Abstract:
The primary responsibility of the United Nations Security Council (UNSC) is to maintain international peace and security. Since the establishment of the UN in 1948, UNSC through UNSC resolutions has pursued this aim by authorizing various peacekeeping missions. When the effectiveness of UN missions is analyzed, it has mixed responses. Some UN missions are considered very successful while some are criticized for their underperformance. The peacekeeping force has to operate in a volatile, uncertain, complex, ambiguous, and highly unpredictable environment with various limitations and constraints

Is the acquisition of personnel for UN peacekeeping missions susceptible to free-riding by UN member states? If so, what drives this behavior and what impact does this have on obtaining required personnel for the mission? Using data from 21 missions in 13 African countries between 1990 and 2010, this article addresses whether UN peacekeeping missions experience a shortfall in personnel due to incentives to free-ride by contributing states. It argues that as the number of states contributing to a mission increases, contributors have a greater incentive to free-ride and make suboptimal personnel

Abstract:
How can the UN optimise the contributions that locally recruited ‘national staff’ make to peacekeeping operations? Especially given intense pressure to reduce costs through ‘lighter footprints’, peacekeeping operations need to mobilise the full potential of all their personnel to accomplish mandated tasks. This includes civilian staff, of whom 61% are national staff. Missions depend on national staff both for cost savings (since national staff typically earn less than international staff) and for local expertise and access. Yet tensions arising from status inequalities between national and int

Peacekeeping is getting more dangerous. Illicit arms, ammunition, and explosives are key factors in this increasingly hostile environment. The United Nations needs to adapt to ensure the safety of peacekeepers and their ability to implement mandated tasks. The United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) illustrates both the possible dangers to current missions as well as lessons learned in efforts to mitigate the impact of illicit arms. This brief reviews MINUSMA’s experiences in these regards. It argues that greater efforts should be made to exploit the

United Nations peace operations are generally considered a poor vehicle for counter-terrorism. Yet, UN peace operations are regularly deployed by the Security Council to settings affected by terrorism and violent extremism. The confluence of terrorism and conflict make this co-existence inevitable, but some missions have also engaged more directly in countering these elements. For example, the UNSC continues to support the mission in Somalia, which actively faces terrorist threats, and has also deployed a peacekeeping mission to Mali amid a jihadist insurgency. Abstract:
Conventional arms control and disarmament efforts have historically been framed as a humanitarian cause to limit human suffering. However, activities with an arms control component have only featured to a limited extent within the protection of civilians (POC) mandates of United Nations peace operations. Both issues feature on the agenda of the United Nations Security Council which mandates missions, but the linkages between the two have not been well explored at policy, strategic and operational levels. Produced in conjunction with the International Peace Institute, this brief provides an ana

In the year 2000, United Nations Security Council Resolution 1325 on women and peace and security stressed the link between gender equality and international peace and security. The resolution underscored the importance of the full and equal participation of women in all efforts towards the maintenance and promotion of peace and security, including UN peace operations. Following the resolution, organizations and member states involved in multilateral peace operations affirmed their commitment to increase women’s participation in these activities.
