Abstract:
Law of the Republic of Indonesia Number 3 of 2002 concerning the National Defense explained that Indonesia's defense was carried out with a universal defense system to deal with every form of military and non-military threats. Geographically, Riau Islands Province is an area directly border to neighboring countries that have potential non-military threats. These non-military threats include illegal activities in the form smuggling of goods, illegal drugs, human trafficking, terrorism and penetration of foreign ideologies as well as cases of actual non-military threats, COVID-19 pandemic. The aims of the research are to analyze the management of human resources and the synergy between local governments and defense elements from the army, navy and air force in the Riau Islands Province as well as analyze the obstacles and the efforts to create in the face of non-military threats. The method of the research is a qualitative method with primary data collecting techniques, interviews, and secondary data in the form of literature studies. The results showed that the local government and elements of defense in the Riau Islands Province in facing non-military threats with ideological, economical, technological and information dimensions, economics, health and safety made programs by managing human resources through the functions of planning, organizing, actuating and controling. While synergy is built in two ways, namely communication through social communication through discussion, dialogue, official letters, mutual cooperation and coordination through communication forums of regional leaders. Constraints faced are geographical conditions, facilities and infrastructure, budget constraints and limited personnel. Efforts to overcome obstacles in creating synergy are increasing the frequency of regional leadership communication forums, optimizing cooperation, transforming defense human resources and increasing joint activities.

Abstract:
The purpose of the work is to develop proposals aimed at improving the personnel controlling model of oil organizations as a tool for managing the processes of personnel turnover. The experience of applying the system of personnel controlling in foreign countries has proven to be an effective system, providing the management with the relevant information base for timely tracking of changes in the indicators of personnel management and productivity indicators. There is theoretically confirmed interrelation between personnel turnover indicators and labor productivity that predetermines the necessity of monitoring of the given indicator in the system of personnel controlling. Meanwhile, the turnover rate itself is influenced by different internal and external factors. The suggested directions of improving the personnel controlling model consist in inclusion of the additional module, which provides the analysis of the statistical reporting; suggested system of the quantitative evaluation of the production personnel quality indicators; analytical procedure of revealing the reasons of the key personnel turnover by means of introduction of the block structure of the turnover factors evaluation of this personnel category, revealed by method of expert evaluation of the oil organization workers, which allows ranking those factors and timely develop the means of its solution. Theoretical and methodological basis of the research are the actual concepts of personnel management and personnel controlling systems study and development. Methods of expert evaluation, mathematical and statistical methods, correlation and regression analysis were used to carry out the task of estimation of the proposed recommendations.

Currently, new and updated tools for controlling personnel as specific methods of personnel management are being used with varying degrees of success. The subject of the research is the essential aspects and content features of management relations that develop during the formation and development of controlling personnel of processing organizations. The purpose of the research is to provide theoretical justification and instrumental support for the processes of personnel controlling based on the use of the advantages of the divergent approach for the full use of the creative component of management decisions. The methodological basis of the research is the methods that reveal the logic of the presentation: General scientific – dialectics (deductive, inductive), system; private scientific – historical, matrix, comparison. The scientific novelty of the research consists in the development of provisions aimed at substantiating the conditions that contribute to the formation of divergent thinking in solving managerial control tasks of the organization with the tools of personnel controlling. In contrast to the existing functional approaches, it is recommended to apply a process-oriented approach to personnel control, which contributes to the implementation of synergy and emergence in the course of displaying the creativity of human capital to ensure the competitiveness of a developing processing organization.

Abstract:
Contemporary human resource management specialists have the status of business partners. This role requires sufficient knowledge of the organisation, necessary for the specialists to contribute to the devel- opment of strategic solutions and cost optimization through, for instance, personal controlling, i.e. con- trolling adapted to handle the HRM function. The personnel controlling concept comes with a variety of tools, one of which is the labour cost budgeting. This interdisciplinary article presents the complex matter of human resource management in the context of personnel controlling. In particular, it provides an in- sight into the nature of personnel controlling and labour costs, and describes how personnel controlling units and HRM units are related to each other. Based on a critical review of the literature (mainly interna- tional), the article integrates the knowledge of personnel cost budgeting and attempts to evaluate its use- fulness for management purposes. Its conclusions can be used as reference by researchers and practition- ers (mainly heads of the personnel function and personnel controlling), as well as by economics students. In the author’s opinion, personnel cost budgeting can be a key tool allowing an organisation to control these costs and consequently improving the effectiveness of organisational management.

