Abstract:
Since 2003 language mandating civilian protection (POC) has increasingly appeared in Security Council resolutions, peace support doctrine, and humanitarian frameworks. Despite the frequency of its use, the term lacks a universal definition and a clear gap exists between military operations that attempt to establish, introduce, and/or enforce civilian protection and humanitarian approaches to POC concepts. This thesis posits three metrics that should be used to evaluate the effectiveness of peacekeeping operations which aim to establish POC rates of civilian massacres, rates of internally displaced persons, and incidents of sexual violence. These criteria share both military and humanitarian priorities. They also represent elements of conflict present in the eastern Democratic Republic of the Congo since at least 1998, and each must be reduced in order to establish a minimum standard for civilian protection in the country. The United Nations Organization Stabilization Mission in the Congo (MONUSCO) was charged with implementing POC in the eastern regions of the DRC beginning in 2008. This thesis considers the ability of MONUSCO to address each of the three POC metrics and shows that the mission has fallen short of achieving its mandate to instill minimum standards of civilian protection.

Abstract:
On December 1, 2000 a new administration took over the presidency of MeÌ xico. This event was especially anticipated because the new president, Vicente Fox, was coming from a different party than the PRI, the old official party. The arrival of President Fox brought important changes in the way of governing; with the moral obligation to be different, since the beginning of his administration one of the main goals was incline to pursue a more dynamic participation by Mexico in the political issues of the world. This was to be accomplished by taking up several measures that included enhancing economic trade with the United States and other nations, world summits in Mexico, improvement of human rights and others. Among those plans one attracted special attention when Mexico asked for a seat as a non-permanent member in the UN Security Council for the period 2002-2003 the third time in Mexican history. There were divided opinions on the subject because Mexico would be directly involved in UN decisions concerning internal situations of other countries, something that goes against the foreign policy principles of MeÌ xico. Eventually this discussion opened doors for other topics; one of them was the possibility of Mexico participating actively in peacekeeping operations by sending troops overseas; this initiated a biter debate in the political sphere. This study analyzes Mexican Foreign Policy and the historical perspective of the foreign principles stated in the Mexican Constitution[alpha]s article 89, followed by a discussion of their influence and interpretation in the politicalmilitary environment before and during the administration of President Fox. The study includes the analysis includes the new social and political scenario that MeÌ xico is facing in order to determine the odds and obstacles when dealing with military participation overseas. As MeÌ xico takes its place in the community of nations, the country[alpha]s leadership needs to search for possible options and test whether the new Mexican political apparatus has the flexibility to address current threats and requirements for international security. An analysis on the capabilities of the Mexican Armed Forces is also necessary in order to determine their capacity to execute multinational operations. Finally bring out the real benefits and/or risks from getting Mexico involved in these kinds of operations are identified.

Abstract:
The answer to if peacekeeping is successful or not is still debated. The focus has mostly been on internal characteristics of peacekeeping missions. While external factors, have been largely overlooked. This thesis aims to explore the effects external involvement in intrastate conflicts may have on the success of peacekeeping deployment. It poses the following research question: how does foreign state sponsorship to rebel groups affect the success of peacekeeping operations? The main argument made is that the causal mechanisms presented for why peacekeeping operations are effective, do not have an effect on the sponsors and their incentive to stop fighting. Hence, it is hypothesized that peacekeeping operations are less effective in decreasing the duration of intrastate armed conflict when rebel groups are sponsored by foreign states. The argument is tested using a discrete-time survival analysis and Cox proportional hazard models on all intrastate conflicts between 1970-2017, and foreign state sponsorship is treated as an interaction effect. The findings did not support the hypothesis but rather suggest that the presence of peacekeepers has a dominant positive conflict-intensity reducing effect. These results scratch the surface of what the effects external involvement may have on peacekeeping success and indicate that peacekeeping is successfully undermining sponsorship.

Abstract:
Mellan 2004 och 2006 deltog ett svenskt mekskyttekompani som en del i FN-insatsen i Liberia, UNMIL. Uppsatsen syftar till att utreda hur det svenska kompaniet bidrog till uppfyllandet av den strategiska målbilden inom UNMIL 2004-2006 med hänsyn tagen till svenska direktiv, ordrar och incitament till att bidra till insatsen, samt att dra lärdomar utifrån detta. En fallstudie har använts för att studera verksamhet och erfarenheter från insatsen som sedan analyseras utifrån de olika mål och framgångsfaktorer som låg till grund för insatsen. Fallstudien baseras i huvudsak på slutrapporter från de svenska kontingenterna som verkade i UNMIL. Resultatet visar att det svenska kompaniet bidrog positivt till uppfyllnaden av UNMIL:s strategiska målbild och Regeringens incitament för deltagande men att brister fanns inom Försvarsmaktens direktiv, främst avseende interoperabilitet. Författaren drar utifrån detta slutsatser att mekskytte hade en viktig roll att spela inom UNMIL och att svenska officerare bör utbildas inom FN-doktrin och FN som system. Slutligen kommer författaren fram till att framgång är svårt att mäta på taktisk nivå i fredsfrämjande operationer och att vidare forskning bör bedrivas på området.

