AbstractThis article examines how Pennsylvania Senator Arlen Specter’s Armed Career Criminal Act attempted to respond to the 1980s crisis of state prison overcrowding while also maintaining a political commitment to get tough on crime. Although commonly thought of as a straightforward punitive sentencing bill, this article shows that the Armed Career Criminal Act was also a desperate attempt to navigate a national crisis of state prison overcrowding in the 1980s that threatened to undercut racialized “get tough” politics and the burgeoning carceral state. In doing so, this article reshapes scholarship on the history of the United States carceral state by demonstrating that the United States’ decentralized political structure and federal government hostility toward funding state correctional expansion created significant gaps between a national discourse of law and order and actual anticrime policy making in the Reagan era, suggesting a far more contested development of the United States prison nation.

AbstractBeginning with the 1972 presidential election and for each election thereafter Harvard University's Institute of Politics in the John F. Kennedy School of Government has held a post-election symposium where all of the campaign managers, pollsters, political consultants and media advisors for all of the primary and general election candidates come together with leading journalists, electronic and print, and political commentators and pundits to discuss and dialogue about what occurred during the election among the candidates, nominees, and the winner and losers. The symposia have allowed campaign managers to describe what happened and forecast for the forthcoming presidential election. After the multi-day symposium a book length transcript is published. In 1992 the Annenberg School of Communication at the University of Pennsylvania launched its own symposia where the campaign managers of the Democratic and Republican nominees in the general election are invited to discuss what happened and forecast for the next presidential election. The ten books in the Harvard series and the three books in the Pennsylvania series are used as data sources in this article to determine if any of the campaign managers forecasted and/or predicted an African American presidential candidate, even when such candidates had appeared in previous years. While our findings uncover some of the interests and concerns of presidential campaign managers and advisors since 1972, the overriding focus of the symposia has been on the nature, scope, and significance of the African American electorate.

Abstract:
Local governments use single source forecasts to inform decision making, which can constrain their ability to prepare for and respond to financial uncertainty. This unique context may have increased the challenges faced by governments at the local level through economic downturns such as the Great Recession. Given this concern, which has yet to be addressed in the literature, this article develops an open systems model of local government forecast accuracy, which can be tested across any type of local government. This article tests the model with a panel of special purpose governments at the local level, specifically school districts in Pennsylvania, from 2003 through 2013. Estimation of the model with longitudinal analysis shows that government forecasters at the local level consider internal and external factors when forecasting own-source and intergovernmental revenue streams. In particular, a mix of institutional, financial, and political factors are associated with forecast accuracy. Forecasters at the local level also considered the role of economic shocks, as evidenced by decreased expectations for own-source revenue through the Great Recession. Collectively, these findings demonstrate that they consider a complex and multifaceted information set, which includes both internal and external determinant factors of forecast accuracy at the local level. These factors can prove critical to increasing forecast accuracy in context of the financial uncertainty experienced through the Great Recession.

Abstract:
Since its foundation in 1906, the Hydro-Electric Power Commission of Ontario exerted a major influence on the politics of electricity in the United States. American supporters of publicly-owned utilities saw the Hydro as a model worth emulating south of the border. Reformers who sought lower electric prices for consumers also looked to the Hydro for evidence of the technically-feasible lowest cost of producing and transmitting this source of energy. This paper will examine a specific instance when American Progressives sought to use the Hydro as both a source of information and inspiration for electric policy reforms: the Giant Power Survey of 1923-1927, an attempt by Pennsylvania Governor Gifford Pinchot to bring about lower electricity costs for consumers and to extend access to rural areas, through a mix of greater regulation and government action. The individuals involved in Giant Power came into close contact with Hydro officials for the vital administrative and technical information with which to argue for their cause; the Ontarians, however, had their own reasons to be wary of getting involved in a controversial proposal.

