AbstractThe second report of the Pensions Commission sought to establish a framework for a sustainable pension system for future generations of pensioners in the UK. The framework has been largely accepted by government in their recent White Paper, Security in Retirement: Towards a New Pension System (2006). Legislation will follow. The Commission and the government have made a number of claims about how their proposals will benefit women. Reforms have been welcomed by women's lobby groups. This article presents a gendered analysis of the Pensions Commission proposals using unpublished data generated by Pensim2, a pensions' simulator developed by the Department for Work and Pensions. Substantial improvements for women will be in the long term only, and will depend heavily on the extent to which gendered patterns of work and family life change in future. For women who follow traditional paths of combining part-time work with looking after children and kin, outcomes will depend on partnering arrangements. If they are married or cohabiting, they will be better off; but if they live alone in later life, the principal advantage of the proposals will be a reduction in means testing rather than an improvement in levels of income.

Purpose. The aim of the article is the analysis of the pension system of Ukraine and directions of its reform, clarification of the role of accumulative pension insurance in the system of social protection of the population, as well as study of the prospects for the introduction of a mandatory accumulative pension system in Ukraine. Methods of research. During the research, special economic literature related to the introduction and use of the funded pension system was developed, various economic methods are used, relevant normative and instructive documents in the field of pension provision, statistical data of the Pension Fund of Ukraine are used. Conducting research, the method of absolute and relative, average values and indicators of a number of dynamics is used in assessing the dynamics of the minimum, average pension, wages; the method of analysis using generalized indicators is applied in characterizing the income and expenditure of the Pension Fund of Ukraine. The legislative documents of the Verkhovna Rada of Ukraine was information base of the research, normative and instructive documents of the Cabinet of Ministers of Ukraine, statistical reporting of the Main Department of the Pension Fund of Ukraine. The relevant results of the study were facilitated by the use of special economic literature on the functioning of the national pension system, its reform and the possibilities of using the accumulative pension provision. Findings. The dynamics of the minimum and average levels of pensions in Ukraine over the past five years is analysed, their ratio to the average wage in Ukraine is determined, and the replacement rate is estimated. Attention is drawn to the need to use the State Budget of Ukraine for the needs of the Pension Fund in the payment of pensions to citizens of retirement age. The need to introduce the second level of the domestic pension system to restore the appropriate level of pension provision in Ukraine has been identified. The conditions and prospects for the introduction of mandatory funded pension insurance are analysed. The main bills concerning the practical use of the second level are described; attention is paid to the use of the main financial institutions that can be used at this level. Originality. The substantiation for the introduction of mandatory funded pension provision, which will increase the income of Ukrainian pensioners, has been further developed. The practical application of the second level of the domestic pension system will contribute to its formation as a holistic mechanism. A strong financial base of funded pension programs can be used for the development of the national economy. Practical value. The obtained results of the study provide a basis for further study of the theoretical foundations and development of practical recommendations for the introduction of mandatory funded pension provision and the development of the domestic pension system. AbstractThis paper draws on insider accounts from UK Department for Work and Pensions (DWP) officials to analyse the relationship between evidence and policy making at a time of rapid policy development relating to Universal Credit (UC). The paper argues, firstly, that evidence selection within the DWP was constrained by the overarching austerity paradigm, which constituted a Zeitgeist and had a significant bearing on the evidence selection and translation process, sharpening the focus of policy officials and analysts on the primacy of quantitative evidence when advising Ministers. Secondly, while methodological preferences (or an ‘evidence hierarchy’) impacted on evidence selection, this was not as significant as practitioners’ perceived capabilities to handle and develop evidence for policy. These capabilities were linked to departmental structures and constrained by political feasibility. Together, these dimensions constituted a significant filtration mechanism determining the kinds of evidence that were selected for policy development and those omitted, particularly in relation to UC. The paper contributes to debates about the contemporary role of evidence in policymaking and the potential of the relationship between future evidence production and use.