Šiame magistriniame darbe autorė analizuoja Jungtinių Tautų taikos misijų teisinį reglamentavimą. Autorės iškeltas darbo tikslas – išanalizuoti taikos misijų rūšių teisinius pagrindus, pamatinius taikos principus ir atskleisti praktikai būdingas problemas. Darbą sudaro dvi dalys. Pirmosios dalies pirmame poskyryje pateikiamas Jungtinių Tautų taikos misijų istorinis vystymasis nuo Šaltojo karo iki šių dienų, išskiriamos skirtingos taikos misijų rūšys. Antrame poskyryje analizuojamas Jungtinių Tautų taikos misijų rūšių teisinis pagrindas, trečiajame ‒ atribojama pagrindinių Jungtinių Tautų organų kompetencija, vykdant saugumo politiką. Analizei naudojama Jungtinių Tautų Chartija, Tarptautinio Teisingumo Teismo praktika. Ketvirtajame poskyryje autorė pateikia trijų pamatinių taikos principų turinio analizę. Antroji dalis skirta praktinėms taikos misijų problemoms. Analizuojant Jungtinių Tautų Organizacijos oficialius dokumentus, pateikiamos tradicinių taikos misijų Konge, platesnio masto taikos misijų Bosnijoje ir Afganistane esminės teisinio pagrindo ir pamatinių taikos misijų principų taikymo problemos. Paskutiniame poskyryje analizuojamas Lietuvos valstybės dalyvavimas taikos misijose: a) pateikiama nacionalinių teisės aktų, susijusių su Lietuvos dalyvavimu taikos operacijose teisinė analizė; b) Lietuvos vadovavimas Afganistano Goro provincijos atkūrimui. In this paper the author performs analysis of United Nations peacekeeping legal regulation. The author’s goal ‒ to analyze legal basis of different kinds of peacekeeping operations, fundamental peacekeeping principles and disclose typical problems in practice. The work is divided in two parts. First part begins with section devoted to historical development of peacekeeping missions ‒ from the Cold War to the present, and classification of peacekeeping missions. In the second section the author analyses legal basis of different types of peacekeeping operations. The third section comprises separation of powers of the main United Nations organs, while conducting security policy. Furthermore, the author analyses The Charter of The United Nations and the practice of The International Court of Justice. The fourth section consists of content analysis of three substantial peacekeeping principles. In the second part the practical peacekeeping challenges are analysed. The author reviews Official United Nations documents and raises problems related to application of legal basis and fundamental principles of traditional peacekeeping in Congo and wider peacekeeping operations in Bosnia and Afghanistan. The second part is concluded by legal analysis of Lithuanian participation in peacekeeping operations: a) national legislation related to the participation in peacekeeping operations b) Lithuania’s leadership in one of Afghanistan province – Ghor ‒ reconstruction. A partir da década de 1990, a abordagem das operações de paz sofreu transformações em campo, uma vez que passaram a se envolver com atividades de reconstrução de Estados (statebuilding), que haviam sido destruídos por conflitos internos. Dessa forma, o seu grau de intervenção em âmbito doméstico se ampliou, desafiando a noção de soberania territorial e o princípio de não intervenção. A UNMIK é uma operação de paz desse tipo, mas é a mais ousada por ter assumido uma administração interina em Kosovo, ex-província iugoslava. Essa intervenção internacional foi justificada pela proteção dos direitos humanos da comunidade albanesa, maioria da população de Kosovo, que havia sido massacrada por uma política de limpeza étnica entre 1998 e 1999, perpetrada por Slobodan Milosevic. Do momento de sua implementação (1999) à independência autodeclarada do território (2008), a UNMIK desempenhou papel de representante local ao ocupar espaços dos poderes Executivo, Legislativo e Judiciário de Kosovo e, ao mesmo tempo, foi emissária da comunidade internacional para manutenção da paz e da segurança internacional nessa zona de conflito. O seu principal objetivo era estabelecer um Estado de Direito por meio da democratização das estruturas de governo e da liberalização do mercado. Até hoje, a operação de paz não se desvencilhou de suas atribuições governamentais, permanecendo ali por tempo indeterminado.
From the 1990s, the approach of the peacekeeping operations have changed in the field, once they started undertaking state building activities in war-torn states. In this way, their intervention level in the local dimension increased, challenging the notion of territorial sovereignty and the non-intervention principle. UNMIK is one of this kind of peacekeeping operation, but this is the most audacious one, once it was in charge of an interim administration in Kosovo, the former Yugoslav province. This international intervention was justified by the human rights protection of the Albanian community, the majority of the Kosovo population, who was massacred due to an ethnic cleansing policy between 1998 and 1999, undertaken by Slobodan Milosevic. From its implementation (1999) to the self-declared independence of the territory (2008), UNMIK had played a local representative role exercising Executive, Legislative and Judiciary powers in Kosovo and, at the same time, it was an emissary of international community for the maintenance of peace and international security in this zone of conflict. Its main goal was to establish the Rule of Law through the democratization of government structures and market liberalization. So far, the peacekeeping operation has not been able to pull itself away from its governmental duties, remaining there indefinitely.

