Abstract The article is based on an applied theatre project facilitated by Cletus Moyo at the University of the Witwatersrand, Johannesburg, South Africa from 2009 to 2010. We argue that performance poetry deployed within an applied theatre paradigm has the potential to unlock the silence around HIV and AIDS issues in a way that opens up these issues for discussion and makes them accessible for exploration, even in contexts where speaking about these issues is taboo. The project targeted young people belonging to the age group that is most heavily hit by the HIV and AIDS pandemic. Notably, the young generation is also more open to performance poetry as an artform, making it more appropriate in dealing with issues affecting them. Performance poetry is a language of emotions and an artform that emphasizes speaking out. These two qualities render performance poetry a powerful medium for addressing HIV and AIDS stigma, a phenomenon that is embedded in the culture of silence.

We are teacher educators working in South Africa and the United States. Collectively we explored and extended our understanding of methodological inventiveness in self- study research through an artful process we have named "virtual polyvocal research jamming." We make explicit our extemporary, dialogic process, showing how we imagined and played with artful research practices: rich pictures, poetry, oral performance, and dance. Through collective analysis of our process and products, we share our learning about methodological inventiveness, highlighting how nding imaginative ways to express and make sense of insights can deepen and extend shared re ection, analysis, and communication in educational inquiry.

In this paper I explicate polyrhythm in the context of traditional West African music, framing it within a more general theory of polyrhythm and polymeter, then compare three approaches for the visual representation of both. In contrast to their analytical separation in Western theory and practice, traditional West African music features integral connections among all the expressive arts (music, poetry, dance, and drama), and the unity of rhythm and melody (what Nzewi calls “melo-rhythm”). Focusing on the Ewe people of south-eastern Ghana, I introduce the multi-art performance type called Agbekor, highlighting its poly-melo-rhythms, and representing them in three notational systems: the well-known but culturally biased Western notation; a more neutral tabular notation, widely used in ethnomusicology but more limited in its representation of structure; and a context-free recursive grammar of my own devising, which concisely summarizes structure, at the possible cost of readability. Examples are presented, and the strengths and drawbacks of each system are assessed. While undoubtedly useful, visual representations cannot replace audio-visual recordings, much less the experience of participation in a live performance.

Rudy, “Scottish Sounds in Colonial South Africa: Thomas Pringle, Dialect, and the Overhearing of Ballad” (pp. 197–214) This essay uses Scottish ballads to think through the ways poems circulated in nineteenth-century emigrant communities. Dialect was a significant feature of colonial poetry, capturing the particular sounds of localities: the borderlands of Scotland, for example. Given the long association between dialect and oral culture, dialect in the context of ballad poetry signaled an especially communal form of identification. Scottish dialect poems in emigrant communities had an especial power to invoke a communal consciousness, a sense of being together that arose from having come from the same place. I take the Scottish poet Thomas Pringle as an example of a larger phenomenon, tracing the revisions he made to ballad poems as he moved from Edinburgh to South Africa and then London.

If written texts usually involve some kind of performative dimension, oral performances also entail the constitution of a text. American linguistic anthropology uses the term ‘entextualization’ for the process by which stretches of spoken discourse are detached from their immediate context and rendered repeatable and thus transmissible. In African oral poetry there are entextualizing strategies which involve rendering discourse object-like: by making it the focus of exegesis, or by presenting it as quotable, thus foregrounding the perception that these words pre-existed their present moment of utterance and could continue to exist after it. However, African oral praise poetry is also highly dynamic. Text is not consolidated in order to constitute it as an unchanging monument, but rather so that it can be re-activated in a new context of utterance, where it has an effectual engagement and dialogic force. Thus the performative and the entextualizing dimension can be seen to be inseparable and mutually dependent.

