Abstract:
AbstractThe second report of the Pensions Commission sought to establish a framework for a sustainable pension system for future generations of pensioners in the UK. The framework has been largely accepted by government in their recent White Paper, Security in Retirement: Towards a New Pension System (2006). Legislation will follow. The Commission and the government have made a number of claims about how their proposals will benefit women. Reforms have been welcomed by women's lobby groups. This article presents a gendered analysis of the Pensions Commission proposals using unpublished data generated by Pensim2, a pensions' simulator developed by the Department for Work and Pensions. Substantial improvements for women will be in the long term only, and will depend heavily on the extent to which gendered patterns of work and family life change in future. For women who follow traditional paths of combining part-time work with looking after children and kin, outcomes will depend on partnering arrangements. If they are married or cohabiting, they will be better off; but if they live alone in later life, the principal advantage of the proposals will be a reduction in means testing rather than an improvement in levels of income.

Purpose. The aim of the article is the analysis of the pension system of Ukraine and directions of its reform, clarification of the role of accumulative pension insurance in the system of social protection of the population, as well as study of the prospects for the introduction of a mandatory accumulative pension system in Ukraine. Methods of research. During the research, special economic literature related to the introduction and use of the funded pension system was developed, various economic methods are used, relevant normative and instructive documents in the field of pension provision, statistical data of the Pension Fund of Ukraine are used. Conducting research, the method of absolute and relative, average values and indicators of a number of dynamics is used in assessing the dynamics of the minimum, average pension, wages; the method of analysis using generalized indicators is applied in characterizing the income and expenditure of the Pension Fund of Ukraine. The legislative documents of the Verkhovna Rada of Ukraine was information base of the research, normative and instructive documents of the Cabinet of Ministers of Ukraine, statistical reporting of the Main Department of the Pension Fund of Ukraine. The relevant results of the study were facilitated by the use of special economic literature on the functioning of the national pension system, its reform and the possibilities of using the accumulative pension provision. Findings. The dynamics of the minimum and average levels of pensions in Ukraine over the past five years is analysed, their ratio to the average wage in Ukraine is determined, and the replacement rate is estimated. Attention is drawn to the need to use the State Budget of Ukraine for the needs of the Pension Fund in the payment of pensions to citizens of retirement age. The need to introduce the second level of the domestic pension system to restore the appropriate level of pension provision in Ukraine has been identified. The conditions and prospects for the introduction of mandatory funded pension insurance are analysed. The main bills concerning the practical use of the second level are described; attention is paid to the use of the main financial institutions that can be used at this level. Originality. The substantiation for the introduction of mandatory funded pension provision, which will increase the income of Ukrainian pensioners, has been further developed. The practical application of the second level of the domestic pension system will contribute to its formation as a holistic mechanism. A strong financial base of funded pension programs can be used for the development of the national economy. Practical value. The obtained results of the study provide a basis for further study of the theoretical foundations and development of practical recommendations for the introduction of mandatory funded pension provision and the development of the domestic pension system. AbstractThis paper draws on insider accounts from UK Department for Work and Pensions (DWP) officials to analyse the relationship between evidence and policy making at a time of rapid policy development relating to Universal Credit (UC). The paper argues, firstly, that evidence selection within the DWP was constrained by the overarching austerity paradigm, which constituted a Zeitgeist and had a significant bearing on the evidence selection and translation process, sharpening the focus of policy officials and analysts on the primacy of quantitative evidence when advising Ministers. Secondly, while methodological preferences (or an ‘evidence hierarchy’) impacted on evidence selection, this was not as significant as practitioners’ perceived capabilities to handle and develop evidence for policy. These capabilities were linked to departmental structures and constrained by political feasibility. Together, these dimensions constituted a significant filtration mechanism determining the kinds of evidence that were selected for policy development and those omitted, particularly in relation to UC. The paper contributes to debates about the contemporary role of evidence in policymaking and the potential of the relationship between future evidence production and use.

ABSTRACTNon-contributory pensions have become extremely popular in the last decade, with 78 developing countries currently distributing money in this way, and their acclaimed impacts are increasingly celebrated. Studies have found them to contribute not only to ‘obvious’ needs such as increased consumption and income security but also to investments in productivity, social relationships, health, increased access to credit and savings, while it has become common to claim that they contribute to intangible goals such as dignity and citizenship. The danger of some of these claims is that they assume that wellbeing is heavily responsive to monetary wealth, rather than other areas. To study this, an ethnographic methodology, based on participant observation and semi-structured interviews, was employed in two rural communities located in the La Paz department in the highland Altiplano region of Bolivia close to Lake Titicaca. Our analysis shows that while the Renta Dignidad increases older persons’ livelihood security, its contributions to other areas where non-contributory pensions are claimed to have major impacts, such as productive investment, health care and relational wellbeing, are actually relatively limited. The policy implication of this is that a more integral approach needs to be adopted to older persons' wellbeing, going beyond cash transfers to greater efforts to bring health-care services to older people in remote rural areas.