Abstract:
Abstract Purpose – The aim of this thesis is to describe and explain how service employees create personal wellbeing through improving the customer’s experience of the service by being proactive in their work, continuously running the service interaction and stimulating the customer. Design/methodology/approach – The study takes on a qualitative approach and data was collected through a primary analysis of 9 extensive interviews performed on service providers within the mobility service-business in Gothenburg.   Findings – The findings of this study show how service employees’ can create personal wellbeing for themselves in different ways and to varying extent using different tactics, judgement procedures and implicit knowledge resources. Research limitations/implications for future research – The service setting in this study is not comparable to all other organisations, something must be taken into account. Future research should focus on further analysing the findings of this thesis by performing similar studies in other service contexts and a more detailed examination of the different components. Practical implications – The findings of this thesis provide valuable insights for managers within similar service organisations where there is need for improved employee wellbeing and performance. This could lead to significantly enhanced service experiences that would benefit, not only the employees’, but also customers’ and the organisation as a whole. The present diploma thesis deals with HR controlling, which represents an effective way for organizations to monitor and assess quantitative and qualitative indicators. HR controlling is an efficient means of demonstrating the contribution of HR managers not only to their departments but also to the overall aims of organizations. The first part of the thesis defines basic theoretical prerequisites concerning the importance of HR management in organization efficiency, the HR system and HR controlling. The analytical part of the thesis begins with the presentation of the BUZULUK, a.s. company. The principal part of the thesis is comprised of a situational analysis, the definition of the needs of internal HR department customers and a new conception of personal indicators. The main aim of the thesis is to analyze the present approach of the BUZULUK, a.s. company to efficiency assessment in the field of human resources and, based on this, to propose a system of efficiency indicators, which might ultimetely help the implementation of HR controlling in the aforementioned company.

Abstract:
Approximately one million children in the UK are living in families where at least one parent has problem drinking tendencies. Evidence explores risks to children growing up in this environment. However, there is limited evidence exploring what influences an adult who grew up in a home where a parent drank alcohol to excess to drink within recommended limits, and whether behaviour/decision making with respect to drinking alcohol within recommended limits is deliberate. This study used a constructivist grounded theory design. Eleven participants were selected via purposeful sampling for their experience of growing up in a family where problem drinking had been observed. Data were collected from one to one individual semi-structured interviews over a period of 23 months. There were three main stages in the analysis of the data, initial coding, focused coding and theoretical coding, and theoretical saturation. The constructivist grounded theory gave consideration to human nature and social control, applying this to the creation and control of one’s own immediate personal social world where its influence stems from the impact of a parent/s problem drinking behaviour which were for the most part unpredictable and an environment that was largely unstable. Participants appeared to take control of, and responsibility for, the direction their lives have taken. Two key related aspects worthy of consideration in the context of clinical practice arising from this study are firstly, in relation to the attributes of resilience; harnessing it, and developing it, whilst acknowledging that not everyone has the same opportunities, or resources or ability to access these resources. Secondly, recognising the intensity of strategy development for maintaining drinking within recommended limits as a conscious decision where individuals develop personal strategies for achieving personal control. It is essential that services acknowledge the impact these experiences can have and the variability of resources available to individuals. The Alcohol Liaison role needs to develop to include identifying those in a family where there is problem drinking behaviour and those with a family history of problem drinking behaviour. An individual approach is required for developing strategies for promoting resilience and prevention strategies need to be determined and agreed on an individual basis enabling the individual to take control of drinking alcohol within recommended limits.

Abstract:

The purpose of this dissertation was to explore whether training and clinical supervision were predictive of compassion fatigue when controlling for burnout and personal history of trauma. The study used quantitative methodology to analyze the relationships among the predictor variables training, clinical supervision, burnout, and personal history of trauma and the criterion variable, compassion fatigue as measured by compassion satisfaction and secondary traumatic stress. The sample was 217 mental health care providers serving traumatized persons in Washington State, Wisconsin, Michigan, New York, and Maryland. Participants completed the ProQol and endorsed one of three levels of training (no trauma-specific training, some trauma-specific training or trauma certificate training), whether or not they receive clinical supervision, and whether or not they have a personal history of trauma. Sequential multiple linear regression analyses were used to assess whether the predictor variables predicted compassion fatigue. A multiple regression with interaction terms was performed to assess whether clinical supervision moderated the association between training and compassion satisfaction. The results show that, burnout was the best predictor of both secondary traumatic stress (t(215) = 13.60, p < .001) and compassion satisfaction (t(215) = -15.51, p < .001). Neither training nor clinical supervision were significant predictors of secondary traumatic stress when controlling for burnout and personal history of trauma. Training was a significant predictor of compassion satisfaction. However, clinical supervision was not a unique predictor of compassion satisfaction. None of the interaction terms were significant predictors of either secondary traumatic stress or compassion satisfaction.