Thesis (PhD)--Stellenbosch University, 2012.<br>ENGLISH ABSTRACT: In this thesis, I undertake an extensive overview of a range of language activities that foreground the materiality of language, and that require an active reader oriented towards the text as a producer, rather than a consumer, of meaning. To this end, performance, as a function of both orality and print texts, forms an important focus for my argument. I am particularly interested in the effect that the disruption of language has on the position of the subject in language, especially in terms of the dialogic exchange between local and global subject positions. Poetry is a language activity that requires a particular attention to form and meaning, and that is licensed to activate and exploit the materiality of language. For this reason, I have focused on the work of a selection of North American poets, the Language poets. These poets are primarily concerned with the performative possibilities of language as it appears in print media. I juxtapose these language activities with those of a selection of contemporary South African poets whose work is marked by the influence of oral forms, and reveals telling interplays between media. All these poets are preoccupied with the ways in which the sign might be disrupted. In my discussion of the work of the Language poets, I consider how examples of their print poetics present the reader with language fragments, arranged according to non-syntactic principles. Confronted by the lack of an individuated lyric subject around whom these fragments might cohere, the reader is obliged to make his/her own connections between words, sounds and phrases. Similarly, in the work of the performance poets, I identify several aspects in the poetry that trouble a transparent transmission of expression, and instead require the poetry to be read as an interrogation of the constitution of the subject. Here, the ―I‖ fleetingly occupies multiple, shifting subject positions, and the poetic interplay between media and language tends towards a continuous destabilising of the poetic self. Poets and performers are, to some extent, licensed to experiment with language in ways that render it opaque. Because the language activities of poets and performers are generally accommodated within the order of symbolic or metaphoric language, their experimentation with non-communicative excesses can be understood as part of their framework. However, in situations where ―communicative‖ language is expected, the order of literal or forensic language cannot accommodate seemingly non-communicative excesses that appear to render the text opaque. Ultimately, I am concerned with exploring the manner in which attention to the materiality of language might open up alternative understandings of language, subjectivity and representation in South African public discourse. My conclusion therefore considers the consequences when the issues opened up by the poetry – questions of self and subject, authority and representation – are translated into forensic frameworks and testimonial discourse.<br>AFRIKAANSE OPSOMMING: My proefskrif bied ‘n breedvoerige oorsig van ‘n reeks taal-aktiwiteite wat die materialiteit van taal sigbaar maak. Hierdie taal-aktiwiteite skep tekste wat die leser/kyker noop om as vervaardiger, eerder as verbruiker, van betekenis in ‘n aktiewe verhouding met die teks te tree. Die performatiewe funksie van beide gesproke sowel as gedrukte taal vorm dus die hooffokus van my argument. Ek stel veral belang in die effek wat onderbrekings en versteurings in taal op die subjek van taal uitoefen, en hoe hierdie prosesse die die dialogiese verhouding tussen lokale en globale subjek-posisies beïnvloed. Abstract:
This thesis explores the ability of poetry to articulate political critique in Post-Apartheid South Africa. The aim of the project is to evaluate the extent to which poetry provides criticism of a contemporary political climate marked by government corruption, rising social inequality and widespread immiseration. I argue that both ‘poetry’ and ‘post-Apartheid’ are developing and contested concepts that acquire meaning in concrete circumstances and continue to take on fresh resonance in South Africa today. I contend that poetry does not passively reflect historical circumstances nor docilely take its place in a post-Apartheid political climate. Instead, it actively engages with the milieu within which it finds itself and contributes in a meaningful way to our understanding of what the post-Apartheid era actually means. My study focuses on six poets who represent the innovative and politically charged character of post-Apartheid poetry. The writers I choose to examine are Ari Sitas, Seitlhamo Motsapi, Lesego Rampolokeng, Mxolisi Nyezwa, Vonani Bila, and Angifi Dladla. All of these poets lived through Apartheid and were young, or of middle age, at the dawn of liberation. Eager and able citizens willing to build a new democracy, these artists have been bitterly disappointed by the African National Congress’s abandonment of South Africa’s black majority. The poets in question have set about bearing witness to unrelenting social ills through drawing upon the dynamism of poetry in order to rejuvenate public language, dialogue and debate. Confronted with the over-simplification of information in an epoch of late-capitalism, the poets in this thesis seek to revitalise language, through innovative use of form, in order to fashion new perceptions of the world in which they live. All of the writers in this thesis have been involved in politics or activism and make a point of incorporating these real world experiences into their work. Thus, Sitas invokes worker chants from his time spent in Durban’s labour movement and Dladla remains fascinated by the Gauteng prisons where he has taught creative writing. The poetry I examine is moulded by the active public life of its writers and in turn seeks to participate in a wider world. In this line of thought, many of these poets have started their own literary journals and publishing initiatives, often with strong ties to social justice movements and grass-roots communities. Here, one can mention Nyezwa’s development of the English/isiXhosa multicultural arts journal Kotaz in the Eastern Cape and Bila’s Timbila publishing in the Limpopo province. Through autonomous methods of poetic production and distribution, poets are able to create spaces in which non-commercial and potentially revolutionary art can be heard. My doctorate spotlights the artistic and political victories of a pioneering group of poets, who are little known both locally and abroad. My research underscores the politically critical qualities of poetic form and thus has resonance beyond a narrowly South African context. Indeed, I believe my PhD can contribute in a valuable way to debates pertaining to the social relevance of poetry in the world today.