ENGLISH ABSTRACT: Since the early 1960s, when the majority of African countries gained independence from colonial powers, the continent has been in turmoil. Conflicts have been extensive, and detrimental to economic, political and above all, social development. Today, Africa is under more pressure than ever to find solutions for these conflicts. The situation is complicated by the complex and difficult challenges brought on by a rapidly globalising world. Also conflicts have often been characterised by internal, as well as regional proportions. Coupled with this, the threats facing Southern Africa are of such a nature that they transcend national boundaries, and have a tendency to effect entire regions as opposed to individual states. Thus threats no longer endanger states, but rather their people. fn view of this, conflict resolution requires a regional approach as well, in order to ensure a viable and lasting solution. This thesis attempts to evaluate the contribution of regional co-operation to conflict resolution in Southern Africa. Two concepts imperative to this evaluation are regionalism and security. Both are examined and juxtaposed. The author determines that the concepts have changed dramatically since the end of the Cold War period, and that new regionalism and new security approaches need to be considered in addressing conflicts, since traditional interpretations have become obsolete, particularly in the developing world. Furthermore, an examination of the international, regional and sub-regional organisations, concerned with conflict management on the continent, is carried out. The United Nations and the Southern African Development Community, together with their efforts in Southern Africa analysed. The author takes the conflict in the Democratic Republic of the Congo as a case study, and concludes that the persisting conflict has ensued precisely because regional co-operation was inadequate. The states and leaders involved did not take into account the regional dimensions of the conflict, and also ignored threats to human security. Regional co-operation was at a minimal, and involvement has until now been predominantly unilateral and statist, marked by personal interests, and not those of the population.
AFRIKAANSE OPSOMMING: Sedert die vroeë sestigerjare, toe die meerderheid Afrikalande onafhankliheid van koloniale magte verkry het, was die kontinent in onrus gehul. Dit was omvattende konflik - konflik wat nadelig was vir ekonomiese, politieke en veral sosiale ontwikkeling. Vandag, meer as ooit tevore, is Afrika onder druk om oplossings te vind vir hierdie konflikte. Die situasie word gekompliseer deur die uitdagings gestel deur 'n vinnig globaliserende wêreld. Die konflik word dikwels deur interne sowel as streeksafmetings gekenmerk. Hiermee saam is die bedreigings wat op Suidelike Afrika 'n invloed het van so 'n aard dat dit nasionale grense ignoreer en die geneigdheid het om totale streke, in teenstelling met individuele state, te beïnvloed. Hierdie bedreigings stel dus nie state in gevaar nie, maar eerder hul mense. Om 'n lewensvatbare en blywende effek te hê, benodig konflikoplossing dus ook 'n streeksbenadering aan te neem. Hierdie tesis poog om die bydrae van streekssamewerking, ten einde konflikoplossing in Suidelike Afrika te bewerkstellig, te evalueer. Beide word ondersoek en in verband gebring. A presente dissertação de mestrado analisa o papel da justiça de transição na busca pela paz na Guiné-Bissau, a partir do estudo dos mecanismos de justiça de transição existentes. Estudam-se os mecanismos existentes na busca pela paz e prestação de contas pelo passado de abusos e violações de direitos humanos e a escolha feita pela Guiné-Bissau pela operação de manutenção da paz, UNOGBIS constituída pela Organização das Nações Unidas. Nesses termos é apresentado o referêncial teórico necessário ao entendimento das questões propostas; é realizada a contextualização do país no continente africano e posteriormente é analisado o mecanismo das operações da paz, enquanto atividade de fortalecimento do processo de reconciliação nacional por meio da execução de projetos destinados a recompor as estruturas institucionais, a recuperar a infra-estrutura física e a ajudar na retomada da atividade econômica.
This dissertation examines the role of transitional justice in the search for peace in Guinea-Bissau, from the study of the mechanisms of transitional justice existent. It is studied the existing mechanisms in the search for peace and accountability for past abuses and violations of human rights. And also, the choice made by Guinea-Bissau for the peacekeeping operation, UNOGBIS formed by the United Nations. In these terms the theoretical reference is made to the understanding of the issues proposed; contextualization is held in the country on the African continent and it is later analyzed the mechanism of peace operations, while strengthening the activity of the national reconciliation process through the implementation of projects aimed recompose the institutional structures to regain physical infrastructure and help the recovery of economic activity.

