Abstract:
This study presents a comprehensive overview of pedestrian mall design and associated criteria. The pedestrian has, over time, been removed as the most dominant form of street life by automated and mass transportation. Cities are attempting to solve this dilemma. Several cities have renovated lengths of street to pedestrian malls in the hopes of drawing people back to the downtown environment. Detailed looks at selected case studies provide several relevant criteria including programmed activities, the need for some form of vehicular access and large retail diversity. The criteria were utilized in the design of a pedestrian corridor in downtown Louisville, Kentucky, in conjunction with the renovation of the Louisville Galleria. Two site designs were performed based upon the criteria to provide multiple solutions for the selected site. While the solutions presented represent the work of one individual, others may have a very different approach to the same problem.<br>Department of Landscape Architecture

Abstract:
The role of walking in the development of healthy, livable communities is being increasingly recognized. In urban areas, intersections represent locations where different modes converge, and are often viewed as deterrents to walking. This is due to the unwarranted and often unnecessary delays imposed by signal timing policies for pedestrians and increased potential for conflicts. Traditional signal timing design prioritizes vehicles over pedestrians leading to undesirable consequences such as large delays and risky pedestrian behaviors. Pedestrians are accommodated in a manner that is designed to cause least interruption to the flow of motor vehicles. This lack of pedestrian accommodation at signalized intersections is the focus of this dissertation. Understanding pedestrian attitudes and perceptions is important because it offers insights into actual crossing behavior at signalized intersections. An intercept survey of 367 crossing pedestrians was undertaken at four signalized intersections in Portland, Oregon, and binary logistic regression models were constructed to quantify the impacts of demographics, trip characteristics and type of infrastructure on pedestrian perceptions and attitudes regarding delay, crossing time and motivators for crossing decisions. Safety was found to have a larger effect than compliance on the decision to cross the street. Pedestrians at recall intersections expressed higher satisfaction with delay than at actuated intersections. Novel methods to measure pedestrian delay using 2070 signal controllers and Voyage software were developed. These methods have been adopted by the City of Portland to record actuation trends and delays at various intersections. In the absence of demand data, pedestrian push button actuations can be considered as a proxy for crossing demand. The micro-simulation software VISSIM was used to analyze delays resulting from varying pedestrian and vehicle volumes on a network of three intersections in Portland, Oregon. From a pedestrian perspective, free operation was found to be always beneficial due to lower pedestrian delays. However, from a system wide perspective, free operation was found to be beneficial only under low-medium traffic conditions from an overall delay reduction viewpoint, while coordinated operation showed benefits under heavy traffic conditions, irrespective of the volume of pedestrians. Control strategies were developed to identify the best mode of signal controller operation that produced the lowest overall average delay per user. A procedure to identify the optimal control strategy based on user inputs (major street volume to capacity ratios and rate of pedestrian phase serviced for the minor street) was developed. The procedure was applied to a network of three intersections in east Portland, OR and the findings were verified. This research offers significant contributions in the field of pedestrian research. The findings related to attitudes and perceptions of crossing pedestrians offer greater insights into pedestrian crossing behavior and add to the body of existing literature. The methods developed to obtain pedestrian actuations and delay data from signal controllers represent an easy and cost-effective way to characterize pedestrian service at intersections. The results pertaining to signal timing strategies represent an important step towards incorporating pedestrian needs at intersections and demonstrate how control strategies employed to benefit pedestrians could benefit the entire system.

Essa complexidade induz a necessidade de associar diferentes abordagens para avaliar a qualidade espacial urbana. Formada por elementos físicos e morfológicos, com aspectos positivos e negativos, as diferentes composições da forma urbana podem influenciar na qualidade espacial e no uso e apropriação desses locais pelos usuários. Entender o desempenho desses elementos, e a forma como são percebidos por pedestres, pode ser o primeiro passo para identificar a qualidade espacial urbana que pode contribuir para a escolha de caminhos ou na sua permanência no espaço urbano. Neste sentido, o objetivo desta pesquisa é propor um instrumento para avaliar a qualidade espacial do ambiente de pedestres a partir de elementos físicos e morfológicos que compõem os quatro planos bidimensionais (calçada, fachada, cobertura e rua) que os envolvem no ambiente urbano; as interseções viárias que permitem a continuidade do percurso; e o desempenho da configuração da forma urbana na orientação de seus deslocamentos. It has been acknowledged that the pedestrian environment in downtown Pittsburgh is inadequate, lacking connectivity and significant amounts of quality open space, and as a transportation system it is in direct conflict with vehicular traffic. This creative project examines the condition of the pedestrian environment relative to the other systems, places, and activities that are affected by pedestrian welfare. The intense activity within the CBD generates volumes of pedestrian and vehicular traffic that it can hardly support. The pedestrian environment lacks sufficient space, and, as a result, the pedestrian's mobility is constricted and there is excessive conflict with vehicles. Moreover, pedestrians in downtown Pittsburgh have very few opportunities to access the waterfront and spaces and buildings of particular significance within and adjacent to the CBD.The design solutions that are proposed herein include a variety of development guidelines, street adaptations and open space recommendations. Through the installation of these solutions the pedestrian environment becomes enhanced and downtown Pittsburgh is able to become a more cohesive place where history, architecture and nature are integrated into an urban environment that is truly livable.<br>Department of Landscape Architecture