Bibliography: pages 217-232.<br>Yali-Manisi, a Xhosa writer, performs and writes traditional praise poetry (izibongo) and modern poems (isihobe) and can, therefore, be regarded as a bard because he also performs his poetry. One can safely place him in the interphase as he combines performance and writing. The influence of oral poems and other oral genres can be perceived in his works as some of his works are a product of performances which were recorded, transcribed and translated into English. The dissertation, among other things, examines the way in which Yali-Manisi's work has been influenced by such manipulations. In this study we examine lzibongo Zeenkosi ZamaXhosa, lmfazwe kaMianjeni, Yaphum'igqina and other individually recorded poems. His poetry is characterised by an interaction between tradition and innovation. The impact of traditional poetic canon on the poet, the way of exploiting traditional devices are the most outstanding characteristics concerning his poetry. His optimistic disposition towards the future of the South African political situation leaves one with the impression that he envisages an end to the Black-White political dichotomy. Yali-Manisi manipulates literary forms to articulate specific socio-political and cultural attitudes which are dominant among the majority of South Africans. His writings coincide with some of the major political changes in South Africa. In his recent works, he is explicit and protests against Apartheid structures especially in Transkei and Ciskei. In his earlier works he could not articulate the feelings of his people as an imbongi because of the fear of censorship and themes of protests had to be handled with extreme caution if one's manuscripts were to be published at all. He often alludes to national oppression of the majority by the minority and instigates the former to be politically conscious. In some instances (e.g. in his historical poems) he seeks to correct inaccuracies which are presented in history books. Thus showing the listener/reader another side of the coin. He displays very keen interest and deep knowledge of natural phenomena such as seasons of the year and the behaviour of animals during each period. Poems about historical figures are characterised by certain allusions which refer to realities and events in the life of the 'praised one' or his forefathers. This helps to shed light on the present situation. Although fictitious adaptations of genuine events have been done, an element of reality is still prevalent.

Magister Artium - MA<br>This portfolio of poems, prose poems and short fiction pieces is quasi-autobiographical and tracks the trajectory of my life, from childhood in Cape Town (‘pre-exilic’) to emigration abroad (‘exilic’) and return to Cape Town in late middle age (‘post-exilic’). Themes explored include the deceptive nature of memory and the risk of imbuing a childhood recollected in later life with affective or narrative nostalgia; the psychologically dislocating nature of exile on personal identity and notions of home; and Cape Town as both an imaginary construct and a multi-layered reality: specifically, ‘my’ Cape Town – now as well as half a century ago – and ‘other’ Cape Towns, reflecting a diversity of highly unequal experiences within this city. The dominant mode of expression chosen to explore these largely personal themes is confessional.

Despite high government expenditure, education in South Africa is poor quality. We focus on how teacher quality can be improved by improving the structure of their remuneration. Performance-related pay, which can be based either on measuring learner test scores, or by measuring teacher content knowledge or pedagogical skills, has sometimes been successful in countries with low levels of teacher effort, and may be applicable in South Africa. However, measures to enhance accountability or reward performance need to take into account resistance by teacher unions. We situate the discussion in the context of South Africa's existing framework for teacher remuneration under the Occupation Specific Dispensation. From this, we criticize the relatively flat progression of salaries as teachers' experience increases, which discourages skilled teachers from remaining in the profession. We propose that performance-based pay be integrated into the existing salary structure through bonus salary notch progressions, thereby also increasing the slope of salary progression.

