Abstract:
Three species of Cactaceae are considered native to Barbados and eight species to Grenada and Saint Vincent and The Grenadines. Melocactus intortus is reported for the first time from The Grenadines and the identity of Selenicereus innesii, a Saint Vincent endemic, is clarified. Lectotypes for Melocactus broadwayi, Cereus margaritensis, and Cereus grenadensis are proposed. Cereus plumieri, which was described on the basis of a Plumier’s illustration published 300 years ago, is finally observed in habitat and a new combination made in the genus Selenicereus. Morphological descriptions and distributions of the recognized species are provided.

The M/V “Saiga” (No. 2) (Saint Vincent and the Grenadines v. Guinea) (1999) 38 I.L.M. 1323 was, on the facts if not on the docket, the continuation and conclusion of The M/V “Saiga” 110 I.L.R. 736, the first case to be heard by the International Tribunal for the Law of the Sea (ITLOS) established under the 1982 Convention on the Law of the Sea. The cases arose out of an incident in which the Saiga—a Cypriot-owned, Scottish-managed and Swiss-chartered tanker flying the flag of Saint Vincent and the Grenadines—was detected refuelling fishing vessels at sea (“bunkering”) in the Exclusive Economic Zone, and in violation of the customs laws, of Guinea. Guinean patrol craft forcibly arrested the Saiga, injuring a Ukrainian crewman and a Senegalese painter, and escorted the ship to port, where its Ukrainian master was convicted of customs offences. As well as a suspended sentence of six months’ imprisonment, the court imposed a substantial fine, seizing the vessel and confiscating its cargo by way of guarantee.

The article surveys the Saint Vincent and the Grenadines v. Guinea M/V Saiga cases which inaugurated jurisprudence of the 21 Member International Tribunal for the Law of the Sea (ITLOS) in Hamburg, Germany, with delivery of two important decisions on prompt release of the vessel and its crew (1997, Case No. 1) and on provisional measures of protection (1998, Case No. 2). The decisions provided precedential instances of application by the Tribunal of Articles 292 and 290 of the 1982 UN Convention on the Law of the Sea respectively, and of the relevant provisions of the ITLOS Rules. The prescription of provisional measures of protection formed the incidental proceedings of the pending M/V Saiga (Merits) case which is to be settled by ITLOS in mid-1999 (Case No. 2) and is to be the subject of a separate article. In view of the ITLOS Statute and the Rules being closely modelled in the Statute and the Rules of the International Court of Justice (ICJ), careful attention is given to comparison of the inaugural practice of ITLOS with the longstanding practice of the ICJ, and preservation of judicial consistency by ITLOS is particularly commended. A history of the M/V Saiga dispute, intertwined with domestic proceedings before Guinean courts, is for the reader's convenience outlined in a Chronological Table annexed to this article.

Abstract:
Climate change is an existential threat to small island developing states. Policy coherence aims to create synergies and avoid conflicts between policies. Mainstreaming adaptation across multiple sectors and achieving greater coherence amongst policies is needed. The paper applies qualitative document analysis, content analysis, and expert interviews to examine the degree of coherence between climate-sensitive sector policies in framing climate change adaptation and the adaptation goals outlined in the national development plan and national climate change policies in St. Vincent and the Grenadines (SVG), Grenada, and Saint Lucia. The results indicate that adaptation is not fully integrated into the water, agriculture, coastal zone, and forestry policies. For example, while adaptation was explicitly addressed in Saint Lucia’s water policy, it was not explicitly addressed in SVG’s and Grenada’s water policy. The results show that Saint Lucia has the highest coherence score (93.52) while St. Vincent and the Grenadines has the lowest (91.12). The optimal coherence score that can be possibly obtained is 147, which indicates partial coherence in adaptation mainstreaming in sectoral policies. Expert interviews highlighted problems such as institutional arrangements, a silo approach, funding mechanisms, and policy implementation. Using the knowledge provided by the experts, a seven-step process is proposed to practically achieve policy coherence and operationalize the policies.