Abstract:
In this thesis we aim to examine the economic impact of peacekeeping provided by the United Nations (UN) in conflict-affected countries around the globe. The main interest of this thesis is to estimate the possible economic impact that UN peacekeeping operations may have had on conflict-affected countries’ economies between 1989-2019. We aim to do this by investigating if there is a positive causal relationship between UN peacekeeping operation (PKO) and GDP/capita. This is done by examining previous research and conducting an empirical analysis using a difference-in-differences method. Our model examines the change in GDP/capita levels for both a treatment and non-treatment group, defining PKO as treatment. Data on the conflicts, UN peacekeeping operations and other relevant variables was collected from well-established open sources. The results imply that PKO has a positive impact on GDP/capita development, but that the effect most likely goes through the effect that PKO has on our mediator variables, that in turn positively affect GDP levels. Furthermore, our results indicate that the size of the mission, in terms of military strength, does seem to increase the economic effect.

The concept of power has always been a complex term and debated by numerous academic schools. The end of the Cold War and the occurrence of a new multilateral international environment resulted not only in new power structures, but also in new problems and conflicts. Therefore, understanding the new power structures and evolving nature of international conflicts has become necessary in order to establish a stable and secure environment. Located in a geographical position where there are various types of conflict, Turkey stands as a leading figure, acting as both a regional soft power and an important contributor to peace operations. In this sense, this thesis explores the concepts of soft power and peacekeeping and the effects of Turkey’s soft-power assets, using peacekeeping operations in Afghanistan as a case study.

Abstract:
Inaction by UN peacekeeping troops in the face of the commission of genocide in Srebrenica and Kigali raised significant questions regarding the duty owed by UN peacekeeping forces to those under their protection. Recent court judgments have recognised that the Netherlands and Belgium were to a certain extent legally responsible to protect those under the care of each state’s peacekeeping troops, and that also the role of individual peacekeeping commanders may be questioned. While peacekeeping commanders may have a moral responsibility to act, it is not realistic to argue that peacekeeping commanders have a legal duty to do so. As a result, the use of the existing options to establish criminal liability for a failure to act under domestic and international law would not be justified in relation to the conduct committed. This thesis argues that alternative options to the existing forms of criminal responsibility for military commanders should be considered, possibly focusing more clearly on failing to fulfil a norm of protection that is specific to peacekeeping and distinct from protective obligations under international human rights law and international humanitarian law. Establishing law tailored to the context of peacekeeping would be an important step towards clarification of the obligations and responsibilities held by military commanders in UN peacekeeping missions.