Purpose This paper aims to investigate whether firms strategically use retirement plans to retain employees with core competencies and whether offering these retirement plans provides competitive advantages that lead to greater profitability. Design/methodology/approach The data set consists of annual financial data reported to the US Department of Transportation by long haul truckload carriers. The paper uses linear regression analysis to test the hypotheses. Descriptive statistics, univariate comparisons and robustness tests are also reported. Findings The findings support the assertion that offering a retirement plan is positively related to the attraction and retention of skilled workers and that firms that offer retirement plans are more profitable. Research limitations/implications Data limitations preclude proving a definitive causal relationship. With the increasing availability of rich and timely data sets at both the firm and employee levels, future research may enhance the understanding of the role that pensions play in both labor and firm productivity. Originality/value This study provides evidence that retirement plans may serve as a strategic tool in highly competitive industries characterized by high labor turnover. This study shows that by analyzing the degree of cost stickiness in income statement line-items, it is possible to bypass the need for more granular analyses to uncover meaningful economic relationships. Finally, this study contributes to the literature examining the implications of operating decisions for financial performance (a balanced scorecard perspective), and it shows that offering pension benefits is related to stronger financial performance.

Objective This paper presents the first 50-year study of the differential effects of incarceration and combat on the development and persistence of post-traumatic stress disorder (PTSD) in Canadian veterans and prisoners of war (POWs) from the Dieppe Raid. Method A large sample of Dieppe. POWs and nonPOWs completed a questionnaire diagnosing PTSD and other psychological and health problems of the veterans in 1946 and in 1992. Results The POWs showed a higher incidence of PTSD and other psychological symptoms than veterans with the same combat exposure. The POWs' experiences of malnutrition, maltreatment and torture, and mental suffering showed strong links to PTSD. Conclusions For many veterans, PTSD has lasted 50 years. Failure to be eligible for psychological disability pensions demonstrates that PTSD and other psychological disorders in these veterans have been greatly unrecognized by the Canadian Department of Veteran's Affairs.

The purpose of this research is to assess the effectiveness of the role played by the Department of Posts (DoP) in financial inclusion of the unorganized sector. It examines, by studying the issues in disbursement of Social Security Pensions (SSPs) in a region, the strengths, weaknesses and opportunities that the DoP has and the threats it could face. The empirical study is confined to only one initiative of DoP, that is, SSP disbursements in Visakhapatnam district of Andhra Pradesh. The primary data was collected during the transition period when DoP was into SSP disbursements in urban as well as rural areas of Visakhapatnam on an experimental basis (February–April, 2015). Altogether eight hypotheses were tested for significance, based on the data collected through observation, interviews, survey and literature review. The sample for data collection consisted of DoP employees (from frontline to top management), representatives of local governing bodies in villages and SSP beneficiaries. The SWOT analysis of DoP helped in identifying issues in disbursements and perceptions (of both beneficiaries and DoP employees). The results show that DoP has been successful in achieving the first level of financial inclusion and has to work towards achieving the second level through collaborative partnerships. Several suggestions and recommendations have been made for both DoP and policy-makers, which would help DoP in overcoming the challenges that it faces in financial inclusion. It is suggested that by looking at the bigger picture beyond disbursements, that is, financial inclusion of the bottom-of-the-pyramid customers, DoP will be able to emerge as a major player in the economic growth of the country.

AbstractThere is a long tradition in the assessment of UK social policy of examining benefit entitlement and access, yet little attention has been paid towards benefits associated with bereavement and, in particular, what happens for those people who cannot afford a funeral and require state assistance. This is despite the fact that every year approximately one in ten deaths in the UK results in a claim to the Department for Work and Pensions’ Funeral Payment for a contribution towards funeral costs. Beyond a paper in this journal over ten years ago, no research has been conducted into how the scheme is administered and what happens to those people who claim. Drawing on a study with both successful and unsuccessful Funeral Payment claimants, funeral directors and key stakeholders, this paper evaluates the Funeral Payment in terms of eligibility and entitlement, and timing and cost. It argues that closer attention needs to be paid to the issue of financial support for funerals to avoid the evolution of an unwieldy system at a time when the UK death rate is predicted to rise owing to the ageing of the population.

