation with death and the enemy in his own unique manner. In spite of hardships, many tales of a humorous nature were told. This can be regarded as a way of dealing and coping with unpleasant experiences.
AFRIKAANSE OPSOMMING: Die veronderstelling is dat gebeure gedurende die grensoorlog (SW AI Angola) In invloed/impak op die soldate wat daaraan deelgeneem het, se lewens gehad het. ENGLISH ABSTRACT: As South Africa entered the transitional period towards establishing a multi-party democracy, its defence policy changed fundamentally. The African National Congress (ANC) as the upcoming governing party established the Military Research Group (MRG), to help formulate its defence policy positions, which subsequently largely determined South African defence policy. Through this think-tank the ANC leadership became interested in and supported the idea of non-offensive defence (NOD). NOD is a European idea of the Cold War era, which was aimed at preventing the security dilemma, arms races and accidental war between states. The aim of this study is to describe the nature of defence policy-making in South Africa since 1994, by describing how NOD became prominent. Non-offensive defence ideas influenced South African defence policy significantly and appeared in all legislation and policies pertaining to defence. NOD complemented the ANC’s domestic policy goals with the new security paradigm, which like NOD, originate from the Peace Research school of thought. As a defensive idea, NOD emphasised South Africa’s intention to improve relations with Southern African states, as well as its strategic defensiveness, which determined the military doctrine of the South African National Defence Force (SANDF). The ANC used NOD to transform the SANDF, especially to scale down its power projection capabilities. Two arguments are made in this study to describe the nature of defence policy-making in South Africa when the prominence of NOD is considered. Firstly, that South African defence policy-makers are open to ideas and models from industrialised states, despite the limited applicability and shortcomings of such models. Secondly, models can be used in various ways by interest groups to influence policy. NOD was used as a theoretical tool by the MRG and the military to influence defence policy according to their interests. Several characteristics of South African defence policy-making were also identified. Firstly, that the Constitution does not prioritise state or individual security as more important. This makes conflicting world-views of realism and idealism about defence possible. Defence policy therefore often has to involve a compromise between these views. Secondly, although the Constitution makes provision for public participation in defence policy-making, there is no equal distribution of power for interest groups to influence policy. In this regard the legislature and parliamentary defence committees are also weak compared to the executive authority. Thirdly, the use of non-governmental organisations in defence policy-making has created a form of direct and unrestricted lobbying, as well as the privatisation of policy-making.
AFRIKAANSE OPSOMMING: Tydens die politieke oorgangsperiode en die aanloop tot die vestiging van ‘n veelparty demokrasie, het Suid-Afrika se verdedigingsbeleid wesenlike veranderinge ondergaan. As opkomende regerende party het die African National Congress (ANC), die Military Research Group (MRG) gestig om díe party se standpunte rondom verdedigingsbeleid te formuleer. Sedertdien het die MRG, Suid-Afrika se verdedigingsbeleid grootliks omskrywe. Die MRG het ANC leiers aan die term non-offensive defence (NOD), wat ‘n Europese idee uit die Koue Oorlog-era is, bekendgestel. NOD is daarop gemik om die veiligheidsdilemma, wapenwedlope en toevallige oorlog te verhoed. Die ANC het NOD ondersteun en bevorder. Die doel van hierdie studie is om die aard van Suid-Afrikaanse verdedigingsbeleidmaking sedert 1994 te beskryf aan die hand van NOD se prominensie. The paper focuses specifically on the South African Military Aerospace Industry as most of the weapons procured under the arms deal were military aircraft. Taking into account the numerous social needs of South Africa, the purpose of this paper is to inter alia try to establish the rationale behind the South African government's decision to to purchase an array of military weapons from foreign suppliers at an initial cost of almost thirty billion rand. In order to gain a better undrstanding of the topic, the author gives a brief overview and history of the South African Aerospace industry.Furthermore, an examination of the politics of the transition from apartheid to democracy and how this affected the aeropace industry is given.

This dissertation focuses on the marine pollution awareness training needs of newly recruited SAN employees. It uses Training Needs Analysis (TNA) as a tool to gain a better understanding of what knowledge, skills and attitude (KSA) recruits should have about the marine environment and if their level of competency meets the requirement to effectively and efficiently contribute to the sustainable use of the maritime environment in which they will be deployed. Ultimately, their individual and collective abilities will be a determining factor in the strategic intent of the SAN to be unchallenged at sea. The absence therefore of a Marine Pollution Awareness Training Programme (MPTAP) within the Basic Military Training (BMT) curriculum of new recruits at SAS SALDANHA Naval Gymnasium necessitated a TNA. Based on prior research on training conducted by subject matter experts both internal and external to the SAN it was decided to conduct a TNA on the KSA‟s required in terms of marine pollution awareness amongst newly recruited members. The literature provided discusses education, training, development of employees and focuses then on the role and importance of TNA‟s. Information was gathered from various subject matter experts, archival records, policy documents, internet-based resources and newly recruited naval learners consisting of a sample of 25 new recruits. Theory was used to determine the KSA expected from naval employees in terms of marine pollution awareness. Data obtained from each of the research resources was coded and grouped in order to establish themes. This allowed the researcher to determine what KSA‟s recruits should have about the marine environment and if their level of competency meets the requirement to effectively and efficiently contribute to the sustainable use of the maritime environment in which they will be deployed. The researcher therefore found that first priority in terms of KSA‟s should be given to a basic legal understanding of the regulatory framework that is applicable on marine pollution. This understanding will form the foundation for recruits to have the ability to know “what to do when” during observed transgressions. The legal understanding in combination with the Sector Education Training Authority (SETA) unit standards will help new recruits to be skilful when applying safe working practices thereby ensuring their own and others' safety. Ultimately, a basic but well entrenched knowledge about marine pollution together with applied skills on how to use the knowledge should influence the attitude of new recruits in a positive manner. The researcher concluded that there is a need on the macro, meso and micro level for a MPATP amongst new recruits at SAS SALDANHA. It is recommended that since this research appears to establish the first empirical confirmation of the training need amongst new recruits, it will require further research in terms of curriculum design, curriculum implementation and the evaluation thereof. It would therefore be in the best interest of the SAN to ensure the integration of a MPATP into the planning phase of future BMT Curriculum‟s. It would also be advisable to communicate this intent with all the relevant stakeholders in order to ensure alignment with governmental organisations as well as the private sector where these new recruits can be employed based on their newly acquired competencies.

ENGLISH ABSTRACT: The purpose of this study is to fit the external forces driving change with the ABSA Group's transformation since 1998; as well as to measure the success of it by evaluating the market's response to the changes. To provide a theoretical framework, a background to the external forces driving change, with specific reference to the South African banking industry is given. It was concluded that the entry/exit of major firms, globalisation, regulation and technological changes are the major forces impacting on the banking industry. There are however, also a number of unique forces driving change that is related to the South African environment. ABSA also had to deal with these factors such as the socio-political change and the domestic economic development. ABSA responded to these challenges by implementing various projects since the merger in 1991. Since 1998 (the time frame within which this study is undertaken), two major projects were initiated and implemented. Both these projects (Project IMPACT and Project ABLE) are two of the biggest transformation exercises ever undertaken in South Africa. ABSA's strategy evolved over time to such a point where the Group is currently focussed on the customer in targeted market segments. Strategic Business Units were established to optimise the focus on the customer. This process is currently still continuing. The success of the ABSA Group's transformation exercises is however, only as successful as the degree to which their changes fit the driving forces and the market's response to it. Against the backdrop of the major external driving forces (Chapter 2), it is concluded that these forces do fit the forces driving change within the ABSA Group. Looking at the cost-to-income ratio, it is evident that ABSA still need to do much more to improve this figure and to bring it more in line with its peer competitors. It is however heartening to see that the Group managed to reduce the ratio constantly year-an-year in spite of the considerable cost of the major initiatives undertaken. A comparison of the price-earnings ratio's of the four major banks over time indicate that the market's trust in ABSA's earnings potential increased and that their response to the changes is therefore in general positive
AFRIKAANSE OPSOMMING: Die doel van hierdie studie is om die eksterne kragte wat verandering dryf, te pas met die ABSA Groep se transformasie sedert 1998; asook om die sukses daarvan te meet deur te kyk na die mark se respons op die veranderinge. Ten einde 'n teoretiese raamwerk te verskaf, word as agtergrond die eksterne kragte geskets wat veranderinge dryf, met spesifieke verwysing na die Suid- Afrikaanse bank industrie. Die belangrikste kragte wat 'n impak het op die bank industrie is die intree/uittree van groot firmas, globalisering, regulering en tegnologiese veranderinge. Behalwe vir hierdie belangrike kragte, moes die Groep ook verskeie kragte uniek aan die Suid-Afrikaanse omgewing in ag neem, naamlik die sosio-politieke veranderinge en die plaaslike ekonomiese ontwikkeling. Abstract:
FC Erasmus became South Africa's defence minister in 1948 after two decades as a leading political organiser for the National Party. Although an architect of the Nationalists' post-war election victory he was not considered a minister of the first rank. Erasmus initiated a process of ridding the defence force of officers who he believed were associated with the Smuts government and replacing them with party supporters. As a result the military often lost experienced and talented officers. Erasmus felt that the armed services had been too British in ethos and appearance. He inaugurated tighter regulations on bi-lingualism, reintroduced boer rank titles, launched new uniforms and original medals and decorations, to the acclaim of the volk. His purpose was to have a defence force which was uniquely South African. Many of his policies came under attack not only from the United Party but also groups such as the Torch Commando and the veterans organisations. With the apparent lack of an imminent military threat to the apartheid government Erasmus never received substantial budgetary allocations from finance ministers. The defence force, one without conscription, remained small with largely antiquated equipment for the important air and land forces. However by the decade's end the navy was gradually receiving modern ships under the terms of the Simonstown agreement, which Erasmus had negotiated with Britain. The events of the Sharpeville crisis, just after Erasmus left defence, demonstrated that the armed forces as moulded by the minister were in poor condition to assist the civil power in suppressing disturbances. Overseas Erasmus hoped to increase the acceptability of the Union as a defence partner among Western countries by providing personnel for the Berlin Air Lift and the Korean conflict and promising a contingent for the Middle East. He attempted unsuccessfully to instigate anti-communist alliances for the land and maritime defence of Africa when the European powers were leaving the continent. These actions were primarily to obtain political support for the Union, whose prestige was rapidly decreasing as apartheid became better known. The external initiatives with the exception of the Simonstown naval agreements were not lasting.