This paper differs from the existing literature as it takes into account the possibility that share repurchases are not used to serve for the general shareholders’ interests. When controlling shareholders heavily use their stockholdings as a pledge for personal loans or when their cash flow rights is low, investors do not respond to the announcement of repurchases. This evidence is in favor of a personal interest hypothesis. On the contrary, the market reacts favorably to buyback programs when there are no pledged stocks or when the cash flow rights is high. The evidence is consistent with the signaling hypothesis. Evidence based on operating performances and long-run abnormal return paints the same conclusion.

The purpose of this study is that the enterprise’s private placement announcement is under way, whether it takes whole shareholders' benefits into consideration first not the benefits of controlling shareholders. In this research, it is found that as Controlling shareholders take personal benefits into consideration first, and it meets personal interest hypothesis. Marketing investors don't have abnormal return when the private placement announcements are declared. It doesn't possess any announcement effect. But oppositely, as Controlling shareholders don't take personal benefits into consideration first, and it meets signaling hypothesis. Marketing investors could have abnormal return because enterprises claim private placement. It possesses announcement effect. For further research, the relationship between abnormal return and financial ratio in the short term of the announcement of private placement is found that Price-Book Ratio、financial leverage ratio 、Prior Return、stock pledge ratio of controlling shareholder、 and Free Cash Flow right is relevant obviously to cumulative abnormal return. As the announcement of private placement is declared, the results below are as follows. 1. While Price-Book Ratio is increasing, cumulative abnormal return is decreasing. 2. While financial leverage ratio is increasing, cumulative abnormal return is increasing as well. 3.While Prior Return is increasing,cumulative abnormal return is increasing as well. 4. While stock pledge ratio of controlling shareholder is increasing, cumulative abnormal return is decreasing. 5. While Free Cash Flow right is increasing, cumulative abnormal return is increasing as well.

Even motivated students procrastinate, for procrastination is triggered by a volitional (rather than by a motivational) problem. However, many factors, such as learning context, teacher interpersonal style, and also type of motivation may influence the occurrence of procrastination. The aim of the present study was to assess the relations between first-year university students’ procrastination and controlling teacher behaviour. Four types of controlling teacher behaviour and three distinct measures of procrastination were ecvaluated and their correlations assessed. Findings revealed small but significant associations between (a) conditional use of rewards and decisional procrastination, and between (b) excessive personal control and procrastination linked to avoiding tasks. Results suggest that controlling teacher behaviours might influence students’ psychological experiences in learning negatively. Teachers who do not refrain from constant use of conditional rewards may deffer students’ decision processes regarding their own autonomous academic learning, and excessive personal control may favour students’ perceptions of external regulations, decreasing intrinsic motivation and autonomous self-regulated learning and, thus, making it more likely to engage in alternative activities, procrastinating academic learning.

Abstract:
Invasive meningococcal disease (IMD) is a contagious bacterial infection that can occur sporadically in healthy individuals. Symptoms are typically similar to other common diseases, which can result in delayed diagnosis and treatment until patients are critically ill. In the United States, IMD outbreaks are rare and unpredictable. During an outbreak, rapidly marshalling the personnel and monetary resources to respond is paramount to controlling disease spread. If a community lacks necessary resources for a quick and efficient outbreak response, the resulting economic cost can be overwhelming. We developed a conceptual framework of activities implemented by universities, health departments, and community partners when responding to university-based IMD outbreaks. Next, cost data collected from public sources and interviews were applied to the conceptual framework to estimate the economic cost, both direct and indirect, of a university-based IMD outbreak. We used data from two recent university outbreaks in Oregon as case studies. Findings indicate a university-based IMD outbreak response relies on coordination between health care providers/insurers, university staff, media, government, and volunteers, along with many other community members. The estimated economic cost was $12.3 million, inclusive of the cost of vaccines ($7.35 million). Much of the total cost was attributable to wrongful death and indirect costs (e.g., productivity loss resulting from death). Understanding the breadth of activities and the economic cost of such a response may inform budgeting for future outbreak preparedness and development of alternative strategies to prevent and/or control IMD.