Purpose – Several ideas exist about social justice and how inequalities can be tackled to help families and children in poverty. The Coalition government released the UK’s first Child Poverty Strategy in 2011. Pervaded by neoliberal ideology, the strategy mentions “empowering” pre-school services and practitioners within the childcare market “to do more for the most disadvantaged” (Department for Work and Pensions (DWP) and Department for Education (DfE) 2011, p. 35). The purpose of this paper is to bring to light how Early Childhood Education and Care (ECEC) practitioners across England have engaged with policy discussions and adopted expectations concerning their place in addressing child poverty. Design/methodology/approach – Using a phenomenological qualitative research design the paper draws upon 30 interviews with pre-school practitioners in three geographic areas of England. All interviewees worked with families and children in poverty and were senior ECEC practitioners within their pre-school settings. Findings – Many interviewees shared the Coalition’s construction of child poverty as a problem of “troubled” parenting. These views pervaded their interaction with parents and intersected with the regulatory influence of “policy technologies” to influence their practice within a context of austerity cuts. This limited practitioners’ poverty sensitivity and their promotion of social justice. Therefore this paper concludes by critiquing the contribution which ECEC practitioners can make to addressing child poverty. Practical implications – The findings suggest there may be a need for poverty proofing toolkits in the pre-school sector. Originality/value – This paper provides a rare insight into how pre-school practitioners have engaged with, adopted and adapted assumptions about their role within policy discussion over child poverty and the promotion of social justice.

The notion of ‘cultural poverty’ has a long history in the United Kingdom. The argument that there is something culturally distinct about poor, working-class, and/or benefit recipient populations that sets them apart from the rest of society, and moreover, that these cultures are self-perpetuating, has tended to be deployed in the service of a politics that blames the cultures of the poor for poverty and economic disadvantage. The most recent resurgence of such arguments can be found in the austerity and anti-welfare agendas of the Coalition Government (2010–2015) and the post-Coalition Conservative Government(s) (2015–present). This article examines the 2017 Department for Work and Pensions policy paper ‘Improving Lives: Helping Workless Families’ that sets out the Government’s vision for tackling poverty and engrained disadvantage and argues, first, that the policy paper reproduces the cultural poverty argument. Second, I argue that the paper positions the family as the location in which the cultures of the poor and disadvantaged are reproduced, and consequently also as the proper site for government action to interrupt the cycle of reproduction, highlighting familial gender dynamics, reproductive arrangements, and parenting practices as key aspects of the discursive framing of poverty within austerity and anti-welfare politics.

PurposeThe purpose of this paper is to analyse fraud investigative practice in London local authorities with reference to recognised best practice and two comparator organisations, the Department for Work and Pensions (DWP) and National Health Service (NHS).Design/methodology/approachPrimary research was undertaken through questionnaires to all London Boroughs and interviews with key personnel in two comparator organisations.FindingsEach London Borough has a specialist anti‐fraud response with professionally qualified investigators, demonstrates compliance with best practice and excels in areas such as case supervision and joint working. However, concerns remain, regarding a lack of agreed national standards and some failing to use the full range of investigative techniques, such as surveillance and computer forensic examination.Research limitations/implicationsThe research was limited to London local government and further work is needed outside the capital.Practical implicationsRecommendations are made for: the introduction of national professional guidance to investigators; minimum competency standards for fraud investigation; research into the applicability of the National Intelligence Model to high volume fraud; and a less fragmented approach both within and across local authorities.Originality/valueThere has been no previous research of this type and it may be useful to government when considering how to deal with fraud, local authorities and those with an interest in public sector fraud.

ObjectivesWhile most UK military personnel transition successfully into civilian life, some experience unemployment and disability, which may be partly attributable to in-service factors. This study aims to determine the degree to which in-service mental health problems impact on postservice benefit claims.MethodsUsing data from a cohort of 5598 recent leavers from regular service in the UK Armed Forces linked with data from the Department for Work and Pensions, we assessed associations between in-service mental health and postservice benefit claims, and the population attributable fraction (PAF) of benefit claims related to in-service mental health. An analysis with postservice mental ill health as mediator was performed to determine the degree to which the observed effects were a consequence of persistent illness, as opposed to remitted.ResultsMental illness occurring in-service predicted both unemployment and disability claims, partly mediated by postservice health (23%–52% total effects mediated), but alcohol misuse did not. Common mental disorder (CMD) (PAF 0.07, 95% CI: 0.02 to 0.11) and probable post-traumatic stress disorder (PTSD) (PAF 0.05, 95% CI 0.01 to 0.09) contributed to unemployment claims. Probable PTSD was the largest contributor to disability claims (PAF 0.25, 95% CI 0.13 to 0.36), with a smaller contribution from CMD (PAF 0.16, 95% CI 0.03 to 0.27).ConclusionsIn-service mental ill health gives rise to benefit claims. These effects are only partly mediated by postservice mental health, implying that in-service (or pre-service) mental issues have carry-over effects into civilian life even if remitted. Better prevention and treatment of in-service PTSD symptoms may well reduce postservice disability claims.

