This study examines the Allied notion of victory and how it was expressed in the depth of Allied strategic planning in 1918 for a campaign in 1919. Using the Supreme War Council (SWC) as a lens this study's arguments are threefold. The first is that, with the creation of the SWC, the Allies pursued a notion of victory that was focused on a decisive military defeat of the German army. Their timeline to victory over the enemy was affected by their perception of the enemy’s strength, their assessment of the difficulties inherent in overcoming the military advantage offered by the Central Powers'

Chapter 6 recounts what happened after Mao, unwilling to allow the establishment of permanent autonomous organizations, called for factories to be governed by new “revolutionary committees,” that included veteran cadres and rebel leaders, as well as military officers assigned to oversee this volatile combination. Rebel leaders were supposed to serve as “mass representatives,” but after their organizations were disbanded, they lost the political base that had given them autonomous power and were no longer accountable to their constituencies. With the masses sidelined, the subsequent factional contention between “new” and “old” cadres hardly served as effective mass supervision. Moreover, this institutionalized form of contention was entirely dependent on Mao’s personal authority and was dismantled with the purge of the radical faction that followed his death in 1976. For all their destructive power, the political experiments of this period failed to do much to make leaders more accountable to those below them.

This chapter looks simultaneously at the evolution of the language of race and at the racialization of both the judicial and military systems to analyze how racial categories were formed, inhabited, and transformed over time in French New Orleans. The representations of the social order that fueled the language of race both informed and were shaped not only by a discriminatory and violent royal justice that increasingly targeted slaves as the main offenders but also by the exclusion of free blacks from and then by their segregation within permanent militia units. When the Spanish took over the colony, they found a society in which race was more firmly embedded than at the beginning of the French period while fostering more tensions and contradictions.

The year 1993 never got close to a peaceful settlement of the Balkans conflict despite the United Nations, European, and American attempts to achieve one. The siege of Sarajevo had begun in 1992 immediately after the declaration of independence of Bosnia-Herzegovina. By the end of 1993, a military stalemate persisted in Bosnia as the diplomatic challenge limped along. President Bill Clinton’s cabinet of national security leaders—the Principals Committee—gathered in the Situation Room for the first time on January 28, 1993, and dealt exclusively with the situation in Bosnia. In April 1993, U.S. Permanent Representative to the United Nations Madeleine Albright, delivered a memorandum to the national security adviser recommending use of American air power. The recommendation failed to attract sufficient support, and further diplomatic efforts to end the war also failed. “Assertive multilateralism” took a beating in Situation Room discussions as 1993 wore on.
