Full textSummarizing it can be stated that effectiveness of personnel evaluation is primarily shaped by organization’s priorities, which are reflected in implementation of organizational policies. Managers and employees are oriented towards the compatibility of interests; therefore they are both concerned that the personnel policy, including methods that implement evaluation function, would be effective and by being so, would ensure benefits to both sides. Managers need to learn to make a proper decision when choosing method of personnel evaluation taking into consideration specific goals of personnel evaluation’s function. One of the institution’s management area, which is worth to be revised and refreshed is – personnel evaluation. The area does not require much investment, but if properly used it can result direct benefits to enterprise through higher productivity, better performance results as well as through psychological aspects – employee satisfaction with their job, loyalty to organization, optimal organizational work climate. Objective of the work: assession of personnel qualification improvement in accomodation institutions. Object of the work: evaluation of personnel qualification improvement. Tasks of the work: 1. To present the conception of tourism sector and highlight the value of accommodation subsector in it. 2. To highlight the essence of the personnel role in organizations of tourism sector. 3. To reveal personnel qualification improvement and training essence for the organization. 4. To ascertain perfection of personnel in accommodation institutions distinguishing its great necessity. According to the international NACE classification of activities, tourism sector is subdivided into even smaller sectors (sub-sectors): accommodation institutions, health and travel agencies and tour organizers. Strategy of personnel does preconditions, which can be valued more carefully. And it let to accent the main organization's competitive advantage successfully — professional workers — to search the aims of organizations. In uninterrupted organizations work procession the special importance is work with personnel, as main guaranty of organization success. How the best collective can be formed? Full textSteady changes in the economy, in the domestic and foreign policy of the state and in other living areas increase the requirements for public management. Due to that it is necessary to work in good manner, operatively and efficiently. But despite to the fact that those requirements emerged when there were confirmed the strategy of Public management develoment till 2010 year (2004) and the legal acts designed for the implementation of this strategy, there are too little works in which people could find analysis of the relationship between public management and personal appraisal or teoretical and practical analysis of the conception of personal appraisal in public sector. Due to this reason this work focuses to the aspects determining the main elements of personal appraisal in public sector and their influence to the efficiency of public management.

Full textCompared with the other new EU countries of Lithuania, the civil service has the most open competition among candidates for public office. However, open competition in Lithuania limited by the fact that the alternate selection of civil servants are not publicly available, and the workers do not apply to contests. Lithuania selection of civil servants is decentralized. 2008-2012, Government's program is planned to "introduce a fair, objective, in part to the selection of a centralized public servant." This is true for smaller Lithuanian public administration institutions with the selection of staff capacity is weaker. Therefore, recruitment has been possible to carry out the institutions to which these institutions under the authority of, or a centralized screening center, including external and independent evaluators. Lithuanian state officials agree that the Lithuanian civil service requires major reform. The aim of the master research - to reveal the Lithuanian civil service selection features Mazeikiu, Plunge, Skuodas Tent municipalities and provide training and direction. There is a large amount of job offers in the press, there are plenty of them in the internet, and staff recruitment companies are also submerged with orders. In today labour market, the questions of what staff searching method is the most reliable and of how the job seeker could find a place are becoming more vital. What communication model of staff searching would help to successfully resolve this problem? The object of this master thesis work is requirements for staff competences indicated in the recruitment advertisements. The requirements for staff competences are analyzed on the basis of information of search and selection companies (recruitment advertisements, research, publications on employment, recommendations about estimation of staff competencies, and other information). Full textThe master thesis is to provide solutions to improve the assessment of pharmacy employee analyzed pharmacy network. The theoretical part presents the scientific literature presented in the assessment process and related deadlines comparative analysis. Analyzes employee evaluation procedures at the elements: employee assessment, evaluation criteria, scale, evaluation methods, entity of the assessment. At the analytical part of the thesis is employee evaluation process analysis results network pharmacies, which are obtained based on a semi-structured and unstructured interviews and observation techniques. It was also assessed using pharmacy personnel’s evaluation system. At the final part is the pharmacy personnel’s of formalized evaluation process, which consists of the evaluation procedure, assessment testing, assessment interview and evaluation result, improvement solutions. It also formulates recommendations for improving these elements of the evaluation procedure: assessment objectives, evaluation criteria and measurement scales, the assessment entity selection and preparation, giving feedback and evaluation.