PT ABC is one of the state-owned companies and one of the fertilizer producers in Indonesia. At present PT ABC has implemented a Knowledge Management System (KMS) in Human Resources Department. KMS serves as a tool for employees to consult in various fields regarding knowledge sharing, as a source of information and administration processes for payroll, leave, pensions and others. However, the existence of KMS is unable to guarantee the employees feel helped, for example, old employees who do not understand technology will have difficulty running KMS and some employees are not accustomed to dealing with information technology because they are used to consulting with humans. To measure the level of KMS acceptance for employees at PT ABC, this research uses the Chorng-Shyong Ong model which is a Technology Acceptance Model (TAM) model by utilizing the Power Issues.The purpose of this study was to find out the level of KMS acceptance in PT ABC based on the perspective of employees by identifying the basic factors, which affect cognitively and affectively to increase the internal beliefs, attitudes, and employee intention to use KMS through the recommendations given for the system improvement. And the results of this study indicate that the factors of perception to the usefulness, perceived ease of use, and the influences of others positively influence the intention to use KMS in PT ABC. There are only 3 of 7 hypotheses were accepted in accordance with the conditions that exist in PT ABC for the implementation of KMS. Of the 3 hypotheses accepted, the recommendations for improvement are derived based on the employee's suggestion in open questionnaires.

Cette élévation de la protection sociale au nombre des instruments privilégiés des politiques de développement marque un changement de paradigme fondamental par rapport aux décennies antérieures. La protection sociale a longtemps été considérée comme un instrument peu approprié pour les pays en développement. Toutefois, à la fin des années 1990, le désenchantement vis-à-vis des résultats des programmes d’ajustement économique, la crise asiatique de 1997 de même que la prise de conscience renforcée des effets négatifs de la pauvreté des nations et de la paupérisation des populations ont pour effet de modifier le paradigme dominant. La Banque mondiale élève la protection sociale au rang des instruments principaux des stratégies de réduction de la pauvreté à l’échelon international (« gestion du risque social », social risk management). Le Department for International Development du Royaume-Uni, associé à d’autres organisations, promeut un modèle axé sur les droits des pauvres. Les programmes de protection sociale élaborés dans les pays du Sud, comme les pensions sociales au Brésil et en Afrique du Sud ou les transferts conditionnels en espèces (TCE) au Mexique et au Brésil, deviennent des programmes-modèles au niveau mondial. Cet article vise à analyser l’émergence de la protection sociale dans les politiques de développement. Dans cette perspective, il analyse les différents types de programmes privilégiés par la communauté internationale en s’intéressant plus particulièrement aux programmes de TCE. En conclusion, il cherche à évaluer la pertinence relative des politiques de protection sociale pour les pays en développement.

<p><i>Pat’s Petition was originally an e-petition submitted on the UK Government’s website asking the Department for Work and Pensions to ‘stop and review the changes to benefits and services which are falling disproportionately on disabled people, their carers and families’. All e-petitions are submitted by an individual, in this case Pat Onions, and aim to reach 100,000 signatures for the possibility of debate in parliament.</i></p><p><i>Pat’s Petition was a small group formed of volunteers, all with firsthand experience of the issue as disabled people and/or carers, who had no previous experience as a group or in reaching out online to a wider community for petition signatures. The petition reached over 62,600 signatures and ended on November 1<sup>st</sup> 2012. At the time, it was the 12<sup>th</sup> most successful petition out of the 10,294 closed petitions.</i></p><p><i>While the group continues to press for change, it is helpful to reflect on the learning of their first year; specifically the development of the group and the use of e-petitions. This learning may be of use to other campaigners, to people thinking of online campaigning and also to those interested in online groups.</i></p><p><i>This reflective account draws on the experiences of the individuals concerned and the private resource of communications between the group. It looks back on their experience from October 2011 to November 2012 when the petition closed, and reflects on the story of Pat’s Petition.</i></p>

The paper analyses mistakes and inconsistencies that tend to occur in the spelling of surnames, first names, and patronymics in personal documents of Russian citizens when they register for pensions and other welfare payments, as well as in the documents of migrants applying for Russian citizenship. The material for the study was retrieved from in-person enquiries received at the Department of Russian Language, General Linguistics and Speech Communication of the Ural Federal University during 2005–2021. The certificates issued by the author in response to those requests served to confirm the identity of the names of applicants and their relatives in birth certificates, passports, employment records, marriage certificates, etc. The material includes the documents drawn up on the territory of the USSR and former Soviet republics, and some in the far abroad. The paper identifies the types of mistakes and variations in the spelling of names, patronymics, and surnames in these documents and looks for the reasons to such variation. The study showed that along with spelling mistakes which are generally few (dropping / replacing a letter, adding an extra letter, word formation errors), there are much more frequent cases of variation of names, patronymics and surnames due to linguistic and sociolinguistic reasons: 1) the use of orthographic name variants, 2) the use of the literary and colloquial version of the name, 3) replacing a little-known name with a more popular one with similar pronunciation, 4) the existence of word-formation and phonetic variants including multilingual equivalents of the personal name, 5) new variants appearing in the course of rendering the name into Russian and transliteration of specific vowels and consonants of other languages, 6) changes in the graphics and spelling in the languages of the former Soviet republics and a tendency to correct the Russified forms of names, patronymics, and surnames initially recorded in Soviet times to match the updated norms.