ENGLISH ABSTRACT: Since the advent of democracy in 1994, domestic and international expectations have steadily grown regarding the role of a new South African as a responsible and respected member of the international community. These expectations have included the hope that South Africa will playa leading role in a variety of international, regional and sub-regional forums and that the country will become an active participant in attempts to resolve various regional and international conflicts. The nature of international activities aimed at international conflict prevention, management and resolution has changed dramatically over the past decade. A radically post-Cold War security environment has seen the transformation of classical peacekeeping operations into complex, multi-dimensional conflict management activities with a political focus in which the military is but one of many participants. Whilst South Africa has, as a member of bodies such as the United Nations, the Organisation of African Unity, the African Union and the Southern African Development Community, begun to play an active role in diplomatic resolution initiatives, the country is also expected to contribute to wider multi-national peace missions. Contemporary peace missions are fundamentally political initiatives, despite the complex mixture of political, humanitarian and military concerns and means. South Africa must therefore make a careful appraisal of the political and strategic environment within which peace missions are to be launched and the principles governing South African participation in such efforts. A clear understanding is required of the type of mandate, which governs peace missions in order to facilitate a detailed articulation of acceptable entry and exit criteria and to determine the scope, level and type of resources that South Africa is willing to commit to future peace missions. This will provide a clear indication to the international community and the regional and sub-regional partners of South Africa's stance on participation in peace operations. South Africa has limited but valuable resources to offer the international community for the conduct of peace missions. These include civilians with a diverse range of skills and experience appropriate to peace processes, professional and experienced police officers and well trained and disciplined military capacity. If these resources are to be utilised by the international community in the cause of peace, their approximate nature and size must be defined through an appropriate readiness system for each component. On the other hand, a number of key conditions must be met before these potential resources are deployed in support of a particular peace mission. Some of the responsibility for meeting these conditions lies at the level of the international community - such as the formulation of a clear and realistic mandate. On the other hand, it is a national obligation to support and budget for such participation. After an assessment of the South African National Defence Force, operation BOLEAS in Lesotho, a clearly articulated Aide de Memoire is recommended as a model for Peace Support Operations, which will cover all aspects in relation to South African National Defence (SANDF) participation in peace initiatives. This Aide De Memoire aim to set conditions that should be met before any peacekeeping operation can be implemented. It will provide clarity on matters relating to the scope of South African peace missions; the question of mandates, joint task organisation and legal responsibilities.
AFRIKAANSE OPSOMMING: Sedert die aanvang van demokrasie in 1994 was daar 'n stelselmatige groei in eie en internasionale verwagtinge oor die rol van 'n nuwe Suid-Afrika as verantwoordelike en gerespekteerde lid van die internasionale gemeenskap. Hierdie verwagtinge het die hoop ingesluit dat Suid-Afrika "n leidende rol sou speel in 'n verskeidenheid van internasionale, streek en sub-streek forums en dat die land 'n aktiewe rolspeler sal word in pogings om oplossings te vind vir verskeie streeks- en internasionale konflikte. Die aard van internasionale bedrywighede, wat gemik was op die voorkoming van internasionale konflik, bestuur en besluitneming, het oor die laaste dekade drasties verander. 'n Juiste begrip van die tipe mandaat wat vredesendings beheer, word vereis sodat 'n gedetailleerde uitspraak van aanvaarbare toetree- en uittreemaatstawwe vergemaklik kan word. Ook die bestek, vlak en tipe van hulpbronne waartoe Suid-Afrika bereid is om homself in die toekoms te verbind moet bepaal word. Dit sal 'n duidelike aanduiding vir die internasionale gemeenskap, streek en substreekvennote gee van wat Suid-Afrika se standpunt ten opsigte van deelname aan vredesoperasies is. A deconstruction of the role of peace support operations suggests that they sustain a particular order of world politics that privileges the rich and powerful states in their efforts to control or isolate unruly parts of the world. As a management device it has grown in significance as the strategic imperatives of the post-industrialized, capitalist world have neutered the universal pretensions of the United Nations. Drawing on the work of Robert Cox and Mark Duffield, this essay adopts a critical theory perspective to argue that peace support operations serve a narrow, problem-solving purpose - to doctor the dysfunctions of the global political economy within a framework of liberal imperialism. Two dynamics in world politics might be exploited to mobilize a counter-hegemonic transformation in global governance. First, a radical change in the global trade system and its problematic institutions will create opportunities to emancipate the weak from economic hegemony. Second, future network wars are likely to require increasingly subtle and flexible teams, similar to disaster relief experts, to supply preventive action, economic aid and civilian protection. This might only be achieved by releasing peace support operations from the state-centric control system, and making them answerable to more transparent, more democratic and accountable multinational institutions.

Even after the introduction of the UNSCR 1325 and subsequent resolutions, women’s leadership in the context of the WPS Agenda remains very low, despite the clear stance of the UN towards a support of an increased participation of women in peace and security processes. The aim of this thesis is to specifically address women’s leadership in the Swedish Armed Forces (SAF) in the framework of peacekeeping operations, looking at the way the gender perspective is applied in the SAF through the introduction of the Handbok Gender, adopted in 2016. Since the focus of this research is on women, the theoretical perspective utilised as reference point is feminism and specifically a feminist constructivist approach with an institutional focus. Mixed research methods have been applied in order to collect the data, while the main centre of attention of this project has been a critical discourse analysis of the mentioned gender policy. Sweden has been chosen as case study because of the relevance of its singular feminist policies (Wallström’s statement that Sweden is pursuing a feminist foreign policy is a clear example), nevertheless the conclusions appear to be quite contradictory because even in a country which officially identifies as feminist women’s leadership in peacekeeping operations is very low.