ABSTRACTNon-contributory pensions have become extremely popular in the last decade, with 78 developing countries currently distributing money in this way, and their acclaimed impacts are increasingly celebrated. Studies have found them to contribute not only to ‘obvious’ needs such as increased consumption and income security but also to investments in productivity, social relationships, health, increased access to credit and savings, while it has become common to claim that they contribute to intangible goals such as dignity and citizenship. The danger of some of these claims is that they assume that wellbeing is heavily responsive to monetary wealth, rather than other areas. To study this, an ethnographic methodology, based on participant observation and semi-structured interviews, was employed in two rural communities located in the La Paz department in the highland Altiplano region of Bolivia close to Lake Titicaca. Our analysis shows that while the Renta Dignidad increases older persons’ livelihood security, its contributions to other areas where non-contributory pensions are claimed to have major impacts, such as productive investment, health care and relational wellbeing, are actually relatively limited. The policy implication of this is that a more integral approach needs to be adopted to older persons' wellbeing, going beyond cash transfers to greater efforts to bring health-care services to older people in remote rural areas.

Purpose This paper aims to investigate whether firms strategically use retirement plans to retain employees with core competencies and whether offering these retirement plans provides competitive advantages that lead to greater profitability. Design/methodology/approach The data set consists of annual financial data reported to the US Department of Transportation by long haul truckload carriers. The paper uses linear regression analysis to test the hypotheses. Descriptive statistics, univariate comparisons and robustness tests are also reported. Findings The findings support the assertion that offering a retirement plan is positively related to the attraction and retention of skilled workers and that firms that offer retirement plans are more profitable. Research limitations/implications Data limitations preclude proving a definitive causal relationship. With the increasing availability of rich and timely data sets at both the firm and employee levels, future research may enhance the understanding of the role that pensions play in both labor and firm productivity. Originality/value This study provides evidence that retirement plans may serve as a strategic tool in highly competitive industries characterized by high labor turnover. This study shows that by analyzing the degree of cost stickiness in income statement line-items, it is possible to bypass the need for more granular analyses to uncover meaningful economic relationships. Finally, this study contributes to the literature examining the implications of operating decisions for financial performance (a balanced scorecard perspective), and it shows that offering pension benefits is related to stronger financial performance.

Objective This paper presents the first 50-year study of the differential effects of incarceration and combat on the development and persistence of post-traumatic stress disorder (PTSD) in Canadian veterans and prisoners of war (POWs) from the Dieppe Raid. Method A large sample of Dieppe. POWs and nonPOWs completed a questionnaire diagnosing PTSD and other psychological and health problems of the veterans in 1946 and in 1992. Results The POWs showed a higher incidence of PTSD and other psychological symptoms than veterans with the same combat exposure. The POWs' experiences of malnutrition, maltreatment and torture, and mental suffering showed strong links to PTSD. Conclusions For many veterans, PTSD has lasted 50 years. Failure to be eligible for psychological disability pensions demonstrates that PTSD and other psychological disorders in these veterans have been greatly unrecognized by the Canadian Department of Veteran's Affairs.

Abstract:
This document sets out to examine the experiences of twenty ethnic minority managers in SEO to SCS grades in the Department for Work and Pensions in order to enhance the understanding of why there is a relative scarcity of senior and executive ethnic minority managers in the largest government department in the United Kingdom. In particular, the research examines how homosocial reproduction and the effect of social closure can limit the promotion opportunities for ethnic minorities in this organisation. This study did not seek to test a hypothesis but instead attempted to understand ethnic minorities’ own experiences in their propositions to senior management positions and how race as a variable is perceived to impede their career advancement. An interpretive paradigm and qualitative methodology were used which enabled the participants to describe their experiences in detail as a natural inquiry. In-depth semi-structured interviews are conducted with twenty ethnic minorities in SEO to SCS grades. The interviews were recorded and transcribed verbatim, and using a thematic analysis, eight themes were identified from the data analysis. The findings revealed that ethnic minorities when seeking promotion are faced with a set of insurmountable obstacles. These barriers are created by their race, which is atypical to the white leadership prototype. The findings show that there are different paths to promotion for ethnic minority and white employees. Ethnic minorities are excluded through social closure and white managers are reproduced at the top, through homosocial reproduction, as they fit with the white leadership prototype. Ethnic minorities due to their nonprototypicality, have to work hard to gain promotion through contest mobility whilst whites are promoted through sponsorship through homosocial mentoring. The research concludes with a discussion of the research limitations, and future research possibilities including a call for more research into the effects of race on ethnic minorities’ propensity to be promoted. Recommendations are made in relation to how DWP can ensure that the senior and executive teams are reflective of their workforce and also to individual ethnic minorities in terms of how they can improve their promotion prospects.