Objectives: To examine the contribution of general practice organisation, population characteristics and distance to practice attendance rates at four local accident and emergency departments. Design: Practice-based study examining variations in accident and emergency department attendance rates in 105 practices, using routine data from the Family Health Services Authority (FHSA), the District Health Authority and the 1991 Census. Setting: East London and the City Health Authority, covering practices based in the inner city boroughs of Hackney, Tower Hamlets and Newham, and the City of London. Main outcome measure: Practice-based, age-standardized, adult attendance rates at accident and emergency departments in the year to 31 March 1994. Results: Annual age-standardized practice accident and emergency department attendance rates ranged from 10.3 to 29.4 per 100 population. The mean practice attendance rate was 17.6 per 100 (95% CI 16.8–18.4). No significant relationship was found between attendance rates and practice characteristics (number and sex of general practitioner (GP) principals, presence of practice manager or nurse, computerization and training status). There were strong positive relationships between attendance rates and households not owner-occupied ( R = 0.55, P < 0.001) and pensioners living alone ( R = 0.55, P < 0.001). There were negative correlations with Asian ethnicity ( R = −0.31, P = 0.002) and residents lacking amenities ( R = −0.26, P = 0.007). The distance to the nearest accident and emergency department also correlated negatively with attendance ( R = −0.27, P = 0.006). A backwards multiple regression model showed that 48% of the variation in attendance rates could be accounted for by six factors: Percentage of households not owner occupied, percentage living in households without a car, percentage living in households lacking amenities, percentage of pensioners living alone, percentage of Asian ethnicity, and percentage living in households with a head born in the New Commonwealth and Pakistan. Optimal subsets regression identified a number of alternative models with similar explanatory value. Conclusions: Social deprivation is strongly linked with attendance rates at accident and emergency departments in East London. In contrast, the organizational characteristics of general practices appear to have no bearing on the rates. Both purchasers and providers need to take account of these findings when planning accident and emergency provision.

Purpose – The purpose of this paper is to examine the basis of the complaints against banks which sold private label securities to Fannie Mae and Freddie Mac before the financial crisis. The examination shows that all but one of the cases was settled out of court. Nomura and RBS went to court, but the case against them was based on dubious evidence and on strict liability which only enabled the judge to set aside relevant evidence. The Securities and Exchange Commission’s evidence against senior executives of Fannie and Freddie shows that they deliberately purchased PLSs based on subprime loans to meet the government’s housing targets. Design/methodology/approach – The research was based on publicly available documents, including details of the Federal Housing Finance Agency’s (FHFA) complaints against the banks in question, the settlement agreements published by the DoJ, FHFA and SEC. Furthermore, it includes documentary evidence from the Financial Crisis Inquiry Committee and Senate Committees, the full transcript of the trial, opinions of the judge for the trial and the judgement. Findings – The findings are that many have concluded that settlements out of court fail to satisfy the demand for justice. They have been criticised as a trade-off between the prosecutor and the bank, with a view that the imposition of large fines is to pay back taxpayers’ money spent on rescuing the banks, rather than punishing those responsible. Such fines do little, if anything, to change the behaviour of banks. As a result, the Department of Justice issued a memorandum on 9 September to focus on individual accountability for corporate wrongdoing. It remains to be seen how many cases against senior executives will result from the change in direction. Research limitations/implications – The implications of the research are that it is important even in the aftermath of such a serious if not devastating financial crisis to ensure that the laws are properly applied and can stand up to any challenge that it has been stretched to obtain the results the administration of the day wants to see. In addition, care must be taken over both the imposition of large fines and the use to which the monies should be put. All the parties involved in bringing about the crisis should be held to account. The major cases against the banks have almost all been “resolved”. A change in direction has now taken place. Practical implications – The practical implications of holding individuals to account should now be tackled. It requires a careful examination of the laws and regulations already in place to ensure that it is clear within a bank as to who is responsible for what. It will only be possible to hold senior individuals to account if the laws are clear and if all the evidence is not hidden. It may also require a review of the contracts under which senior executives are employed, because to remove a person from his post and then find that he still has a large pension pot and bonuses due may not result in justice either. A delicate balancing act is required because banks require highly competent and motivated individuals to run them. Social implications – If a very large fine is imposed on a bank, the shareholders and customers pay. The shareholders will mostly own the shares through their pensions and their savings in mutual funds. Originality/value – There have been few studies of all the cases against the banks brought by the DoJ and FHFA and still fewer have recognized the fact that government housing policy was the source of the extent of the subprime mortgages.

