The article examines the policy of fostering peasant loyalty to the Russian Tsar during the peasant reform of 1864 in the Kingdom of Poland. The idea of Russian officials about Polish peasants as traditionally loyal subjects of the empire is present in the historiography of Russian governance of Congress Poland after the Polish uprising of 1863—1864. It is usually depicted as a static phenomenon, a natural consequence of the peasant reform. This work aims to study the genesis of this perception and its practical foundations in the policies of N. Realizing that in some aspects the conditions of the changes were unfair to the peasants, the poet nevertheless saw in the reform the beginning of positive changes – the movement towards capitalist, market relations. The peasantry was involved in civil and legal relations associated with the purchase and sale of land. In order to assist land-poor peasants in the purchase of land, a specialized credit institution was created, which issued loans on favorable terms against the security of the acquired land plots. This thesis argues that the significance of pre-Civil War southern opposition to slavery has been largely marginalized and mischaracterized by previous historiography. By contextualizing southern antislavery activism as but a single wing within a broader reformist movement, historians can move beyond simplistic interpretations of these antislavery advocates as fool-hardy and tangential â losers.â While opposition to slavery constituted a key goal for these reformers, it was not their only aspiration, and they secured considerable success in other aspects of reform.