This thesis seeks to examine and explore the professionalisation initiatives of the UK public sector counter fraud specialists (fraud investigators), with a focus upon the Department for Work and Pensions (DWP), National Health Service (NHS) and Local Authority (LA). The conceptual framework used to underpin the study was functionalist / “traits” theory of a profession and professionalisation. The main research question for the thesis concerns the issue of whether counter fraud specialism is a profession or not. Thus the question here is: “Is counter fraud specialism a profession or not?”. Additionally, the thesis seeks to answer the question on how to develop a profession of counter fraud specialists. Thus, the question here is “If we want to develop a profession of counter fraud specialists (CFS), how do we do it?”. Fraud is a growing problem in UK which affects the government, businesses, individuals and society as a whole, and much more than would be assumed by anyone suggesting it to be a victimless crime. Despite this, the reputation of UK public sector fraud investigators had in the past gained negative images resulting from the use of questionable investigative practices, together with the lack of appropriate mechanism for evaluating the training of fraud investigators, and the ease of defrauding the welfare system. This became a great concern for UK politicians/parliamentarians since the 1970’s, resulting in the introduction of government initiatives, which emphasised the need to professionalise and introduce professionalism into anti-fraud work. The professionalisation initiatives led to the creation of a new breed of fraud investigators, otherwise known as “Counter Fraud Specialists” charged with the responsibilities of protecting the public purse and safeguarding it against fraud. In spite of the introduction of those initiatives and the positive contribution by Counter Fraud Specialists in protecting the public purse coupled with the ongoing austerity measures in the UK public sector, there has not been any major academic study assessing those initiatives. The study is important to the researcher because findings from the study will help inform the debate on professionalisation agenda for the UK public sector counter fraud specialists. Additionally, it will contribute to the academic research on the subject, given that, the literature on fraud and professionalisation on Counter Fraud Specialists has failed to address this. The study was undertaken by applying mixed-methods approaches involving the use of survey questionnaires and semi-structured interviews with a selected number of counter fraud practitioners in the UK public sector. In addition, documentary analysis was also undertaken. Generally, the study revealed developments enhancing the status of UK public sector counter fraud specialists as a result of the professionalisation initiatives/agenda. Nonetheless, the strength of the quality of developments remained arguable given identified weaknesses in the “pillars of institution” such as normative, regulative and cultural-cognitive symbols that, together with associated activities and resources provide the bedrock for institutional transformation and professionalising occupations. The study provides recommendations on areas of improvement and future research. Therefore, my contribution to knowledge in this study is that, I have attempted to show how to develop a profession for counter fraud specialists in the UK public sector, mainly, the DWP, NHS and LA. In addition, the study has failed to find evidence that counter fraud meets what the literature says is a hallmark of a profession. The literatures on fraud and professionalisation of counter fraud specialists have failed to address this and this is my contribution to knowledge.