ENGLISH ABSTRACT: The Southern Cross Fund was established under the leadership of Elizabeth Albrecht in 1968. The organisation was created by white members of the civil society to provide support to the South African armed forces. In cooperation with the South African Defence Force, the Southern Cross Fund served the basic needs of the soldiers. Through its support of the troops the organisation also strived to serve as morale builder. This dissertation discusses the formation of the Southern Cross Fund in relation to South Africa’s political and military position during the Cold War with specific reference to the so-called Border War (1966-1989). The relationship between the Southern Cross Fund and the South African Defence Force as well as the orientation of the organisation as a civiland women’s organisation is analysed. The services endered by the organisation are discussed as well as an analysis of the significance of the Southern Cross Fund in both the military and civil spheres. The organisation is evaluated within the theoretical framework of the mobilisation of civil society in times of war within the timeframe of the existence of the Southern Cross Fund.
AFRIKAANSE OPSOMMING: In 1968 het die Suiderkruisfonds, onder leiding van Elizabeth Albrecht, tot stand gekom. Hierdie organisasie is deur lede van die blanke burgerlike samelewing gestig en het voorsorg vir die welsyn van die Suid-Afrikaanse gewapende magte getref. In samewerking met die Suid-Afrikaanse Weermag het die Suiderkruisfonds aan die basiese behoeftes van die soldate voorsien en, deur middel van sy ondersteuning aan die troepe, gepoog om as moraalbouer te dien. Hierdie tesis bespreek die stigting van die Suiderkruisfonds teen die agtergrond van Suid-Afrika se politieke en militêre posisie tydens die Koue Oorlog met spesifieke verwysing na die sogenaamde Grensoorlog (1966-1989). Abstract:
This thesis explores the relationship between the safety and security measures for the 2010 FIFA World Cup and the militarisation of urban space and policing in post-apartheid South Africa. In particular, it focuses upon how the South African state and FIFA, the owners of the World Cup franchise, worked to present the World Cup as an event which required exceptional levels of security – resulting in a historically unprecedented joint police and military operation across host cities. However, in contrast with previous research on these security measures, this thesis aims to interrogate the political and commercial forces which constructed security and positions them against a backdrop of intensified state violence and social exclusion in South Africa. Concurrently, the South African case was indicative of an international militarisation of major events, with policing operations comparable to national states of emergency. This is representative of the ‘new military urbanism’ in which everyday urban life is rendered as a site of ubiquitous risk, leading to the increased diffusion of military tactics and doctrines in policing and policy. While the interpenetration between urbanism and militarism has often been studied against the context of the ‘war on terror’, in the case of South Africa this has primarily been accelerated by a pervasive social fear of violent crime, which has resulted in the securitisation of cities, the remilitarisation of policing and the intensification of a historical legacy of socio-spatial inequalities. The South African government aimed to use the World Cup to ‘rebrand’ the country’s violent international image, while promising that security measures would leave a legacy of safer cities for ordinary South Africans. The concept of legacies was also responsive to the commercial imperatives of FIFA and a range of other security actors, including foreign governments and the private security industry. However these policing measures were primarily cosmetic and designed to allay the fears of foreign tourists and the national middle class. In practice security measures pivoted around the enforcement of social control and urban marginalisation while serving as a training ground for an increasingly repressive state security apparatus. Security was as much a matter of fortifying islands of privilege and aiding a project of financial extraction as protecting the public from harm.

ENGLISH ABSTRACT: As early as the unification of South Africa in 1910 enforced discrimination in the military has been an issue that affected both race and gender. The advent of democracy in South Africa has brought fundamental changes in spheres of governance. One of these changes is the transformation of the public service of which the Department of Defence, in particular the South African National Defence Force, is part. The constitutional and judicial imperatives stipulated to the government departments to be representative of the demographic composition of the population of South Africa. The Department of Defence has provided a policy on equal opportunity and affirmative action to redress the racial and gender imbalances of the past, to protect individual and groups against unfair discrimination andto work towards achievement of employment equity. The study seeks to establish the extent and influence of gender discrimination in the South African National Defence with particular reference to the SA Army's Western Province Command. To achieve this, the attitude of the middle and top management of the WP Command towards the utilisation or employment of women in combat roles were assessed. The study also investigated whether the mentioned management does encourage women to be involved or participate in combat roles. Data was collected from respondents by means of a structured questionnaire consisting of 58 questions (plus 8 unstructured questions). The sample was drawn from the SA Army's WP Command and the focus was on middle and top management. Findings of the study indicate that the SA Army's WP Command's middle and top management supports the equality of men and women in general, but is reluctant to allow women to participate in combat roles side by side with their male counterparts. Although there seems to be an understanding and support for the policies of addressing equal opportunities, traditional cultural beliefs or stereotypes about women still shape and influence the acceptance and the non-acceptance of women in combat roles Finally, recommendations highlight issues of consideration when drafting policy vis-a-vis the utilisation of women as combat soldiers.

ENGLISH ABSTRACT: Transformation is an inevitable consequence of human resource practices and includes the political imperatives, behavioural transformation and the turnaround change. Gender equality is a critical component of the United Nations Resolution on Human Rights (Resolution 1325). Women are subjected to a variety of barriers that determine their organisational experiences, and therefore the achievement of gender equity requires the elimination of patriarchal practices, stereotypes and attitudes that perpetuate their marginalisation. Striving for gender equity within the armed forces should not reduce women to being passive victims of the transformation agenda as they operate both during conflict and peace-time. The representation and empowerment of women into decision-making structures and the protection of their rights can be spearheaded through the gender mainstreaming strategies. In the South African National Defence Force (SANDF) transformation placed greater emphasis on racial representivity to the neglect of gender equity. This situation has effectively contributed to the gender dialogue which aimed to assess the implementation of gender equity objectives. Furthermore, it is the guiding principle on the participation of women in the military to enhance gender representation and the attainment of self-actualisation and excelling in their areas of responsibilities. The purpose of the study was to explore the extent to which the SANDF supports gender transformation imperatives to ensure gender equity and it further investigated gender integration within the SANDF as a supportive theoretical analysis. The conceptual framework of gender transformation and gender mainstreaming in the military, and in particular within the SANDF, in the context of Employment Equity was conducted. To make an objective and informed assessment, the attitudes and perceptions of middle management and lower management of both the SANDF were measured. Data were collected from respondents through three sessions of facilitated focus group interviews and a semi-structured self-administered questionnaire. The sample was drawn from the Pretoria region. The findings of the study indicated that the DOD top leadership is supportive of gender transformation by the effective promulgation of transformation policies and the improvement in the representation of women in decision-making structures. The military environment is trying to create a conducive environment for women by providing resources, the essential training for women to maximise their potential, and furthermore by allowing their inclusion in all areas including deployment areas.
AFRIKAANSE OPSOMMING: Transformasie is ‘n onvermydelike gevolg van personeelbestuurspraktyk en sluit in die politieke imperatiewe, gedragstransformasie en omkeerverandering. Geslagsgelykgeregtigheid is ‘n kritieke komponent van die Verenigde Volke se Resolusie aangaande Menseregte (Resolusie 1325). Vroue word onderwerp aan ‘n verskeidenheid hindernisse wat hul organisasie ervarings bepaal en daarom vereis die bereiking van geslagsgelykgeregtigheid die uitwissing van patriargale praktyke, stereotipes en houdings wat marginalisering bevorder. Die strewe na geslagsgelykgeregtigheid binne Weermagte behoort vroue nie te degradeer tot passiewe slagoffers van die transformasie agenda nie aangesien hulle aangewend word tydens beide konflik- en vredestye. Die verteenwoordiging en bemagtiging van vroue in besluitmakende strukture en die beskerming van hulle regte kan gerig word deur geslagshoofstroming strategieë. In die Suid-Afrikaanse Nasionale Weermag (SANW) plaas transformasie groter klem op rasse verteenwoordiging as op die nalating van geslagsgelykgeregtigheid. Die situasie het effektief bygedra tot die geslagsdialoog wat beoog om die implementering van geslagsgelykgeregtigheid doelwitte te evalueer. Dit is ook verder die leidinggewende beginsel rakende die deelname van vroue in die militêr om geslagsverteenwoordiging te bevorder, die bereiking van selfaktualisering en uitblinking in hulle verantwoordelikeidsomgewings. Die doel van hierdie studie was om te bepaal tot welke mate die SANW geslagstransformasie imperatiewe ondersteun ten einde geslagsgelykgeregtigheid te verseker en het ook ondersoek ingestel na geslagsintegrasie binne die SANW as ‘n ondersteunende teoretiese anal ise. Die konseptuele raamwerk is geskep rakende geslagstransformasie en geslagshoofstroming in die militêr, en in besonder aangaande die SANW binne die konteks van Werkverskaffingsgelykheid. Ten einde ‘n objektiewe en ingeligte evaluering uit te voer, is die houdings en persepsies van Departement van Verdediging (DvV) militêre en siviele middelbestuurders en lae vlak bestuurders gemeet. Data is versamel van respondente tydens drie geleenthede van gefasiliteerde fokusgroep onderhoude en ‘n semi -geadministreerde vraelys. Die steekproef is geneem vanuit die Pretoria omgewing. Die bevindinge van die studie dui daarop dat die (DvV) se top-leierskap ondersteunend is aangaande geslagstransformasie deur die effektiewe uitvaardiging van transformasie beleide en die verbetering van verteenwordiging van vroue in besluitmakende strukture. Die militêre omgewing poog om ‘n omgewing te skep wat toeganklik is vir vroue deur die voorsiening van middele wat noodsaaklik is vir opleiding van vroue ten einde hul potensiaal te optimaliseer en hulle verder toegang te verleen tot alle gebiede insluitend gevegsgebiede.