Previous studies show that contrary to other African languages of fewer speakers, written poetry in Sepedi/Sesotho sa Leboa’s transition from oral to written did not only lag behind, its development was also slow, with less intense treatment. However, this scarcity is not of the actual oral material, but rather its documented version. Vast untreated material at various repositories such as the South African Broadcasting Corporation (SABC) library and the International Library of African Music (ILAM) are facing a risk of being lost due to limited resources and resourcefulness to digitalise them. Investigation of written poetry from 1906 to 2006 attests to the fact that in its written form, Sepedi/Sesotho sa Leboa poetry is still underdeveloped, dominated by “microwaved” collections aiming at nothing beyond meeting school prescription criteria. Calls have been made from the dominant South African poetry narrative that there are no innovative studies in the field of African languages, especially Sepedi/Sesotho sa Leboa. Musicological studies show that contemporary jazz artists have adopted and adapted kiba poetry into jazz music, which resulted into classics of all times. Intensive studies were conducted on such poetic kiba-influenced jazz, but the primary source remains a grey area. The analysis of selected kiba poems shows that kiba poetry is the richest poetic form in the Sepedi/Sesotho sa Leboa with its creative and artistic merit exceeds all other genres. The study further reveals that kiba poetry is the heart of Bapedi/Basotho ba Leboa spirituality, a heart without which some faith institutions will remain incomplete. Furthermore, kiba poetry embodies, among others, poetic genres rarely explored in the South African poetry milieu such as “sound poetry” and poetry of special metrical schemes, of dramatic and devotional essence. Scholarly attention is, therefore, recommended on this repertoire to explore the field beyond this preliminary study, so as to save as many kiba poems as possible, which will enrich the dwindling written poetry milieu. Literary excellence of the treated poems attests to the fact that the artistic wealth of kiba poetry is worthy of attention, and it has potential to transform not only the face of poetry in Sepedi/Sesotho sa Leboa, but of the entire South African poetry landscape.