The article analyzes the publications of a leading Rusin periodical in North America, Amerikansky russky viestnik, which during the interwar period was the official bulletin of the Greek Catholic Union of Rusin Brotherhoods based in Homestead, Pennsylvania. In its numerous publications, Amerikansky russky viestnik paid great attention to the genesis and further development of the Ukrainian movement and to different aspects of Czechoslovak policy towards Rusin population in Subcarpathian Rus and Eastern Slovakia. In particular, Amerikansky russky viestnik voiced criticism about different aspects of the Ukrainian movement emphasizing its totally artificial character, anti- Slavic and anti-Russian orientation as well as its total dependence on German and Austrian politics during the First World War. As Amerikansky russky viestnik pointed out, the Ukrainian movement played a role of a mere tool of the German anti-Slavic policy in Central Europe. As far as the Rusin politics of interwar Czechoslovakia is concerned, Amerikansky russky viestnik and other Rusin periodicals in the USA criticized the Czechoslovak authorities for their wide-scale and generous support of the Ukrainian movement in the Carpathian region pointing out that such attitude might endanger the stability of Czechoslovak state in future. Apart from that, Amerikansky russky viestnik was extremely critical of the language, educational, and cultural policy of Czechoslovak government, which supported the policy of the “soft ukrainization” of the indigenous Rusin population in the south of the Carpathian region. The American newspaper voiced concerns about the absence of the true autonomy of Subcarpathian Rus within Czechoslovakia, which violated international treaties and Czechoslovak Constitution.

Abstract:
This article explores the roles played by state governments, and particularly governors, in dealing with an extremely disruptive event—the coronavirus global pandemic. The inquiry focuses on March and April 2020, a period characterized by significant public health challenges and severe economic stress. The coronavirus pandemic did not affect states at the same time or with the same intensity and as a consequence, governors varied somewhat in terms of when they acted and which policies they adopted. As shown in the article, gubernatorial interactions with other states were at times cooperative, in other instances they were competitive. Two states—Texas and Pennsylvania—are singled out for an examination of within-state dynamics. The article ends with brief reflections on the lessons of the coronavirus for public sector management in a federal system of government.

Counties have expanded the scope of their activities in the economic development process. However, limited research exists of the factors that influence economic growth and development trends of these unique communities. The primary focus of this case study analysis is to determine whether form of government has an impact on county economic growth and development trends while controlling for environmental context and demographic characteristics in Alabama, Pennsylvania, Illinois, and Washington. To empirically test the impact that county form of government and environmental factors have on local economic growth and development trends, ordinary least squares regression is used. The results of this study show that form of government has only a marginal impact on county economic growth and development trends. County environmental factors are found to have a more substantive impact on the economic growth and development trends of counties across these four states.

On April 8,1986, the United States District Court for the Eastern District of Pennsylvania held, in the case of Hinton v. Devine (Civ. No. 84-1130), that Executive Order No. 10422 of January 9, 1953, as amended, under which the International Organizations Employees Loyalty Program had been instituted, was unconstitutional in that it violated the First Amendment rights of American citizens. The district court also enjoined the United States Government “from publishing, communicating, or advising any third parties, including any international organizations, as to the loyalty of William H. Hinton or any other United States citizen.”

Abstract:
Both academics and the makers of public policy have for a long time been interested in the study of urban politics, but the subject needs to be integrated with the process of urban growth and development. Too frequently, the urban polity is analyzed as an arena which passively reflects or mechanically responds to more fundamental changes in the urban social structure. In this work, case studies of political reform in Philadelphia at two periods, 1800 to 1854 and 1890 to 1915, develop a number of hypotheses about how the urban polity plays an influential role in shaping the process of urban growth and change. Both case studies begin with computer-assisted analyses of changes in the socio-economic and spatial structures of urban society. Such changes are often considered to be fundamental causes of urban political reform either because they altered political elites' interests in municipal government or because they created enormous new demands on existing municipal works and services. The studies show, however, that social structural changes cannot by themselves explain the course of urban political development in the city of Philadelphia. Concentrating primarily on the formulation and implementation of municipal public works, the studies show that in both periods, the course of political reform was often shaped by two things: the 'private' or selfish interests of political actors, and the fragmented financial, administrative and party structures of the urban polity. More important, the studies show how self-interested political activities, in a polity in which authority was highly fragmented, often had consequences which were far reaching in their impact on the structure and experience of urban life. Indeed, the first case study shows how urban politics shaped the process of social group formation in the industrializing city. The second case study shows how the structure and conduct of urban politics determined social groups' political power in the city. The conclusion then demonstrates how the case studies support a number of hypotheses about the relationship between urban politics and urban society which may be applied generally to analyses of the process of urban growth and change.