Just as conflict is part of everyday life, mediation can and is practiced everyday and everywhere. It is a way of reaching decisions in a cooperative, non-hierarchical way, allowing for clear and open communication processes. Conflicts can be resolved in a formal manner through courts, arbitration, ombudspeople, diplomacy and mediation, or an informal manner through friends, colleagues, religious and community leaders, and dialogue. The way in which people resolve their disputes has an impact on how societies and institutions are governed. The war in Bakassi has taken its toll on the people of that area for several years now and has witnessed people from Bakassi facing some of the worst effects of armed conflict known to man. This study investigated the use of international mediation in the management of intractable conflict with a specific case study on the Bakassi peninsula conflict between Cameroon and Nigeria. It focused on the mediation process as a conflict management technique in relation to the international relations theories which has been used as a basis for conflict resolution practices. The researcher conducted a document review, content analysis on selected documents and this was supported by strategic interviews. The findings as well as the researcher‘s recommendations are discussed in the study in order to assist the future work of conflict management specialists and other stakeholders who have devoted their efforts to the recovery of areas emerging from conflict.

ENGLISH ABSTRACT: The study represents a descriptive analysis of the tensions that drive the need for an educated military in South Africa and, more specifically the role of the South African Military Academy in the provision thereof. The purpose of the research was to demarcate the proper role of the South African Military Academy in the academic and professional preparation of officers for the South African National Defence Force (SANDF). This purpose necessitated, firstly, an analysis of the need for education in armed forces in general and in South Africa in particular, with specific reference to the tensions underpinning military education and training. It secondly called for a broad assessment of the nature of professional military education in the SANDF at large to contextualise the role and function of the South African Military Academy. These discussions are based on a literature overview, document analysis and unstructured interviews with decision makers. In the first part of the study, a framework is developed for the education of officers. The framework is based on the assumption that modern military professionalism is rooted in a need for training to develop military skills, education to understand and develop the military body of knowledge and experience as the application of skills and knowledge. It is also based on the identification of four knowledge clusters that need to be the focus of officer education, namely the external security environment within which armed forces operate, the nature of armed forces as organisations, the professional employment of armed force(s), and the physical environment within which armed forces operate. The framework highlights three levels of officer development: the making of lieutenants, the making of colonels, and the making of generals. This framework is used for the analysis of education, training and development in the SANDF. Both the positive and negative attributes as well as trends in training and education in the SANDF are discussed. The discussion serves as the departing point for an outline of the debate about the role of the Military Academy since democratisation in 1994. It is argued that there is no clarity about the role and function of the Military Academy. Critical questions are also asked about the nature of the academic programmes offered to officers at the Military Academy. The departmental level agreement between the Department of Defence and the University of Stellenbosch is pointed out as the raison d'être for many of the problems with which the Military Academy is confronted. The study finally highlights the need for education as a requirement for officership in the SANDF, a reconsideration of military socialisation at the Military Academy, the difficult position of the Faculty of Military Science, the need for a core academic programme, and structural changes that are needed at the Military Academy. It is recommended that, like many foreign military academies, the future existence of the Military Academy be assured through national legislation. The involvement of the University of Stellenbosch in the education of young officers at the Military Academy should not be terminated. However, the existence, functioning, organisation and structure of the Military Academy should not be based on a “goodwill-approach” between the University and the Department of Defence.
AFRIKAANSE OPSOMMING: Die studie bied beskrywende analise van die spannings wat die behoefte aan opgevoede weermag in Suid-Afrika onderlê en, meer spesifiek, die rol van die Militêre Akademie in die voorsiening van opvoeding in dié verband. Die besondere oogmerk van die navorsing is die afbakening van die werklike rol van die Suid-Afrikaanse Militêre Akademie in die akademiese en professionele voorbereiding van offisiere vir die Suid-Afrikaanse Nasionale Weermag (SANW). Hierdie oogmerk vereis, eerstens, ontleding van die noodsaaklikheid vir die opvoeding van weermagte in die algemeen en in Suid-Afrika in die besonder, met spesifieke verwysing na die spannings wat militêre opvoeding en opleiding onderlê. Dit noodsaak, tweedens, breë waardering van die aard van professionele militêre opvoeding in die SANW om die rol en funksie van die Suid-Afrikaanse Militêre Akademie te kontekstualiseer. Malaria and the mosquito that induces the disease in humans have hounded the military for decades. Malaria represents one of the most important infectious disease threats to deployed military forces. Malaria in soldiers has a serious economic impact, both in terms of lost productivity and treatment cost for the state. A contingent of South African National Defence Force members has been deployed in Burundi since November 2001, as part of a peacekeeping mission. At the time of the study no information was available regarding the prevalence of malaria among military personnel during deployments in Burundi and East Africa. In Africa, the saying is that malaria is the disease of poverty and a cause of poverty. To combat malaria, it is of vital importance that the recommended medication be taken exactly as prescribed and that the course is completed. However, one of the greatest challenges facing the African continent in the present fight against malaria is drug resistance. The discovery of Mefloquine and the subsequent development of suitable drugs, have been intimately associated with military imperatives, contingencies and requirements. Since World War II, the development of Chloroquine-resistant falciparum malaria has driven the search for new drugs. Mefloquine, developed by the Walter Reed Army Institute of Research in the United States, was first shown effective as a prophylaxis and treatment of resistant falciparum malaria in the 1970’s. To obtain data, questionnaires were administered to SANDF soldiers deployed in Burundi, East Africa. The total size of the population under investigation was 336 with a final sample size of 111 respondents. The sample was selected by using simple random sampling. The questionnaire aimed to determine the perception of respondents regarding the malaria threat, their compliance with taking the medication, and their experiencing of possible side-effects which might occur due to the chemoprophylaxis and the prophylactic efficacy of Mefliam®. The fact that, of the 111 people who used Mefliam®, only four presented with any malaria symptoms, is an indicator that Mefliam® is an effective option as an antimalarial drug to be used in East Africa and Burundi. The results of this study will be used by the personnel of the South African National Defence Force (SANDF) and other military forces deployed in East Africa. It is envisaged that the results will be used by military policy- and decision-makers as a control programme and by others involved in the control of malaria. The findings and recommendations should also be of interest to anyone visiting the area.