The central argument of this inter-disciplinary study is that IsiXhosa written poetry of 1912 – 2012 is a terrain of the struggle between the contending dominant ideologies of Segregation, Apartheid and Charterism (post-Apartheid); and the subordinate/ subaltern ideologies of Africanism, Charterism (pre-democracy), Pan- Africanism, Black Consciousness Movement and other post Apartheid ideologies. The study highlights the mutual relationship between the text and the context by focussing on the ideological contest which manifests itself in both form and structure (i.e. aesthetic ideology) and the content (i.e. authorial ideology) of the poetry of different epochs between 1912 and 2012. The study is located within the framework of Antonio Gramsci’s theory of cultural construction. Gramsci postulates that ideology and culture play a significant role in the process of asserting hegemony. Important concepts that constitute Gramsci’s theory of praxis are: ideology, culture, hegemony, organic intellectuals and both ideological and repressive state apparatuses. The first chapter presents the problem, the objectives, the methodology, and the scope of the study. The second chapter presents Gramsci’s theory of cultural construction and the work of scholars who developed his theory further. The tool that is employed for analysis and interpretation of textual significations of IsiXhosa written poetry is the revolutionary aesthetics, which is proposed by Udenta. The third chapter analyses and interprets literature of the epoch of 1912-1934 and exposes the contest between Segregation and Africanism ideologies. The fourth chapter contextualises and analyses the literature of 1934 – 1948, the second phase of contestation between Segregation and Africanism. The fifth chapter deals with literature of the first and second halves of the Apartheid epoch (1948 - 1973). The Apartheid ideology contested with the Africanist ideology which transformed into the Charterism ideology in 1955. In 1960 Pan-Africanism ideology and in 1969 Black Consciousness Movement ideologies entered the contest. The sixth chapter examines literature of the period 1973 – 1994 which is the second phase of the Apartheid epoch that ends with the “glasnost” period of 1990 - 1994. Abstract:
In general, dreams are conceived, ideas are conceptualised, and initiatives are embarked upon in order to alter the state of realities. Dreams change realities; when mechanisms are put in place to realise them, dreams succeed. However, anecdotal evidence as well as empirical findings has continued to reiterate the difficulties associated with realising dreams related to construction projects. Extending the „dream‟ analogy to the South African construction industry context therefore paints an uninspiring picture. Dreams associated with construction do not have a 100% chance of becoming realities as evident in reported poor project performance in the industry. Shattered dreams in the form of poor performing projects, poorly implemented construction processes, or worst, projects delivered at the expense of unexpected cost to the client as a direct result of poor H&S or time overruns, negate the intent of dreams. This thesis is primarily concerned with project performance related bottlenecks in South African construction. After an extensive review of related literature that entails the analysis of publications related to non-value adding activities (NVAAs), supply chain management (SCM), and system dynamics (SD) in the construction project management realm, an exhaustive mixed-mode quantitative survey was conducted among key participants in the South African infrastructure sector. Public sector clients, consulting engineers and contractors that were involved in civil engineering projects were surveyed repeatedly with approximately five survey instruments at convenient intervals. Results arising from the study, inter-alia, indicate that: an appreciable amount of NVAAs occur in South African construction; these NVAAs become further compounded when propagated into other value adding activities (VAAs) in the construction process; the identified NVAAs equally perpetrate the menace associated with poor performance to the detriment of the achievement of cost, H&S, quality, and time project targets, and the root cause of these NVAAs that often contribute to poor performance is not far from the much reported „shortage of skills‟ in South Africa. Notable contributions to the body of knowledge include SD models are extendable regardless of the source of their empirical data as evident in the qualitative models proposed in this study; within the SD domain, it is advisable to consider the „competence‟ of individuals assigned to tasks especially in a developing country as this study revealed that human resources issues predominate among the sources of NVAAs that eventuate in a range of poor project performance; the NVAAs that occur, and their causes on projects are perceived to be due to lapses and / or inadequacies that involved the entire construction supply chain; there is no single construction process / task that is immune from being affected by NVAAs; and within the South African, and by implication construction context generally iii in developing countries, the adequacy of required knowledge among project stakeholders is the most crucial determinant of project performance. As opposed to what is obtainable in developed countries, the construction industry in developing countries, particularly in South Africa, should take advantage of knowledge management (KM) techniques such as brainstorming, communities of practices, and face-to-face interactions. These techniques can be driven through appropriate mentorship programmes, industry focused built environment education, and other human resources driven avenues that do not necessarily require substantial investment in technologies, so that to a large extent organisations in the industry can prioritise KM, and thereafter, continually engage in it for future performance improvement. Using inferential statistical methods for hypotheses testing, and SD concepts for creating qualitative models led to a range of recommendations which, inter-alia, propose that halting the tide of NVAAs and poor performance requires the management of both tacit and explicit knowledge gained in construction; and most importantly, it requires the assurance that „competence‟ is the overriding criteria for selecting project partners, and also, for assigning either design or construction related activities to responsible parties involved in project realisation in South Africa. In effect, in order to engender a culture of continuous improvement in South African construction, other considerations should be subservient to „competence‟ in the construction supply chain. Competence must be located among everyone involved in project realisation, that is, enhancing the competence of all involved in project realisation is as good as ensuring performance improvement, which in turn, equates to the acceleration of project delivery in South Africa.

Abstract:
The study investigates the relationship between stock market performance and business cycles in South Africa for the period 2002-2009 using monthly data. This is done by constructing a Vector Error Correction Model (VECM). The study specifies a business cycle model with the business cycle coincident indicator (BC) regressed against, the All Share Price Index (ALSI), Real Effective Exchange Rate (REER), Money Supply (M1), Inflation (CPIX) and the Prime Overdraft Rate (POR). The ALSI represents stock market performance whilst the rest of the variables are to enhance model specification. The study found a positive relationship between stock market performance and business cycles in South Africa. The results also indicated that business cycles are positively related to the lagged variable of the coincident indicator and money supply. In addition, the findings also reveal that BC is negatively related to interest rates and the real effective exchange rate.

Abstract:
This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.