This study investigates the political, personal, and policy issues that drive citizens to seek unpaid, elected positions on Pennsylvania's public school boards. This research examines whether school board members are recruited to run for office and considers the role of various recruitment agents such as political parties, interest groups, and non-political community organizations. Trends in political and community engagement among school board members, their potential ambition to seek higher office, and the relationship between elected board members and appointed district superintendents are also examined. The study relies upon a unique dataset gathered through a survey distributed to all of Pennsylvania's nearly 4,500 school board members and a series of interviews with current state legislators who began their political careers by serving on their local school boards. Findings suggest that school board members are enormously engaged in the political and non-political life of their communities. It is also determined that school board members are principally self-starters who do not intend to use their positions as springboards to higher office. These findings are analyzed to help determine the implications for governance at the local level as well as to better comprehend the dynamics of party organizations, interest groups, and other community organizations within Pennsylvania school district politics and elections.

Abstract:
This thesis discusses the nature of London's governmental and political system and the part played by the city in the political, commercial and legal life of the nation in the late fifteenth century. The first three chapters examine the city's electoral processes, the backgrounds of its most senior governors, and the relationships between its governing bodies and other civic organisations, such as the city companies. From this, it emerges that Edwardian London's political system was hierarchical rather than oligarchic, even though its governors were able to secure election to high office without following a lengthy civic cursus honorum. However, change was already under way, as the aldermen came to rely less on the wards and more on the companies for political support and legitimisation. The more oligarchical style of government clearly visible in the sixteenth century can be shown to have had its roots in the late fifteenth century. Chapters Four and Five examine the effectiveness of the city's financial organisations and system of law courts. In raising revenue for both civic and royal purposes, the city was relatively efficient, though its methods were ponderous and their effectiveness was heavily dependent on individual financial officers. The city's law courts remained busy and responsive to the needs of litigants, contributing to the effectiveness and prestige of civic government by their activities. In the final chapter, London's place in national and international political events is considered. The governors' normal aim was, above all, to protect the city's interests. Although London played an important role in the wider political scene, it had that role largely thrust upon it by others. This stance helped to prevent the city from mirroring the national tumults of the late fifteenth century.

This PhD thesis examines the E-government implementation in Dubai and examines the critical success factors and barriers to a successful E-government implementation. The study is based on primary research conducted on the subject of E-government in the United Arab Emirates. The thesis critically reviewed extant literature on E-government implementation. The methodology used for this research is a mixed-methodological design comprising of quantitative survey of 450 employees of the Dubai Smart Government Department. A survey questionnaire was designed to assess the impact of various independent and dependent variables on the effectiveness of E-government implementation. To complement the shortcomings of the high level of abstraction often associated with quantitative methodology, a qualitative methodology was used which involved in-depth interviews with 25 middle and high ranking officials in the Dubai Smart Government Department. The results of these questionnaires and interviews helped provide a theoretical framework for the postulation of standard operating procedures, which could ensure the success of E-government implementation, in Dubai. The research analyses and discusses the primary data (questionnaire and interviews) to generate insights regarding the success of E-government implementation in Dubai. The analysis also examines the various factors which limit and hinder successful E-government implementations and offers recommendations for improvement. The study finds that some of the major barriers to E-government in Dubai include: technology, security, legal, monetary and strategic. Employees surveyed also generally expressed fear of complexity, system integration, data security, and job losses. Researchers have repeatedly shown that there is need for empirical based studies to understand contextually relevant aspects of E-government implementation in non-western contexts. This PhD thesis contributes to this debate with fresh empirical data sets from Dubai on E-government implementation including the identification of critical successes factors and barriers of a successful E-government implementation. This study also contributes theoretically by challenging the popular normative stage models with a more robust theoretical framework encompassing both human centeredness and context relevance. In so doing, the study came up with a tripartite approach comprising management support, cultural change, and system design. The study concludes that dynamic interplay between internal and external forces; socio-economic and technological factors (including maturity of ICT capabilities) are all relevant for a successful implementation of E-government in Dubai. This study’s key significance lies in its contribution to improve the implementation of a successful E-government in the UAE context, thereby leading to a development of a road map for facilitating practical implementation of strategies and reversing the declining trend of E-government participation in Dubai. In addition, the study’s emphasis on the public sector, could lead to strengthening of the role of E-government for administrative and institutional reform and inclusion in the public sector. The study could provide a useful guide both for the Dubai Smart Government Department and other E-government agencies in Arab regions and for internal stakeholders in the field who wish to gain insight into the process of E-government globally.