ENGLISH ABSTRACT: On 1 July 2011 the revised version of Regulation 28, which governs the South African pension fund industry with regard to investments, took effect. The new version allows for pension funds to invest up to 25 percent compared to 20 percent, in the previous version, of its total investment in foreign assets. The aim of this study is to determine whether it would be optimal for a South African pension fund to invest the full 25 percent of its portfolio in foreign assets. Seven different optimization models are evaluated in this study to determine the optimal asset mix. The optimization models were selected through an extensive literature study in order to address key optimization issues, e.g. which risk measure to use, whether parametric or non parametric optimization should be used and if the Mean Variance model for optimization defined by Markowitz, which has been the benchmark with regard to asset allocation, is the best model to determine the long term asset allocation strategies. The results obtained from the different models were used to recommend the optimal long term asset allocation for a South African pension fund and also compared to determine which optimization model proved to be the most efficient. The study found that when using only the past ten years of data to construct the portfolios, it would have been optimal to invest in only South African asset classes with statistical differences with regard to returns in some cases. Using the past 20-years of data to construct the optimal portfolios provided mixed results, while the 30-year period were more in favour of an international portfolio with the full 25% invested in foreign asset classes. A comparison of the different models provided a clear winner with regard to a probability of out performance. The Historical Resampled Mean Variance optimization provided the highest probability of out performing the benchmark. From the study it also became evident that a 20-year data period is the optimal period when considering the historical data that should be used to construct the optimal portfolio.
AFRIKAANSE OPSOMMING: Op 1 Julie 2011 het die hersiene Regulasie 28, wat die investering van Suid-Afrikaanse pensioenfondse reguleer, in werking getree. Hierdie hersiene weergawe stel pensioenfondse in staat om 25% van hulle fondse in buitelandse bateklasse te belê in plaas van 20%, soos in die vorige weergawe. Hierdie studie stel vas of dit werklik voordelig sal wees vir ‘n SA pensioenfonds om die volle 25% in buitelandse bateklasse te belê. Sewe verskillende optimeringsmodelle is gebruik om die optimale portefeulje te probeer skep. Die optimeringsmodelle is gekies na ’n uitgebreide literatuurstudie sodat van die sleutelkwessies met betrekking tot optimering aangespreek kon word. Die kwessies waarna verwys word sluit in, watter risikomaat behoort gebruik te word in die optimeringsproses, of ‘n parametriese of nie-parametriese model gebruik moet word en of die “Mean-Variance” model wat deur Markowitz in 1952 gedefinieer is en al vir baie jare as maatstaf vir portefeulje optimering dien, nog steeds die beste model is om te gebruik. Die uiteindelike resultate, verkry van die verskillende optimeringsmodelle, is gevolglik gebruik om die optimale langtermyn bate-allokasie vir ‘n Suid-Afrikaanse pensioenfonds op te stel. Die verskillende optimeringsmodelle is ook met mekaar vergelyk om te bepaal of daar ‘n model is wat beter is as die res. Vanuit die resultate was dit duidelik dat ’n portfeulje wat slegs uit Suid-Afrikaanse bates bestaan beter sal presteer as slegs die laaste 10-jaar se data gebruik word om die portefeulje op stel. Hierdie resultate is ook in meeste van die gevalle bevestig deur middel van hipotese toetse. Deur gebruik te maak van die afgelope 20-jaar se data om die portefeuljes op te stel, het gemengde resultate gelewer, terwyl die afgelope 30-jaar se data in meeste van die gevalle ’n internasionaal gediversifiseerde portefeulje as die beter portefeulje uitgewys het. In ’n vergelyking van die verskillende optimeringsmodelle is die “Historical Resampled Mean Variance” model duidelik as die beter model uitgewys. Hierdie model het die hoogste waarskynlikheid behaal om die vasgstelde maatstafportefeuljes uit te presteer. Die resultate het ook gedui op die 20-jaar periode as die beste data periode om te gebruik as die optimale portfeulje opgestel word.