In a similar manner, national government departments should not only have universal governance committees such as the audit and risk committees, instead the study envisions governance committees modelled around the idea parliamentary portfolio committees. The envisaged committees will remain governance committees with defined roles and responsibilities similar to the audit and risk committees that are already in existence in the national government departments.

The concept, content, conditions, size and essence of the pension in connection with the loss of the breadwinner, since state pension provision is one of the fundamental measures to ensure the rights and freedoms of a person and a citizen in Ukraine, is revealed. Statistical analysis of the number of persons receiving a pension in connection with the loss of breadwinner during 2018-2020 was conducted. A number of problematic issues related to the introduction of the electronic system - "Portal of electronic services of the Pension Fund of Ukraine", among them: ignorance of the elderly in modern technologies; «human factor» is connected with the inattention of employees of the Pension Fund of Ukraine on the transfer of information to electronic registers; the lack of modern serviceable technological resources in the departments of the Pension Fund of Ukraine; the risk of theft or distribution of personal data by third parties, hackers or other persons. It was established that the improvement of the mechanism of pension provision of disabled persons in connection with the loss of breadwinner on the basis of the analysis of the current legislation of Ukraine will create prospects for improving the pension provision of citizens in order to realize the constitutional rights of citizens to social protection, including the right to pension provision in case of loss of breadwinner. Purpose – This paper aims to conduct an empirical analysis of subnational laws of the USA that require public pension funds to divest from companies that are in business with Cuba, Iran, Syria, and Sudan and explores whether public fund officials may be in violation of their fiduciary duty responsibilities toward pension system beneficiaries as they execute state-mandated divestment schemes. Design/methodology/approach – A database search was conducted for specific federal laws, presidential executive orders, and departments, offices, and terminology relevant to the topic of the research to explore the extent by which states employ public pension divestment regimes inspired by the federal governments designation of the four countries labeled as state sponsors of terrorism. Quantitative and financial calculations were used to conduct the cost analysis of divestment laws. Findings – Divestment laws are costly for the beneficiaries. In the majority of the states that have divestment laws, the public funds, rather than the states, must cover the losses associated with divestment, resulting in pension fund trustees and managers having to take action that are in violation of their fiduciary duty responsibilities. Research limitations/implications – The study recommends a major overhaul of the current divestment laws. Practical implications – Divestment legislations must be revised as they cause a divergence of interests between state-driven political gestures, the fiduciary responsibilities of pension system trustees, and the financial interests of the beneficiaries. Originality/value – This is the first study that recommends specific legislative action that would resolve the divergence of interests between state-driven political gestures, the fiduciary responsibilities of pension system trustees, and the financial interests of the beneficiaries.

<p class="ber"><span lang="EN-GB">This paper examines service quality from the perspective of consumers’ expectations of the quality of service delivery contrasted with actual service delivery (or service performance) in pension fund administration (PFA) marketing. Three hundred and eighty four respondents from various ministries, departments and agencies in Enugu participated in the survey. A modified version of SERVQUAL questionnaire instrument was used to elicit response on the service quality attribute and satisfaction. Two hypotheses were developed and tested using the student t-test statistics and Regression Analysis. The results showed that significant difference exist between customer perception and expectations of pension services. The assurance attribute was found to have the greatest influence on satisfaction and tangible cues with the least influence. It was therefore, recommended that pension managers should adopt strategies to influence customer perception such as measuring and managing satisfaction and service quality, making promises they can keep and keeping them and managing the service evidence and providing training and empowerment to their employees. </span></p>

ABSTRACTObjectivesWe sought to conduct a major objective of the Canadian Association of Emergency Physicians (CAEP) Wellness Committee, an environmental scan of the academic emergency medicine programs across the 17 Canadian medical schools.MethodsAn 89-question questionnaire was distributed to academic heads or wellness leads. The responses were verified by the lead author to ensure that the questions were answered completely and consistently.ResultsWhile formal wellness programs may exist in varying degrees across the 17 universities, most were found to exist only at local, divisional, or departmental levels. A broad variability of established leadership positions exists. Shift practices varied greatly. In day to day practice, availability for food and debriefing were high and childcare, sleep rooms, and follow-up following critical incidents were low. Sabbaticals existed in the majority of centers. Roughly 50% of departments have gender equity program and annual retreats. Centers report programs for the initiation of leaves (82%), onboarding (64%), and reorientation (94%). Support of health benefits (76%) and pensions (76%) depended on type of appointment and relationship to the university. Fiscal transparency was reported in 53% of programs.ConclusionWellness and burnout are critical issues for emergency medicine in Canada. This comprehensive review of wellness programs identifies areas of strength, but also allows identification of areas of improvement for future work. Individual centers can identify common options when developing or expanding their wellness programs.

Most scholars advocate delaying retirement, while civilians have different opinions, which is caused by distrusting the government and unfair problems brought by dual-track approach of pension. So relevant departments should listen to reasonable suggestions so as to make a feasible policy.