Abstract:
Since 2000, Transport Department has been implementing pedestrian schemes in Hong Kong to provide a comfortable environment for pedestrians. Many studies have indicated that the retail environment in pedestrian streets would be enhanced. This study was conducted to understand the theoretical concepts about the effects of pedestrian streets to retailing. The distribution of different types of retailers in pedestrian streets and the nearby streets was investigated and the reasons and possible effects of the above findings were also examined. Field survey on business inventory in Mong Kok, Causweay Bay and Sheung Shui was conducted. Descriptive statistics was then used to explain the results and chi-square test was devoted to examining whether types of retailers depend on street types. This study showed that types of retailers depend on street types and provided evidence to support pervious researches that specific retailers including chain stores, merchandise retailing or clothing, jewellery and watches shops tended to located in pedestrian streets while some businesses including independent shops or shops selling low-end products were not. The impacts of implementing pedestrian schemes on the types of retailers were discussed. Since more visitors are willing to shop in pedestrian streets due to pleasant environment, retail turnover would usually increase and some investors may want to open shops in the streets to make profits. As a result, property owners would feel more confident to increase the rent of shop to gain more money as the demand of the limited rental street space increases. Those privileged businesses, which can afford higher rent, can open shops in pedestrian streets so the portion of underprivileged businesses in these streets is lower due to unaffordable rent. The study also indicated few more reasons to explain the distribution of retailers’ types. Accessibility is one the factors that affect the attractiveness of pedestrian streets, which also impact the retailers’ types. National economic trend and local factors would increase the portion of specific shops while market economy policy from the Government encourage distributing of retailers’ types using market principle. For the economic implications, privileged businesses would dominate pedestrian streets and affect economic diversity and businesses in pedestrian streets would be affected by economic trend. Moreover, property owners can make more money as rents go up. For social implications, products available in pedestrian streets become tourists-oriented and may not meet the local needs and local identity would gradually disappear. Finally, the study suggested the Government could provide space for independent retailers to continue their businesses and encourage underprivileged businesses to enhance their competiveness. Abstract:
<p> The main objective of this research is to examine the effect of city-level urban characteristic, such as urban form and trip generation factors, on traffic safety in general and pedestrian safety in particular. For this purpose, the information for 100 major Urban Areas (UAs) in the United States in 2010 is studied. Factor analysis is applied to construct latent variables from multiple observed variables to measure and describe urban form, macro-level trip generation, citywide transportation network features and traffic safety. Structural Equation Modeling (SEM) is then used to investigate how city-level urban form and trip generation affect traffic safety directly and indirectly (through mediators of transportation network features).</p><p> Based on the statistical analysis, it is found that encouraging the use of non-driving transportation modes and controlling traffic congestion, as significant mediators, are effective policies to increase overall traffic safety and pedestrian safety, respectively. In this regard, urban areas with a more even spatial distribution of job-housing balance (more polycentricity), more uniform spatial distribution of different social classes, higher urban density (less sprawl), and more connectivity in their transportation network (more accessibility) have the safest urban form designs.</p><p> Moreover, mixed land-use designs with provided local access to services and amenities, food and beverage centers, and religious organizations, followed by strict pedestrian safety standards for neighborhoods are the safest type of land use designs in urban areas. In addition, regulating the off-peak hours allowed time for heavy vehicles and changing the work schedule of workers who do not reside in the urban area can also help city planners to increase traffic safety.</p>

Abstract:
Traditionally, new town development has been the government’s solution to relieve the overcrowded living conditions in the urban areas of Hong Kong. The new towns in Hong Kong aim to provide an overall better quality living environment for their residents. However, can we assume that the pedestrian environment in the Hong Kong’s new towns is of better quality? The answer is uncertain. While the pedestrian environment in the urban areas has been criticised for its over-crowdedness and pollution, the new towns might do better in these aspects, but the relatively spacious new towns have created other issues in their physical environment which deter their walkability. This dissertation aims to assess the pedestrian environment in new towns in order to highlight issues for the consideration when planning future new towns. Through an extensive review on the concept of pedestrian planning and its status quo in Hong Kong, in conjunction with some background understandings of new town development, forming a solid foundation to evaluate the existing new town planning process in relation to the pedestrian environment. A case study of Tung Chung is selected for an in-depth assessment to pinpoint the problems underlying in new town pedestrian planning. Abstract:
<p>The purpose of this thesis was to determine which perceptual cues drivers use to identify pedestrians that may constitute a risk in traffic. Methods chosen were recordings of pedestrian behaviour in Linköping by means of a stationary video camera as well as video camera mounted in a car. Interviews on the recordings from the mobile camera were conducted with taxi drivers and driving instructors.</p><p>Results include that drivers not only react to pedestrians they believe will behave in a dangerous way, but also react to pedestrians that probably not will behave in such a way, but where the possibility still exists. The study concluded that it was not possible to determine how risky a pedestrian is considered to be by only using behavioural factors such as trajectory or position on the sidewalk, and distance. It is necessary also to include environmental factors, mainly where the pedestrian and car are positioned in relation to the side of the road, so that the behaviour of the pedestrian can be interpreted.</p>