ENGLISH ABSTRACT: The end of apartheid, April 1994 brought the dawn of a new era and the integration of the seven armed forces into the South Afiican National Defence Force. For the first time in the history of South Afiica, former enemies are not only colleagues, but work together to guard the sovereignty of the state and defend the country against foreign invasion. The eradication of discriminatory policies and practices established an environment conducive to the implementation of affirmative action and equal employment opportunities. It also instituted special training and development programmes to accommodate historically disadvantaged employees. The effectiveness of these programmes will determine the extent to which disadvantaged employees will contribute to increased productivity and the effectiveness of the South Afiican National Defence Force. Organisational transformation needs to be externally and internally visible. On 27 April 1994, the South Afiican National Defence Force started a process of change and some of the changes soon affected were m: • language policy, including the use of English as the official medium of communication; • appointing a Secretary of Defence as the accounting officer; • organisational culture, structure and design; and • uniform and rank insignia. This research (1994 to 2001), however, found that the South Afiican National Defence Force is still grappling with the challenge of being productive amist the impediments created by the integration of seven former enemy forces. In addition, the former South Afiican Defence Force entered into the amalgamation as two groups, one with a long history of military experience, the other allowed into the former force much later, still subject to various discriminatory constraints. The dissertation focuses on human resource variables to find solutions. Productivity is defined as the input of resources (material, capital, technological and human) and the output of greater qualitative and quantitative consumable goods and services. It improves the factors of production and benefits all stakeholders (government, entrepreneurs, management and employees). Increased productivity is achieved by a motivated workforce, whose competencies, abilities, skills and advanced technology are used to increase performance. However also, management needs to capitalise on employees' competencies, skills and abilities to optimally utilise them and appoint the most competent employees to the most appropriate positions. Management also needs to accept responsibility for achieving increased productivity and reaching organisational goals and objectives since they manage, command and control organisational resources. The South African National Defence Force can achieve increased productivity by the optimal utilisation of its resources. It now has sophisticated armament, equipment and technology. The South African National Defence Force however also needs competent and professional employees to maximise the use of existing armament, equipment and technology. The diverse workforce should be trained, developed, motivated and optimally utilised to increase their performance and enhance productivity. Professional leaders and managers are needed to manage the resources of the South African National Defence Force during the transformation period and the twenty-first century. Effective leadership results in effective human resource management, which is needed to manage, motivate, train and develop the diverse workforce to be effective, creative and productive, and to achieve increased performance and productivity. This will enable the South African National Defence Force to accomplish increased productivity and to exceed the military professionalism of the former South African Defence Force.
AFRIKAANSE OPSOMMING: Die einde van apartheid, April 1994 was die begin van 'n nuwe era en die integrasie van die sewe magte het gelei tot die totstandkoming van die Suid-Afrikaanse Nasionale Weermag. Vir die eerste keer in die Suid-Afiikaanse geskiedenis is die voormalige vyande nie net kollegas nie, maar mede-beskermers van die soewereiniteit van die staat, en hulle beskerm die Republiek van Suid-Afrika teen enige vreemde inval of bedreiging teen die land. Die afskaffing van diskrimenerende beleid en gebruike het 'n omgewing geskep vir die implementering van regstellende aksie en gelyke werksgeleenthede. Dit het ook spesiale opleiding en ontwikkelingsprogramme ingestel om die histories benadeelde werkers te akkommodeer. Die effektiwiteit van hierdie programme sal bepaal tot watter mate die benadeelde werkers sal bydra tot verhoogde produktiwiteit en effektiwiteit van die Suid-Afrikaanse Nasionale Weermag. Die bewyse van organisatoriese transformasie moet ekstern en intern sigbaar wees. Hierdie navorsing (1994 tot 2001) het egter gevind dat die Suid-Afrikaanse Nasionale Weermag steeds worstel met die uitdaging van produktiwiteit te midde van die hindernisse wat uit die integrasie van sewe voormalige vyandelike magte onstaan het. Daarbenewens het die voormalige Suid-Afrikaanse Weermag die samesmelting ingegaan as twee groepe, een met 'n lang geskiedenis van militere ondervinding, die ander veel later toegelaat tot die voormalige mag en steeds onderwerp aan verskeie diskriminerende beperkinge. Die proefskrif fokus op menslike hulpbron veranderlikes om oplossings te kry. Om verhoogde produktiwiteit te bereik moet bestuurders kapitaliseer op werkers se vaardighede en hulle optimaal benut. As gevolg van die feit dat leiers en bestuurders organisatoriese bronne bestuur, beheer en kontroleer, aanvaar hulle ook verantwoordelikheid vir die behaling van verhoogde produktiwiteit en organisatoriese doelwitte. Die Suid-Afikaanse Nasionale Weermag kan verhoogde produktiwiteit bereik deur die optimale benutting van hulpbronne. Die Suid-Afrikaanse Nasionale Weermag beskik oor nuwe wapentuig, toerusting en tegnologie. Die Suid-Afikaanse Nasionale Weermag benodig egter ook professionele werkers om die huidige wapentuig en tegnologie ten volle te benut. Daarom moet die veelsydige werksmag opgelei, ontwikkel, gemotiveer en optimaal benut word sodat hulle produktiwiteit kan verhoog. Professionele leiers en bestuurders word daadwerklik benodig om die hulpbronne van die Suid-Afikaanse Nasionale Weermag gedurende die transformasieproses en die een-en-twintigste eeu te bestuur. Effektiewe leierskap het effektiewe menlike hulpbronstuur tot gevolg wat benodig word om 'n veelsydige werksmag te bestuur, motiveer en ontwikkel, sodat hulle effektief, kreaktief en produktief kan wees. Die veelsydige werksmag kan bydra tot verhoogde produktiwiteit en kan die militere professionalisme van die vorige Suid- Afiikaanse Weermag oortref.

ENGLISH ABSTRACT: The result of this research is an alternative model for leadership character development in the South African National Defence Force (SANDF). The SANDF reflects the racial and cultural diversity of South Africa as a nation. The need for a unifying leadership-related mechanism for the military milieu in which humane leadership development will flourish, is evident. This statement is based on the premise that no evidence is found that any previous efforts by the SANDF to instil a leadership philosophy or policy as a way of military life was successful. Further shortcomings in the current SANDF leadership development model, apart from the reality that its selection process of officer candidates needs improvement, are the absence of political guidance and participation in the development of its military leaders, as well as emaciated attention to the development of the character side of leaders during officer formative training. The SANDF, unlike the international tendency, has no military leadership institution to ensure that its leadership development policies and practices are based on sound academic research. Such an institution will also ensure that the SANDF stays contemporary in the global field of military leadership development. The shortcomings of the current SANDF Model were identified by progressing through the academic theories on leadership and leadership development to a comparative analysis of leadership development practices in the militaries of Germany, the United Kingdom, Canada and the SANDF. This supplied the information needed to propose the Five Point Star Model (FPS Model) for leadership character development in the SANDF. The five components of the FPS Model, which address the shortcomings of the current SANDF Model, are Convergent Leadership, Political Participation, Superior Selection, Interventions for Leadership Character Development, and a Military Leadership Institution.
AFRIKAANSE OPSOMMING: Die uitkoms van hierdie navorsing is ’n alternatiewe model wat die tekortkominge in die ontwikkeling van leierskapkarakter in die Suid Afrikaanse Nasionale Weermag (SANW) aanspreek. Die SANW weerspieël die rasse- en kulturele diversiteit van die Suid Afrikaanse nasie, wat die behoefte aan ‘n samebindende leierskapsverwante meganisme na vore bring. Hierdie stelling is gegrond daarop dat geen bewys, waar die SANW daarin geslaag het om ’n samebindende leierskapsfilosofie of –beleid as ‘n militêre leefwyse te vestig, gevind is om sodoende die militêre milieu te skep waarin mensgerigte leierskap sal floreer nie. Verdere tekortkominge in die huidige Leierskapsontwikkelingsmodel van die SANW, bo en behalwe dat die keuringsproses van kandidaat-offisiere uitgebrei en verbeter moet word, is die afwesigheid van politieke deelname en rigtinggewing waar die ontwikkeling van die land se jong militêre leiers ter sprake is. Te min aandag word ook gewy aan die ontwikkeling van kandidaat-offisiere se karakter of inbors tydens offisiersvorming kursusse. Die internasionale tendens is vir weermagte om ‘n militêre leierskapsinstelling te hê. Die SANW het nie so ‘n instelling om te verseker dat militêre leierskapsontwikkelingsbeleid en -praktyke op behoorlike akademiese navorsing gefundeer is nie. Dit maak dit moeilik om ’n kontemporêre bydrae in die internasionale veld van militêre leierskap te maak. Die wyse waarop die tekortkominge van die huidige SANW Leierskapsontwikkelingsmodel geïdentifiseer is, was om voort te bou op die akademiese teorieë oor leierskap en leierskapsontwikkeling en om ’n vergelykende studie tussen leierskapsontwikkelingspraktyke in die weermagte van Duitsland, Brittanje, Kanada en die SANW te doen. Die vergelykende studie het inligting verskaf om die Vyfpuntster Model vir die ontwikkeling van leierskapkarakter in die SANW voor te stel. Die vyf komponente van die nuwe model spreek die tekortkominge van die huidige SANW Model aan, en die komponente is Konvergerende Leierskap, Politieke Deelhebberskap, Voortreflike Keuring, Intervensies vir Leierskapkarakterontwikkeling, en ‘n Instansie vir Militêre Leierskap.