BackgroundPatients with schizophrenia have a higher prevalence of physical illness and a higher mortality from natural causes than the general population, which is a reason why they can be hospitalized for medical and surgical pathologies.AimsTo determine the demand, the reason for consultation and the sociodemographic characteristics of the psychotic patient admitted at the general hospital.MethodsSociodemographic variables (age, sex, marital status, education, place of residence, residential housing, with who they live, work status) and health care (service of origin, type of request and its relevance, complaints, days of delay between the request and assistance, number of visits, average length of stay).Study designProspective epidemiological study of 80 psychotic patients (F.2 ICD-10), from the total of 906 consults solicited from 1 January 2012 until 31 December 2014. Bioethical considerations: compliance with these principles justice, non-maleficence, autonomy and beneficence.ResultsThe average age is 58.34 years old, 60% were male, 73.8% single, 81.3% with primary education, 52.5% living in urban areas; and the 88.8% of cases were pensioners. The Departments that generate a greater demand are Internal Medicine (53.8%), Orthopaedic Surgery (10%), Pneumology (8.8%) and ICU (8.8%). The most frequent reasons for consultation are assessment/treatment setting (77.5%), abnormal behavior (30%), disorientation (18.8%) and psychotic symptoms (18.8%).ConclusionsThe typical profile of psychotic patients hospitalized for medical-surgical diseases is a male, middle-aged, single, with primary education and pensioner; from whom it's sued consultation for adjusting of treatment, and secondly for abnormal behavior.Disclosure of interestThe authors have not supplied their declaration of competing interest.

The psycho-emotional status of women teachers of retirement age working in the theoretical departments of the medical university has been studied. It is shown that at the end of the school year, women maintain a good level of efficiency with no signs of fatigue. At the same time, a low level of stress tolerance in combination with a high level of personal and reactive anxiety was revealed.

Objectives: This study presents the case for a reciprocal health care agreement (RHCA) between Australia and South Korea. Design and Setting: The research utilised a qualitative social scientific methodology. Document analysis was conducted on government reports, official statistics and media articles in English and Korean. Main outcomes: In Australia, the Health Insurance Act 1973 enables health care agreements with 11 nations, however, Korea has no similar legislation in place. Therefore, Korea would need to build a broader consensus on the need for a RHCA in full, based on the precedent of Australia's agreements with other nations, as well as on the Korean Pension Act, which has enabled reciprocal (equal treatment among the countries) pension agreements with 28 nations through an exceptive clause. Results: The active government commitment and involvement of the Ministry of Health and the Department of Foreign Affairs and Trade in Australia, and of the Ministry of Health & Welfare and Ministry of Foreign Affairs in South Korea, would be essential for a successful RHCA process to come to fruition. Conclusions: While a potential health care agreement between Australia and Korea would constitute a significant step forward in strengthening people-to-people links between these two significant trading partners in the spirit of health diplomacy, the feasibility at the current time is very low indeed.

AbstractI investigate the relationship between perception of public institutions and tax compliance using a large tax compliance laboratory experiment conducted in Italy and the United States. In the first test, I conduct a simple tax compliance game to uncover that given the exact same decisions, contributions to the public good do not differ between Italy and the United States. Second, I ask participants to pay taxes to their national government, pension fund and fire department. In these rounds, behaviours diverge with Italian participants complying significantly less than Americans. Theoretically, I provide evidence demonstrating that how individuals perceive their institutions is a crucial component of the tax compliance decision. Methodologically, I provide a unique experiment, which can help us to better explain crosscountry variation in tax compliance, by asking subjects to make country-specific tax decisions.

Sustainability is an urgent issue in the basic endowment insurance system in China. The advancement of the national pooling and the transfer of collection responsibility from the social security department to the taxation department are the policy measures taken to ensure the sustainable development of the endowment insurance system. In this circumstance, this paper discusses the solvency of the national pooling account fund of basic endowment insurance when the enterprise contribution rate drops to 16% by constructing an improved theoretical actuarial model. The conclusion shows that under the national pooling mode of peeling off historical debt and personal account, even if the contribution rate drops to 16%, the basic endowment insurance fund in China will still have strong solvency in the long run. In addition, due to the transfer of the collection responsibility of the basic endowment insurance, the proportion of the actual number of payers to the number of in-service insured will gradually increase to 100%, and the calculation results in this paper show that the bankruptcy scope of China’s basic pension insurance funds will be postponed to the year of 2113. This study enriches the relevant literature and solves a policy concern in the reform of China’s basic endowment insurance system: Does reduction of contribution rate affect the sustainability of the basic endowment insurance system?