Good communication skills help the formulation of public policy issues meets the public opinions, and good marketing skills help to decrease the difficulties for promoting public policies. This study focused on the important social issue in 2013, “Pension Reform.” Through qualitative methods as participant observation and in-depth interview with personnel who work for the executive and legislative branch. The results show that: (1) although the government and the public have consensus on most of the Pension Reform issue, still some conflict opinions on the rest and it hinders the bill into the agenda for discussion; (2) the target audiences of Pension Reform issue should be legislators, the administration department should varied their information and communication to different legislators, but whole process lack of completeness and continuity. Therefore, some recommendations for administration departments as follow: (1) improve communication by reflecting on former communication process; (2) examine policies and consider public opinions; (3) give sufficient information and to know congressmen/congresswomen’s attitude and intention of the issue well; (4) increase the communication between government and publics by enhancing communication technology; (5) the leader of public policy issues should oversee and enhance the ability of communication and execution in the administration system; (6) the Government should simplify communication process; (7) the administration branch should enhance and keep the policy communication with the Legislative Yuan. If the administration branch could structure a good plan and act it sincerely, it will be easier for public policy communication to get the goal and enhance the efficiency and image of the government.

This study aims to explore how work values and perceptions of pension reform affect morale in the workplace, comparing aspects of an individual’s personal background with other research variables. Methods of research include both a literature review and a questionnaire survey given to law enforcement officers of the Taipei City Police Department. 245 questionnaires were distributed in total with 245 returned and 233 deemed valid, with a valid response rate of 95.1%. The survey data was analyzed using statistical methods, and results are as follows: 1.Among the different categories of perceptions of pension reforms, responses to “approval of pension reform” and “effect on retirement” did not appear to vary according to gender, education level or years of service. 2.Among respondents, different work value categories such as “self-actualization,” “self-esteem,” “social interaction,” and “employment and income security in the organization” did not appear to vary according to gender, but did show differences in marital status, age group, education level, rank and years of service. 3.In work morale categories such as “organizational identification,” “group cohesiveness,” and “work engagement,” responses did not differ according to gender, but did vary with marital status, age group, education level, rank and years of service. 4.The effect of perceptions of pension reform on work morale was shown to be significant. 5.The effect of work values on work morale was shown to be significant. Based on the findings described above, this paper offers relevant recommendations for policymaking institutions, managers of government organizations, civil servants and further research.

The number of retired public servants reached its peak in 2015, and the number of employees applying for retirement immediately declined in 2016. The main reason analyzed was that the pension reform plan was not finalized at the time, thus, those eligible to retire were waiting, and the program to postpone the pension payment for dangerous work positions, such as police, firefighting, sea patrols, and immigration departments, started to play the role of delaying retirement, thus, the applications for retirement were slowed down. However, are experienced colleagues, who were eligible to retire but chose to continue to work, willing to teach the young colleagues everything? Will they have the original enthusiasm and the case handling capacity to work hard to help achieve the goals of the organization? Are in-service employees under the impact of the reform of the pension system concerned with the smooth channel of promotion? What is their loyalty of the organization to help the service organization to obtain excellent performance? Do they still have work enthusiasm? Will they be willing to devote extra efforts during non-working hours? An empirical analysis of the criminal police officers of the Kaohsiung City Government Police Department was conducted in this study. Previous literature and systems were used as the theoretical basis, as well as the basis of the research variables of this study, and the relative influence of the reform of the pension system, work commitment, and job satisfaction of criminal police officers on organizational commitment were analyzed in an empirical manner. The questionnaire survey method was adopted in this study to perform data verification and hypothesis verification through narrative statistical analysis, correlation analysis, ranking analysis, regression analysis, and variance analysis. The questionnaire content was mainly divided into four parts: Part 1 was the “Pension System”, Part 2 was “Working Investment”, Part 3 was “Job Satisfaction”, and Part 4 was “Organization Commitment.” A total of 300 formal questionnaires were distributed for this study, and 300 valid questionnaires were collected, for a valid recovery rate of 100%. After statistical analyses, the empirical findings of this study were, as follows: (1) The criminal police officers' retirement system reform, work commitment, job satisfaction, and organizational commitment were all positively correlated. (2) The reform of the pension system of criminal police officers had significantly positive impact on both work commitment and job satisfaction. (3) The work commitment of criminal police officers had significantly positive effect on job satisfaction. (4) The work commitment of criminal police officers had significantly positive effect on organizational commitment. (5) The job satisfaction of criminal police officers had positive impact on organizational commitment. (6) Some personal characteristics of criminal police officers were significantly different in the reform of the retirement system, work commitment, job satisfaction, and organizational commitment.