ENGLISH ABSTRACT: The nature of conflict in Africa has changed from the Cold War to the post-cold War era. This is evident in the internal and external factors and actors involved within the conflict dynamics. During the Cold War era politics and the quest for control of the state formed the basis for conflicts in Africa, from anti-colonial wars of independence and liberation struggles to secessionist attempts. In the post-Cold War era with the loss of external superpower support, this has changed with the growing significance of identity politics, and conflicts based on the differences of ethnicity, religion and the quest for the control of resources and land, characterised by extreme violence and the rise of actors other than the state, within failed and collapsed states. These conflicts have thus presented challenges to the United Nations (UN) in relation to its traditional means of maintaining international peace and security, and the internal dynamics of the decision-making processes, political will and accompanying resources and financial factors within the organisation. The challenges faced by the UN in Africa therefore lie not only within the nature of conflict and the nature of the African state but also within the internal constraints inherent within the organisation itself. The conflicts in Mozambique and Rwanda respectively represent how the nature of conflict has changed in Africa from the Cold War to the post-Cold War era and both illustrate the challenges the UN has faced in light of the changing nature of African conflict. While Mozambique offers an example of a typical Cold War conflict, based on the quest for control of the state and exacerbated by superpower support, Rwanda represents an example of a typical post-Cold War internal conflict based on identity politics and extreme violence manifest as genocide. By comparing and contrasting these two conflicts, and the subsequent involvement of UN peace maintenance operations in these conflicts, this thesis offers a comparative study of "old" and "new" wars in Africa in order that a better understanding of the nature of conflict in Africa can be reached and to illustrate the challenges faced by the UN in light of this changing nature of conflict.
AFRIKAANSE OPSOMMING: Die aard van konflik in Afrika het vanaf die tydperk van die Koue Oorlog tot die na-Koue Oorlog tydperk aansienlik verander. Dit is in die innerlike en uiterlike faktore en akteurs wat by die konflik betrokke is waarneembaar. Gedurende die Koue Oorlog tydperk was interstaatlike konflik 'n hoofkenmerk. Dit was ook die fase van antikoloniale oorloë wat dikwels met eksterne steun geveg is. In die na-Koue Oorlog tydperk met die verlies van uiterlike supermoondheid ondersteuning, het interne konflik binne swak state dikwels oor die beheer van skaars hulpbronne, of oor identiteit en griewe gegaan. Die konflik het uitdagings aan die Verenigde Nasies (VN) gestel wie se vredesregime kwalik vir rebelle en kindersoldate voorsiening gemaak het. Dit het ook eise gestel aan die politieke wilskrag van lede van die Veiligheidsraad om in dergelike konflikte betrokke te raak. Die uitdaging vir die VN in Afrika lê dus nie net in die aard van konflik en die aard van die staat in Afrika wat verander het nie, maar ook in nuwe eise vir vrede. ENGLISH ABSTRACT: Performance management entails processes and systems that ensure that organisational activities are geared to promote the achievement of organisational goals. Management of performance is one of the crucial functions to be fulfilled by leaders and managers in an organisation. Management and leaders in an organisation serve as the compass that lead and direct these entities; they should be empowered to optimally fulfil the expected roles and functions. The study resulted from an observation made during internal audit engagements and concerns raised by South African Military Health Services (SAMHS) commanders during these engagements. An initial informal survey of performance management conducted by the researcher during the internal audit engagements confirmed a need for a formal scientific study, hence this formal study. The study was conducted amongst commanders in the SAMHS with their prior voluntary consent to participate in the study. The study participants comprised SAMHS commanders from different levels of this organisation, ranging from directors of professional departments, general officers commanding from different military health formations to officers commanding military units from various provinces. Literature relevant to the studied topic was researched, which ranged from books, legislation and internet articles, as well as internal prescripts of the Department of Defence. A questionnaire was designed and constructed to collect the study information. Central concepts of the study were identified and included in the questionnaire. The study questionnaire was administered to the commanders within the SAMHS, who responded with enthusiasm and diligence. The findings of the study confirmed to a great extent that a performance management training need exists amongst SAMHS commanders. It was also found that SAMHS commanders are willing to undergo performance management training to enhance their functioning. The empirical findings of the study were tabled and analysed on completion of the scientific study and conclusions were drawn from the findings. Based on the findings of the empirical study, conclusions were drawn and recommendations are made.
AFRIKAANSE OPSOMMING: Prestasiebestuur behels prosesse en stelsels wat verseker dat die organisasie se aktiwiteite op die bereiking van die organisasie se doelwitte gerig is. Bestuur van prestasie is een van die belangrikste funksies wat deur die leiers en bestuurders in 'n organisasie vervul moet word. Die bestuur en leiers in 'n organisasie is die kompas wat leiding en rigting gee vir hierdie entiteite en moet bemagtig word om verwagte rolle en funksies optimaal te vervul. Die studie was die gevolg van 'n waarneming wat gemaak is tydens interne oudit betrokkenheid en bekommernisse wat deur bevelvoerders in die Suid-Afrikaanse Militêre Gesondheidsdiens (SAMGD) aan die lig gebring is. An exploratory research design together with a quantitative research approach were chosen to determine whether military social workers possess the necessary knowledge, skills and values to mentor Officers Commanding (OCs) in the South African Military Health Service (SAMHS). The motivation for this study was based on questions the researcher asked as to whether there was a link between the methods in social work intervention processes, supervision and mentoring processes. During the preliminary investigation, the researcher found that no prior research under this specific subject was undertaken. The researcher also determined from her role as consultant to Officers Commanding in the SAMHS, that whereas military social workers received supervision upon joining the South African National Defence Force (SANDF), OCs, received no formal mentoring. It was also found that although a mentoring policy in the Department of Defence (DOD) existed, no evidence existed that a mentoring programme was implemented in the SAMHS. The goal of the study is therefore to provide military social workers with a framework of a mentoring process for Officers Commanding in the SAMHS. The literature study firstly focused on describing the military social work environment in which the military social worker is employed, as well as theoretical frameworks that guide the military social worker’s task. Although more than one theoretical framework was discussed, the main focus was on the systems theory and ecological perspective. The work environment of the OC was also included, as well as the challenges of their functions, tasks and roles in the SAMHS. Primarily, the literature study explored the knowledge, skills and values of the military social worker and the mentoring process. The sample that was selected for this study was 46 military social workers that represented all the chief military social workers in specialist posts and those with a higher ranking from Captain to Colonel. A quantitative investigation was undertaken by means of a questionnaire which was completed in groups in the respective provinces. The results of the investigation largely confirmed the findings of the literature study namely that military social workers do fit the requirements to mentor. These requirements to mentor were evident in the results of the knowledge, skills and values of military social workers and their understanding of the parallels between the methods in social work, supervision and the mentoring process. The results gave an indication of the knowledge, skills and values of military social workers to mentor Officers Commanding in the SAMHS, and the framework of the mentoring process and how it relates to the casework, group work and supervision processes in social work. The recommendations demonstrated that a central body should be identified to coordinate and plan a mentoring programme in the SAMHS. The recommendations also include that the Directorate Social Work should provide clear guidelines on how military social workers should implement the DOD Mentoring policy, and ensure that military social workers are trained in staff development methods and its processes. The recommendations included further research: both quantitative and qualitative research by means of questionnaires and interviews with OCs, as well as monitoring and evaluation of the mentoring process. This information will benefit military social workers in their training as mentors. In implementing these recommendations, military social workers will be able to contribute significantly to the development of Officers Commanding in the SAMHS and the profession of social work.