Studies in the area of chemistry teaching discovered that problem-based learning strategies (PBL) effectively improve students’ conceptual understanding. However, there is minimal information about the effectiveness of PBL if it is applied with multiple representations (MR) for the students with different learning preferences. This study aimed to prove the effects of problem-based learning strategies (PBL) using multiple representations (MR) and students’ learning styles on the conceptual understanding in chemistry. There were two whole classes in the Mechanical Engineering Department of Bali State Polytechnic that were assigned to be the experimental group (n = 59) and control group (n = 58). Felder-Soloman's Index of Learning Style (ILS) was applied to differentiate the students’ learning preferences, while their conceptual understanding in chemistry was assessed using a test after 6 weeks of treatment. The analysis of covariance (ANCOVA) shows that the conceptual understanding of students taught using PBL strategies with MR was significantly better than those taught using PBL strategies only. Besides, based on the variation of learning styles, students with a visual style had a better conceptual understanding than those with verbal style, but the difference was not statistically significant. The absence of interaction effect between PBL strategies with MR and learning style on students’ conceptual understanding suggests that the support of multiple representations in PBL strategies can effectively enhance students' understanding of concepts in chemistry regardless of their learning style.

Background. Portraying a typical Russian corrupt official is important as a preventive measure to apply within the system of human resources on civil service. Objective. The study is aimed at creating a psychological portrait of civil servants working in the environments where corruption is possible in order to reveal their attitude to corruption and to the means used to eliminate it. Design. 100 municipal civil servants from the city of Kostroma took part in an anonymized survey with a standardized questionnaire. The survey encompassed civil servants of all levels: heads of departments and their deputies (top level), department managers and their deputies (mid level), minor officials. Results. Analyzing the results obtained within the survey one can conclude that for top-level civil servants the most important advantages of municipal civil service are the ability to help people and society in solving their problems, as well as substantial pension and good psychological climate. For mid-level managing positions the main advantages are psychological climate, that comes first, and, subsequently, the ability to help people. Minor officials’ scale of values prioritizes material gain over everything else. Instead of understanding corruption in the broad sense, as abuse of authority, the way the concept of corruption is represented in the law, civil servants view it more narrowly — as bribery. The most common excuses for bribery, according to the civil servants questioned, include protection and the bosses being interested in “extra” profit as well as the situation of mutual bribing and financial problems caused by low salary. The barriers for bribery, in civil servants’ opinion, are moral norms and the fear to be punished or fired. Conclusions. The analysis of literature on the subject, as well as the empirical study conducted, allows to single out the most characteristic features that a corrupt civil servant has. Corrupt civil servants are highly extravert, they are very eager to please people, and have a variety of addictions. The values of power and dominance contribute to making corruption acceptable, while the primary role of care and universalism lower its level.

On behalf of employers, it is the HR management, accounting, and finance departments that are primarily responsible for implementing this complex management process. The purpose behind the research,* the initial and partial results of which are presented in the article, was to identify the main management problems occurring in the first phase of employee capital plan implementation in large enterprises in Greater Poland as well as to seek answers to the question of whether the surveyed entrepreneurs fully utilize the possibilities of the new retirement pension scheme in their human resource management strategy and in their motivational system.

The public sector is a complex web of general government, pension plan, and government business enterprises. There are three levels of general government: federal, provincial/territorial and local (i.e., municipal). The federal and provincial general governments include ministries, departments, and agencies. Local general government includes municipalities. The present study aims to find out the organizational health among the NLC employees, Neyveli. A samples of 100 respondents selected randomly were studied. A questionnaire method of survey was used to find out the organizational health among the NLC employees. The data were collected by using questionnaire as an instrument. Primary data were collected by conducting direct structured interview using questionnaire. All the respondents were asked the same questions in the same fashion and they were informed the purpose of study. Correlation and Regression analysis was applied to test the hypotheses. The findings and observations are the result and outcome of the interpretations made during the study of analysis.

At the Department of Orthopaedics and Traumatology, Helsinki University Central Hospital, an acute accident unit with more than 3000 trauma admissions per year, a protocol was kept over the years 1982–84 of patients who were treated for injuries sustained from intentional falls from heights. The number of patients included in the series was 73. The mean age of the patients was 29.8 (range 15–65) years. The male:female ratio was 1.5:I. In 15 patients (21%) there was a previous history of recorded psychiatric disorder and in a further 11 patients (15%) chronic alcoholism. The 73 patients had a total of 164 serious individual injuries. Thirteen patients died, all except one within the first 24 hours. The median duration of the hospital stay at university department level was 49 days. In a follow-up survey one year after the fall, 19 (32% of the survivors) had returned to work, 29 (48%) were pensioned and 12 (20%) still needed institutional care. Eight had permanent complete paraplegia. The patients injured in suicidal falls amounted to 0.8% of all trauma admissions during the investigation period and to 3.3% of the nursing days. In the intensive care unit, however, these figures were 9.2% and 14.1% respectively, values high enough to warrant increasing attention to this kind of self-inflicted injuries.