This report summarizes the findings of a study carried out to evaluate the agronomic performance and sensory acceptance by small holder farmers of six biofortified orange-fleshed sweetpotato (OFSP) varieties that were first introduced from CIP’s sweetpotato breeding hub for Southern Africa in Mozambique. The study was participatory and carried out under different agroecological environments in Zimbabwe. The six OFSP varieties, namely Alisha, Victoria, Delvia, Sumaia, Namanga and Irene were planted in the 2019/20 agricultural season along with two non-biofortified white-fleshed local varieties, namely Chingova and German II, at seven DR&amp;SS research stations (Kadoma, Marondera, Harare, Henderson, Gwebi, Makoholi and Panmure) and 120 farmer managed on-farm trial sites in 12 LFSP districts of Bindura, Gokwe North, Gokwe South, Guruve, Kwekwe, Makoni, Mazowe, Mount Darwin, Mutasa, Mutare, Shurugwi and Zvimba. At all but one of the research stations, two trials were set up, one under irrigation and the other under rain-fed conditions. On-farm trials were established following the Mother-Baby Trial approach with 2 mother trials and 8 baby trials per district. In each of the districts, one mother trial was planted under irrigation while the other was rain-fed. All the baby trials were rain-fed.

Abstract:
This report maps the African landscape of Open Science – with a focus on Open Data as a sub-set of Open Science. Data to inform the landscape study were collected through a variety of methods, including surveys, desk research, engagement with a community of practice, networking with stakeholders, participation in conferences, case study presentations, and workshops hosted. Although the majority of African countries (35 of 54) demonstrates commitment to science through its investment in research and development (R&amp;D), academies of science, ministries of science and technology, policies, recognition of research, and participation in the Science Granting Councils Initiative (SGCI), the following countries demonstrate the highest commitment and political willingness to invest in science: Botswana, Ethiopia, Kenya, Senegal, South Africa, Tanzania, and Uganda. In addition to existing policies in Science, Technology and Innovation (STI), the following countries have made progress towards Open Data policies: Botswana, Kenya, Madagascar, Mauritius, South Africa and Uganda. Only two African countries (Kenya and South Africa) at this stage contribute 0.8% of its GDP (Gross Domestic Product) to R&amp;D (Research and Development), which is the closest to the AU’s (African Union’s) suggested 1%. Countries such as Lesotho and Madagascar ranked as 0%, while the R&amp;D expenditure for 24 African countries is unknown. In addition to this, science globally has become fully dependent on stable ICT (Information and Communication Technologies) infrastructure, which includes connectivity/bandwidth, high performance computing facilities and data services. This is especially applicable since countries globally are finding themselves in the midst of the 4th Industrial Revolution (4IR), which is not only “about” data, but which “is” data. According to an article1 by Alan Marcus (2015) (Senior Director, Head of Information Technology and Telecommunications Industries, World Economic Forum), “At its core, data represents a post-industrial opportunity. Its uses have unprecedented complexity, velocity and global reach. As digital communications become ubiquitous, data will rule in a world where nearly everyone and everything is connected in real time. That will require a highly reliable, secure and available infrastructure at its core, and innovation at the edge.” Every industry is affected as part of this revolution – also science. An important component of the digital transformation is “trust” – people must be able to trust that governments and all other industries (including the science sector), adequately handle and protect their data. This requires accountability on a global level, and digital industries must embrace the change and go for a higher standard of protection. “This will reassure consumers and citizens, benefitting the whole digital economy”, says Marcus. A stable and secure information and communication technologies (ICT) infrastructure – currently provided by the National Research and Education Networks (NRENs) – is key to advance collaboration in science. The AfricaConnect2 project (AfricaConnect (2012–2014) and AfricaConnect2 (2016–2018)) through establishing connectivity between National Research and Education Networks (NRENs), is planning to roll out AfricaConnect3 by the end of 2019. The concern however is that selected African governments (with the exception of a few countries such as South Africa, Mozambique, Ethiopia and others) have low awareness of the impact the Internet has today on all societal levels, how much ICT (and the 4th Industrial Revolution) have affected research, and the added value an NREN can bring to higher education and research in addressing the respective needs, which is far more complex than simply providing connectivity. Apart from more commitment and investment in R&amp;D, African governments – to become and remain part of the 4th Industrial Revolution – have no option other than to acknowledge and commit to the role NRENs play in advancing science towards addressing the SDG (Sustainable Development Goals). For successful collaboration and direction, it is fundamental that policies within one country are