Nous proposons une description grammaticale du syntagme nominal (SN) du créole à base lexicale anglaise de Saint-Vincent-et-les-Grenadines (VinC). Ce créole, co-existant avec l'anglais, langue officielle, n'a pas encore fait l'objet d'une description linguistique étoffée. C'est pourquoi une réflexion sur le processus de créolisation, basée sur des écrits historiques, précède l'analyse syntaxique proprement dite. Suit une analyse phonologique qui donne une idée concise de la valeur phonique et accentuelle du VinC. L'orthographe proposée à l'issue de cette analyse a facilité l'écriture des exemples fournis dans l'étude. Notre approche s'appuie, essentiellement, sur les théories fonctionnaliste et structuraliste en ce qu'elle dégage les relations syntaxiques qui lient les éléments du SN. La description grammaticale se fait en trois temps. Premièrement, nous dégageons les éléments centraux du SN, i. E. Le nom et ses substituts pronominaux. Ce premier repérage précède l'étude des expansions à gauche du nom. Il s'agit des déterminants et des modifieurs. Ensuite, nous proposons une approche unifiée des expansions à droite du SN, les postmodifieurs. Ainsi, du point de vue fonctionnel, les propositions relatives, de modalité et prépositionnelles, tout comme les compléments de noms, reçoivent la même analyse syntaxique. Le Chapitre 6 est consacré à des questions afférant au concept de référence et à la façon dont il influe sur l'emploi grammatical des déterminants définis et indéfinis. Ce chapitre prône une analyse en termes de familiarité et de capacité identificatoire des interlocuteurs, pour capter les concepts de définitude et de spécificité, termes grammatico-sémantiques, qui deviennent inopérants dans l'analyse du SN sans déterminant<br>This study proposes a grammatical description of the noun phrase (NP) of the English-lexicon Creole of St. Vincent and the Grenadines (VinC). VinC, which coexists with its superstrate, is at present linguistically unaccounted for. As a result, prior to the syntactic analysis, we reflect on the process of creolisation that could account for the origin of VinC, based on historical documents. We then provide a phonological analysis, which gives a concise idea of the phonemic and accentual features of VinC. The alphabet recommended, is intended to render the transcription of the examples provided in the study conform to the phonological nature of the creole. The grammatical description itself, covered in three chapters, hinges on the functionalist and structuralist frameworks, as it seeks to describe the syntactic relations existing between the constituents of the NP. Firstly, we study the features of the head of the NP, i. E. The noun and its substitutes. We then analyse the left expansions of nouns, i. E. Determiners as well as modifiers. The penultimate chapter offers a unified analysis of the post-modifiers of the VinC NP, i. E. Relative clauses, complementizer clauses, prepositional clauses and noun complements. The final chapter focuses on the concept of reference and how it influences the choice of definite and indefinite determiners. Here, we advocate an analysis based on the theory of familiarity and degree of identification from the hearer's point of view that could account for definiteness and specificity: grammatical-semantic notions that often fall short in their analysis of the null determiner

Abstract:
To accommodate an increasing number of tourists visiting Bequia, the second largest island of Saint-Vincent and the Grenadines, the local government constructed an airport, through a major coastline land-reclamation project. However, due to the prevailing ocean current patterns in the area, an inlet created on the east side of the new airport is prone to trapping significant amounts of ocean-borne debris. This litter accumulation creates a health risk to local fishermen who clean their daily catch using water from the inlet. It is proposed to install a rubble-mound groyne structure on the eastward side of the new inlet to address this problem. The utilisation of a coastline groyne in this case is somewhat unorthodox, as the latter is normally employed to mitigate against coastal erosion. The goal of this study is to optimise the groyne design with the assistance of a 3D numerical model. The ‘Delft3D’ open-source model (WAVE and FLOW modules) was selected to examine the effects of different orientations and lengths of the proposed groyne on the movements of floating debris. Included in the initial phase of the study was a field investigation to collect certain data which were necessary for model calibration and validation. This involves the use of an Acoustic Doppler Current Profiler (ADCP) to measure local shore bathymetry and also current velocities over a range of tidal cycles.