This thesis analyses critically the hypothesis that Private Military Companies (PMCs) are a viable option for direct involvement in UN peacekeeping missions in African states. The involvement of PMCs in the affairs of states is a controversial and divisive issue, but since the end of the Cold War, they have become increasingly involved in the security structures of African states, and in post-conflict reform of such structures. They have also become involved in tasks related to commercial activities central to the political economies of African states. Indeed, Africa was the theatre in which PMCs evolved from an opportunist phenomenon that emerged in response to rapid change in the security situation, to become part of the emerging post-Cold War political economy. In the 1990s, PMCs undertook operations in Angola and Sierra Leone that brought about situations where warring factions were compelled to negotiate settlements. While the response of the international community was predominantly one of condemnation of their involvement, others pointed out that operations conducted by PMCs had been remarkably swift and inexpensive in bringing violent conflict to an end, in contrast to those conducted by the UN in African states. PMCs’ involvement in peacekeeping operations is becoming increasingly relevant; they have been involved in every major UN peacekeeping mission since 1990, and have carried out tasks spanning a wide range of UN functions. In 1995, Christopher Bellamy speculated that the UN might augment their numbers with private soldiers. While this was dismissed at the time, it is a concept that continues to resurface when the UN has difficulty finding sufficient adequately trained troops for its peacekeeping missions. This thesis investigates the hypothesis that PMCs are a viable option, in practical, political, legal, economic and moral terms, for involvement in such missions.

How do norms guiding peacekeeping change, and who are the important actors in this process? Using sociology of professions and practice theory, this thesis seeks to advance constructivist theorizing of norm change in international organizations by a closer look at UN peacekeeping. The thesis argues that ambiguity is deep-seated in UN peacekeeping and that basic norms (grundnorms) and norms guiding peacekeeping operations are often in conflict. The thesis highlights the role of practices in two ways. First, special envoys and representatives of the Secretary-General (SRSGs) can act as norm arbitrators through actions in the field and have bottom–up influence on norm change in the organization. Second, various ‘ecologies’ such as think tanks and academia have, together with member states and UN officials, formed informal policy alliances to establish new norms, principles, and concepts such as ‘responsibility to protect’ and ‘integrated missions,’ effectively constituting and driving norm change in the international system. This thesis sees these processes as social practices that advance change in the organization. With this contribution, the study further expands the understanding of which actors have agency and what sources of authority they draw on in norm change processes in international organizations. The UN can be seen as a competitive arena where informal policy alliances, or ‘linked ecologies,’ put forward ideas on how to solve policy issues. In a broad sense, the UN is an arena where informal alliances are formed around issues of common concern; and, with the financial support of donor states and knowledge production of think tanks, academia and the working level of the UN, ownership among member states is built in consultative processes.

The paper will highlight that UN is not going only with their peacekeeping operation personnel, UN is also bringing private military companies into their ranks. This paper will focus on UN peacekeeping operations in Africa with the focus of non-interstate operations. Traditionally would not the Just war theory be the theory to apply to peacekeeping operations but by UN orthodox behavior of bringing private military contractors into peacekeeping operations, just war theory becomes appropriate. The purpose of this paper is to bring light on UN use of PMC and if PMC has increased UN security during peacekeeping operations. To be able to shed this light, a more extensive empirical study will be made to see UN practice with PMC by descriptive statistics. The paper finds that PMC has been an active force within peacekeeping operations and that PMC is performing several military tasks for UN. It further sees that UN fatalities are increasing in the cases when PMC has been present. Further insight into peacekeeping operation is that higher taxpaying nations are sending fewer troops and commanders compared to less taxpaying nations.

The current scale and scope of peacekeeping missions is unprecedented and with this increasing reliance on peacekeeping as a tool to manage threats to peace and security come questions about who should keep the peace. Is it, as many assume, the United Nations? Is it a regional organization, such as the African Union? Or is it an individual state? Each of these different types of peacekeeping operations have different strengths and weaknesses associated with them in terms of legitimacy, institutional capacity, local and regional awareness, resources, and military effectiveness. This dissertation analyzes types of peacekeeping operations to determine which is the most effective in restoring peace and stability and why. I use a structured, focused comparative case study methodology to examine eight cases of peacekeeping, across two countries, the Democratic Republic of Congo and Sierra Leone, each of which has been subject to all three types of peacekeeping operations. This approach allows me to hold a number of control variables constant, providing a clear test of the impact of the type of intervention. I found that the type of PKO makes a difference to the success or failure of that mission. PKOs run by lead states are more likely to be successful because they are more willing to use force and they are more likely to have the resources and capabilities necessary to implement that force. Further, I found that two types of PKOs working together can use their strengths to compensate for each other’s weaknesses. I also present a quantitative study with a larger sample size that both substantiates my findings and allows me to generalize them to a wider universe of cases.

In chapter three, the research methodology is highlighted and chapter fourgives an overview of UN peace and security actions and the interaction among other peaceinstruments and peacekeeping. That chapter also highlights peacekeeping in Africa and in the DRCwith emphasis on the North Kivu province.The results obtained from the environmental review are presented in chapter five and the analysis ofthe result based on the ‘three party model tool for ethical risk analysis’ presented in chapter six.The research findings revealed that, the United Nations peacekeeping operations have environmentalaspects which the author identified to include emissions to air, waste, energy consumption, chemicalsusage, discharge to water, training, water consumption, exploration of resources, location/land useand fire and other uncontrolled activities. The environmental impacts and ethical risk analysis of theidentified aspects were also assessed.Conclusions and recommendations are given in Chapter seven which include the need for the UnitedNations to implement an effective environmental management system to handle its significantenvironmental aspects.