ENGLISH ABSTRACT: The essence of this study is about structural change and how it is affected by competing social forces. My primary aim is to examine the problems and contradictions in Mozambique‟s development strategy and to gain an understanding of how these problems are influenced by the structure of the contemporary world order. A central focus will be on how social forces at various levels influence the way in which development strategy is formed through superior material capabilities, shaping ideas and establishing institutions. The main argument is that the hegemonic neoliberalist ideology has been perpetuated in Mozambique by external social forces and has become the mainstay of the development approach in the country. By acknowledging that theory is used by different social groups for various purposes, I depart from the common assumption of considering the Mozambican development example as a success, and rather ask „for whom it has been a success‟. The theoretical approach in this study is based on Coxian Critical Theory (CCT) and a significant proportion is dedicated to evaluate Cox‟s works and how he applies his theoretical framework in the analysis of the changing world order. To get a better appreciation for the strengths and weaknesses of CCT, the study will also examine the works of several scholars that use CCT in their studies of social forces in Southern Africa. The case study will be guided by the findings generated by the theoretical evaluation, particularly with regards to the way CCT allows for various points on entry in the analysis. The case study of Mozambique generated three main conclusions. Firstly, that Frelimo has failed to create a broad based consensus for its ideology among different social forces in Mozambique and that the historic bloc in Mozambique remains fragile. Secondly, that the economic elite in South Africa and the ANC collaborated with Frelimo in structuring the development strategy in Mozambique, and through this collaboration, perpetuated values consistent with the hegemonic neoliberal consensus. Finally, that the prevailing order in Mozambique is strengthened by the involvement of the international community and that structural change is unlikely to take place without the development of a stronger civil society. The theoretical contribution of the study has been to further support that the logic provided by CCT remains valid in the African context, and that it is highly compatible with other social theories. Furthermore, the study concludes that CCT is particularly compatible with post-colonial theory and social psychology and can be used to address the shortcomings of each other.
AFRIKAANSE OPSOMMING: Die sentrale punt van die studie is strukturele verandering en hoe dit beïnvloed word deur mededingende sosiale kragte. Die primêre doel van die tesis is om die probleme en teenstrydighede in Mosambiek se ontwikkelingstrategie te ondersoek en om te verstaan hoe hierdie probleme verband hou met die struktuur van die teenswoordige wêreld-orde. ‟n Belangrike fokus is ook hoe sosiale kragte op verskeie vlakke die wyse waarop ontwikkelingstrategie gevorm word beïnvloed, via besondere materiële vermoeëns, die vorm van idees en die skep van instellings. Die hoof argument is dat „n hegemoniese neoliberale ideologie perpetueer is in Mosambiek deur eksterne sosiale kragte en dat dit sodoende die bakermat van dié land se benadering tot ontwikkeling geword het. Deur te erken dat teorie deur verskillende sosiale groepe vir uiteenlopende redes gebruik word, beweeg ek weg van die algemene aanname, naamlik dat ontwikkeling in Mosambiek as suksesvol beskou kan word. Die vraag moet eerder gestel word, “vir wie is ontwikkeling in Mosambiek „n sukses?” Die teoretiese benadering in hierdie studie is gegrond op Coxiaanse Kritiese Teorie (CKT) en „n betekenisvolle proporosie van die studie word gewy aan „n evaluering van Cox se benadering en hoe hy dit toepas in „n analise van die veranderende wêreld-orde. Ten einde „n beter waardering daar te stel vir die voor- en nadele van CKT, ondersoek die studie ook die bydraes van „n aantal ander geleerdes wat die benadering gebruik in hul bestudering van sosiale kragte in Suider-Afrika. Die gevalle-studie word gerig deur die bevindinge wat gegenereer word deur hierdie teoretiese evaluering, in die besonder met betrekking tot die manier waarop CKT die gebruik van verskillende invalshoeke tot die analise fasiliteer. Die Mosambiekse gevalle-studie lewer drie hoof-gevolgtrekkings op. Eerstens, dat FRELIMO nie daarin geslaag het, om „n breë konsensus vir sy ideologiese uitgangspunte onder die verskillende sosiale kragte in die land te skep nie. Derhalwe, is die „historiese blok‟ in Mosambiek kwesbaar. ENGLISH ABSTRACT: Since 1994, education and training in South Africa has experienced various changes, driven mainly by the Green Paper on Skills Development and the White Paper on Education which set objectives and outcomes and gave guidelines on how education and training should be approached, planned, and managed. The White Paper on Education necessitated change in SA tertiary institutions such as Stellenbosch University and its respective faculties. The Faculty of Military Science, which is situated at the South African Military Academy (SAMA) in Saldanha, accepted the challenge of contributing to the full personal development of students, by undertaking to shape people capable of organising and managing themselves and their human activities, including their financial activities, responsibly and effectively. The success of higher education institutions in empowering young people to be financially capable is questioned by various publications and surveys. Preliminary findings from surveys in 2004 and 2005 among students at the SAMA suggest that they are largely financially illiterate, thus potentially economically volatile. These findings introduce the research problem and serve as a foundation for the development of a scientific, socially relevant, valid and reliable financial literacy measurement instrument. A combined qualitative and quantitative research methodology is applied to develop a measurement instrument, which is then assessed for validity and reliability by applying it in a case study. The secondary objective of this research is the social study of the financial knowledge, financial behaviour and financial attitude levels of individuals. To ensure relevance between the case study and the measurement instrument, financial literacy is initially evaluated as a management competency. Financial literacy is stated as a key competency in the South African National Defence Force (SANDF). The financial literacy measurement instrument was constructed after an exploration of the contextual and conceptual nature of financial literacy. A questionnaire was selected as the ideal method of gathering the required information. The questionnaire’s validity and reliability were assessed as part of descriptive research in the development phase, as well as in the case study. The face and content validity were proven through input from respondents and subject experts. Reliability of the measurement instrument was assessed by calculating item difficulty, item discrimination, means, standard deviations and ultimately the internal consistency of the financial knowledge, behaviour and attitude sections of the measurement instrument. In the case study first-year students achieved an average of 50.17% for their financial knowledge although they rated their own knowledge levels to be 60.8%. The respondents struggled most with questions pertaining to investment, insurance, and inflation, and least with retirement and income and expenditure questions. This research underlines the importance of financial literacy as a management competency and its importance at a global, national, organisational and personal level. It produces a valid and reliable financial literacy measurement instrument that can be used by different stakeholders in South Africa to assess financial knowledge, behaviour and attitude, and thus indicate where intervention is required. Having a valid and reliable measurement instrument for measuring financial literacy creates opportunity for future research and development.
AFRIKAANSE OPSOMMING: Sedert 1994 het die opvoeding- en opleidingsteater in Suid-Afrika dramatiese veranderinge ondergaan met veral die die Groenskrif op Vaardigheidsontwikkeling en die Witskrif op Opvoeding, wat die doelwitte en uitkomste gestel het en die toon aangegee het in terme van hoe opvoeding en opleiding aangepak, beplan en bestuur behoort te word. Verandering genoodsaak deur die Witskrif op Opvoeding sou by assosiasie ook verandering noodsaak in SA tersiêre inrigtings soos Stellenbosch Universiteit en haar fakulteite. Die Fakulteit Krygskunde, gevestig by die Suid-Afrkaanse Millitêre Akademie (SAMA) in Saldanha, het die uitdaging aanvaar om by te dra tot die totale persoonlike ontwikkeling van studente deur te onderneem om mense te vorm wat in staat sal wees om hulself en hul aktiwiteite verantwoordelik en doeltreffend te bestuur, insluitend hul finansiële aktiwiteite. Hoër Onderwys se sukses met die bemagtiging van jong mense tot finansieel vaardige individue is deur verskeie navorsingsverslae bevraagteken. Voorlopige bevindinge van studies in 2004 en 2005 onder voograadse studente van die SAMA is dat hulle grootliks finansieel ongeletterd is en gevolglik ekonomies kwesbaar. Die bevindinge is die vertrekpunt van die probleemstelling vir hierdie studie, en vorm die basis vir die ontwikkeling van 'n wetenskaplik- en sosiaalrelevante, geldige en betroubare finansiële geletterdheidsmetingsinstrument. 'n Gekombineerde kwalitatiefkwantitatiewe navorsingsmetodologie is toegepas in die ontwikkeling van 'n metingsinstrument, en die verbandhoudende bepaling van sy geldigheid en betroubaarheid deur die toepassing daarvan in 'n gevallestudie. Die sekondêre doelwit van hierdie navorsing is die sosiale studie van die finansiële kennis-, finansiële gedrags- en finansiële houdingsvlakke van individue. 'n Vraelys is geselekteer as die ideale metode om die relevante data te bekom. Die vraelys se geldigheid en betroubaarheid is as deel van deskriptiewe navorsing in die ontwikkelingsfase, en ook tydens die gevallestudie, bepaal. Die gesigs- en inhoudsgeldigheid is bevestig deur respondentterugvoer en vakspesialisinsette. Betroubaarheid van die metingsinstrument is bepaal deur die berekening van itemmoeilikheidsgraad, itemdiskriminasie, gemiddelde, standaardafwyking en uiteindelik interne betroubaarheid van die finansiële kennis-, gedrags- en houdingsafdelings van die metingsinstrument. In die gevallestudie, het eerstejaarstudente 'n gemiddeld van 50.17% vir die kennisfaktor behaal, alhoewel hulle hul eie kennisvlakke gemiddeld as 60.8% aangedui het. Respondente het hoofsaaklik gesukkel met kennisvrae wat handel oor beleggings, versekering en inflasie. Hul het die minste gesukkel met kennisvrae wat handel oor aftrede en inkomste en uitgawes. Hierdie navorsing bevestig die belangrikheid van finansiële geletterdheid as bestuursvaardigheid, asook op 'n globale, nasionale, organisatoriese en persoonlike vlak. Hierdie studie het 'n geldige en betroubare finansiële geletterdheidsmetingsinstrument opgelewer; een wat deur diverse finansiële geletterdheidsaandeelhouers in Suid-Afrika aangewend kan word. Hierdie metingsinstrument sal empiriese inligting oor finansiële kennis-, gedrags-, en houdingsvlakke genereer en aantoon waar intervensie benodig word. ENGLISH ABSTRACT: Germany’s declaration of war on Poland on 1 September 1939 and the consequent war in Europe not only found the Union of South Africa politically divided but militarily unprepared to fight a modern war let alone make any worthwhile contribution toward its European allies’ war effort. The task of getting South Africa into the fight fell to newly appointed Prime Minister J.C. Smuts who cleverly outmanoeuvred J.B.M. Hertzog as leader of the nation. Not only was the Union Defence Force (UDF) severely ravaged by several budget cuts during and after the depression but it seemed to have no inclination of embracing the kind of mechanisation that was the hallmark of most European armies. Within the space of a year Smuts managed to transform the UDF and on 17 July 1940 the 1st South African Infantry Brigade set sail for East Africa where Mussolini’s Italians reigned supreme after brushing aside a couple of British border guards and laying claim to a few miles of British territory. One of the units dispatched by Smuts was the 1st Royal Natal Carbineers from Pietermaritzburg in Natal. Throughout the campaign the Regiment’s C Company fought with distinction but had the dubious honour of being the South African unit that suffered the most casualties during the whole campaign. Several of C Company’s men then become the vehicles through which the remainder of the war is experienced as the men were moved from one theatre of battle to another. Through their eyes the hunting trips into the East African bush and the death of their Commanding Officer, among other things, are relived. The victorious Springboks are then sent to Egypt where they were needed in an effort to break the deadlock that existed between the British 8th Army and the German Afrika Korps. Amidst the ebb and flow of the battle the men of C Company still found time to experience the sights and sounds of Africa’s most populous cities, Cairo and Alexandria. Here many young soldiers were exposed to pleasures and pastimes not to be had back in the Union. In spite of the eventual defeat of the German forces North Africa C Company witnessed the destruction of the 5th South African Brigade at Sidi Rezegh and suffered the loss of a combined platoon when Tobruk capitulated on 21 June 1942. After a brief period on home leave in 1943 C Company was back in action, this time in Italy as part of the 6th South African Armoured Division. Here they faced mountains, heavy snow and an enemy desperately fighting for every hill, stream and building. In the months which followed C Company were often in the midst of the action and many men lost close friends on the slopes of the Italian mountains. As final victory became apparent during the first months of 1945, C Company’s men began preparing for their post-war lives and when the first planes and ships left for the union at the end of April 1945 the men felt that they have served their country well and did their regiment proud.
AFRIKAANSE OPSOMMING: Ten tyde van Duitsland se oorlogsverklaring Pole op 1 September 1939 wat die weg gebaan het het vir die gevolglike oorlog in Europa was die Unie van Suid-Afrika nie net polities verdeel nie maar ook militêr onvoorbereid op 'n moderne oorlog. Die kans dat Suid Afrika n beduidende bydrae tot sy Europese bondgenote se oorlogspoging sou kon maak was ook skraal. Die taak om Suid-Afrika voor te berei vir die komende stryd het op die skouers van die nuutaangestelde premier J.C. Smuts gerus wat deur middel van politieke manuvrering vir J.B.M. Hertzog uitoorlê het as leier van die volk. Nie net was die Unie Verdedigings Mag (UVM) erg uitgemergel deur verskeie besnoeings in sy begroting tydens en ná die depressie nie, maar daar was klaarblyklik geen begrip vir die proses van meganisasie gehad waarmee die meeste Europese weermagte doenig was nie. Binne die bestek van 'n jaar het Smuts daarin geslaag om die UVM te transformeer en op 17 Julie 1940 seil die 1ste Suid-Afrikaanse Infanterie Brigade Oos-Afrika toe waar Mussolini se magte die kruin van die golf ry nadat hulle ‘n paar Britse grensposte eenkant toe gevee het en 'n paar myl Britse grondgebied beset het. Die 1st Royal Natal Carbineers van Pietermaritzburg was een van die eenhede wat in Oos Afrika teen die Italianers sou veg. Tydens die veldtog veg die Regiment met onderskeiding, maar verwerf ook die twyfelagtige eer om die Suid-Afrikaanse eenheid te wees wat die meeste ongevalle gely het gedurende die hele veldtog. Verskeie van C Kompanie se manne word gebruik as ‘n lens waardeur die res van die oorlog ervaar word soos die troepe van een front na die ander verskuif word. Deur middel van hul wedervaringe word, onder andere, die jagtogte in die Oos-Afrikaanse bos en die dood van hul bevelvoerder herleef. Ten spyte van die uiteindelike nederlaag van die Duitse magte in Noord-Afrika was C Kompanie teenwoordig tydens die vernietiging van die 5de Suid-Afrikaanse Brigade by Sidi Rezegh en ervaar ook die verlies van 'n gekombineerde peloton toe Tobruk oorgegee op 21 Junie 1942. Na 'n kort tydperk in Suid Afrika is C Kompanie terug in aksie, hierdie keer in Italië as deel van die 6de Suid-Afrikaanse Pantserdivisie. Hier word hulle gekonfronteer deur berge, swaar sneeu en 'n vyand wat desperaat veg vir elke heuwel, stroom en bouval. In die daaropvolgende maande bevind C Kompanie hom dikwels te midde van die aksie sterf vele goeie vriende teen die hange van die Italiaanse bergreekse. Namate dit duidelik begin raak dat die Duitsers die oorlog gaan verloor begin C Kompanie se manne hulself voorberei vir hul na-oorlogse lewens. Met die vertrek van die eerste vliegtuie en skepe na die Unie teen die einde van April 1945 was die manne van Natal oortuig daarvan dat hulle hul land na die beste van hulle vermoë gedien het en dat hulle die goeie naam van hulle regiment gestand gedoen het.