Full textThe first part of the paper is analysing the concept and content of immunity of personal privacy in present national Constitutional, Criminal, Administrative and Civil law, as well as in International law. As well legal restriction of this right and regulations of these legal measures in nowadays Lithuania law being analysed. Second part of the paper describes criminal legal characteristics of actions against immunity of personal privacy focusing on analysis of criminal composition of offences directed against immunity of personal privacy as well discussing its criminal qualification. The third part of presented work reveals data gained during sociological research and observing results of criminal statistic concerning the offences against immunity of personal privacy and the way groups of society ranks these offences as a criminal, emphasizing problems related with theirs criminal qualification and evaluation as well as with the attitude of different groups of society about criminalisation of these kind of offences. At the end of presented paper suggestions on solving revealed problems being presented.

Full textBachelor thesis analyzes the social educator as consultant personal assessment. Consulting is one of the social educators operating functions. Scientific studies have proved that effective counseling is affected by the counselors’ personal characteristics. This bachelor’s object is the evaluation of social educators’ as consultant’s personal characteristics. This study is to reveal social educators as consultant’s characteristics evaluation. Survey data was collected by using a written survey method (questionnaire). Questionnaire was based on open and closed questions. Survey data was analyzed by using descriptive statistics (averages, standard deviations, and analysis of nonparametric tests (Kruskal-Wallis)). Survey involved 40 Siauliai University undergraduate third and fourth-year students of social pedagogy and 64 in Vilnius, Kaunas, Klaipeda, Siauliai city and district social workers. Survey data revealed that social educator as a consultant has certain personal qualities. Social educator has psychological qualities: empathy, self-knowledge, their work and consulting activities meaning and effectiveness of the perception of other people, criticism of others for the unacceptable actions. To analyse and evaluate the opinions of health care specialists about the demand of eHealth and its impact on performance changes of outpatient health care institutions. The tasks of the study.1. To analyse the opinions of health care specialists about eHealth implementation in medical institutions and the use of eHealth services. 2. To evaluate the demand of eHealth servicesinoutpatient health care according to health care specialists. 3. To analyse and compare the opinions of health care specialists in polyclinics about the influence of implemented information technology on health care services. Study methods. The survey was conducted in December2013 – January 2014. Anonymous questionnaires (N=154) were distributed to health care specialists, administration staffand employees of statistics department in polyclinics of town Kedainiai. Results.The major part (73%) of the respondents reported that a computer is required in their workplace, and the ones who considered their computer literacy skills as highclaimed it as necessity. 63% of doctors self-evaluated their computer literacy skills as intermediate or poor. The main IT system of the institution is used by 93,1 % of employees of Kedainiai PHCC and 59,7% of employees of Consultants Polyclinic. Electronic sick-list system is mainly (92,6%) used by doctors. Full textThe aim of the paper is to compare supervisor - employee communication patterns in a different type of service providing organizations (laundries, hotels in Šiauliai, Šiauliai washhouse, Norway washhouse). Framework of this study is the personal supervisor characteristics, offered by managerial literature authors (Jasinavičius, Sokol, 2005; Kasiulis, Barvydienė, 2005; Baršauskienė, Janulevičiūtė, 1999) original communication climate inventory (CCI) operationalized by J. I. Costigan and M. A. Schmeidler (1984) and communication barriers, offered by lithuanian authors (Bakanauskienė, Petkevičiūtė, 2003; Misevičius, Urbonienė, 2006). There were 181 respondents involved in this survey (63 - employees from Šiauliai hotels, 65 - employees from Šiauliai laundries, 26 - employees from Šiauliai washhouse, 27 - employees from Norway washhouse). The final results of the survey were grouped and interpreted as well as conclusions made. While carrying out the survey it was found out that sincerity, empathy, warm relationships are the most important personal supervisor characteristics. The results showed that supportive communication climate dominates in all service sectors, but there are some manifestations of the defensive communication climates as well.
