Abstract:

This paper studies and analyzes the BER performance of the OFDM system, and completes the system simulation on this basis, measures and calculates the BER through the SNR, the Doppler effect and the Short Guard Interval. During the simulation, we use BPSK, QPSK and 16PSK modulation techniques, and choose the Gaussian white noise channel. Using SNR, Doppler effect and Short Guard Interval effects to OFDM signal can improve the system performance.

RÉSUMÉ Depuis quinze ans, on assiste à un effort considérable de mesure de la performance des hôpitaux. Cet effort ne s’est pourtant pas étendu aux autres types d’établissements de santé dont l’importance se trouve pourtant accrue par les transformations du réseau de santé suite aux difficultés budgétaires au Québec comme ailleurs. En particulier, les CLSC dont l’enveloppe budgétaire atteint 700 millions de dollars n’ont jamais fait l’objet d’une évaluation de performance. À partir des données d’un échantillon d’établissements provenant du Ministère de la santé et des services sociaux, nous proposons une méthode d’évaluation systématique de la performance des CLSC et offrons une première évaluation tant de la structure du réseau des CLSC que de la performance individuelle de chacun des établissements de l’échantillon. Nous trouvons que des économies substantielles pourraient être réalisées suite à la mise en place de mécanismes incitatifs dans l’allocation budgétaire entre établissements.

On se place donc dans un contexte multidimensionnel, où l’on cherche à prendre simultanément en compte les diverses caractéristiques d’un tel placement. Cette vérification est effectuée à l’aide d’une analyse multicritère s’inspirant de la méthode PROMETHEE, laquelle se fonde sur des relations de surclassement. Ce type d’analyse permet également d’expliciter l’impact que peut avoir l’importance relative accordée aux critères, sur la performance des fonds.

Bank BNI Syariah Palu; (3) work motivation performs positive and significant effect on staff performance of PT. Abstract:

Rapid population growth observed in the Cote d’Ivoire is associated with rapid urbanization. This urban growth results in demand growth in food products. In this context, the Urban Agriculture for its specialization in production of fruits and vegetables generate a lot of interest. The purpose of this study is then to assess the performance of this agriculture and identify potential determinants of its technical efficiency. The estimate of the production frontier has found that the technical efficiency of producers is between 21% and 97% with an average technical efficiency of 76%. The analysis of the determinants of the efficiency showed that the legal status of the occupied space, the level of education, the quality of irrigation water, the access to credit and the nature of the main activity impact significantly on the technical efficiency. The improving of urban farmers’ efficiency means strengthening training and technical support to producers for rational use of space and practices and by integrating this type of activity in development plans of this district.

7ELEVEN (7 eleven) is well-known franchise in the world as in Malaysia. The purpose of this study is to analyse the financial performance of 7 eleven for two consecutive years, 2019 and 2020. The comparison of this performance is required to track their achievement on stability, liquidity, profitability and on maintaining their market share. The qualitative data based on survey and quantitative data in the annual report needed to make the comparison of the financial performance. The ratios used to analyse the company financial performance are market value ratios, profitability ratios, efficiency ratios and liquidity ratios. PurposeThis paper aims to analyse the state of performance management in the Portuguese public sector as part of the efforts towards public administration reform.Design/methodology/approachTheoretically, the authors took Bouckaert and Halligan's (2008, pp. 35–39) approach into consideration to analyse the adoption of performance management practices. This approach was supplemented by an adaptation of Pollitt and Bouckaert's (2011, p. 33) framework to analyse the context for administrative reforms. The used data analysis techniques include documentary analysis (namely legislation and evaluation reports of reform efforts), secondary data analysis and a survey conducted with 296 Portuguese top public managers.FindingsThe findings show that Portuguese public sector organisations adopted several tools to measure performance over the years, but failed to incorporate performance information into their management practices or to properly use it for either internal or external purposes. Concerning the ideal types proposed by Bouckaert and Halligan (2008, p. 36), Portugal is considered to fit the “performance administration” ideal type, even though it is moving closer to the “managements of performance” ideal type.Originality/valueThis is one of the first comprehensive studies on the state of performance management in Portugal framed within the broader context of public sector reforms. The findings will be of interest both to scholars who study public administration reforms and performance management and to Portuguese policy makers and public managers who are interested in understanding and improving the way performance information is measured, incorporated and used in that sector.

Résumé L’article analyse la performance du corporatisme québécois en ce qui concerne l’élaboration des politiques gouvernementales dans un contexte qui lui apparaît peu favorable. En plus d’offrir une analyse concernant le secteur environnemental au Québec, l’article présente un examen de la situation en Ontario et en Caroline du Nord dans le même secteur. Cet examen permet d’identifier d’importants contrastes. L’analyse comparative démontre en effet que les performances environnementales de l’Ontario et de la Caroline du Nord sont inférieures à celle du Québec. Elle permet aussi d’attribuer les performances à des différences dans les structures des réseaux de politiques gouvernementales. En d’autres termes, loin d’être dépassé, le corporatisme québécois continue d’être une structure politique efficace.