In order to cope with the development trend of the aging society and to increase the reasonability of the present retirement system, the Extension of the 「Payment Commencement Age of Monthly Pension of Voluntary Retired Government Employee Program」 was planned after study by the Ministry of Civil Service. This program was included into the Government Employee Retirement Act Amendment Draft as the basis of reforming the retirement system of government employees and this will be implemented from January 1, 2011. At the time when there is major reform on retirement system of government employees, no only this will cause change in the selection of monthly collection of pension by the government employees and will affect the personal basic right, it also cause high concern by the entire nation and broad discussion by the general public. This research adopts the literature analysis method and in-depth interview method to conduct pre-evaluation on the Extending the Payment Commencement Age of Monthly Pension of Voluntary Retired Government Employee Program. Through the viewpoint of the policy interest parties (object population, policy executor), it is hoped to explore the background of the implementation of the reform program, objective, perception of the design connotation, the acceptance of the reform program and the change of retirement behavior by the reform program. This is to study the feasibility of the reform program and the impact or effect that may bring in. According to the result it shows the perception (1~3), acceptance(4~5) by the interested parties on the reform program and the change of retirement behavior on the reform program (6~8) as follows: 1. The point of view (policy background) and the level of understanding on the reform program are different from the policy objective planned by the Ministry of Civil Service. 2. After the implementation of the reform program, perception of the extension of the age of collection of monthly pension is not the same. 3. In regard to the point of view of present government employees on the stipulation of ten years transition period measures of the reform program. Most of the persons being interviewed recognize that this is a reasonable planning. 4. In the reform program, the condition of holding a post for a full 25 years for voluntary retired personnel, the minimum age of collecting monthly pension shall adjust and extend the age progressively from the present 50 years old. The opinion of in favor of can be categorized as three factors: financial consideration, policy time and space environment change and experience pass on. The opinion of not in favor can be categorized as three factors: worry on the life settlement after retirement, affect the work moral or work efficiency and generate unsuitability etc. 5. Coping with the increase of the commencing age of monthly pension and for the reform program planning implementation of the extension of monthly pension and the measure of reduced amount of monthly pension, although the flexibility of payment of pension is increased, the payment item content is comparatively diversified, the government employees will select by themselves according to the personal requirement, yet persons being interviewed express general consideration will be given under the work or economic condition of the retirement to select extension or reduced amount monthly pension. 6. On the study of the ideal retirement age for the government employees is the same as the policy planning. 7. After the implementation of the reform program, there is diversified effect result on the original planned retirement age of government employees. 8. After the amendment of law for the reform program and its implementation the percentage of selecting one time collection of pension and monthly pension by the government employees remain unchanged. Finally, the writer presents the research findings and suggestion according to the research results as the understanding by the competent authority on the 「view」 and 「concern」 by the interested parties on the reform so that it can the reference of the retirement legal system planning in the future.

Most Australian retirees are likely to be subject to the Age Pension assets or income test at some point. Evidence is that many retirees adapt their consumption to increase Age Pension entitlements, but long-term implications are difficult to determine—even if the current rules were to remain in place. This chapter evaluates the current approach to means testing against the principles set out in a Department of Social Services discussion paper on this topic. We evaluate the implied “effective marginal tax rates” (EMTRs) on the assets of part pensioners who are subject to the assets test. We find that depending on a variety of parameters such as assumed future earnings rates, demographic status, drawdown strategy and the base level of assets held, the EMTRs are high enough to explain material distortions to savings decisions of those still in employment, and the spending and investment decisions of retirees. Optimal decisions in this context require contorted retirement strategies that do not appear to be in anyone’s interest. Some possible remedies are suggested, which should include incorporating the value of the principal residence within the assets test. The chapter therefore illustrates the application of principled analysis to policy issues of this sort.