aligned with one another. Alignment on continental level is crucial for the future Pan-African African Open Science Platform to be successful. Both the HIPSSA ((Harmonization of ICT Policies in Sub-Saharan Africa)3 project and WATRA (the West Africa Telecommunications Regulators Assembly)4, have made progress towards the regulation of the telecom sector, and in particular of bottlenecks which curb the development of competition among ISPs. A study under HIPSSA identified potential bottlenecks in access at an affordable price to the international capacity of submarine cables and suggested means and tools used by regulators to remedy them. Work on the recommended measures and making them operational continues in collaboration with WATRA. In addition to sufficient bandwidth and connectivity, high-performance computing facilities and services in support of data sharing are also required. The South African National Integrated Cyberinfrastructure System5 (NICIS) has made great progress in planning and setting up a cyberinfrastructure ecosystem in support of collaborative science and data sharing. The regional Southern African Development Community6 (SADC) Cyber-infrastructure Framework provides a valuable roadmap towards high-speed Internet, developing human capacity and skills in ICT technologies, high- performance computing and more. The following countries have been identified as having high-performance computing facilities, some as a result of the Square Kilometre Array7 (SKA) partnership: Botswana, Ghana, Kenya, Madagascar, Mozambique, Mauritius, Namibia, South Africa, Tunisia, and Zambia. More and more NRENs – especially the Level 6 NRENs 8 (Algeria, Egypt, Kenya, South Africa, and recently Zambia) – are exploring offering additional services; also in support of data sharing and transfer. The following NRENs already allow for running data-intensive applications and sharing of high-end computing assets, bio-modelling and computation on high-performance/ supercomputers: KENET (Kenya), TENET (South Africa), RENU (Uganda), ZAMREN (Zambia), EUN (Egypt) and ARN (Algeria). Fifteen higher education training institutions from eight African countries (Botswana, Benin, Kenya, Nigeria, Rwanda, South Africa, Sudan, and Tanzania) have been identified as offering formal courses on data science. In addition to formal degrees, a number of international short courses have been developed and free international online courses are also available as an option to build capacity and integrate as part of curricula. The small number of higher education or research intensive institutions offering data science is however insufficient, and there is a desperate need for more training in data science. The CODATA-RDA Schools of Research Data Science aim at addressing the continental need for foundational data skills across all disciplines, along with training conducted by The Carpentries 9 programme (specifically Data Carpentry 10 ). Thus far, CODATA-RDA schools in collaboration with AOSP, integrating content from Data Carpentry, were presented in Rwanda (in 2018), and during17-29 June 2019, in Ethiopia. Awareness regarding Open Science (including Open Data) is evident through the 12 Open Science-related Open Access/Open Data/Open Science declarations and agreements endorsed or signed by African governments; 200 Open Access journals from Africa registered on the Directory of Open Access Journals (DOAJ); 174 Open Access institutional research repositories registered on openDOAR (Directory of Open Access Repositories); 33 Open Access/Open Science policies registered on ROARMAP (Registry of Open Access Repository Mandates and Policies); 24 data repositories registered with the Registry of Data Repositories (re3data.org) (although the pilot project identified 66 research data repositories); and one data repository assigned the CoreTrustSeal. Although this is a start, far more needs to be done to align African data curation and research practices with global standards. Funding to conduct research remains a challenge. African researchers mostly fund their own research, and there are little incentives for them to make their research and accompanying data sets openly accessible. Funding and peer recognition, along with an enabling research environment conducive for research, are regarded as major incentives. The landscape report concludes with a number of concerns towards sharing research data openly, as well as challenges in terms of Open Data policy, ICT infrastructure supportive of data sharing, capacity building, lack of skills, and the need for incentives. Although great progress has been made in terms of Open Science and Open Data practices, more awareness needs to be created and further advocacy efforts are required for buy-in from African governments. A federated African Open Science Platform (AOSP) will not only encourage more collaboration among researchers in addressing the SDGs, but it will also benefit the many stakeholders identified as part of the pilot phase. The time is now, for governments in Africa, to acknowledge the important role of science in general, but specifically Open Science and Open Data, through developing and aligning the relevant policies, investing in an ICT infrastructure conducive for data sharing through committing funding to making NRENs financially sustainable, incentivising open research practices by scientists, and creating opportunities for more scientists and stakeholders across all disciplines to be trained in data management.