Abstract:
Although financial development is good for long-term growth, not all countries pursue policies that render full financial development. This paper builds on an extensive political economy literature to construct a theoretical model showing that the intensity of opposition to financial development by incumbents depends on both their degree of credit dependency and the role of governments in credit markets. Empirical evidence for this claim is provided, and the results suggest that lower opposition to financial development leads to an effective increase in credit markets development only in those countries that have high government capabilities. Moreover, improvements in government capabilities have a significant impact on credit market development only in those countries where credit dependency is high (thus, opposition is low). This paper therefore contributes to this rich literature by providing a unified account of credit market development that includes two of its main determinants, traditionally considered in isolation.

Abstract:
What makes for effective cooperation between government and business in industrial policy? Core research questions on the institutional design of arrangements for business-government interactions focus on three main functions: i) maximizing the benefits of dialogue and information exchange; ii) motivating participation through authoritative allocation; and iii) minimizing unproductive rent seeking. Countries with more experiences of public-private collaboration (PPC) tend to have more pragmatic governments and better organized and informally networked private sectors. Effective cooperation also depends on the macro context, in particular the nature of the political system and the alternative avenues it provides for business politicking, especially through parties, networks and appointments, the media, and campaign finance. Lastly, the structure and strategies of big domestic businesses -mostly diversified, family-owned business groups- affects their preferences and interest in collaborating in industrial policy.

Instead of being a time of unity and solidarity, the ongoing COVID-19 pandemic has proven to be a time of disunity, a time for deepening Greece’s divisions after a decade of crisis — on a spectrum ranging from politics to religion, and more im-portantly on the public discourse on religion. The present article offers a perspective on recent developments — by (a) looking into how the Greek government weapon-ized science in the public square, by (b) examining the stance of the Orthodox Church of Greece, by (c) indicatively surveying ‘COVID-19 and religion’ develop-ments that would not be covered by the latter, and last but not least by (d) discuss-ing the discrepancy between these two areas of inquiry in an attempt to explain it.

This paper examines social protection policy processes in fragile and conflict-affected settings (FCAS). It explores what the policies of donor governments, aid agencies, and crisis-affected governments reveal about the politics of assistance during crises, and how aid agencies are navigating tensions between humanitarian and development approaches to social assistance. It finds that social protection policies are prone to conflict blindness. Commitments to state-building often ignore dilemmas inherent in supporting states that are parties to ongoing conflicts and the political rather than technical challenges involved. Government social protection policies in FCAS often make little mention of the fact that war or conflict are taking place.

Abstract:
In 2018, the Government of Ethiopia committed to large-scale, donor-supported reforms aimed at improving equitable learning in the basic education system—the General Education Quality Improvement Program for Equity (GEQIP-E). In this paper, we examine the reform design process in the context of Ethiopia’s political environment as a strong developmental state, assessing the influence of different stakeholder priorities which have led to the focus on equity within the quality reforms. Drawing on qualitative data from 81 key informant interviews with federal and regional government officials and donors, we explore the negotiation and power dynamics which have shaped the design of the reforms. We find that a legacy of moderately successful reforms, and a shared commitment to global goals, paved the way for negotiations of more complex and ambitious reforms between government actors and donors. Within government, we identify that regional governments were only tokenistically included in the reform process. Given that regions are responsible for the implementation of these reforms, their limited involvement in the design could have implications for success.