United nations peacekeeping is a contentious issue. What is mostly agreed on though, is thatthe brave men and women around the world risking their lives in peacekeeping missions around the world deserve the best security and protection the international community can offer. However, little research has been focused on the reasons behind violence against peacekeepers. This thesis theorizes that the presence of a third-party military operation that threatens theoperational capabilities of rebel groups has the potential to cause an increase in rebel violenceagainst a United Nations Peacekeeping operation in the same conflict. Through examiningconflict dynamics in the cases of Mali and the Central African Republic utilizing of astructured, focused comparison, the hypothesized relationship and causal explanations wereput to the test. The expectation was that in Mali, the high levels of violence would be explainedby the effectiveness of the French counterinsurgency operation in the country. In the CentralAfrican Republic, the contrary was expected. However, the hypothesis could not be confirmed. Due to some rather large caveats and limitations, the research gap could not be satisfied. Nonetheless, the study creates plenty for avenues of future research, and opportunities to learnfrom the challenges encountered.

The United Nations currently adopts media policies for peacekeeping missions on an ad-hoc basis, often relying on US or NATO rules. Some have suggested that a standardized media policy for all peacekeeping missions should be the norm. This project examines that proposition with an eye to the tension between the right to know and operational security. Looking at UN intervention in the Gulf War, Somalia, and Rwanda, the problems with such a rigid media policy appear significant. Abstract:
Recently, academics and policy analysts alike have taken note of the People’s Republic of China’s increasing participation in United Nations peacekeeping operations (UNPKO). Since 2003, the overall number of Chinese personnel in UNPKO has climbed dramatically: from 120 in early 2003 to over 2,000 at present. However, while it is relatively easy to determine how many Chinese personnel serve in UNPKO, it is much more difficult to accurately determine China’s motives for participation in the UN peacekeeping regime and its mission selection criteria. At present, there are three main schools of thought on this subject. Chinese officials and academics tend to argue that the PRC contributes to UNPKO because it is genuinely concerned about promoting international peace and security and alleviating human suffering. Other authors, primarily from the United States, argue that the PRC’s motives are purely instrumental in nature. China, they contend, sends personnel to missions when doing so can increase the PRC’s access to natural resources and markets or augment its overall diplomatic and military power. Finally, some authors vaguely contend that China’s concerns over its international legitimacy play a role in its peacekeeping strategy. This thesis advances a new version of the international legitimacy explanation of Chinese peacekeeping participation. Specifically, it uses case studies from China’s past and current participation in UNPKO to demonstrate how reputational concerns have and continue to be the primary determinants of China’s peacekeeping policy. It argues that China participates in UNPKO to improve its international image in two important ways. First, China wants to show other great powers that it supports the status quo international system, thereby undermining claims that it is a dangerous “revisionist power.” Second, the PRC wants to ameliorate concerns among the international community that it is behaving in an exploitative way toward the developing world.

A significant challenge to the German Military Forces or "Bundeswehr" today is the development of tactics that will enable soldiers, airmen and sailors to be successful in small-scale peacekeeping operations. This thesis develops an agent-based simulation for modeling peacekeeping operations at the platoon level. The simulation methodology combines agent-based modeling with discrete event simulation in two software packages called Peacekeeping and TryShoot. These software packages are used to model one part of a map exercise, the Kurzlage PRIZREN. The platoon of peacekeeping soldiers utilizes different kinds of tactics against different kinds of approaches by the civilians to reach their goal. This simulation yields insight into the modeled scenario and demonstrates the usefulness of agent-based simulation for the exploration of tactical concepts in a peacekeeping operation.

Abstract:
This thesis analyses the factors that determine the provision of stability in peacekeeping operations and the peacekeeping operations of the African Union (AU). It makes theoretical and empirical contributions, and supports the claim that the AU has been effective in peacekeeping. Theoretically, this study offers a comprehensive list of factors drawn from extant peace literature which influence peace operations meeting the basic objective of protecting lives and keeping areas stable. Beyond the majorly discussed factors of contingent size, funding, international collaboration, local participation, mandate and peacekeeper training, this study also examines issues of domestic political elite, field leadership, force integrity, impartiality, international political will, lead state, local women participation, size and resources of territory and timing. In bringing these factors together, this study expands the peacekeeping debate on what matters for stability in conflict areas. Empirically, using the peace support operations (PSO) of the AU, this study identifies those factors most and least significant for the provision of stability in conflict areas and ranks them based on their impact. Contrary to extant peace literature where mandate, funding, international collaboration, local initiative and size of the contingent are at the heart of creating stability in conflict areas, this study advocates the indispensability of domestic elite cooperation, local initiative and international political will. These were the only factors consistent in all successful AU PSO’s. Conversely, where any of these three factors were lacking, the AU missions failed. This study therefore argues that these three factors are central to the provision of stability in peace operations in the short term. The short term method of evaluation which revolves around the cessation of violence and provision of security is adopted as the standard for peacekeeping’s effectiveness. This is because the AU often leaves peacebuilding which is evaluated over the long term to the United Nations (UN). So, having achieved stability in four of its six peace operations, this study concludes that the AU has been fairly effective as Africa’s chief peacekeeper. Other findings exhumed by this study include the necessity of force integrity to large contingents, and the need for a lead state if missions are to succeed in complex theatres demanding prolonged operations.