ENGLISH ABSTRACT: Community work fulfils definite functions within the social work milieu and develops according to a process. The SANDF does not possess any definite guidelines regarding community work. The resultant consequence is that community work is not utilised to its full potential in that the client system does not always receive a quality service. The purpose of this study was to compose a framework for the Directorate of Social Work within the SANDF, which can serve as a guideline for the possible formulation of a policy document on community work within social work practice. The objectives of the study are firstly to provide theoretical and practical guidelines which social workers in a military setting can follow when utilising community work as a social work method of intervention. Secondly, to explore the knowledge and skills of social workers in the military within the SANDF regarding community work. Thirdly, the need for guidelines with regard to community work within the SANDF, was explored. This study was confined geographically to the social workers in the military of the Western Province. An exploratory study was executed in order to achieve the stated goal and objectives. The research methodology was a quantitative design being a data collection instrument in the form of a questionnaire. The questionnaire was used to probe skills, knowledge perceptions and attitudes relating to community work and to determine the impact of existing community programmes. The empirical study enabled the researcher to draw certain conclusions. Although certain misconceptions were evident, the respondents understood the term developmental social work, community and community work, as well as the systems involved in the community work process and the practice models. The most utilised social work method was casework. The respondents who utilised community work made use of a community work process. Most of the respondents utilised the social community education model in the military. Most of the respondents indicated that guidelines for community work within the SANDF would be helpful. Approximately thirty percent of the respondents experienced problems while making use of community work as a social work method of intervention. A number of recommendations stem from the findings and conclusions. The social workers knowledge with regard to community work needs to be updated. Practical opportunities need to be provided to afford the social worker the opportunity to implement the newly acquired knowledge. Community work guidelines need to be determined within the SANDF, and need to be formulated into a policy document. Specific community work posts, which include all disciplines, need to be created within the SANDF. Post-graduates studies should be undertaken by social workers before being promoted into managerial positions.
AFRIKAANSE OPSOMMING: Gemeenskapswerk is een van die drie primere metodes van maatskaplike werk. Gemeenskapswerk is 'n proses wat mense help om hulle probleme en behoeftes duidelik te identifiseer en wat die gemeenskap verder help om potensialiteite en vermoëns te ontwikkel om probleme en behoeftes self te kan hanteer, op te los en te voorkom. Gemeenskapswerk het 'n bepaalde funksie binne die maatskaplike werk milieu en verloop volgens 'n proses. Die SANW beskik nie oor geskrewe riglyne vir gemeenskapswerk nie. Dit kan die kwaliteit van dienslewering aan die kliëntsisteem beinvloed. Die doel van hierdie studie is om 'n raamwerk vir die Direktoraat Maatskaplikewerk Dienste in die Suid Afrikaanse Nationale Weermag(SANW) op te stel wat as riglyne vir gemeenskapswerk in die maatskaplike-praktyk benut kan word, en aangewend kan word om 'n beleidsdokument saam te stel. Die doelwitte van die studie is eerstens om 'n teoretiese uiteensetting van verskeie praktyk modelle van gemeenskapswerk en die proses van gemeenskapswerk in die maatskaplike-praktyk aan te bied. Tweedens is beoog om deur middel van 'n ondersoek te bepaal oor watter kennis van en vaardigheid in gemeenskapwerk , maatskaplike werkers in die SANW beskik. In die derde plek is die behoefte aan riglyne vir gemeenskapswerk in die SANW ondersoek. Die studie is begrens tot maatskaplike wekers in die militêr verbonde aan die Westelike Provinsie. 'n Verkennende studie is onderneem om die gestelde doelstelling en doelwitte te bereik. 'n Vraelys is benut as instrument ter insameling van die data. Die empiriese ondersoek is gedoen deur die benutting van kwantitatiewe navorsing om die voorkoms van die werklikhede te bespreek. Na aanleiding van die empiriese ondersoek is bepaalde gevolgtrekkings gemaak. Alhoewel die respondente die terme gemeenskapswerk, gemeenskappe en gemeenskapwerk modelle en die vier sisteme binne gemeenskapswerk verstaan, het verwarring wel voorgekom. Daar is bevind dat die gevallewerkmetode deur die oorgrote meederheid van die respondente gebruik word. Daar is ook bevind dat gemeenskapswerk verloop volgens 'n proses. Die gemeenskaps-opvoedkundige model word deur die meerderheid van die respondente benut. Daar is bevind dat riglyne vir gemeenskapswerk in die SANW bruikbaar sal wees, omdat ongeveer dertig persent van die respondente probleme ondervind tydens die benutting van die gemeenskapswerk proses. Aanbevelings na aanleiding van die bevindinge en gevolgtrekkings sluit in dat maatskaplike werkers in die militêr se teoretiese kennis oor gemeenskapswerk uitgebrei moet word, waarna opleiding benodig word om hierdie kennis toe te pas. Riglyne vir gemeenskapswerk in die SANW moet opgestel word en in 'n beleidsdokument saamgevat word. Die SANW moet spesifieke gemeenskapswerkposte skep wat alle dissiplines sal insluit. Voorts moet nagraadse studie ook 'n vereiste wees vir maatskaplikewerk-personeel om tot 'n bestuursposisie bevorder te kan word.

A partir du milieu des années 1990, l’Union européenne (UE) s’est progressivement affirmée comme l’un des principaux partenaires des organisations régionales africaines en matière de paix et de sécurité. Des pratiques de soutien aux capacités africaines de maintien de la paix notamment se sont développées au niveau européen avec la création d’instruments dédiés et l’engagement de moyens financiers de plus d’1,1 Md€. Ces pratiques relèvent de ce que l’on appelle communément de la coopération militaire, mais elles sont apparues bien avant que ce domaine d’activité soit explicitement évoqué dans les traités. Elles ont en outre la particularité de s’être institutionnalisées non seulement dans le cadre de la Politique européenne de sécurité et de défense (PSDC), mais également dans celui de la coopération européenne au développement alors que ce dernier se limite traditionnellement à des activités de nature civile. Elles fournissent à ce titre un objet privilégié pour étudier les processus d’institutionnalisation à l’oeuvre au sein de la politique étrangère européenne en dehors des modifications successives des traités et du découpage des politiques qu’ils consacrent. Ces processus d’institutionnalisation renvoient en effet ici aux processus par lesquels sont produites et transformées les règles formelles et informelles qui régissent les pratiques au sein d’un espace social donné (Stone Sweet et al. 2000 ;Fligstein, 2001).

L’émergence et l’institutionnalisation de ces pratiques au niveau européen ne peuvent être réduites à une logique fonctionnelle ni au produit de rapports de force interétatiques, institutionnels ou bureaucratiques. Leur compréhension nécessite de prendre en compte la différenciation des espaces sociaux (ou secteurs) qui structurent les jeux d’acteurs au sein de la politique étrangère européenne autour d’enjeux, de règles et de luttes spécifiques (Buchet de Neuilly, 2005a ;Mérand, 2008a). Le soutien de l’UE aux capacités africaines de maintien de la paix apparaît dans cette perspective comme le produit de luttes récurrentes au sein et à l’intersection des secteurs du développement et de la sécurité qui en ont partiellement reconfiguré les représentations dominantes et les règles établies. Ces luttes ont mobilisé des acteurs distincts en réaction à des chocs externes différents ou interprétés différemment selon les secteurs considérés. Elles ont également suscité des résistances spécifiques et abouti à des pratiques sectoriellement différenciées.

