César Reinhardt, gaúcho de Morro Redondo, filho de colonos. Engenheiro Agrônomo pela Universidade de Pelotas/RS, de 1985 a 1996 ocupou as funções de diretor do departamento agrícola e Secretário Municipal do Meio Rural na Prefeitura Municipal de Itajaí. De 1997 a 2015 em Brasília foi Supervisor de projetos no Ministério da Agricultura, trabalhou no do Instituto Interamericano de Cooperação para a Agricultura e Consultor do Programa das Nações Unidas para o Desenvolvimento.