Abstract:
This paper examines the effect of burden sharing in peacekeeping operations (both among contingent troops and in the entirety of the mission) and effectiveness, specifically whether a party chooses to renege on a peace agreement. The author hypothesizes that burden sharing will make it less likely that a party reneges on a peace agreement. The theoretical argument made in the paper is that burden sharing will help in solving the commitment problem inherent to peace agreements, by signaling to the combatants that the peacekeeping mission is there to stay (and won’t be vulnerable to a potential withdrawal from an important contributor), as well as signaling that there is international support for punishing measures against a party who would renege on the agreement. The paper examines all peacekeeping missions that deployed following a peace agreement between 1992-2016 using data on peacekeeping contributions from the United Nations. The hypotheses will however not be supported by the empirics. In fact there is limited evidence for burden sharing among contingent troops to increase the likelihood that a party chooses to renege on a peace agreement, while burden sharing among all personnel (military and civilian) have no effect on the matter.

A dissertação presente tem como tema os casos de abuso e exploração sexual (AES) cometidos por militares em operações de paz da ONU. Na década de 90, com o aumento das funções exercidas, e, consequentemente, do número de tropas empregadas, as denúncias de má-conduta sexual tornam-se, em várias missões das Nações Unidas, cada vez mais numerosas. A situação de pobreza extrema e de vulnerabilidade em que se encontram a maioria das mulheres e meninas dos países-hospedeiros, a sensação de impunidade e a grande disparidade de recursos entre militares e habitantes locais têm como consequência uma série de relações sexuais explorativas, que vão desde o envolvimento com prostitutas à formação de relacionamentos mais duradouros. Tais interações sexuais têm uma série de consequências negativas não só para as vítimas, mas também para a credibilidade da missão e da própria ONU. Após anos de inércia institucional, o tema ganha, em 2002, espaço relevante nas políticas da Organização, que introduz diversas medidas em combate ao AES. Tais políticas, no entanto, têm efetividade limitada frente às imunidades dadas a militares e civis em missões de paz. Em face dos entraves das medidas punitivas, a pesquisa tem por objetivo verificar a hipótese de que o treinamento sobre AES implementado nos países contribuintes de tropas possa ser uma ferramenta eficiente na diminuição de tais casos. Para isso, analisaremos os treinamentos ministrados no Exército e na Marinha do Brasil - principal país contribuinte de tropas para a Missão de Estabilização das Nações Unidas no Haiti (MINUSTAH)- e no Exército da Índia - o maior fornecedor de militares para a Missão das Nações Unidas na República Democrática do Congo (MONUC).
The present thesis focuses on sexual abuse and exploitation (SEA) committed by members of the military components of United Nations peacekeeping operations. In the 1990s, with the increase of the tasks exercised by, and the number of troops in peacekeeping operations cases of SEA became ever more numerous. The extreme poverty and vulnerability from which most of the women and girls in peacekeeping host countries find themselves, the impunity of UN soldiers and the huge disparity between their resources and those of local populations has as a consequence a number of forms of exploitative sexual relationships, that go from the use of prostitutes to more longterm arrangements. Such sexual interactions have a series of negative consequences not only for the victims, but also for the credibility of UN missions and of the Organization itself. After years of institutional inertia, the subject eventually gained some profile within UN policy, with the introduction of a series of measures to combat SEA. Nevertheless, these policies have shown limited effectiveness faced with the immunity granted to the soldiers in question. Given these limitations, the research upon which this thesis is based has as a goal the verification of the hypothesis that the training on SEA implemented in the troop-contributing countries can be an effective tool in combating these crimes. To do so, it analyzes the training implemented in Brazil s Army and Navy- which furnish the lead contingent of the United Nations Stabilization Mission in Haiti (MINUSTAH), and in the Indian Army - the main troop contributing country to the United Nations Mission in the Democratic Republic of Congo (MONUC).