Abstract:
Understanding why persons repeatedly place themselves at risk for Human Immunodeficiency Virus (HIV), amidst the wealth of prevention information available is of profound importance. Presently, scientific research of this phenomenon has been dominated by the cognitive models of health behaviour, but these were criticised for ignoring emotional, social and cultural influences on sexual behaviour. This thesis explored and investigated some of these non-cognitive factors within the specific cultural context of St. Vincent and the Grenadines, with sole reference to women, to understand why women put themselves at risk and also help inform the country’s efforts to tackle the problem. This research comprised of four studies, each targeting women ages (18-40 yrs) and sexually involved in relationships. Study one was a qualitative study (N= 10), which explored women’s perceptions of the socio-cultural influences which contributes to their decision to engage in risky sex. Study two was a quantitative study in which (N=75), HIV+ women were surveyed, on whether they contracted HIV from within their long term relationships. Study three was a qualitative Interpretative Phenomenological Analysis (IPA) study (N=9); in-depth interviews investigated the intricacies of long-term relationships that made them more likely to influence unsafe sexual practices. Study four was a quantitative study (N=60) women; used questionnaires to investigate the validity that tolerance to infidelity and non use of condoms in long term relationships, which contributes to HIV transmission amongst Vincentian women. This research confirmed the existing limitations of the Cognitive models on health when applied to sexual behavior and produced evidence that Vincentian women more at vulnerable to contracting HIV within their long term relationships.

Le Dügü est un culte de possession pratiqué par les Garifunas, un peuple afroamérindien originaire de l’île de Saint-Vincent, située dans les petites Antilles. Suite à leur déportation en masse vers l’Amérique Centrale par la Couronne britannique en 1797, aujourd’hui, les Garifunas constituent un peuple homogène et transnational répandu sur le littoral atlantique de l’Amérique Centrale. À la différence de la majorité des cultes afro-américains qui abritent pour la plupart un panthéon peuplé de divinités africaines, le Dügü est le domaine des esprits des parents défunts ascendants : les hiuruha et les gubida. Culte magico-religieux qui ignore le dogme et dont la pratique rituelle est la marque, le Dügü suppose la croyance aux esprits des ancêtres capables d’intervenir dans les corps des individus par la possession. Dans la trame cosmogonique du culte, les ancêtres sont censés suivre un itinéraire précis depuis Yurumein, l’île des origines, en traversant la mer des Caraïbes pour finalement débarquer au Honduras, la terre de l’exil. Ce passé est resté gravé dans le Dügü et survit souterrainement dans les sphères inconscientes des individus. Les ancêtres apparaissent en songe, dans des scénarios hallucinatoires, et sont également à l’origine de maladies et de l’infortune en générale. Ce souvenir a aussi donné naissance à un personnage essentiel pour sa propagation : le buyei. À la fois médium, guérisseur et chef de culte, le buyei est considéré comme le membre le plus éminent de toute la communauté religieuse. Or, pour arriver à ce statut, le Dügü exige des rites de passage au cours desquels les élus vont subir une transformation inédite de leur identité. Ce travail se donne pour objectif de décrire et d’analyser le parcours initiatique du buyei, qui s’appui sur deux années de recherche ethnographique au Honduras. L’un des enjeux essentiels consiste à comprendre comment ce personnage devient le fil capteur d’une mémoire historique grâce à la domestication de la possession. La possession est hautement valorisée dans le contexte du Dügü car elle est conceptualisée comme étant la manifestation directe des morts. Par ailleurs, la thèse accorde une place importante à l’expression de l’ontologie protéiforme des agents spirituels aussi bien dans des contextes rituels que non-rituels. Finalement, il s’agit de montrer ici que le cas garifuna révèle ostensiblement que l’articulation de la tradition à l’expérience individuelle constitue la clef de voûte dans les dynamiques de transmission<br>Dügü is a possession cult practiced by the Garifuna, an Afro-Amerindian society originated on the isle of Saint-Vincent, located in the Lesser Antilles. After their mass deportation to Central America by the British Crown in 1797, in the present, the Garifuna are a homogenous and transnational group scattered along the Atlantic Coast of Central America. Unlike the majority of Afro-Caribbean and Afro-Brazilian cults, the African deities do not appear in the cosmological structure of the Dügü. Instead, the Garifuna worship two categories of spiritual entities: the hiuruha and the gubida, the spirits of the dead. As a traditional religious cult, the Dügü is not based on any form of dogma and relies rather upon ritual practice. The ancestral entities are believed to act on the bodies of their living descendants by spirit possession. In the religious repertoire, ancestors follow a precise itinerary from Yurumein, the original motherland, from where they navigate on the Caribbean Sea to finally arrive to Honduras, the land of the exile. This memory remains entrenched in the Dügü and it survives beneath the surface of individuals’unconscious realms. Ancestors become visible in dreams, in hallucinatory visions and they are also the instigators of illness and misfortune. This legacy also gave birth to an important character for its propagation: the buyei. Also known as a medium and a traditional healer, the garifuna religion relies on the leadership of such ritual character. Nevertheless, in order to achieve this position, candidates most go through initiation rites that will profoundly transform their own personal identity. The main purpose of this present study is to describe and analyze the buyei’s initiation journey, which relies on two years of ethnographic research in Honduras. It argues how this character evolves into a living-support for a group’s historical memory due to the ability to master spirit possession. Possession is highly valued in the Dügü, since it is conceptualized as a direct contact with the dead. Moreover, an important place will be accorded to the expression of the fluctuating ontology of the spirits during ritual and non-ritual contexts. Finally, I intend to show here that the garifuna case reveals ostensibly how the link between tradition and individual experience turns out to be a relevant keystone in transmission dynamics