Au-delà de leur enjeu manifeste, celui du maintien de la paix en Afrique, l’émergence et l’institutionnalisation de ces pratiques révèlent ainsi certains des jeux sectoriels et intersectoriels qui se déploient au sein de la politique étrangère européenne autour de la définition des modalités légitimes d’usage et de contrôle de ses ressources. Au sein du secteur du développement, ces luttes se sont concentrées sur la légitimité d’utiliser des fonds dédiés à la coopération pour financer des activités de nature militaire. Au sein du secteur de lasécurité, elles ont porté sur l’agrégation au niveau européen de ressources diplomatiques et militaires nationales au détriment de modes d’action bilatéraux et d’arènes de coordination non spécifiquement européennes comme l’OTAN ou l’ONU. A l’intersection de ces deux secteurs enfin, elles se sont cristallisées autour du degré de contrôle des diplomates sur les ressources propres à l’aide au développement ou, en d’autres termes, autour du degré d’autonomie dont bénéficient les acteurs de développement européens vis-à-vis de la PESC/PSDC.

O conceito de Cultura Estratégica, em virtude de algumas das suas especificidades, encontra-se em constante estudo e análise. Algumas das variáveis que compõem o conceito estão indiscutivelmente ligados uns aos outros como por exemplo a política externa e da atuação das forças armadas tanto no âmbito interno como externo. Na presente dissertação procuramos compreender o conceito de Cultura Estratégica e a sua operacionalização no caso específico da África do Sul. Após uma investigação criterioso podemos verificar que a Cultura Estratégica desenvolve-se em volta de três gerações desenvolvidas e fundamentadas por autores de maior relevância como o Jack Synder, Ian Johston, Colin Gray e o Heitor Romana. Porém, existe atualmente, sendo a cultura estratégica um tema que desperta uma atenção acrescida, estudos que indicam uma quarta e até quinta geração de Cultura Estratégica que procuram compreender a atuação de vários Estados face aos acontecimentos na esfera internacional. Após a definição do objetivo principal, procuramos através de objetivos específicos analisar as influências político-militar e de quais as etapas que se encontra a cultura estratégica. Pretende-se atingir tais objetivos através de uma investigação aprofundada e minuciosa da bibliografia disponível complementando com o conhecimento empírico sobre a África do Sul e da região.
The concept of Strategic Culture, due to some of its specificities, is in constant study and analysis. Some of the variables that compose the concept are undoubtedly linked to each other, such as foreign policy and the military's actions both internally and externally. In this dissertation we intend to understand the concept of Strategic Culture and its operationalization in the specific case of the Republic of South Africa. After a more detailed investigation we can verify that Strategic Culture develops around three generations studied and fundamented by authors such as that of Jack Snyder, Ian Johnston, Colin Gray and Heitor Romana. However, given that strategic culture has become a topic of increasing attention, studies indicate the existence of a fourth and even fifth generation of Strategic Culture that seeks to understand the actions of States with regard to current international events. After establishing the main objective, we seek to analyse, through other specific objectives, the political and military aspects and in what stages of the strategic culture is the country in. Our aim is to achieve these objectives through an in-depth and thorough research of the available literature and empirical knowledge of South Africa and the region.

[Truncated abstract] The senior Imperial officers who took part in the Anglo-Zulu War of 1879 are comparatively well known and their service in that brief period has been well documented, as indeed has that of many of their junior colleagues. Much less, however, is known about the officers who served as commandants of the Natal Native Contingent, although more than half of them were Imperial officers on special service duties. Most of the rest were British ex-officers who lived in South Africa, while one of the remaining two was an adventurer and mercenary. Many of them had already found service with the South African force during the Ninth Cape Border War against the Ngqika and Gcaleka which had only ended in mid-1878. According to official documents, the Natal Native Contingent initially numbered more than 8,000 native troops, in three regiments, under the command of European officers and non-commissioned officers. At the time of the invasion of Zululand in January, 1879, the contingent therefore made up about 62% of the invading force. This bald statistic, as so often, hides the true story. The thesis examines each of the commandants, and the extent to which their abilities and personalities were reflected in the performance of the native troops under their command, while at the same time revealing the evolution of the Contingent itself as an arm of the invading force under Lieutenant General Lord Chelmsford ... The haste with which the regiments were assembled, their often inhuman treatment by their officers, the minimal or non-existent training they received and the way they were armed and dressed all combined to qualify their subsequent performance in the field. A comparison of the NNC is drawn with the performances of the Native Mounted Contingent, and the men of Colonel, later Brigadier General, Evelyn Wood?s Irregulars. The conclusion of the thesis is that the commandants did indeed have a profound effect on the quality and performance of the Africans who served under them. In general, the units under serving British officers performed best, while the colonial officers did less well. The mercenary officer was almost certainly the worst, but by only a slim margin.

In 2013, the South African delegation to the African Union (AU) vigorously lobbied other AU Member States to urgently establish the African Capacity for Immediate Response to Conflict (ACIRC) Brigade. South Africa argued that the continent needed a rapid deployment force to respond quickly to conflicts. Amongst others, the ACIRC will intervene in stabilisation, peace enforcement and intervention missions, the neutralisation of terrorist groups, and attacks on legitimate governments. The decision to establish the ACIRC was a response to the M23 occupation of Goma and French intervention to assist the Malian government, which was under attack from Tuareg separatists and other Islamic fundamentalist groups. Critics of the ACIRC mechanism argue that it goes against the principles of peacekeeping and is an indication that South Africa is advocating for a departure from pacifist to robust military intervention. From South Africa’s perspective, the ACIRC Brigade is intended to fill the security gap left by the African Standby Force. This research study argues that the ACIRC is not an indicator that South Africa is advocating for a departure from pacifist to robust military intervention when resolving conflict in Africa. Instead, the ACIRC mechanism, like the Force Intervention Brigade and the French army intervention in the Democratic Republic of Congo and Mali respectively, will provide the AU with a quick response mechanism for conflict. The robustness of response will be determined by the threat at the tactical level of military operation. As such, the deployment of the ACIRC Brigade will still be guided by the principles of peacekeeping as laid out in the UN Charter and Article 4(h) of the AU Constitutive Act. In this respect, post-apartheid South Africa has played a leading role in resolving conflicts in Africa. Those who subscribe to realism argue that South Africa participates in peace missions for its own self-benefit. They argue that its participation in peace missions will increase its global stature and improve its credibility in its quest to become a permanent member of the United Nations Security Council. On the other hand, idealists argue that South Africa’s participation in peace missions is inspired by the principles of ubuntu and altruism. This research study argues that both the realist and the idealist arguments are credible when assessing South Africa’s participation in peace missions in Africa. However, Precious Pakamile Hlungwani 775032 iii notwithstanding the credibility of both arguments, there is more evidence to support the realist view on South Africa’s participation in peace missions.

South Africa's peacekeeping role emerged within the context of a changed landscape in Africa. The colonial legacy, the struggles against colonial rule and its subsequent replacement with post-colonial independent governments, shadowed by a global Cold War, ended in the early 1990s. These internal conflicts manifested themselves in violent armed rebellion between governments and opposition or militia groups. The roles and responsibilities of the police during peace-mission operations evolved from merely monitoring host nation police agencies, to reforming, restructuring and rebuilding police forces destroyed by war. United Nations police have assumed primary responsibility for maintaining law and order across all missions, where they play diverse and critical roles in the effort to re-establish the rule of law in states attempting to transition from war to a peace that produces safe and stable societies. The face of peacekeeping has changed from what was commonly known as traditional peacekeeping to being multidimensional in nature. The reason for this change is because the conflict that is taking place currently is no longer that of one country against another country, but is mostly an intra-state situation. The mandate for peacekeeping emanates from the United Nations continental body, i.e. the African Union, Regional Economic Communities, as well as the South African national legal framework. This research was conducted with the purpose of determining the extent of the challenges that the South African Police Service members are faced with during peace missions. The researcher recommends that further research be undertaken to focus on the following aspects: the role of South African Police Service members in Election Observer Mission and the challenges experienced during that kind of mission. Further research should also be conducted into the prevention of conflict before it even starts, especially in Africa.

While it has become the United Nations (UN) responsibility to peacekeep the world’s most conflict ridden countries, so too has their impact on the physical environment increased. Large numbers of personnel require equally vast amount of logistical requirements and equipment for the sustainment of operations. Base camps are the focal points from which operations are managed in the field. The ability of peacekeeping base camps to handle their solid waste, both on-site and off-site in low capacity environments, has gained greater attention as environmental concerns have increased globally. Interviews conducted with the South African National Defence Force (SANDF) (acting as a current Troop Contributing Country (TCC) to the United Nations (UN) peacekeeping mission in the Democratic Republic of the Congo) determined the problems facing appropriate solid waste collection, treatment and disposal methods utilized in and outside peacekeeping base camps and their specific limitations. It was found that there was inefficient monitoring and follow up processes involved with solid waste contracting providers; that there is a need for the inclusion of focused solutions during the operational planning stages; and, there is a deficiency in placed responsibility both from within a TCC and between the UN as to how and whom should manage the solid waste emanating from within base camps. This MA dissertation achieved the understanding that there must be greater focus placed on the delineation of responsibility for the management of solid waste within base camps in the documents that initially structure operations between TCCs, the UN and host nations, thereby limiting the impact on the physical environment from peacekeeping to the furthest extent possible.