碩士<br>銘傳大學<br>國際事務研究所碩士班<br>99<br>This thesis examines the impact of Foreign Aid on the Education Sector of Saint Vincent and the Grenadines by focussing on changes that took place under the European Union 9th EDF Education Support Programme. Furthermore it wishes to lend support to the argument that third world countries are indeed in need of a “big push” in order to foster infrastructural and human development. The Education Sector Development Plan formulated by the Government of Saint Vincent and the Grenadines acts as the overarching policy framework guiding these changes. The time period studied represents the period in which the transformation of the country’s Education Sector began; it was at this time that vast sums of money was expended in education through grants from the European Union and other funding agencies. It was felt by the researcher that a qualitative approach to research would be best as Education primarily leads to improvements that are first noticeable on an individual level; therefore, documentary evidence was collected (this included but was not limited to books, published reports, data from the Ministry of Education), and a survey that included Teachers and Ministry officials was conducted. The survey period lasted for approximately three months and a questionnaire was administered by internet. Internet research is a fairly new element in the academic arena; however, after considering its merits and demerits it was the most practical choice bearing in mind the researcher’s geographical location. The findings of this research will reveal that Teachers and Ministry Officials agree that Foreign Aid is necessary for an improved Education Sector, however the two groups clearly disagree on whether or not aid is being spent in the areas it is most needed. The study further shows that amongst these two key groups there is little knowledge on the contents of the ESDP.

碩士<br>國立臺北護理健康大學<br>護理研究所<br>107<br>Background: The burden of type 2 diabetes poses a growing challenge for the people in Saint Vincent and the Grenadines, islands of the Caribbean. Aim: To explore the relationship among knowledge, self- efficacy, and self-care behaviours for adults with type 2 diabetes in Saint Vincent and the Grenadines. Method: A descriptive, crosssectional, correlational design was used, including 137 participants with type 2 diabetes recruited from five public clinics. Demographics, dietary habits, and clinical characteristics, along with the Diabetes Knowledge Questionnaire (DKQ), Diabetes Management Self Efficacy Scale (DMSES), and Summary of Diabetes Self-Care Activities questionnaire (SDSCA) were assessed. Results: The majority of the participants were women, and self-care behaviours were higher in middle-aged (P <0.05), a post-primary education level (P <0.05) and currently employed (P <0.001). The lowest scores for self-care behaviours were diet, exercise and blood sugar monitoring. Self-care behaviours positively related to diabetes knowledge (P <0.01) and self-efficacy (P <0.01), and was negatively related to age (P <0.05). A regression model with dietary habits, type of medication and self-efficacy can be predictors of selfcare behaviours. Conclusion: This study yielded that women predominantly face challenges with type 2 diabetes and that dietary habits along with exercise and blood sugar monitoring are the significant challenges for people with type 2 diabetes in Saint Vincent and the Grenadines. Self-efficacy was the strongest predictor for self-care behaviours. Increasing patient’s self-efficacy levels and advocating the development of policies, strategic plans and extensive epidemiological studies can help create a positive difference towards type 2 diabetes self-care behaviours.
